It has been almost a decade since the release of the International Council of Mining and Metals (ICMM) Health and Safety Critical Control Management: Good Practice Guide (2015a). During this time the ICMM member companies, along with many others across industry, have been busy designing, deploying and enhancing their own critical control management (CCM) programs. So, what have we learnt? This paper discusses the scope, application and learnings from the implementation of CCM within the mining industry. What’s going well? What are the common challenges? What are the opportunities to strengthen the approach? What are the threats to successful implementation? The paper draws on the author’s experience as one of the key contributors to the development of the CCM Good Practice Guide and an adviser to many mining companies, including six of the ICMM members. The paper focuses on the practical (operational) application of CCM and the cycle of identifying, defining, implementing, verifying and improving critical controls at the frontline. The paper also includes a discussion on the safety performance of the ICMM member companies over the past decade and provides a recommendation for how CCM can be incorporated into a more proactive model to measure safety performance. The paper concludes with practical recommendations that mining companies, regardless of their CCM maturity, can consider as they look ahead. They are supplemented by three additional recommendations for consideration at the industry level.

In order to improve the cutting blasting effect of dimension stone mining, the water coupling directional cutting blasting technology was put forward. Based on the test apparatus and special charge configuration, the mechanism of directional cutting blasting was analysed. Directional device changes the initial equilibrium of the total energy of shock wave effect on blasthole wall. The initial directional crack first appears in the blasthole wall that makes contact with the directional device. Then, two cracks are connected along the direction of the blasthole centre line under the action of detonation pressure and water wedge. The plexiglass tests showed that water coupling directional cutting blasting technology produced cracks along with the predetermined direction completely. The cutting surface was smooth and only a few short cracks appeared around the blastholes. It proved the validity of this technology.CITATION:Liu, W Z, Zhang, X L, Yang, H T and Shi, Q Q, 2015. A 24,300 tonnes per year state of the art Silicon smelter is being constructed for Barrack Silicon Pty Ltd at Kemerton, 20 kilometres north of the City of Bunbury in Western Australia. The plant is designed for the reduction of high purity quartzite lump to metallic silicon in two 27MVa Demag submerged arc electric furnaces. The primary reductant, a high purity charcoal, will be manufactured at the plant from locally sourced jarrah wood waste (Eucalyptus Marginata). In the spectrum of mining-related disciplines, geometallurgy sits between resource geology and metallurgical engineering. Unlike its neighbours, it is a relatively young discipline and its concepts, procedures and techniques are still evolving. Relevant geometallurgical issues differ from one deposit to the next so there is no single template that can be used in all situations, meaning that geometallurgy programs are nearly always customised and tailored to the deposit and the situation.Over time, a number of key mistakes are seen to emerge regularly. The eventual impact of these mistakes can vary from suboptimal performance of mine and plant to complete failure of the operation. For instance, poor characterisation of ore lithologies and their spatial distribution can have negative impacts on processing plant throughput. However, when combined with failure to identify critical blending constraints it can result in a totally inoperable plant.A number of common mistakes committed during geometallurgical programs are discussed and some preferred alternative approaches are suggested

Over a four-hour period of steady plant operation samples were taken at regular intervals frum points within the grinding and flotation circuits. Size fractions of each composite sample were analysed for lead and zinc values and a comparison made of the behaviour of the lead, zinc and gangue minerals, size by size throughout the whole circuit. Analysis of the breakage behaviour using dynamic mathematical models gave the rates of breakage of each size fraction of each main component. Simulated grinding experiments shaved that the main grinding circuit had some reserve capacity. In the lead flotation circuit all lead values between 150 mesh (Tyler) and 5 ¦m had excellent flotation characteristics, and a major proportion had a high rate of flotation which was practically the same for all sizes. Increase in overall lead recovery would require improvement of the flotation behaviour of ultra-fine lead minerals. These were slav floating and were responsible for approximately half the lead losses in the final zinc concentrate and one thiro of the lead losses in the final tails. All sizes of zinc values between 150 mesh and 7 ¦m floated well and the performance of the zinc flotation circuit was mainly limited by the relatively poor flotation of the very fine zinc values. Approximately 60 per cent of the zinc lost to the final tails lay within the -7 ¦m fraction. The overall flotation conditions were conducive to very good selective flotation of the major proportion of the values and limitations in metallurgical performance were mainly due to the properties of the ultra-fines.

The fast tracked mine development strategy attempts to blend feasibility studies and engineering/commissioning functions into a streamlined process. In this compressed process, environmental issues are difficult to control with respect to the optimisation of operational environmental performance. This paper presents a standard mine development process with specific focus on environmental issues, and contrasts this against Rio TintoÆs recent fast track experiences on the Hail Creek project (Australia), the Baranj project (India) and the Gokwe North project (Zimbabwe).

The Certificate in Mining Studies program at the University of British Columbia, Vancouver, Canada is a collaborative initiative between mining schools and industry to provide accessible, cost-effective, accredited continuing education and training, designed to address the future needs of the global mining community. Content is provided by industry specialists and delivered through an integration of online learning, short courses and interactive webcasts. Accreditation is provided by a network of mining schools. In 2011, the program will deliver close to 100 short courses and interactive webcasts and provide 24/7 access to more than 130 online courses in six mining streams, to participants from as far afield as Tanzania, Argentina and Mongolia. The program is proving adaptable to corporate and mine site engineer-in-training and graduate-development programs, as well as providing accessible professional development opportunities for individuals. It also provides opportunities for cross-training from other disciplines and integration with mining school curricula.

The correct specification and then selection of primary or major fans for an underground mine is a critical decision not only in terms of fan capital and operating costs, but also safety and reliability which usually has a major impact on mine production. In addition, fan manufacturers may spend tens of thousands of dollars preparing proposals for a purchase enquiry for primary fans especially where they have complete responsibility for the installation (turnkey projects). There are many good reasons to thoroughly and fairly adjudicate fan tenders. In previous papers (1, 2), the influence on the creep resistance of elements normally found in commercial lead has been recorded. The results in the present paper refer to the influence of calcium, an element which is not found naturally in lead, but which has been used commercially in the form of alloys. It was realised that calcium would act as a deoxidising agent for lead-and in fact it was with this feature in view that both calcium and magnesium were used as additions. Subsequent work (including the results given in the present paper) has tended to diminish the importance which at first seemed to be associated with the presence of oxygen in lead. The structure of the dilute calcium lead alloys has been worked out in detail (S) and the phase diagram shows the existence of limited solid solubility and a compound CaPbs.

A study of the swelling behaviour of a single batch of high-grade iron ore pellets during hydrogen reduction in a fixed bed showed that the extent of swelling is governed by the nucleation and growth of crystalline iron protuberances from the wüstite grains. Over the reduction temperature range 650 to 1000°C, it was found that substantial degrees of swelling can occur at temperatures in excess of 850°C, and significant variations in the swelling behaviour of individual pellets from different bed levels are observed under these conditions.The results are discussed in terms of a recent swelling theory and shown to be in general agreement.

Precision surface mining is increasingly occupying a significant role in open pit mining. Improvements in technology now allow continuous surface mining of material well above 140 MPa (20 300 psi) efficiently and cost effectively when compared to drilling and blasting/primary crushing methods. These include the elimination of the use explosives and primary crushing, the ability to precisely extract the ore from the waste, or separate ores of varying chemistry and mine thin seams and non-homogenous orebodies cost effectively. In addition, precision surface mining extends the useful life of a mine by extending the mine boundaries. It can expand production capacity in existing mines and is particularly cost effective in greenfield start-up mines. Precision mining techniques result in higher percentage recoveries. This paper reviews several of these techniques for the Terrain Leveler« surface excavation machine (SEM), and shows their impact. Vermeer's current approach to precision surface mining is utilisation of the T1255 Terrain Leveler SEM. Several units have been proven in round-the-clock, seven day operations throughout the world. Among other innovations are design simplicity, stability, maneuverability, rear-mounted tilting drum and top-down cutting. The impact of these items are discussed in more detail in the paper. After a detailed analysis of the importance of machine availability on overall mine performance, Vermeer has extended its equipment line to include a direct-drive option for its T1255 Terrain Leveler SEM. In addition, improvements in dust suppression are presented. While the T1255 Terrain Leveler SEM is of optimum size and cost in small and medium sized mines, Vermeer has recognised that larger mines require larger machines with increased capacities. Vermeer will prototype the T1655 Terrain Leveler SEM later this year. Specifications of this machine and up-to-date preliminary results are presented. A discussion of the role of each machine size and driving mechanisms are included. Finally, the next stage in Vermeer's providing solutions to the surface mining community will be described - a continuous loader. The impact on current mine planning is presented using a detailed computer program developed for studying the impact of loading techniques and higher production rates on mine plan optimisation.

The profitability of gold placer mining operations is determined by more factors than many placer miners recognise until too late. This study is based upon field trips to examine the efficiency of mining and transportation of gravels to a wash plant by bulldozer and truck. At the examined open pit mining operations gravels were washed using water canons, derockers or scrubber trommels. The objective of this study was to determine the relationship between unit costs and power requirements for gravel mining and processing. The author conducted a number of time and motion studies at four open pit gold mines, including the Maly Patom Creek, the Nizhny Patom, the Taimendra Creek and the Kadali-Makit in the Bodaibo District, Irkutsk Region and collected and processed field data. As a part of the study significant correlations were determined and empiric regression equations derived between: power requirements (Ep) and unit cost (Cp) for gravel processing; and total power requirements (Et) and total unit cost (Ct) for gravel mining, transportation and processing. Based on the results of the study it was proposed to modify the current mining procedure methods and to replace water cannons at the Maly Patom Creek with a PPM-5 derocker. Introduction of the proposed technology resulted in 2004 in US$385 000 mining cost reduction at the Maly Patom Creek over a short-time Siberian mining season.

The notes from which this paper has been prepared were set down at the time of the author's departure from Australia in 1935. Mr. Frank Forman, Government Geologist of Western Australia, who has very kindly read the paper in manuscript, affirms that the views here set forth are now accepted by most geologists. Thus, Forman's recent presidential address before the Royal Society of Western Australia (1937) mentions sediments in the Kalgoorlie Series "including banded jaspers and jaspilites."While it may, therefore, be superfluous to belabour the question further at this time, Mr. Forman has encouraged the author to publish this paper as a summary or both past and present views.To those specially interested in the subject of the paper, a study of pertinent Plates attached to Western Australian Geological Survey Bulletin No. 71, 1917, is suggested.The type of rock which is variously called "jasper bar," jaspilite, or "ferruginous quartzite" is familiar to all mining men who have worked in the West Australian goldfields.In its typical form it is a "striped" rock consisting of alternate layers of white or pinkish silica with red to brown bands of iron-bearing silica.In the course of geological work in many parts of Western Australia I studied exposures of jasper bar and was repeatedly impressed with the similarity of much of the material to the sedimentary "banded iron formation" of Canada. It was, therefore, a surprise to learn that the jasper bars were not generally regarded in Australia as sedimentary horizons. It is true that Honman offered convincing evidence of the sedimentary origin of the jaspers...

Willyamite from the type locality, Consols mine, Broken Hill, N.S.W., has been re-examined, and found to consist of zones with widely different Co:Ni ratios. The name willyamite is redefined to include the portion of the (Co, Ni)SbS series with cobalt in excess of nickel. Willyamite is pseudo-cubic, with the three axes equal to within 0·001 A.

The mineralogy, textures, and genetic significance of a silver-rich siderite vein and an apparently co-genetic galena vein from the South mine, Broken Hill are discussed.Both veins cut sharply across the Main Lode Horizon and appear to be coeval with thc A.B.H. Consols lode.The minerals of thc siderite vein apparently result from the preferential leaching of silver from Main Lode Horizon ore with a demonstrable "breakdown series" commencing with tetrahedrite, passing through silver sulpho-salts, and ending with simple binary compounds or with elemental silver.The siderite vein has been deposited by metahydrothermal fluids along the lines of Schneiderhohn's "secondary hydrothermal" mineralization.

It is no longer adequate when starting a new mine to simply select the best equipment. Today's competitive international commodity markets demand superior efficiency which requires systematic involvement of people in continual improvement of production and commercial processes. True Total Quality of Management (True TQM) principles provide an operating philosophy for maximising productivity and minimising unit costs of output. The presentation will show the practical and successful use of these principles. This paper will introduce the case study and provide background material on True TQM.

A methodology for the inversion of a scaled charge weight superposition model to predict peak particle velocity (PPV) has been examined. The inversion involves two steps: first simulated annealing is used to get an initial estimate of the model parameters; and second, these parameters are used as input to a quasi-Newton non-linear optimisation method, used to refine the value of the parameters. The methodology recovers the three required parameters (two charge weight scaling parameters and a time window width) and does this directly from a single production blast for a given point of interest. It has been tested on a synthetic example and recovered the input model parameters successfully in the presence of introduced noise with a coefficient of variation ranging up to ten per cent. Another test used the vibration measurements of three tunnel blasts monitored during the construction of the Citybanan tunnel in Stockholm. In this case, the three model parameters are found from one blast and for a given point of interest, and the PPV at the same point of interest is predicted for the second and third blast fired in the same vicinity as the first blast. The three blasts used different firing sequences. The predicted PPV limits use a confidence interval determined from the scatter in the peak levels obtained from the single calibration blast. The methodology was able to predict an upper bound for the PPV in 21 of the 26 tunnel blast vibrations studied. These predictions improve on a previous study involving the same model but which did not use the inversion process above. Given this reasonable success, further testing of the method on other data sets and alternative forward prediction models is recommended.CITATION:Lawlor-O’Neill, M L and Spathis, A T, 2015. Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

A large and increasing data base of apatite fission track results from sedimentary and granitic rocks exposed within the south-eastern highlands and along the continental margin ofAustralia provides constraints for the tectonic development of the south-eastern passive margin. The fission track results suggest that many regions of the south-eastern margin of Australia experienced distinct episodes of relatively rapid cooling during the middle Cretaceous to early Tertiary that can be attributed to the effects of rifting. One cooling episode is middle Cretaceous in age and related to denudation of the south eastern highlands from Tasmania to northern New South Wales between ~90 - 100 Ma. Rocks exposed along the present coast line record a later episode of rapid cooling, which is diachronous and decreases in age northward from ~80 to 90 Ma in northern Tasmania to southern New South Wales, ~60 - 80 Ma in central and northern New South Wales, and to ~50 - 60 Ma in southern Queensland. The results are consistent with models suggesting that underplating occurred inward of the rift along the eastern margin of Australia as a result of the onset of continental extension in the Tasman Sea at ~96 Ma. This resulted in a significant change in base level and km-scale denudation of much of the southeastern highlands. Subsequently, as breakup commenced during the Late Cretaceous at ~80 Ma and continued into the Paleocene at ~60 Ma, the second stage of cooling was imprinted on the rocks along the margin. This cooling is probably due to the relaxation of elevated geothermal gradients associated with rifting as well as some denudation. Because rifting was oblique to the present-day coast, different regions record different ages of cooling associated with the rift. The southern regions of New South Wales and Victoria yield ages associated with earlier rifting while regions of northern New South Wales and southern Queensland give ages associated with later rifting.
