MINING taxation is a subject which bears definitely upon-the welfare of the mining indus-try. Every government must have a revenue but that revenue should be raised in such a way as to hamper as little as possible legitimate enterprise or industry. A mining tax should be fair, and one which appeals to the natural sense of justice. Our present system is a tax on net- profits after all expenses are met. On profits in excess of $10,000 the Mining Tax Act takes three per cent., one-half of which goes to the Govern-ment and one-half to the municipality in which the mines are situated, to meet local needs for roads, schools, etc. On profits from one to five million dollars", the tax is five per cent.; over five million, six per cent., and so on. The first $10,000 profit is exempt. The result is that if a mine is worked at a loss, it pays no tax at all; if it makes a small profit, it pays a small tax; if profits are large, the tax increases accordingly. It is difficult to imagine a fairer or less onerous method of taxation, or one better adapted to meet fluctuating conditions from year to year as profits rise or fall. A just and fair tax should be levied on profits, never on capital. There is, one branch of the mining industry upon which is levied a higher tax than upon other branches, namely, the nickel industry. I see no good reason why any branch of the mining industry should be discrim-inated against on a profits tax basis. A mining tax should not discourage development. The present tax meets this requirement. In the early years of a mine, when it is all outgo and no income, the mine pays no tax. Not until it reaches a productive and. profitable stage does the tax take effect, and then the mine can afford to pay it. Further, a tax on profits does not operate against the opening up of low-grade deposits, or those in which the chance of success is to a certain extent speculative.

There are two essentially different 'types of case-hardening processes; that using a dry mixture in which the object to be case-hardened is packed and kept for the necessary time at the necessary temperature, and the "liquid" proccss, employing a bath of fused salts into which the object is immersed and which by immediate contact case-hardens the surface of the article. The Shimer process belongs to the second class, and was a war emergency invention. Of the liquid melts used as baths, the most effective and most frequently used are melted potassium cyanide and melted sodium cyanide. These may be used either pure or mixed with salts that reduce the melting point and the percentage of .cyanide present. The use of these baths since 1914 has met many commercial difficulties because of the high price and frequent commercial scarcity of the cyanide salts; at present sodium cyanide has practically entirely displaced potassium cyanide. Another trouble is the danger to the workmen handling the cyanide salts, which are extremely poisonous, and the annoying and poisonous vapors or gases given off in the workshop, unless an effective system of hoods and ventilation is provided, so as to prevent the gases from the baths mixing with the air of the room. Porter W. Shimer, of Easton, Pa., has invented a substitute1 for the bath of melted cyanides which case-hardens with equal or greater facility and effectiveness, gives off no poisonous vapors, and costs for chemicals materially less than the cyanide costs in the previously used baths. The process has been in use over a year in a large American works and the following statement embodies the results of practical experience in the use and operation of the process. The Shimer liquid or melted bath consists of a mixture of easily fusible salts that do not possess case-hardening properties, into which is immersed fresh calcium eyanamid, which imparts to the bath case-hardening properties. The composition of the non-case-hardening salts appears rather immaterial. Good results have been obtained by using a mixture of sodium chloride, calcium chloride, and barium chloride in equal proportions by weight; also a mixture of one part sodium chloride

10.3-1. Introduction. Equipment replacement or maintenance is of major concern to every company today. It can be the difference between an efficient and profitable operation or an inefficient and struggling one. Mining equipment, as everyone knows, will not last forever. Some equipment becomes obsolete before it wears out while some may be doing its intended job, yet not economically. It is a major problem for management to make the decision as to whether a piece of equipment should be repaired or replaced. There are numerous approaches to this problem; using formulas, charts, and graphs. These would be very good if all conditions were stable. Since conditions and requirements are constantly changing, an accurate observation cannot be derived from a set formula. A formula does, however, serve as a reminder to include most of the items that should be considered when evaluating old and new equipment. In the field of mining there are several questions which enter into the reasoning that are difficult to put into an equation. Some of these are: 1. Will the present equipment produce the required output of the mine, or an increase if necessary? 2. Are reserves adequate to support the purchase of new equipment? 3. Can the old equipment be repaired to efficiently continue the mining operation? 4. What is the stability of future markets for the product? Depreciation rate, or the write-off life, is a factor that can directly effect decisions on replacement. If the initial life expectancy is too long and the price of equipment is not written off when discarded, then the original investment has not been recovered. If the write-off time is too short, then the equipment is written off before replacement is even considered. In this case, the depreciation accrual is usually used to finance some other phase of the operation. In view of the increasing prices, the amount of depreciation fund is generally too small for much incentive to replace an older unit

Thirty years ago, when I stood on the cliff of red fossil iron-ore, on Red mountain, Jefferson county, Ala., I asked what were the geological relations of this remarkable deposit. In reply I was told that it was a limestone, colored and saturated by some unknown but wholly external influences, and that at a reasonable distance from the surface the color would disappear. I could find no satisfactory explanation, either of the nature of this wonderful external permeating influence, or of the cause of such a ferrous impregnation selecting this one particular bed of limestone, to the exclusion of the higher and lower beds of the same material which are not even stained. I. The Present Theory. Referring to this subject, Dana says :' "The clays, clayey sandstones and limestones of the Clinton epoch, through New York and the Appalachians, show that the mud-flats and sand-banks, and hence the shallow seas of the coast region, still continued.... The beds of argillaceous iron-ore, which spread so widely through New York and some of the other States, west and south, could not have been formed in an open sea; for clayey iron-deposits do not accumulate under such circumstances. They are proof of extensive marshes, and, therefore, of land near the sea-level. The fragments of crinoids and shells found in these beds are evidence that they were, in part at least, salt-water marshes, and that the tides sometimes reached them." At first, this explanation seemed satisfactory, but the more I studied the ore the less satisfying the explanation became. 1. (communication to the Secretary*).¬I assume that where this valuable paper states, near its end, that "it is not possible to establish a market price, " the author means that no particular price which will fit all conditions and fields can be given. I am not in agreement with Mr. Wyer, however, that the actual value of natural gas leaseholds is "largely a matter of opinion." I would even be willing to express myself very strongly as believing that if we, as experts, cannot give anything closer than a mere opinion, our testimony or reports are not of great value to our clients. I believe, moreover, that by detailed geological examinations and with our latest knowledge of geological structure, principles of natural gas occurrence, etc., we can approach just as near a certainty in natural gas valuations as we can in oil valuations, and much more so than in the valuation of many metal prospects, in which only the upper few feet of the vein has been opened. In other words, we are getting nearer and nearer every year to bringing geology as applied to oil and gas development into the class of an exact science. Mr. Wyer's paper gives an excellent outline for methods of leasehold valuation. Being presumably intended as an outline only, it can be expanded indefinitely by a detailed discussion of the methods of valuation for the four different classes of leaseholds which he mentions: (A) "Producing;" (B) "Protective;" (C) "Reserve;" and (D) "Prospective." This classification is probably as good as can be made in practice. In the producing leaseholds in particular it is easy to establish a market price at which these leaseholds should be bought or sold. The question would arise in any case whether or not the leases are connected with a pipe line or the distance from the pipe line. Assuming that a pipe line already taps the property and that gas is already being sold for a certain figure, this price must be multiplied by the number of thousand cubic feet still "in sight" in the ground, from which is to be deducted (a) bonuses, (b) rentals, (c) royalties, (d) cost of drilling, (e) taxes and

Coals, other than anthracite, have been so thoroughly studied under the microscope during recent years, that we now know what kinds of plants and what parts of plants form the bulk of lower rank coals from peat to bituminous coal. The microscope has also shown the state of preservation of such vegetation as well as the nature and distribution of products of plant decay. These and further details have been ascertained mainly through the employment of two methods of attack, section cutting and maceration. Anthracite has failed to respond to these methods, so well adapted to the study of lower rank coals and, therefore, has been neglected by investigators to such an extent that there is much doubt as to its microscopical characteristics. The object of this paper is to lift anthracite from its realm of obscurity by demonstrating the wealth of microscopical detail that is revealed when reflected light is used on a properly polished and etched surface and, further, to show the relationship between anthracite and bituminous coal. Technique The method adopted in this investigation is similar to that described in an earlier paper.' Because of slight modifications recently made, the process is again described. It consists, briefly, of etching a polished surface of coal with heat. Although pieces of various sizes and shapes are used, blocks of coal about 2 or 3 cm. square take the most uniform polish and are large enough to be handled with ease. Larger pieces can be used if one has the equipment for polishing them and they rnay be desirable when one wishes to study some particular form that extends for some distance through the coal. Large surfaces, however, require greater care in polishing and etching; for this reason, they are not recommended for ordinary work.

Russia's first "Petaletka'' has ended. Technically it did not succeed but practically it has been a great achievement in the petroleum industry. Out of the chaos of revolution and civil war Russia has developed her oil industry to second place in the world's production. For 1932 production of crude oil is estimated at 150,000,000 bbl. and refined products at 145,000,000 barrels. Russia has been able to give the petroleum industry every advantage that a government can extend to a fast growing industry. She has obtained all of her property by confiscation. Under government ownership, operation and control, her petroleum industry is not handicapped in any way by state rulings or by unnecessary competition in production, refining and marketing. There are no damage suits resulting from offsetting, flooding, repressuring, laying of pipe lines, building of docks or other necessary work. Russian oil fields2 have been easy to develop and operate. They lie advantageously to transportation for foreign markets. The chief disadvantages have been a lack of credit and technical cooperation, but the former is being overcome by the sacrifice of the people. They go without the comforts of life that all salable articles may be exported for the imports of modern machinery. Modern machinery is fast replacing the obsolete and worn-out equipment. Technical cooperation has been difficult because it has been necessary to train thousands of adults to do technical and mechanical work. Great quantities of pipe, tools and electrical equipment were necessary for the rapidly developing fields and refineries. The supplies have been inadequate and the quality poor. This lack of equipment, along with the untrained technical supervision, has been the cause of the proposed quota falling short. Fig. 1 shows the production for 1931 and 1932. During 1932 a large percentage of the oil was produced in the proven fields of the Caucasus.

The Ti-Al system certainly merits the investigative attention it has been receiving and this latest contribution by Blackburn is therefore to be welcomed. The titanium-rich end of the phase diagram shown here, as well as the diagram by crossley,17 Clark et a1.,18 and Tsujimoto and Adachi,29 reveal no other intermediate phase than Ti3A1, although a previous work by Ence and Margolin20 had reported an additional intermediate phase. Since then, Buerger Precession pictures of single crystals of 10.5, 11.5, and 12.5 wt pct A1 were made at New York university21 and the extinctions were found to be typical of a D6h a Ti structure. Some superlat-tice spots and/or streaks suggesting the presence of an Mg3Cd structure, i.e., Ti3Al, were also found. Since these specimens had been quenched from the y region20 and had revealed a Ti, it was concludedz1 that y does not exist and the structures interpreted as m + y could not be so considered. The absence of normal two-phase behavior in these structures had been indicated in the paper. Accordingly, the two-phase region y + 6 becomes a + Ti3Al and there is some agreement between the results of Blackburn and of Ence and Margolin20 as to both shape and existence above 900°C of an a + Ti3Al field. Crossley 17 proposed that Ti3Al is a line compound which decomposes congruently at 900°C. It is difficult to discount entirely the fact that clear two-phase structures, varying in amount with position in the two-phase field, could be detected above 900°C by Ence and Margolin.20 Precipitation during quenching could not have been so regular and the twin-phase syndrome17 does not apply. The heat treatment and quenching technique was essentially the same as was used by Crossley, whereas Blackburn, who used a rapid quenching procedure, also showed a two-phase a + Ti3A1 field above 900°C. If the two-phase field exists above 900° C, it is easy to picture a two-phase field which could account for the data of Crossley below 900°C without invoking a line compound existence of Ti3A1. All that would be necessary would be an 0 + Ti3Al/Ti3Al boundary which curved sharply to higher aluminum contents below 900° C. It is clear that the controversy must be solved by techniques which obtain data at elevated temperatures without quenching. It is conceivable that the difference in width of the a + Ti3N fields reported by Blackburn and by Ence and Margolin is due to the longer annealing times used by the latter investigators. (written-discussion-? ).--The advantages of the incline-slicing system have' been ably pointed out by Mr. Scott in his paper in the November, 1917, Bulletin, and also by Mr. P. B. Scotland in the Engineering & Mining Journal, Apr. 7, 1917. From the standpoint of efficiency and economy this method is far superior to the top-slice system as generally practised. However, as regards ventilation, and the danger of mine fires, it is just as necessary to use a mechanical ventilating system in mines worked by this method as it is in those worked by the horizontal top-slice system. Mechanical ventilation not only improves working conditions in top-slice stopes but, if properly designed for the particular mine in question, permits an immediate attack to he made in the event of a mine fire with a greater degree of safety to the men. In the course of time, incline top-slicing will probably take the place of the horizontal top-slicing system just as the incline cut-and-fill has superseded the horizontal cut-and-fill stoping method. While incline top-slicing has been tried in several districts on a very limited scale with inconclusive results, the Coronado is the-only large mine at which it has yet been thoroughly tested, and there it proved to be a complete success. As Mr. Scott's figures show, the tonnage has been more than doubled, with a simultaneous reduction in costs. As has been the history with all other innovations in mining, considerable hesitation will probably be shown in introducing this method in other mines. For example, when the incline cut-and-fill system was put forward as a substitute for the horizontal cut-and-fill stoping method many mining men of good repute were doubtful of its success and post-poned its introduction as long as possible, giving as their reason certain geologic conditions which would make the incline cut-and-fill impracticable. At the present time, most of the mining companies in the South-west, who in the past had used the horizontal cut-and-fill system, have already changed over, or are in the process of changing, and have proved that in the majority of cases horizontal cut-and-fill stopes can be successfully operated under the incline cut-and-fill system. Large horizontal cut-and-fill stopes can now be found in only a few exceptional cases, and

The phenomena of liquation in steel or iron ingots of all sizes, but naturally to greatest extent in the heaviest ingots, have been noticed ever since the commencement on a large scale of the Besse mer and open-hearth manufactures; but they have been studied with care during the last few years only. The English and the Ameri cans were the first to publish the results of investigation upon phe nomena of this clam, to which they have given the name of segregation. Historical. Passing by that which has been written concerning the segregation observed in gray pig-iron, of which instances were given by Karsten, we shall confine ourselves here to that which is known of this subject with exclusive reference to ingot steel and iron. Mr. H. M. Howe, of Boston, in his Metallurgy of Steel, the most complete and well-arranged treatise upon steel, gives a resume of observations, with the results of numerous analyses, bearing upon the phenomena of segregation. According to Tchernoff (with whom we discussed this question at length in 1878, in connection with the cast-steel plates of large dimensions designed for the Italian fleet, which we showed him at Terre-Noire), Kalakoutsky called attention in 1866 to the lack of homogeneity in Bessemer ingots, especially when cast in sand. Our own attention had been called to the phenomena of liquation in 1868 by a somewhat surprising fact which appeared in almost every one of a number of steel-rail ingots coming from the works of Messrs. Pierre and Emile Martin at Sireuil, to be rolled at TerreNoire. The design of entry systems and mining panels in room-and-pillar oil shale mines seeks to optimize extraction while ensuring both short- and long-term stability of mine openings. Important criteria for optimization include the definition of allowable roof spans and minimum pillar dimensions. Factors considered pertinent to the design of roof spans and pillars are discussed in this paper. They include, but are not limited to, physical properties and grade of the oil shale, depth of burial, presence and frequency of partings and joints and adverse effects of blasting. Also discussed briefly are some of the ventilation and production considerations in mine design.

A relationship exists between the color and the chemical composition of the pebbles from the Bone Valley Phosphate Formation. Darker-colored pebbles are relatively high in iron oxide and relatively low in calcium phosphate when compared to lighter-colored samples; the brown color of the phosphate pebbles can be correlated with their iron content and the black and gray colors with their organic carbon content.1,3 It was anticipated that the darkness of a phosphate sample might be quantitatively measured by a simple reflectivity test and that the amount of reflected light could be correlated with the chemical composition of the rock, especially with the elements which cause the color and darkness of the Florida phosphates. Twenty-one samples of production grade phosphate rock from Hillsboro County, Fla., were studied. All samples were ground to -200 mesh for reflectivity tests and analyses. All analyses are accurate to well within ±2% of the reported value, except for aluminum and organic carbon, which are accurate to only ±15% of the reported amount. Reflectivity measurements were taken with a model 610 Photovoltmeter for tri-stimulus amber, blue and green, and white lights. Experimental procedures and data are available upon request. Results Table 1 contains linear correlation coefficients (LCC) for the element-reflectance relationships for the samples. The top portion of the table refers to the LCC between the percent of light reflected off the samples and the percent of a given element (or its oxide) as analyzed. In the lower portion of the table the LCC refers to the relationship between the same reflectance data and the chemical analyses which have been corrected on the basis of 0% acid insoluble material (chiefly quartz) in the phosphate rock. Each LCC presented in Table I is computed for the 14 coarser samples exclusive of the seven concentrates since the concentrate samples appear to have anomalous reflectivities upon comparison with the coarser grades. Only the most significant LCC for each element is presented in graphical form. Discussion of Data Iron: [Fig. 1] is a graph of the relationship between iron and reflectivity (LCC = - 0.98). A good correlation with Fe2O3, is expected due to the relationship between the tan (or brown) color and the abundance of iron oxide, the principal mode of occurrence of iron in Florida phosphates.8 Note the location of the seven triangles which repre-

IN the spring of 1930, the question was raised as to the possibility of estimating the depth to which the pyrrhotite-nickel deposit at the Falconbridge mine extended in the earth. This body is 7500 ft. long, it dips at 80° to the north, and it is fairly straight with slight sinuosities. Dr. F. W. Lee suggested that it might be possible to solve the problem by measuring the vertical magnetic intensity, with a good magnetometer, both near the surface of the earth and also at a level a 'few feet higher in the air. The writer regarded this suggestion with some scepticism, but it was decided to put the scheme to a prac¬ tical test. In July, 1930, Dr. Lee, Dr. Keys and I ' the writer, with Mr. Joyce and Mr. Belloc as assist¬ ants, made a firm, light wooden platform (Fig. 1) E measuring 4 by 4 ft. on the top, which was 10 ft. above ground. This platform could be moved easily a few yards by four men, and carried across I country in a wagon or by motor truck. Some iron nails were used in its construction, but we were not able to detect their influence on the - Askania magnetometer. Nevertheless, in future work, the use of iron should be completely avoided. The largest reading, 6.8, is open to suspicion and should be rejected. The depth of the top of the orebody is known by electrical survey, and by actual drilling, to be about 112 to 123 ft., and the covering is sandy glacial drift. Similar readings were taken over a long straight magnetic diabase dike. These also are shown in Table 1. The magnetic vertical intensity is consistently less at the higher level, which is l0 ft. above the lower level.

THE history of the development of the strip in- dustry, mentioned in this paper, was covered in considerable detail by Stephen Badlam in his paper presented. before the American Iron and Steel Institute at its meeting in New York last October. The description of progress in rolling strip there out-lined will be found good reading by anyone interested in the subject. Quoting from Mr. Badlam's paper, "For practically thirty years, we find no record of the use of the backing-roll principle, until in 1916 the Lukens Steel Co., Coatesville, Pa., put in a 206-in. plate mill of the four-high type. This was a reversing mill with two 32-in. working rolls and two 50-in. backing rolls and is today making the widest and heaviest plate made anywhere in the world." The functioning of this mill, though rolling hot plate, is, on account of the extreme width and thinness of plate rolled, quite comparable to the rolling of wide strip either hot or cold and was a considerable factor in demonstrating the marked advantages available with the four-high or backing-roll mill for thin accurate rolling. As the writer has brought out, a demand for a product, the rolling of which required the character-istics of the backing-roll mill, was broached by the In-ternational Nickel Co. This resulted in an inquiry of March, 1924, for the building of a mill capable of cold-rolling wide nickel and monel metal sheets or strip, as mentioned. It may be of some interest to note, that whereas the .six-roll cluster mill with plain bearings was built for this installation, the mill designed by the United En-gineering and Foundry Co. for this inquiry was of the four-high type with roller bearings on the backing-roll necks, being essentially the same design as the four-high roller-bearing mill built in 1925 for the Rome Brass & Copper Co. This Rome mill, to quote again from Mr. Badlam's paper, "fulfilled every requirement, and was the model on which succeeding mills of this type were built."

At Cobalt, Ontario, Canada, a lake was drained to facilitate mining, by the Mining Corpn. of Canada, during the spring and early summer of 1915. Previous to pumping out the water, great quantities of sands and slimes from concentrating plants had been discharged into the lake and during and after the lake's drainage, its basin was a receptacle for tailing products. As the writer was at work along the shore line as the lake was being drained, he had a good opportunity to observe the changes that took place as the water was withdrawn. Some adjustments between the incoming sands and the mud in the lake had taken place before pumping was commenced. One of the most interesting results was the appearance of a small dome in a path the writer traversed twice a day for several months; he remembers distinctly the difficulty of crossing this. Cobalt Lake owed its existence to the gouging out of a rock basin by glaciation. The long axis of the basin closely follows the strike of a thrust fault of about 500 ft. (160 m.) vertical displacement. The lake was originally shaped somewhat as shown. The length was about 3000 ft. (914.4 m.), the width at the lower lobe was about 1000 ft., and the width at the narrows probably 400 to 500 ft. The original depth of water varied from 20 to 30 ft. (6.1 to 9.1 m.), near where the island later was formed, to 60 to 70 ft. (23.6 to 27.6 m.) in the widest part of the lower lobe. At the narrows, the depth was 30 to 40 ft. Above the bed rock was sand, with boulders near the bottom, and mud. During the building of the railroad in 1903, considerable filling was done along the right of way. With the commencement of mining operations, about 1905, waste rock and mill tailings were dumped into the lake. One of the mining companies operated a hydraulic giant to remove the glacial debris from several hundred acres of rock surface; much of the sand and clay from this operation was deposited in the lake. About 1,500,000 tons of mill tailings, composed of sands and slimes, were discharged into the lake's waters previous to 1915. Most of this material

The utilization of casing-head gas in the manufacture of casing-head gasoline by both the absorption and the compression method is a most important factor in the conservation of our natural resources. Any industry connected with the oil business, in general, possesses particular attraction for a large number of people not conversant with its basic principles, for the reason that the large fortunes made in the production and utilization of petroleum and its products have been given undue prominence. The general impression of the public that enormous profits are to be realized in the casing-head gas industry with minimum expenditures of both capital and effort has, in a large measure, accounted for the phenomenal expansion of the industry in recent years and, likewise, has resulted in many mistakes and loss of investment funds. It is true that many installations have been very profitable, but such instances are always the result of careful planning, experienced judgment and conservative estimates. The inception and subsequent activity in the manufacture of casing-head gasoline, enabling the business to assume an important position in the petroleum industry, are of comparatively recent origin, as its greatest growth, particularly in Oklahoma, occurred during the years 1917 and 1918. Much information must yet be secured and systematized concerning the methods of manufacture of gasoline from high-yield casing-head gas, and a large field is still open for the application of accumulated experience and good engineering practice in devising better methods of extracting gasoline from casing-head gas of the poorer grades. The absorption process is coming into general use as a most efficient system of treating casing-head gas, and even so-called dry gas. In fact, there is a decided tendency toward the universal adoption of the absorption process as against compression methods. Dissemination of technical data on developments in rock-blasting techniques in Sweden initially takes place as personal contacts and contacts between companies. In addition to these informal contacts, contacts occur in Sweden in a somewhat more organized form. There exists an informal working group--the Rock Blasting Committee--which consists of a number of personal representatives from various companies that perform rock blasting on a large scale and from firms manufacturing the equipment that is used. This means that people from both mining and construction companies get together, plus the manufacturers of explosives, drill steel, drilling machines, and loading equipment. This working group has, so far, succeeded very well in ignoring the purely commercial interests of the companies concerned. Cooperation in this form was started in the 1940's when the tungsten-carbide drill steel was invented-the group originally concentrated entirely on the development of that product. Their activities have been broadened since that time and now a meeting is held every year, at which practical experiences are reported. Only in the past five years have subjects relating to blasting procedures to avoid rock damage been treated at such meetings. This, of course, does not mean that such techniques had been neglected previously. It does, however, reflect the fact that practice in this field is still under development. Why do we try to be careful about the rock surfaces? Obviously, it is a question of economic evaluation. An even rock surface provides, in certain cases, the conditions for more favorable maintainance costs later on, greater strength, and a diminished risk of slides. The economic connections in this field, however, are neither simple or clear. A well-controlled blasted rock surface limits the need for concrete when you later build the concrete constructions. In this respect, the connections are all the more clear. In certain situations, such as tunnels for hydroeletric power plants, a good rock surface that is not lined is hydraulically more favorable than a more coarsely blasted surface. BEHIND the contrasting liquid-fuel technologies of Germany and the United States lie the basic differences of scarcity and abundance. The chemists and engineers of each nation have developed processes that accommodate available raw materials. In the United States, processing is based on an abundant supply of petroleum, which is refined into a variety of fuels and lubricants. Germany has little indigenous petroleum but has a readily available supply of coal that can be converted into liquid fuels and lubricants. As a result, in Germany several basic processes have been developed for the conversion of coal into synthesis gas (carbon monoxide and hydrogen). In turn, this gas is processed into products. As a normal function of its researches into petroleum processing, the petroleum industry in the United States has made careful studies of various conversion and synthesis techniques. A number of oil companies are carrying out independent development programs with the aim of synthesizing hydro- carbon products that can be marketed at a price that will compete with the price of refined petroleum products. American oil companies hope to perfect synthesis processes that will directly benefit the consumer. A good example of progress in these terms is the synthesis plant at Brownsville, Texas, which is based on the conversion of natural gas to synthetic fuels and other valuable products. When this plant is operated at near capacity, it is expected that the products will be able to compete favorably for the consumer dollar. The complete gasification of coal is a technique well rooted in history. As a controlled process on a small scale, it goes back centuries. As a practical technique on a commercial scale, it dates back to 1839, when "producer gas" appeared in Germany for limited industrial use. By 1873, "water gas," or "city gas" as it is sometimes called, was being manufactured commercially in the United States for use in heaters and stoves. The water-gas process was the cornerstone for modern synthesis. To older methods that were concerned only with carbon and oxygen reactions, it added hydrogen by means of steam. Thus far the goal of conversion was to produce gas for heating, lighting, industrial use, and cooking. The long step forward to synthesis was made in 1927, when Germany started to make gasoline from coal by means of the revolutionary Bergius hydrogenation process. FoR a number of years an intensive study has been made to improve the blast-furnace practice at Copperhill not only as to cost% but to provide a good grade of gas for the acid plants. This study took us back to the fundamentals of successful pyrite smelting; namely, a blast furnace working on a clean sulfide ore, free from fines, and the use of quartz high in silica as a flux. In 1919, the quality of the flux was improved and its effect on the metallurgy was very marked. To improve the practice further, it was necessary to work out some method of treatment for the sulfide fines and the siliceous and refractory ores, other than in the blast furnace. A series of milling tests indicated that these products could be successfully treated by differential flotation, and in 1922 plans were made and a flotation plant built. It was estimated that the flotation plant would deliver to the smelter 40 to 50 tons of concentrates per day; the problem was what to do with these concentrates. It was out of the question to attempt to smelt them in a blast furnace because of the dust losses and because our practice demands a charge free from fines for satisfactory operation. There is no custom smelter in the vicinity to which concentrates may be sold, pending the time when the tonnage will be sufficient to warrant roasters and a reverbatory furnace. Sintering and nodulizing were investigated but neither method fitted into our scheme of metallurgy. A close study of the converter practice was then made to see if some method could not be evolved to smelt this tonnage of concentrates in a converter without preliminary treatment. At that time, the converter installation consisted of two 12-ft. Great Falls converters, which were handling 12 to 14 per cent. matte. The heat balance of the converters working with 12 to 14 per cent. matte was more than sufficient to smelt the contemplated tonnage of concentrates but the mechanical difficulties of feeding fines into the Great Falls converter made the use of this type of converter impractical. While there was no opportunity to experiment with the Pierce-Smith converter, equipped with a Garr gun, theoretically it seemed practical

MucH has been written upon the precipitation of metals from cyanide Solution by zinc. We often read of the many factors that influence precipitation, such as zinc surface, purity of zinc, percentage of lead, temperature of solutions, strength of solutions in cyanide or alkali, etc. -Little do, we hear, however, of the part that oxygen plays in precipitation. Caldecottl says: "As the dissolving of gold is essentially an oxidation process, so its precipitation is one of reduction." All who have studied or worked with cyanide solutions will agree that Caldecott's statement is true.' . In the cyanide work in the mills of the Portland Gold Mining Co., we have always found oxygen to be the greatest enemy to precipitation. Oxygen Antagonistic to Good Precipitation A few years ago, while making some experiments on the effect of pressure upon the dissolving rate of gold from our ores, to prove a point, I made some bottle tests under vacuum. The results were surprising, and showed that under vacuum practically no gold dissolved, which confirmed my belief that Elsner's equation was true and also led me to investigate the amount of dissolved air carried by solutions at atmospheric pressure. The experiment consisted in partly filling an acid-bottle with mill-solution and connecting it by a rubber hose to a vacuum pump. When the vacuum was suddenly applied, a cloud composed of thousands of small air bubbles rose out of the solution, showing qualitatvcily' the amount of dissolved air that was contained in the solution, and also proving that the relief of atmospheric pressure on the solution permitted this dissolved air to escape. In studying literature on the subject, we find Henry's law—"The amount of gas dissolved by a liquid is proportional to the pressure to which the gas is subjected."
