Western AustraliaÆs Mining Act 1978 was amended in 2010 to provide for the requirement of a mine closure plan to be submitted to the Department of Mines and Petroleum (DMP) for approval, as part of a mining proposal application. The mine closure plan must be prepared in accordance with approved guidelines. Guidelines for mine closure plans were developed to assist the mining industry in Western Australia to plan and implement effective closure of mines. The guidelines focus on the application of integrated mine closure principles and industry best practice information on mine closure. This, includes stakeholder consultation, risk based approach, data collection and monitoring, development of completion criteria and financial provision.Due to the potential high level of public interest in the guidelines, extensive consultation with stakeholders was conducted. The Newmont Tanami Operations are located in the Northern Territory, approximately 550 km north-west of Alice Springs. The Granites process plant commenced operations in 1986 as a 300?000 t/a ball mill / carbon-in-leach (CIL) plant and has undergone numerous expansions between that time and the current day, with project-to-date gold production exceeding 6.5 Moz. Annual plant throughput has exceeded 2.8 Mt/a while processing a blend of open pit material and ore from the Callie Deeps underground mine, with annual gold production exceeding 400 koz. In 2013 the operation processed 1.8 Mt of underground ore for the production of 323 koz of gold.This paper reviews the operation and expansion of The Granites process plant since the mid to late 1980s with particular focus on the gravity gold recovery circuit. The Tanami ores contain significant levels of free gold, and gravity recovery has long been an integral component of the metal recovery process at the Granites plant. The hydrometallurgical separation and enrichment processes provide an effective way to selectively recover metals from relatively dilute multicomponent sulfuric acid leach solutions. The multicomponent leach solution utilised in this study contained 0.3 g/L Cu, 0.34 g/L Ni, 0.13 g/L Co, and 2.96 g/L Fe, which was obtained after high-pressure oxidative acid leaching (HPOAL) of the copper-nickel smelter slag. The solvent extraction (SX), precipitation, and xanthate complexation processes were employed to recover and upgrade Cu, Ni, and Co from the leach solution. Batch SX tests were carried out using a countercurrent two-stage mixer settler extraction column, and LIX 984N (10 per cent v/v) as a copper extractant. Fundamental parameters influencing the extraction process such as pH, mixing speed, H2SO4 concentration, and organic/aqueous (O/A) phase ratio were investigated. For copper enrichment in solution, a combination of two extraction stages and two stripping stages were employed. Copper was successively separated from Fe, Ni, and Co under optimised extraction conditions (pH 2, 400 rev/min, O/A 0.25, and 20 min contacting) and stripping conditions (175 g/L H2SO4, 400 rev/min, O/A 4, and 20 min contacting). About 97 per cent of copper was extracted with low co-extraction of Fe, Ni, and Co of about 5.90 per cent, 1.47 per cent, and 2.53 per cent, correspondingly. A final Cu-rich solution containing 23 g/L Cu was obtained with a very low Fe concentration of 0.05 g/L. Additionally, for iron removal from the Ni/Co raffinate solution, more than 99 per cent of iron was precipitated at pH 4 by the addition of a calcium carbonate (CaCO3) suspension, with low co-precipitation of nickel and cobalt of around 3.68 per cent and 2.27 per cent, respectively. Furthermore, about 83.6 per cent of nickel and 99.4 per cent cobalt were co-precipitated from the solution by potassium amyl xanthate (PAX) solution at pH 6. The Ni and Co xanthate complexes were thermally decomposed and recovered as cobalt oxide (CoO) and nickel sulfide (NiS) solids.

In planning mine ventilation systems, heat issues are normally associated with deep-level mines where auto-compression and virgin rock temperatures play a major role. However, a number of mines suffer from high ambient temperatures and humidity, very steep virgin rock temperature gradients and an influx of hot groundwater. Mines in Australia and, particularly, South-East Asia have to deal with these environmental conditions, both in the operational and planning phases. These operations normally have to take heat into consideration during the planning stages at much shallower depths. In high rainfall regions, the water table is saturated and groundwater flow rates are particularly high, which add significant water heat load potential to the mine ventilation system.This paper considers the ventilation challenges associated with hot groundwater conditions in mechanised mines. The paper is based on specific project experience gained from a number of projects in the United States, Australia and South-East Asia and draws on data from mines that experience hot groundwater conditions. The building is a lofty, well-ventilated one of hardwood frame, with galvanized-iron walls and roof, and consists of five spans running north and south, covering a total length of 236 ft. Each span is composed of nine bays of 1:3-ft. centres, making the total width of the building 117 ft. The refinery is situated conveniently at a distance of 100 yds from the smelters. Through the third span of the building runs a 5-ton electric overhead travelling crane, of a 3-motor type, with a span of 29 ft. The crane runway extends over a railway line, which connects the smelters to the refinery. This crane is llsed for handling bullion, coal, melting kettles, lead pumps, &c. A 3-ton crane of similar type, but with a 50-ft. span, runs through the fifth span of the building and also extends over the railwav line alreadv mentioned. This crane is used to load the soft lead into railway trucks, or to stack lead awaiting shipment in the area covered by the crane's operations.

Quantitative probabilistic ecological risk assessment has been used to evaluate the likely effect on fish diversity and abundance of filtered and bioavailable metals in streamwater affected by acid drainage from the abandoned and remediated Rum Jungle U/Cu mine in the Northern Territory of Australia. The water quality was determined using monitoring data from a gauging station on the East Branch of the Finniss River, downstream of the mine site, and modelled assuming a number of potential water quality management options. The management options ranged from no action, through some flushing options to full catch and treatment of contaminated seepage from the waste rock heaps. The computer code AQUARISK was used to undertake the analyses. Critical criteria for contaminant water concentrations at the site, derived from probability density functions of available fish ecotoxicology data, were found to closely approximate the regulatory trigger values for the contaminants of concern. Modelled predictions of reduced diversity and abundance were also in good agreement with in situ biodiversity measures. Based on a reasonable target of 67 per cent species tolerance for this heavy impacted site, it was found that none of the low cost options for wastewater management was acceptable. Combinations of two of the options approached acceptability. Both of the catch and treat options exceeded the arbitrary acceptability target well. This implied that the more expensive option of liming to pH 10 might be unnecessary at this site. Thus, the use of ecological risk assessment modelling has proven useful in undertaking cost-benefit analyses for this site. The approach provides a management decision-making tool that can be economically used to link expensive on-site environmental engineering options with site-specific ecological goals rather than the previous nebulous aims of æreduced contaminant loadÆ or æimproved biodiversityÆ that often resulted in excessive expenditure without achieving successful environmental benefit.

The Wonawinta silver project near Cobar in NSW is under development by Cobar Consolidated Resources Limited (CCR). RMDSTEM Limited is part of the owner’s team for feasibility, design, engineering, construction and commissioning.With a 51Moz resource CCR is one of the largest pure silver players in Australia. A probable reserve of 14.3Moz has been defined for a mine life of approximately five years. The silver mineralization is contained in host rock composed of clays and oxidized limestone. The ore also contains on average 1.3% lead as cerussite, and other minerals. A simple circuit consisting of slurrying of the ore, gravity treatment of the coarse fraction to recover lead, silver extraction using CIL, elution and the Merrill Crowe silver recovery process, has been developed.The “value engineering” approach to this development pioneered over the past decade by RMDSTEM has meant that RMDSTEM has delivered the bankable feasibility study at a cost of $0.07 per resource ounce. It is highly cost effective making efficient use of shareholders funds as well as being very time efficient. This paper describes the application of the value engineering approach to the development of the Wonawinta project.

With the depletion of the mineral reserves that can be mined by surface mining, demand for highly productive and safe underground mines will increase. Underground drill and blast techniques continue to be refined but true æmass productionÆ is difficult to achieve. As is evidenced by the longwall mining of coal, alternative mining methods based on mechanised mining can meet the expectations but the issues of how to effectively cut strong rocks, how to define the orebody and how the mechanised miners can be automated and maintained all need to be addressed. CMTE is working in all of these areas. We believe that the oscillating disc cutter may provide the long sought-after breakthrough in mechanised rock cutting. Disc cutters are one of the most robust designs of cutting tool and the cutters attack the rock in a manner which effects direct tensile breakage. The internal cutter drive and the inertial damping mean that the already low cutter forces are not all transmitted back to the machine, making it possible to design lightweight, flexible mining systems. For orebody delineation drill monitoring, drillhole logging and geophysical imaging are key procedures being developed at CMTE. To automate mining machines, work is progressing well in the development of systems for autonomous vehicle navigation and mining robotics. A strategic contribution to maintenance issues is being made through the development of procedures for automatic analysis of used oils, monitoring the strength of mechanical structures, and operating point optimisation.

The Fosterville Goldmine in Victoria Australia employs the BIOX« Process to liberate gold from its sulfidic flotation concentrate through bacterial oxidation. Gold occurrence is primarily as submicron particles in pyrite and arsenopyrite and has been described as being in æsolid solutionÆ and therefore not amenable to direct cyanidation. Once liberated by the oxidation process, the gold is then available for cyanide leaching. During the oxidation process it has been found that a portion of the liberated gold becomes suspended in the liquid phase in what appears to be a colloidal state. This liquid becomes a waste stream during washing of the oxidised solids and the suspended gold is therefore lost. A method was previously developed using an addition of quebracho tannin to significantly reduce this loss by formation of an iron-tannin precipitate which captures the gold which then reports to the cyanide leach circuit with the oxidised concentrate solids onto which it is adsorbed.This paper discusses the development and plant trial of a second processing step to further enhance gold recovery by use of flotation tailings essentially as a source of extra surface area to capture residual tannin-iron precipitate and its associated gold not recovered in the first step.CITATION:Symes, R, 2012. The new law on Environmental Protection and Management (Republic of Indonesia Law 32 of 2009) was passed by the Indonesian parliament in September 2009. This law aims to protect Indonesia's rapidly degrading environment by providing tougher provisions for both polluters and law enforcers. In doing so, the law introduces a number of new constraints and potential business risks that will affect all companies in Indonesia, particularly mining companies. Some of the newly introduced concepts follow.   Mining companies will now require an environmental license, issued by the Minister of Environment or local counterparts. This license is a prerequisite for all other business and operational permits. The Minister can revoke the environmental license at any time in case of an environmental incident or dispute. Mining companies may be exposed to additional environmental taxes and bonds besides already existing reclamation and mine closure bonds.   There is an increased risk of environmental lawsuits, due to more stringent controls on one side and greater protection for NGOs on the other side who make claims, false or true, against the company. Company executives and managers can be sued and they will be held accountable if environmental degradation has indeed occurred due to the company's activities.   Companies may face increased liabilities due to a change in the definition of contamination. The new definition is more stringent (and on occasion may prove too stringent to be practical); it also provides little room for flexibility in its application.   As implementing regulations are prepared over the coming two to three years, mining companies will need to adjust to the new law. A proactive approach is needed to minimise risk. Recommended actions include: upgrading existing environmental impact assessments to a higher standard; conducting baseline studies and thoroughly documenting environmental conditions on a regular basis; closely tracking regulatory changes, especially the forthcoming implementing regulations on the new environmental law; and regularly engaging key government and community stakeholders on environmental issues.

Processing of lead-zinc and copper ores by Mount Isa Mines Limited produces large quantit- ies of concentrator tailings waste which is pumped as a slurry to special dams where the solids are allowed to settle and dry out. These areas are unattractive and show no signs of encroachment by plant life even though the surfaces of some dams have remained undisturbed for more than a decade. During 1970 Mount Isa Mines Limited commenced a long term research program in conjunction with the Department of Agriculture, University of Queensland to deter- mine possible methods of establishing a plant cover on this material. Research has defined the major factors limiting plant growth in the tailings medium. Modification of the edaphic conditions through fertilizer inputs, particularly of phosphorus and nitrogen, and alteration of "soil" physical properties by incorporation of mulching mater- ials, provided conditions which allowed plant growth. The outstanding "soil" amendment treatment was incorporation of fly ash, a waste product of the company's coal fired power stations. A range of crop and pasture species have been selected which have grown well with adequate irrigation under the amended conditions in the field. Further research is assessing a range of native plant species and agronomic techniques to provide a stable plant cover on the tailings dams.

TheFiji Islands are remnants of a once continuous Solomon-Vanuatu-Fiji-Tonga volcanic arc (the Vitiaz arc), located at the boundary between the Indian-Australian and Pacific plates. They record a history of: (i)                  arc volcanism the late Eocene to late Miocene, (ii)                an extensive magmatic response to arc rifting (5.5 - 3.0 Ma) during which volcanism was dominated by shoshonitic to tholeiitic basalts, and as rifting continued, (iii)               a transition from arc to intraplate volcanism.   The Hunter Ridge-Hunter Fracture Zone separates the inactive South Fiji Basin from the actively spreading North Fiji Basin, and has been considered to be a transform zone, almost parallel to the motion vector of the Australian plate. However rocks dredged during the 1993 æAlizeÆ cruise, from along the northern part of the Hunter Ridge are typical arc tholeiites, and therefore demand that subduction has occurred beneath the Hunter Ridge sometime during the last ~5 Ma. The Kadavu Island group, south westernmost Fiji, lies at the north-eastern end of the Hunter Ridge-Hunter Fracture Zone, and possibly results from oblique subduction of South Fiji Basin oceanic crust, which may have accompanied the anticlockwise rotation of Fiji during opening of the North Fiji Basin. These islands consist dominantly of 3.4 - 0.5 Ma old medium-high K andesites and dacites, with many traits typical of subduction-related volcanics, ie predominance of intermediate members (55 - 65% SiO2) no Fe enrichment, TiO2<1%, and negative Nb-Ta anomalies. These features contrast strongly with volcanics from elsewhere in Fiji around this time, where volcanic centres produced Om-like intraplate olivine basalts. The Kadavu Islands become gradually younger to the southwest, and show a significant decrease in K2O with time. The north easternmost islands (Astrolabe islands) containing the oldest rocks (~3 Ma) have shoshonitic affinities and are considered to be of similar age and composition to the youngest shoshonites found elsewhere in Fiji.

The Bogong Power Development Project in Victoria, Australia involved the construction of a 15 m long mass concrete plug up to 9 m in diameter within the head race tunnel. The plug is critical to theperformance of the scheme as it permanently seals the head race tunnel under approximately 300 m head of water.The location of the plug in the headrace tunnel was determined by a programme of in situ rock stress testing using both hydrofracturing and over coring stress testing methods.In recognition of the importance of the plug, the Head Contract specification requires that its temperature during hydration be controlled using an embedded cooling system. In addition, contact grouting and curtain grouting around the plug cannot commence until thermal contraction was substantially complete.This paper describes the use of bespoke fi nite element software to model the temperature rise in the plug and design mitigation measures to control temperature rise in the plug. These measures include restricting the concrete placing temperature to 10°C, incorporating 39 per cent fly ash in the concrete and installing embedded cooling circuits.Site trials were undertaken to calibrate the model for the proposed concrete mix. The cooling system comprised 25 mm ID pipes forming twelve separate circuits that fed 7°C water from a single chiller unit. The cooling system reduced the peak temperature in the plug to approximately 30°C and the associated risk of early-cracking. The time before contact grouting could commence was shortened to less than two weeks from casting.

In 1987 the control strategies at the then ZC Mines' New Broken Hill Consolidated concentrator were a miscellaneous mixture of computer hardware and technology for ISA, grinding and residue thickener control. Field instrumentation was based on current-to-air technology of approximately the 1960s. Decisions were made to rationalise computer and field instrumentation technologies; the object being to consolidate control loops into one system to enable expansion of the system to include all facets of plant operation. The first stage was to install a DEC Micro PDP 11/23 computer and serial line communication as recommended by AMDEL Ltd, for the ISA system, as discussed by Walsh and Freeman (1988). The second stage was to select and install a distributed control system for the centralisation of the control loops into one system, and to replace field instrumentation with state-of-the-art technology. This paper deals with the second stage of the rationalisation, in an attempt to give an insight into what is required when personnel are faced with such a decision, details of costs involved in keeping a system functioning and utilised; and the requirement to train personnel for acceptance of further control strategies.

The production scheduling of an open pit mine determines the optimal extraction sequencing that significantly impacts a mine’s life as well as net present value. The optimisation of production scheduling of large open pit mines with geological uncertainty is a computationally very intensive process. In this paper, an approximation algorithm is proposed to schedule an open pit mine, where instead of solving the whole problem at once, the production schedule is generated by sequentially solving subproblems. The subgradient method is used to generate the upper bound solution of the Lagrangian relaxed subproblem. If the upper bound relaxed algorithm is not a feasible solution, a mixed integer programming is solved on the generated upper-bound solution. An application at a copper mine with an orebody represented by 16 532 mining blocks is presented using the proposed algorithm. Results show that all constraints are satisfied. The net present values are also calculated and results reveal an 11 per cent higher net present value (NPV) is generated when compared to the NPV generated when the same approach is applied to the deterministic model of the deposit where uncertainty is not accounted for.CITATION:Chatterjee, S, 2014. In the roast-leach-electrolysis process for the production of zinc, iron contained in zinc concentrates is converted to zinc ferrite during roasting. At Canadian Electrolytic Zinc (CEZinc), the Outokumpu Conversion process is used to simultaneously leach zinc ferrite and precipitate the iron as jarosite. These simultaneous reactions, while providing good process stability, require a compromise between optimum conditions for maximum zinc extraction and efficient iron precipitation. The development and construction of the Grasberg block cave mine (GBC) is in progress, currently targeting initiation of caving in late 2018. Current production planning anticipates ramping up to full production of 130 000 to 160 000 t/d by 2027. As GBC approaches the production phase, there is a high priority on increasing the accuracy and level of detail in the production plan. The advance of the cave front directly controls the drawbell opening rate that is achievable. Therefore, an essential component of this plan is to produce an undercutting and drawbell sequence that honours the caving parameters that have been set for the mining blocks by the GBC production planning team.The PT Freeport Indonesia (PTFI) mine planning team and the Geovia caving business unit have developed a computational tool (Undercut Tool) capable of generating an undercutting sequence that follows a set of caving rules, such as advance rate per tunnel, maximum blasted area per period, control of lead-lag and shape of the undercut face. This tool also produces a drawbell sequence that honours the undercutting advance sequence, which is ultimately used to generate a life-of-mine production plan. This paper describes the inputs and outputs of the Undercut Tool that have been used to compute the long-term production plan for the GBC mine. It will further describe how the Undercut Tool takes into account operational constraints and geotechnical considerations that must be considered when developing a defendable production plan. Included is a discussion of the initial results of the planning outcomes from the tool; it will demonstrate how this work will support specific aspects of the plan such as the detailed undercut production drill and blast plans for the drill ring sequence, as well as how that plan will drive the drawpoint opening plan.CITATION:Villa, D, Brannon, C A, Dipas, C A and Vega, H A, 2017. "The need for suitable geotechnical characterisation of the rock mass for underground construction is evident. The enlargement project of Railways of the Generalitat of Catalunya (FGC) in Sabadell is a patent example.In general, it is uncommon to encounter problems in the identification and characterisation of certain relevant weak rock formations, which affect project designs. However, all materials should be properly studied, as mischaracterisation can lead to a suboptimal design, resulting in construction problems during the course of the work.Good quality rock is generally not difficult to characterise, but this is not the case for Quaternary or Tertiary cemented soils. Geotechnical investigations based on boreholes do not provide enough information because samples are often badly damaged during the drilling process, if appropriate techniques are not taken. The samples can be altered and may not be representative of the in situ?material.The design and construction of the extension to the FGC line in Sabadell highlighted the importance of the characterisation of Quaternary and Tertiary cemented soils, in particular their rigidity and its underestimation. The twin tunnel project had a total length of 5.1 km, including five stations with 3.5 km excavated by tunnel boring machine (TBM). The remaining 1.6 km was constructed using cut and cover methods. The TBM portion of the tunnel had a bored diameter of 6.83 m with an internal radius of 3 m and 0.25 m thick precast concrete segments. Much of the tunnel alignment passed through and was affected by the presence of certain stiff layers of Quaternary cohesive materials.In this paper the TBM challenges faced will be discussed in detail. In particular:  TBM excavation rate reductions and overheating problems due to the required excessive thrust and torque floating problems in the lining due to nil earth pressure over the rings and the development of an improved, controlled setting time mortar to address this issue block-in and block-out methodology for each station, in some cases with internal blocks to prevent earth pressure drops and soil scouring the relevance of performing simpler solutions, for example, hyperbaric interventions to examine the cutter wheel tools when it has been shown that interventions under atmospheric conditions were equally feasible the implementation of conventional bivalve machines as standard procedure for excavation of diaphragm walls in stations, where in fact, hydrocutter machines or pile boring machines may have been required, given the mechanical characteristics of the materials to be dug out.CITATION:Justa Cámara, R and María Bertrán Llop, J, 2014. Base-metal sulfide refractory gold ores often contain a portion of ‘free’ gold that is amenable to recovery using gravity concentration methods, whilst the refractory portion of the gold is better recovered using flotation. The decision as to whether a plant treating a refractory gold ore should utilise gravity concentration or a flash flotation circuit (or a combination of both) within the grinding circuit is usually made at the design stage of flow sheet development. Very limited data is available in the published literature which provides an industrial scale comparison on which to base such a decision and conventional laboratory testing methods are often the only way of obtaining such data. The optimum processing route will also be mineralogy dependent.This paper presents the findings of operating a refractory gold plant with either flash flotation (normal operation) or a combination of flash and gravity recovery methods treating the cyclone underflow stream and will demonstrate the regions of the recovery profile that each contributes to. Size-by-assay analysis has been performed on a number of streams around the operating plant to gain an insight into the changes that occur when the gravity circuit is in operation in addition to the flash flotation circuit.
