While improvements in occupational health and safety (OHS) in the mining industry have decreased fatalities and accidents, little attention has been paid to the cultural confound of 'safety' in the increasingly multicultural mining industry. Occupational health and safety processes often contain assumptions of cultural understanding that may not be shared or understood by mining employees. There are potentially dangerous and costly implications of cultural difference in the mining environment. Some people have been enculturated with high levels of anxiety concerning catastrophe and uncertainty while others have a more laissez faire attitude to accidents and disaster. The level of cultural anxiety about uncertainty can be a major factor in the acceptance of OHS processes. OHS manuals based on a comprehensive set of rules and procedures may assume that the authority of 'rules' is shared by all employees regardless of a variety of cultural understandings when this may not be the case. Similarly, cross-cultural employees may not share a background or acceptance of expensive technological innovation and so resist/avoid the application of new safety equipment. Then too, OHS staff may not realise the significance of religious belief or personal responsibility on employees' attitudes to safety in the workplace environment. A lack of consideration of these cultural elements could have fatal and expensive results. This paper explores the impact of cultural difference in the understanding of OHS in the Mining Industry, presents a model to improve the understanding of the cultural confound in safety, improves analysis of OHS in practical multicultural situations, provides assistance for those involved in OHS training and may become a basis for developing OHS policy and procedure.

Iluka Resources Ltd developed the Jacinth-Ambrosia Mine (Jacinth) in the Eucla Basin during 2009 and 2010. In this arid climate the operation relies on hyper-saline groundwater from a palaeochannel for process and potable water supplies. The water is hyper-saline, acidic and mildly reducing, with high ferrous iron concentrations. Ferrolysis commences on exposure of water to oxygen, resulting in increased acidity and the conversion of dissolved ferrous iron to insoluble ferrihydrite. The unstable groundwater forces a careful balance between interventions relating to maintaining pipeline efficiency, corrosion protection and processing aspects. Providing an oxidising environment at the head of the pipeline will result in the precipitation of akaganenite and goethite in the pipeline, which over time reduces pipeline efficiency. However, sending too much ferrous iron forward may reduce processing performance.The processing plant experiences changes in water chemistry in response to the variability of iron concentrations and pH within the pipeline, and the spatial and chemical variability of ore. As the main orebody at Jacinth contains little buffering capacity a source of carbonate in the overburden is carefully used to allow the cost-effective control of process water pH.This paper highlights the importance of understanding the chemistry of saline make-up water, ore, and overburden when designing water treatment facilities and heavy mineral processing facilities.

A new framework that collates and interprets pre-existing data to assess vulnerability and ultimately plan to avoid or minimise flood-related risk to infrastructure, people, downtime, environment and revenue has been developed. The æClimate Related Adaptation from Terrain Evaluation ResultsÆ (CRATER) method tested at a coal mine in Queensland, provides semi-quantitative information to assist decision makers when designating investment for minimising vulnerability of mining operations to climate. Here we present the processes involved in this three-step approach that uses pre-existing spatial data of the mine site and local knowledge to build a set of visual tools to assist decision-making. The first step of the process is performing multi-criteria evaluation (MCE) within a geographic information system (GIS) on ranked natural conditions at the mine, such as elevation, slope, drainage, soil and vegetation, which is performed to identify critical flood areas. Secondly, a fault-tree analysis identifies how impact can occur and what options there are for impact reduction. Finally, a resource assessment of the mineÆs capacity to adapt reduces the adaptation options to those most suited to the mine. The results are confidential, but for the purpose of introducing the methodology, we present simplified results, particularly of steps 2 and 3. CRATER can also be used for future æwhat-ifÆ flooding scenarios to identify the most suitable locations for roads, buildings or other critical infrastructure. The methodology is transferable to any mine, series of mines or locations along the mining value chain that have sufficient data, providing a practical decision-making tool to identify æno-regretsÆ actions that not only could reduce downtime after or during an event, but in some cases may enhance production between extreme events. A small static bed was used to study the thermal cycles required for the heat hardening of pellets based on synthetic magnetite concentrates and a naturally fine hematite. This apparatus can be employed to yield broad process data for the design of a recuperative strand system operating on the magnetite concentrates.Various alternatives are given for a process to heat harden the hematite ore but a preference is given to the production of a self fluxing pellet. Bond types and general mineralogical structures are interpreted against the optimum firing cycle necessary to produce a defined quality of pellet.INTRODUCTIONThe work reported in this paper extends that on the "Heat Hardening of Artificial Magnetite Pellets", which was described at the International Symposium on Agglomeration, sponsored by the American Institute of Mining, Metallurgical and Petroleum Engineers at Philadelphia, U.S.A. in April 1961. Whereas that work was of a more basic nature, serving to illustrate the suitability of artificial magnetites with various admixtures, to the application of heat hardened pellets, on this occasion the aim is to illustrate the procedures which were used to establish the dimensions of commercial recuperative strands for Australian raw materials.The nature of the pellet feed, Le. relatively uniform spheres of + i in.-Yi6 in. diameter, makes it possible to use small scale static pots for test work. PIP is regularly engaged in businesses where Greenfield Capital Projects are under- delivering on the expected business case. In most of these projects, we can identify that rigorous review has been carried out on the design and financial cost elements and substantial reporting is maintained to Boards on progress versus plan of project completion and cost. However, in all sites of this nature that we have worked at, the planning, design and execution of the operational elements or æwiringÆ of the organisation have fallen short and resulted in significant extra cost or opportunity cost (lost tonnage or quality) during start-up. When compared to the amount of planning and resources that have been poured into the capital side, the ledger on the æwiringÆ side is typically fairly sparse. This presentation outlines the importance of running a disciplined, rigorous process to prepare the human and wiring side of a start-up to ensure rapid start-ups and put the site on the pathway to high performance. It gives an outline of the rigorous process PIP has used with projects to ensure excellent start-ups.

Traditionally closure has been seen by the Resource sector solely as a green or an environmental issue, focused primarily on the requirement to rehabilitate the site following cessation of production activities. In addition to operational, maintenance and production aspects of processing plant design, future design teams will need to take a more holistic view and consider an increasing number of sustainability issues including safety in design and cleaner production as well as closure itself. Sustainability principles being adopted by industry such as the Minerals Council of AustraliaÆs Enduring Value Framework are now broadening our understanding of closure. While issues around the closure of tailings dams and associated infrastructure have been widely studied, few investigations have looked closely at the implications of closure on the design of minerals processing plants. It is likely that design teams may be able to make a significant contribution to meeting industry objectives by adopting innovative designs which, in addition to meeting production objectives, deliver sustainable and cost effective plant closure outcomes. This presentation explores the opportunity for innovative design of mineral processing plants through the assessment of alternative closure objectives. This assessment specifically looks at current industry standards and statutory requirements, as well as potential risks and opportunities associated with each objective. Alternative design strategies to meet these objectives are discussed.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

Coal mining legislation makes frequent reference to æSafety Management SystemsÆ but there is a chronic shortage of useful guidance material as to how these might be applied to hazardous exposures. Several studies have indicated that for each death that is reported as a result of an industrial æaccidentÆ, there are five deaths that caused by occupational exposures. Because the deaths from occupational exposures do not occur on site and often well after employment has ceased, they are generally unreported. Improved access to mortality data from coroners, the Australian Institute of Health and Welfare and superannuation service providers (early claims from death and total permanent disability), has given rise to some analysis of death and disability data that provides evidence that there are emerging opportunities to develop and improve safety management systems for hazardous occupational exposures. Issues explored include how safety management systems might be developed in relation to dusts and chemicals and other hazardous exposures to ensure the risk of disorders with long latency periods are reliably assessed and the exposures effectively managed. The current standards and guidelines which refer to safety management systems in general or to management of exposure related hazards are examined. Many standards are based on dose-response studies that provide for an acceptable percentage of workers to suffer adverse health outcomes. An alternative management system might be to apply dose-response relations to health surveillance to identify æat riskÆ individuals and effectively manage health and related safety risk at an early stage.

In redesigning the cyanide plant at Mount Torrens, in conjunction with Mr. L. W. Grayson, the manager, several minor alterations were introduced in order to have the operations under thorough control, and these having proved serviceable may be of sufficient interest to merit a description here. The lixiviation vats, though only 8 feet in diameter, were retained, but the pipes leading away from the bottom were reduced from two inches to half-an-inch in diameter, and had a fall to the zinc boxes of about 4 feet. As these small pipes were completely filled by the solutions fiowing away from the vats, they exerted a suction equal to their fall and thus hastened the rate of flow, so that tailings containing a larger proportion of slimes could be treated than was possible where the larger pipes were used, as, there not being sufficient fiow of solution to keep the latter filled, no suction could be obtained with them. It was found that with'most of the tailings treated a sufficient flow could be obtained from the half-inch pipes when the taps on, them were only one-third to half open. The lower end of each of these pipes was connected by means on indiarubber tubing with the sille hole of 11 in aspirator bottle, and to the mouth of this bottle a few feet of similar tubing was connected, so that the solutions coming through could be directed into either of the fixed tubes leading respectively to the waste water tank the strong solution zinc boxes or the weak solution zinc boxes.In working the vats, the following method was found to give good results. While filling the vats with tailings the taps were left open, so that the water might drain off into the waste water tank the surface of the tailings was carefully levelled. When the strong solution was run in at the top, the air contained in the interstices of the tailings was forced through the half-inch pipe at the bottom as a strong blast, instead of, as I believe js usual, escaping by means of channels formed by it through the tailings, and thus tending, it would appeal, to render the disposition of the tailings less even and to make.

"The mining industry suffers from a shortage of professional and other workers. Research and analysis has demonstrated a close correlation between high performance in productivity, maintenance and safety. There is also a significant correlation between engagement and performance. It is the hypothesis of the authors that mines can use a strategy of establishing themselves as a high-performance mine to attract and retain high caliber professional people: step 1 is to become best practice in equipment performance (productivity, maintenance and safety) step 2 is to brand the mine as æbest practiceÆ by sharing what has been confidential performance and outcome information with the general industry.Previous research has shown that many professional people are attracted by the prospect of a high achieving site because of the learnings and the support for continually doing better. In addition, a link has been established in previous research between productivity and safety. Operators and drivers are attracted to sites which have fewer dangerous people operating or driving. Good management delivers exceptional performance and a work site which high caliber managers and operational personnel people want to work at. The strategy requires commitment and proper execution but it can work. The strategy needs a specific approach and this paper will discuss this. A case study is provided from a mine which over a nine month period increased dragline performance by 15 per cent and reduced stress on the boom by 30 per cent. This mine paid the employees (professional and operational) $25 000/a less than the major mines but the operators and professional people would not leave; in fact, people were happy to be paid less to work there.CITATION:Lumley, G and Trott, T, 2012. Gravity recoverable gold (GRG) is largely distinguished from other gold by its non-mineralised, metallic form, its high degree of liberation from the ore and its appreciable particle size. The gold mining industry has so widely accepted the use of batch centrifugal concentrators (BCC) and intensive cyanidation (IC) systems for the recovery of GRG that these may well be considered requirements of any plant processing ore containing appreciable GRG. The recovery of gold by gravity is quick, easy and cheap by comparison to alternatives. However, there are cases where attributes of the ore make recovery of gold by gravity and IC unusually challenging. This paper describes three examples where such challenges have been encountered and met, including those where the ore contains cyanide soluble base metals and where fine GRG is to be recovered from flotation concentrate.CITATION:King, A and Carrillo, J, 2018. The combination of new tools with a more rigorous approach to understanding the interaction of mill liners with overall mill performance and economics, forms the basis of an integrated approach to liner management. Based on accurate liner wear measurements, some (limited) physical mill inspections and surveys, accurate calibration of the mill load and analysis of process data, a whole new approach to liner selection, relining intervals and mill control is proposed. Collection and analysis of this information in operating mills illustrates the mill performance improvement which can be attained through this careful measurement and modelling approach.A more holistic approach to liner management is proposed, including a broadening of the current work to cover the potential benefits of improved relining technologies and predictive liner wear modelling. With the theme of û æUnderground Ore Handling SystemÆ, Kopanang Mine completed an extensive project on a specific system with technologies for the handling of ore from a dedicated drawpoint to the shaft system. The intended rail haulage tramming system had to be capable of handling the shaft design and Life of Mine (LOM) requirements. Kopanang is an AngloGold Ashanti gold mine situated in the province of the Free State in South Africa. In the Sotho language the name æKopanangÆ means to come together as a team. ItÆs an appropriate name given that 25 companies worked on this project. The future focus at Kopanang is to establish four mining levels between 3 to 4 km south-west of the shaft and two mining levels to the west. The mine has an expected life of almost 20 years and capital was approved in order to access this reserve to establish the infrastructure to handle the ore, hence this exclusive rail haulage tramming system of close to R40 million (SA rands), which took three years to construct. Apart from the fact that this system had to be capable of handling 6500 t per shift at a depth of over 2 km over a length of 3.2 km, some of the major considering factors were: safety, economic factors with improved labour productivity, efficiency and reliability, risk termination, and ergonomics. The system comprises two 20 t locomotives operating in a double header configuration from a dedicated draw point to a dedicated tip area for the reef and waste ore. With the objective of handling high speed and high capacity, this 200 t payload train is capable of running at 35 km/h powered from a 500 volt ac overhead line. Each loco consists of two 90 kW dc motors with ac/dc power conversion on the locomotive. For the system to operate at this speed, the rail system is constructed with Class 1 rails over the entire hauling distance. The tipping mechanism is unique and the span of 11 hoppers each with a load of close to 20 t is capable of tipping the pay load of 200 t in about 20 seconds hands free.

X-ray diffraction (XRD) provides useful information about the composition of an ore sample in terms of quantification of crystalline phases and amorphous content. The use of new, fast detection systems implemented in CubiX FAST industrial diffractometers creates the opportunity to use this technique in exploration and modern process control. Besides the chemical composition of iron ores, their phase composition is also an important factor for exploration, quality control and processing. In the analysis of iron ore, XRD can identify the phases containing iron, such as haematite Fe2O3, magnetite Fe3O4, and goethite FeO(OH), and any other mineral phases present, especially silicas. Quantitative analysis is possible by various classical methods such as straight line or polynomial calibration with standards, but modern quantification analysis techniques such as Rietveld analysis or full pattern autoscale analysis are attractive alternatives, as they do not require any standards. These methods offer impressive accuracy and speed of analysis. Another analysis technique offering great benefit to ore exploration and process control is cluster analysis. This technique greatly simplifies the analysis of a large amount of data, eg from drill core samplings, and automatically sorts closely related scans of an experiment into separate clusters and marks the most representative scan of each cluster as well as outlying patterns. This can facilitate multi-dimensional compositional mapping of ore deposits, identifying regions of favourable mineral composition and allows fast and reliable tracking of the process. It is the most economic procedure to have automatic data evaluation without involving any dedicated personnel in the process. Details of the techniques used, sample optimisation methodologies, results, data precision and limitations will be discussed. The approaches have enormous potential as an inexpensive, reliable tool, useful in the characterisation of iron ore materials in an industrial environment.

At Pasminco Mining's South concentrator. which was commissioned in 1952. an expansion. modernisation and efficiency improvement program commenced in 1986 with a coarse ore stockpile and grinding circuit expansion. the replacement of small flotation cells and the upgrading of reagent mixing and metering equipment. The program continued with the installation of a TDC 3000 based process control system (1988) and concentrate thickeners (1990). By mid-1991 a further grinding expansion and the installation of zinc flotation feed regrind ball mills and zinc recleaner column cells will be complete. leaving the use of ceramic disc fillers and development of process control strategies as probably the remaining major avenues for improved process efficiency at present.

The Bosphorus Rail Tunnel Project, located in Istanbul, Turkey, aims to provide a Euro-Asian rail link, via an immersed tube tunnel crossing the Bosphorus Strait, along which will run all commuter, freight and intercity passenger trains of Turkish State Railways (TCDD), as well as the future extension to the European rail network. The total length of upgrading and new railway construction will be approximately 76 km. The main structures include the immersed tube tunnel; mechanised shield tunnels; new Austrian tunnelling method (NATM) tunnels; cut-and-cover, at-grade and retained-cut/fill structures; and some service structures. This paper discusses Phase 1 implementation of the project, one of the major transportation infrastructure projects in the world today, whose varied structures present stimulating engineering and construction challenges.

The Société Nationale Industriel et Minière (SNIM) is expanding its ore and concentrate production capacity in Mauritania, West Africa. This government-controlled mining company has been in production since 1963 and currently exports some 12 Mt/a.SNIM is presently doubling its magnetite concentrate production at the Guelb el Rhein mine. An existing processing line will have a second parallel production line of 4 Mt/a added. The mine is located some 600 km inland from the Atlantic coast in the heart of the Sahara Desert.The metallurgy of the ore is reasonably straightforward. It is a magnetite banded iron formation that is amenable to magnetic separation. While the existing plant uses semi-autogenous grinding and dry magnetic separation, the new processing line will use HPGRs, dry magnetic separation, and a wet milling and magnetic separation circuit for treating middlings.The process choices refl ect the scarcity of water in the region, the high cost of locally generated power and the operating experience and preferences of SNIM. Dust control in the desert environment has been a particular challenge.The metallurgical design aspects as well as the infl uence of the environmental and commercial aspects of the project are presented.

"The index A*b, determined from the Julius Kruttschnitt Mineral Research Centre (JKMRC) drop weight tester (DWT) results, has become well-known in the mining industry as a reliable measure of ore hardness in impact or crushing, having the inferred units of t/kWh. This index evolved from a long history of comminution studies at the JKMRC, including the development of the now superseded JKTech twin-pendulum, the industry standard JK Drop Weight Tester (JKDWT) and the faster alterative JKMRC rotary breakage tester (JKRBT). A reduced version of the DWT, the semi-autogenous grinding mill comminution test (SMC test®), also provides estimates of the A*b though the testing of only one particle size at five specific energies. Experimental determination of A*b using the above devices/tests requires samples, with sufficient mass, to be sent to designated laboratories, registered to conduct such tests. This protocol is fine for bankable and commercial testing, where material characterisation data is used in conjunction with machine specific data in modelling and simulation, and power based calculations. However, for comparative testing, where results are required at the time of sampling (eg for plant troubleshooting or spot-surveys), or for rapid ranking of geometallurgical samples, these existing tests simply do not provide a timely, viable and cost-effective solution. In order to address this critical void in the realm of comparative testing, a new device has been developed, exploiting a central feature of single particle impact testing – that the A*b can be reliably estimated using one precise low energy test. This device, for which a patent is currently pending, called the HIT (Hardness Index Tester), has been precision engineered to allow users to break narrowly sized fragments at a set specific energy, in a safe and easy manner. The manufacturing materials have been chosen carefully to ensure compatibility with the intended use and portability to any site, whilst minimising cost. The device is supplied with a novel quality assurance / quality control (QA/QC) feature, to ensure that the targeted potential energy is consistently delivered. The product from the HIT breakage test can be quickly sized using a single screen to determine the mass per cent undersize, from which the A*b index is calculated directly at site – eliminating the need to send the raw data off-site for analysis. On presized fragments, a single test using 20 fragments takes less than five minutes to complete, and the results are immediately available. The HIT is currently being tested at a major mining laboratory in the US and the results to date have proved it can deliver on all fronts. This paper describes the new prototype device, which offers users a low cost in-house mechanism for estimating the A*b at any mine site, with potential applications on fragments up to 25 mm from drill core, blast chip rejects or the grinding circuit feed. This paper outlines the authors' views of the methodologies which can be employed to value mineral properties at different stages of development for the purposes of project financing, mergers and public floats. This paper discusses the key issues in Discounted Cash Flow (DCF) analysis including the importance of data verification and the shortcomings in DCF analysis. Stockmarket valuation measures and valuation methodology for exploration and pre development projects are examined through examples and pitfalls are identified. The use of valuations in corporate transactions and their strategic value is also discussed.

The perception of New Zealand as an exploration destination has improved compared with other countries. There has been a realisation that New Zealand's potential is greater than previously thought. Other countries are not as attractive as before, and explorers are looking at alternatives that are geologically prospective and politically stable.   New Zealand is regarded as geologically prospective, especially for gold, with potential for world class deposits. It is also prospective for other metals, coal and industrial minerals. New Zealand is politically stable, and has an economy that is attractive to overseas investors. It is one of the least corrupt countries in the world, which overseas companies see as providing a high degree of certainty for investment.   New Zealand has good opportunities for investment in gold exploration at present. Otago has been the focus for new companies and is the favoured exploration location. Otago is regarded as very prospective, and hosts New Zealand's largest gold deposit at Macraes. There is potential for other similar deposits elsewhere in Otago.   The mineral industry previously had an excessively pessimistic view of New Zealand, which has resulted in little new investment in New Zealand for some years. Previous pessimism is turning to optimism, and there is increasing interest in New Zealand as an exploration destination by overseas explorers.
