MANY processes for cleaning coal that are in use depend primarily on physical properties of coal and refuse other than specific gravity and surface conditions relating to froth flotation. These properties are shape, coefficient of sliding friction, resilience, friability, magnetic susceptibility, and electrical conductivity. In many of these processes specific gravity does have some effect and many separators are designed to utilize more than one of the physical properties cited. Although the processes described herein do not have a widespread application, yet for specific coals and specific conditions, they are economically important. A problem confronting many coal-mining districts is the marketing of the slacks or screenings and dust passing the final sizing screens. Processes in commercial use installed primarily to increase the form value, and hence the market value, of these slacks and dusts include briquetting, packaging, and low-temperature carbonization. MECHANICAL PICKERS Machines utilizing shape, frictional resistance, and differences in resilience of coal and impurities are usually called mechanical pickers. They require a closely sized feed, therefore their use is confined to the pea, nut, and egg sizes. Various types of these devices are described by Berrisford, 1, 2 Taggart,3 and Peele.4 Shape In general, coal differs in shape from its accompanying dirt throughout the range of commercial sizes. Coal, breaking into roughly cubical particles, contains a greater number of axes that are approximately the same length than does the dirt. The latter, consisting of pieces of slate and shale and lenses of pyrite, is flatter in nature. Further, flat coal often has a dirty, slaty appearance, even though of high quality. Mechanical pickers known as flat pickers, or "flatters," are widely used in the Pennsylvania anthracite region to remove flat coal .from the final clean coal. This practice greatly improves the appearance of the final market product. Flat pickers for removing impurities or flat coal ("flats") are usually installed on shaker screens, shaking conveyors, and chutes. In Fig. 1 three

Magnetic iron-ore is found in many localities throughout this and other countries, in large bodies and in convenient proximity to other materials required for its conversion into iron and steel; and these bodies of ore would have great commercial value on account of their nearness to consuming markets if they were generally suitable in their natural state for use in the larger operations of steel-making. In the manufacture of iron and steel it has been found, however, that not all ores are equally valuable as sources of raw material for the finished products of furnace, forge and foundry; and, as is now well understood, this is because of the intrusion, in the process of formation of the ore-bodies, of substances which can enter into deleterious combinations with the iron itself, or form compounds associated with the iron oxide which will hinder, if they do not altogether prevent, the production therefrom of the higher grades of finished metal. It is only since the development of the modern method of steel-making by the Bessemer process that the art of the chemist has been called to a critical study of the nature and effect produced by the presence of these pernicious substances in the furnace while the iron is undergoing reduction to the metallic state. Phosphorus and sulphur are the most common and obnoxious elements, and the admixture of one or the other, or both of these, in small percentages and varying proportions, will greatly modify the final results of manufacture. It so happens that generally, although not always, these hurtful elements are found in compounds in the ore which are not magnetic, and this circumstance has led to the expenditure of much ingenuity and money over a long period of time, in attempts to utilize the attractive power of magnets to separate the magnetic oxide of iron out of its crushed ores and from sands, in

Drilling operations on the Gulf of Mexico continental shelf are following two general plans. The first plan placed all buildings. equipment, and materials on a large platform while the second copies Lake Maracaibo drilling methods by placing a minimum of equipment on the platform and using a floating drilling tender or drill barge anchored adjacent to the platform in an attempt to take maximum advantage of flotation in an effort to reduce costs. A complete power rig, mud pits, pipe racks, and small auxiliaries have been placed on the platform as shown in Figure 1, to assure proper handling of drilling operations under the most adverse weather. This has the economic advantages of eliminating the fabrication of a large structure, a material reduction of rigging up time on each structure. and elimination of delay time on equipment while quarters and equipment placed on the tender are being rigged up. These factors have certainly proved their economic value in drill barge operations in the Louisiana and Texas coastal area. Naturally the heart of such an operation is the anchorage. This anchorage, to permit taking advantage of maximum economies. must hold the ship in a relatively fixed position under the following weather conditions: (1) Winter northwesters (2) Southeasterly gales (3) Severe rain squalls In hurricane weather all operations must be suspended regardless of method of operation and the floating tender will, if possible, be moved to a protected location. However, in case of an emergency the floating tender should be prepared to swing with the wind and seas on a single anchor as there is considerable doubt that either ship or anchorage could withstand the severe strains imposed by fixed anchorage in hurricane weather. Northwesters are reported to have developed wind gust velocities as high as sixty miles per hour and steady winds of approximately forty-five miles per hour. Fortunately these winds do not travel a great distance over water before arriving at our location, and, while they can possibly develop seas approximately eight feet high, the waves are short, and if taken on the bow or stern of a ship 250 feet or more in length they should not present a difficult problem. On the other hand southeast gales having a long fetch and maximum steady wind velocities of approximately thirty miles per hour can possibly develop long swells approximately twelve feet in height. These should develop the most severe anchorage problem. To combat these waves any workable anchorage plan should permit maneuvering the ship in such a manner as to head the bow or the stern into the seas and still maintain contact with the structure. Rain squalls develop wind gust velocities as great as sixty miles per hour. However, they are local and the seas have not been a source of great trouble. To permit continuous operation the anchorage must be able to withstand these winds broadside to the ship as the wind direction often changes radically in a very sliort time. THIS paper is concerned with the redistribution of a second phase when a 2-phase solid alloy is annealed in a temperature gradient. An examplewhich is discussed in detail is the redistribution of carbides in a low-carbon steel annealed in a temperature gradient below the A, temperature. As a result of such a treatment, the carbides at the cooler side disappear, while those at the hotter side grow in size. In a 2-phase zirconium-hydrogen alloy, the amount of hydride will tend to be increased at the cold end and decreased at the hot end. That such an effect can occur in solid metals is not generally appreciated. However, with the trend toward higher operating temperatures in several fields, this phenomenon will become more important in the future. Actually, such effects should be rather common in the core of nuclear power reactors where the op- erating temperatures are high and temperature gradients are an order of magnitude higher than in previous high-temperature applications of alloys. The purpose of this paper is to point out the existence of such an effect, to discuss the manner in which one predicts whether a redistribution of the second phase will occur in a given system, whether the second phase will go to the hot or cold face, and how rapidly the redistribution will occur. One aspect of this problem has been discussed by pfam and Wernick2who considered the migration of a small liquid region through a solid. In their case, the diffusivity in the liquid is much larger than in the solid and they have interpreted their results successfully by using Fick's first law as the flux equation in the liquid, and taking the concentration gradient from the phase diagram. For all the cases they have studied, this type of analysis predicts that the liquid region migrates from the cold end to the hot end, and this is what was found ex-

Steel as it is poured, or teemed, into the mold for forming the ingot may be broadly separated into two divisions; i.e., effervescing or gassy steel, also termed evolution steel, and non-effervescing or killed steel, also termed solution steel. Between these primary divisions there are various types having the characteristics of both divisions but really nut belonging to either; such steels are termed semi-piping, rising, or wild, as the type may be. True effervescing steel should contain large volumes of gases, which are evolved while the metal is being teemed from the ladle nozzle into the mold, and continue to escape while the temperature of the steel is falling prior to its solidification the top of the ingot remaining liquid, due to the evolution of gases, until an ingot skin of considerable thickness has been formed. These gases consist principally of hydrogen, carbon monoxide, nitrogen, and ammonia. It is generally understood that nitrogen gases are the first evolved and these form the skin blowliolcs, troublesome at times, in the solidifying ingot. Ingots made of effervescing steel will always contain a large number of blowholes. Such blowholes are not deemed objectionable in certain products if they occur well inside the ingot where they will not be subjcct to oxidation upon cooling, reheating, and rolling or forging of the ingot. Very little top or bottom discard is taken from this type of ingot, as pipes, or large shrinkage cavities, at the upper portion of the ingot do not usually occur, the difference in volume between the liquid and the solid steel (6 to 10 per cent.) being compensated by the innumerable blowholes distributed throughout the body of the ingot. Of the 40,000,000 tons of steel made in the United States during the year 1919, at least 35,000,000 tons of ingots were made of gassy or semi-gassy steel. Killed, or solution, steel is termed true piping steel from the characteristic pipe or shrinkage cavity that usually occurs in the uppermost central portion of the ingot.

The Workmen's Compensation Act of Ontario was passed in 1915 and Miners' Phthisis was added to the list of compensable industrial diseases in 1916. Under this provision of the Act only about two cases were compensated per year. In 1924, The Department of Public Health made a survey of miners in the four principal camps—Sudbury, Porcupine, Kirkland Lake and Cobalt—and the survey indicated that an alarming proportion of the men exposed to dust had silicosis in one or other of its several stages. A number of conferences were held between representatives of the Department of Mines, the Department of Public Health, the Compensation Board and the mine operators. The operators were advised that in the earliest stages of silicosis there was no physical disability and if men in that stage were removed from underground there would be little danger of permanent disability. They were further advised that if active steps were taken at once to compensate men that had some real disability and remove from the mines men in the early stages of silicosis, the first cost would be the greatest and thereafter their liability should decrease. As a result of this advice, and having at that time no reason to doubt the findings of the survey, the operators agreed to do all that was asked of them and cooperate with the Government in the steps believed necessary to meet the situation, and to provide compensation for the men affected. Amendments in 1926 Arrangements were made for the necessary amendments to the Mines Act and the Workmen's Compensation Act and these amendments were passed in 1926. The Amendment to the Mines Act provided that all underground employees must be the holders of certificates certifying that they were free from tuberculosis of the respiratory organs and further provided that the certificates must be renewed annually. The Government, however, at that time refused to adopt a form of certificate for applicants certifying as to their physical fitness for underground work. The Amendments to the Compensation Act defined both silicosis and

SOMEWHAT more than a year ago the writer collected some extensive notes on metal-mine fires and a paper on metal-mine fire prevention and fighting, a summary of these notes, was hastily pre-pared, with the assistance of G. Chester Brown, chief mining engineer, Industrial Accident Commission for the National Safety Council meeting. This summary, which is admittedly incomplete, is submitted in the hope that it will evoke some discussion that may result in a reduction in metal-mine fire hazard along the line. To accomplish such a reduction does not require the application of complicated scien-tific data. The use of just a little care, a small amount of thoughtfulness and a bit of common sense will work wonders. UNDERGROUND FIRE FIGHTING There may be some interest in a short list of con-clusions of a rather general nature that were reached in connection with some recent mine-fire fighting opera-tions. No effort has been made to cover the field; the items have been jotted down loosely, and very hastily, in the order in which they occurred to the writer. Originality is claimed for, only a few of them. 1. Temperature readings and analyses of mine-air samples, systematically taken, are invaluable aids to effective metal-mine fire fighting and recovery opera-tions. The analysis of the return-air samples fre-quently gives a surprisingly accurate indication of conditions existing underground. 2. Employees must be thoroughly trained in the use, of mine rescue apparatus, because a relatively slight difference in the amount of training makes a vast difference in the amount of work they can per-form under oxygen. In general, slender, wiry men make better apparatus men than those of heavy, more muscular physique, although there are frequent excep-tions to any such general statement. 3: Surprisingly high temperatures, up to 165° F. or 170° F. pan be endured for short periods by wearers of mine rescue apparatus if the air is dry, but lower temperatures, 135° to 140° F. are almost unbearable if the air is very moist.

A series of investigations were made by the Mine Safety and Health Administration to evaluate the performance of various face ventilation systems as part of a program to reduce frictional ignitions of methane and to develop face ventilation systems that could be used with the line brattice more than 10 feet from the face. Tests were conducted in a full-scale laboratory model of a face area. Systems tested included unassisted blowing and exhaust line brattice, diffuser fan and spray fan systems. Systems were evaluated at air quantities ranging from 1.4 to 7.0 m3/s (3,000 to 15,000 cfm), and brattice-to-face distances from 1.5 to 9 meters (5 to 30 feet.). Tests were designed so that systems could be evaluated for the location of the high-point methane concentration in the face area, methane dilution capacity, and face ventilation index. The methane dilution capacity is the total amount of methane a system can dilute to 1.0 volume-percent. The face ventilation index is the efficiency at which the available face air volume is being used.

THE purpose of this paper is to present briefly a description of some of the special methods of separation or concentration, either singly or in combination with others, and to give certain operating data and examples. Explanation of the usual methods of large-production mill treatment, such as flotation or wet tabling, or of chemically treating industrial minerals, is not included in the scope of this paper, although one of these methods might be, in certain instances, augmented by one or more of the special methods that will be enumerated herein. Description of these special methods will be centered on magnetic separators, electro- static separators and air flotation or air tables. MAGNETIC SEPERATORS In general, separating is achieved by exerting upon a particle some kind of force opposed to gravity, either directly or at an angle. For example, in the Wetherill or cross-belt type of magnetic separator some particles are lifted vertically from the others because they have been exposed to a force to which they respond more readily than particles of lesser magnetic susceptibility. Of course, there is a limitation to this vertical rise, for the particle must be of a high enough susceptibility to receive a magnetic force greater than the 980 dynes per gram of gravitational urge. To overcome this limitation, the induction type of magnetic separator was developed, so that it is only necessary to instill, say, 30 to 60 dynes per gram instead of the 980, to cause a deflection away from the vertical in falling, and that deflection can be used advantageously when falling by inserting a dividing knife-edge. The induction magnetic separator (Fig. 1) has become a fairly well known method of concentrating and purifying. For example, abrasive grain was among the materials that did not respond to the previously best known type of magnetic separator, such as the Wetherill type, and the development of the induction magnetic separator in the plant of a

ON Oct. 27, 1941, the Sanitary Water Board of the Commonwealth of Pennsylvania called a meeting of the representatives of the coal operators in the Schuylkill River Basin, and frankly suggested to the operators that they "clean up their house" before someone else came in and did it for them; that they should not emulate the railroads with their "public be damned" policy and its fateful results. It had been four years since the passage of the antipollution law of 1937, a law which exempted silt from collieries until such time as a practical method existed for the removal of their water polluting properties. It had been fifteen long years since Sisler, Frazer and Ashmead concluded that 900 million tons of culm and silt had been deposited in Pennsylvania's streams in the process of preparing five and a half billion tons of anthracite for the world's consumers. Fine coal was being "mined" in the streams by "washeries" and river dredges downstream from the collieries, and silt banks no longer held back the endless black stream entering the Schuylkill at the rate of 350,000 tons per month. The coal operators were apparently working on the outmoded assumption that each ton of fine coal prepared displaced a ton of larger sized, more profitable coal. The meeting between the Sanitary Water Board and the coal operators signaled the beginning of the end of Pennsylvania's pollution problems. As a result a committee was formed at that meeting by the operators to find out what conditions were at each colliery. The Bureau assisted in the indication of methods of measurement and sampling and in the development of forms for reporting the needed data. One large producer had its chief engineer supervise the gathering of the information concerning the quantity of waste waters, the amount and sieve analyses of the waste solids, and the existing means for retaining

MARINGER and schwopel have investigated the internal friction of high-purity molybdenum. After light tensile deformation, they observed internal-friction peaks at about 230° to 290°C, 310" to 370°C, and 820° to 870°C, which they have attributed to the interstitials carbon and nitrogen, and to stress relaxation across grain boundaries, respectively. The electron-beam melting technique has been successfully applied to refractory metals including molybdenum. By this technique single crystals and higher-purity levels than those of commercial molybdenum are readily obtained. Since electron-beam processed molybdenum possesses such desirable qualities, it seems reasonable to determine: u) if internal-friction peaks do exist in these single crystals, and b) if so, whether or not these peaks can possibly be attributed to the motion of specific interstitials. The molybdenum crystal used in this investigation received four melting passes in the electron-beam furnace. This crystal was about 11 in. long and had an orientation 4 deg from the [loo]. The process of making wire consisted of grinding the crystal rod to a diameter of 0.040 in. and then electropolishing to a final diameter of 0.030 in. Since Maringer and schwopel have indicated that the peak at 230" to 290°C may be due to the presence of carbon, the wire was cut into two equal lengths and one length was carburized prior to the internal-friction measurements. The critical condition necessary for the controlled addition of carbon proved to be a difficult problem. Therefore, a simpler nonequilibrium method was used. This consisted of carburizing at 2000°C in graphite powder to obtain a case, annealing at higher temperatures in vacuum to partially dissolve carbon into the molybdenum, and then removing the remaining case by dissolving it elec-trolytically. After this treatment, metallographic examination of a small section of the specimen revealed carbides in the matrix. Vacuum fusion and carbon analyses for both the virgin (as melted) and carburized specimens are given in Table I. HE orientations of 137 crystals of copper pro-T duced by secondary recrystallization in a cube texture matrix have recently been obtained. Although the crystals were not prepared for the purpose of determining a secondary recrystallization texture, the orientations obtained proved to be rather interesting, as they confirmed, in part, published results and also disclosed additional preferred orientations in the texture. The investigation of Dahl and Pawlek,&apos; Bowles and Boas,&apos; and Kronberg and Wilson3 showed respectively that the orientations of secondary grains growing in a cube texture matrix were related to those of the primary grains by a rotation of approximately 30" about [001], the rolling direction, by 30" about a <111> direction, and by either 22" or 38" about a <111> direction. Kronberg and Wilson also obtained a component of the texture similar to that of Dahl and Pawlek except the angle of rotation about [001] was 19". When the cube texture matrix was deformed a small amount, Kronberg and Wilson also obtained large grains on subsequent annealing corresponding to a rotation of 15" about the normal to the sheet, but these grains should not be classified as secondary recrystallization grains since they were produced subsequent to mechanical straining. The particular texture obtained, of course, depends on the composition of the copper and the processing schedule employed, since these factors markedly affect the primary recrystallization texture and the sharpness of any cube texture produced. In the present investigation, pieces of OFHC copper in the form of M in. round bars were cold forged to a thickness of about 0.40 in., annealed 1 hr at 350°C in an atmosphere of hydrogen, and cold rolled crosswise to a thickness of 0.200 in. These pieces were given a penultimate anneal of 1 hr at 350°C in hydrogen and a 90 pct cold-rolling reduction lengthwise to a thickness of 0.020 in. Indentations generally were put in one end of the as-cold-rolled strips to promote earlier formation of secondary grains.

The writers have no new system and no new principle of taxation to propose. The general subject of taxation is as old as governments are and as familiar to taxpaying Americans as the general thesis on the inalienable rights of man. We believe, therefore, following the committee of the National Tax Association, that improvement in the general conditions of taxation, including mine taxation, maybe brought about mainly through a better adjustment of known and tried principles and methods of taxing to modern complex forms of property and income, and that not much is to be expected from abandonment of experience for new ways and means, methods and principles, should anything new be discovered, which in our opinion is very doubtful. The committee referred to has constructed the general framework of its Model System of State and Local Taxation1 on familiar forms of taxing, by eliminating some that &apos; have proved bad, suggesting improvements in others, and adopting the best, leaving plenty of room for the accommodation of the general plan to the varying conditions of taxation in the several states. Unfortunately, the taxation of mines is dismissed by the committee with the statement that the subject has been reassigned for further investigation and report by a special sub-committee, frankly recognizing that the peculiar difficulties of this phase of the subject require special study and investigation. Much may be hoped for from the labor of this sub-committee if the problem is approached from the viewpoint of recommendations already published. In this paper, the writers state their opinion on some of the broader aspects of mine taxation with too little attention to the grounds on which they rest. Contrary to inclination space requirements compel them to resort to summary statements without adequate discussion for a satisfactory presentation of the whole subject. All they can do is to qualify the witnesses and record the testimony. Fractions of glass particles in the size range 0.5 to 5.0 were prepared by an elutriator that operates in a centrifugal field. Although mean sizes of commercially graded abrasive powders were ten times greater than those of samples prepared by the elutriator, frequency size plots for elutriator samples compared favorably. Efficiency of separation was low and amounts of material recovered by the elutriator were small, but the method should find use in preparation of small amounts of sized materials for laboratory investigations.
