A composite iron ore-reductant pellet is a mixture of fine iron ore and fines of coal/char/coke, bonded at essentially room temperature with sufficient green strength for subsequent handling. In ironmaking, these pellets offer the advantage of fast reduction, utilisation of fines, non-coking coal and coke breeze. The composite pellet-based alternative ironmaking processes constitute a promising route for ironmaking in future. The present paper is a brief review of kinetics and mechanism of reduction of iron oxides into iron and other associated reactions, when these pellets are heated to high temperature. It would draw significantly from investigations conducted by the author and his co-workers.

In the last 30 years, human appropriation of global renewable resources has accelerated to the point where 35 per cent of the earthÆs land surface is now in managed agro-ecosystems, consumptive water use consumes between 50 per cent and 85 per cent of freshwater supply and 60 per cent of ecosystem services are utilised in an unsustainable manner. There are virtually no landscapes in which renewable resources are not already fully allocated among different economic and environmental uses. Furthermore, it is increasingly recognised that water availability issues do not exist in isolation but are linked with the related environmental issues of biodiversity preservation, the carbon cycle, soil degradation, and energy use and supply. It is against this background that the sustainable management of water in mining is increasingly developing a strategic viewpoint where water is viewed as a resource within an interconnected landscape, having economic, environmental and social value and providing a range of environmental services in the provision of public and private goods. This paper explores the issues associated with sustainable management of water in mining from a strategic viewpoint. The cumulative impacts of multiple water users, both within and outside the mining sector, is increasingly threatening the security of supply for all users. To quantitatively assess the ætrueÆ value of water it is necessary to: Better understand the science of ecosystem functioning and how human actions impact on environmental processes. Develop appropriate policy, finance and governance structures to support innovative programs that preserve ecosystem function and services (including market based instruments). Apply knowledge as interventions across landscapes in ways that maximise benefits and minimise unintended consequences taking into account differences in the value of water among sectors. A strategic viewpoint of water management relies on knowledge to guide decision making that has been acquired at a range of scales from mine site to mining region. This knowledge must be based on rigorous science, sound data and syntheses of different types of information. Strategic management of water resources will better position the industry in terms of understanding the risks posed by complex, interlinked environmental issues that are increasingly impacting on future access to land and renewable resources, including water, thereby ensuring miningÆs future social licence to operate.

The authors have presented their ideas for developing a powder sampling device in the I-Corps™ program sponsored by the National Science Foundation (NSF). This is an intensive customer discovery program developed to increase the economic impact of the research sponsored by NSF.The I-Corps™ program requires performing at least 100 interviews with potential customers in various industries. These interviews are essential to establish the need for a particular product or solution, and identify potential commercialisation partners and competition. The interviews have revealed the absence of Theory of Sampling (TOS) principles in many companies. The interviews are designed to identify the difficulties associated with current sampling practices that do not meet TOS principles.The I-Corps™ program is a significant challenge for scientists who often avoid discussing a concept in fear of losing their research idea. The program teaches how to obtain information without releasing the important intellectual property related to a product development idea. The I-Corps™ methods have been used to discover the prevailing ideas on sampling in various industries.I-Corps™ also teaches how to present ideas to investors; another significant challenge for a scientist. The Waterview Connection will complete a strategic Auckland motorway route linking the south, west and north. The project will include 2.1 km of ‘undrained’ driven tunnels, 500 m of drained cut-and-cover tunnel and tunnel portals.The project is aligned beneath a stream valley of Oakley Creek, which is incised through alluvium and in places overlain by landfill, between Mt Albert volcano and a ridge formed in alternating sandstones and siltstones. The resulting topography, geology and hydrogeology of the tunnel alignment are complex.The Assessment of Effects required estimation of the likely settlements resulting from the tunnel construction and assessment of their effects on the buildings, services and other features. A conservative approach was taken when estimating settlements in order to provide an upper bound estimate of the consequent effects. There are three sources of these settlements: mechanical settlement from the tunnel excavation, mechanical settlement from the displacement of retaining walls and consolidation settlement from the groundwater drawdowns during construction and, in some cases, in the long-term.The settlements from these sources were calculated independently and then combined to identify the most critical effects. These combined settlements were used to assess the potential damage to the buildings, services and other features above and around the tunnels. The combined settlement results generally followed the anticipated trough shape centred on the underlying tunnel but with some noticeable effects relating to the underlying geology and hydrogeology.The effects on buildings were typically assessed as negligible with some areas of very slight to moderate damage predicted. Effects on services are anticipated to be minor but some large and older pipes will require specific monitoring during construction. A monitoring programme is proposed to allow the actual settlement and effects to be compared to those estimated with appropriate responses should those effects significantly differ.This paper describes the methods used to calculate and combine the settlements and assess their effects.

Observation from attending many conferences around the world reveals that many people are constantly shifting from the word ‘error’ to the word ‘uncertainty’ without a clear vision of what the subtle difference is. The same applies to a large swath of the scientific literature, in which these two concepts are unfortunately often used synonymously, which is a scientific flaw of the first order. In practice, as demonstrated in the Theory of Sampling (TOS), there are both sampling errors and sampling uncertainties. Sampling errors can easily be preventively minimised, while sampling uncertainty for a preselected sampling protocol is inevitable. P M Gy’s work, supported by G Matheron’s critical reviews, demonstrates beyond any possible doubt that sampling uncertainty cannot be achieved if sampling errors are not preventively minimised by applying very stringent rules that are too often ignored by sampling practitioners. A clarification, in line with the TOS, is presented to mitigate the confusion created by circles favouring the use of uncertainty versus the use of the word error. The design of semi-autogenous grinding (SAG) mill based comminution circuits for the treatment of competent ores, similar to those at Geita and Boddington, involves the same process of sample selection, test work, data analysis and data modelling/interpretation as that used for 'average' competency ores. However, over the past couple of years a number of issues have arisen that are common to the design of circuits for the comminution of 'highly' competent ores. The impact of these issues on project viability is generally more pronounced when treating hard ores than average to soft ores due to the greater impact on capital and operating costs. The issues encountered have included: standard test procedures have been modified; test equipment has worn or been damaged; different procedures yield different data and varying interpretation; and modelling and empirical calculations have been based on poor benchmarks, or used incorrectly in the case of JKSimMet, yielding misleading outcomes. The purpose of this paper is to present, discuss and clarify some of the issues associated with conducting test work and designing comminution circuits for the treatment of 'highly' competent ores in order to reduce thelevel of conflict arising from interpretation and application of test work data. Specifically, the issues associated with the bond crushing (impact) and rod work indices measurement, the various SAG mill specific energy tests, and the interpretation of the resulting data will be discussed in the context of case studies.

As part of global systems of mineral production and consumption, the Australian minerals sector is facing sustainability challenges across technological, social, ecological, economic and governance domains, as well as between local, national and global scales. To ensure that the Australian minerals sector progresses towards sustainability, it is imperative to understand the possible ways in which AustraliaÆs mineral resources could support sustainable futures. A significant research gap exists between the complex nature of questions concerning minerals sustainability and the reductionist methods available to deal with them. This paper argues the need for broader, more integrated approaches to questions concerning minerals sustainability, which can address multiple human perspectives, complex and æmessyÆ patterns and processes across multiple organisational, temporal and geographical scales and whole systems of mineral production and consumption. To inform the development of a new approach to minerals sustainability, this work reviews the contemporary understanding of the Australian minerals sustainability problematic, from the perspective of the Australian minerals sector (Minerals Council of Australia), the Australian research sector (Mudd 2007a, 2007b; Mudd and Ward 2008) and a multi-scale international project (MMSD 2002). This review shows the focus of current responses to the minerals sustainability problematic, identifies the need for an integrated approach to questions of minerals sustainability and addresses how different approaches are informed by underlying and unarticulated assumptions about the tolerability of tradeoffs between different societal goals, the treatment of uncertainty and the application of different conceptual geographical, organisational, temporal and life cycle scales to define the minerals sustainability problematic. The Mineral Resources Landscape proposed, offers an expanded conceptualisation of minerals sustainability, to link minerals production and consumption in an integrated assessment across the entire minerals supply chain, connecting social, ecological, technological, economic and governance domains across local, national and global scales. The key leverage points governing change in the Mineral Resources Landscape are identified as: the material source, extraction and production technologies, level of service and value, and consumption patterns. Mapping the key challenges facing the minerals sector, as identified in the review herein, indicates that the boundaries defining traditional conceptualisations of minerals sustainability focus on the material source and technology and ignore two very key drivers of the Mineral Resources Landscape û the æservicesÆ minerals offer to society and the æconsumption trendsÆ which assimilate these services into society. Understanding these overlooked aspects of the Mineral Resources Landscape, along with the conventional areas of focus, is essential for identifying the Australian minerals sector as a provider of sustainable mineral services. This insight prompts a reconsideration of the role of minerals services and consumption trends, together with the role of the material source and technology in shaping change and the emergence of sustainable systems of Australian minerals production and consumption, across multiple scales and domains.

The Pajingo gold operation in Queensland is approximately 50 kilometres south of Charters Towers and 134km south-west of Townsville. The resource was discovered in 1983 and first open pit gold production began in 1986. The mine traditionally employed a bottom-up sequence – a combination of modified and traditional Avoca methods with run-of-mine waste backfill. This practice caused many high-grade crown pillars to be left in place, yet accessible. In recent years, these crown pillars have been extracted by injection grouting of rockfill. This process facilitated blind up-hole open stoping. To date, thirteen separate injection campaigns have been completed, of which ten were deemed successful. In general, the two key technical difficulties in this mining technique are: maintaining a consistent high-quality ground consolidation of the rock fill material; and controlling the drill and blast practices during stoping. Here, effective drill-and-blast control was found to be essential to achieve the dual aims of 100% extraction, and maximum sill pillar stability to minimise dilution. During stoping, the technical performance of the consolidated rock-fill was recorded; both to verify the design, and to identify operational improvements. The results showed that Pajingo has realised both reduced production down-time through use of early strength gain grout, and more rapid and thorough grout consolidation through changes to the emplacement method. The optimisation of consolidated rock fill has led to several quantifiable benefits to the mine, including: profitable extraction of previously sterilised crown pillars resulting in both increased ore reserves and production profile; improvements to the stability of grouted stope crowns, thereby reducing safety and production related; risks associated with open up-hole stopes; reduction in cost and time constraints, with respect to the grouting of loose fill; and reduction in grout curing time – from 14 days to 8 days – thereby minimising production down-time. This paper is a case study of the evolution and optimisation of the up-hole open stoping mining method at Pajingo. The challenges and successes are discussed in terms of their key mining outcomes. Most mining operations have been happy to live in blissful ignorance of what their equipment is really capable of. Shareholders have been shown increasing tonnes output per employee (due to rationalising employee numbers). It is now known that the best practice for large mining trucks is 52 per cent higher than average or best practice for excavators is 41 per cent higher than average, or 38 per cent in shovels or 35 per cent with draglines, etc. The data is available. The bell curve of performance is flat. Substantial underperformance is rife. If you are working in or supplying equipment or services to one of the majority of operating mines that donÆt achieve best practice surely you want to know why. Or maybe you donÆt? For many mining people this sort of knowledge could be dangerous to their career so keeping the MD or CEO in the dark is a good option. Many suppliers donÆt want the performance of their equipment benchmarked? Mining consultants donÆt have the data so they are happy to keep guessing. Unfortunately, many Business Improvement or Business Excellence projects are about ticking the participantÆs æcareer boxesÆ. The first step to capacity utilisation is knowing what the capacity is. Even then people and culture will get in the way. People are the biggest hurdle to capacity utilisation. This paper will discuss what the mine of the future (and today) will need to do to utilise the productive capacity of its assets. It is not just benchmarking. It is not just automation. It is not just technology. It is about engaging those people who impact on equipment performance; right from the operator up to the Mine Manager. Doing it better involves a process to facilitate change and a culture which says it is OK to try even if you are wrong.

A number of geometallurgical tests have been developed within the AMIRA P843A Geometallurgical Mapping and Mine Modelling (GeMIII) project, an interdisciplinary collaborative research project involving four research groups and over 20 global mineral companies. Researchers at the Commonwealth Scientific and Industrial Research Organisation (CSIRO) have been focusing on the development of predictive hydrometallurgical indices for the GeMIII project via rapid, small-scale, cost-effective tests and protocols for comparative ranking of attributes relevant to leach performance. One of the focus areas has been the development of a leaching scheme for determination of the mineralogical deportment of copper in a large number of samples for geometallurgical applications.Various leaching schemes have been used over the last 20 years to identify the mineralogical deportment of copper. Typically, weak sulfuric acid and cyanide are used to target copper oxides and æsecondaryÆ copper sulfide minerals, covellite, chalcocite and bornite, respectively. Residual copper is assigned to chalcopyrite and/or bornite. Adaptations of this scheme have included the use of a weak organic acid to target oxides or ferric sulfate to target secondary copper sulfides. Testing of the weak acid/cyanide scheme in the GeMIII project using head and residue QEMSCAN mineralogical data analysed with a statistically reliable comparison method indicated that the inferred mineralogical deportment from various leaches could differ markedly from the theoretical or assumed value. Based on this initial work, test development and leach tests on samples from multiple sites has resulted in the development of a scheme to target copper oxides, chalcocite, covellite, bornite and chalcopyrite. This paper presents results from leach tests conducted on a large sample suite from two pits in a Cu-Au ore deposit with results calibrated using mineral liberation analyser (MLA) mineralogical analysis. The Newcrest Mining Limited Cadia East Panel Cave mines near Orange, New South Wales, Australia commenced production 1200 m below the surface in May 2014. Understanding the mine-wide impact caving had on excavation stability was a primary objective to ensure a safe working environment as production ramped up in the Panel Cave 1 operation and establishment activities were implemented in Panel Cave 2. The impact of cave interaction between Panel Cave 1 and Panel Cave 2 and establishing monitoring systems to assist mine planning and production as both caves joined is explained in this paper. Monitoring tools such as a microseismic system, open holes, HI-cells, extensometers, fibre optic sensing, cave markers, closure monitoring, underground observations and damage mapping were used to characterise the performance and position of the cave back. The data and observations collected were compared to predictions from numerical and empirical methods and used to calibrate the numerical models for forward prediction and to develop site empirical design tools. The character of alluvial gold deposits presents severe difficulties, and sometimes limitations, on the extent to which metallurgical efficiency can be measured. Very little monitoring of metallurgical performance is practised. An indication of performance is often extracted from the comparison of production to the estimate. This is a dubious practice. The recovery efficiency of conventional practices, viz sluices, tables and jigs, falls off sharply below 0.2 mm. Field evaluation procedures tend to simulate these conventional practices. Thus the presence of fine gold may not be detected, particularly if obscured by clay. There is increasing evidence that fine gold could, in places, be present in sufficient concentrations to be economic. Most gold in paleoplacers is finer than 0.1 mm. There are established practices elsewhere in the mineral industry that may physically recover gold down to 5 microns in size and which could find application for fine alluvial gold.

The district specially referred to in this paper comprises the very gently sloping country extending from the western shores of Port Phillip from the mouth of the Yarra to Footscray along the Bacchus Marsh railway to near that town thence in a southerly direction to the Little River, and along that river to the coast, 1 as may be seen on the accompanying map. Almost the whole of this area is covered by volcanic rocks, consisting of pumerous sheets of basalt, which have been poured out of various volcanic hills in the districts, such as Mts. Atkinson and Cotteril, near Melton; Mt. Maryand Bald Hill, 12 and 16 miles respectively N.W. of Werribee; and vents in different parts of the parishes of Tarneit, Mouyong, Mooradoranook, Pyweitjorrk, and Derrimut. These volcanoes were in an active state of eruption during a late period of the earth's historyprobably the late Pliocenll, or still younger Pleistocene.Occupying a narrow strip of country, for most of the distance along the coast from Williamstown to past the mouth of the Little River, there occur deposits of still younger age, belonging to the Recent period. These lie on the basalt, and extend for distances varying from a few chains to more than a mile back from the beach. They comprise superficial deposits of blown sand, and raised beaches, composed of marine sands...

The mining industry’s attention has shifted over the last decade with the recovery from the downturn resulting in greater development of innovation and new work methods in a bid to remain competitive and deliver higher productivity. The emphasis on cost reduction to improve profit margins has primarily been the focus of the “work smarter” campaigns embraced within the industry. But is this strategy holistically the best-for-business, or does it place a ceiling on revenue opportunities and inhibit mining companies from truly maximising value? Businesses need to maintain a balance between active cost management and revenue generation often resulting in cost reduction strategies at site level. These strategies have merit, assessing areas of cost wastage across operations and creating space for opportunity. However, this potentially can create distractions from the goal of enabling growth and lead to the sacrifice of quality and delivery. Focusing too heavily on cost reductions without addressing revenue generation is an unprofitable lens to look through, and the relationships between cost, revenue, quality and profit margin can often be overlooked resulting in missed opportunity to maximise value. How these relationships are effectively employed by mining companies to reap the rewards from an overarching corporate perspective down to site level remains a fluid concept depending on the nature, operating market and strategy of the business. A common directive from businesses to their operations is to strive for greater profitability and productivity. The quantification of these requirements, and the nature of the cascading message delivered, impacts the methods employed by the operational team to meet the expectations of the business. Cascaded strategies, if not delivered with appropriate participation and buy-in can often be perceived to be knee-jerk and create frustration for operations who are squeezed to deliver on expectations by slashing site costs. This squeezing is not only felt by the mining operation but at the individual level and can result in increased team stresses. In some cases, this may also steer behaviours towards activities that result in corner cutting and an elevation of operational risk, potentially increasing associated incidents and injury. Driving down costs by any means can create an unhealthy tunnel vision where value is no-longer assessed for best-forbusiness results. By flipping the viewpoint to a value-based approach revenue opportunity may be realised and potentially exceeded, however this opportunity may be missed if value is over shadowed by a cost heavy focus. By analysing a selection of real operational cases (ranging from mining contractors through to in-house mining giants), it becomes apparent that practical revenue maximisation strategies are not only key to an increase in value and cash flow but to a stronger understanding of business drivers for sites and operators alike. In the cases evaluated additional revenue opportunities are foregone in favour of cost reduction strategies resulting in negative impacts on the associated operations and wider businesses. Alignment towards value generation is king. If strategies are not implemented focusing towards value and revenue maximisation, the opportunity loss experienced by mining operations could continue be great and the question should be posed; when the next up-turn hits will operations be ready to reap the rewards or still have a glass ceiling above their heads?

Large-scale coal mining in South Wales dates back to the late 18th and early 19th centuries with the birth of ironmaking on an industrial scale. This rapidly gave rise to new and large communities with immigration from far and wide across the United Kingdom (UK). These new communities were largely dependent on coal mining and served as the main form of employment and social cohesion until the industry’s demise in the 1990s. With wholesale mine closure and the concomitant loss of employment, the extensive environmental degradation and chronic mine-related illness left a deep scar on the psyche on many still living in the South Wales mining communities. This coupled with memories of strife in the 1980s has resulted in ongoing hostility toward the surface coal mining of the remaining accessible coal reserves in the proximity of these communities.The purpose of this paper is to set out the historical basis of the concerns of these legacy mining communities in South Wales and explain how they are being positively addressed by both the recently evolved planning and regulation system and by today’s surface mining industry. Reference is made to experience gained from two recent applications for surface coal mining adjacent to former mining communities. Ways are suggested in the approval process that surface mining can work in more harmony with the local communities through working partnerships between the mining company, the authorities and regulators and the affected communities. It is concluded that partnership is key to creating a more responsive mine-operating culture and a means to securing approval for future surface coal-mining prospects in South Wales, and probably elsewhere too.CITATION:Humphries, R N and Thompson, R J K, 2014. This paper synthesises the findings of five studies undertaken by the CSIRO Wealth from Oceans Flagship in 2009-10. This research explores the concerns, expectations, and information needs of a range of stakeholders, (ie government, seafloor exploration and mining industry, other marine industries, environmental non-government organisations (NGOs), community members) in relation to the possible exploration and mining of minerals and aggregates from the seafloor, as well as the conditions for meaningful engagement with communities regarding seafloor exploration and mining (SEM) activities. The SEM industry has been described as the ‘next minerals frontier’, as incentives to explore and mine seafloor resources increase because of diminishing reserves of easily accessible onshore mineral and aggregate deposits. However, the conditions (if any) under which SEM would be acceptable to stakeholders (notably the public and regulators) have not been established. This work seeks to address this gap and ascertain the levels at which potential environmental and social impacts become unacceptable to those stakeholders. The research follows an earlier phase of studies undertaken in 2006 - 2008 that: identified the opportunities and barriers to the development of SEM in Australia, took the first step towards understanding the public and political contexts surrounding the industry, and mapped the positions of key stakeholders and captured their major issues and concerns. Together, these two phases of research confirm that environmental concerns dominate stakeholders’ responses to the idea of an expanded industry. However, the most recent phase of research has also found that, similar to current onshore scenarios, reservations due to environmental concerns do not completely outweigh social and economic objectives. This is provided stakeholders feel confident that there are systems in place (regulatory frameworks, watchdogs, independent research, and stakeholder consultation) to ensure that all interests are protected. When making decisions about the social acceptability of potential seafloor mining, stakeholders favour a precautionary approach, supported by rigorous scientific analysis of the potential environmental impacts, transparent and socially responsive management processes, and meaningful stakeholder engagement. This paper outlines the details of these findings, which may also be relevant to understanding the social acceptability or ‘social licence to operate’ for other future mining scenarios featuring a new approach or technology.

International codes of practice offer broad definitions with respect to the classification of resources in terms of risk. Specific guidelines and protocols, to analyse sample data, carry out geostatistical appraisals, develop geological models and finally estimate and classify resources, are not addressed. Neither are detailed requirements for engineering mineable reserves from estimated resources. In addition, international codes of practice fail to distinguish between types of deposit, other than in broad terms, as for example, The AusIMM JORC Code (JORC, 1999) which makes reference to diamond and coal deposits. The objective of this paper is therefore to set in motion the process of specifying detailed protocols, acceptable to the international community, for the assessment, reduction and management of risk associated with the development and extraction of mineral deposits. Ordinarily, the main risks and issues encountered during the process of estimating resources and subsequent conversion to reserves, encompass:failure to understand relevant geological controls of mineralisation; validation of grade interpolation; optimism in geotechnical appraisals of dilution and stability and the consequent selection of inappropriate mining methods; metallurgical modelling of minerals and contaminants reporting to concentrates; appraising the hydraulics of heap leaching and the numerous factors that can affect recovery; difficulty of managing metal price cycles and changes in regulations within the constraints of long-term mining plans; and development of better evaluation techniques for mining ventures. Uncertainty is inherent in estimation and engineering work, and its identification, reduction and management should be a fundamental goal of all involved in the mining industry (Figure 1). Variability may be reduced by:following internationally accepted practices for the collection, manipulation and analysis of geoscientific data; and verifying that the procedures actually performed meet the associated standards. Increasing amounts of data will also reduce uncertainty, but only if the procedures used to collect and appraise such data follow the relevant procedures. It is thus the aim of a series of papers in preparation, Beniscelli et al (in prep), to put forward detailed guidelines, for:project sponsors û to provide a global view of the work and documentation needed to support requests for funding various phases of project development and budget approvals; geologists û to indicate a checklist of the requirements and standards for the exploration and estimation of resources; and engineers and economic analysists û the protocols for characterising, modelling, engineering and evaluating the extraction of reserves. It is therefore hoped to encourage the development of consistent standards for declaring reserves within the mining industry. Data from projects and operations will be utilised to illustrate the benefits of adopting a rigorous approach to estimating resources and engineering reserves, Beniscelli et al (in prep).

In underground operations, where copper, gold and other metals are mined, the open stopes can be backfilled to stabilise surrounding workings. This fill may consist of tailings from the processing plant, usually mixed in slurry with a binder such as ordinary Portland cement (OPC). Extensive use is made of tailings in OPC-based paste fill, cemented hydraulic fill or cemented aggregate fill applications. A large underground operation such as the Mount Isa Copper Operations utilises over three million tonnes of backfill per annum. Geopolymers offer an alternative binder system with significant environmental advantages over OPC. Geopolymers are formed by polymerisation of aluminosilicate precursors in an alkali medium. They generally form products with superior strength characteristics as well as increased resistance to degradation, particularly under acidic conditions. Geopolymers have lower carbon dioxide emissions associated with their manufacture than OPC and offer further potential advantages, such as the use of less water and more waste materials. The application of geopolymers to weak material systems such as mine backfill has not been widely studied. The aims of this investigation were to assess a range of Australian mine process wastes for suitability as feedstocks in fill applications and to construct a range of these cemented minefills using a geopolymer binder. The physicochemical characteristics of each of the wastes are discussed as well as how they ultimately contribute to the geopolymer cement through direct replacement of OPC. Results from various tests on the candidate geopolymer fill formulations are presented and the potential of such fill formulations to replace OPC in mine backfilling operations is highlighted. The significant potential contribution to reducing greenhouse gas emissions from the use of geopolymer-based mine backfill across the industry is noted. Conversion of a single mine, such as the Mount Isa Copper Operations, is shown to match the reductions in greenhouse gas emissions due to the current total installed photovoltaic electricity generation capacity of Australia. A similar examination of wastes available to a gold mine could potentially yield new binders for use in established or new fill systems.

In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.
