Cleaner Production stands for a proactive and preventive approach to industrial environmental management and aims for process- and/or product-integrated solutions that are both ecologically and economically efficient (æeco-efficiencyÆ). Pioneers in the field were large manufacturing and processing industries in the USA (since the late-1970s), but it took until the early-1990s before Cleaner Production was generally recognised as a valuable approach for large and medium sized enterprises. The application of Cleaner Production in mining and minerals, metals and energy production appears to lag behind other sectors, such as manufacturing and processing. This paper starts with a discussion of the Cleaner Production concept and provides examples of its application from a few selected Australian mining and minerals processing industries. This evidences that Cleaner Production can achieve significant reductions in environmental impact, in terms of reduced waste and emission generation and in terms of conservation of materials, energy and water, while simultaneously reducing operating costs. The paper then investigates a number of key issues pertaining to the implementation of Cleaner Production; ie organisation and management of Cleaner Production activities, effective tools for mastering the Cleaner Production concept as a way of life, and performance measurement.

The minerals industry has been given an opportunity to grow and continue to advance again in an environment where there is the potential to reap big rewards for efficiency improvements due to buoyant metal prices and the growing demand of markets in Asia. Improving efficiency may also provide a better return compared to risks of expansions and bringing new projects online due to limited human and financial capital.An opportunity for improvement presents itself in the area of mine-mill reconciliation, which entails the quantification of the variance between measurement points along the mining value chain. Reconciliation factors are calculated from the variance between respective sections within the mining sequence. These factors are commonly used as key performance indicators to provide a check on the performance of the operations. Over parts of the mining value chain, there is a fair understanding of the reconciliation between the Resource and Reserve estimates and the measured metallurgical plant inputs and product outputs through understanding of the mine-mill interface. The quality of reconciliation data gathered across the mine and plant is generally not well established due to practices employed in generating the data. The reconciliation variances are often a function of data accuracy and quality used in the comparison. In general, the sources and magnitude of measurement and sampling errors and their impact on reconciliation are not that well understood. Examples of the current practices of mass measurement, sampling, sample preparation, chemical analysis and quality assurance for broken ore and across the metallurgical process stream are considered. Guidelines are given for those reconciliation elements that are identified as requiring a high degree of confidence for Mineral Resource/Reserve and metal accounting reporting. Mining of sulfide-based ore deposits typically creates a potential for release sulfate and acid to groundwater, and many operating mines are thus predicted to require long-term post-closure treatment of groundwater. Toward the goal of selecting an optimal treatment, this paper compares costs of four demonstrated technologies for long-term treatment of sulfate-contaminated groundwater: in situ biological reduction (ISR), in situ permeable reactive barrier (PRB) composed of compost and zero-valent iron (ZVI), and two ex situ æpump-and-treatÆ technologies ù ex situ biological reduction, and ex situ nanofiltration with lime precipitation. Costs for each technology are estimated for treatment of a model aquifer system containing sulfate-contaminated groundwater, with the goal of treating 1 m3/min of groundwater from 1500 mg/L sulfate to a target level of 500 mg/L. (Metal removal is typically achieved by these technologies, and thus excluded from this analysis.) Costs are estimated for each technology as a function of treatment duration (ten to 60 years) and, for PRB and ISR, required replacement frequency (ten to 60 years). Estimated costs include capital and operation and maintenance, using a seven per cent net discount rate. Results indicate that ex situ technologies (biological reduction and nanofiltration with lime precipitation) are the most expensive. In situ technologies may be much less expensive, with PRBs having by far the lowest potential cost, followed by ISR as the next least expensive. However, actual costs for the in situ technologies are very sensitive to poorly constrained parameters, particularly the ZVI content of the PRB, and the effective life of PRB and ISR systems. This large cost uncertainty supports delaying remedial actions where viable, and suggests that feasibility analyses are generally warranted for specific applications to focus on these sources of uncertainty.

With ever-increasing energy costs and the modern focus on system efficiencies, the practice of æventilation-on-demandÆ is gaining momentum. Several examples, ranging from paper studies to practical examples have been recorded and another recent case study is presented here to encourage the practice. In comparison, æcooling-on-demandÆ has received far less attention. This paper explores the possible merits of this practice by investigating the theoretical response of cool intake airways and the thermal interaction between the air and the rock, in order to gain a better understanding of the system behaviour and to quantify the possible savings. A case study is presented that demonstrates the improvements that can be achieved. Recent developments that allow live interaction between ventilation network models and on-line monitoring systems, have the potential for intelligent active control and alarming of ventilation and cooling networks. This will facilitate and maximise the benefits to be derived from ventilation and cooling-on-demand.

Anodic stripping voltammetry is an analytical technique which has established some popularity for trace analysis of metals because of its sensitivity, selectivity and capability for simultaneous analysis of some elements. The technique can be readily adapted for field use because of its relative simplicity and low power requirements. This paper describes a relatively new instrument, the Portable Digital Voltammeter, developed by CSIRO, which utilises the glassy carbon electrode in a novel cell design and provides parts per billion (ug/L) sensitivity in an instrument which can be field operated. Ten elements, Zn, Cd, Tl, Pb, Cu, Sb, Bi, Hg, As and Au can be routinely analysed. Many of these elements are of interest to the mining industry, and to exploration geochemistry in particular. Case histories where the instrument has been successfully employed for stream and stream sediment analysis of Cu and Pb, for soil surveys of Cu and Au, and for Au in stream sediments and drill chips indicate there are advantages in having on-site data, during Exploration.

Mining is a high risk industry where miners seek to secure certainty in all of their dealings. The introduction of native title to the Australian legal system with the High CourtÆs 1992 Mabo decision and subsequent Native Title Act 1993 has added to the risks associated with implementation and the ongoing operation of exploration and mining projects. The High CourtÆs Ward case in August 2002 confirmed Crown ownership of minerals and petroleum. But the Court also found that a mining lease that allowed an exclusive possession for mining purposes did not extinguish all native title rights and interests. Although the Court was specifically considering WA mining tenements, the WA mining lease is very similar to the mining leases and licences that exist across Australia, meaning that these tenements are unlikely to fully extinguish native title. The Ward case means that native title remains squarely on the table now and into the future for those involved in developing exploration and mining projects. However, certainty and workability is capable of being secured and this paper discusses some means by which this may be achieved. The paper starts by considering two of the many 1998 amendments to the æfuture actsÆ regime under the Native Title Act, Indigenous Land Use Agreements (ILUAs) and the application of ægood faithÆ negotiation to all negotiating parties. It then looks at native title agreements, other issues affecting negotiations and tips for negotiation technique.

The ocean floor, often called the last frontier, is increasingly discussed in terms of its resource potential û from near shore building aggregate and placer deposits to massive sulfide orebodies in the deeper ocean. Consequently there is an increasing incentive to mine the seafloor. But, do we have the social license to explore and mine the seafloor? Does this nascent industry have support amongst the wider community? If not, why not? And what should be done? To answer some of these questions, the Wealth from Oceans National Research Flagship has explored the social viability of an expanded seafloor exploration and mining (SEM) industry inAustralia. The results show that there are significant geological and environmental data gaps and that, in the absence of sufficient information, stakeholder reaction to the prospect of an SEM industry expansion may be reactionary and negative. This uncertainty means that the perception of risk from the industry is variable and often dependent on individual values. The acceptability of an expansion to the SEM industry is currently precarious, in particular due to the high levels of uncertainty regarding the environmental impacts of seafloor activity. While there are existing federal regulatory frameworks and government processes for the licensing of seafloor mineral exploration and extraction, there is little precedent in the application and implementation of these regulations. The future viability of the industry will be highly dependant on AustraliaÆs ability to improve the knowledge-base underpinning its regulatory regime and also to generate open and transparent communication channels between stakeholders. It will also be dependent on the SEM industryÆs ability to communicate an acceptable value proposition to society. This proposition will need to include the relative impacts of terrestrial and marine mining, the alternative potential uses of the ocean and the multi-use conflict that SEM might engender. Improvements in the drill and blast process can impact on loader performance in a number of ways. The main effects being improved loading cycle times, less non-productive cycles such as oversize removal, clean-up and face raking and better bucket fill factors. The impact of improved loading cycle times on the overall cost and productivity of the load and haul cycle is very much dependent on the loader truck match and the management of the haul fleet. Previous work has shown that a 20 per cent improvement in dig cycle times may only lead to three per cent or less improvement in the overall productivity of the load and haul process. However, improving the mass loaded per pass by five per cent will lead to a five per cent improvement in productivity for any given haul fleet situation, assuming sufficient truck capacity. Work by Orica Explosives at Lab ChrysotileÆs Thetford Mine, Quebec, Canada showed a relationship between muckpile fragmentation and truck payload. With this in mind, work was carried out to determine the effect differing muckpile fragmentation distributions can have on excavator bucket fill factors. This work was performed in the laboratory to a 1:100 scale. Nine different distributions were used. These were characterised by the Rosin Rammler parameters, xc the characteristic size, and n, the uniformity index. The values of xc and n used were modelled on those previously measured at a Sydney quarry. For the range of distributions measured, it was found that the fill factors were lowest at a low characteristic size and a high uniformity index and highest at a high characteristic size and a low uniformity index. In other words the best fill factors were achieved with a more dispersed muckpile distribution with a larger characteristic size. The difference in fill factors was 16 per cent indicating that controlling the drill and blast process to produce a specific muckpile distribution can have a significant impact on the overall cost-efficiency and productivity of the load and haul process. Field measurement by Orica Explosives at a quarry in Canada supports this conclusion showing improvements of up to seven per cent in average bucket load by either increasing the characteristic size or decreasing the uniformity index of the muckpile.

Examples are given of the different management approaches used to improve a mine's profitability and the view is put that attention to mine design is very important but easily overlooked. The need for humans to use graphics to ccanprehend and develop strategies to exploit ore deposits is discussed. The use of two and three dimensional representations for geology, mine design and survey data is reviewed. The current use of computers in mining is discussed and reasons for the limited use of ccanputer graphis are proposed. Suggestions are made as to how more extensive use may be made of catputer graphics in mining by using recent and possibly forthcoming advances in computer hardware and by adopting certain software approaches.

Zinc cementation and carbon adsorption are both presently used for precious metals recovery from cyanide leach solutions. Each of these techniques exhibits unique processing features which renders them suitable to treat solutions with different properties and in different applications. In this study, the two processes are reviewed and compared. Operating data from a number of Merrill-Crowe precipitation and carbon adsorption plants in North America have been obtained and used in this analysis. The relative capital and operating costs for the two processes have also been considered.

The Holocene Minninup shoreline is a coastal barrier system stretching from Bunbury to Busselton, in southwestern Australia. It has developed in a microtidal swell wave environment, under the influence of the post- glacial marine transgression and Holocene sea level variation. Barrier sediments thin rapidly across a shallow shelf, and consist of quartzo-felds- pathic sands with a minor skeletal carbonate component. Holocene shelf deposits are laterally extensive sheets overlying Pleisto- cene limestone. Modern carbonate production is small. Development of the Minninup barrier system has been controlled largely by low rates of sediment input from terrigenous and carbonate sources, late Holocene sea level fluctuati,.,s, and pre-existent coastal landforms composed of Pleistocene limestone. Modern controls on sedimentation are the refracted, shoaling swell wave regime, and onshore winds, which combine to promote nett northward longshore drift. Holocene barrier systems of the southern Swan Coastal Plain are of several different types. These include prograded sequences of beach ridges overlying shoreface sediments, such as is found at Rockingham and parts of Geographe Bay, and complex polygenetic systems typified by the Leschenault Peninsula. Pre- liminary investigations of the barrier stratigraphy of the Minninup shoreline indicate that both progradational and polygenetic sequences are present. The processes involved in shoreline development and heavy mineral accumulation are being studied using aerial photograph inter- pretation, beach profile monitoring, sampling, and granulometric analysis. This will lead to an enhanced understanding of the mechanisms of heavy mineral accumulation, and assist in the development of genetic models as aids for Exploration.

The Australian Mineral Industry has to compete on world markets, so its mineral research has to be aware of overseas developments, it must be of world class, and it must utilise as many ideas as possible in order to solve those problems that uniquely affect Australian minerals processing. North American mineral and resource research may be taken as a guide to world government, industrial, contract, and entrepreneurial research trends and ideas. A number of interesting findings are noted that may guide Australian developments and strategies for the future, in minerals research and exploitation.

The Hedong Gold Mine is located in the Yantai area, Shandong province, China. It is an underground mine with an annual gold output of some 700 000 grams. The orebody is located on the edge of the Wanger Shan metamorphism zone, and the hangingwall of orebodies is thus defined by a prominent set of fractures. The proximity of the metamorphism zone and the inclusion of the fracture set ensure that both the orebody and the country rocks are unstable. The main orebodies dip at an angle of between 40 to 45¦, with a strike length of 160 metres and a horizontal width of 50 metres. Surface subsidence in the area is not permitted. Cut and fill mining is usually practiced. As the mining operation proceeds to greater depths, the ore grade is diminishing and it is necessary to find a more efficient stoping method. Sublevel open stoping with sequential extraction and filling of each sublevel has been designed and applied in situ. This new mining method is called æsublevel open and fill stoping methodÆ in the mine. Experience to-date is that new mining method is satisfactory.

In the technical sense, as well as in the professional sense, the word 'model' can have many meanings. More than 23 000 references were uncovered by a simple literature search on keywords ' MO D EL#. and. (META LLURG#. or. M I NERAL#)' . For the purpose of this paper, 'models' will be considered to be mathematical formulations which attempt to represent or approximate a process. The model may be purely, or a combination of: ò fundamental models, based on the laws of physics, chemistry and thermodynamics; ò semi-empirical or phenomenological models, where an intuitive concept of the process is formulated and found by testwork to fit observed behaviour; and ò empirical or 'black-box' models (including neural networks), where a mathematically convenient form is proposed and fitted. Even under this more restricted definition, which eliminates heuristic and statistical 'models', it is clear that the efforts expended in devising and using models have exploded during the years since the first APCOM Conference in 1961, benefiting from the dramatic decrease in the cost of computer power. This paper reviews the areas of usage of computer modelling in the metallurgical and mineral processing industries, from plant design, through off-line support, to on-line modelling and automatic control. In each area, frontiers of new development of the technology are mentioned. It is noted that, while modelling is now standard practice in design, it is not yet the norm in operating and controlling plants. The reasons for this partial acceptance are, it is argued, less related to the limitations of the technology than to the human and organisational factors involved in transferring technology to implementation.

Preventing injuries and fatalities related to conveyor system use in the mining industry is important and increases uptime while decreasing lost time. The research presented here is funded by the National Institute for Occupational Safety and Health (NIOSH), and intended to accomplish this prevention by the use virtual environments (VEs) to improve training and help miners better understand the hazards of working around conveyor systems. Two conveyor system VEs designed to teach miners about hazards and to safely complete tasks around conveyor systems were developed for this project. The first conveyor system VE, called the instructional tour, gives the miner a semi-automated tour of a conveyor system and teaches the miner about possible hazards (eg, missing guarding) and how to safely fix conveyor problems (eg, a stuck idler) using lock-out, tag-out procedures. The second, called the virtual shift, allows the miner to freely navigate around a conveyor system to detect and avoid hazards. The miner is presented with equipment failures that need to be safely repaired during the virtual shift. If the miner fails to identify and avoid a hazard or fix a failure in a safe manner, an animation of the consequences is shown to the miner, who must start the virtual shift over. The models for the conveyor system VEs were created using 3DS Max. Desktop versions of the VEs were then created using Deep CreatorÖ, an authoring application for creating interactive 3D environments. Later, more realistic versions of the VEs were created for CAVEÖ, a room-sized visualisation system, using DIVERSE, an application programming interface. In initial evaluations of the conveyor system VEs, mining colleagues have indicated great interest in such training tools. According to their feedback, these and similar VEs would provide excellent alternatives to normal classroom training and serve as positive precursors to hands-on experience. These VEs provide new miners a chance to experience hazards associated with working around conveyor systems without being in possible danger.

Saxonvale mine is a multi bench open pit coal mine developed to its Stage I capacity of 1.75 Mt/y of run of mine coal. Detailed engineering studies for the mine commenced in April 1980, approval to proceed with the development was received in July 1980 and first coal shipments were made in April 1982. The engineering and project management of the mine development was carried out by BHP Engineering. This paper outlines the design and site administration for the development and describes both the organisation structure and the control and administration procedures used by BHP Engineering to ensure that the project was Successful.

From its discovery in 1845 ion exchange has continually improved technically to an extent where it is now in wide use commercially in many industries including mining and environmental. Purity Systems Inc. (PSI) has made advances in the development of metals capture materials such that metals recovery using the PSI patented technology is now a viable economic process for many previously rejected applications. PSI, in conjunction with Ammtec Limited, have developed cost effective advanced processes and systems.The presentation will introduce the chemistry behind the materials and its relevance to the chelation and ion exchange methods. The applicability of the PSI resin technology to copper, cobalt and nickel recovery and the engineered systems options available will be discussed as well as piloting at Titan Resources NL Radio Hill mine at Karratha in Western Australia.

IN the ordinary course of treatment of pyritic ores or concentrates, whether for the recovery of copper, tin, gold, or any other contents, the removal of some or all of the sulphur contents is almost invariably the first step. The practice is to roast the ore in a current of air so that the sulphur is oxidized to sulphur dioxide and the metal constituents are changed from sulphides to oxides. If it is feasible to produce sulphuric acid in conjunction with the treatment process, the sulphur can be usefully employed; but if this is not possible, then the sulphur contents not only become a dead loss, but tend to be a nuisance as well in the surrounding neighbourhood.The problem of avoiding this disadvantage and making economic use of the sulphur has had attention from the early days of scientific metallurgy, and in the past few years very special efforts have been made both to drive part of the sulphur as such from pyrites and recover it, and to replace the sulphur in the S02 by carbon, with the production of carbon dioxide and precipitation of the sulphur. So far economic success does not appear to have crowned these efforts. In the case of pyrites, of the two atoms of sulphur which go to make the FeS2, the first is very lightly held. Dissociation is effected by heat alone at a temperature which is given by Peters as 5160 C.Now, sulphur and hydrogen will unite or burn together, with the production of sulphuretted hydrogen. It occurred to the writer that, if hydrogen was passed over pyrites heated to the above temperature, this first atom would be snatched away by the hydrogen, and could possibly be economically recovered.The first step consisted of some simple laboratory experiments. From these it was found that this first atom was readily removed, and that the extraction was practically complete. Further, the reaction took place at a low temperature, a dull red heat being sufficient.

The Palmarejo, Guadalupe and La Patria Silver-Gold epithermal vein deposits occur in south-westernChihuahua state, Mexico. The veins are hosted in a volcano-sedimentary sequence that comprises andesitic to basaltic resedimented volcaniclastic rocks, together with less abundant coherent and pyroclastic facies and minor red-beds. The host sequence is part of the Lower Volcanic Series, and formed in a magmatic arc environment during the Late Cretaceous to Early Tertiary Laramide Orogeny. The Lower Volcanic Series is overlain unconformably by an extensive sequence of Miocene rhyolitic ignimbrites, known as the Upper Volcanic Series. At this time, it is uncertain whether epithermal mineralisation was related to andesitic intrusions (85 Ma) and/or Oligocene rhyolitic dykes (25 Ma). An EXTENDED ABSTRACT is available for download. The trend worldwide is for increasingly stringent control of sulphur dioxide emissions to the environment. It is therefore likely that Australian industry will be placed under increased pressure to restrict such emissions, and this will have implications for Australian smelters of mineral sulphide ores. Traditional outlets for sulphur dioxide emissions have been in sulphuric acid manufacture, but Australian demand for sulphuric acid has declined markedly in recent years. This paper examines the balance of supply and demand for sulphur and related products in Australia, the shifts occurring in that balance and the underlying causes of those trends.
