Contracts are widely used in mining to provide self motivation in an environ-ment of isolated work places. Which incentives to use and how to implement them has long been the subject of numerous discussions. The mines operated by Australian Mining and Smelting at Broken Hill have evolved several guidelines to follow when developing contracts.Identify the main purpose of the work and use this as the basis of measurement for the contract. Therefore stoping achievement would be measured by tonnes extracted, development by metres driven. Paying for other work activities such as standing timber in timber stoping must detract from the percentage of the total contract paid per tonne produced. Concentrating on the main activity and applying the majority of contract pay to that task reinforces at is beneficial to both the miners and the whole operation.

On 23 May 1977 the Hon Mr George Gair announced an amalgamation of the present Ministry of Energy Resources, the New Zealand Electricity Department and the Mines Department. Hopefully it will prove to be the solution of many national problems in energy planning and policy making, in energy distribution and use, and energy discovery and production. The name of this new giant is the Ministry of Energy which gives a firm indication of its future direction. For those amongst us involved with mineral energy resources the establishment of this new department must be encouraging. For those amongst us who are involved in non-energy side of the mineral industry it is the very opposite. The loss of the Mines Department a year short of its centenary is a loss for the mineral industry without a doubt - but how much of a loss?

The floatability methodology developed by the AMIRA P9 project through research contributions by the Julius Kruttschnitt Minerals Research Centre (JKMRC, Brisbane, Australia), University of Cape Town (UCT, Cape Town, South Africa) and McGill University (Montreal, Canada) has been successfully commercialised through JKTech. The methodology involves detailed flotation plant campaigns which require large quantities of data to fit models that can be used in JKSimFloat (a steady state simulator for the flotation process). The methodology to date, although widely accepted as the best flotation optimisation technology available, is limited to existing circuit optimisation and requires full plant or pilot plant data to calibrate new models. The floatability of new ore types cannot be characterised using this method unless a pilot campaign is undertaken. After reviewing a large database of existing industrial floatability data, a new methodology is proposed that involves a laboratory based flotation test procedure and review of the floatability database to characterise the floatability of new ores. The full methodology is labelled the floatability index test procedure (JKFIT). This paper outlines the JKFIT procedure and the results of applying this methodology to pilot plant data from a copper ore. JKFIT was applied to two different feed sizes (namely a P80 of 180 microns and 212 microns) of this copper ore. The results of applying JKFIT to this case showed that the metallurgical response (in terms of grade and recovery) from the full pilot plant survey data could be predicted well. Further validation of this methodology was conducted on a separate copper ore. The results from this validation also showed that the JKFIT test was able to be used to predict the full plant performance. The JKFIT test has the potential to become the 'drop weight' test of flotation which will improve the confidence in plant design flow sheet layouts, allow full orebody characterisation and prediction of key grades and recoveries before the ore enters the plant, and will provide an improved methodology for chemistry impact analysis on different ores.

IncoÆs Clarabelle mill currently processes ores from eight mines in the Sudbury basin area in Ontario, Canada. The ore from the Garson mine contains a much higher concentration of arsenic than the other ores. Adding this ore into the feed to the mill has resulted in an increase in arsenic content of the Cu-Ni bulk concentrate to a level that significantly affects the smelter operation, and more importantly the efficiency of Cu-Ni separation in the Matte separation plant. The arsenic occurs mainly as gersdorffite (NiAsS), with a small amount being in the form of cobaltite (CoAsS). Extensive laboratory tests on depressing arsenic in Garson ore flotation have been conducted and two reagent suites have been identified as effective arsenic depressants. One is the so called MAA depressant which is a mixture of magnesium chloride, ammonium chloride, and ammonium hydroxide. This reagent combination was reported to depress other arsenide minerals such as arsenopyrite (FeAsS) and enargite (Cu3AsS4). However, in this study for the first time it has been shown to have a depressing effect on gersdorffite. The other reagent suite, a mixture of triethylenetetramine (TETA) and sodium sulfite, that has been reported as an effective pyrrhotite (Fe1-xS) depressant in pentlandite ((NiFe)9S8) flotation, has not been reported as gersdorffite depressant before. The effectiveness of both reagent suites is more pronounced when the arsenic minerals are oxidised through pulp aeration or the addition of hydrogen peroxide. With a flow sheet consisting of a magnetic separation, rougher- scavenger flotation, followed by regrinding and cleaning of combined magnetic and scavenger concentrate, the arsenic recovery to the final Cu-Ni bulk concentrate was reduced from 73 per cent in baseline test to less than 30 per cent with either reagent suite at no decrease in nickel recovery. The TETA/sulfite reagent combination has the advantage over the MAA suite in that pyrrhotite is also depressed, rather than being activated, and the copper and nickel concentrate grades are therefore increased.

The self-organising map (SOM) is an exploratory data mining technique that is both non-traditional and underutilised. Methodologies based on SOM tend to be data-driven and unsupervised, which makes them ideal to assist in the integrated analysis and interpretation of complex and disparate æmineral explorationÆ data sets. While traditional statistical multivariate approaches have difficulty with relationships that are non-linear and data distributions that are not normal, SOM-based data mining procedures are useful in these circumstances. In a SOM analysis each sample is treated as a vector in a data space defined by the variables; and measures of vector similarity, such as the dot-product or Euclidean distance, are used to order or segment a data set into naturally occurring populations. These groupings are positioned as nodes, or groups of nodes, on a 2D rectilinear representation of the multi-dimensional ædata spaceÆ, which is the æself organized mapÆ. While it is common not to include a sampleÆs locational information in the actual SOM analysis, such information can be used to display the spatial location of samples coded by their SOM node or cluster. If one finds there are coherent spatial patterns belonging to samples from particular nodes, or groups of nodes, then there is strong evidence that the technique is determining patterns and relationships within the data that have natural significance. Variations of the SOM technique may be used to perform broad categories of operations, including: 1. outlier identification û for samples belonging to various nodes or grouping of nodes; 2. function fitting, prediction, estimation or imputation û for calibrating relationships between variables and determining replacement values for missing, null or censored values; 3. clustering, pattern recognition or noise reduction û for determining the natural patterns within a data set; and 4. classification û for classifying samples into the clusters determined in three. The geologists at the Zinc Mine in Broken Hill have developed a method of logging core using portable MS-DOS computers and LOTUS 123. The computer based logging system has almost halved both the time and cost to produce a completed log. The system is fast, flexible, easy and pleasant to use.

It is with great pleasure that I accepted the invitation to make a closing address to this Congress particularly as it is here in Brisbane. The main duty of the International Mine Ventilation Congress Committee and in particular the chairman is to ensure that these conferences are held every four to five years in suitable locations. My main role over the last four years has been to promote holding this Congress in Australia and it was a great relief when the Queensland team and the Australasian Institute of Mining and Metallurgy accepted the challenge in November 1986.

The Century zinc deposit is located in Queensland approximately 250 kilometres north north-west of the provincial city of Mount Isa, on Lawn Hill Station and within 150 kilometres of the Gulf of Carpentaria.ThefirstMining Lease in this area was pegged in 1887. Operation of the tankhouse at the Electro lytic Refining and Smelting Company's works has been improved, but further automation is re- quired to cut the labour intensive nature of the routine tasks. Anode quality, both chemical and physical, plays an important role in efficient refinery practice, and impurities such as lead, antimony and nickel have required careful monitoring for smooth operation. The gradual replacement of copper blanks by titanium has markedly improved the quality of starting sheets, but problems have been ex- perienced with surface preconditioning of the titanium blanks. Polishing with emery paper proved to be a successful technique.

Until recently, the Australian mining industry received unquestioning encouragement from both State and Federal Governments. Now governments adopt a more questioning outlook about, for example, the proportion of local mine income accruing abroad, about the contrib- ution of the industry to public revenue, and about the industry's impact on the environment. This paper reports on attitudes at a recent industry-government-academic conference on planning and problems for the minerals sector in the next decade and beyond. It also examines a government policy review in Canada, which has undertaken some change in direction of mineral policies in the last few years.

Coupled with the disappearance of the "open cheque book approach", this has led to a revival of the lump sum or turn key project. The key features of this mode of development are compared with the "owner managed" and "reimbursable cost plus fee" alternatives - with respect to schedule, cost and quality control. Key facts for the successful implem- entation of this mode of development are identified. However, the approach is not advocated for all projects and the potential shortfalls are also identified.

The conversion relationship between the Bond Work Index W1, specific output of mill and the energy efficiency of grinding were developed using dimensional analysis. These relationships were validated and the value of the conversion coefficient ~ was also obtained using a new installed device for measuring grindability of ores. With the new simulating algorithm the mill specifications, output and size distribution of grinding products of industrial mills can be calculated based on laboratory measured results. The pressure oxidation of molybdenite concentrates in acidic and alkaline media has been studied. The conditions of the selective oxidation of copper and iron sulphide minerals with a quantitative copper leaching by ferrous-ferric-sulphate solution have been found and explained from the point of view of electrochemical kinetics. The partly oxidised residue consisting of molybdenite and (hydro-) oxide of iron (III) was then decomposed by oxygen in alkaline media. Effects of the main parameters, such us oxygen pressure, leaching temperature, solid-liquid phase ratio, autoclave stirring speed as well as lixiviants nature on the molybdenite oxidation rate have been established.

Large parts of the arid northern Cape Province South Africa are blanketed by Quaternary cal- crete under which potential base-metal ore- deposits may occur. In an attempt to examine the nature of the distribution of such ore-re- lated elements in a calcrete environment, calcrete and soil samples from the copper-nic- kel prospect at Jacomynspan and the copper- zinc deposit at Copperton were examined. Both deposits form part of the Namaqua mobile belt. CALCRETE GENESIS In Southern Africa calcrete is restricted mainly to the western two-thirds of the sub-continent, south of the latitude 17¦ S. Various models have been put forward to explain calcrete genesis and Goudie (1973) and Netterberg (1969a) give detailed discussions on this topic. The most popular model for calcrete genesis is one of pedogenic origin. McPherson (1979), Watts (1980), Wright (1982), Arakel (1982), Netterberg (1969a), Goudie (1973) and Multer and Hoffmeister (1968), amongst others, support the hypothesis of calcrete formation by carbonate precipitation from downward percolating calcium carbonate rich soil waters. Calcium carbonate is usually initially precipitated as nodules or grains which can develop to form more compact layers.

The Utah International group of companies has a wide geographic spread of operations, including a significant interest inAustralia's largest coking coal operation in Queensland, steaming and coking coal mines in USA, a copper mine in Canada, a half interest in an iron ore operation in Brazil, a number of smaller operations, and a significant portfolio of undeveloped properties in South America, South Africa and South East Asia.The opportunity to acquire this group of companies presented an immediate problem to BHP in that it was regarded as too large for BHP to absorb by itself. In addition, there was a concern that such an acquisition would increase BHP's coking coal exposures to unacceptable levels. Despite these dilemmas, BHP was keen to acquire Utah.A plan was therefore developed and agreed to by General Electric (GE) (the then owner of Utah) which would give BHP nine months in which to put together a consortium to share in the ownership of the Queensland coal assets (plus coal assets owned by BHP), and to arrange a project financing for use by BHP and the consortium. BHP would own 100% of the rest of the assets.

A fundamental model, which considers the subprocesses of particle collection by bubbles in flotation, is applied to two comprehensive flotation surveys in the rougher stages of C3 concentrator, PT Freeport Indonesia. The flotation surveys focused on the collection of: cell-by-cell and size-by-size metallurgical, cell hydrodynamic, and pulp and surface chemistry information.The two surveys were conducted at significantly different feed tonnages, giving rise to significantly different feed particle size distributions, pulp densities and mean pulp residence times. A series of model simulations are performed with the aim of quantifying changes in copper recovery, on both a size-by-size and unsized basis, with changes in values of the hydrodynamic parameters and hydrophobicity of the copper sulfide mineral. This was carried out in an effort to identify the most promising route to increase overall copper recovery in roughing. It was found that by increasing the hydrophobicity of the copper sulfide mineral surfaces it became possible to optimise cell hydrodynamics, which targeted increased fine (-12 ¦m) copper sulfide mineral recovery but without adversely affecting coarse (+150 ¦m) copper sulfide mineral recovery.

The search for economic mineral deposits is becoming more difficult as exploration goes deeper in the established mining camps and spread out to the surrounding covered areas, which may have an `overburden' some hundreds of metres thick. Geophysics is finding an ever increasing role in such exploration. When the target is zinc, the task often becomes even more difficult since sphalerite, the most commonly mined mineral, is non-magnetic, resistive, and relatively light compared to other sulphides. Fortunately, sphalerite commonly occurs in association with other sulphides, which are magnetic and/or conductive and/or heavy, thus most zinc-rich orebodies have at least one contrasting physical property to aid exploration. This paper presents the physical properties of sphalerite and other potentially important zinc minerals. Results of petrophysical measurements of samples from various zinc-rich ores are presented together with examples of geophysical surveys over a number of zinc deposits. The results show that the physical properties are not merely dependent upon the properties of the orebodies' constituent minerals. For example, the small (0.4 Mt) and low-grade (five per cent Zn + three per cent Pb + two per cent other sulphides) Flying Doctor deposit at Broken Hill, New South Wales (NSW) is much more conductive than the large (3+ Mt) and high grade (14 per cent Zn + five per cent Pb) Cadjebut deposit in Western Australia (WA).
