"This paper presents a preliminary assessment of the technical and economic feasibility of a caustic leach - electrowinning process for the recovery of zinc and lead from electric arc furnace baghouse dust at a mini-steelplant. Recent studies and literature are referenced briefly as they pertain to the formation and characterization of dust, toxicity considerations and alternative dust treatment and disposal options.Laboratory testwork results, published data, pilot plant experience and anticipated influences resulting from recycling residues are used for the purpose of developing a conceptual design for a caustic leach - electrowinning plant to treat 15,000 tonnes/year of dust at a one million tonnes /year capacity steelplant in Canada.Target economic studies, comprising preliminary estimates of capital and operating costs, revenues and rate of return are presented. Economic and commercial considerations concerning the relative merits of dust treatment at a centralized facility compared with an on-site plant are discussed.IntroductionThe treatment or disposal of mini-steelplant electric arc furnace (EAF) baghouse dust has been given increasing attention in recent years for two principal reasons. Firstly, the dust is now classed as a hazardous waste material under V.S. EPA regulations which prohibit its disposal in dumps other than controlled landfill sites. Secondly, the dust contains certain metal values, notably zinc and lead, which may be economically recoverable, depending on the costs associated with disposal resulting from enforcement of the EPA regulations. Other metallurgical dusts and waste materials, from both ferrous and non-ferrous operations, may require the same considerations as EAF baghouse dust.Several studies have been carried out to examine various aspects of dust treatment but few commercial plants are in operation. Technology employed uses pyrometallurgical techniques. Commercial-scale hydrometallurgical plants are not known to exist although small-scale plants are frequently more economically attractive than their pyrometallurgical counterparts which generally require economies of scale to be viable.The concentration of mini-steelplants in northeast V.S.A. and southeast Canada merits study to determine whether or not dust treatment for metals recovery is a commercially feasible alternative to disposal.This paper examines the technical and economic feasibility of a caustic leach - electrowinning process for the recovery of zinc and lead from EAF baghouse dust at an on-site ministeel plant processing carbon steel scrap and discusses economic and commercial considerations pertaining to dust treatment at a larger, centralized facility."

"A mine evaluation method based on the use of a computer program that models mining with an open-ended dynamic program is presented in this paper. It is demonstrated with an example how the method is applied, how some of the decision variables are related in the particular industrial environment and how these decision variables affect the economic benefits of mining.IntroductionTwo distinguishing characteristics make mining a particular industrial environment: exhaustible resources of a given ore deposit and heterogeneousness of the ore grade spatial distribution in the ore deposit. These characteristics, inflation, uncertainty and cyclical price variations which greatly affect estimated cash flows also contribute in rendering difficult the evaluation of the economic outcome of mining at the preliminary planning stage.Decision variables and their ranges are associated with the mine plan; basically, they include choices of the mine's nominal capacity (mining and milling), the sequencing of mining through the deposit, the ranges of possible production rates and cutoff grades, and the stockpiling policies. The mine's nominal capacity must be decided at the planning stage, but this capacity choice must take into account flexibility to modify other decision variables as mining commences and uncertainty resolves.Although it is generally accepted in discounted cash flow analysis that the sequence of mining must proceed from the richest to the lowest-grade stopes (with correspondingly ajusted cutoff grades), this may not produce optimum benefits when cyclical price variations are considered.Mining rates and cutoff grades can also be adjusted to changing economic conditions, taking into account the limited resources of the ore deposit. Thus, when prices are thought to be in the trough of a cycle, production can decrease to preserve ore for expected greater future profits. When prices rise, mining rates can increase possibly even over the mine's nominal capacity. In both cases, the machinery's effectiveness shall not be-optimally utilized; this will be reflected particularly by the variations in the concentrator's metal recovery and the concentrate grade output."

"The high capital and operating cost of liquid-solid separation circuits in hydrometallurgical plants has led to an increased focus on the use of in-pulp systems for metals recovery in order to eliminate the need for solids washing and to reduce the need for liquid-solid separation.Carbon-in-pulp (CIP) has now been accepted in Canada and around the world as the leading process for recovery of gold and silver, replacing the Merrill-Crowe process and thus removing the need for CCD thickeners or belt and drum filters. The overall design of conventional CIP adsorption circuits was established in the late 1970s and it has remained substantially unchanged until now. Most of the development work since 'hen has been concentrated on improving methods of separating pulp and carbon and on reducing carbon losses during transportation and agitation.Resin-in-pulp (RIP) has been used for many years in uranium mills in the USA. However, most of the plants were built in the 1960°s and RIP was only chosen when liquid-solid separation of leach pulps proved very difficult. The plants are far from ideal as they have high resin losses and high maintenance costs. Consequently, there is room for improvement.Davy McKee has taken a fresh look at the engineering development of in-pulp contactors leading to a fundamental redesign of the adsorption units. The improved in-pulp technology uses a modification of the proven air-swept screen techno1ogy together with a new technique of process operation. The new contactor operates at high pulp throughput rates with high concentrations of carbon or resin in the recovery stages, resulting in a significant reduction in the contactor size over conventional design. As a result of this reduction in the size of the contactor by up to 80%, significant savings can be made in equipment and building costs. In addition, the plant 1s easier to operate than a conventional CIP plant."

"Data from two industrial plants are treated by mass balance package BILMAT. The first application concerned a base metals/precious metals (PM) producer and the second, implementation of a hydrocyclone for the recovery of iron chips in the granite industry. Also LOTUS 123 software can easily be adapted for laboratory test mass balances using an IBM-PC computer. INTRODUCTIONThe present paper deals with two different BILMAT program applications. The first application concerns a copper-zinc-gol d-sil Yer producer based in North-western Quebec and the second, concerns the iriplementation of a hydrocyclone for the recovery of iron chips in Quebec granite company.Afterwards, we deal with some LOTUS 123 software applications for laboratory test mass balances using an IBM-PC.1. Base metal and P.M. producerNoranda Inc, Mattagami division, which operates mines in North Western Quebec, produces copper and zinc concentrates from a sulphide ore. Small amounts of gold (0,34 g/t) and silver (20 g/tl are present. At the time of the study, only 30% of the silver content was recovered in the copper concentrate. The main objective of this study is, to evaluate the metallurgical behaviour of silver in the flotation circuits, to increase its recovery in the copper concentrate and therefore to improve its final economic value. It is then worthwhile to identify the silver bearing minerals and to determine the critical flotation stages where they are lost. The methodology proposed is based on the coupling of a mineralogical study and a detailed mass balance ca1cu1ation in the flotation circuit performed using the BILMAT mass balance package (1, 2, 3).The results are discussed with respect to the distribution of silver in the circuit. The recoveries obtained at the various separation stages for the minerals present in the ore are also discussed."

"In almost all thickener applications the highest possible solid/liquid separation efficiency is what is desired by the user. There is a trend in the industry due to monetary restraints and environmental pressures to look at ways to extract this maximum performance by either retrofitting existing thickeners or installing the most cost effective new thickener. This paper looks at some of the common problem areas and presents a range of solutions developed by Outokumpu Mintec in North America and outokumpu's subsidiary Supaflo Technologies Pty. Ltd.The Emerging PictureAfter many hours of discussions with a large number of plant personnel over the last two years a picture began to emerge regarding current thickening operations in the industry. Initially, it seemed that everybody had their own unique process problems and therefore needed a correspondingly unique solution. Looking more closely at all the cases and the ideas that we had either implemented or suggested, it gradually became apparent that the majority of operators all had one and the same process need ....""Better Separation Efficiency""The range of operational problems that were uncovered in the survey were much more varied than expected and often were not even considered initially to be thickener problems. Often, it was only after the rejection of many solutions to the problem, generally due to capital cost, that the actual cause of the problem was looked at and found to be a thick-ener.A summary of the problems that have so far been identified is presented in Table 1. They are subdivided under three major categories of environmental, process and paste fill to highlight the wide range of mining activities that can be affected by poor thickener performance. These seem to be the major areas where the need for better separation efficiency is rooted."

Laboratory studies had shown that the magnetite contained in serpentine asbestos ore was not uniformly distributed. Ore particles containing chrysotiye fiber responded to a magnetic f field; particles containing little or no chrysotile were essentially non-magnetic. Larger-scale tests, run with a magnetic pulley being fed various asbestos samples ranging in size from 1/4 inch to 5 inches, confirmed that magnetic separation could be used as a concentration step in an asbestos mill. Magnetic concentration was installed at the Black Lake and National mills of Lac d'Amiante du Quebec and has allowed the extraction of lower-grade ore, increasing the life of the mines. In addition, preconcentration early in the flowsheet increased the value of the feed to the fiber recovery section. An increase in fiber production was achieved, as well as a decrease in maintenance costs due to removal of flow-grade tailings early in the flowsheet. Magnetic concentration of a coarse tailings from the mill resulted in recovery of additional fiber previously discarded to tailings.

The Sulphide-Preview Lakes area is located 45 km northeast of La Ronge in northern Saskatchewan. It lies within the southern portion of the Proterozoic La Ronge Volcanic-Sedimentary Belt. Two styles of gold mineralization are present in the Sulphide Lake area , stratabound gold mineralization is intimately associated with a pyrite-pyrrhotite-arsenopyrite-bearing graphitic argillite unit within a sequence of intermediate to felsic volcaniclastics. Past operators established three mineralized zones along this horizon with combined reserves for two of the zones, of about 175,000 tons at 0.22 oz/ton Au. In the Preview Lake area , gold mineralization occurs in variably sheared gabbro/quartz diorite sills within a mixed sedimentary-felsic volcaniclastic sequence. Gold occurs with arsenopyrite, pyrite and minor chalcopyrite associated with quartz veins and stringers. A sulphidebearing graphitic argillite unit occurs in close proximity to the mineralized shears. Past operators delineated seven mineralized shear zones, two of which were drilltested. Average gold grades reported are in the 0.1 to 0.2 oz/ton range with erratic values up to 5.0 oz/ton.

Using mine wastes as backfilling material for underground stopes has been a common practice for more than 60 years. Waste rock and tailings are used as filling materials because they are available at a reasonable cost to support the rock walls. Backfilling is also very advantageous because it reduces the amount of mine waste disposal on the surface. In underground mines, the backfill must first ensure stability of the opening, while increasing recovery of ore and minimising dilution. It is thus critical to accurately evaluate the pressures exerted on the walls and on the barricades placed near the base of the stope. In this presentation, existing solutions for evaluating the stresses on stope walls and barricades are briefly reviewed. The authors then present recently developed analytical solutions that take into account the stress transfer from the backfill to the walls in the stope and access drift. The stress state solution, which is based on arching theory, considers the influence of the stope geometry and barricade position within the drift. The method gives the pressure generated by partly or fully submerged backfill. The solutions apply shortly after backfill deposition, when the effect of pore water pressure cannot be neglected, and also for long term conditions under a fully drained state. Experimental testing and numerical modelling results are used to validate the proposed equations. Both numerical and analytical results show that the total pressure on barricades can be significantly increased by water pressure, while the effective stress is decreased (compared to dry or drained conditions). A discussion follows on the implications of the results for backfill applications.

In 1979, John Peacey and William (Bill) Davenport published The Iron Blast Furnace Theory and Practice billed as "An up to date and comprehensive treatment of blast furnaces from fundamental principles to modern operations" (back cover). As a 1979 graduate of McGill University’s Metallurgical Engineering program, I belonged to the last "beta" student group which completed the prescribed blast furnace course work before The Iron Blast Furnace Theory and Practice was published. As my career developed, I become an international blast furnace consultant and have worked with blast furnace operators and raw material suppliers on 5 continents. The blast furnace is the dominate iron making process responsible for 70% of global steel production. Blast furnace engineers have implemented many improvements by manipulating the blast furnace process metallurgy using the principles presented by Peacey and Davenport to reduce coke consumption and increase oxygen usage and blast furnace productivity. This paper briefly summarizes some key principles presented by Peacey and Davenport (1979), describes process improvements made by blast furnace operators over the 35 years since The Iron Blast Furnace Theory and Practice was published and outlines important future developments in blast furnace technology.

"Several recent cases indicate that the Courts may be leaning toward a more favourable treatment of mine closing and related costs. In this article, we look at two recent cases, Burnco Industries Ltd. and Nomad Sand & Gravel Ltd. The former was heard before the Federal Court - Trial Division and the latter before the Tax Review Board.It appears that in certain situations mining companies may now be able to sustain current deductibility of estimated mine closing costs during the productive years of the mine, rather than waiting until either the date on which mining ceases or the reclamation and similar activities commence. This would be of great benefit to the mining industry, as waiting until the bitter end often means that there are no revenues available against which the expenses may be offset and, hence, no tax relief.IntroductionUnder the Income Tax Act in Canada, taxpayers are not permitted any deductions in respect of an outlay or expense in determining income from a business or property, except to the extent that such expenditures are made or incurred by the taxpayer for the purpose of gaining or producing income. In addition, no deductions are permitted for amounts transferred or credited to a reserve, contingent account or sinking fund except as expressly permitted by the Act.In large measure, these provisions are relevant to the mining industry to the extent that they determine the periods during which expenses may be charged against revenues for income tax purposes. Several recent cases have indicated that the Courts are leaning toward a more favourable treatment of accrued costs in the mining industry than was previously considered to be the case."

"The various elements of longwall mine design are reviewed, particularly as they apply to condition s in the coalfields of the Plains region of Alberta. The following recommendations are made: (1) optimum panel lengths of 1000 to 2000 metres; (2) face lengths of 100 to 150 metres; (3) the use of retreat methods; (4) the restriction of floor undulations to less than 15 degrees. IntroductionThis article considers the elements of longwall mine design and is part of a short study that has been made of the feasibility of longwall mining in the Plains region, Alberta, Canada. The Plains region, with about 20 million tonnes, accounts for more than 80% of the coal resources of Alberta. The coalbearing strata in the Plains region cover an area of about 95,000 square miles. The geological formations dip very gently toward the southwest and, from a mining point of view, may be considered horizontal. The depth of the coal seams varies from several metres to over 650 metres. However, it is not anticipated that underground mining will be extended beyond the depth range of 25 to 250 metre s.The coal seams in the Plains region have been subject to many small mining operations in the past. The majority of these small mines were limited to a depth of about 50 metres, working mainly by room-and-pillar methods, although hand-filled longwall mining was often used.The development of new underground mining operations in the Plains region will have to be on a 'start-from-scratch' basis, especially regarding the installation of equipment. Longwall mining is more mechanized than any other method of mining and requires careful attention for the selection of new and expensive equipment. There have been many proven longwall advance and retreat systems in Europe and North America; mining conditions in the Plains region are more similar to those in the United States. Therefore, it will be essential for new mining pro jects in the Plains region to commence with proven system s and equipment; in time, perhaps an experimentation process could be attempted as experience is gained.Generally, the coal face is the key factor in mine productivity, which depends a great deal on equipment reliability, training and experience of the operators. The original design of coal faces must be flexible enough to cater for potential improvements so that running time can be increased."

"Recent land-use decisions in British Colwnbia, and the publication of a report on compensation for expropriations of resource interests, have highlighted the nature of land use policies. Landuse decisions, such as the creation of large new parks, raise three principal issues which have implications for how land-use policy is conducted and how it impacts on the mining industry. The first is the identity of the parties advocating different land-use policies and their motives for doing so, the second is the changing nature of benefits derived from land, and the third is the change of property-rights regime which is devised to accommodate the (changing) benefits from using land and natural resources, as well as the interests of the different parties involved.Involved Parties and BenefitsThe process of establishing or modifying property rights depends on the interest groups involved. Three distinct categories, each with distinct incentives which can influence the process, must be distinguished: private claimants, politicians and bureaucrats (Libecap, 1989).The first groups claim rents and management powers through asset ownership. They may be incumbent owners seeking enforcement of the status quo, new claimants seeking redistribution of assets, or third parties who depend on the distribution of assets (e.g. lenders, labour suppliers and contractors). Some infonnal property arrangements can be negotiated within the group whereas others requires action in the political arena through lobbying politicians for (re)allocation of property rights and influencing bureaucrats for favourable administrative decisions. The second category is politicians, who direct the powers of the state to change or enforce property rights. Both incwnbents and office-seekers fall in this category and their actions and opinions are shaped by their constituencies and financial backers. However, not all causes can be championed and trade-offs have to be made, resulting in decisions that maximize political benefits. The third category of parties in the process is the bureaucrats. The power to manage has been delegated by politicians but bureaucrats also have opportunities and incentives to further their own interests. These can include maintaining or expanding jurisdictional turf or increasing operating budgets (Libecap, 1989)"

"It is easy to throw darts at government - and government often deserves to be a target. This month, Tax Notes examines tax legislation from a different angle, and sees some bright spots.The following article is based on a paper presented by the author at the International Gold Symposium in Rio de Janeiro in August 1989Introduction""No man's life, liberty, or property are safe while the Legislature is in session.”With one federal government, ten provincial governments, and two territorial governments all claiming to have constitutional rights to tax and otherwise regulate Canada's mining industry, and with each of these thirteen governments pursuing their respective rights with some vigor, government involvement in one way or another is an accepted way of life in the industry. While one's initial reaction to government involvement in an industry might be one of scepticism or fear, generally speaking the federal, provincial, and territorial governments in Canada tend to be pro-mining. They recognize the importance of the mining industry to Canada, especially in terms of job creation and exports. It is not surprising, then, to find that an array of valuable fiscal incentives are available to the industry through federal and provincial legislation.This paper summarizes the principal incentives that are inherent in Canada's tax legislation, as well as the Canadian Exploration Incentive Program. Although it is beyond the scope of this paper to deal with all of the incentives that are available, it is noted that various forms of federal or provincial assistance are also available outside of specific legislation, through negotiation with government departments. This latter type of assistance is generally directed toward helping with the cost of infrastructure such as roads or hydro lines, or Jess often toward loan guarantees or similar financing assistance."

"The physical processes occurring in flotation columns are very complex as they take place at different scales over a range of sizes and multiple phases. Column design and optimum operating parameters are usually obtained from empirical studies and although progress has been made on its numerical modelling, most column models rely on simplifications that do not fully capture the hydrodynamics. In particular, Computational Fluid Dynamics (CFD) models of the pulp phase in flotation usually assume the bubble population to be monodispersed. While this assumption may be reasonable in some situations, the polydispersed nature of the gas phase can have a significant impact on the predicted flotation rates.Techniques to model size distribution do exist in the literature and have been rigorously analysed in the past two decades for bubble columns, which are very similar to flotation columns from a hydrodynamics point of view. In fact, available CFD models of flotation columns are an extension of bubble column models, sometimes including additional equations for solids treated as passive scalars. This work focuses on the development of an efficient CFD model for flotation columns. The bubble size distribution in the column has been modelled using the Population Balance Equation (PBE), which is solved using the Direct Quadrature Method of Moments (DQMOM). Coupled with the PBE, the multiphase flow equations in the column have been modelled using the standard Eulerian–Eulerian approach. The solution of this coupled system has been made tractable in this work with the implementation of a highly parallelised adaptive-mesh finite element method. This powerful framework has been implemented in the open source CFD code Fluidity and it allows the carrying out of detailed simulations of flotation columns in 2D and 3D, with important implications for industrial column evaluation and design."

"This paper will examine the role of debt and equity in project financing and will illustrate the impact on the return to the project sponsor of each type. Conventional debt sources will be examined, as will product purchaser advances, foreign export-import bank loans and lease financing. The paper will review guarantees, charges against the project, dividend restrictions and other commitments. It will also discuss various features of sales contracts and the degree to which they can assist in securing financing. IntroductionThe cost of bringing new mining projects on stream is escalating significantly more rapidly than general rates of inflation. Reasons for this include the higher costs of safeguarding the environment and ensuring the health and safety of workers. The need to develop properties in more remote areas is also a significant factor. These higher costs have not been matched by increases in metal prices, making the task of financing these projects ever more difficult. At the same time, the imagination of borrowers and lenders seems boundless, and innovative schemes for financing projects are constantly being unveiled.It is probably safe to say that no two projects have ever been financed in precisely the same way and the number of financing options for any project is limited only by the imagination of the sponsors themselves. The objectives of the project sponsor represent the most important factor in determining the scope of possible financial arrangements. For example, the sponsor may wish to maximize over-all company leverage by isolating each of its projects in separate companies. In so doing, it hopes to facilitate more ventures than would otherwise be the case. These objectives point toward true project financing. Additional objectives may be to develop a number of its properties by joint venture and to reduce the amount of debt on the sponsor's balance sheet. Those sponsors whose objectives include minimizing over-all financing costs will wish to increase the number of financial options and, as a result, will not be so concerned with effecting true project financing. This approach may also provide ""greater certainty that tax benefits are utilized quickly."

"A large amount of platinum group metals (PGM) are used in automobile catalyst. It is important to recover the metals from wasted catalyst. Nomura and Kageyama (2013) suggested recovery process that PGM oxides were absorbed to perovskite-type oxide based on LaScO3. In their process, the PGM in wasted catalyst as absorbed to the perovskite-type oxide as PGM oxide. It has potential to each element in the process if the perovskite-type oxide is selected properly. In this study, the PGM oxide absorption properties of various perovskite-type oxides are investigated to develop a new recovery and separation process. The various perovskite-type oxide were synthesized with metallic platinum, palladium, rhodium at high temperature in air atmosphere. And the PGM contents in the perovskite-type oxide after the experiment are determined by chemical analysis. Some of them have the properties to absorb specific PGM oxide selectively. In addition, in order to increase the amount of absorption of PGM oxide and composition of the perovskite-type oxide experimental temperature was investigated. Then it is also found that doping another specific element to the perovskite-type oxide is effective to increase the amount of absorption of PGM oxide. Then a new recovery process of PGM from wasted automobile catalyst, in which PGM can be separate to each element, was designed.INTRODUCTIONA large amount of Platinum (Pt), Palladium (Pd), and Rhodium (Rh) are used in automobile catalysis (Figure 1) (Platinum, 2013). Natural supplies for these metals are limited and PGM mining can detrimental environmental impact. Therefore, the recycling of PGMs from wasted automobile catalysis is very important. The Rose process (Figure 2) was developed as a process to recover PGM from wasted automobile catalysis. In this process, the automobile catalysis is first crushed mechanically, and then extracting agent, copper (Cu), and flux are melted at high temperature. The mixture separates into a metal phase, (Cu alloy containing PGM) and slag. The PGM is enriched by oxidizing. Cu to Cu oxide. The PGM are then recovered and separated to each element in a wet process. However, it is hard to dissolve the PGM with acid because they are chemically stable and strong oxidation agent such as aqua regia is used. Moreover, to separate the PGM to each individual element, a solvent extraction process is required."

"In mid-1986, a world-class mining enterprise was created in Highland Valley, British Columbia, bringing together the copper mining operations of Lomex and Cominco . In 1988, Highmont joined the new partnership.Highland Valley Copper is the largest copper mine in North America in terms of both tonnage mined and tonnage milled, and it is one of the largest in the world. Due to its relatively low ore grade its production of copper in concentrate ranks about ninth in the Western World.The current eighteen year mine plan is based on ore reserves of 761 million tonnes. The daily milling rate is 133 000 tonnes. At the end of mine life, a total area of approximately 6500 hectares will have been disturbed. At this time, vegetation has been established on about 600 hectares and while work will be done during the operating years, it will not be until the end of mine life, about 2008, that the last half of the land can be reclaimed and revegetated.Once final reclamation has been accomplished, Highland Valley Copper will have completed its "" temporary use of the land"". In the meantime, about 1250people have had employment for about 50 000 man years, at wages ranking among the best in Canada.IntroductionTo provide and sustain our way of life, we need steel, copper, aluminum, zinc and many other minerals.To sustain mining, we must have adequate ore reserves and replacement of reserves as they are mined. Each year the search becomes more difficult as more of the Earth's surface is investigated and depo sits are mined. This calls for aggressive and sustained efforts.In British Columbia, past and present mining activities have disturbed less than one-tenth of one per cent of the land.With today’s technology, mining operations can be substantially reclaimed and thus complete the cycle of ""A Temporary Use of the Land""."

"The casual visitor is not apt to think of the Adirondacks as a one-time hive of mining and manufacturing activity. However, where there are mountains there are usually minerals and northern New York State is no exception.The Adirondacks are a rocky shield, a great stone cap pulled down over what is now northern New York. The bedrock consists of layered metamorphic rocks which were once sandstones or limestones on the bottom of a shallow sea that covered the region 1000 million years ago. The highlands are composed for the most part of the igneous rock anorthosite. Ancient earth upheavals at temperatures of at least 750°C mixed molten masses of anorthosite and the minerals it contained with the older metamorphic rock, resulting in deposits of iron-titanium oxide s, red garnet and other valuable minerals. Of these, the most readily recognizable was iron.The first hint of the existence of iron ore in the Adirondack Lake Champlain region of upper New York State seems to have come from a Swedish naturalist, Peter Kalm (1716-1769), who travelled through French Canada and visited the military outpost of Fort St. Frederic in 1749. In July of that year, Kalm wrote:""Among the kinds of sand which are found on the shores of Lake Champlain; one is black and the other garnet-colored... and they sparkle when the sun shines. All the grains of this sand without exception are attracted to the magnet, the uppermost or black sand being about a quarter inch deep...""Concerned primarily with the fur trade, the officers and men who occupied this remote bastion of La Belle France were apparently unaware of the industrial and commercial possibilities beneath their feet. No deposit of iron was then known to exist any closer than the Three River s area in Lower Canada."

"Environmental problems encountered with the use of diesel equipment in underground mining operations are discussed. The concept and procedure o implementing the Health Effects Index equation as a means of quantitatively assessing an underground working environment is outlined and sample calculations are present ed. Advantages and disadvantages of utilizing this method are also discussed.IntroductionWith the introduction of diesel-powered mining equipment in the 1960s there arose several question s for the environmental engineer to consider. These included: 1. What are the constituents of diesel exhaust and how can they be detected and evaluated?2. What are the toxicities and long-term health effects of these constituents?3. What is the ventilating volume required to maintain the concentration of these constituents below toxic levels?Diesel engines are a class of reciprocating, internal combustion engines in which relatively high compression ratios are used to generate high air-charge temperatures, which cause ignition of fuel to occur spontaneously. Ideally, perfect combustion of the fuel would produce an exhaust consisting solely of nitrogen (N2), water (H2O), carbon dioxide (CO2) and oxygen (O2). However, because no combustion process is perfect, relatively small quantities of imperfect-combustion products, or pollutants, are also generated. These include hydrocarbons (HC), carbon monoxide (CO), nitric oxide (NO), nitrogen dioxide (NO2), carbon (C) or soot, and sulphur dioxide (SO2).Currently, the Regulations for Mines and Mining Plants, made under the Occupational Health and Safety Act (Section 176), stipulate that weekly tests shall be made to determine the carbon monoxide (CO) concentration in the undiluted exhaust and at the operator's position, and the nitrogent dioxide (NO2) concentration at the operator's position. Also, the aldehyde (as HCHO) concentration in the atmosphere, at the operator's position, is to be measured at least every three months. Threshold limit values (TLVs) have been established for each of the three combustion products, and each is regarded as a separate entity. Consequently, this does not allow for consideration of interactions and possible synergistic effects between the various exhaust components."

"In recent years, computer based ""expert systems"" have been taking on large complex tasks for which no exact algorithmic solutions are feasible; tasks previously reserved for human experts requiring empirical knowledge, judgment, experience, developing a ""best solution "" by the use of plausible reasoning. Mining method selection is an appropriate area for the application of an expert system because extensive and detailed knowledge is required to make a ""best"" interpretaion of frequently ambiguous geological information. The expert system model presented here would enable users to apply expert knowledge to the evaluation of methods for coal deposits mineable by underground methods. IntroductionIn an increasingly complex and specialized world, human expertise spanning scientific, economic, social and political issues plays an increasingly important role in all branches of engineering. This is especially true of mining engineering. The number of scientific and professional disciplines involved in mine planning and evaluation, illustrates the problem. A conservative list includes geology, geophysics, geotechnics, hydrology, mining, environment, and economics.Engineers are almost obliged to be experts in at least one of the above disciplines if they are to handle the volume of information required in the planning process. Although computers have become indispensable tools in many endeavours, there is continued reliance on the human expert's ability to identify and synthesize these diverse factors, to form judgments, evaluate alternatives , and make decisions . This is especially true with regard to problems that are not easily amenable to precise formulations.The precious resource of human expert is also fragile and transient. The departure of a crucial expert from an organization ma y cause serious dislocations. Senior experienced people impart their knowledge of younger colleagues, but the demand for their talent may not leave sufficient time for such educational efforts.
