Fundamentally, the development of a minerals processing project is a very risky enterprise. Most mining companies do not have sufficient financial resources to undertake significant projects and hence have to undertake external financing. Indeed, most resource companies understand the high risks associated in developing their projects and therefore, wish others to share in the risks. Most merchant banks, on the other hand, are searching to find suitable resource development projects in which they can share their risk and also share a large proportion of the ærewardÆ. To resolve this issue a Feasibility Study is completed by the project developer and assessed by the merchant bank often with the assistance of an æIndependent EngineerÆ (IE) who assesses the validity of the development proposal. Generally speaking, unless the Feasibility Study has been prepared improperly, the technical aspects of most mineral projects are reasonable. Some of the more recent so-called æhigh techÆ projects are exceptions but these still do not present major technical mistakes or misconceptions. p> In most cases, the major criticism the IE presents after discussing the validity of the ore reserves focuses on production plans, capital costs and operating costs. Of these three parameters the production plan is one in which owners tend to be far too optimistic and financiers, until recent years, have not taken a position. The most critical part of the development plan is the ability of the project, as designed, to attain the required design performance and, even more critically, the ability of the owner to reach and sustain this level of production. In short, how long should the æramp-upÆ be planned to take? Financiers have become more circumspect and are now taking a more conservative view of new project performance by factoring into their project financial analysis longer periods of ramp-up, higher capital costs and higher operating costs. However, these financiers can also be part of the æproblemÆ if they become overly conservative. This paper attempts, by way of case studies available from the public arena, to identify the pitfalls the project owners can meet and possible means of avoiding the disastrous financial conundrum whereby the second or third æownerÆ is the company that reaps the rewards initially extrapolated. The paper briefly discusses this problem by referring to projects known to the author and including previous studies that looked at this very problem. It is emphasised that many of the opinions stated within the paper are strictly those of the author and could be subject of much debate.

Without an appreciation of the implications of the land rights debate, a business venture into these countries is likely to be delayed or even doomed to failure.The European heritage, with its notions of private ownership of land, have frequently been a stumbling block to a proper understanding of the concepts of customary lands. According to our laws, ownership of land confers a number of definite rights: principally the right to use the land, the right to exclude others from its use, the right to transfer it and the right to receivF income from the property independent of use.

HISTORY OF PROCESS DEVELOPMENT The manufacture of coke from coal commenced at the beginning of the 17th century by heaping coal into circular mounds in the open, covering with earth, clay or ash and slowly burning the coal in the mounds to produce a heap of coke. Naturally the process was slow in production rate with low coke recovery due to the loss of that part of the coal which was completely burnt to ash. As a natural consequence of this initial carbonisation method, a coke oven design was developed so that the coking chamber, which was constructed of brick, was circular in plan, cylindrical in section with a dome shaped roof - similar in shape to the original coal mounds. As the shape of the chamber was similar to the old dome shaped beehive, the ovens were called beehive ovens. The ovens were built in long single or double rows with retaining walls between each oven and as such were known as a battery of beehive coke ovens. In these early beehive ovens, coal was charged from hand wheeled tubs into a hole into the top of each oven, hand- levelled with a rake and the oven side opening sealed with bricks and clay except for some small holes in the opening to admit limited quantity of air for combustion. Coking commenced by the heat retained in the brickwork from the previous charge. The gases evolved from the coal, together with the admitted air, were partially burnt inside the oven to supply the heat for carbonisation and the surplus gases were burnt to waste at the top charging hole. The heat from this gaseous combustion inside the oven together with the reflected heat from the brickwork of the arched roof of the oven allowed carbonisation of the coal charge to proceed from its surface slowly downwards to the floor of the oven. At the end of the coking cycle (usually 4 or 5 days) when there was no more evolution of gases, as indicated by diminishing gas flame and a drop in oven temperature, the brickwork of the oven opening was removed. The coke was then quenched by inserting a pipe with spray holes to spray water over the coke charge in the oven after which the coke was raked from the oven. The work of charging and levelling the coal, bricking and removal of oven opening, quenching and raking out the coke all required manual labour. As these ovens only carbonised a 5 to 7 ton charge of coal per cycle of 4 to 5 days, to produce 3 to 41/2 ton of marketable coke, the labour required per ton of coke was high.

The evaluation of historical goldfields is currently topical, reflecting a high gold price, improvements in knowledge and technology. and lack of greenfield sites. Many goldfields comprise narrow gold-quartz veins which are structurally complex with an irregular distribution of gold; variable geometry and architecture; and display late deformational effects. The study of historical mine records can be an important tool during early and advanced project evaluation since it contributes to understanding the orebody, exploration target size and setting expectations. The historic Engineer Mine property is located 32 km west of Atlin, British Columbia on the east side of Tagish Lake. The economically important Engineer and Double Decker veins belong to a NNE-SSW vein set. These are narrow, commonly <2 m dilational veins with a minor sinistral strike component and of an epithermal type. Documented ore production between 1910 - 1952 is recorded as approximately 14 263 t at 39.4 g/t Au and 19.5 g/t Ag (for 18 000 oz Au and 8950 oz Ag). The underground workings consist of about 5500 m of tunnels, shafts, raises and stopes over eight levels. The mine is currently being re-evaluated. In 2011, an Inferred Mineral Resource of 41 000 t at 19 g/t Au for 25 000 oz Au (at a 5 g/t Au cut-off) was defined from historical data supported by modern drilling into the Engineer and Double Decker veins. The application of high pressure water jet technology to the drilling of longholes in coal has resulted in the development of a system currently capable of drilling to lengths greater than 200m. Field tests at the German Creek Mine have demonstrated directional control of the holes within a 0.5m section of the seam. Initial application of the technique at the German Creek operations is for drilling methane drainage holes. The Queensland Mining Act 1968-1972 has now been in force for almost two years. The Act was completely re-written and has made for easier working, e.g., there is no distinction now between Gold Mining Leases and other Mining Leases. For the first time in the history of Queensland, provision has been made for caveats, so that options etc. can be protected. The chief problem which has arisen so far has been the question of the Government issuing mining leases to the holder of an Authority to Prospect over areas which are included iri its Authority. Litigation has taken place and an Appeal, it is understood, will shortly be heard by the Privy Council. The provisions dealing with labour conditions have been brought up-to-date and generally speaking, they are quite clear as to the responsibility of the Lessee. The Mining on Private Land Act has been repealed and the provisions relating to mining on private land are now a part of the Mining Act itself. The anorthosite complexes and related rock types of the Indian Precambrian shield are primarily associated with either cratons or mobile belts. They were metamorphosed under amphibolite to granulite facies conditions. The major rock types are chromite-bearing meta-anorthosites, amphibolites, basic granulites, pink granites and gneisses. This study was carried out on chromitite bearing samples from Sittampundi Anorthosite Complex (SAC), Tamil Nadu, to evaluate the nature and textural settings of platinum-group minerals (PGM), using state-of-the-art technology. The structure and petrology of SAC were well studied by earlier workers (Subramanian, 1956), but only scanty data on geochemical, petrology and mineralogy of PGM are available. The mineralogy of the samples is dominated by chromite (>70 mass per cent), plagioclase (An90) and chlorite-actinolite with orthopyroxene (En85). Details of the petrological evolution of the Sittampundi complex will still have to be studied further, but indications of magma replenishment at the level of chromite formation and the elevated PGE values associated with the chromitite samples make the Sittampundi complex a promising target for future exploration activity.

Vale (previously CVRD û Companhia Vale do Rio Doce) evaluates the microstructure of sinters in order to understand their characteristics and behaviour in the agglomeration process, and the correlation with conventional quality parameters. Efforts on image analysis development are in progress between Vale and PUC-Rio in order to improve both the qualitative and quantitative evaluation of a representative portion of material. In the present work, digital microscopy techniques were developed allowing this kind of assessment. Employing a motorised and computer controlled optical microscope, low magnification mosaic images covering complete sinter samples were automatically obtained. The mosaics provide a powerful qualitative overview of the whole sample while allowing low resolution quantitative evaluation of the major phases. In addition, quantitative results for phase fractions were compared for the same sample regions at three magnifications (5x, 10x and 20x objective lenses). A single field (1 x 1) at the lowest magnification corresponds to mosaics of 2 x 2 and 4 x 4 images at the higher magnifications. The automated system allows perfect registration between the mosaics and the single image. Changes in phase discrimination were evaluated as a function of optical resolution, and phase fractions obtained by interactive segmentation of the image histograms were compared. While finer dark phases, eg silicates, were only visible with the best optical resolution, coarser phases such as haematite and pores were measured at all resolutions. For haematite, magnetite, ferrite and pores, the largest relative error in area fraction, between the images obtained with the 5x and 20x lenses, was 12 per cent. The results for silicate were less accurate with a relative error of 44 per cent. The results indicate that digital microscopy provides a flexible method for qualitative and quantitative evaluation of these materials.

The smelting operation associated with the production of aluminium has a voracious appetite for high grade carbon materials. Within the technical parameters of the Hall-Heroult process, the reduction of alumina to one tonne of aluminium results in the consumption of nearly 0.5 tonne of carbon at the anode of an electrolytic cell. This paper reviews the role of carbon and the basic quality requirements of carbon products in the production of aluminium, discusses the effects of certain physical and chemical specifications on smelting and related operations, and examines recent trends in the quality of these raw materials.

SIROSMELT is a successful new pyrometallurgi- cal furnace system using a top-entry lance which can be submerged in both slag and matte. The lance is of simple construction, and is cooled by process air. Pilot plant work commenced in the CSIRO Division of Chemical Engineering in 1972 using a 50 kg batch reactor. This paper traces the development of the technology through various slag cleaning and smelting processes up to a scale of 5 tonnes per hour continuous feed. Strong co- operation between CSIRO and the Australian smelting industry has contributed greatly to the success of SIROSMELT.

Gaining confidence in interpreting rock and strata properties of the coalmine roof is necessary for design, maintenance, modelling and optimisation of roadways supports. One of the key causes of roadway instabilities experienced in underground coalmines is an extreme variable nature (thickness, competence, discontinuities etc) of the coalmine roof. Normally, the thickness and strength of the roof are characterised with the geotechnical and geological data gathered from exploration boreholes, which are drilled often at considerable distances apart. This limited data cannot capture localised geological variations in the coalmine roof. With this background, this paper explores feasibility of using measurement while drilling concept to perform geotechnical characterisation of the coalmine roof. The parameters, for example, penetration rate, rotary speed, torque, sound, vibration, obtained during the drilling process can provide valuable insights into geotechnical properties. The paper describes the progress of the experimental work conducted at the laboratory on synthesized concrete samples representing various rock strata using a field-scale drilling machine. The samples with and without interfaces have been tested to replicate various underground roof strata. The signals returned from the drill machine, as the drill bit passes through the layers, have been analysed and interpreted to characterise whether the drill response data can differentiate various strengths associated with the rock layers. The initial laboratory results are promising as they show distinct responses of the various sample blocks in a controlled environment. The drilling data can differentiate the synthesized rock samples and detect ‘signatures’ of the roof strength variability and delineation of lithological interfaces (transitions). The weight and torque on the bit vary and show dependency on the strength of the blocks.

Whole rock geodhemical analyses from samples of Potosi gneiss within the Willyama Supergroup have been utilised to identify geochemical trends towards Pb/Zn ore positions. Although the analyses come from disparate sources they have been incorporated in the data base only if locational, sampling, analytical, lithological and stratigraphic descriptors were reliable. These data have been statistically analysed using programmes of the GASP software package. A discriminant function has been derived which permits Potosi gneiss associated with the Pb/Zn lode horizons in the Broken Hill domain to be distinguished from Potosi gneiss in a similar stratigraphic position in the Maybell Domain. In the "near ore" position the Potosi gneiss has significantly lower mean Na2O and significantly higher mean MnO. Also mean Rb, CaO and K20 are higher and mean Sr lower. This discriminant function serves to identify areas prospective for Pb/Zn mineralisation. A second discriminant function based on MnO, Si02 and K20/Na20 gives a semi- quantitative indication of proximity to ore.

The northeast-southwest trending ~25 km2 area incorporating Bald Hill is located 18 km northeast of Haast, and 5 - 7 km west of the Alpine Fault in South Westland, New Zealand. The geology consists of Greenland Group greywacke overlain by a Cretaceous-Tertiary sedimentary sequence and fluvio-glacial/marine terrace deposits of Quaternary age. Alluvial gold in Cole Creek, draining west from the summit of Bald Hill, may be derived either from vein mineralisation in basement rocks or from fluvial or marine terraces.   This paper focuses on the potential for in situ gold and base-metal mineralisation in sporadic, siderite-rich quartz veins that cut basement greenschist facies metasediments that have been overprinted by contact metamorphism.   Throughout the area, vein compositions are dominated by quartz and commonly feature zoned plagioclase. Alteration adjacent to veining within the contact aureole is dominated by 1 - 2 mm, coarse grained biotite, with small amounts of sulphide, and is pervaded by abundant siderite veinlets. Outside the aureole, wall rock alteration to veins consists of fine grained chlorite. Trace element XRF analysis has been used to ascertain base metal concentrations within samples of vein and alteration zones collected from throughout the area. Vein and alteration zone mineral assemblages containing <5 per cent sulphide, with low concentrations of As, Cu, Pb and Zn indicate low potential for gold and base-metal mineralisation in the Bald Hill region. Contact metamorphism of Greenland Group basement in the northeast of the region, is likely due to emplacement of a poorly exposed Cr- and Ni- enriched gabbro. The presence of biotite and andalusite in hornfelses indicate contact metamorphism occurred at temperatures >350¦C and at depths <10 km. Widespread vein distribution does not appear to be related to contact metamorphism or gabbro emplacement. Further research is required in order to establish the fluid source from which the veins were precipitated.

Ore selection is generally a highly subjective task, with emphasis on producing product with a consistent target grade matching a perceived market requirement. A composite selection criterion ‘Comp’ (a linear function of the grade vector) can be used to maximise ore tonnage at a specified target grade (in Fe and contaminants) extractable from a block model. The blocks correspond to the selective mining units, with grades interpolated from diamond drill hole data. An iterative procedure has been developed to identify the coefficients and cut-off value for the composite function ‘Comp’, maximising potential ore tonnage at target grade.Commonly, target grade is predetermined by marketing; however, there is no guarantee that maximising ore tonnage at a specified target grade maximises the potential value of the mine. If the value of ore could be expressed as a linear function of the grade components, then these coefficients would be appropriate for the selection criterion ‘Comp’. The cut-off value for ‘Comp’ would correspond to the marginal cost of production; all blocks with a ‘Comp’ score above the cut-off would be classified as ore; and the cumulative grade of these ore blocks would be the average product grade over the life of the mine.Unfortunately, no such value function for iron ore is generally available. Methods for estimating the value function are discussed, using the spot price and sensitivities based either upon operational tolerances for Fe and the contaminants or upon published price differentials. This approach has been applied to an anonymous Pilbara deposit with about one million blocks averaging 1.1 kt. It is shown how the optimal target grade, cut-off grade and maximum tonnage can all be explored as a function of marginal cost and iron ore price. Alternatively, given marginal cost and an iron ore price, the effects of changing the tolerances (and therefore the relative costs of the contaminants) can also be explored.It is suggested this procedure can enable informed decision-making for an iron ore mine. Rather than setting final policy for the entire life-of-mine, the method enables target grades and tonnage estimates to be revised by re-computation as the mine life proceeds to recognise changes in market conditions and knowledge about the resource.It should be emphasised that this paper is concerned with ore selection rather than ore sequencing. Appropriate ore selection is a necessary but not sufficient condition for maximising value. Having identified the set of blocks that potentially maximise value, the sequence in which they are mined will present a trade-off between producing at constant grade and extracting high value ore early. The sequencing issue is not considered here. It is shown that optimum ore selection for an open pit mine is independent of any consideration of discount rates, although ore sequencing will depend upon the time value of money if the product grade is to vary across time.CITATION:Everett, J E, 2015. Minerals and Metals Group (MMG) Century mine (Century) is a large open-cut mine in northwest Queensland approximately 2.5 km long, 1.5 km wide and 240 m deep, with an ultimate pit depth of 320 m. In 2009, the mine experienced three failures which began as small failures, and progressively developed into significant multi-batter failures. The incidents were managed by a combination of analysis, redesign and practical management to achieve positive outcomes for the mine. On the south wall of the mine, a series of batter-scale wedge failures occurred in December 2007. Analysis of structure orientations and design changes aimed to minimise the risk of failure extending over multiple batters, while accepting a risk of further small-scale failures. Design changes were constrained by a culturally sensitive area (CSA) located south of the wall. As mining progressed, shallow wedge failures developed over multiple batters and cracks were observed 60m back from the pit crest, indicating that a large-scale wedge failure was developing. Movement increased in January 2009 as a result of significant rainfall. After considering several design options, the area was stabilised by a cut-back of the wall. Two multi-batter failures also occurred on the north wall as mining progressed through a structurally complex area. Both north wall failures began as small failures that progressively developed, and required a redesign of the wall below as well as practical management of safety aspects. The complex structural geology was difficult to predict ahead of mining, and required geotechnical input into design changes as mining progressed. All three failures potentially had significant impact for ore recovery, and were managed by a combination of analysis, redesign and operational management have resulted to achieve positive outcomes in a challenging mining environment.

The disposal of tailings has become a greater issue due to the changing economics of mineral extraction. The processing of lower grade deposits and tougher environmental regulations has led to the selection process for tailings disposal options becoming more complicated. Current selection methods are too time consuming or too easily manipulated for inexperienced users to use successfully. This paper examines a different method for the initial selection of a tailings disposal system, using a numerical system that was introduced into the mining method selection field. The numerical method system was compiled by reviewing previous work done on the positive and negative aspects of the tailings disposal methods used by the coal and metallurgical mining industries. Assessing the common trends and design aspects of each of the methods was undertaken and a ranking was designed to explain how well suited the tailings disposal methods are to a situation. The tool successfully analysed sites using common data to indicate methods for disposal that would have provided minimal technical problems, low environmental risk and been practically possible. The tool also proved successful in identifying critical areas that would need further investigation. This new system was tested on some disaster case studies from around the world in order to show that it could have successfully selected a different method for tailings disposal that would have prevented the disaster.

DuPont is a chemical and energy multi-national of approximately 90,000 employees. Often regarded as the world leader in injury reduction and process safety management, DuPont operate 140 manufacturing sites around the globe. Conoco is a wholly owed subsidiary of DuPont which is involved in oil, gas and coal exploration.   Throughout this paper I will discuss DuPont statistics, developing a safety culture and training process as well as discussing possible short comings in the New Zealand safety focus. I will conclude with my recommended improvements and issues for New Zealand companies to focus on.   It is very difficult to compare DuPont and New Zealand statistics through lack of compatibility in recording methods and my ability to interpret ACC's Injury Statistics. However through considering DuPont's statistics, and comparing them to your own companies or departments, you will agree they are indeed impressive. I hope that by discussing DuPont's safety philosophy, and possible shortfalls within New Zealand Legislation many of you will find ideas and inspiration which will help you to further reduce your own injury rates.

A continuing demand for exploration geologists, at a level well below that during the mineral "boom" of 1967-1971, will be highly selective. The exploration geologist must be more than the traditional geologist whose primary function has been detailed description of rocks and their recording on a geological map. He must be capable of 1. reconnaissance recognition of favour= able environments for ore mineral concentrations, 2. application and interpretation of techniques of search and evaluation, and 3. evaluation of economic, technological and political interactions that combine to make an ore deposit. Universities have an obligation to their students to provide them with a saleable skill, to educate them so that they can cope profess- ionally and socially, and to provide a mechan- ism by which education can be a continuing process. Humanistic and social studies, develop ment of communication skills, understanding of economic and management principles, ability to assess rock properties that influence extract- ion and beneficiation, and a knowledge of technological developments and limitations are necessary parts of the exploration geologist's

In one of North AmericaÆs largest mines, which contains more than six active coal-producing faces, mine controllers must meet the complex challenge of adhering to the mine plan while also ensuring customer quality. Fleet management systems (FMS) provide many different avenues to control production flows, from the faces to the various pit crushers. Nonetheless, mine controllers must balance a variety of factors such as unplanned downs, differing customer demands, their own daily key performance indicators (KPIs) related to equipment utilisation, among others. Deviating from the short-term mine plan is the most common means of balancing the other factors, since adherence to the plan is traditionally only measured during the weekly variance meeting with engineering staff. However, such deviation may be one of the most costly responses, as long-term scheduling issues may arise such as multi-face dead-heading or insufficient stripping. This paper focuses on the development of a system for real-time adherence to mine plan within a control room environment. This system is part of a larger blending-focused, multi-million dollar project with elements of a centralised remote control room, developed at the University of ArizonaÆs Mining Information Systems and Operations Management (MISOM) Mine Control Center (MC2). The mine plan (MPL) component of the overall blending system integrates both historical and real-time FMS data with mine plan requirements directly sourced from original systems (no additional input required). The measures, displayed largely as graphs, have tools to help controllers manage the production to facilitate adherence to the plan. Some measures are designed to motivate crews to perform by inciting competition between crews, softened through a study of the controller culture. The MPL component was deployed at the mine, and the before and after deployment adherence was measured. This paper discusses the technical development of the new tool, its deployment, and an ethnography (study of culture) to understand controller motivation.

The latent conditions clause in various general conditions of contract have traditionally proved to be a source of significant disputes in tunnelling contracts, even when extensive geotechnical investigations have been carried out at the tunnel site and a report of these investigations provided with the tender documents, informing the contractor of the nature and extent of subsurface conditions likely to be met with during execution of the works. This paper discusses the contractual aspects of the new latent conditions clause in the recent Australian Standard AS 2124-1986, General Conditions of Contract, in relation to tunnelling contracts. A comparison of this new clause is made with other latent conditions clauses in general conditions of contract in use in Australia and other commonwealth countries. It is seen that the new latent conditions clause in the recent Australian Standard 2124-1986 has, by providing for a reasonable apportionment of risks, attempted to minimize contractual disputes relating to latent conditions in tunnelling contracts and to provide a satisfactory basis for quick and efficient settlement of such disputes should they arise during execution of these contracts.
