The following paper deals with some of the aspects of the law as it relates to the oil and gas industry in the Province of Alberta, but it should be stated here that consideration of this large subject will be confined to discussion of only those laws, rules, and regulations which affect actual exploratory operations. The paper will not touch on those branches of the law which deal with such matters as income tax, customs, and other kind red subjects which are of a highly technical nature and which are more properly the field of the specialist. Generally speaking, any system of law consists of certain major components. There must be, firstly, a national authority capable of ensuring the existence of the state itself and of maintaining the stability and continuity of its institutions; secondly, a philosophy of government covering the relationship of the state to the individual and of the individuals to one another; thirdly, a body of law to effect the purposes of the philosophical principles; and, fourthly, a judiciary to arbitrate any disputes that may arise from such relationships. All of these components and the system itself are, of course, subject to a varying degree of modification with the changing times and with the influence upon them of other systems of law. Now. while it is true to say that all systems of law comprise these similar basic features, it is apparent that the end result of any two systems of law in their impact upon the individual may be quite different.

Denison Mines Corp. (“Denison”) has a 90% interest in the Wheeler River Uranium Project (“Wheeler River”) located along the eastern edge of the Athabasca Basin in northern Saskatchewan between the Key Lake mill and the McArthur River uranium mine. The project is host to the high-grade Phoenix and Gryphon uranium deposits, discovered by Denison in 2008 and 2014 respectively, which include combined Indicated Mineral Resources of 132.1 million pounds U3O8 (1,809,000 tonnes at an average grade of 3.3% U3O8). The Pre-Feasibility Study (“PFS”), completed in accordance with NI 43-101 in September 2018, is highlighted by the selection of the In-Situ Recovery (“ISR”) mining method for the development of the Phoenix deposit, with an estimated average operating cost of $4.33 (US$3.33) per pound U3O8. Phoenix is the highest-grade undeveloped uranium deposit known globally, including Indicated Mineral Resources of 166,000 tonnes at 19.1% U3O8 for 70.2 million pounds U3O8. The paper aims to provide a summary of Wheeler River and an overview of the proposed development of the Phoenix and Gryphon deposits according to the PFS completed for the Project. Further details regarding the PFS, including additional scientific and technical information are described in greater detail in the NI 43-101 Technical Report titled "Pre-Feasibility Study for the Wheeler River Uranium Project, Saskatchewan, Canada" dated October 30, 2018 with an effective date of September 24, 2018. "Sandfire’s DeGrussa Copper-Gold operation in West Australia is a new high grade copper sulfide mine, which includes a 1.5 Mtpa concentrator which was completed in 2013.Early after commissioning, it was identified that the flotation capacity in the all-mechanical cleaner circuit was not sufficient. In order to improve recovery, the tail from the cleaner scavenger was sent back to feed the rougher scavengers. Test-work was done on-site to evaluate the possibility of using a flotation column as a pre-cleaner. A CavTube™ sparging system was selected, which is especially effective for fine ore particle flotation. Test-work was conducted at site using a 150 mm diameter unit, and then confirmed on a 500 mm diameter unit. A 4250 mm diameter full scale unit was installed in Q4 2014 and commissioned in Q1 2015. This unit gave some significant advantages including a reduction in re-grinding requirements, elimination of a circulating load and increase in the recovery of copper in the cleaner circuit and overall circuit.In this presentation, the benefits of columns and cavitation sparging for floating fine particles and rejecting fine entrained gangue will be explained. Also, the results from a lab unit and a pilot unit will be compared against the results of the full-scale unit. The paper will demonstrate the scalability of flotation columns, and which phenomena and scale-up criteria must be considered to be successful. Finally, some general observations will be made about the importance of columns in copper cleaning circuits.IntroductionSandfire Resources’ DeGrussa copper-gold concentrator is located approximately 900 km north-north-east of Perth in Western Australia. This article reports on the current state of an ongoing research project which is aimed at implementing intelligent models for hardly predictable hazard scenarios identification in construction sites. As past evidences showed that no programmatic action can deal with the unpredictable nature of many risk dynamics, we tried to survey on how the current approach for safety management in the construction industry could be improved. In our previous research the use of Bayesian networks elicited from subjective knowledge were preliminarily tested. Those networks might be meant as a reliable knowledge map about accident dynamics and they showed that a relevant ratio of occurrences fall in ?hardly predictable hazards? class, which cannot be warded off by programmatic safety measures. This paper reports the second outcome of our research project, which focused on the development of first elementary fragments, regarding the occurrence of a possible ?hardly predictable scenario?. Instead of experts? contributions (who, over their carrier, seldom incurred in accidents), we used ?legal cases? as an accurate source of information. They suggested which categories of ?hidden hazard scenarios? are more likely to happen. We found that the most frequent hidden hazard scenarios are linked to operator?s negligence and abnormal behavior, e.g. irregular removal of scaffolding?s components, unprotected openings, improper use of PPE, etc. Every pattern determined by legal cases has been formalized by a fragment (i.e. elementary network) of the overall Bayesian network. Finally, all the elementary networks were integrated into a comprehensive intelligent tool for realtime hardly predictable hazards prevention. The final setup, asked for interfacing these intelligent models to a low-level sensor network and used to feed them with inputs about the current state of the context, is discussed too.

Cathode stripping machine technology has been developed significantly both in electrorefining (ER) and electrowinning (EW) applications in the last ten years. The main driver has been robotic cathode handling, which has enabled increased flexibility to meet different layout and material handling requirements for both ER and EW processes. Additionally, cathode stripping stations have been continuously developed to optimize speed and to reduce mechanical stress of permanent cathodes. 'taco' type cathodes have been proven as beneficial approach for high capacity operations (particularly in Cu ER), where over 600 cathodes per hour continuous throughput has been achieved. However, the latest developments also apply to split type cathode stripping. Besides material handling, the modern cathode stripping machine has also an important role to provide information for production and quality monitoring. This paper describes the latest developments from the field of copper cathode stripping based on several different projects implemented in the recent years. INTRODUCTION After introduction of the permanent cathode technology in the late 1970s, it became the prevailing technology in copper refineries over the traditional starting sheet process by the end of 1980s. The main driver was less labour-intensive production due to fewer processing steps required along with more automated electrode handling equipment (cathode stripping machine, anode preparation machine, anode scrap washing machine and tankhouse cranes). Since then the design of the cathode stripping machine has followed the development of permanent cathode technology. The main development steps so far can be summarized as follows: Full Deposit Stripping Machine (FDSM) based on waxed permanent cathodes or cathodes with bottom edge strips resulting in split cathodes (copper sheets separated, see Figure 1) Wax less cathode stripping based on V-groove on bottom of the edge strip resulting in either ‘taco’ cathodes (enveloped copper sheets, see Figure 1) or split cathodes Full Deposit Robotic Stripping Machines (FDRSM) using 1–5 robots for permanent cathode handling and cathode stacking.

The Cullaton Lake B-Zone gold mine was the first gold producer in the Kaminak Subprovince of the Canadian Shield . Located approximately 650 km north of Thompson. Manitoba, the mine produced 77,783 ounces of gold and 5,564 ounces of sil ver from 251 ,236 tons of ore during 1981-84 period. The depos it is a small , structurally controlled , stratabound orebody in an Archean iron formation. Most gold occurs in sulphide and silicate fac ies. Based on new ev idence, the depos it is interpreted to have fo rmed by remobilization of syngenetic low-grade gold mineralization in the iron fo rmation in a favoura ble fold structure. The concept and methods developed at the mine have been successfull y applied in the discovery of new deposits in the area. One of the concepts. which link Archean and Proterozoic mineralization. may have wider applications in the search fo r gold deposi ts elsewhere in Canada .

This paper reports on research examining disclosures from mining companies regarding their water usage in the Macquarie and Lachlan catchment areas, both parts of the Murray-Darling Basin in New South Wales, Australia. The objective of the research was to assess whether this disclosure is sufficient to allow communities to determine whether mining companies are complying with mining conditions of consent and abiding by the requirements of their water licencing agreements. These requirements are then compared to the water reporting requirements of the Global Reporting Initiative (GRI) and the Water Accounting Framework for the Minerals Industry (WAFMI). Communities are concerned about whether the mining industry?s use of water will have impacts on their livelihoods and lifestyle and thus require information concerning the quantity of water that will be extracted, how much water will be left for other stakeholders and whether the mining will affect water quality. This is an archival study. It has involved examining relevant publically available information released by mining companies and government regulators and determining if this is sufficient to meet the needs of the local communities. Additionally, it has involved looking at information indirectly provided by mining companies, via the use of intermediaries. Further, information availability concerning basic water accounting and regulatory breeches and whether such information is available at the mine site level has been considered. It is found that while NSW legislation places very little reporting requirements on mining companies, the development consent conditions for new projects and extensions to existing projects are quite significant and should be sufficient to meet the needs of local catchment residents though such information is not always easily accessible for the layperson.

Requirements to produce a higher bulk concentrate grade have necessitated extensive use of on-stream analyser data and computer programming to obtain the targets set for Frood Stobie Mill as required by overall milling considerations.A brief history of milling process changes associated with the changes from a low grade (3% Ni) bulk concentrate in the sixties to a high (6 to 8.5%). Nil bulk concentrate currently will be presented.The heart of the presentation will be the computer control schemes for ""self optimisation"" of the distinct flotation sections in the plant within certain restraints to achieve targets set by the mill metallurgist.

Relative to slender pillars, larger size pillars exhibit improved strata control. Fly ash, though traditionally treated as a waste product, is emerging as an alternate engineering material. This paper deals with the development of a strong fly ash composite material with additives. The geotechnical properties of this fly ash composite were determined and used to trap model core pillars, which resemble squat pillars. The trapped samples were tested under uni-axial loading in the laboratory and the results showed higher load-bearing capacity of the model core pillars. The reinforced fly ash composites provide lateral confinement and exhibit improved post- failure behaviour of the model cores.

"Modern crushers offer double the capacity and performance of classic models. In some cases crushers are replacing SAG circuits, the advantages being smaller investment and lower operating costs. Is Tertiary crushing replacing SAG milling as the most optimal grinding method? Does tertiary crushing achieve the same outcomes as SAG milling? This paper considers these questions and provides an assessment of the strengths of tertiary crushing in comparison to other methods. Two case studies: a Scandinavian Platinum Project, and CODELCO, are also presented.INTRODUCTIONResearch on basic parameters in crushing started at Chalmers University in 1993. The initial project has developed and now involves several related areas. Modelling in accordance with new theories has resulted in modified designs which have been implemented and shown improved performance at operating mines in Chile. Sandvik Rock Processing is a partner and a major supporter of this program. This paper will cover some of the achievements and give references to the research reports.The mining industry has for many years mainly used crushers of the traditional 7’crusher concept, with thread adjustment of the setting and with a spring or hydraulic overload system. This machine type has been the workhorse for crushing throughout the world. The explanation for the dominance of this machine is that it has a reliable mechanical design. It can be estimated that about 2000 crushers of this design are still at work.Technical development in all fields utilizes new technologies like high-strength materials, advanced control systems and more extensive use of hydraulics. This is the reason why today’s motorcars, for example, are more efficient, more reliable and more environmentally friendly than their predecessors in the 1950s. Crushers are no exception. This paper will cover experience from the latest-generation cone crushers developed by Sandvik Rock Processing.The parts in this paper related to the CODELCO ElTeniente copper mine in Chile are coauthored with responsible personnel from the operation at the mine."

In SAG mills fed with a variety of ore types, hard packing between the shell lifters can come and go depending on rock type and rock size distribution and the presence of a binder. Packing can appear in all sizes of SAG mills, and can be tenacious. High ball impact forces (depending on ball size) in larger mills may compact and encourage packing. Packing can have a negative impact on milling performance and a change in shell liner design may be required to remove it. However shell liner design changes need to be managed with care to ensure liner reliability. In smaller mills control of packing can extend shell plate wear-life and may help to maintain milling performance in fixed-speed mills through the liner wear-cycle.

The main objective of this work was to investigate the effect of binder addition on the geochemical properties of surface paste tailings. Nine leaching columns were prepared following different disposal configurations: non-cemented, non-cemented with cemented layers, and cemented .The proportions of cement by total paste weight were between 0 and 1% for a whole column; the maximum amount of cement in a single layer was 2%. The material used was a sulphide-rich tailings coming from a Canadian hard rock polymetallic mine. The columns have been flushed once a week during 30 weeks. The recovered leachates were analyzed for pH, Eh, conductivity, and a wide range of elements. The drainage rates were monitored during the initial disposal as well as after each column flush. The results show that binder addition can improve the whole environmental performances for some of the studied disposal configurations. The disposal configuration consisting of intercalation of three 2% cement paste layers within non-cemented layers (0.66 wt.% of cement for the whole column), and the configuration with 2% cement added only in the two bottom layers (0,44 wt.% of cement for the whole column), showed the best results in terms of water quality and drainage rates.

"The rehabilitation of underground excavations has been undertaken as long as mining has existed. The conventional methods have proven to be dangerous, time consuming and expensive. During the construction of Styldrift Mine at Royal Bafokeng Platinum several vertical and horizontal excavations had to be rehabilitated. With a zero tolerance attitude towards working in unsafe conditions, together with a non-negotiable timeline to construct and ramp up the mine, the project team could not rehabilitate these excavations using conventional methods. This paper details the approach used to rehabilitate excavations using remote methods and how it was adapted to suit varying operating conditions and requirements - ensuring that no person ever entered an unsafe excavation before it was fully rehabilitated and safe. INTRODUCTION Styldrift Mine is an expansion project of the Royal Bafokeng Platinum group. It is located in South Africa in the North West Province some 10 km south of the Sun City resort (Figure 1). The mine consists of a twin shaft system (Main Shaft and Services Shaft). Capital construction of the shaft and associated infrastructure started in 2009 and is projected to be completed during 2020. The designed steady state production capacity of the shaft is 230 ktpm of Merensky ore. Production ramp-up commenced in 2017 with steady state production set to be achieved 36 months later in the fourth quarter 2020.Merensky Reef was intersected at a depth of 600 m below surface and the shaft design has a mean mining depth of 630 m. The project was approved for execution in 2008 on the basis of a suitable mine design and bankable feasibility study. One of the main excavations that required rehabilitation was an underground reef silo, Silo 4. It is a key piece of infrastructure on the critical path to allow steady state production at Styldrift Mine to be achieved. During construction excessive scaling within the silo along its 64m length necessitated urgent rehabilitation to be able to meet the ramp-up schedule. The criticality and urgency of these excavations prompted the project team to reduce the risk of failure while ensuring safe and cost-effective rehabilitation. This paper will focus on the rehabilitation of Silo 4 while capturing the essence of the learnings of all the excavations that were rehabilitated remotely."

"Aerial surveys of the open pits have been conducted regularly at Lake Asbestos of Quebec, Ltd. -a subsidiary of American Smelting and Re-fining Company -since 1958. Ground controls are supplied by Lake Asbestos, and a topographic map of the pits at a scale of 1 in. to 50 ft., with 2-foot contour intervals, is obtained by aerial photography. The information from the topographic map is then transferred by the Lake Asbestos engineering staff to sections from which the volumes removed are calculated. Considering the size and complexity of the operation, this system has proved to be the cheapest, fastest and most accurate way of determining the quantities of rock and overburden removed. More than 11,000,000 tons of ore and waste are mined each year in three different pits. Further-more, the nature, shape and extent of the orebodies make it necessary to mine on many (up to eight) benches of a pit during a single year. In addition, there are sections of the pits where it is impossible or un-safe to survey the crest of some benches by standard ground methods. For these reasons, the tonnages obtained by truck count are checked and adjusted by aerial survey. These surveys are now taking place every six months. With this system, it is possible for a two-man surveying crew to look after all field work in the mine area."

As trucks become larger and larger, haul roads take on a more significant role in mining costs and economics. The School of Mining at the University of Alberta has compiled a design manual for haul roads using both empirical and theoretical information. One section of this manual deals with the economics of haul road construction. While many mines look only at the construction costs of haul roads, this paper looks at all associated parameters including construction costs, removal costs, timing, truck productivity and width implications. The authors demonstrate the method to determine the most appropriate quality of road for different road conditions and life spans.

Past attempts to establish an integrated steel industry on the West Coast of Canada have been unsuccessful for at least three reasons: (a) insufficient reserves of a suit-able iron ore supply; (b) a relatively small local market for iron and steel; and (c) the non-availability of an economical process to produce primary iron on a small scale. Today, the reserves of economically mineable ore deposits are ample to support a steel production of 100,000 to 200,-000 tons per annum. The local market has increased so as to be able to absorb most of this capacity. With-in the next few years, a small integrated steel plant, including the "H-Iron" direct iron ore reduction process for electric furnace charge stock production, will be able to show a profitable operation. Luscar Stereo commenced construction of the mine at Coal Valley, Alberta, in August, 1976. It is designed to produce approximately 2.5 million clean short tons of steam coal annually - 2.0 million tons per year being committed to Ontario Hydro and 0.5 million tons per year being committed to Neptune Terminals for sale on the export market. The project involves constructing a heavy-media coal preparation plant, erecting a 42-cubic-yard dragline, constructing a shop/office complex, and developing three surface mining zones and associated facilities. As there were no existing facilities in the Coal Valley area, it was necessary to establish access roads, an airstrip, temporary utilities, fuel supplies, a construction camp, rail upgrading and communication services.

"This paper compares the behaviour of gold and ore in the grinding circuit of Hemlo Gold Ltd. Particular attention is given to grinding kinetics, classification behaviour, and liberation. For grinding kinetics, laboratory grinding of gold flakes and silica, 840-1200 um in size (14/20 mesh), was also performed to provide a standard for comparison and to study in a controlled environment the mechanisms of breakage, folding, smearing and impacting.Grinding kinetics were characterized at laboratory scale with breakage and selection functions. The breakage function showed that 75% of gold disappearing from the 840-1200 um class reported to the 600-840 um; this figure is much higher than for silica ( 46%) or most other minerals, and implies that comparatively fewer fine fragments are produced from the breakage of gold flakes, on account of gold's malleability. The selection function of silica was four times that of gold. At plant scale, the ratio of the selection function of ore and gold increased from 6 for at 50-100 um to 20 at 500-1000 um.Observation of original flakes and their fragments with the scanning electron microscope showed that the main mechanism of ""grinding"" from the 840-1200 um to the 600-840 um class was folding rather than actual breakage. This was confirmed by a measure of individual flake weight. The postulated breakage cycle is that relatively globular flakes become increasingly serrated through grinding; they can then regain their original shape through folding and reflattening into cylindrical and spherical shapes, as the majority does; however, some fragments will at this point undergo actual breakage. Photographic evidence is presented to support the proposed mechanisms.Smearing of gold unto silica was observed when silica was ground after a gold, and embedding of silica into gold flakes when gold was ground after a silica. Both mechanisms occur whenever gold and harder minerals are jointly ground, and result in ""unliberation"" of gold. It is postulated that smearing of gold onto other minerals plays an important role in explaining how gravity recovery can increase overall gold metallurgy, especially when used ahead of flotation.Classification of gold in the primary hydrocyclones takes place at a much finer cut-size than ore, 20 vs. 57 um. This and the slower grinding kinetics result in high gold circulating loads in the primary loop, 6700%, and a gold content in the primary cyclone underflow (PCUF) is twenty four times that of the ore. The gold size distribution for primary cyclone overflow is much finer than that of the ore, although they are essentially similar in the PCUF.Liberation, or more accurately ""gravity recoverability"", was assessed with a 7.5 cm (3"") Knelson concentrator. It varied between the thirties for the primary mill discharge and two cyclone overflows, to highs of 89 to 92% for the PCUF and secondary mill discharge, 89 and 92%, respectfully."

Copper concentrates contain an increasing amount of arsenic, as the older sources of cleaner ores are depleted. At the same time, the market-determined price penalties on arsenic rich concentrates are rising due to limited arsenic treatment capacity at smelters and increasingly stringent environmental emissions limits, necessitating arsenic removal from the copper concentrates. Heating the concentrate to about 700°C can remove significant amounts of arsenic (as elemental and/or sulfide); however, it is important to achieve that removal economically and with due consideration to post-roasting arsenic (toxic waste) treatment. A comparison is made among different roasting options (kilns, multi-hearths and fluid beds) to qualify their potential application to arsenic roasting of copper concentrates. Both direct and indirect methods of heating as well as inert, air and oxygen atmosphere options are considered. Technology comparisons are made with respect to the roaster’s operation, its off-gas treatment and arsenic stabilization. INTRODUCTION In the last twenty years, the arsenic content in globally produced copper concentrates have risen steadily due to the depletion of cleaner ores and the increase in complex concentrate production. Smelter contracts typically limit arsenic to less than 0.5wt%, with a penalty paid per unit of additional arsenic and other contaminants such as antimony. While penalties can vary, they can be on the order of $70/dry metric tonne of concentrate per 1% of arsenic. Strategies used by miners to avoid the price penalties have been to blend clean and complex concentrates, and to remove arsenic from complex concentrates to achieve smelter limits. Arsenic can be removed from copper concentrates by the heat-induced decomposition of the predominant enargite mineral (Cu3AsS4) at ~700°C. Roasting at such elevated temperature is a commercially proven option, but still suffers from process, cost and environmental challenges. After roasting, the released arsenic sulfide fumes can be separated from most of the entrained concentrate dust in cyclones. Then, the As2S3 laden off-gas can be oxidized to generate a still volatile oxide (As2O3), which can be further separated from the residual concentrate dust in a hot electrostatic separator. Next, the off-gas can be cooled with air or water, to either deposit the arsenic oxide in a dry or dissolved state. Dissolved arsenic acid can be oxidized to As(V) and reacted with iron to yield a stabilized ferrihydrite precipitate or scorodite that can be safely disposed. In the case of dry arsenic trioxide, it can be mixed with reactants (e.g. iron) and fluxes before thermal stabilization in a glass matrix, thus eliminating the need for costly oxidation.
