The mining industry has expanded significantly in the Pacific Region over the past two decades through a mix of new developments and brownfields expansions of existing operations. Despite this overall success there are also a number of well publicised examples of less than successful minerals ventures. These problem developments highlight the fact that success cannot be taken for granted and that rigorous planning and attention to detail is essential. The dominant growth has come through expansion of existing businesses, notably alumina, iron ore and coal, achieved through both efficiency gains on existing plant and step change capacity additions such as new mines and/or expanded processing plant. This expansion has largely been linked to increased market opportunities. The major issues are the quality and extent of the host resource, achieving the market targets, and the efficiency of the expansion effort. There can be also a range of site specific issues which need to be addressed. The development of new greenfields operations is often more complex as it can bring a wide range of new issues. Depending on the nature of the development, and the companies involved, these can extend from initial financing through to obtaining a market position. Incorporating major new technology and/or establishing infrastructure and attracting staff to remote locations can also add significant challenges. This paper outlines many of the critical factors which need to be considered prior to proceeding with major expansions or greenfields developments. These will be linked to a number of developments in the region over the past decade.

Following extensive trials on a 100 000 tpa Research and Development facility at Kwinana, Western Australia, Hismelt Corporation (wholly owned by Rio Tinto) are confident of the future commercial success of this technology. The Hlsmelt process uses iron ore fines and non-coking coals to produce molten pig iron suitable for feeding to BOF and EAF steelmaking vessels. The unique process configuration combines direct injection of raw materials into the molten iron bath, high rates of metal and slag mixing, and effective post-combustion of the bath gases to achieve efficient coal utilisation. This is the key to the strong economic performance of the process.

Semi-autogenous grinding (SAG) mill control is complex and depends on many dynamic process variables. Good control strategies ensure that a mill is operating as close to optimal as possible, resulting in significant economic benefits to an operation. Pueblo Viejo, a gold mine in the Dominican Republic, has been actively improving their control strategies since start-up in 2012, and one of these initiatives was to install an acoustic monitoring system on the SAG mill. The data from the system is used to optimise the mill’s performance by limiting the time the mill is either running too quiet or too loud. The lower limit is an indication that the charge in the mill is too high for efficient breakage or that the mill speed is too low and grinding media are not striking the toe of the charge. Conversely, when the acoustic emissions from the mill are too high, this can indicate that the balls are striking above the toe of the charge, resulting in inefficient grinding and excessive liner and lifter wear. Adjusting mill operating conditions to keep acoustic emissions in the ‘sweet spot’ between these limits results in more efficient grinding.Pueblo Viejo installed a Metso SmartEar™ to monitor the acoustic emissions of their SAG mill in January 2013. This system has been installed on many mills around the world and is specifically designed for optimising SAG mill control. One system output is the impact counter which measures steel-on-steel impacts on the mill shell. The impact counter uses both frequency and time domain analysis to approximate the number of ball impacts per minute. This method of analysis excludes parts of the sound signal not associated with steel-on-steel impacts and gives an accurate measure of this critical control parameter. After the acoustic system was installed, Pueblo Viejo collected data to determine the upper and lower limits for the impact count variable. The live data is available to the mill operators and it is used as one of the key operating variables to control the mill.Through continuous improvement and the use of advanced technologies like SmartEar™, Pueblo Viejo are improving the control and operation of their SAG mill, resulting in reduced liner wear, more efficient mill performance and optimised energy consumption. The involvement of concerned parties in all aspects of the Lihir Project from an early stage has promoted good relations between all groups. Activities involving landowners, the Lihir community, the New Ireland Provincial Government (NIPG) and the prospective developer include the Lihir Liaison Committee, Lihir Working Group, Environmental Planning Committee, Provincial Mining Task Force and the Lihir Mining Area Landowners Association (LMALA). With modifications, the Lihir Liaison model may be of use in promoting good relationships among parties in other mineral developments.

As has been the case since the early Phoenician traders, the minerals used by modern man come from deposits scattered around the globe. The price received is more and more being set by worldwide supply and demand. Thus the price component in the profit equation:Profits = Material sold (units)x(Price/unit û Cost/unit) is largely determined by others. The recent price history for two of the major metals, copper and iron, are given in Figures 1 and 2, respectively. As can be seen there has been a steady decline in the prices (when expressed in constant dollars) over the 20 years which have lapsed since the first of the International Conferences on Mass Mining, æDesign and Operation of Caving and Sublevel Stoping MinesÆ was held. If one would look back over the entire 20th century this would also be the trend. Cost containment/reduction through efficient, safe and environmentally responsive mining practices is serious business today and will be even more important in the future with increasing mining depths and more stringent regulations. A failure to keep up is expressed very simply as: Profit This, needless to say, is unfavourable for all concerned (the employees, the company, and the country or nation). The mining companies have had to look at ways of reducing the expense part of the profit equation while maintaining safe, environmentally conscious operations. Table 1 summarises the rules for working in todayÆs economy.

The brown coal deposits of the Latrobe Valley are ideal for open cut mining and this method has been used since the start of coal winning in 1894. Operations at the main Yall9urn open cut commenced in 1922, but after a few years the main excavators were replaced by German continuous excavators and subsequent developments of Yallourn and the newer Morwell open cut have been based on this type of plant. The reasons for preferring continuous to intermittent excavators in the Latrobe Valley are indicated in this paper.Under the pressure of post-war conditions, and from their long experience and ability, German engineers have recently made substantial improvements in their continuous excavators and these developments have been enhanced by some American innovations. These changes have extended the economic limits of open cut mining and also serve to emphasize the close inter-relation between the nature of coal and overburden deposits, excavator design and methods of operation.As an aid to descriRing recent excavator developments, this interdependence is demonstrated by means of diagrams which show typical methods of operations, together with examples of actual machines using these methods. The types of excavator dealt with are mainly those in use at, or destined for Yallourn or Morwell open cuts, together with additional types used in U.S.A. and Western Europe. For completeness, and also because they will continue in service at Yallourn and Morwell for some years, rail-mounted dredgers have been included in this paper even though in Europe they are now regarded as obsolescent.Explanations are given of how the intrinsic qualities of Latrobe Valley brown coal and overburden have sometimes prevented overseas plants from operating with the full efficiencies and/or in the methods visualized by the manufacturer, and references are made to the modifications and investigations being undertaken to overcome these problems.A compresensive bibliography is given. Dates shown on illustrations are not commissioning dates of the plant concerned, but the year when photographed.

Ridgeway Deeps is a block cave (BC) located down dip of the operating Ridgeway sublevel cave (SLC) mine. The BC is located approximately 210 m vertically below the lowest SLC level and approximately 1100 m below surface. Due to the mine layout containing a number of common pieces of key infrastructure the activities of both were interlinked.When investigating project construction options for the BC, a number of potential risks were identified including a conflict of priorities between operational and project deliverables and the varying safety and work methods between an owner mining approach in the SLC and a potential contractor workforce in the BC. This led to a review of the construction philosophy and the opportunity to utilise the existing SLC workforce as the basis of all activities in the mine. It was identified that a number of synergies existed with the current SLC operators and mine supervision including common work practices and the opportunity to build on the unique SLC skills of the operators and supervisors which could then be used at other Newcrest caving mines.With the commitment to this philosophy of building on the existing SLC crews and supervision the number of employees reporting through the superintendent underground operations grew from 95 to 245. This increase led to a restructuring of the reporting and work requirements of the superintendent, foremen and shift bosses. In order for the foreman and shift bosses to focus on running the larger crew numbers for the full 12 hour shift the mine superintendent became a pseudo human resources manager taking over all non-mine focused activities including overtime allocation and work and behavioural performance management. In simple terms, ensuring there were competent bums on seats when and where required. As the additional workers were recruited to top up the existing employee numbers, their employment history was used to place them in the most suitable roles. For example, those with building industry experience were placed on the civil construction crews and those with a farming background were used as truck drivers, nippers or on the service crews. To cope with the increased number of new starters a number of key personnel were seconded from the crews into the training group to act as on shift trainers. This initially caused a reduction in mine performance as the main operators were reassigned but it proved a valid move as the time for new operators to reach acceptable levels was significantly reduced with safe operating standards being maintained. This paper discusses how the Ridgeway Deeps Project was delivered on time and under budget whilst at the same time retaining its position globally as an operation to be benchmarked against.

The state-of-the-art in cave seismic monitoring is reviewed, with the latest developments in active seismic monitoring included. Seismic monitoring systems are routinely used by most of the world’s block and panel caving mines to track the cave initiation and progression. The current best practice is to use the cloud of seismic event locations as a proxy for cave growth somewhere below. Problems with event location reliability due to seismic ray bending around the (unknown) cave are side-stepped by using sensors installed above the cave. However, the aseismic gap – the (unknown) distance between actual cave back and seismic event cloud – currently hinders reliable estimation of cave geometry.Velocity inversions using the passive seismic data are inexpensive and should be undertaken more routinely. The straight-ray methods should be used with caution, as the underlying assumptions are invalid in caving environments. The double-difference method is more correct for the caving situation, and there have been some promising results published. Constrained geometric inversions make a lot of sense, but have yet to be demonstrated successfully.Two active seismic source have recently been developed for use in the caving environment: a piezoelectric source for ranges up to a few hundred metres and a pneumatically-powered source for ranges up to a kilometre. These sources produce signals on standard mine seismic sensors that can be used to measure seismic velocity variations down to 0.01 per cent resolution. This allows the cave progression to be monitored by measuring tiny changes to seismic velocities as the rock above the cave is fractured and destressed.CITATION:Lynch, R A, 2016. Paste fill has been used successfully at Henty Gold Mine for the past five years. It has allowed 100 per cent extraction of the orebody, stabilised poor ground and enabled wide sections and offsets to be mined safely. However, there are a number of inefficiencies in the current paste fill system. These include the low output from the drum filter, the addition of aggregate to the paste to compensate and the trucking of paste from the plant to the portal. These inefficiencies have increased the operating cost of the paste fill system and caused a number of operational challenges such as blockages and increased pipe wear. These challenges have been partly overcome by taking ownership of the paste fill process, improved quality control and better communication. Henty is currently developing two new orebodies, the Mt Julia and the Darwin and has an opportunity to build an efficient paste fill operation. This is likely to be a high density paste system without aggregate, either located above the new orebodies or located at the plant and pumped to the new site.

The installation of the George Fisher flowsheet in the lead/zinc concentrator at Mount Isa Mines Limited has recently been completed. The George Fisher flowsheet involved moving flotation capacity from the lead circuit to the zinc circuit and changes in zinc circuitry, changes in the reagent regime and increased regrinding capacity, using IsaMills, to regrind some streams to 80 per cent passing seven microns. The project was highly successful, delivering a five per cent increase in zinc recovery within a fortnight of commissioning. The George Fisher flowsheet was developed over six years. Laboratory work built upon the knowledge gained from investigating and processing the Mount Isa and Hilton orebodies. The engineering design and construction for the brownfield expansion of the existing lead/zinc concentrator had significant involvement from the operational, maintenance and technical personnel. Experienced personnel were seconded from the concentrator to the design and construction groups to ensure smooth integration of the new flowsheet into the existing concentrator with minimum downtime, and maximising the reuse of existing equipment. The combination of thorough design, good project integration with operations, and a good commissioning plan allowed almost immediate delivery of project gains. The project was highly successful, the full design improvements were achieved within two weeks, allowing the focus to move to developing future improvements.

"The primary objective of this paper is to demonstrate a different approach to predicting and verifying mechanical sampling system precision. Early in the year 2011 an experiment was conducted to evaluate the sampling precision being obtained by a three-stage falling-stream mechanical sampling system for coal owned and operated by Peabody Energy. This system collects samples from lots averaging approximately 14000 t being loaded onto rail cars at a flow rate averaging about 9000 t/h. In phase 1 of the experiment, a total of 60 increments were collected in a two day period at preassigned intervals using a cross-belt sampler located on a conveyor belt feeding a silo upstream of the sampling system under evaluation. Coal variability parameters were calculated from the resulting laboratory analysis data using the gauge-invariant fractal model developed by the author.Estimates of precision of the three-stage system as a function of the number of increments were calculated using the variability parameters determined in phase 1. In phase 2 of the experiment, duplicate samples of 30 lots of coal were taken by the three-stage sampling system, enabling calculations of the precision being achieved by the system. Phase 2 precision estimates are in reasonable agreement with those of phase 1. Conclusions drawn from the experiment include the following: Experimental variograms or the equivalent correlograms are essential in understanding sampling issues and for designing a sampling system to meet specific precision requirements. Consensus coal sampling standards provided by ISO and ASTM may be improved by treating all stages of a mechanical sampling system as æsamplingÆ rather than considering downstream sampling stages as æsample preparationÆ, to be treated in a separate part of the document. The coal industry would profit from use of methodology for routinely monitoring the overall measurement precision and the precision of the individual components of measurement: sampling, sample preparation and laboratory testing. This would not only give necessary credence to the measurement results but would also no doubt, lead to more efficient sampling system designs.CITATION:Rose, C D, 2012. Conventional techniques for resource estimation generally involve the laborious analysis of variograms and the specification of parameters for covariance functions. In large deposits, construction of resource models and their update require significant amount of manual work, expert knowledge and time. In this paper we take a machine learning view to the problem of resource estimation. This is a non-parametric Bayesian method, leading to automatic parameter estimation (learning). Through Bayesian learning, the parameters of the model can be obtained by optimising a quantity known as the marginal likelihood. The main advantage of this approach over conventional maximum likelihood estimators is that the objective function incorporates the OccamÆs razor principle. This allows the comparison of different statistical models û for example, models designed with different covariance functions û and naturally penalises complexity, thus avoiding overfitting. Our technique presents significant flexibility for the definition of mean and covariance functions and permits the usage of more sophisticated models.The second contribution of this work is the formulation of a data fusion mechanism that continuously updates the resource model. As mining progresses, more information becomes available. For example, the hardness of the rocks can be measured while drilling blast holes, grades of ore and contaminants are obtained from cone logging. This information is in general available at a finer spatial resolution but can be more uncertain. The data fusion mechanism can seamlessly estimate the uncertainties of the different types of information and fuse them as new measurements are acquired. This procedure can significantly improve the quality of the resource model, defining new grounds for stochastic mine planning. We demonstrate the effectiveness of our approach in estimating iron ore deposits by integrating information about different grades.

EnergyAustralia’s Sydney Central Business District (CBD) cable tunnel network will form a loop 6.2 km in length. The 3.2 km long, 3.5 m, diameter city east cable tunnel (CECT) currently in design, will complete the loop in 2014. This paper discusses the ventilation design of the CECT, considering operation for four functions:1. normal (unmanned),2. access (manned),3. purge, and4. emergency fire modes.The dominant design criterion which determines the required ventilation capacity for CECT is the specification of an upper air temperature limits of 35°C (dry bulb) and 24°C (wet bulb) for manned access, during all ambient weather conditions and cable heating loads. Simplistic static heat transfer analyses do not yield a sufficiently accurate calculation of tunnel air temperature and humidity to provide a safe and yet economical design. The primary refinement in the analysis discussed in this paper is associated with modelling of the system’s dynamic behaviour.Our means of analysis is through a thermo-fluid-dynamic simulation of the interactions between the diurnally and seasonally varying loads (cable heat generation, ambient air conditions and groundwater inflow), tunnel airflow and the resulting tunnel air temperature and humidity. These simulations are validated using experimental data from the existing city south and city west cable tunnels.Fire life safety scenarios are also analysed and discussed in association with the ventilation design. Ventilation strategies are developed for dealing with such emergency fire situations.The understanding and insight provided by the work offers the ability to optimise ventilation plant provisions in future cable tunnels, particularly long and high energy density tunnels.

The mining industry is the largest source of foreign income for South Africa. It is also the main source of employment in the country and, as an industry; it is also one of the largest. Due to the labour-intensive nature of the industry, labour costs in South African mines make up nearly 50 per cent of the total mine cost. It is thus imperative to have optimum labour planning and labour management systems in place.The focus of this study was to investigate current underground labour-planning models. It is shown that there are serious limitations. The range between an oversupply and undersupply of labour can be as high as ten per cent. A new system was therefore developed to ensure a constant labour demand and supply on a daily basis. One of the main objectives was to determine the existing labour supply range and thus the requirements to fill the undersupply. For this purpose, a specific methodology was designed to capture and process all the relevant information. Mine personnel was involved throughout the entire process to ensure ownership of the new model. This buy-in was achieved through planning workshops, interactive presentations and discussions. The improved frequency of daily blasts validated the new system by providing the correct amount and mix of the labour force. The new labour-planning model was then extended to optimise revenue. Implementation on a mine resulted in increased income of R95 million.

This paper presents the results of a field study designed to assess the impact of vane rotation speed on the estimated undrained strength for two Australian bauxite tailings storage facilities. The vane test results are assessed against cone penetration and dissipation tests results to identify if partial drainage may be an issue. An innovative tool capable of measuring pore pressures during vane shear testing, the Piezovane™, is introduced as an improvement over the standard field vane to assess drainage conditions in real-time.

In January 1994, Macraes Mining Company started a new phase of exploration to find additional resources along strike and down dip of identified resources for a mill that was being expanded from 2.1 Mtpa to 3.2 Mtpa. At 30th June 1997 a total of 456,784 m in 3,627 holes had been drilled at the Macraes Gold Project with approximately 325,000 m in 2,100 holes drilled in the latest phase of exploration. This necessitated the construction of resource estimates on a more frequent basis and resulted in the formation of a resource modelling team, assisted by Snowden of Perth. Since April 1995, 14 separate resource estimates have been completed. At Macraes, resource estimates are built using Medsystem/Minesight software. The geological interpretation is converted into a set of three dimensional wireframed solid models which are used to code drillhole composites and blocks in a block model. The interpolation method of indicator kriging is used to interpolate grade into the blocks. Classification into measured, indicated and inferred categories is on the basis of geological confidence and drill spacing. The resource estimate is reconciled against grade control polygonal estimates on a bench by bench basis and on a monthly basis. Grade control estimates are reconciled monthly to mill production. For the period 30 June 1995 to 30 June 1997, the resource estimates have under predicted tonnes by 4% and grade by 1% to under predict ounces by 5% at a 0.5g/t cut off. At ROM sulphide cutoff grade, the models have over predicted tonnes by 5%, under predicted grade by 5% to over predict ounces by 1%.

On-stream determination of xanthate concentrations can be made by photometric measurements at 313 nm.A simple double-beam instrument was developed for this purpose. A mercury lamp is used as the light source and a composite filter of UGll glass and chromate solution is used to isolate the required spectral region. The light beam is split into two components of approximately equal intensity. One component is passed through a reference cell containing water to a photo detector; the other component is passed through the xanthate solution to a second photo detector. The reference signal controls amplifier gain to eliminate effects of lamp intensity changes and the amplified sample signal can then be used to measure xanthate concentration.Plant trials showed that provided a clear solution free of air bubbles was obtained from an on-stream filter, the instrument indicated the xanthate concentration and operated satisfactorily for long periods.

Coal augering is an ideal method for recovering coal from the highwalls of open cut coalmines. Coal augering is a simple process whereby additional flights are added to the auger cutting head and auger holes are drilled at 1.9 m diameter up to 200 metres deep. Traditional monitoring was located at the mouth of the hole and if methane was encountered above two per cent, inert gas was delivered into the mouth of the hole to deplete the oxygen content at the auger cutting head below 12 per cent. The auger operator was asked the question ‘how do you know that this is the case?’ Trials were undertaken to prove that the oxygen content at the cutting head did drop below 12 per cent (the lowest limit for methane to ignite, also known as the oxygen nose point). Initial trials showed that the oxygen content in the mouth of the hole did not drop below 12 per cent and modifications were made to hold the inert gases in the mouth of the hole so that the auger flights could take this inert gas into the hole. In-hole monitoring, after completion of mining and after extracting the auger flights, showed that the atmosphere quickly returned to fresh air. In-hole monitoring was also tried during the augering process and yielded valuable results. This paper will discuss the results of the monitoring, information on the gas results obtained and the methodologies used to optimise the oxygen content at the auger face.CITATION:Watkinson, M and Leisemann, B, 2017.
