New Zealand depends on foreign investment for economic development. This also applies to the development of New Zealand's mineral resources. For this foreign investment to happen there must be some incentives to attract the investment. While prospectivity is the dominant parameter considered by investors it is not a variable that can be changed, only the perception of New Zealand's prospectivity. Other parameters likely to be considered are sovereign risk, red tape, green tape, land access, civil unrest, land claims, social risk, labour relations, infrastructure and natural disasters. Regulators and political will can vary some of these parameters. Where New Zealand fits internationally can be measured by investors' perceptions of these parameters. Following on from these perceptions New Zealand can be seen to have advantages in some areas and be disadvantaged in others. How to deal with the disadvantages to give investors confidence is not easy in the New Zealand environment where the development of mineral resources plays a small part in an economy dominated by agriculture. Added to this is the current global state of the minerals industry which offers even more of a challenge to attract foreign investment to develop New Zealand's mineral resources.

An understanding of the way that solutes are transported in mining or natural environments is essential to the development of sound strategies for managing waste disposal. Research on miscible pollutant movement in unsaturated porous media is carried out both experimentally and numerically. Results of numerical modelling are obtained by solving the groundwater flow equation and the solute transport equation. The finite element method is employed and comparisons between simulation results and experimental data are found in remarkable agreement.

Thank you for this opportunity to address your conference on 'The role of coal in the New Zealand energy market'. New Zealand's energy market has, in common with much of New Zealand, undergone major change following the market reforms of the Labour Government. As far as the energy sector is concerned this change has been for the better, as it has created for the first time in a very long time a 'true economic market' for energy in New Zealand. This is in marked contrast to the previous regime where: ò Electricity was state operated, subsidised and cross subsidised. ò Oil was imported and subject to a raft of taxes and duties. ò Coal produced by state mines was priced by cabinet committee, based on other energy prices rather than on the costs of production and delivery of the energy product. Today, with the establishment of the SOE's we have a market of competitive supply, where the customer has the choice of energy with prices based on the true costs of production and delivery. This can only be good for the customer as the cost is now based on the real costs of production, not on political whim. So where does coal fit in this brave new world of free market energy supplies? Well, opportunity, they say, knocks but once.

As a minerals company, obtaining the appropriate consents under the Resource Management Act 1991 and getting permits granted for exploring, prospecting and mining under the Crown Minerals Act 1991, is necessary for actively exploring and mining in New Zealand. But the essential mix of ingredients for a viable and healthy Industry go way beyond this.   In the short term, an individual company seeking to operate on or within the Crown minerals estate of New Zealand must chart a course through the requirements raised by new cornerstone legislation, the Resource Management Act, the Crown Minerals Act and, the Conservation Act 1978 (where the minerals sought coincide with this estate).   However, this paper suggests that in the longer term for individual operators within the Industry and for the Industry at large to remain viable and sustainable and for New Zealanders to continue to enjoy its benefits, much more is required. Not least of which is a better balancing of competing uses and attitudes, which will require an opening of minds, a change in mindset, topped off with those two most essential of ingredients advocacy and leadership.   New Zealand has undergone massive restructuring in the last 15 years. Is it complete? Have each of its fronts evolved to the end point which was envisaged by the designers of the regime? What are the advantages? What is left to be done? What are the impediments from an incomplete transition which are left to either dog the Industry or remain as a challenge to be removed to ensure the Industry's smooth sailing into a prosperous and environmentally clean and friendly future? A future wherein an educated and understanding public welcome and are proud of the Minerals Industry to whom they owe the standard of living which they enjoy.   This presentation will examine the role of the New Zealand Minerals Industry Association (NZMIA) in paving the way for an optimum operating environment in which to couch a healthy industry into the future.

The New Zealand Mines Rescue Brigade was established as a result of the Dobson mine disaster on 3rd December 1926, when 9 men lost their lives. Prior to this, there had been four major disasters in New Zealand coalmines, with a total of 145 fatalities. Only large-scale events such as explosions or major fires were considered reportable. Until and including the Dobson disaster, no mine emergency response facilities or organisation was in place.   Unfortunately, over the next five decades the establishment of a Mines Rescue Service did not mean that disasters involving multiple fatalities ceased. The coal mining industry continued to suffer the consequences of poor mining practice, inadequate or inappropriate monitoring and management, and sometimes complete disregard for the regulatory requirements current at the time.   The role of Mines Rescue has been defined in statute, and regulated by Coal Mines (Mine Management and Safety) Regulations. Currently, the statutory obligations have been under the Mines Rescue Trust Act 1992.   The Mines Rescue Brigade historically, has primarily been a reactive service, with stations and facilities established to train brigadesmen in emergency response procedures, specifically to mobilise in the event of a call-out at any one of the many coalmines operating within each stationÆs area of jurisdiction.   Over the last ten years, this role has changed. The service has adopted a proactive approach to emergency response, and has established a close liaison with all mining and tunnelling operations throughout industry, both underground and surface. The objectives have become emergency prevention focussed, and the service has incorporated a range of theoretical and practical training, simulated exercises, more sophisticated equipment and techniques, and a desire to ensure that emergency response capabilities are not needed, whilst maintaining the traditional and statutory obligation to respond if they are needed.

Froth flotation is applied to mineral sand concentrates in order to produce commercially viable xenotime concentrates. Experiments indicate that a xenotime product containing 38% Y2O3 at 47% recovery or 34% Y2O3 at 83% recovery can be obtained from a 27% Y2O3 feed. The process involves a primary stage of reverse flotation at which oxide and silicate gangue is floated, and secondary stage of direct flotation at which xenotime is floated. Of the various collectors screened an amphoteric compound was found to be effective at both stages. This was made possible by the addition of sodium silicate at the second stage, which acted as depressant for the remainder of the gangue. Similar studies on a low grade feed material were somewhat unsatisfactory as the grade achieved fell short of what was targeted.

"A personal account of my journey from a student from suburban Melbourne in the 1970s through 40 odd years in and around the mining industry including the important events that have moulded my thinking and, as result, have formed the guiding principles of the mining contracting business and related entities that make up the Byrnecut Group. On reflection the game of chance has played a big part in the journey, from the selection of initial study based on my parents financial capability and the one and only offer of early employment by Western Mining Corporation where the formative phase of my career took place in what was the vibrant can do environment that existed in Kambalda in the 1970s and early 1980s. Subsequently the unplanned meeting with Frank Lubbock drawing me back to Kalgoorlie from Fiji in 1987 and the resultant formation of a private mining contracting business, the excitement of the mid 1980s Kalgoorlie mining environment followed by the turmoil of the 1987 stock market crash where business survival was the game, resulting in a relationship with the German based Thyssen Group.Thereafter the development of a large privately owned international multifaceted mining services group and the principles behind that growth. These include: development of strategic personnel and retention of those personnel cashflow management and debt within a private company scenario recognising opportunity for synergetic growth but insisting on market forces driving those business elements, as opposed to internal divisions group-wide sustainable business systems, particularly in relation to leading safety and training processes innovation and renewal to provide the elusive advantage in a competitive market the role of entrepreneurial small businesses in development of technology.The above principles combine to make a margin in a cut throat contracting environment, competing on the world stage against other contractors and owner mining options.CITATION:Coughlan, S, 2014. Despite increased expenditure, the global discovery rate of world-class ore deposits has been in decline for over a decade (Schodde, 2017). Mineral exploration has traditionally followed an empirical approach, searching for evidence of mineralisation upon the surface of the planet, then drilling to define the extent of an ore body beneath the surface. As outcropping deposits in well-defined areas are depleted, there is a need for exploration to extend to less well-explored search spaces. One popular new frontier is exploration at greater depths beneath the Earth's surface. However, exploring for deep deposits with limited surficial evidence requires the implementation of predictive targeting methodologies (Hronsky, 2011; McCuaig & Hronsky, 2014). The Mineral Systems Concept (Hronsky & Groves, 2008; McCuaig et al., 2010) provides a framework for predictive exploration targeting. Ore deposit formation is recognised to be a focused mineralising event. These events represent self-organising critical systems and are underpinned by the interaction of complex, non-linear processes. Through the collection and analysis of datasets that map mineralising processes, it may be possible to predict the size and location of resultant ore bodies. Up to the end of World War n, flat-back cut and fill stoping with or without square sets was the universal method of ore extraction. Rapid changes in practice occurred during the post-war years; first, ore extraction was fully mechanized; secondly, the stope design for new levels, notably No. 17 Level Zinc Corporation Ltd. and No. 19 Level New Broken Hill Consolidated Ltd., was modified to suit this mechanization; and thirdly, sub-level and shrinkage stopes were developed in orebodies where cut and fill methods would be uneconomical. The following is a brief survey of the changes that have occurred-most of which were inaugurated during the last five years.ROCK DRILLINGDuring 1951 open stoping was investigated in detail. In order to reduce steel handling problems, forged steel onepass detachable bits were introduced, but were soon superseded by the "Swedish method". Investigation showed that when using a bar and arm mounted 3-in. drifter the overall drilling time was approximately 6 min. per ft. compared with 4 min. per ft. using the light jackhammer-airleg combination with 1-in. hex. by 4-in. collared shank tungsten carbide-tipped steel.Although competitive with tipped steels on a cost per foot drilled basis (excluding miner's time), detachable steel bits proved most unsatisfactory for hard drilling conditions.Rapid blunting necessitated frequent bit changes and thus caused lost drilling time. This paper discusses the implementation of a mixed integer linear programming model for a coal preparation plant. The plant considered consists of primary and secondary heavy media cyclones, hydrocyclones for intermediate fines and froth flotation for the very fine material. The model is designed to optimise the plant settings and product flows to maximise revenues for a given specification for two product outputs. The model can deal with bonus/penalty aspects of the product pricing for products that exceed or fail to meet specification. We report on a model with two separate coal feeds with parallel circuits for the oversize, intermediate and fines streams. The genesis of this model is more than 30 years old but recent improvements in mixed integer programming solvers make a full mixed integer formulation practical. The original model began as an enumeration of cut points with arbitrary rules for product allocation. The product allocation was improved in a linear programming formulation by Gunn (1982) and Sarker (1991 and 1995). Current mixed integer programming capabilities make it possible to replace the enumeration aspects and solve directly as a mixed integer programming problem. Since its invention by Professor Klaus Schonert of the University of Clausthal, Germany, high pressure rolls comminution has attained near total acceptance as the preferred method of size reduction in the cement industry. Over 300 units have been manufactured worldwide. At locations where the system has been installed, considerable energy savings have been realised. These energy savings are generally in the range of 20 to 30 per cent compared to conventional ball mill circuits. However up to 50 per cent power saving has been achieved at some installations. This technology, with the exception of the diamond industry, has up to now had only limited success in ore processing. This has mainly been attributable to the abrasiveness of ores encountered in this industry leading to high wear rates. These high wear rates have given rise to an unacceptably short life time of the wear surface of the rolls, requiring regular replacement. A new wear surface has been developed which has shown to give a ten-fold increase in service life over conventional surfaces. This, together with developments made in machine design now give the units the ability to attain the high availabilities demanded by the mining industry, and therefore to allow this industry to achieve the considerable operating cost savings offered by the high pressure rolls.

Complex gold deposits are generally characterised by variable geometries, strong structural controls on grade distribution and a high-nugget effect. The use of diamond drilling and fire assays in this environment often results in an understatement of grade. Bulk samples are likely to be the closest estimators of true grade, and may be required to evaluate geological/grade risk during resource estimation/feasibility studies. Any bulk sampling program requires appropriate planning and implementation. The planning stage should attempt to delimit the extent and nature of mineralisation; characterise mineralogy and metallurgical properties of the ore; and define bulk sample size and how it will be sampled/processed. The approach to sample processing will be governed by the results of metallurgical testing and geological knowledge. Careful design of sampling protocols must be undertaken through material characterisation, understanding of gold particle sizing and the application of GyÆs Sampling Theory.

A process that allows selective flotation separation of low Cu/S ratio minerals (chalcopyrite and pyrite) from high Cu/S ratio minerals (bornite and chalcocite) from a mixed copper mineral concentrate under controlled oxidative-reductive potential conditions has been developed. The process has been extensively tested on samples with varying mineralogy using laboratory batch flotation tests and mini pilot plant trials.In this process, the mixed final copper mineral concentrate is purged with nitrogen, and then treated with sodium dithionite to achieve a slurry Eh in the -200 to -100 mV standard hydrogen electrode (SHE) range. Flotation was then carried out using nitrogen gas. As a result, a low Cu/S ratio concentrate (<1.3) and a high Cu/S ratio (>1.6) tailing stream were produced. QEMSCAN analysis of the flotation products showed that more than 85 per cent of the chalcopyrite and 95 per cent of the pyrite reported to the froth concentrate. Chalcocite and bornite were almost evenly distributed between the concentrate and tailing streams.Surface analysis studies, focused on the mechanism of separation, showed that at a negative redox potential xanthate and possibly dixanthogen are the dominant hydrophobic species on the surface of chalcopyrite and pyrite. As a result, the flotation of these minerals remained unaffected. In contrast, a much lower concentration of xanthate species on the surface of chalcocite and bornite particles was observed. Therefore, it is likely that at low Eh the copper xanthate complex desorbs from the chalcocite and bornite surfaces, causing a decrease in surface hydrophobicity and the diminished floatability of chalcocite and bornite.CITATION:Ametov, I, Harmer, S, Grano, S and Alford, R, 2014. The current financial climate has given rise to fears that falling mineral prices and tight credit will force mining companies to cut back on production and new project development in a bid to cut costs and conserve cash. However, a prolonged squeeze on global supply can have only one result: a massive and potentially explosive demand for metals in the not-too-distant future. A resurgent global economy will also generate dramatic new demand for oil and energy, with a return to higher oil prices likely. How then should the mining industry plan for the future? In-pit crushing and conveying (IPCC) could lead the way as a partial or complete substitute for trucks. In 13 of 15 studies undertaken by Sandvik and Snowden, comparing IPCC with truck-optimised pit designs, IPCC generated operating savings ranging from US$0.18 to US$0.82 per tonne moved, compared to trucks. Trucks have higher operating, maintenance and energy costs than conveyors. New emission standards on diesel engines may make them more emission friendly but less efficient in terms of energy usage. With far more efficient energy use and cheaper operating costs per tonne moved than trucks, conveying offers an attractive alternative for the bad times ahead and into the apparent energy depleted future. When evaluating alternatives, a reasonable first step would be to conduct a scoping level study which analyses the differences in capital and operating costs between a truck and shovel operation and an IPCC solution. The study can also determine what type of IPCC is best suited to the particular mining application. The results can then be used to decide whether a more detailed study is justifiable. IPCC is a proven process that, with a fresh mindset, can make a significant improvement to mining operations. Sandvik (as an OEM with a full suite of IPCC equipment) can undertake these studies in ten working days in conjunction with Snowden or any other independent mine planner who knows how to schedule for IPCC. Because most mining industry personnel have been æborn and bredÆ on trucks and shovels û this paper focuses on some of the practical considerations necessary to make IPCC systems work that the Sandvik Technical Services Group has encountered during these studies.

Last evening, in Auckland, I heard the Chairman of Heinz US, Dr Tony O'Reilly (who, in addition to Heinz's ownership of our largest food processor, also has substantial personal investments in this country), advocate New Zealand as a 'regional corporate capital'.   Why would someone like Dr O'Reilly hold that view? No doubt, as one of Ireland's great rugby players of the 50s and 60s, he admires at least one thing that we do very well (confirmed again in Dublin over the past weekend). But that's not sufficient to support such a view.   He cited many reasons for preferring New Zealand over, say, Sydney, Australia, calling this 'the most rational in which to locate [an] international headquarters', including û +         we have no capital gains tax; +         a more 'pro-business environment'; +         a 'first class' legal and banking system; and +         a 'simple political system'.   I can find no better 'text for today's address.

With more than 50 000 recorded abandoned mines in Australia, effective management strategies are needed to prioritise and manage health, safety, environmental and socio-economic risks and opportunities. This paper reviews international leading practices for abandoned mine management and identifies key issues that need to be addressed in the Australian context. As well as the academic literature, this review draws on a 2008 global legacy site survey and forum in 2008, a Churchill Fellowship study of abandoned mines and the recently released æStrategic Framework for Management of Abandoned Mines in the Minerals IndustryÆ (MCMPR/MCA, 2010).A conceptual model was developed to identify the relationship between key issues affecting the management of abandoned mines in Australia. The conceptual model is then used in the development of a maturity chart which draws on risk management principles to provide leading practice guidance for abandoned mine managers, jurisdictions and stakeholders. For the past 40 years, underground trucking using diesel powered or electric wheel driven vehicles, either conversions of surface trucks, or purpose built, has been the preferred means of ore and waste transport in underground mining. The relatively low capital cost, flexibility and requirement for minimal infrastructure means that trucking systems are selected in the early stages of a mining operation. An increase in the carrying capacity of trucking systems with dimensions to operate within existing development excavations is the solution to long term ore and waste underground haulage systems using trucks. The next generation of underground trucks will be low profile articulated trucks with carrying capacities up to 60 t.

The leaching of Tellness (Norway) ilmenite concentrate in hydrochloric acid and mixed aqueous HCl-alcohol solutions at boiling temperatures was investigated. It was found that the alcohols methanol, ethanol and ethylene glycol all substantially increased the leach rate and in the case of methanol and ethanol this was achieved at lower boiling temperatures compared with aqueous HC.

Despite technological improvements and better understanding of the hazards, coal dust explosions stilI occur. Experimental explosions in galleries in various countries extend knowledge with the constant aim of providing safer working conditions. The inadvertent ignition of an accumulation of methane is the traditional initiator of the coal dust explosion.There are specific parameters of coal dust explosibility and explosion propagation, including the important volatile matter in the coal, fineness and dispersibility of the dust and its concentration. Accepting that initiation cannot be absolutely prevented, it is necessary to consider explosion suppression. While both limestone dust and water are the chosen explosion suppressants, in practice water has more limitations to its efficacy when related to the degree of explosion violence. These data give rise to the criteria for explosion suppression, differences in favoured mining geometries, and using the same principles, to differences in suppression treatments.
