The new legislative regime applying to the mining industry has been in force for nearly two years. However the parameters for the permits required under the Crown. Minerals Act 1991 and the resource consents required under the Resource Management Act 1991 are still being established. Mining operators will benefit from participating in the development of policies and plans currently being formulated by local authorities. The Energy Legislation Amendment Bill currently before the House contains amendments to the Crown Minerals Act to clarify points of uncertainty and to reduce transaction costs where possible.

This paper reflects on the author’s experience working in site-based technical and management roles over a 29 year period, and the past 12 years in internal and external consulting roles. It discusses the author’s experiences and observations of operations management, and the significant value of the technical specialist’s role in providing management with information on what to base tactical decisions, which may or may not be part of a defined strategy.The landscape of mine management changes with the cyclical nature of commodity prices driving operating and capital prudence, as operations change their focus from expansion and growth to staying in the game. The role of the mine manager and management team in navigating through these changing times, attitudes and stages of the project life can influence the success or otherwise of many projects.Technical knowledge is one of the key drivers in realising or destroying the value of a project or operation. As managers focus on people management, management systems and processes, recognising and understanding value in underlying technical knowledge, and getting back to the fundamentals/basics, can be overlooked. In reaction to the fluctuating commodity cycle, managers implement changes through optimisation, fast tracking or parallel streaming, expansion projects and changes in the application of technology. These responses occur against the background of changes in the appetite for risk, acceptance of project uncertainty and changes in personnel which result in a loss of knowledge and experience – often at critical times.This paper shares the author’s experiences and lessons learnt in dealing with and observing these issues. The primary objective of mining companies is to function as a profitable business by delivering products that fit customer requirements in a safe and sustainable manner. Optimum resource utilisation is a critical focus area to achieve this objective, and the long-term sustainable business performance of a mining company is determined by the extent to which this is achieved. Technology improvements and/or new technology development could improve resource utilisation. However, adding new projects to a Brownfield operation carries risk. Overall project schedules, tie-in schedules and safety risks normally receive adequate attention, but the introduction and integration of new technology to a Brownfield site also carries the significant risk of failure to achieve design performance (quality or throughput). This risk must be addressed via rigorous design phase risk assessments and piloting. Post commissioning, the effective metallurgical integration of any new technology/circuit/process plant into an existing process plant calls for critical assessment, through circuit performance testing, and optimisation to ensure alignment with design criteria. In addition, this approach provides clear focus areas for further optimisation of the new plant and additional opportunity for overall plant optimisation. Roy Hill recently navigated this process successfully, and this paper provides feedback on the journey that led to improved resource utilisation.

In line with the 2015 Paris Agreement and corresponding climate disclosure requirements, many mining companies have publicly disclosed that they are developing and/or implementing ambitious decarbonisation strategies. Sometimes these strategies can be linked to the development of community programs and/or the creation of a positive legacy post-closure. Renewable power is key to most decarbonisation strategies – some mines will get this from external sources and others will establish on-site power generation and storage facilities. A range of options are available to develop renewable power generation (eg solar panel, wind farm, hydropower) and energy storage (eg battery, hydrogen, pumped hydroelectricity). Land access, impact assessments, planning and environmental approvals are required to establish new facilities. Host communities are more likely to be in favour of, or at least will accommodate, new power supply developments if these are planned with a benefit to the communities. Transitioning to renewables raises new challenges. Among these are high upfront costs and access to capital, energy demand variability, supply intermittency and variability, storage limitations, grid stability and reliability, transmission and distribution infrastructure constraints. Compounding these challenges are issues such as infrastructure resilience to extreme weather events (eg heat, wind), land use and access, lengthy permitting processes, community perceptions, skilled labour requirements, and meeting mine closure objectives. Renewable energy sources provide a more decentralised source of energy that reduces reliance on imported fuels, thereby increasing energy security and lowering production costs. On the contrary, implementing renewable energy could lead to potential negative impacts such as visual perception from the community, competitive land usage, electricity price raises due to upgrading infrastructure and the use of electricity storage capacities. As part of the definition of an environmental and social management plan, participative stakeholder engagement is required to identify benefits to the communities. For example, among the recognised benefits of developing solar panels (increase job opportunities, reduce soil erosion), various technologies have been experimented globally for the last ten years and are emerging due to their proven community benefits. Key findings to enhance those benefits can range from the development of innovative practices such as ‘agri-/aqua-voltaic’, ‘solar grazing’ to optimise land usage and stimulate the local economy (Table 1), to the implementation of technologies providing services to communities such as mobile water desalination plants or ‘smart grid’ systems to minimise energy clipping during peak-load of oversized renewable energy facilities (Table 2). While developing those synergies, careful management is required to avoid creating superfluous energy service needs from community programs. Energy sufficiency should remain a key principle according to the sufficiency, efficiency and renewable framework of the Intergovernmental Panel on Climate Change. Darby and Fawcett (2018) define energy sufficiency has ‘a state in which people’s basic needs for energy services are met equitably and ecological limits are respected’. Sufficiency tackles the causes of the environmental impacts of human activities by avoiding the demand for energy and materials over the life cycle of buildings and goods. Efficiency tackles the symptoms of the environmental impacts of human activities by improving energy and material intensities. The third pillar, renewables, tackles the consequences of the environmental impacts of human activities by reducing the carbon intensity of energy supply (Cabeza et al, 2022). The concept of Big Data refers to data sets that are so large, variable and/or complex that traditional data processing applications struggle to integrate the data for effective investigation, analysis and value generation. With advances in sensor technology and smarter equipment, the mining industry is experiencing Big Data, and in a different way to how the intelligence and marketing communities experience Big Data. Future mining will bring larger, more complicated and diverse data sets increasing the strain on traditional data integration and investigation techniques. Block caving is an important mining method for the extraction of massive, low-grade ore deposits due to its low operating cost and high production potential, given the right orebody geometry and ground conditions. This paper focuses on block caving due to its increasing popularity and importance in the future economic extraction of multiple commodities. The block cave mining system (BCMS) is a complex interrelation of factors, and due to the reliance on natural processes within the system, it is one of the least understood mining methods. Obtaining information on the factors within the BCMS generates large, complex data sets on various time scales. Each sensor network within the BCMS combines spatial and temporal information with tens to hundreds of recorded parameters. Data sets are quickly moving from multidimensional to n-dimensional. Optimisation of the BCMS is only possible through a holistic analysis approach, thus involving the integration of multiple, diverse, n-dimensional data sets (Big Data). This paper presents a current example BCMS Big Data situation involving 12 sources of information with differences in volume, data format and frequency of data generation. This suitability of virtual reality scientific visualisation (VRSV) as a solution to BCMS Big Data interpretation difficulties is then discussed. These 12 data sets can be effectively integrated using VRSV for intuitive and accelerated investigation of the BCMS. Potential future Big Data within the BCMS is presented involving 20 sources of information resulting from our increased need for monitoring and advancements in technology. Current methods of defining queries may not be suitable within these future complex, multidimensional data sets, and the potential of artificial intelligence algorithms within this system is discussed. These advancements in technology and machine learning lead to the requirement of live data acquisition and analysis. The former Gwynfynydd gold mine is located within the heart of the Snowdonia National Park, North Wales, United Kingdom. The black shale-hosted quartz reefs have intermittently produced more than 50 000 ounces of gold since 1863. Its most recent period of operation by Welsh Gold PLC was between 1992 and 1999 when it extracted 10 000 tonnes annually from a total resource base of 180 000 tonnes. A historical mining grade of 15 grammes/tonne was recovered from the Chidlaw Reef on which all production was based. Erratically distributed gold pockets hosted in the footwall zone of a 3 - 6 m wide quartz reef characterise the mineralisation. The gold exhibits a high-nugget effect and as a consequence the accurate determination of tonnage and grade was difficult. Production was undertaken by overhand shrinkage stoping. Due to its location within a National Park certain environmental constraints were placed on the operators. The principal requirement of planning permission was that processing should take place above ground and not involve chemicals. As a result, an underground mill based on physical separation methods was constructed in response to these environmental constraints. Much of the mine discharge is related to the flow of rainwater through the workings from surface openings on the reefs. Discharge from the underground milling facility was enhanced in various metals, particularly zinc, though was reduced to legally acceptable levels using liming tanks prior to discharge into the River Mawddach. The company was required to monitor and treat all water discharged from the mine before it reached the river. The mine closed in 1999, since which time a tip re-processing has continued as part of an environmental remediation and gold supply program.

The process of sampling blasthole cones utilising personnel to manually shovel material into sample bags is a long-standing industry accepted process. However, this method has several drawbacks, including the safety issues around having personnel performing manual sampling in a harsh environment and the variability involved in getting a human to repeatedly get a ‘shovel full of dirt’, and make it always representative. Geophysical blasthole sampling, or utilising a Downhole Assaying Tool (DHAT) has been tested and has now begun implementation at many iron ore sites throughout the Pilbara region, Western Australia. This method uses a geophysical tool to capture data within blastholes, and together with a semi-autonomous logging platform to minimise risks around manual handling, delivers a multielement proxy-assay which can be utilised by the mine geology team to accurately domain the orebodies. Logistically, the combination of a specially designed tool and semi-autonomous truck are the way forward for a safer and more data-robust blasthole sampling practice. The method utilises a neutrongenerating geophysical tool and linked elemental spectroscopy sensor, which measures the response of the material surrounding an open hole. This delivers results at submetre intervals. These results are then utilised, similar to blasthole sample results, to map out areas within the blast pattern that are ‘ore’, ‘waste’, or ‘other suitable grade’. This paper outlines a project that has been in ‘proof of concept’ at selected Fortescue sites over the last few years with testing of these tools carried out on reverse circulation (RC), diamond drill and blastholes. The method is now being implemented at operational hematite mine sites. Fundamentally, the method adds more than enough value to justify its implementation. The aim is that these learnings will enable the greater industry to adapt, implement and improve their mining practices. Ultimately, the outcome will be greater value in mining for the industry by having a larger volume of good quality data to make reliable decisions on material movements, minimising ore-loss and dilution, and maximising the value of our current and future orebodies.

The appraisal of mineral reserves by a lender is carried out at the initial stages in developing a loan for a mine. The depth of investigations is influenced by the competence of the explorer, the type of commodity and knowledge of the geological environment. The lender looks for a reserve life which exceeds the term of the loan plus contingencies for events such as cost over-runs, adverse markets and production difficulties. The physical features of importance are discussed. Factors with direct financial implications are considered for their incorp- oration in sensitivity analyses to allow risk appraisal. When satisfied, the lender can then proceed to review cash flow forecasts, the basic strength of the project, then determine with the borrower the components and alternat- ives of a loan package.

Underground infrastructure is often a critical component of transportation and utility schemes. It is characterised by long design lives with limited access for inspection and maintenance. The exposure environment can be difficult to assess since it will often vary substantially between different locations in the same facility and with time during construction and in service. In addition, the specific demands placed upon underground infrastructure are not well covered by the exposure classes and other guidance given within current codes of practice. When problems occur they can be difficult to rectify and involve significant disruption.Given these substantial risks the prudent designer may adopt a systematic ‘durability planning’ approach which:· defines the environment and principal deterioration mechanisms for the various elements and construction materials,· predicts the design life for alternative durability enhancement options, and· recommends associated measures to be adopted during construction and in service.This paper describes the development of durability planning within Halcrow, giving examples of its use from its first implementation on tunnels under the Suez Canal in 1993 to recent projects in the Middle East and Australia. It seeks to demystify the process, identify shortcomings and speculate on its future development within the civil and mining sectors.

The development of a resource project inevitably requires the investigation of a vast range of issues across most engineering disciplines û mining, metallurgical, chemical, civil, electrical, mechanical and environmental û as well as the geosciences. It is also a characteristic feature of the resource industry that no two orebodies û and hence no two development projects û are the same. So these technical issues have to be addressed to a greater or lesser extent in evaluating any resource projectÆs development potential. Not surprisingly then, technical issues tend to predominate when assessing the development potential of a project in the process typically referred to as ædoing a feasibility studyÆ. But the principal purpose of a æfeasibility studyÆ is to determine whether a development opportunity makes good business sense, not just whether it is technically possible. Resolution of technical issues is often seen as the primary focus of a feasibility study, whereas in reality, these technical issues are the basis upon which an asset delivery and business plan is built. This is not to say that technical issues are unimportant û they are a prerequisite to the demonstration of a projectÆs viability. The feasibility study process must therefore demonstrate that not only have the technical issues been satisfactorily addressed, but also that the broader commercial, economic and social issues have been considered in the development of a comprehensive business plan, which includes an assessment of the risk-reward profile of the proposed development. This paper will present a framework for the conduct of æfeasibility studiesÆ and provide guidance to minimum standards and best practice.

Much interesting data on cemented carbides has been published over a period of years which, when classified and pieced together, gives a clear picture of this special branch of powder metallurgy. This is an attempt to present the essential information in an ordered account.THE HARD CARBIDES-THEIR PROPERTIES AND PREPARATIONThe so-called hard or refractory carbides are the carbides of a number of metals which are grouped together in the Periodic Classification. These metals are in groups IV, V and VI. They are titanium, vanadium, chromium, zirconium, niobium (columbium), molybdenum, hafnium, tantalum and tungsten. These carbides have attracted the attention of chemists because of their remarkable properties. They possess very high melting points, and are rather difficult to prepare in the pure state. Their outstanding propertyis their extreme hardness, which they share with certain other carbides, such as those of silicon and boron. In addition, these compounds possess distinctly metallic properties, such as lustre (in fused specimens) and high thermal conductivities.(l)t They are capable of forming alloys in two ways:1. With metals, particularly those of the iron group. 2. With each other (a case of solid solubility).The constitution of these substances is not that of ordinary salts, which obey the usual valency rules, but must be likened to that of certain intermetallic compounds. Actually they are "interstitial" compounds(2), that is, they are formed from the ordinary metallic lattice by the insertion of the relatively small carbon atoms in the interstices.. The energy required to fill the lattice completely is high, and this explains the difficulty often found in obtaining the exact stoicheiometric compound. Thus the carbides can have a range of composition, and can be considered as solutions of carbon in the respective metals.Physical Properties of the CarbidesThe hardness of these compounds is so great that it is difficult to compare the individual compounds on this basis. Becker(l) gives values on Moh's scale, which are not very accurate and are of no great value. Burden(3) has reproduced a diagram by Hatfield which indicates that the cemented carbides are between 1,400 and 2,000 on the Vickers diamond scale. However, the pure carbides are harder, tungsten carbide being about 2,200. Hoyt(4) describes a method of measuring hardness applicable to powdered specimenswhereby the powder is rubbed on a standard block of cemented tungsten carbide under standard conditions, and the rate of wear is determined. An important aspect of the project evaluation process is the achievement of a clear and quantitative understanding of the primary drivers influencing project value and risk. A business scenario-based approach is required to ensure that the project meets value and risk hurdles over the short, medium and longer term. Adopting an optimising approach can aid significantly in the development of a project concept into a business that is optimal and sustainable in the longer term. Through the application of case studies, based on work performed with various mining organisations during the last five years, this paper will demonstrate how project value and robustness can be optimised. Experience has demonstrated that applying this approach results in significant value improvements and risk reduction û primarily by application of a rigorous, fact-based analysis and optimisation process that rapidly increases management team understanding and insight of key driver of value and risk.

THE object of this paper is to review certain features in connection with the mining of narrow lodes, say up to 20 ft. or so wide. The types of ore-body to which it is intended to refer are those which occur. chiefly as fissure or shear-Iodes-that is, those lodes which are to be found in belts of country which have been subjected to dynamic stresses, resulting in the formation of cracks and fissures, into some of which has been concentrated sufficient metal-bearing material to form ores. Very frequently one of the walls of such a lode is found to be a fault, or plane of differential movement.The first point which comes up for consideration is the shaft and its position. From the information afforded by the prospecting which has been done on a lode relative to the dip, nature of country, &c., the position of the main hauling shaft can be determined. For purposes of general utility the hangingwall is generally chosen, if a vertical shaft, though, on account of freedom from creeps, the foot-wall would be safer. Vertical shafts are preferable to underlie shafts in many ways; but wherethe lode maintains a flat dip the cost of cross-cutting at the various levels becomes very heavy'. The modern Golden Cross mine entered the production phase in January 1992. The project is designed to produce over 100 000 oz/yr of gold and over 300 000 oz/yr of silver during a mine life of eight years. An open pit and an underground mine are operated producing around 850 000 t/yr of ore, to feed a conventional carbon-in-leach processing plant. Golden Cross is owned in joint venture by Coeur Gold New Zealand Limited (80%) and Viking Mining Company Limited (20 %).   Since the start of production several major aspects of the design have altered. The underground mine began as a mechanised cut and fill operation. The cut and fill stoping progresses in 3.3 m flatback lifts with maximum stoping width of 6 m. Where the ore zone is wider than 6 m a post pillar cut and fill method is used. In 1993 a new bench mining plan was introduced between the 270 and 260 levels. Flatbacking continued in the footwall drives in anticipation of variability of the ore width and orientation. The development of levels below the main service 200 level has indicated a possibility of bulk mining the ore block rather than flatbacks. This could lower mining costs but also introduce higher dilution rates. Development is in the advanced stages for trialing this method.

Coeur d'Alene Mines is a precious metals producer which is dedi- cated to growth through it's exploration and acquisitions efforts. We foster and support these activities by providing our staff with long-term financial support, the encouragement to proceed with their projects and ideas, and a firm belief that we will be successful. Coeur's corporate headquarters are located in beautiful, historic Coeur d'Alene, Idaho. Our main mining operations are Rochester, locate near Lovelock, Nevada, Coeur Mine,located near Wallace, Idaho, and Thunder Mountain, located in central Idaho. Our Ken- sington Gold project is located about 45 miles north of Juneau in southeast Alaska. We have exploration offices located in Reno, Nevada, and Santiago, Chile. At this time, Coeurd'Alene Mines produces precious metals from mines located in the United States. Our Rochester open-pit opera- tion, which is 100 per cent owned and operated, is located in Nevada. Presently, this operation produces 5.5 to 6 million ounces of silver per year and 60-70,000 ounces of gold. We move 65,000 to 70,000 tons of rock per day of which about 23,000 tons is ore. The ore is crushed, stacked on permanent heaps and leached. The recovery is by Merrill-Crowe. Although the average grade is rela- tively low, 1.4 ounces per ton silver and 0.012 ounces per ton Au, the operation is very low cost. Our cost of production is less than $4.00 per silver equivalent ounce. Rochester is anunusual operation in that the crushed rock stacks without much compaction and the ores are easily leached. The final height on our heaps will be about 220', and overall recovery will be about 55 per cent of the silver and about 85 per cent of the gold. Reserves at Rochester are expanding and are now adequate for at least fifteen years of opera- Tion.

BHP BillitonÆs (BHPB) Yandi ore deposit is a channel iron deposit (CID) in the Pilbara district of WA. The ore is predominantly a goethite-hematite pisolite and overlays a clay at the base of the deposit. Knowledge of the location of the contact prior to mining is critical to maximise ore extraction and minimise contamination from and mining of the underlying clays which contain high levels of alumina. The contact between the iron ore and the clay is highly irregular. Traditionally the contact has been delineated by closely spaced drilling û this can be expensive and since each drill hole only provides a point sample measurement, irregularities in the contact surface can be missed. In September 2001, three high resolution geophysical techniques were trialled to see if they could be used to improve the efficiency and accuracy of ore delineation. The three techniques were resistivity imaging, ground penetrating radar and electromagnetic conductivity imaging. The resistivity data showed a favourable correlation with the available ground truth data from drilling. Using this ground truth data as a calibration, an interpretation of the depth to the base of the channel iron deposit (CID) ore was constructed for the areas surveyed. A significant attribute of the method is that the position of the base of the ore is imaged continuously along the lines that are surveyed rather than at discrete points. No continuous well defined ground penetrating radar (GPR) reflections were observed from the base of the CID ore. There did appear to be some correlation between the range of echo times that reflections were observed and the drill data, however the precision to which the range of echo times could be estimated was of the order of several metres and therefore not adequate to replace current procedures. The electromagnetic data showed good correlations with the existence of shallow clays but did not discriminate between variations in CID ore depth. This technique is therefore not suitable for mapping the base of the CID ore but may still be useful as a rapid tool for mapping the position of clay bands.

Over the past 15 years many world-class gold discoveries have been made in the region. Some deposits, such as Lihir and Porgera in P.N.G., have a contained gold resource that places them among the top dozen deposits ever found on a worldwide basis. Can we see any pattern to these discoveries, or are they the result of good luck or chance by geologists and prospectors who struck it rich? Whilst such discoveries were a feature of the gold rushes of the 1850s and the 1900s, the present boom is now scientifically based. This paper develops an argument that long-tent, multi-disciplinary exploration by experienced geoscience teams underlie the successes achieved. Dis- coveries nearly always reflect a combination of skills, drawn from the areas of geology, geochemistry, geophysics and remote sensing, and a team approach. They do not represent the chance finds of a prospector's pick or such as the Norseman discovery where the gold reef was first noted by the prospector when his horse fell over the outcrop. The following deposits provide major examples of exploration successes within the Australian-Pacific region, it is not an exhaustive list and I have noted other significant producers at the end of this paper. For the Australian mines listed and based on our estimates for 1990 gold production, they represent about 20 per cent of the Australian production total.

Consideration of the processing plant operational envelope is a key factor in production scheduling,and therefore mine planning, for any mining operation. In many cases hard-wired or regressionbased tonnage-grade-recovery relationships are used as mine planning constraints and as a means of valuing the system output. In extensions of this type of approach, various regressions can be used to describe throughput limits, based on a number of global metallurgical parameters.The ultimate position for the optimisation of a mine plan and production schedule is to have a full process plant model running as an integrated part of the mine planning exercise. A plant model suitable for this needs to have all the required sensitivities to input parameters such asfragmentation, grade, mineralogy, strength and hardness. The model then needs to convert these to performance measures for the plant, which include recovery, throughput, product size distributions, energy consumption, water use and operating cost.In this paper an approach is outlined that takes this view and then goes beyond it to provide a full, time-based bottleneck identifi cation and valuation tool.Using such an approach it becomes possible to run mine plans and production schedules in windows of days, weeks, months and over the life-of-mine with a time-enabled process model acting as the active constraint. In this way virtual bottlenecks can be identifi ed for various mine plans and schedules well ahead of time.
