ONE of the features of the annual meeting was a round table conference on carbon in pig iron, on Feb. 16. This was presided over by R. H. Sweetser, and the discussion, which was so interesting as to require holding an additional session in the after-noon, ranged over such a wide field that only a brief outline of it will be attempted here. The full discus-sion together with the papers will be printed later. The first paper was one on the need for research in foundry pig iron (1648-C) by Richard Moldenke, who pointed out the trend in present practice of attaining low cost in pig iron production by hotter blast, addi-tion of. scrap to the blast furnace, and. the enormous increase in the output per furnace day. He pointed out that remelting processes are oxidizing processes, to some degree at least, and the metal cannot be given the deoxidizing finish which is characteristic of the steel-making process. The trend today is toward specifying total carbon content in foundry pig irons, and since the carbon content depends on a variety of factors, he suggested that the blast-furnace men and the foundry men study the question and agree on a minimum of total carbon for the given silicon ranges. The discussion of this paper was participated in by E. J. Lowry, Robert Jones, T. L. Joseph,. R. H. Sweet-ser, J. G. Ferguson, W. B. Coleman, E. P. Ross and D. J. Demorest and ranged from a comparison of the total carbon used in making a ton of pig iron in charcoal practice versus coke practice to a discussion of the bad effects observable from the use of scrap This paper was followed by one on carbon character-istics of copper-bearing pig iron by W.. B. Coleman. In view of the belief in many foundries that copper-bear-ing pig iron made trouble in the foundry, experiments were made by adding copper in various amounts up to 1 per cent and with the cooperation of the Robesonia Iron Co. a large number of tests were made over a run of foundry iron. The final conclusion was that the ad-dition of less than 1 per cent metallic copper did not seem to alter the physical properties and that a blast furnace using copper-bearing ore can produce pig iron suitable for making small castings, showing low-Brinell hardness test, good transverse and deflection tests, and high-total carbon.

INTRODUCTION Minera Real de Angeles makes a very interesting case study in more ways than one. To begin with, it represents the first time a bulk silver deposit has been put into production in Mexico. Second, the feasibility and financing stage spanned a period when the silver price ranged from $4 to $40 per ounce. Third, there was a major devaluation of the peso and a financial crisis in Mexico at completion of the project. Fourth, the composition of the partnership (a major Canadian mining company, a major Mexican mining company and the host government's own mining entity) is worthy of note. This paper gives considerable background on the project and how it came to fruition. The political risk aspects and how the major provider of funds perceived Mexican risk at the time of decision to participate and afterwards are highlighted. LOCATION AND HISTORY The Real de Angeles deposit is located at an elevation of 2300 meters in Central Mexico in the State of Zacatecas (Figure 1). The closest village is Noria de Angeles, three kilometers to the north. The closest cities are Aguascalientes, Zacatecas and San Luis Potosi. The first-mentioned is one hour to the southwest by automobile over good roads. Exploitation of the vein outcrops probably began towards the end of the sixteenth century by the Spanish. Evidence of past mining activity is shown by numerous shafts, manways, dumps and ruins. Also, there were remnants of two rudimentary concentrating mills now obliterated by pit development and in the nearby town of Noria de Angeles the ruins of a small smelter still exist. Compania Minera Gamma, an affiliate of a major international mining company, investigated Real de Angeles from 1969 to 1971. Its evaluation program included 20 drill holes and comprehensive geological engineering and metallurgical studies. The results were not encouraging and the option on the property was dropped. In late August 1973 geologists representing Placer Mexicana which was later renamed Explomin were advised of the availability of the property and liked the prospects sufficiently to make an option payment soon due and to agree to outright purchase by year-end. A series of 34 holes were drilled by Explomin and a preliminary study indicated that the prospect had mine-making potential if the silver price was right. [ ] DESCRIPTION OF THE PROJECT Real de Angeles is best described as a large, low grade open pit silver mine because at today's prices approximately 70% of the realizable revenue is derived from that metal. In a paper on the manufacture of artificial fuel, read at the Philadelphia meeting of February, 1878, I enumerated the difficulties which I had to overcome before succeeding in the mixing of coal-dust and clay, the compressing of the same mixture, and the water-proofing of the lumps. The drying of the lumps, after leaving the press, was the remaining difficulty, and it mas expected that a plan devised by Dr. Charles N. Cresson, of Philadelphia, would enable us to dry the fuel as rapidly as it was moulded, and that a continuous production could in that way be obtained. The company was reorganized. The works were purchased by the new company at an assignee's sale, and the oven was modified, according to Dr. Cresson's plan. Anticipating a possible failure, I had prepared a plan by which I expected to be able to demonstrate that anthracite coal dust nixed with pitch, could be manufactured with our present machinery slightly modified ; so that after all, if we were compelled to give up the attempt to make fuel for domestic use, there was a possibility of succeeding in the manufacture of a good steam-fuel. The plan suggested by Dr. Cresson for drying the pressed lumps of coal-dust cemented with clay, did not work as well as we expected. It enabled us to dry more fuel than we did before, but it could not be made to dry more than one half of the lumps produced by the press. The plan mas abandoned, and I was authorized to experiment with coal-dust and coal-tar pitch. The cement which is used in Europe to conglomerate coal-dust is usually dry pitch, which is prepared by separating from the tar, at a temperature of 572' Fahrenheit, the volatile matters which it contains. Some manufacturers, however, employ crude tar, others, a rich tar, which has been cleared of 25 per cent. of its volatile substances, by heating it to 392' Fahrenheit. But with common tar very weak fuels are obtained, which do riot burn well, and give out a strong smell and a great deal of smoke ; it is also necessary to subject them to a baking process, in order to solidify them, and to eliminate the more volatile of the materials contained. This operation of course requires a special plant, the cost of which increases sensibly the price of manufacture, without counting the products

IN the production of alloys by powder metallurgical processes it is often necessary or desirable to include one or more components that tend to form very stable oxides. Included in this group of metals are aluminum, manganese, magnesium, silicon, and a few others. In many cases it is not necessary for the sintered compact to have full density and the other physical characteristics of a cast alloy and in that event no undue precautions need be taken. If, however, it is required that the sintered part be entirely homogeneous, and have maximum density and physical properties, some method must be found to reduce the surface films of oxide, which are always present on the metals, and for the metals mentioned above this is always extremely difficult, if not impossible. Since the production of high-density alloys is of particular interest to powder metallurgists, some experiments were undertaken to devise methods of reducing the refractory oxides. For this work, alloys of iron, nickel, and aluminum were chosen because aluminum oxide is one of the most stable oxides and because these alloys in the right compositions form excellent permanent magnets. All of the pertinent properties of the magnets could be accurately and delicately measured by density measurements and magnetic tests of sufficient scope to give a complete demagnetization curve. From such a curve the maximum coercive force, residual magnetism, and energy products could be obtained and compared with the same properties for a cast material. Any lack of homogeneity, density, or solid diffusion would be immediately apparent as a decrease in the magnetic properties. NATURE AND REMOVAL OF SURFACE BARRIERS The early work of the present investigation was based upon published processes.* In the published information it was claimed that by intimately mixing iron, nickel, and iron-aluminum alloy (50 per cent Fe, 50 per cent Al) powders, compressing such a mixture into the desired shape and size, and then sintering (heating to a temperature below the melting point of the component metals) in hydrogen at 1200°C. or higher, a sound, homogeneous article could be made having the desired physical size, shape, and strength, and good magnetic characteristics. However, this early work showed clearly that something in the powder compress was inhibiting diffusion and the process was almost entirely unworkable. In the initial phase of the investigation samples of iron powder, nickel powder, and iron-aluminum alloy powder were pressed into separate bars and sintered in hydrogen. EPPELSHEIMER, * Middletown, Ohio.-The housing of employees has so many and so varied aspects that in order to reach even an approximately correct solution it is necessary to have in mind a few fundamental principles; but it is not possible as yet to write these housing principles in the clear and correct form that is possible with many of our natural laws. Manifestly, the problem depends first on the kind of people it is necessary to house. What is suitable for the Southern unattached negro is not suitable for the married skilled American. The influx of colored labor has affected quite a number of what were satisfactorily housed communities. The second important factor is the relative proportion of the number of employees to the total employable population of the community in which the industry is located. The employer of a hundred men in. a large city has little responsibility in the matter of housing his employees. If he employs 75 per cent. of the employable population in a community of 27,000, as is the case of the company with which the writer is connected, it means a large responsibility. In the establishment of an entirely new plant in a more or less isolated place, the responsibility becomes greater. As engineers, we design and write the specifications for the machinery to accomplish a definite purpose, and proceed to house it, provide the necessary buildings with their accessories in the way of cranes, or heating systems, or sprinkling systems, as the case may be. There is no reason why the operating force should not be built up in very much the same way: design the organization, write its specifications so that the employment department can secure the proper men, and then house that organization with just as much thought and care as is given the plant. In the plant, the various machines will work along certain definite lines and accomplish certain results; but even if we start with the proper organization it takes considerable time to get that organization working together. One of the most important elements to this end is the proper housing of the organization. A man usually spends more time at home than at work. Proper surroundings and a comfortable, convenient house of good appearance exercise an influence that cannot be denied, and an employee situated in such surroundings is far more inclined to follow the policies of his employer and take an active part in furthering them

THE high-alumina clays of Missouri are interesting for several reasons. They are the only sedimentary deposits in North America of first grade (over 70 pct A1,0,) diaspore and boehmite sufficiently large to be mined commercially. Mineralogically, they are composed of diaspore and boehmite in intimate coexistence, but gibbsite, the common hydrated alumina mineral in bauxite and laterite, is absent, or is exceedingly scanty if present.* Therefore, the Missouri high-alumina clays do not represent typical laterization. The physical chemistry leading to their mineral genesis, and the geolbgical setting for their formation, present important problems for scientific study. The origin of the Missouri high-alumina clays has been discussed in earlier reports by Allen1 (1935) and McQueen 8, 9 (1929, 1943). These investigations were made under difficult conditions, however, because no diaspore deposit had been opened where a Paleozoic (Pennsylvanian) rock cover lay undisturbed over the high-alumina clay. The relationship of the clay to only the underlying rocks could actually be observed. Lacking the guidance of critical postdepositional geologic evidence, undue and erroneous emphasis was placed on the postdepositional leaching of the deposits in the theories on the origin of diaspore and boehmite from clay (hydrous aluminosilicates) . With new geologic evidence at hand, a clearer picture can be made for the origin of the Missouri high-alumina deposits. In this paper the geology of a diaspore deposit whose original Paleozoic cover had not been eroded will be described and interpreted genetically. The close relationship of boehmite and diaspore (also with kaolinite and a chloritic mineral), will be established. A theory of origin for the high-alumina clays, consistent with the new data, will be postulated.

STUDIES on the precipitation of a face-centered from a body-centered structure-a common occurrence in alloy systems-are essential to the development of a theory for the formation of segregate structures. The separation of the alpha phase from the beta of the copper-zinc system is an example of this type of precipitation. EARLIER STUDIES ON THE SUBJECT R. F. Mehl and 0. T. Marzke1 in 1931 presented a paper giving the results of some investigations carried out by them on the segregate structures produced when the alpha and gamma phases of the copper-zinc system and the alpha phase of the copper-aluminum system precipi-tate from the beta phases of these systems. They showed that the alpha phase precipitates as needles close to the [111] directions of the beta phase. In the discussion of that paper some doubt was expressed about the nature of the segregate. More investigations were undertaken to determine the character of the precipitate in the copper-zinc system and also the orientation relationship between the matrix and precipitate. The present paper gives the results of these investigations. Since the publication of the earlier paper, several other papers on this subject have been published in this country and abroad. Haneman and Schroder2 reported that the alpha phase precipitates as needles along the [111] directions of the beta phase and that these needles align themselves to form plates on the {111} planes of the matrix. Mathewson and Smith3 pointed out that the {111} plane does not contain the [111] direction and that it would be quite impossible, therefore, for needles in the [111] direction to form plates on the {111} plane. IN the pear 1881, I visited San Domingo, in the interest of French capitalists, to examine and report upon certain "concessions" of gold-bearing gravel and quartz veins, on the Isabella and Jaina rivers and their tributaries. This district is periodically reported to he extraordinarily rich, and there is oast around it the glamour of the mysterious shipments of gold, credited, in romance and in more or less romantic history, to Columbus and the Spaniards of the fifteenth and sixteenth centuries. Since considerable sums of money and several valuable lives have been lost in the unsuccessful search for its profitable mines, it seems desirable to place on record Borne of the information collected concerning the value of these famous gold fields, with the hope of facilitating the work of those who may hereafter be called on to investigate these claims, and of preventing the unnecessary waste of capital. It is needless to add that the capitalists for whom my investigations were made abandoned the enterprise they had in view,although no doubt similar schemes will be brought forward many times in the future, as they have been in the past, under the fervent advocacy of too sanguine enthusiasts. Since the time of the Spanish occupation of the Island of San Domingo, in 1497, when Columbus Found the natives wearing ornaments of gold, more or less of the precious metal has been obtained annually by washing the gold-bearing sands of several of its streams. It is said that during the Spanish domination, when the native Indians were held in the most abject servitude, a certain amount of gold was required of each one as the rault of his labor. Uuder this

The measure of value of an oil property is approximated by the length of time it takes to "pay out;" viz., the time required for it to return the original investment. This time varies in different fields. In the Appalachian and Mid-Continent fields, a good investment pays out in about four years; in California, it requires a slightly longer time; and in the Gulf field about two years. The two principal methods for establishing these values are based on acreage, as in California, and on production, as in the Appalachian field. The method of establishing values based on production1 was worked out in the Appalachian fields and approximates the value remarkably well in some fields; but it is a rule of thumb and should be used intelligently. Briefly, the method is as follows: An arbitrary number of dollars (called the barrel-day price) multiplied by the number of barrels of settled daily production of the property gives the value. In its crudest application, the barrel-day price is determined by the "$10 to $0.01" rule, which means that the barrel-day price is one thousand times the prevailing price of oil. For instance, with oil at $3.50 per bbl. the barrel-day price would be $3500 per bbl. This rule, however, is not strictly applied, for the barrel price is varied according to whether or not the wells "hold up." But when a barrel price for a district has been fixed it is quite general to raise or lower the price with the fluctuation in the price of oil; here the"$10 to $0.0l"ruleisused extensively. However, the prospective purchaser takes into account tangible equipment upon the property, the extent to which the drilling program has been carried out, whether or not the wells are "shot" or natural, depth of wells, spacing of wells, paraffin trouble, etc. The basis of this method is settled production. As soon as production is considered settled, a flat barrel-day price is generally applied to all properties, no matter what their age. If it were possible to show that this flat rate was erroneous and that the value of the property depended on the point on the decline curve at which the wells happened to be (in other words, their age), and also on the operating costs, the future price

THE normal statistics of supply and demand of petroleum and its products have little more than local influence on the market movements of oil securities. The two major reasons for this condition might be called the technique of production and the technique of refining. The speed of improvement in each and the complete lack of control of their, inter-relation have resulted in overproduction of both crude oil and gasoline in the face of immense in-crease in demand. The trouble with oil securities has been that of the mushroom radio companies, where too frequent changes have killed the possibility of profits. It is a case of too much efficiency. During the past ten years there has been continual talk of wasting reserves of crude oil. This has been based on "present methods of production." Yet the methods of ten years ago in the oil industry are as antiquated today as the kerosene lamp.. The fear of famine has transformed the industry. The refiner, through the cracking process, has doubled the gaso-line output from a barrel of crude oil, thus doubling reserves and changing a current undersupply into oversupply. When the automobile driver desires he can again double reserves and transform want into abundance by demanding an automobile which will deliver twice as many miles per gallon of gasoline. Entirely apart from refining and in complete dis-regard for its needs, the oil producer has forged ahead at a pace too rapid for his own good. The science of geology has developed with experience and' lavish expenditure into a constant danger to profits in the production of oil. Two and one-half per ;cent of the producing wells in the United States are yielding one-half of the oil, while their flush production is used as an excuse to force down the price of crude oil until 200,000 wells must be abandoned or produce at a loss. The fabulous yield of the new high-pres-sure fields enables the fortunate owners to make a profit regardless of the price of oil. Such a condi-tion is unhealthy from the standpoint of oil itself and as a national policy. It is manifestly absurd to suppose that such a condition can endure for a gen-eration. There will come a day when the sequence of discovery will be temporarily broken, and at that time the consumer will be forced to pay heavy interest on the foolhardy policy of today.

Intevdiffusion and intrinsic diffusiorz coefficients were determined in the uranium-niobium system from diffusion couples analyzed with an electron microbeam probe. A Previously unveported intermediate phase, designated in this report as the delta phase, was found to exist along the mobium-rich side of the miscibility gap. Its composition width was determined from the concentration gradients in the diffusion couples. The presence of this phase was also confirmed by microhardness analysis and metallographic observations. THE excellent corrosion resistant properties, high-temperature strength and reasonable nuclear properties of niobium have prompted its use as an alloying element with uranium and as a possible cladding material for reactor fuel elements. Hence the formation and growth of intermetallic phases as well as diffusion data for the uranium-niobium system are of considerable practical importance to metallurgists and nuclear engineers. Diffusion zones may exhibit varying degrees of complexity dependi.ng upon the mutual solubility of the metals involved, and the intermediate phases which may form. In the simplest case where the metals exhibit a calmplete range of solid solubility, a single phase region is produced. Generally, however, the metals may react to produce a multiphase diffusion zone containing several layers of intermetallic phases. A number of investigatorsl-6 have analyzed the concentration gradients present in diffusion couples in order to investigate phase equilibria and solu- bility limits. If diffusion is the rate-controlling process in establishing a concentration gradient, the compositions at the interfaces of the intermediate phases will represent the equilibrium values expected from the phase diagram at the temperature at which diffusion has taken place. No published information is available at this time on diffusion in the uranium-niobium system. A number of investigators7-" have contributed information to the construction of the uranium-niobium phase diagram from other than diffusion techniques. There is good agreement on the high uranium side of the phase diagram, but the high niobium side of the miscibility gap still remains somewhat in doubt. The phase diagram as determined by B. A. Rogers, et al.7 is shown in Fig. 1. The present work was aimed at obtaining fundamental information about the solubility limits of the miscibility gap and diffusion in the uranium-niobium system. A Kirkendall effect, which might be expected on the basis of the rather large difference in melting points between uranium (1132°C) and niobium (2415" C), was also investigated. The concentration gradients were measured by an electron microbeam probe technique, similar to that used by Castaing,l2 Adda and philibert,13, l4 and Macres.4

The experiments detailed by Dr. Hunt,* having demonstrated the fact that the copper contained in the "clay ore" of Jones's Mine, was rendered completely soluble in the bath of ferrous chloride, used in the Hunt and Douglas process, after heating in contact with carbonaceous matter in a close vessel, I set myself to devise a form of muffle furnace adapted to the treatment of large quantities of these and similar ores by a continuous process. The result is shown in the diagrams on Plate X, reduced from the working drawings, after which this furnace was built early in 1876, at Phœnixville, by the Chemical Copper Company on their works at this place. The peculiar character of this ore determined the form, dimensions, and position, with reference to charging and discharging of these muffles. The ore arrived from the mine with from 20 to 25 per cent. of moisture, and when dried at 21o F., or more slowly at lower temperature, it falls to a light incoherent powder, with occasional lumps of undecomposed rock. In this condition it is readily mingled with coal-dust or any like reducing agent, and requires no other preparation for the muffle than the use of the shovel, to mix it well with the reducing agent. As it is a remarkably good non-conductor of heat, it was obvious that the mass, to be heated through in a reasonable time, must not be too thick, while the weight of the mass must be sustained in a way to avoid undue strain upon the walls of the muffle. These walls must be as thin as practicable, to favor the more rapid transmission of heat, and must, therefore, be so constructed as to admit of being stayed on the sides at frequent intervals to resist the lateral thrust of the very mobile mass of pulverulent ore, which, for obvious reasons, must be charged at the top and drawn from the bottom of each chamber. These considerations led to the form adopted, viz., two vertical muffles, standing upon very strong bridge tiles, seen in longitudinal section, on the line E, F, and in plan in Fig. 3, on the same plane. THE total production of crude oil in Texas during 1924 was said to be 133,613,985 bbl. as compared with 125,991,628 bbl. in 1923.1 Subtracting from these figures the yield of the Gulf Coast fields, there remains, for the other part. of Texas, a yield of 106,272,573 bbl. in 1924, as compared with 101,931,595 bbl. in 1923. This represents an increased, production of over 4,250,000 bbl. for all of Texas outside of the Gulf Coast or Salt Dome fields. Within this same region, in 1924, there were 3624 completions, of which 2352 were oil or oil and gas wells, 7 were gassers, and 1265 were dry holes. Thus, nearly 35 per cent. of the completions were dry holes. In 1923, there were 4134 completions, with 2853 oil or oil and gas wells, 2 gas wells, and 1279, or 31 per cent. of the total, dry holes. Outside of the Gulf Coast region, six major pools were discovered and developed in 1924.; two pools, previously discovered, were extended far beyond their limits at the end of 1923, and many smaller pools were opened. The major pools were the Big Lake field, in Reagan Co., the New Richland field, in Navarro Co., the Harmel, Carey, and Ragle pools, in south Archer County, and the Wortham field, in Freestone and Limestone Counties. Fields that were notably extended were the Panhandle producing area and the Luling field. Many wildcat wells have been drilled; most -of these were failures, but several opened .pools and several have had sufficiently favorable results to. lead to further drilling. The activity of the operators in searching for new production was very intense during 1924, and indications point to as feverish a campaign during the coming year. This will be stimulated by rising prices for crude oil. There are good reasons for believing that new pools will be discovered along the Mexia fault zone, in Archer, Young, Baylor, and Throckmorton Counties, in the great central region of Texas where we now have the Mitchell County and Reagan County pools, and very likely in the eastern Red River Counties including Cooke and Grayson. On the other hand, with the opening of the year, there is no new big pool in sight. An outstanding feature of the production end of the business is the increasing reliance placed on geological work and geological recommendations. LATEST estimates of Russian steel production for 1951 give rise to the belief that on at least one vital front, the Western bloc of nations has maintained a definite advantage. On the surface, we are outproducing the Eastern bloc by more than twice. The United Nations Economic Commission for Europe estimates Russian output at 31.30 million tons, a 15 pct increase over the previous year. Production for the entire Iron Curtain is figured at 40.93 million tons. Western Europe alone produced 17 pct. more steel during the same period. The figures are misleading in one sense. We have no precise idea of how much steel is being used for arms. The Western nations are still expending much of their production for consumer goods, and you cant throw washing machines in a shooting war. It is significant to note that Russian production is well, beyond estimates made by world authorities prior to the current international situation. INTERIOR Secretary Oscar L. Chapman warns that the United States must make use of the resources of other nations or face mineral impoverishment once the time of struggle is over. He pointed out that the present struggle between two ideologies can leave the United States in such a state as to preclude anything but political' victory-with an accomp anying economic loss that will be irreparable. Chapman scored the attitude whereby conservation programs are looked upon as a luxury, pointing out that the nation faces an ever increasing need for action on that front. He also announced that the Bureau of Mines doubled its facilities for producing pure zirconium during 1950-51 at the request of the Atomic Energy Commission. Zirconium may be an important structural metal for atomic power devices. The Interior Secretary also said that the AEC has provided the Bureau with funds for the study of radioactive minerals and to help test and evaluate about 9000 ore samples believed to contain uranium.

The apparatus in which the process of bright annealing of copper wire was carried out consisted of a section of iron pipe, 6 ft. long and 3 ft. in diameter. The pipe was provided with flanges to which were bolted the end plates for sealing, also with inlet and outlet tubes to allow for the displacement of the air in the pipe by natural gas. After charging with copper wire, sealing and displacing the air, the pipe was heated to 350' C. (662" F.). It was expected that the natural gas would furnish a neutral atmosphere which would prevent oxidation and give a satisfactory bright-annealed product. It was found, however, that the outer layers of wire were discolored and not suited for the use for which they were mtended. To obtain an idea of what was taking place in the annealing furnace, skeins of the hard-drawn wire were placed in a glass tube so that all changes in appearance could be observed as they were heated to different temperatures and under varying conditions. The temperature in each case was determined by means of a thermocouple placed in the tube close to the wire. Following is a summary of the results of these experiments: 1. When the wire was heated for 1 hr. in a current of natural gas at a temperature of 350") 400") or 500" C. (662", 752", or 932" F., respectively), there was a marked darkening of the wire throughout the skein. 2. When heated for 1 hr. in natural gas at a temperature of 600" C. (1112' F.), there was no coloration, the wire remaining clean and bright. 3. When heated in natural gas to 350" C. until darkened and the treatment continued with the temperature raised to 600' C., the coloration disappeared and the wire became clean and bright.

Edward W. Parker,* Philadelphia, Pa.—At the New York meeting of the Institute a year ago, Mr. R. V. Norris presented a paper on anthracite mining costs, in which he gave the results of an intensive study of this subject by the Engineers' Committee of the United States Fuel Administration. Within the last 30 days, the Federal Trade Commission has issued an official report on the same subject, which covers a longer period of time and comprises statistics of realization values and margins that were pot comprehended in the paper by Mr. Norris. As, however, the data utilized by Mr. Norris formed also a part of the basis for the report of the Federal Trade Commission, a brief digest of the latter may not be out of place at this meeting. The report of the Federal Trade Commission covers primarily the two calendar years 1917 and 1918, divided into five periods which furnish opportunity for the study of how the influence of certain definite factors affected either the cost of production or the price, or both, during the 24 months. The first period, January to April, 1917, which may be considered the basic period, comprised the 4 months in 1917 during which the wage agreement of May, 1916, without modification, was in effect. During this period, the labor cost on fresh-mined coal is placed by the Commission's report at $1.79 per gross ton, the total cost at $2.66, the average realization at $3.29, and the "margin" (sales realization over total f.o.b. mine cost) at $0.63. The second period covers the four months from May 1 to August 31, during which time the first of the supplemental wage agreements (supplemental to the agreement of 1916) was in effect. It was also the period during which the summer discounts were in effect and when prices were practically fixed by a voluntary agreement between the operators and the Federal Trade Commission. It was, further, the period in which the 75 cents differential on prepared sizes permitted to the individual operators by the Federal Trade Commission began; at that time, also, on account of war conditions an unusually large quantity of steam sizes were marketed at exceptionally good prices. (written discussion*) .—The fact that, after a change in the hours of labor, as much work is found to be done in 8 hr. as was accomplished in 10, probably results from the more rigid examination of operating methods that is made when the management faces new and more difficult conditions. Although A better working pace will prevail, most of the gain will result from economies of plan and only a part of it from the improved effciency of labor. The Iabor of shoveling is so severe that it may be easily believed that a working period of less than 7 hr. will give maximum results, but there arc many other occupations about a mine in which this is not true, and in which the rate of accomplishment is in proportion to the time employed, up to 9 or 10 hours. Mr. Harley's study of shoveling has becn thorough, and demonstrates the benefit of investigation and education even in such simple work, but his reference to methods of payment opens a subject even more important in mine management. The efficiency of labor may be excellent, but unless a method of equitable payment accompanies it, the result will be only temporary. With strict but sympathetic supervision, a good average day's work can be obtained; but with the exception of those unusual men who cannot be restrained from working to their limit, an average daily wage does not bring out the remarkable performance of which many men are capable. There is also a considerable variation in the average amount accomplished, dependent on the supply of Iabor. This can readily be shown by any labor record that covers several periods of shortage or superabundance of labor. An increase in the daily wage in the time of labor shortage does not necessarily bring out an increased day's work; there is usuaIly a decrease in labor efficiency at such times regardless of the wage, whenever a daily rate is used. Rewards to individuals for exceptional performance appearing as an increased rate of pay cannot be made in a large organization without bad feeling. In a small organization, an individual's ability may be so well recognized that different rates of pay can be applied. Adsorption of calcium and magnesium by quartz was determined over a wide pH range using flame photometry for solution analysis. A parallelism was noted between calcium adsorption at alkaline pH and flotation of activated quartz by means of various fatty acid collectors. Abstraction of calcium from 100 ppm solutions increased above pH 10.5 until all of the calcium was removed at pH values between 12 and 12.5. Calcium was desorbed from the quartz over the pH range 12.5 to 13.0 and returned to the solution. Precipitation of magnesium hydroxide prevented measurement of magnesium adsorption above a pH of 9.9. A calcium adsorption isotherm determined at pH 9 matched measurements of barium adsorption by other investigators over the range where adsorption corresponded to the equation of a Freundlich adsorption isotherm. In accordance with the Gouy-Chapman theory for adsorption in the diffuse layer, adsorption of the divalent cations under these conditions was four times the adsorption of monovalent sodium. Activation of quartz by multivalent metal cations in flotation using anionic collectors has been studied by many investigators. The occurrence of activator cations in the water of flotation mills makes depression of silaceous gangue very difficult. Alternatively, in some flotation systems it is practical to cause activation of quartz so that it is floated from the desirable mineral values. The present study was initiated to investigate the activation of quartz by measuring adsorption of calcium and magnesium ions as a function of solution pH. Early empirical tests showed that quartz would be activated to flotation using anionic collectors if any of a number of divalent or trivalent metallic cations were present in the pulp.1*2 Subsequent studies by Clemmer,3 Cooke and Digre,4 Cooke,5 Schuhmann and Prakash,6 and Cooke, Iwasaki, and Choi,7-8 showed that flotation depended strongly upon the alkalinity of the flotation pulp, the concentration of the activating cations, and the chain length and structure of the organic collectors used. The concept of the electrical double layer has been applied to the case of the quartz-aqueous solution interface by Gaudin and Fuerstenau,9-10 and by de Bruyn 11 to explain the activation of quartz by multivalent metal cations. Studies of the surface of quartz by Gaudin and Fuerstenau9,10,12 and by Li " using the streaming potential technique contributed much information on the electro kinetic condition of the surface of quartz in the presence of various organic and inorganic ions.
