Many workers have observed an inverse relationship between final concentrate grade and valuable component recovery achieved by a flotation circuit, i.e. an increase in either grade or recovery may only be achieved at the expense of the other. The relationship is termed a "grade-recovery" curve and, in theory, limits the separation obtained by the circuit. However, circuit surveys in a nickel concentrator indicate that the operating "grade-recovery" curve of a circuit is not only determined by the nature of the ore and the circuit operating conditions, but also by the circuit design, particularly in terms of stage capacities. The surveys show that different capacity circuits can produce different operating curves for the same ore, and that capacity reallocation between stages has the potential to improve both grade and recovery. In particular, the relationship between circuit design and operating curve position is shown to be a function of the circulating loads generated by the circuit design, balancing the beneficial effects of recycling material against the proportion of plant capacity consumed by recycling.

Nelsen, Porter and Wilson (1996) provided some preliminary concepts for the design of the Melbourne City Link tunnels. At that time, the City Link project was in the early design phase whereas now it is nearing completion. This paper provides details of the actual design adopted for the various sections of the tunnels as well as some commentary on the design process. The tunnels form a critical element of the project and the design of both driven and cut and cover tunnel sections is a significant factor contributing to successful project execution. Geology, hydrogeology, site constraints, traffic management and program were important design inputs. Design for the cut and cover sections in particular varied significantly in response to these differing inputs.

SUMMARY Tyres account for 25-30% of the operating costs of large capacity haul units as used in open-cut mines. Tyre operating costs can be substanti- ally reduced and often contained in real terms by applying knowledge that is now available. This paper describes certain specific advances in tyre management, namely batching, bias adjustment, cumulative plotting and the so-called "pressure-temperature" system of tyre pressure control, originated on the Mt. Newman Mining Company's Newman minesite, and discusses the contribution that each has made to improving tyre management and reducing costs. INTRODUCTION Tyres are a significant cost in mining. New Zealand's Land and Income Tax Act 1954 contains unique incentives for companies engaged in mining certain specified minerals or petroleum. Sections 152 and 153 provide for the taxable income of such companies to be based not on profits made but on dividends paid to shareholders. A significant saving in tax results, particularly where profits are not distributed: but the Act attempts to ensure that undistributed profits are used for further mineral exploration and development. To encourage investment in the mining industry, persons taking up shares in a company mining for the specified minerals or petroleum are entitled to a one-third deduction in respect of monies paid on the shares and used by the company for its purposes; and company shareholders may make loans to the company and write-off such loans for tax purposes to an amount of up to half their taxable income. Maximum utilisation of the tax incentives calls for careful consideration as to whether a mining or petroleum company should be financed by way of loan capital or share capital.

What is the best circuit to comminute primary crusher product to make beneficiation feed? Finding the best circuit to crush and grind minerals to beneficiation sizes is a complex problem that can lead to interminable discussion. Conclusions reached can be questioned. This will continue as long as the technology of comminution continues to expand, and is a mixture of many technical and economic factors in what is not a precise science. Laboratory and pilot plant procedures now exist that can help process engineers make sound decisions on which circuits are the best for crushing and grinding the specific ore being studied. It is the aim of this paper to discuss such procedures so a better under- standing of key decision parameters is avail- able, and to update comminution testing which has seen a. period of change in which new procedures have been introduced.

The replacement of diphenylguanidine (DPG) for separating INCO Bessemer matte with a water soluble collector requires a frother since most collectors do not have frothing properties. The objective of this study was to identify a non persistent frother which produced a deep froth and collapsed rapidly, while maintaining acceptable metallurgical separation. Incremental rougher flotation tests failed to differentiate any metallurgical benefit through the use of a specific frother, so other tests were employed to identify the candidate frother. The equilibrium froth height and rate of froth collapse (froth stability) of several commercial frothers were evaluated as a function of frother concentration using a 'frothmeter' apparatus. Frothers evaluated were methyl isobutyl carbinol (MIBC), Pine Oil, triethoxy butane, Dowfroth SA1263, Dowfroth 250C, Dowfroth 200 and Allied Colloids CRNI-1002. Dowfroth SA1263 produced the largest froth height, and TEB had the greatest rate of froth collapse. Frothers with properties similar to Dowfroth SA1263 and Dowfroth 250 were rejected due to their persistent froths. TEB was rejected because it has a low flash point and Pine Oil could be a nuisance to add to a flotation column. Therefore, the preferred frothers were declared to be Dowfroth 200 or Allied Colloids CRNl-1002.

Marketing of mineral products has not yet succumbed to the degree of pre- dictability and exactitude that is fam- iliar to the engineer or metallurgist in pursuing their profession. Whilst the Great Market of the world economy dic- tates circumstances for the sale of min- eral products, there are more than just buyers and sellers in the determination of the revenue received by the producer. For the engineer or metallurgist he will be required to gain an understanding of these participants and of the peculiar languages of the market place. This will be only one of his tasks in learn- ing to communicate with society, as his responsibilities increase as he climbs the ladder of success. There is un- doubtedly a need for better statistical information so that producers and sell- ers can make an appropriate and earlier response to market conditions. There is in addition, a need for more aggressive concern by raw material producers for the development and promotion of better end use of their products. Undoubtedly the marketing of mineral products will be more influenced by the direct involv- ment of government agencies than has been the case in the past. Whilst that 1. INTRODUCTIONDuring the past few years there has been considerable interest in developing the so-called direct reduction processes for treating iron oxides. The various methods proposed were recently reviewed by Scortecci and Palazzi (1960).In particular the application of fluidized bed techniques received considerable attention and, on first examination, this seems to be the ideal method 'of dealing with fine iron oxides. Several difficulties (e.g. product agglomeration) require the method to be investigated further before its potentialities can be fully assessed.PROPOSED FLUIDIZED BED REDUCTION PROCESSESBrassert and De Jahn (1951) were among the earliest to suggest the use of fluidized beds for the reduction of iron ore to metallic iron. Feasibility studies in the development of mining projects are fundamental to most investment decisions. It is important that the issues addressed and the degree of detail involved in feasibility studies are consistent with the investment decisions to be taken. Emphasis should be placed on a thorough analysis of critical project parameters prior to detailed investigations being undertaken into other activities which are not relevant to the decisions at hand. Therefore, the issues to be decided upon should be influenced significantly by the stage of development of the project and by the reliability of technical and financial information used in the study. Some of the more critical parameters of feasibility studies are commodity prices, inflation rates and discount rates. Advice is given on the selection of these inputs and also on their application in the feasibility study as the project progresses through its various development stages. A series of organoclays with different surfactant arrangements were prepared by ion exchange. The resulting organoclays were investigated using a combination of characterisation techniques, including X-ray diffraction (XRD), Fourier transform infrared spectroscopy (FTIR), thermogravimetric measurement (TG) and N2 adsorption-desorption. In the present study, the pores within the organoclays were discussed on the basis of the micro- structural parameters, including BET-N2 surface area, pore volume, pore size, surfactant loading and distribution. The results show that both BET-N2 surface area and pore volume decrease from low to high packing density of the surfactant as the average pore size increases. Two basic organoclay models were proposed for hexadecyltrimethyl- ammonium bromide (HDTMAB) modified montmorillonites: 1. the surfactant mainly occupied the clay interlayer, and2. both the clay interlayer space and external surface were modified by surfactant. This study demonstrates that the pore structure of the resulting organoclays has a significant influence on the sorption efficiency and mechanism of p-nitrophenol onto the organoclays.

Dewatering tailing slurries by mechanical means is often not possible and gravity and solar driven processes must be used. It has been shown previously that better use of gravity is achieved when the tailing is drained as it settles. Not only are more compact sediments obtained but also the dewatering is faster. From the results of laboratory and field tests reported here, equations were established which describe the evaporation and drainage components of the dewatering. These equations were used to calculate the effects of ponding depth, solids content of the tailing and clim- atic conditions on the time required to dewater the tailing. Since the calculations can be made with and without the drainage component, the advantages to be gained with drainage can be determined. The tailing used in the work was a clay slime from a sand washing operation. However, it is anticipated that this approach will be applicable to other similar tailing.

The Tregoora Gold Project is centred around the old Mitchell River Antimony Field located 100 kilometres west-northwest of Cairns, North Queensland. The project is currently the subject of a joint venture between Strategic Minerals Corporation N.L. and Hawk Investments Limited.Historical BackgroundThe Tregoora area was first prospected for antimony and gold around 1890. During the periods 1905 to 1914 and 1937 and 1944 approximately 100 tonnes of antimony and an unknown quantity of gold were won from a number of small mines the principal one being the "Retina". A strong increase in the demand for antimony in the early 1970's resulted in renewed exploration activity in the region and the re-development of the Retina Mine. Despite the intermittent interest in the region for antimony it was not until 1984 that the potential of the area for hosting gold resources was realised with the delineation by Strategic Minerals Corporation N.L. of a significant gold deposit now referred to as the Black Knight.

The flotation circuit handling Peko ore at Peko Mines N.L. was examined in July 1970 with a view to determining simple changes in circuitry or reagents which could improve the grade and recovery of the final copper concentrates. The investigation included sampling over one shift followed by detailed testing of the samples by sizing-assays, sizing-mineralogy and sizing-liberation. Mass balances were carried out over total streams, the component minerals and the copper contents. Some laboratory work was carried out to assess the effect of salinity on flotation. In order to handle the sizing-mineralogy calculations a computer programme was set up. The raw data were corrected for locking factors, then mineral and elemental distributions cal- culated for each screen fraction and the total sample. Calculated assays from grain counting were compared with chemical assays. Recoveries through the size-ranges re- vealed very rapid flotation of copper minerals at sizes below 350 mesh. This pointed to a possible circuit improvement by desliming rougher tailings ahead of the scavenger stage. A strong correlation was found between water in concentrates and gangue recovery for the subsieve sizes. The comparatively low winter rainfall, exposure to heavy salt laden coastal winds, and the consequent high evaporation rate, are important considerations in the rehabilitation of the Maslins Beach Sand Pit. The deficit of rainfall over evaporation is assessed at 1085 mm per annum. Such a coastal environment complicates the establishment of plants. The endemic flora found on the Sand Pit environs is mainly low wind-planed shrubs and mat plants. The dunes near the coast support an association dominated by Atriplex cinerea, Spinifex hirsutus, Scirpus nodosus, and Olearia axillaris. The coastal cliffs carry a more diverse vegetation dominated by Beyeria lechenaultii and Eutaxia microphylla. Overburden is used to develop a new landscape to screen operations, batter final faces, and cover rubbish at the nearby Council dump. The early overburden dumps were built with little regard for stability, but the more recent practice of using scrapers has resulted in more stable dumps. The erosion problems created by poor compaction have been controlled by contour banks, diversion drains, bitumen lined run-off drains, and hay mulching.

An experienced and reliable knowledge of fire fighting procedures is necessary for mine emergency situations. Since experts in this area are scarce the technology of expert systems lends itself as a suitable component in the decision making process. This paper describes an expert system that is being developed for this purpose. The expert system. RESCUE. is a knowledge-based computer programme which incorporates the judgement, experience, rules of thumb. mine environmental conditions as well as human intuitions in the mine rescue operation. RESCUE makes decisions such as whether or not the affected area should be sealed.' whether or not rescuemen should be withdrawn, and which fire fighting agent is most appropriate for the situation. The IF..... THEN rules written in the VP-EXPERT shell contains antecedents and conclusions based on environmental as well as other conditions prevailing in the mine. For example, the CO/Oz deficiency ratio indicates the progress of heating; explosibility trends are given by varying flammable gases C CH4,H2,CO) in relation to oxygen concentration, and barometric pressure falls may affect explosibility by increasing CH4 content in workings. The interaction of such numeric-based rules with others rules reflecting the experience and judgement of the experts assist the system to arrive at its conclusions and subsequent course of action.

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

It is a very great pleasure indeed to participate in this interesting and important seminar. My two visits to Australia in the past have been extremely pleasant and this one is equally so. My task is to tell you what has been happening in the United States, in these past few years especially, in regard to the management of our air resources and to present in some detail the difficulties we in the copper, lead and zinc smelting industries have been experiencing. The sudden upsurge in interest in air pollution in the United States is a strange phenomenon indeed - strange because we've had air pollution a long time, just as long as there have been large cities using fossil fuels for heating purposes. And the problem has been studied for quite a long time. As early as 1919 studies by the U. S. Bureau of Mines were done in Salt Lake City, where I .live. In the winter of that year extensive measurements were made of airborne particles - dust and smoke. The average concentration of particles found was 870 micrograms per cubic meter of air. A very large number compared to levels we find today. A microgram of course is a very small unit, one twenty-eight millionth of an ounce. A fine human hair two inches long weighs about 100 Micrograms.

This paper summarises research work carried out at the Western Australian School of Mines on mine backfill properties in the last few years. The fill properties presented relate to cemented aggregate fill and cemented tailings fill. Emphasis of these studies has been placed on the composition of backfill materials including aggregate particle size distribution, cement dosage and influence of cement admixtures. The unique features of the backfill research carried out at WASM during the last few years are the accomplishment of a study into the properties of large cemented rockfill samples by triaxial testing and the investigation of the properties of fill material made from highly saline ground water prevailing in the Goldfields region of Western Australia. Exploring different cost-effective binding agents for mine backfill was also carried out at WASM. Special effort has been put on the development of fill materials compatible with hydraulic and paste fills. During the process, specific methods and procedures for laboratory testing of backfill material have been formalised. The on-going backfill research on sample scaling is summarised and the future direction of WASMÆs backfill research focus is outlined.

This paper describes a steam outburst in a metal mine which occurred in December 1992 in Japan, resulting in two fatalities. The outburst occurred just after blasting in a heading face 600 m below surface (SL-50 m), 1664 m from a mouth of the mine. The scale of the outburst was large and the fragments of the outburst spread up to 34 m from the face, the total volume of the outburst was estimated to be 206 m3. The outburst materials were mostly clay originated from the typical surrounding rock of sulfide ore and basalt. The shape of the larger outburst fragments were slabs with a thickness of 10 to 20 cm. The victims were found in a main ventilation air shaft, 175 m and 380 m from the face, respectively. The mine mainly produces copper, lead and zinc. The face was ventilated by a 560 mm diameter duct with a fan and the strata temperature of the rock was estimated to be in the range of 120 to 140¦C. There is a famous hot spring near the mine. A thorough investigation into the unprecedented accident was made including an on-site inspection and investigation of rock characteristics in laboratories.

Production scheduling is an important element of the mine planning process. The production schedule specifies the quantities of mineral to extract, the source of this ore, the timing of extraction and, where necessary, the quantity and timing of backfill placement. These details are important in linking long-term strategic goals to short-term operational planning. Mine scheduling techniques form the basis for communicating information concerning the overall impact of design and planning changes to a wide range of people at many levels within an organisation. Consequently the techniques used for mine scheduling must support the decision-making process by consistently providing high quality schedules in response to revised and updated data. A new mixed integer programming (MIP) model has been developed to generate optimal production schedules for underground stoping operations. The model maximised the before-tax Net Present Value of the production schedule while satisfying constraints such as contained metal tonnage, hoisting capacity, stope geometry relationships and stope backfilling demands. Zero-one variables were used to represent the decision to extract or backfill each stope in a particular time period. Continuous variables, capable of having non-integer values, were used to denote the quantity of ore or backfill associated with a specific stope in a given time period. A case study is presented to demonstrate the significant improvement in before-tax NPV over a comparative manual production schedule in a large underground mine. The MIP model allows for further modification to reduce solution times and meet the needs of individual mines.
