Being inclined to metaphors, one could be forgiven to think that politicians act this verb and captain the Nation's ship into some definite course. In the case of at least the mineral resources industry, it seems that there are not many James Cook followers in our parliaments: Australia's approach to mineral and energy policy is often chaotic - witness the 1935 to 1961 ban on iron ore export-ing which prevented the development of a significant steel industry at time when the World was hungry for this metal, just to mention one amongst many other examples.The follies of Australia's mineral policies are well il-lustrated in the case of uranium mining. Although Australia had the Western World's largest economic reserves of uranium, it is onlythefifth producing nation and its uranium potential is largely unrealised. At the root of this situation are the interventionist attitudes and policies of successive Federal Governments which for more than four decades distorted the Investment decision and, in more recent times. discouraaed investment.

The effect of various types of solid carbonaceOlls reductants on the rate of fuming of zinc from lead blast furnace slag was investigated at I250°C.The results of the laboratory experiments indicated that the rate of removal of zinc from slag depended primarily on the volatile matter contents of the reduclants. The effects of fixed carbon, moisture and ash contents were less significant.

Semi-massive to massive sulfides were drilled in a shallow-water (630 m) hydrothermal system in an island arc volcanic setting at the Palinuro volcanic complex in the Tyrrhenian Sea,Italy. Overall 12.7 m of sulfide minerlisation were drilled in a sediment-filled depression in a water depth of 630 - 650 m using the lander-type Rockdrill 1 drill rig of the British Geological Survey. The longest drill core recovered consists of 4.9 m of continues semi-massive to massive sulfides + sulfates with abundant late native sulfur overprint. Metal enrichment at the top of the deposit is evident in some cores with polymetallic (Zn, Pb, Sb, As, Ag) sulfides overlying more massive and dense pyritic ore. The massive sulfide mineralisation at the Palinuro volcanic complex contains a number of unusual minerals, including enargitefamatinite, tennantite-tetrahedrite, stibnite, bismuthinite and Ag-sulfosalts, that are not commonly encountered in mid-ocean ridge massive sulfides. In analogy to epithermal deposits forming on land, the occurrence of these minerals and the abundance of native sulfur suggest an intermediate to high sulfidation state for the hydrothermal fluids during deposition, implying that the mineralising fluids were acidic and oxidised rather than near-neutral and reduced as those forming typical base metal-rich massive sulfides along mid-ocean ridges. Oxidised conditions during sulfide deposition are likely related to the presence of magmatic volatiles in the mineralising fluids that were derived from a degassing magma chamber below Palinuro volcanic complex. This paper presents a method for estimating the strength and stability of model coal pillars with bedding planes (weakness planes) inclination. The strength of coal relative to the angular difference between the principal stress direction and bedding planes is considered. The failure behaviour of model coal pillars containing weakness plane inclination by using servo-control Schenck Machine are shown. Uniaxial and triaxial compressive strength of coal specimens are investigated, and test results indicated that the strength of coal pillars depends on the weakness planes inclination with respect to the principal stress direction. However, it is shown that with increasing confining pressure, the effect of weakness planes inclination on the strength of the coal specimens is reduced. An empirical method is given for prediction the compressive strength of coal containing weakness planes inclination. The results of this method are compared with the experimental results and Jaeger theory. Finally, three well-known empirical strength criteria were tested against the triaxial test data for coal containing weakness planes inclination.

South Crofty's ventilation network is large and complex. Of the total exhaust air quantity 40% enters the mine by leakage routes through old workings, this air carries high concentrations of radon gas and results in the mine becoming a classified work place under the Ionising Radiation Regulations 1985. Improvements in the control of the ventilating air and dilution by increased air quantity have reduced the average contamination to aelow-0.2 WL. The major part of the radon originates from ground water inflows and from concentrations of radium within the mine with direct emanation from rock surfaces being negligible. Of 600 kBgs-1 total radon leaving the mine 93% cannot be accounted for from known and accessible sources.

Mining and treatment of gold ore in the Ashanti region at Obuasi, Ghana has been continuous for more than 100 years. Earlier production from this world class deposit can be traced far into the history of West Africa's gold trade. As part of a general development and expansion program, Ashanti Goldfields Corporation (Ghana) recently undertook a program to heap leach oxidized near surface ore. Kappes, Cassiday & Associates was given a major role in the design, equipment supply, installation and start-up management of the 3000 tonne/day heap leach. Unusual conditions included a high annual rainfall and an ore which could be characterized as a soft, decomposed, water saturated schist. Production began in March 1990. Startup problems and their solutions are discussed.

Improved understanding of the variables that influence hydrocyclone performance is of increasing interest to the iron ore industry, where hydorcyclones are widely used to deslime fine ore. In many cases, the impact of particular variables is not quantified sufficiently well experimentally to ensure that industrial performance will match expectations. The current work focused on developing and implementing a systematic methodology to evaluate and compare the performance of four different hydrocyclones in a desliming application. A critical component of the project was the design and construction of a pilot-scale hydrocyclone rig using state of the art monitoring and sampling methods. A wide ranging test programme was conducted to quantify the effect on metallurgical performance of the key hydrocyclone variables such as pressure, feed density, vortex finder size, spigot size and hydrocyclone make/overall design. Details of the experimental approach are presented, along with a discussion of the sizing analysis methods used. Performance criteria were established to assess the four hydrocyclones. The effects of each major variable were quantified over a wide range of conditions. The results show that clear performance differentiation was achieved, enabling the selection of the optimum configuration. The results from this work demonstrate the benefit of objectively assessing the performance of nominally equivalent units in selecting an optimum configuration that best satisfies the performance criteria.

With some notable exceptions, marine placers located just below, or just above, present sea level, are responsible for much of today's production of detrital ilmenite, rutile, zircon, and other minerals of value. The purpose of this paper is to discuss the paleogeographic and paleo-oceanographic factors which may have determined the location of presently submerged marine placers. These factors-include changes in sea level, burial by recent marine sediments, stream capture and other i changes in drainage patterns, and recent changes in climate. Selected geologic situations in the Yellow Sea off the coast of Korea, in the Atlantic Ocean off the coast of Portugal, in the Bering Sea off the coast of Alaska, and in the Arabian Sea off the coast of India, will be used to illustrate the author's point of view.

The Writer's knowledge of this region began in 1912, while he was with the Geological Survey of South Australia, and, investigated the principles governing the occurrence of fresh and saline ground waters in the area then being opened for closer settlement by the railways under construction from Port Lincoln.These field investigatons for water were extensive rather than intensive, but other examinations covered certain mineral aspects. At the north end of the region the Gawler Ranges are formed by the dissection of a thick sheet of felspar porphyry extending over two degrees of longitude, by a width of 20 to 70 miles, with fairly uniform maximum elevations of the undissected portions of the order of 1,000 ft. above sea level. After reviewing the many excellent papers being delivered here, it is apparent that we are all concerned with the same general subjects of commodity agreements, international cartels, and anti-trust problems as well as the impact of governments on resource management and minerals pricing. Accordingly, as a relative newcomer to the mining business, I feel that my most meaningful contribution can be made by taking a more philosophical look at the future of our system of democratic capitalism. Unfortunately, governments the world over seem intent on jeopardizing the high standards of living resulting from the Industrial Revolution and furthered by the emergence of its by-product, capitalism. This tendency is particularly germane to the basic natural resource field, since government regulations, controls, and intervention in mining far exceed even the constraints normally imposed on hard-pressed consumer-oriented businesses. Increasingly, many governments seem to feel that natural resources no longer belong to private individuals but rather are the property of the state to be developed in a regulated manner and usually in a way directly contrary to the functioning of the free market system.

A mine planning system comprises all elements necessary to carry out the full range of mine planning activities from exploration to operations control. The application of computers as part of a mine planning system has great potential for increasing the efficiency and quality of mine planning and reducing its cost. The introduction of computers to mine planning in open cut coal mines has been hindered by the cost of processing the large databases associated with large coal deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/ mini-computers until recently have not had the capacity to store the volume of data or the processing capability required. Recent hardware developments have cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with open cut coal mine planning, incorporating them into a single system using a common database. The MINEMAP System is a hardware and software package tailored specifically for mine planning of open cut coal mines and is an example of such a system.

A large amount of wastes from the preparation plant is produced. The properties of these wastes vary depending on the mineralogical contents of the mother rock in which the coal is embedded. The waste quality depends on the method of mining and cleaning. The waste mainly consists of clays, quartz, carbonaceous materials, mica, pyrites and so on. About 55 per cent of coal-ash is now utilised and the remains are disposed of at the disposal sites, however, the life of the disposal site is limited. Moreover, it is difficult to find new disposal sites. Therefore, it is requested that the percentage of the utilisation of the coal-ash be increased in every field in Japan. So, it is very much available if the injection material for natural/artificial openings can be applied on the cement that is added to flyash. Among the man-made pozzolans, a flyash is probably the most successful component used in grout injection. When flyash is added to Portland cement concrete, the same kinds of oxides as those of the cement are being added. As an injection component, flyash acts, in part, as a fine aggregate and, in part, as a binding component. However, there is not a substantial alteration of the properties of the original component. From these points of view, in order to clarify to what degree the flyash content affects the properties of the injected grout mixture; different combinations of flyash, Portland cement and water were considered by means of several experiments.

This paper presents details of CRC MiningÆs work with waterjet assisted blasthole drilling. The objective of this work was to investigate techniques that reduce the cost and increase the productivity of blasthole drilling. The focus is on a technology that uses a high pressure waterjet to assist the conventional rotary rock cutting action of a tricone drill bit. The potential benefits of this technique are increased productivity, reduced drill bit wear and reduced hole deviation and hence improved quality of drilling. This paper describes the results of a laboratory based experimental program comparing conventional tri-cone drilling performance to the proposed waterjet assisted approach. Additionally, work has been completed looking at the more practical issues around the collection and sampling of drill cuttings and water recovery (recycling) when drilling with a waterjet. These studies have demonstrated that waterjet assisted drilling can significantly increase the rate of penetration over conventional rotary drilling. For the best-case experimental result, the relative improvement was over 40 per cent. More importantly, it is a starting point for examining alternative uses of the additional drill productivity obtained from waterjet assisted drilling. For example, increased drill productivity could be used to improve rock fragmentation by drilling a tighter blasthole pattern in the same time period. an existing drill fleet, then the drill fleet size could be reduced, or improved rock fragmentation could be achieved by drilling a tighter blasthole pattern within the same time period.

The Marra Mamba iron ore in FortescueÆs Chichester Range project area occurs as a very flat dipping series of waste shale and iron ore beddings. These beddings vary from millimetre thickness to several metres. The ore material generally exhibits a moderate degree of competence when subjected to ultimate compressive strength (UCS) tests, normally failing at up to 60 Mpa. However, the strength of the beddings is markedly less when subjected to the tensile forces imposed by the cutting action of the surface miner. Two surface miners of differing age and sizes were tested over a period of almost three months. These machines produced a product that had not been subjected to dilution by blasting and of such a size that primary crushing is not required. The machines were able to cut all ferrous material presented to them with varying degrees of success. Material containing higher quantities of manganese were broken but caused catastrophic wearing of the picks. During the trial the volume of material produced by the two machines in various strength materials very closely matched the manufacturerÆs estimates. The major impact on costs per tonne related to the wear on bits, which in turn varied with the bit design and composition. Bit design and composition testing is continuing.

Builders have been very familiar with iron since ancient times, but because of its weathering characteristics it was relegated to use as a fastening material in unexposed places and bronze became the popular metal for exposed applications. It is of interest that iron nails buried deeply about A.D. 87 at a Roman fortress and carefully covered with clean beaten earth under conditions practically excluding oxygen were found to be almost unrusted 1870 years later. (1) Today, weathering steels, which contain less than 2% of alloying additions, can be used in exposed situations without protection and without experiencing continuous wastage. As we all know the steady access of atmospheric oxygen to the surface of plain steel causes continuous corrosion. Weathering steels, on the other hand, due to their alloying additions develop their own impervious surface layer which limits the access of atmospheric oxygen and effectively limits corrosion. Table 1 shows the chemical composition of a plain carbon steel and a typical weathering steel. Fig. 1 shows what we refer to as direct corrosion - time curves in which corrosion loss is plotted against time of exposure in an strial environment. The weathering steel has a high rate initially which then decreases steadily for about three years, as the stable rust film builds up. This is followed by a practically linear relation where the very low corrosion rate, according to one school (2), is due to a blocking of the rust pores by insoluble complex salts formed from interaction of the oxidation products of the separate alloying elements. The start of the linear region represents a total corrosion loss of only about 2 thousandths of an inch.

An experimental investigation was carried out to determine the various gas flow characteristics of bituminous coal samples. Adsorption and desorption tests were first conducted to estimate the quantity of methane that is retained by coal, and the rate at which it is released. Experiments were then carried out to study the variation in coal permeability with changes in applied stress and gas pressure - factors that change continuously with time. To further understand the phenomena involved in retention, release, and flow of gas, electron microscopy was used to study the microstructure of coal and how it affects these characteristics of coal.

The central thickened discharge system of tailings disposal takes advantage of the natural beach slope formed by sub-aerially discharged tailings, and the non-segregating properties of thickened tailings, to create a homogeneous conical stack. The need for containing embankments can be largely avoided leading to capital and operating cost savings. Methods for estimating beach slopes and tailings density, essential parameters for the design of such a system, are described. Case histories from three mining operations are used to illustrate the application of the technique, There are also seen to be potential advantages in the areas of water management, seepage, and rehabilitation. Laboratory and in-situ testing enable parameters to be determined.

INTRODUCTION The association of methane with coal has been known almost since coal was first mined and in general it has been considered the curse of underground coal mining. Historically, most of the effort to handle this methane has been directed at diluting it to a safe level and preventing an explosive mixture of methane and oxygen from forming in any part of the mine. This is generally achieved by in-mine activites. This approach has two principal drawbacks, the severity of which are dependent on local conditions. The first is that the activity associated with the handling of the methane is undertaken in the mine and there- fore competes with the mining activity for the limited space available. The second drawback is that the whole methane handling activity is generally a cost to the coal because methane is so diluted that it cannot be used. With the value of energy increasing thi; second drawback is gaining importance so th.u several mines in Europe and North America ;it,, now installing systems to recover the methane in a useful form. The portable infrared mineral analyser (PIMA) was trialled to determine the extent and intensity of any hydrothermal alteration halo associated with gold mineralisation in the Hyde-Macraes Shear Zone (HMSZ) of the Otago Schist.   Twelve diamond drillholes through the HMSZ were analysed with the PIMA at a sample spacing of 1 m. The drillholes were selected on two traverses along the line of strike and down-dip of the mineralisation in and around Panel 2 of the Frasers underground development.   The study showed that the Hangingwall shear of the HMSZ has a more distinctive infrared signature in intersections with high grades. The Hangingwall shear in these drill holes is defined by a shift in the wavelength of the Al-OH absorption feature from ~2220 nm to <2210 nm. This shift is attributed to a change in the mineralogy from phengite to muscovite. Overprinting this trend in some of the drillholes is the presence of the 2210 nm Al-OH absorption feature, ascribed to kaolinite. Kaolinite also tends to be present in numerous other regions of the schist above the Hangingwall shear associated with steeply dipping faults and foliation parallel joints. In drill holes with low grades the Hangingwall shear does not exhibit any obvious infrared signature.   At the scale of study, the PIMA does not provide evidence for an alteration halo associated with hydrothermal mineralisation above the Hangingwall shear. Possible tectonic movement may have displaced any alteration halo that once existed, away from the zone of mineralisation. For this reason, PIMA apparently cannot be used for predicting the location of the Hangingwall shear during exploration drilling. However, the study did show that the PIMA could define the Hangingwall shear when the rocks were sufficiently altered and mineralised.
