This paper describes the development of a Computer Aided Design and Drafting based mine planning system in the State Electricity Com- mission of Victoria. The system combines a commercially available CADD system with a commercially available mining/geological package. The methodology used in the establishment of the combined system, the fea- tures of the system and the current status of development are discussed.

GHD-Black & Veatch (GHD-BV) have completed design and specification of the ash thickening plant at Tarong Power Station, including operation of a pilot plant. Construction of the plant is in progress and commissioning is planned for early-2004. The objective of the new plant is to convert the low concentration (lean phase) ash slurry currently generated by the power station into concentrated slurry which will then be pumped to the existing ash dam. Water recovered from the lean slurry will be returned to the power station for reuse. The drivers behind this project are to extend the life of the ash dam and to reduce water pumping costs. A maximum flow of 1000 litres per second is expected in the thickening plant. The process involves a screening phase, which removes large material that could cause blockages or equipment damage. A 50 metre diameter thickener then concentrates the screened lean ash slurry to 55 - 60 per cent w/w solids. In addition, the thickener plant will allow the harvesting of floating cenospheres (hollow, spherical ash particles) from the lean slurry. Cenospheres are currently collected from the surface of the ash dam and drained on a pad adjacent to the dam. The new system will use a surface skimmer to remove the cenospheres from the thickener and transfer them to settling ponds for further classification. The settling ponds simulate the detention on the existing ash dam, and allow entrained fine ash and slow settling cenospheres time to settle. As settling occurs in ponds, the slow settling cenospheres can be completely recovered whereas when they settle in the dam, the opportunity for recovery is lost. Cenospheres are a valuable by-product produced during the combustion process, and recycling of this material reduces the waste generated by the power station. Water recovered from the thickener drains to a three megalitre reservoir. Water is drawn from the reservoir for thickener plant service water and various other uses in the power station. The bulk of the water is used to sluice ash from the power station to the thickening plant. In the current configuration, surface water from the ash dam is reused but must be pumped several kilometres back up to the power station. The dam also holds an inventory of several thousand megalitres of water and has significant evaporative losses. Therefore the current raw water make up demand is substantial. In addition, some areas of the power station traditionally using raw water will be modified as part of this project to allow the use of recovered water, further reducing the raw water demand. The design incorporates many features of sustainable water management. By more effectively recovering water from the lean ash slurry, the amount of raw water make up required by the system will be significantly reduced. This method of water recovery provides a more sustainable and energy efficient ash-transport mechanism.

THE area of the State of New South Wales is not great, nevertheless it has very large and important Mineral Resources. This is the more noticeable when the values of the annual mineral production from the individual States of the Commonwealth arecompared with the value of the New South Wales production. The principal minerals mined now are not gold, copper, and tin, as they were in the early years following the gold rush of 1851, the centre of gravity of commercial mineral activity having moved to coal and "oil-shale," water, limestone (with cement), silver-lead-zinc cadmium, sulphur, slate and other building and ornamental stone, road materials, and clays.From small areas totalling only 650 sq. miles, coal to the extent of 311,000,000 tons, valued at £151,000,000, has been won.The estimate of actual and probable reserves by the Mines Department within an area of less than 1000 sq. miles is about 14,000,000,000 tons, while the potential reserves within the remaining 15,500 sq. miles of concealed coal fields must be enormous. Even taking into account only the actual and pI:obable reserves in the 1000 sq. miles known, and assuming a depletion at the rate of 350,000,000 tons a year, or somewhat greater than that of the British Isles at present, and assuming an average value of £1 a ton, with money at 5% compound interest, then the present value of this coal (40 years of depletion) would be £5,575,000,000 approximately: truly an enormous present value for a business of 40 years, dealing only with 1000 sq. miles of country. The location of the main coal basin in New South Wales is one of great strategic importance. It lies almig and near a seaboard, with excellent facilities for anchorage; the coal is of very high quality, and is readily accessible; the climate is admirable. Were this same coal at Port Darwin, its commercial importance would not be be pronounced.

The Kelian Gold mine project won two excellence awards from the Victorian Division of the Institution of Engineers, Australia. It was a challenging project, fast tracked in a remote and inhospitable tropical environment. The creation of a profitable and efficient mine was a significant engineering and project management achievement. The difficulties encountered and the way they were managed provide valuable lessons. These include the importance of sufficiently detailed engineering in all aspects of the job to enable the best estimates possible to be prepared during feasibility studies, the need to prepare the project scope and execution plan with disciplined and rigorous attention to detail by a highly experienced team and the value of identifying, assessing and mitigating risk and uncertainty during execution. The practical benefits of applying these lessons were demonstrated in the successful management of technical uncertainty on the recent diversion of the Kelian River to allow the expansion of the Kelian mine.

The United StatesÆ reporting standard for the mining industry for securities purposes is contained in the Security and Exchange CommissionÆs Industry Guide 7. It defines proven and probable Reserves using its own definitions, and prohibits the disclosure of quantitative estimates, for all mineralisation other than those two Reserve categories (though disclosure of Measured and Indicated Resources as quantitative mineralised material estimates is now informally allowed). Similarly, it restricts disclosure of value estimates to Reserves only, which SEC policy generally requires to be on an historic cost accounting basis. The SEC does not maintain a formal Competent or Qualified Person policy. In March 1999, the US-based Society of Mining, Metallurgy and Exploration (SME) released an update of its 1991 guidelines for definitions to be used in reporting of Mineral Resources, Reserves and Exploration Information, closely abiding by the 1997 CMMI recommendations. However, without SEC recognition, reporting under the SME and CMMI definitions is effectively barred for US companies. The SEC intends to adopt the International Financial Reporting Standards (IFRS) of the International Accounting Standards Board (IASB). This will occur within just a few years, when the convergence project for development of the IFRS has reached a satisfactory point. The US is the largest financial supporter and participator in IASB. The Extractive Industries Standard of the IFRS will likely terminate Industry Guide 7. However, the effect of this international replacement will likely be equally restrictive. This could possibly neutralise the benefit of a CMMI-based global reporting standard. SME, the US society encompassing the widest range of mining industry professionals, does not have a Code of Ethics. It has no mechanism for requiring members to abide by a professional standard. SME is presently looking into possible solutions for this deficiency. US-based professional societies that do have a binding Code of Ethics, generally cater to a single profession, and are not just mining industry related. The American Institute of Professional Geologists (AIPG) and the American Institute of Minerals Appraisers (AIMA) are examples. The SME is considering creating a subsidiary body with an enforceable Code of Ethics. To support a CMMI-based global reporting standard, competent persons will need to work across international borders. A standardised mechanism for qualifying and registering competent persons will be needed. National rules and laws must allow competent persons to easily enter countries to perform their work. State issued licenses are increasingly required for much of the work performed in the US mining industry by engineers, geologists and minerals appraisers (valuers). Such licenses are not required by the SEC for Reserve reporting in the US, may not be required for valuation of mineral properties under certain circumstances, and except for real property valuer licenses, they generally do not have a binding code of conduct. However, state licensing of professionals forms a substantial and increasing barrier to interstate trade in professional services, and can be a prohibitive barrier to professionals from outside the US. Any rationalisation of this confusing patchwork of regulations confronting US minerals industry practitioners will only occur as part of larger, national change, hopefully aimed at compliance with international standards and protocols. The US does not have a valuation standard aimed specifically at the mining industry. The Uniform Standards of Professional Appraisal Practice, the national valuation standards, often must be applied to mineral property valuation, but contains no specific instructions for minerals. The author has campaigned against development of minerals valuation standards proposed by US minerals institutes. Instead he encourages the mining industry worldwide to place its support behind the initiative of the International Valuation Standards Committee (IVSC) to include an extractive industries section in its International Valuation Standards (IVS). This should provide a global set of valuation standards for the mining and petroleum industry within two years. This addition to IVS will provide essential valuation standards reference support for the extractive industries financial reporting standard of the International Accounting Standards Board. The IVS has achieved a high level of acceptance in the developed and lesser developed countries of the world. It provides a comprehensive framework of Generally Accepted Valuation Principles for the valuation profession internationally, for valuation of all property or asset types. IVSC is effectively a sister organisation to IASB. The IASBÆs International Financial Reporting Standards (IFRS), previously known as the International Accounting Standards (IAS), reference and quote IVS in some instructions for determination of fair value. IVSC is a non-governmental organisation (NGO) member of the United Nations and maintains liaison with many important international economic, accounting and financial agencies, such as the OECD, IMF and WTO.

The phenomenon of Instantaneous Outbursts, although not new to Australia, was sharply drawn to the attention of the local coal-mining industry by two isolated fatal occurrences on widely separated fields, both late in 1954. An outburst is the eruption of apparently solid coal from the face, aided by vast quantities of gas released from the coal, as the coal fails under mining stresses additional to its natural stressing.The gases involved are principally methane and carbon dioxide. The various factors which combine to produce outburst conditions range from external factors such as stresses arising from depth of cover and other causes, to inherent factors such as strength of coal,and its capacity to retain gases (sorption). Of the localities where instantaneous outbursts occur the Gard Basin in Southern France has had the greatest number and the most serious occurrences. By contrast, local outbursts have been minor.Experimental work into some influencing factors has been carried out by various overseas authorities and some research has been accomplished in Australia. Practices used in some overseas areas to improve safety of working are largely empirical, as are the local rules and recommendations for work in affected areas.The appearance of further outburst areas is anticipated as mining becomes more extensive and deeper.INTRODUCTION"Instantaneous Outbursts" can be described as violent eruptions of coal from the solid accompanied by considerable gas evolution. The projected coal is usually of small size, and a high proportion is pulverized, and may be carried and deposited over great distances by the gases, liberated from the outburst. This outburst coal is of bituminous to anthracitic rank, and the gas involved is essentially methane or carbon dioxide, or a mixture of both. Outbursts involving carbon dioxide are usually more violent and dangerous. The phenomenon is relatively unusual, being confined to probably sixteen known areas in the entire world, these areas comprising only portion of the coalfields in which they occur. Usually only one or two mines on each field are affected.

The strength reduction method (SRM) has been implemented in the FLAC3D finite difference software and applied to coalmine entry support evaluations. The FLAC3D numerical models have been calibrated against instrumented field sites in varying geologies, depths and field stress conditions. The calibration between the field and model results obtained a satisfactory match for rock deformation and support response. Previous research has also developed good correlations between numerical model stability estimations using the SRM and empirically derived stability estimations using the analysis of roof bolt systems (ARBS) software and the coalmine roof rating (CMRR). The purpose of this paper is to further apply the SRM to investigate how specific geotechnical and support parameters can impact coalmine entry stability. Results from different studies demonstrate how the calibrated models were used to investigate a few of the well-known questions in both mine design and support design. For mine design the impact of strong and weak beds in the roof strata, rotating the principal stresses and weakening the floor on excavation stability is investigated. For support design the impact of support length, support spacing and adding cable bolts to the design is demonstrated. These scenarios are evaluated in developmental coalmine entries for a variety of geology and field stress conditions. Stability factors are calculated for each scenario using the SRM. Most of the world's economically significant volcanogenic massive sulphide (VSM) deposits are considered to have formed in submarine arc and backarc settings. While the Kermadec-Tonga arc is an excellent example of an intra-oceanic arc setting, it remains largely unexplored in terms of submarine mineral resources. More than half of this arc (~1400 km of the >2500-km-long feature) lies within the EEZ of New Zealand, where it is defined by at least one sub-aerial and 33 submarine volcanoes. The NZAPLUME (New Zealand American PLUme Mapping Expedition) cruise of March 1999 provided a systematic assessment ofhydrothermal activity on the southernmost 13 submarine volcanoes along the southern Kermadec arc. Using prospecting techniques based on the physical and chemical detection of hydrothermal plumes, we discovered that more than half (7 of 13) of the southern Kermadec volcanoes host one or more active hydrothermal systems at depths ranging between <200 to 1800 m. Chemical results show that the fluids discharged are compositionally diverse among volcanoes and between sites at a single volcano. Plumes over more than half of the volcanoes are gas-rich (He, CO2, H2S) relative to mid-ocean-ridge (MOR) plumes. In addition, most sites are highly enriched in Fe, yielding Fe/Mn values that far exceed those for MORs. One interpretation consistent with these observations is compositional overprinting by addition of magmatic fluids, which are typically highly enriched in gaseous and ionic components. Regardless of the source, it is clear that the ligands (HS-, Cl-) required to efficiently transport base (e.g. Cu, Zn, Pb) and precious (e.g. Au, Ag) metals to the seafloor are abundant in Kermadec arc fluids. We conclude that modem analogs of VMS deposits are likely forming at multiple sites along the Kermadec arc and within the EEZ of New Zealand.

From December 2013 to February 2014 the Southern Middleback Ranges magnetite concentrator went through a successful optimisation process that included the installation of extra grinding power to treat a wider range of ore types. After the initial improvements, sampling surveys were conducted to identify the mineral deportment through the concentrator. Samples collected during the survey were analysed using X-ray fluorescence, quantitative X-ray diffraction and QEMSCAN™ to cross-validate the analysis. Certain streams were also put through a laboratory-scale Davis Tube Recovery washing process to produce clean concentrates for analysis. The QEMSCAN™ analysis identified various metallurgical characteristics (mineral association, particle sizes, grain sizes, particle densities, etc) and these were evaluated for each separation and comminution stage to both understand the processes involved and identify opportunities for improvement. Key findings from the investigation indicated the importance of understanding the elemental deportment of target elements throughout the various minerals. The standard practice of tracking iron deportment through assay provided misleading results on losses to tail through the plant. The investigation provided insight into both wanted and unwanted minerals and the efficiency of each separation stage. The efficiencies of separation are critical due to their impact on downstream capacity, and the investigation provided insight into where opportunities exist to extract more benefit. The findings of the geometallurgical analysis have been implemented on the concentrator, and improvements in the rejection of non-magnetic minerals have been seen.CITATION:Gerber, J, Stanton, C and Olwagen, D, 2015. The Western Australian Mining and Petroleum Research Institute (WAMPRI) was established in 1981 by the Western Australian Government as a funding and co-ordinating Institute to foster research into the mining and petroleum industry within this State. To June 1984, the Institute has sponsored 34 projects with a total notional value of $2.5 million and an actual cash commitment of $1.5 million. Strong support for WAMPRI has come from Industry with 60 companies contributing half the money needed for the research grants.The 34 WAMPRI projects funded so far cover all aspects of the mining and petroleum geosciences.Several WAMPRI projects are concerned with gold including processing technology and the development of exploration models and techniques, they are providing successful results.Although well supported by Industry there is a surprising lack of applications being submitted to the Institute in the area of mining engineering, where it is felt there is much scope for research projects.

Drill monitors for blasthole and exploration drills have been available to the mining industry since the 1970s. The early monitors were pen strip chart recorders which were developed for the oil drilling industry and adapted to mining. They recorded drilling parameters such as depth, pull-down pressure, torque, RPM, and bailing air pressure. While these recorders could generate a large volume of paper, the amount of useful data was minimal. The data was not summarised and required an engineer to interrupt the chart traces. Being a mechanical recorder, the devices were also susceptible to frequent failures.

The Tooloom gold field is located within the New England Fold Belt in the far northeast of New South Wales, approximately 130 km south southwest of Brisbane. Gold was first discovered at Tooloom in 1857. Within a few years up to 10 000 people were mining placer gold deposits in the Tooloom valley and a few tried their hand at mining hard rock occurrences as well. Mining of alluvial gold continued in a small way at Tooloom until very recently, but only in the last few years, since Malachite Resources acquired its interest at Tooloom (now 100 per cent), has the full potential of this large, reduced intrusion-related gold field been appreciated. By the mid 1870s, once the alluvials were largely worked out, most of the early miners had made the 270 km trek north to the newly discovered Gympie gold field and Tooloom slipped into obscurity. Such was this obscurity that the Tooloom gold field was not recorded on published Government geological maps until 2001, four years after Malachite became involved. The many hard rock prospects that Malachite has identified in recent years were largely or completely unknown. Tooloom is a good example of blinkered thinking when it comes to modern mineral exploration. The New England province in NSW has long been the æpoor relationÆ to the much better known and more highly favoured Lachlan Fold Belt in NSW. It has also suffered serious neglect compared with the Queensland part of the New England Fold Belt that hosts such major gold deposits as Mt Morgan (>7 Moz), Gympie (>3 Moz) and Cracow (>1 Moz). Tooloom is proof that prospective geology does not stop at state borders.

The economic viability of many Southern African massive mining operations is threatened by excessive dilution. In many operations currently in progress, some stopes are experiencing as much as 115 per cent waste ingress reporting to drawpoints. This paper examines the magnitude, causes and types of dilution and presents a set of general principles for the control of dilution in massive stoping operations.

The ANZECC/ARMCANZ (2000) Water Quality Guidelines (the Guidelines) are the primary reference used in Australia and New Zealand for managing and regulating water quality. For most mining operations in Queensland, the environmental authority (EA – licence) incorporates the national default guideline values (GVs) for ecosystem protection as trigger levels (TLs). Exceedances of TLs ‘trigger’ further investigation and reporting. A review of the surface water compliance history at a metalliferous mine in North West Queensland identified minor exceedances of the cobalt GV as a common trigger for investigation and compliance reporting.The reliability of GVs is dependent on the availability and quality of ecotoxicology data for the relevant contaminant. The current national default GV for cobalt of 1.4 µg/L is classified as a low reliability GV due to the lack of available data at the time it was derived (ANZECC/ARMCANZ, 2000).The Guidelines are presently being revised and the toxicant GVs will be available as a set of web-based values and associated technical briefs. The new platform will enable the timely revision of existing GVs and inclusion of GVs for additional toxicants. Cobalt was considered a priority toxicant for the Guidelines’ revision, but was not included in the revision process.A preliminary review of the international literature indicated that at least 15 additional chronic cobalt toxicity studies had been published since 2000, sufficient to derive a high reliability cobalt GV using the protocols developed for the revision of the Guidelines (Batley et al, 2014; Warne et al, 2015). The challenge of narrow vein mining is to produce ore with as little dilution as possible, at the least cost -commensurate with the increasing degrees of safety being demanded for mine workers by the modem 'duty of care' legislation. Geotechnical factors play an important, if not overriding, role in these areas. The geotechnical factors cover the complex interaction over a period of time, between the in situ and induced rock stresses, rock structures, rock mass strength and the cable, rock bolt and other ground support members. In the Archaean schist belt areas where many of our narrow vein mines occur the pre-mining in situ rock stresses are commonly significantly higher than the overburden stresses. These are concentrated in areas beneath previous open pits and may be highly concentrated in the pillars and abutments of stopes on narrow veins. The presence of high in situ stresses may be suspected from the appearance of drill cores and underground development long before they become sufficiently concentrated by mining to cause damage or bursts. These initial indications are discussed and modem low cost methods of stress measurement are described. Practical and quick methods of analysing the stress redistribution around scopes and other underground excavations are now available and guidelines for interpreting them in terms of rockmass characteristics, stope stability and support requirements are developed with the object of increasing safety, whilst reducing overall costs and dilution.

Conventional narrow vein mining, utilising hand held methods, is expensive and requires specialised miners who are becoming a rarity. Hand held mining techniques (shrinkage stoping, leading stoping and cut and fill) have the advantage that they can be selective. The methods allow continued sampling of the face, control of hanging wall conditions and are adaptable to changes in strike and dip. On the other hand, more productive longhole stoping methods can allow excessive dilution due to drill hole deviations and changes in orebody dip and can be subject to unexpected hanging wall or footwall failures. Development of small scale equipment (as narrow as 0.8m wide) used for drilling or bogging very smallaccess drives has been ongoing over the past decade. In this paper, types of equipment are examined and compared, particularly with respect to their produc- tivity, size, and working environment. The introduction of electric hydraulic equipment has provided a better working environment with reduced noise, exhaust fumes and heat. The concept of the "hydraulic cherry picker" may have application in mining steeply dipping orebodies. The system requires orebodies to be reasonably consistent in dip over 15 metre sub-level intervals. The system involves the basic concept and skills of machine and airleg mining, combined with the safety and productivity of a mechanized work platform. The platform or basket is stabilized between the hanging wall and foot- wall by hydraulic rams and is extended by a tilting hydraulic boom mounted to a small prime mover or trailer. Design concepts (including remote controlled charging of explosives, adaptation to the boom for rock cutting and the overall electric hydraulic mining concept) are put forward in the paper as a view as to how narrow vein mines will be mined in the future.

The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

Adaptive mineral processing has to rely on spatially predicted information on primary geometallurgical parameters, like phase composition, size and shape distributions of grains from various phases, portions of value elements in different grain types. Naively, one would predict these parameters geostatistically and select an optimal processing for the predicted structure. This is suboptimal, due to various kinds of non-linearities in the problem. First, some primary geometallurgical quantities themselves are measured in non-real scales, like compositional or stereologically distorted geometric information. Standard geostatistics has to be replaced by compositional and geometric geostatistics, involving complex transforms and restrictions. Further, only partial and uncertain information is available, introducing a stochastic character to the optimisation problem. Moreover, many response variables leading to costs, outcomes and eventual effects of later processing depend non-linearly on the primary geometallurgical parameters, which implies that the final monetary value is not estimated unbiasedly by kriging. Finally unbiased linear prediction (such as kriging) is not the best method of prediction for decision making. The conditional expectation of the monetary values is needed instead. The impact of these problems is explained in this paper, with simplified examples, and a first approach to a general solution is proposed. Froth flotation processes use different surface properties of the minerals to be sorted. In an aqueous environment the hydrophobic mineral attaches selectively to air bubbles and is lifted to the surface of a separation vessel, while the tailings settle towards its bottom. Besides the surface properties, the hydrodynamic conditions play an important role. With respect to the hydrodynamics the flotation process can be divided, for simplicity, in two sub-processes. The attachment of hydrophobic particles to air bubbles, the so-called mineralisation, demands a large number of collisions and therefore high turbulences. The phase separation however needs a deterministic movement of both the particle-bubbles-aggregates and the tailings particles and therefore a quiescent flow field. The optimisation of the overall process requires a separation of both sub-processes, especially when fine particles have to be sorted. In conventional mechanically agitated flotation cells both sub-processes take place in the same turbulent volume. For this reason they suffer from a decreasing selectivity with decreasing particle size. In flotation columns the mineralisation of air bubbles and the phase separation are performed in a quiescent environment. This results in high concentrate grades and at the same time in a very slow attachment kinetics, which must, especially for fine particles, be counterbalanced by a long residence time of the slurry.
