The Bureau of Mines devoted portions of the 1987-1988 field seasons to investigate the mineral aggregate industry in Juneau, Skagway, Haines, and Gustavus, Alaska, as part of the Juneau Mining District study. Statistics compiled for current suppliers include location, activity, reserve estimates, expected mine life, and types of commodities available. Each population center, except for Gustavus, is well endowed with suitable mineral aggregate to last at least 20 years. The Bureau of Mines quantified the mineral aggregate resource in many large potential sites within each area. Sampling, engineering and soil-index testing, site descriptions, deposit dimensions, and gold recovery information is described. Refraction seismic studies performed at three localities revealed gravel thicknesses in excess of 40 to 80 feet. In the Juneau area the Herbert/Eagle Rivers outwash area, East Fork Lace River. Antler/Gilkey Rivers, and Grizzly Bar (Taku Inlet) individually contain in excess of 60 million yd3 of excellent-quality aggregate with minor accessory gold credits. Haines is also well endowed with aggregate resources; large, quality deposits occur along and at the confluences of the Chilkat, Katzehin, Klehini, Tsirku, and Kicking Horse Rivers. Large deposits of granitic aggregate exist in the Skagway River and East Fork Skagway River.

The Government of New South Wales has granted approval for Hunter Valley Aluminium Pty., Ltd" and Alcan Australia Ltd. to proceed with the building of an aluminum smelter at Lochinvar and the expansion of a smelter at Kurri Kurri. Construction of the smelters is expected to start as soon as the consortium is finalized in early 1982. The smelters are part of a plan to increase Australia's aluminum capacity fivefold to 1.5 million tons by the mid-1980's. CHILE Construction of a $61 million lithium carbonate plant in northern Chile will be started in early 1983 by Sociedad Chilena del Litio Ltdao Production is scheduled to begin in 1984 with an initial capacity of 6,350 tons of lithium carbonate produced from a brine deposit. The firm is owned 55% by Foote Mineral Company, of Exton, Pennsylvania, and 45% by Corporacion de Fomento de la Produccion-CORFO.

In attempting to discuss a subject of this character it should be clearly understood at the outset that the purpose is not to emphasize the mere fact of occurrence of such catastrophes, the memory of which time has largely relegated to oblivion, but rather to stress the means of their prevention, available not only subsequent to but also at the time of occurrence. A careful, conscientious, unbiased study of the causes of mine explosions leads inevitably and definitely to the conclusion that the human element is the most important factor. The human factor should however, be evaluated in terms of responsibility--responsibility on the part of the employer to recognize the existing hazards and take the necessary remedial action, and on the part of the employee to perform his duties faithfully, diligently, scrupulously, and in strict conformity with State mining laws and company rules or other regulations.

In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 34,680-acre Lime Canyon Wilderness Study Area (NV-050-231) to evaluate its identified mineral resources. The Wilderness Study Area is in Clark County, NV, about 30 air miles southwest of Mesquite, NV. The area studied contains an estimated 44 million tons of indicated subeconomic resources of gypsum, an inferred subeconimic resource of limestone and dolomite, and occurrences of gold, copper, uranium, and zeolite. The Wilderness Study Area is underlain chiefly by carbonate rocks with lesser amounts of sandstone and shale. Metamorphic, granitic, and volcanic rocks also crop out within the area. Large portions of the area are overlain by alluvium. The Wilderness Study Area is within the Gold Butte mining district. Several gold mines with past production are nearby to the south of the Wilderness Study Area; one mine is reported in operation on a small scale. The Bureau of Mines subjected three commercial compressed-oxygen self-contained self-rescuers to a series of laboratory treatments designed to simulate various environmental conditions in underground coal mines. The environmental treatments consisted of extremes of temperature and of shock and vibration. The tests were designed to predict the ability of the self-rescuers to withstand those environmental stresses without causing a decrease in wearer protection. A critical concern was internal damage to an apparatus that would cause it to malfunction or seriously degrade its performance without any obvious external signs. The Bureau has previously tested chemical oxygen self-contained self-rescuers in a similar research program. Although the three compressed-oxygen units are not as sturdy as the chemical oxygen self-rescuers tested previously, they performed reliably after treatments on treadmill tests with human subjects and on machine tests using a breathing and metabolic simulator. Serious damage was caused by both the heat treat-ment of 71° C (venting of the 02 bottle in most cases), and in the shock treatment (breaking open of the case and dislodging of the components). When physical damage is obvious, a complete refurbishing of the damaged self-rescuer is recommended.

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA), San Bernardino County, California During field work, BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1,188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) full access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion, $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

It has been said that safety promotion passes through four stages--the band-playing, the machine-guarding, the protective equipment, and finally the educational stage; the last is the most important in the development of the safety program. It has been estimated that only 15 percent of accidents can be pre- vented by machine guarding and protective equipment; the other 85 percent must be stopped by the safety efforts of the individual workers and their supervisory officials, and one of the fundamentals of safety work is the education of workers to develop safety consciousness or safety mindedness. One way of educating men to think about safety is by the use of posters. Safety engineers at the Calumet 2 Hecla mines in Michigan have been conduct- ing a safety contest among the men by the use of posters of an unusual type in addition to those usually employed to illustrate bad practices and to display the number of days without a lost-time accident. The first requisite for the success of the safety poster is a good artist or draftsman; in the poster contest instituted at the Calumet & Hecla mines two sheets were prepared illustrating various conditions in the slope workings, including a large number of unsafe practices. The object of the contest was to get the men to think about safety through criticism of the unsafe conditions displayed on the posters. The following notice accom- panied the posters:

The effectiveness of such units depends largely on the air-flow distribution between the pipe discharge and the face, n subject on which little definite information is available. A study of the air flow from grills into rooms3/ has provided some basic data, but under conditions so different from mine fan-pipe installations in development ends that the data are of doubtful application to mine installations, owing to differences in air-flow conditions.]

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. The following report is made through the Bureau of Mines as a result of the work under the cooperative agreement with the State geological survey and the engineering experiment station of the University of Illinois. It deals with the use of permissible explosives in the coal mines of Illinois, and is intended primarily to present to mining men the possibility of assuring safer conditions in mining through the use of these explosives. Twenty coal mines in Illinois were using these relatively safe explosives at the time this report was prepared. Of these, seventeen were in Franklin County, two were in Saline County, and one in Montgomery County. In these various fields experience had shown that although black blasting powder was a useful agent in breaking down the coal at the working face, yet it had given such conclusive evidence of its danger to life and property in causing explosions and mine fires that a substitute was sought and has been found in permissible explosives. Each coal mine in Illinois in which permissible explosives are used was visited and a study made of the problems involved. The report deals briefly with the dangers of black blasting powder now in such common use in coal mining. It discusses the development of permissible explosives and their introduction into Illinois coal mines and points out the characteristic differences between permissible explosives and black blasting powder. The present system of blasting and the most approved methods of using permissible explosives are described. Data are given to show that not only has safety and efficiency in these mines been greatly improved, but that the cost of explosives to the miner per ton of coal has been reduced, and that sizes of coal produced from permissible explosives compare favorably with those previously obtained at the same mines with black blasting powder. The successful use of permissible explosives in these Illinois mines as well as in many other mines throughout the country should aid in their introduction into a larger number of mines and bring about that degree of freedom from explosions and fires which should be attained in mining.

The objective of this program was to determine by laboratory experiments the kinetics and mechanics of the reactions that produce acid in coal mine drainage. The program was divided into three phases: In Phase I, five coil mines, representative of Appalachian coal mines, were chosen for sampling and an experimental design was identified suited to accomplish the program objectives. In Phase II, the five mines were sampled and test protocols applied. The results showed most pyrite weathering to be based on oxidation in the presence of water. Iron bacteria, especially Thiobacillus ferrooxidans, catalyzed the rate of pyrite weathering by a factor of three. An increase in initial iron concentration in a system that modeled the nine environment acted to inhibit bacterial catalysis of weathering. In Phase III, five tailings piles were sampled and the material obtained was used to evaluate this method of bacterial catalysis inhibition. The evaluation verified method effectiveness; inhibition of over 80% of the release of weathering products was observed.

"In recent years efficient safety organizations have been considered essential at all well-managed metal mines. Statistics from numerous mines throughout the country show that the expense of operation of these safety departments is repaid many times by the saving due to fewer accidents. Men trained in first aid, mine rescue and fire-fighting are important parts of the safety organization at most mines. It is more desirable, however, to lay stress ma accident prevention and fire precautions rather than on first aid and fire fighting. Both of these phases of safety work have been well developed in the Globe Miami district. The co-operative mine rescue organization* in this district under Orr Woodburn, is one of the best in the country. Mine rescue teams are kept trained at all the mines and the oxygen breathing apparatus is constantly maintained in good condition. Miners are also trained in first aid, and are offered incentives to make themselves proficient both in mine rescue and first-aid work.The Old Dominion Company is among the leaders in the safety movement in the Globe-Miami district. The safety department at this mine was established January 1, 1914, and has been developed to a high degree of efficiency. W. G. McBride, general manager of the company, takes an active part in the safety work and has given Albert Talon the safety inspector, his active support in developing the organization. The success of the department is dos largely to the ability, tact, and personality of the men directing the work.The following description of the establishment and operation of the safety organization at this mine was prepared from information supplied by Mr. Tallon."

Shuttle cars have undeniably proved their worth as a means of transporting coal underground; however, several factors have arisen in connection with their possible improvement. This report .discusses the effect of shuttle cars that employ rough-tread and smooth-tread tires on mine roadbed, the amount of dust thrown into suspension by the use of such tire treads, and the service rendered by each type of tire. Involved, also, in this study are observations on the use of different amounts of calcium chloride on the haulageways.

Cost estimates and technical feasibility are compared for six chemical coal cleaning technologies. The comparison is based on conceptual application of the chemical cleaning methods for removal of pyritic and organic sulfur from a utility grade bituminous coal. The process layout includes receipt of 8,000 tpd ROM coal, fine coal pulverizing, desulfurization, and preparation of a compacted clean coal suitable for storage and shipment. The methods are: the Magnex iron pentacarbonyl process, the KVB dry oxidation process, the Battelle hydrothermal caustic leaching precess, the TRW Meyers ferric ion leaching process, the Ledgemont oxygen/water leaching process, and the Bureau of Mines/Energy Research and Development Administration air/water leaching process. Capital costs estimated for the desulfurization operation alone, scaled to 8,000 tpd, range between $14 MM and $122 MM, while estimated operating costs for desulfurization alone on the same scale of operation range between $7 and $17 per ton clean coal produced. Relatively little is known about the chemical cleaning of coal, and present cost estimates indicate that the method might not be competitive at its present state of development when used alone to clean utility grade coals for sulfur removal. The principal attractiveness of chemical coal cleaning lies in its potential for combination with physical cleaning to produce cost competitive compliance coals in a combined process with high-Btu yields.

"INTRODUCTION The tremendous expansion of industry during the war and the unprecedented demands for metals and minerals are reflected in the production and use of explosives during that period. The increased use of explosives brought added safety problems to industry because of the necessity of using men as blasters who were not entirely familiar with and some who were totally unfamiliar with the characteristics of some or all of the various explosives. A discussion of the characteristics of the ordinary types of explosives used in: industry should assist in giving a better understanding of the hazards attending their use. Explosives are compounded so they may be used with reasonable safety provided the user understands and follows the procedure recognized as standard safety practice. Short cuts and the failure to understand and use recognized safe practices, as well as the selection of explosives unstited for the work at hand, are all part of the safety problem,The extent to which explosives are used in the United States is shown by a study of the statistics compiled by the Bureau of Mines 4/ regarding them. Some of these statistics are shown below and serve as an indicator of the tremendous number of men engaged in the transportation, storage, and use of explosives. Theme men are exposed to the inherent hazards attending this occupation and they should be familiar with the recognized safe practices relative to explosives."

The results of a four-year research effort aimed at developing a practical and effective electronic system for monitoring safety conditions throughout a coal mine by displaying, at a central location, remotely measured parameters are described. This document reports on the design details of the sensor packages and the data processing program used in an experimental monitoring system. The results of special ventilation monitoring experiments and several sub-system considerations are also described.

[Nine wire rope terminations were pull tested and fatigue tested to destruction to measure the termination efficiency and relative fatigue life. The terminations were selected on the basis off mine site visits and the specimen were assembled in a manner similar to industrial slings. To measure a termination's sensitivity to poor workmanship, both standard and modified assembly specimen were tested. Lang and Regular construction of the 6x19 and 6x37 class wire ropes were used in diameters of 13 mm (1/2 in.), 19 mm (3/4 in.), 25 mm (1 in.), 38 mm (1 1/2 in.), and 51 mm (2 in.). In static pull tests rope class, construction, and diameter interacted with the termination to influence the efficiency of the termination. In axial fatigue tests using only the 6x19 class rope, the effect of rope construction was negligible since failure was primarily dependent on the termination type. The Swaged Socket, a termination requiring a high capacity hydraulic press, gave the best overall performance in terms of efficiency and fatigue life. The short body length of the Zinc Poured Socket (RR-S-550) was attributed with the short fatigue life of this termination. The use of thermosetting resins as a replacement for zinc was demonstrated successfully for some socket designs. The fatigue life of the termination, expressed as a percentage of the fatigue life of the wire rope, was shown to be a guide for the retirement of the wire in these applications where the wiry' rope is primarily in axial loading.]

This paper summarizes a survey of fine-grinding practice in ore-concentrating plants throughout the United States, Alaska, Canada, Mexico, and Cuba as reported in the Bureau of Mines Information Circulars on milling methods. The survey covers 49 concentrators, which have a combined capacity of over 160,000 tons per day. In these plants 470 ball, rod, and pebble mills prepare material for flotation, gravity concentration, amalgamation, cyanidation, and air separation. The ores are those of gold, silver, copper, lead, zinc, molybdenum, feldspar, and pyrite. The metallurgy is that of the period 1928-32. Of these 49 concentrators, 36 are in the United States. They can treat 134,400 tons per day, and they have 326 fine-grinding mills. In the United States there are about 100 active or temporarily idle concentrators, exclusive of the many plants in the Tri-State zinc district, the washeries of the Lake Superior iron ranges and the Florida phosphate area, and small gold and silver concentrators. These 100 plants have an estimated capacity of 290,000 tons per day and employ about 650 ball, rod, and pebble mills. Consequently, since this paper covers about half of the production of this country it may be considered as particularly representative of fine grinding in ore mills in the United States.
