During recent years many investigators have suggested large spacing to burden ratios to improve the fragmentation obtained in blasting. In spite of these suggestions, most operators still use a conventional ratio of 1 to 2. From single hole longitudinal charge tests in laboratory, it is shown that burden controls the fragmentation. The burden for obtaining uniform fragmentation is smaller than the burden to obtain maximum breakage. Tests on two or three holes show that a larger spacing to burden ratio can be used for smaller burdens, but it is not possible for the larger burdens chosen to obtain maximum breakage. By using finite element analysis evidence is presented to show the effect of spacing and burden relationship on blasting results.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in both Australia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.

The Kidston orebody is a kilometre diameter breccia pipe of Permo-Carboniferous age' assoc- iated with rhyolitic dykes and hosted by Proterozoic granodiorite and metamorphic rocks. Mineralization and alteration are associated spatially and temporally with brecciation and rhyolite intrusion. Three stages of alteration have been recognized: pre-brecciation, and early and late stage post-brecciation. Gold is known to be particularly associated with late stage post-brecciation cavity infill and sheeted veins. Fluid inclusion and stable isotope results show the importance of moderate-high temperat- ure, saline, magmatic fluids in the early stage mineralization and in the brecciation of the pipe. Later periods of alteration, accompanied by gold deposition, are associated with fluids only slightly depleted in 180 relative to mag- matic waters, unlike the strongly 180-depleted meteoric water typically found in hydrothermal Permian and Carboniferous deposits of eastern Australia. The 5180 values and low salinities in fluid inclusions suggest the fluid may have formed from vapour condensation from a magmatic fluid. Fluid inclusion data and alteration assemblages define the prevailing chemical conditions. Gold transport under these, conditions would have been primarily as a bisulfide complex.

"The Batu Hijau copper/gold mine, operated by PT Newmont Nusa Tenggara, is located in the south-western part of Sumbawa Island, Indonesia, and is situated ~10 km from the south coast at an altitude of ~450 m above sea level. The mine became fully operational by year 2000 and processes approximately 120 000 t of ore per day that contain an average of 0.53 per cent copper and 0.4 per tonne (g/t) gold. Tailings management at the mine includes a deep-sea tailings placement (DSTP) system that discharges tailings through a pipeline via an outfall located at a depth of 125 m at the head of the submarine Senunu Canyon (Figure 1).The environmental impact assessment undertaken prior to approval of the DSTP evaluated both on-land tailings storage facility (TSF) and DSTP options for tailings management. Negative attributes of the on-land TSF included removal of approximately 2300 ha of forest/agricultural land, the potential relocation of >2000 people from their communities, the high average annual rainfall (>2500 mm) and potential for earthquakes presenting challenges for water management and creating a long-term risk of failure. The final choice and Indonesian Government’s approval of DSTP was also influenced by the close proximity of the deep submarine canyon to the mine. The Batu Hijau mine is one of the larger examples of DSTP in the world and deposits tailings at the greatest depth. The depth of the main canyon increases to >2000 m within 20 km of the coast, and to >3000 m approximately 50 km from the coast.The DTSP at Batu Hijau must comply with an environment management plan (EMP) and environment monitoring plan of permit stipulation that approved its commencement in 2000; updated in 2010 and 2015. The environmental management objectives were to avoid impacts to highly productive components of the ecosystem such as coral reefs, mangroves, surface waters and fisheries, and confinement of impacts to areas of low biological productivity. In the vicinity of the DSTP outfall and within the Senunu Canyon, the management plan predicted significant adverse impacts from the DSTP on the marine ecosystem in the form of: reduction in sea water quality due to elevated turbidity and dissolved copper concentrations burial of benthic organisms a reduced habitat for demersal fish.Recovery of the pelagic and benthic ecosystem to preoperating conditions was predicted to occur within the first two years after operations cease. The CSIRO has performed due diligence studies to independently verify compliance with permits and evaluate new monitoring objectives (Apte et al, 2004; Simpson et al, 2010; Angel et al, 2015), and has performed assessments of environmental monitoring data on the tailings footprint and ore stockpile processing against the above environmental objectives (Simpson and Angel, 2015).CITATION:Angel, B M, Simpson, S L and Waworuntu, J, 2016. The Perth Mint receives gold and silver from various sources for evaluation and refining. The metals are received in many forms and vary widely in assay. Refining is carried out using the Miller Process and the and the resulting market quality bullion is sold in a range of weights and alloys to suit the international bullion market and public demand. INTRODUCTION The Perth Mint was established in the late nineties as a branch of the Royal Mint, London, to refine the gold from the newly established gold- fields in Western Australia. The branch was opened for business in June, 1899. After refining, the bulk of the gold was used in the manufacture of sovereigns and half-sovereigns. Nowadays, although most of the gold received comes from the W.A. goldfields, some gold is deposited by producers in other states and in Papua-New Guinea, as well as scrap and trade wastes from manufacturing jewellers and old jewellery from the general public. Silver is deposited in the form of old silverware, recoveries from-photographic processes etc. Gold or silver may be lodged at the Mint in person, through a bank or other agency or by registered post. Telegraphic advice is usually given when gold is sent by the latter, so that insurance may be effected.

As mining progressed through the Girilambone oxide orebodies, down to the primary sulphide zones, each successive stratiform layer yielded copper bearing ores of changing mineralogy and grade. Constant changes, innovations and optimisation were required to be applied to the heap leach, solvent extraction and electrowinning operations, to efficiently produce LME Grade A quality copper cathodes from this ore. The changing ore types required various crushing, stacking and heap leach irrigation methods to ensure that optimum recovery from the predominantly low-grade copper ores was efficiently achieved. Subsequently, innovations such as heap aeration and heap rejuvenation techniques were implemented. The constant selective removal of copper from the maturing heap leach liquors, coupled with an increase in iron(III) concentration, required solvent extraction optimisation. Changes to the original solvent extraction circuit configuration, combined with changes in operating parameters and procedures, allowed effective processing with changing heap liquor compositions. The electrowinning tankhouse was also upgraded and optimised through continued testwork and monitoring, to maximise cathode production and quality

Many operating hard-rock sulfide mines are predicted to require perpetual post-closure management to prevent environmental degradation. Causes include evaporative concentration of metals and other solutes in pit lakes, and acid rock drainage from sulfide waste-rock, tailings, and pit benches. Dilemmas posed by the prospect of perpetual management include: uncertainty in predictive models typically prevents reliable bounding on forecasts for the timing or magnitude of environmental impacts; comprehensive closure designs that can meet environmental standards may not be economically possible, particularly when applied retroactively to mines permitted under less stringent closure requirements; the publication of site-specific environmental analyses in peer-reviewed journals are discouraged in the current regulatory environment, hindering scientific advancement; and the durability of financial and government institutions cannot be assured for the long-time horizons over which mine impacts are predicted to occur. Re-evaluating mine closure in a framework of sustainable development (as proposed by the Mining Mineral Sustainable Development forum), can resolve, in part, these dilemmas. Key sustainability goals include: assurance of the social and economic well-being of the local community; assurance of the long-term environmental integrity of the region; and establishment of institutions capable of addressing (and learning from) long-term environmental management. Under a sustainability framework, impractical plans for immediate attainment of perpetually-stable closure may be replaced with a fund for long-term management of environmental impacts (eg through contaminant migration controls and exposure barriers), and a set-aside long-term growth reserve intended to eventually fund more complete closure. Fund expenditures would follow Adaptive Managementùa template for environmental-management institutions in which knowledge accumulated and uncertainty acknowledged explicitly. Under adaptive management, trusts would be flexible entities, supporting an evolving program of monitoring, predictive model refinement, and treatment. Periodic value of information analyses would target data collection efforts, refining the balance between predictable cost and uncertainty. This framework could overcome present-day financial shortcomings, enhance the field of environmental science, and meet the needs of future generations through the propagation of capita.

Standard microeconomic theory suggests that the behaviour of mineral extraction and processing firms with respect to their demand for water can be modelled and a market demand for water subsequently derived. Such a model, although an abstraction of the real world, should be able to predict the responsiveness of quantity of water demanded to change in price, and, change in demand to a range of factors including: expectations about reliability of supply, changed commodity prices for mineral production, and change in water technology and storage at mine site. This paper demonstrates that the price of water is particularly responsive to changes in demand and that although price increases would result in some additional supplies, physical constraints on supply suggest that the industry will be paying considerably higher prices for water in the future. It is recommended that the mining industry undertakes quantification of possible price increases to position itself to minimise the impact on their operating costs as well as to make responsible capital investment decisions to facilitate future expansion or commissioning of new mines. Substantial investment is required to commission a new mining venture with expected rates of return subject to risk and uncertainty due to fluctuations in world commodity markets as well as reliability of secure supplies of inputs. If a reliable supply of water was subject to uncertainty and water was a critical input for production, then the initial mine design would typically consider a range of production decisions contingent on levels of uncertainty with respect to water supply. These states or sets of water supply, will affect production decisions and future water demand. Modelling production decisions contingent on different states of nature, termed the state-contingent approach, provides a number of insights about producer behaviour under uncertainty. This paper investigates the assumptions underlying the derivation of the market demand for water by the mineral resource industry and identifies the drivers of demand and the responsiveness of the industry to change in price and supply, particularly in relation to capital investment in water-use technologies. The usefulness of these models to the mining industry is considered by reference to the increasing demand for water by the industry in Queensland, in a climate of water shortages.

The Broken Hill orebodies have 'traditionally been mined by cut and fill trethods. In the mid-1950's New Broken Hill Consolidated Limited experimented with sublevel longhole open stoping but did not pursue the method due to inefficient loading and poor fragmentation. The introduction of longhole open stoping in 1968 was a radical change and was necessary to enable the profitable extraction of lower grade orebodies and this method is now used for 55% of the production from The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines.

The Cattlegrid copper orebody is a concealed thin, tabular sheet localised near an unconformity between two sub- horizontal Precambrian sandstone units. It extends over an area of 1,000 m by 500 m within a wider area of mineral- isation. The ore consists of complex sulphides and is neither massive nor disseminated. It consists mainly of irregular fillings in pore space developed between clasts in sandstone breccias, in fault zones and joints and along stratification planes. Its habit is unique amongst Australian base metal ore bodies. During the pre-development period ore was outlined by percussion holes but in studies leading to investment decisions ore reserves were manually calculated from intercepts and assay results of cores from diamond drill holes. The methods used for estimating reserves in the pre-production and production periods are described and evaluated by comparing mine production during the first five ore production years with the forecasts made.

In the paper the main concept of qualitative simulation is determined when computer-aided designing and forecasting of designs of robotised continuous-flow working face complexes for underground mining of hard ores. The parametric model æunderground ore mineÆ and its components û composite models are considered. Frame description of structure of working face complex and methods of organising of rule-oriented representation of knowledge when itÆs operating are given. The architecture of the developed prototype of expert system æworking face complexÆ and construction of a knowledge base for it are described when solving problems of multi-criteria optimisation of computational parameters of the working face complex under conditions of uncertainty. The guidelines for further development of knowledge base and expert system are given.

In the last 100 years, statistical sampling theory for particulate materials has developed to a stage where sampling systems can be confidently designed to provide assay results of known and controlled variance for a chosen time period. The two independent sources of sampling variance, namely intrinsic and distributional heterogeneity are defined and explained quantitatively. Intrinsic heterogeneity is characterised by the sampling constant for the material and distributional heterogeneity is quantified by the process steam variogram or covariance function. The means by which sampling systems can be designed to an accuracy specification is described.

A new procedure has been developed for the direct determination of metals loaded on activated carbon. It involves preparation of a suspension of the powdered carbon in water, followed by direct sampling of the suspension with a micropipette,and analyses by atomic absorption spectroscopy using carbon rod atomization. Advantages of the method include the simplicity of sample preparation and the ability to provide a complete metal analysis in 1 - 2 hours. This enables carbon-in-pulp operators to respond quickly to changes in plant efficiency arising from carbon fouling. The successful application of the method has been demonstrated for gold, copper, nickel and iron. Other elements to be surveyed include calcium, magnesium and silicon.

Mispah form (FAO: Lithosol) soil contaminated with >380 000 mg kg-1 creosote was co-composted with sewage sludge and poultry manure for a period of 19 months. The soil was mixed in a ratio of 1:1 (v/v) with wood chips to improve aeration. The soil-wood chips mixture was then mixed in a ratio of four soil-wood chips mixture: one compost material (sewage sludge or poultry manure). Compost heaps were set up in triplicate on wood palettes overlaid with double layers of nylon straw bags. Control experiments, which contained the contaminated soil-wood chips mixture without sewage sludge or poultry manure were set up in triplicate. Moisture, temperature, pH, ash content, C:N ratio of the compost and the creosote concentration of the soil was monitored monthly. The concentration of selected creosote components in the soil was also determined at the end of the incubation period. Temperature was observed to rise to about 60¦C in the poultry manure and about 58¦C in the sewage sludge within two months of incubation, while temperature in the control fluctuated between 15¦C and 35¦C throughout the incubation period. Creosote concentration in the control was reduced by 17 per cent at the end of the incubation period while concentration of creosote in the sewage sludge and poultry manure compost was reduced by about 99 per cent. The percentage rate of creosote reduction in the poultry manure compost was initially lower than observed in the sewage sludge compost. However, the reduction rate became similar towards the end of the treatment period. The concentrations of selected creosote components were reduced by about 100 per cent within the same period. Respiration of compost microorganisms and counts of microbial populations showed that microbial activity correlated with reduction in creosote concentration.

Inevitably the 'post-boom' era has changed the emphasis of many mining companies away from new project development and expansion to optimisation of existing operations. However, regardless of the project, high quality ore characterisation will remain of the utmost importance. In the case of new project development the need to understand the breakage characteristics will remain as important as it has always been. In optimisation projects, however, where it will be required to get the very best from existing comminution circuits, accurate geometallurgical modelling will take on an increasingly important role. However, these requirements, in both new development and optimisation projects, are likely to be at odds with budgets as these will be tight. Hence obtaining the best value for money will be essential. This paper discusses the elements that need to be satisfied for ore characterisation programs to be successful. Some of the issues covered will be: ore variability and sample selection, test precision, problems with the use of non-standard testing equipment, and the value of databases.

Faculty at the University of Missouri-Rolla have carried out research on the application of high pressure water jets as a means of excavat- ing coal for over 15 years. During the course of this time, a number of different concepts have been explored--the most recent of which has been to use high pressure water jets as a means of extinguishing an underground coal seam fire. This paper will examine the use of some of these technologies and will consider the results as a basis for discussion of further applications of water jets in the future. The structural pro- perties of coal which distinguish it from other adjacent geotechnical material and provide a considerable advantage to water jet cutting, will also be presented and the advantages of using this tool will be discussed.

Fletcher Challenge Limited through its subsidiary Grampian Mining Co Ltd has carried out an ore evaluation of one of New Zealand's largest known deposits of ilmenite located at Barrytown on the west coast of the -South Island, New Zealand.The ilmenite is located in a beach sand environment which has previously been mined for gold. Two analytical techniques were developed to quantify the resource. Considerable difficulty was experienced in this phase of the evaluation due to the presence of major inclusions within the ilmenite grains. Wet and dry concentration circuits, utilizing spiral, wet magnet, high tension and plate electrostatic separators have been G47designed to produce ilmenite from the ore. Studies to utilize the titanium content of the Barrytown ilmenite have been made. Recent work has been directed towards a titanium dioxide pigment process.

The San JosT district in Patagonia comprises a number of epithermal precious metal quartz veins hosted by a Mesozoic volcanic sequence. New radiometric data indicates that upper Jurassic volcanism was closely followed by vein mineralisation in the lower Cretaceous. A structural model is discussed for the district at times of mineralization that may also apply on a regional scale and other mineralised districts in Patagonia. Life inside the mining family was regulated by the mine. The whistle shrieked the change of shift to the Cornish, Welsh and German miners digging the alien soil for copper at Burra in the 1840s and the deep quartz gold mines at Bendigo in the 1880s.During the golden years of alluvial mining in the 1850s, and later out on the frontier fields of Kalgoorlie and Jarrahdale in Western Australia, the lure of the mine dominated family life. How could it do anything else? The canvas tent, bark hut or weatherboard cottage in which the mining family lived close by the mine facilitated prompt access. The working man of the family attended to the demands of the mine first, and those of his family afterward. Who then organized and nurtured the mining family? The role of the mining wife was multi-fold. She played the traditional roles of home-maker and comforter, raising her children, tending her house and vegetable garden and supporting those friends and acquaintances who had lost children to disease, or menfolk to the mine. Epidemics of measles, the whooping cough or influenza carried away children in infancy or at too young an age. The death of a husband through accident or disease (pthisis was a likely killer) forced upon the mining wife another role, that of provider. When Elizabeth Vigus' husband died in a Bendigo mine accident in March 1880 Elizabeth set up a grocery business to support her young children.' But in other cases the mining wife supplemented the family earnings by part time work, not in the mines for the Mines Act legislation of 1842 forbade the working of women underground, but in auxilfiary occupations which were in demand.2 Ann Mitchell, a herbalist ,found plenty of work in the goldfield towns of Daylesford and Maldon in the 1860s and 1870s.3 So too did Susan Rule and her daughter Catherine who conducted a sewing and millinery establishment in Beechworth in the 1870s.4 The making of the family's clothes was another task of the mining wife and mother.Until the wonderful invention of the sewing machine, this was a tedious and time-consuming task. James Slater Edmonson bought his wife a Wertheim for the sum of 12 pounds in June 1886, just before leaving her and his chil- dren in the Adelaide suburb of Goodwood whilst he went alone to the goldfields of the West. In October of that year he wrote to Louise telling her how he missed the childrens' wondering "whether Slater wore my old shirt now. I always think of him as he sat on my knee at breakfast in that old shirt; and how pleasant it would be if I could rock both of them and sing as I used to do".5

The Northside Storage Tunnel (NST) is the largest tunnelling project ever undertaken in Sydney. The tunnel extends deep underground from the western bank of the Lane Cove river to the North Head sewage treatment plant (STP), with a branch tunnel from Scotts Creek connecting to the main tunnel under Tunks Park. The aim of the tunnel is to intercept wet weather overflows from four key points along the northernsuburbs ocean outfall sewer (NSOOS) and provide short-term storage and transfer of sewage to NorthHead STP for treatment prior to discharge to the ocean through the deep ocean outfall. The project was an ambitious undertaking by an alliance between the client Sydney WaterCorporationand the engineering firms of Montgomery Watson, Connell Wagner and Transfield to design andconstruct approximately 20 kilometres of tunnel, tunnel declines and shafts in just over three years. In order to achieve this tight timeframe construction of the NST has been undertaken simultaneously at seven construction sites located across the northern suburbs of Sydney. As with most tunnelling operations, tunnel boring machines (TBMÆs) and roadheaders dominated the excavation activities. Tunks Park and North Head STP are the major tunnelling sites. An access decline was excavated using roadheaders at both of these sites to facilitate tunnelling using TBMÆs. Three TBMÆs 3.8 m, 6.0 m and 6.3 m diameter) were launched from Tunks Park and one TBM (6.5 m diameter) was launched from North Head. At the overflow interception sites of Scotts Creek, Lane Cove River and Quakers Hat Bay two vertical shafts known as drop and access/ventilation shafts were constructed. These shafts would provide the linkage between the existing sewer and the tunnel. As their names suggest the drop shaft would convey the wet weather sewage overflows to the tunnel while the access/ventilation shaft would provide access during dry weather and ventilation during a filling event. The fourth overflow site of Tunks Park would use the tunnel decline as its link to the tunnel. Originally these shafts were to be excavated using the raise bore method. This technique however, is entirely dependent on the TBMÆs reaching the shaft locations at the specified time. This was not the case at two of the three shaft excavation locations and top down methods of excavation such as, a percussive cone fracturing (PCF), blind bore, mechanical excavation and drill and blast were investigated to ensure the project met its completion schedule. Traditionally project decisions are dominated by cost and schedule objectives. The contractual arrangement of the Alliance however, required that the objectives of safety, community and environment also be considered in any decision making process. Thus each of these top down methods of excavation were assessed against these five objectives. On considering all of these factors the use of explosives was considered to be the superior technique.
