In 2005, El Teniente mine began preconditioning the primary rock mass by hydraulic fracturing (HF). The major perceived benefits of this process are a decrease in the magnitude of the expected maximum seismic event and improved cave propagation. In addition, HF has resulted in new information on the propagation pressures of each fracture. Previous studies have attempted to relate propagation pressure to minor principal stress or confining stress.Considering the spatial continuity of propagation pressure and the significant quantity of collected data since the incorporation of the HF technique, minimum requirements for geostatistical modelling have been reached, permitting robust estimates inside the representative volume with acceptable errors (Cornejo, Muñoz and Rojas, 2012; Cornejo and Landeros, 2013). These results are then used to identify zones with higher magnitudes, which are mostly related to more complex geotechnical zones (intrusive and major faults) and caving singularities, making it possible to estimate the spatial extension of these zones.Finally, these results are integrated with other geomechanics aspects to support risk analysis of the mining plan.CITATION:Cornejo, J, Landeros, P, Benado, D, Caviedes, C and Pinochet, A, 2016. The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. Author's Note: Since the paper on "All-Flotation at North Broken Hill Limited" was read and discussed, the metallurgical results obtained have conclusively justified the adoption of the All-Flotation treatment.At present the shipping grades of lead concentrate produced from North mine ore range between 74% and 75% Pb, carrying approximately 43 oz. Ag and 4.5%-5% Zn. The lead recovery in lead concentrate is recording 95%-96% of the lead content of crude ore, and the milling and treatment cost on 6400 tons crude ore perweek of 96 hours has dropped to 6s. 3.6d. per ton on ore. With an increased ore tonnage, and with a new mill, considerable further reduction in costs is certain.New flotation machines, with 30 in. vertical depth of overflow (instead of 42 in. depth), are now being tried for the secondary granular treatment, with advantageous results. The treatment to-day is practically the same as that outlined in the paper, excepting that additional concentrate is returned for retreatment in the existing units.(Signed) A. LOWRY.Mr. T. A. Private equity (PE) firms are comparatively free of mandatory requirements for the level and scope of due diligence applied prior to making investment decisions in minerals projects when compared to listed entities, sovereign funds or financial institutions adopting the Equator Principles (Equator Principles Association, 2013). While this freedom allows for flexibility, agility and innovation in making investment decisions, it can also expose PE firms to material risks that may impact their ability to successfully list the projects or attract later financing.Financial institutions and investors with mandatory due diligence and disclosure standards may refrain from investment in or acquisition of a project if it fails to meet various performance requirements. There are many high-profile projects that have suffered significant write-downs on book value after acquisition because specific non-mining issues were not adequately assessed. Thus, a PE firm may be left with an asset that is difficult to divest and incapable of securing development finance.PE firms can manage this risk by being aware of the growth trend in the adoption of ‘international standards’ in addition to host nation standards and legislative requirements. This paper outlines key issues for PE firms to address to maximise the chances of obtaining funding or successfully taking an exploration or mining project through to listing or divestment. This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

A voracious consumer of energy and grinding media, the modern ball milling circuit has a huge direct cost impact on a mineral processing operation. Through optimisation, grinding also has the potential to unlock great improvements in recovery and throughput, but how can the complex interactions between mills, classifiers, tonnage, ore-type and downstream recovery be measured, understood and managed in a systematic manner?Functional performance analysis provides the tools and insights needed to measure, understand and improve the two key process efficiencies in ball milling circuits: classification system efficiency (CSE) and mill grinding efficiency.CSE measures the composite performance of the classification system as a whole. In short, the purpose of the classification system is to ensure that grinding mill energy is used to grind coarse particles while minimising overgrinding. CSE is simple to measure in the plant and it provides immediate feedback to the plant metallurgist, mill superintendent and management about the performance of the classification system and the amount of wasted energy in the grinding plant.Mill grinding efficiency measures the capacity of the grinding mill to convert feed-sized material into product-sized material on a tonnes per kilowatt hour basis. It is normalised based upon the ore resistance to breakage, so it provides feedback about the ‘health’ of the milling process under varying operating conditions and ore types. Mill grinding efficiency is measured at the same time as CSE through circuit sampling.Functional performance analysis combines CSE and mill grinding efficiency to provide a measureable, manageable optimisation objective. It also provides a link to tonnage, ore type and recovery. ArcelorMittal Prijedor is a goethitic iron ore mine located in the north-west of Bosnia and Herzegovina, which mainly supplies ArcelorMittal’s European subsidiaries. Annual production of the asset stands at the level of 1.5–2.1 million tons of iron ore product which is sent to ArcelorMittal Zenica steelmaking plant. Two types of products with approximately 50 per cent Fe are generated in Prijedor through a process composed by crushing, screening, and magnetic separation stages. Within this process one of the tailings produced is called ‘ultrafines’. The ‘ultrafines’ product corresponds to the desliming hydrocyclones overflow in Prijedor plant, which is classified in a size fraction below 25 μm and corresponds to about 5 per cent of feed. This material is richer in iron than the coarser size fractions of the ore but do not present a good performance in concentration processes. In this way, several studies have been carried out during the last years to find solutions to use the ‘ultrafines’ material without success. In this context, the possibility of dehydroxylate the goethite contained in the material transforming the mineral into hematite and thus increasing the iron grade of the final product was investigated. During the research, several dehydroxylation tests with different temperatures and time of exposure were performed. Using dihydroxylation process at temperatures higher than 800°C it was possible to produce a material with 43 per cent Fe from the original 39 per cent Fe ‘ultrafines’ sample. In addition, the dehydroxylation tests confirmed that goethite becomes completely transformed into hematite at 400°C (with an exposure time of 60 mins) and material is completely sintered at 1200°C. A simulation study based on dehydroxylation tests results showed that it would be possible to use a ‘ultrafines’ product with Fe grade higher than 45 per cent to produce a material with 50 per cent Fe through a complete dehydroxylation process.

New Zealand has an established history of gold production beginning with the gold rushes of the 19th century in the Coromandel, Nelson/Marlborough, West Coast and Otago regions. Despite this, the number of significant modern hard rock gold operations has been limited in recent years due to a lack of sustained exploration capital and not limited geological prospectivity.The New Zealand Government is actively encouraging explorers to invest in New Zealand through a series of targeted promotional visits, more importantly through the acquisition of precompetitive regional geophysical data. Data collection has been completed over the prospective Northland epithermal district and a large portion of the South IslandÆs west coast that is prospective for both orogenic gold and intrusive related gold.Analysis of new data has been an important component in aiding the generation of exploration targets from prospectivity modelling. Determining the prospectivity of an area involves reviewing all the available data and analysing it with respect to the most up-to-date mineral system model for the mineralisation style of interest. Using the weights of evidence modelling approach, the most prospective areas for epithermal gold-silver, orogenic gold and intrusion-related gold have been identified. The key exploration parameters relevant to each mineral system are first represented spatially and then statistically combined into a single prospectivity map. New potentially economic deposits could be found by focusing exploration on targets identified from these models. This paper reports on an innovative professional development program for school science teachers run collaboratively between the Centre for Sustainable Resource Processing and Murdoch University. Ultimately the initiative aims at increasing the pool of school students with strong science and mathematics backgrounds while highlighting the challenging careers available in the mineral resource sector including the gold industry. The program is unique in that it seeks to develop a network of science teachers who may participate in a series of workshops, short courses and tours over several years. The objective is to raise secondary school studentsÆ awareness of potential careers within the minerals sector by exposing teachers to a real life, hands-on look into the mining and minerals resource industry. Though the program includes the breadth of the resource processing sector, the potential value to gold processing is in developing a greater pool of potential employees. The initiative allows teachers to develop a better insight into the practical applications of the theoretical sciences they are required to teach. The evolution of the program from the first trials with Western Australian teachers to the introduction of the initiative to Queensland teachers are reported on. Additionally, the results of a pilot study involving 40 participating teachers are described. This study used a questionnaire and follow-up interviews to gain quantitative and qualitative feedback from teachers. There is evidence that the professional development program has resulted in teachers acquiring a new found appreciation for the application of the fundamental chemistry and physics they teach within the school curriculum. Also reported are associations between teacher participation in this professional development program and changing attitudes towards the industry in a positive way. Finally, there is some indication that these positive teacher attitudes may result in their students developing a better understanding of the diversity and availability of career paths within this industry.

This paper details the preliminary blast designs and practices that have been in use at the quarry and the initial changes made to these designs, and the effect they have had on the excavation and crusher performance.

This paper presents the design and construction approach adopted for the widening and stabilisation of the existing decline tunnel forming part of the Scenic Railway Upgrade project at Katoomba in the Blue Mountains of New South Wales (NSW), Australia. The overall upgrade project included new trains and track, rebuilding of the top and bottom station and installation of a new winch and control system. All the works were undertaken over an eight-month period between August 2012 and April 2013 as part of a $30 M upgrade of the railway.The railway is the steepest cable-driven line in the world at a maximum of 52° extending over 350 m and descending from the escarpment into the Jamison Valley. The track was built in the 1880s for coal haulage and is recognised as a remarkable engineering achievement for its time. The tunnel section extends for about 120 m at the start of the decline and is about 3.5 m wide and 3.5 m high. The tunnel was excavated principally within medium to high strength Banks Wall sandstone and given that the widening only involved about 200 mm of trimming of the crown and sidewall this aspect of the work was not a critical support issue, except at the upslope portal. The tunnel crown however is entirely intersected by a major near vertical shear zone which presented significant challenges for the tunnel stabilisation works.Three-dimensional laser survey scanning was used for definition of the tunnel clearance envelope for the widening, and also to subdivide the tunnel into various geotechnical sections to assist in support design. Specifically oriented rock bolts extending beyond the shear zone into stable rock were used together with mesh, shotcrete and extensive strip drains and flushing points for drainage of the shear zone.Unique aspects of this project were included into the specifications and work methods. This included construction of a mobile working platform for tunnel works, the use of dry shotcrete application, difficult access for rock bolting and limiting vibration during the tunnel trimming works due to the risks associated with crown instability. The works also took into consideration particular safety constraints/work exclusion areas to address the risk of detachment of rock which could mobilise downslope to the track area below. This was required because other works were in progress such as micro-piling and bottom platform works which were being undertaken concurrently with the tunnel work.CITATION:Rosin, S G and Hughes, A, 2014. The design of a mine should aim to optimise the market value by maximising revenues whilst minimising costs. In open pit mining, the nature of the extraction technique translates this objective into the maximum recovery of reserves while minimising waste extraction subject to technical, economical and safety constraints. Since the introduction by Lerchs and Grossman, in 1965, of a model that is now considered a classic in the area, open pit design has reached a level of maturity and acceptance by industry. These models are being used on a regular basis by designers and planners.This paper proposes a new alternative model for open pit design. It is based on genetic algorithms (GA) and exploits a reduction of the number of decision variables of the more traditional techniques. The novel approach provides more flexibility than traditional models; it can also be extended to consider planning problems that traditional open pit design models are not capable of handling. The algorithm has been designed for two dimensional problems and tested in a simple instance. The results obtained in this simple test are encouraging and are a good supporting argument for the development of a GA model capable of handling three-dimensional (3D) instances. The model presented in this paper is just a first step towards a full GA to solve the pit design problem and it is believed that novel tools like the one presented herein could become great allies in tackling challenging problems in open pit design, an illustration of such a challenging problem is presented and discussed.

Management of solid mine wastes, particularly waste rock, requires careful planning to reduce the likelihood of sulfide oxidation, and generation of acid rock drainage (ARD). Waste management strategies must focus on obtaining a thorough understanding of the environmental characteristics of future waste rock materials. In this study, a waste management strategy for characterising underground waste rock was developed at a polymetallic underground mine in western Tasmania to determine which materials were appropriate for surficial placement. The criteria for surficial placement set by the regulator were that materials had to be non-acid forming and non-metalliferous. A range of cost-effective field-based tools, mineralogical assessments and mineral chemistry techniques were used on a suite of representative drill core material to determine an appropriate waste management strategy. Ultimately, a modified geochemistry–mineralogy–texture–geometallurgy (GMTG) approach was designed, whereby geoenvironmental focused logging and simple prescreening tools such as paste pH and sulfur analyses were used at stage-one; routine acid base accounting and leachate tests at stage-two; and validation tools including X-ray diffractometry and laser ablation inductively coupled plasma-mass spectrometry (ICPMS) at stage-three. This approach should be considered for other mine sites at early and operational life-of-mine stages with similar deposit characteristics, to ensure correct screening and placement of potentially hazardous waste materials in suitable above-ground waste repositories or mined-out mine sections.CITATION:Parbhakar-Fox, A and Lottermoser, B G, 2017. With the exhaustion of orebodies close to the main haulage shaft of the Emperor mine, an increased rate of development, aimed at earlier investigation of values disclosed by exploration drill holes has been attained with an overall reduction in unit costs.This paper describes the techniques used in rates of advance up to and exceeding 1,000 ft per 28-day period.

Same-batch and non-blind as well as blind pulp duplicates are often submitted as quality assurance/quality control (QA/QC) control samples to a routine laboratory along with routine assays (and other control samples such as reference material samples). The current ways of interpreting the results of duplicate assays to derive QA/QC conclusions and decisions, however, has not yet been formalised in a scientific manner. The current, prevailing approach and its limitations are reviewed and a new method is proposed as a substitute tool. This new tool should allow for operational error detection on a batch per batch basis (ie batch rejection) as well as laboratory performance assessment with time on reproducibility.

The Iron Ore Company (IOC) of Canada Mining and Operations Departments expressed an interest in reducing the amount of oversize material (>1 m × 1 m × 1 m) being produced and its subsequent downstream effects including in-pit sorting and reduction, damage to mobile equipment, and significant delays in the loading pockets and the primary crushers. To achieve this goal an oversize reduction project was undertaken by the mine and to date has significantly improved upon baseline measures.One key approach used to reduce the amount of oversize was the implementation of thicker emulsion. The introduction of a thicker emulsion into the blastholes provided more resistance to the forces created by dynamic water and reduced the infi ltration of the emulsion into the cracks and fissures of the rock mass. Blast results showed reduced amounts of oversize and more consistent fragmentation throughout the muck piles. Additionally, a significant reduction in nitrates leached into the mine water discharge has been realised.To determine the effectiveness of the oversize reduction project, IOC used shovel based camera technology to assess fragmentation presented to the shovel at the digging face. A digital vision system (DVS) was installed on one of the shovels to capture images that were stamped with global positioning system (GPS) locations. A large population of digital images was analysed to produce a robust fragmentation distribution baseline that was used as one of the mine key performance indicators (KPI). Changes to blasting practice were subsequently measured against the baseline KPI to assess effectiveness.

The Mogalakwena Platinum Mine in the northern limb of the Bushveld Complex is Anglo American PlatinumÆs only open cast operation exploiting the Platreef. The Platreef, which extends along the basal contact of the Bushveld Complex, is geologically and mineralogically a much more complex orebody than the Merensky and UG-2 reefs. Changes in the footwall and the genesis of the Platreef translate into a number of rock types being present. These rock types vary in hardness and recovery potential and present challenges to metallurgical staff trying to optimise the concentrator. A true understanding of the implications of treating these rock types is required if the maximum value from this orebody is to be obtained.In order to more accurately forecast production and incorporate ore variation in the mine plan and comminution and flotation circuits, a geometallurgical approach to managing the operation has been used and is being further developed.CITATION:Schouwstra, R, De Vaux, D, Muzondo, T and Prins, C, 2013. The cost of preparing a feasibility study is notoriously difficult to estimate. Studies for mining projects are typically commenced when an exploration programme has identified a mineable resource and pre-feasibility studies have shown that development of the resource would lead to an economically viable project. Pre-feasibility studies will normally include an estimate of the cost of a formal feasibility study and this estimate would then be firmed up before a commitment is made to proceed with the formal study. Data for preparing the feasibility study cost estimate will be sketchy, geological investigations, metallurgical testwork, and marketing studies may be needed before the scope of the project and hence the scope of the formal study can be finally determined. Before an estimate of the work required and hence of the cost of the feasibility study can be prepared the source of project funds must be decided. Studies for internally funded projects are often less rigorous than those which must be "bankable" and subject to the scrutiny of external financial institutions. This paper sets out suggestions for preparing more accurate cost estimates for feasibility studies by ensuring that all activities are included and shows how a staged approach to preparing such studies can minimise costs and guard against cost overruns. It also provides a case study showing how the estimate compared with actual costs for a recent feasibility study completed by Pancontinental Mining Limited.

In formulating its strategic plan in 1998 the New Zealand Minerals Industry identified two related critical issues facing it. These are, broadly speaking, the issues of access to minerals; and the perception the public has towards the industry and its behaviour towards the environment. This presentation will report on the Industry's response to the public perception issue. The Industry has, through the NZMIA Council, and its Communication and Website Committees, developed and implemented strategies covering: communication through the print media, and through its website www.minerals.co.nz, a long-term educational outreach programme with schools, focussing on the significance of minerals, their contribution to community wellbeing and the negligible long-term environmental effects of the Industry's activities.
