Although the attention of those interested in diseases peculiar to mining as teen focused recently on one duct disease - silicosis - other respiratory diseases may cause more suffering and economic loss. The increased incidence of these diseases usually is attributed to exposure to abnormal air conditions underground, such as sudden changes from high to low temperatures, excessive dust, and noxious gases. The principal respiratory diseases to which the mine is subject axe bronchitis, influenza and pneumonia, pulmonary tuberculosis, anthracosilicosis, and. silicosis. Although the mortality statistics in some of the tables included in this paper are old they have been corroborated by later, lees complete data Bronchitis Bronchitis is en inflammation of the bronchial tubes due, among other causes, to the inhalation of irritants such as dusts (organic and inorganic). Occupations that entail exposure to atmospheres polluted, by irritating gases carry with them the risk of bronchitis. According to Collie (1), it cannot be distinguished clinically from bronchitis occurring among the general population, and its association with tae inhalation of dust or gases usually is unrecognized.

"INTRODUCTION The investigation of the general hazards of combustible gases and vapors in manholes owned by the Edison Electric Illuminating Co. and the study of methods for eliminating these hazards, conducted by the Bureau of Mines, the Edison Electric Illuminating Co. of Boston, and the Boston Consolidated Gas Co. since 1929, was continued during 1933.From May and through December 1933 these tests were supplemented by a study of the manholes of the New England Telephone & Telegraph Co. The test crew was under the direct supervision of John Campbell, superintendent of the Special Service Department of the Edison Electric Illuminating Co., and F. M. Goodwin, vice president of the Boston Consol¬idated Gas Co.The procedure of sampling manhole atmospheres and of shipping the samples to Pittsburgh was the same as that used heretofore. In previous reports the relative explosibility of the samples was calculated by adding the percentages of the illuminants, hydrogen, carbon monoxide, methane, and ethane, dividing the total by 6.5, and multiplying by 100. Experience has shown that the factor 6.0 is more nearly correct; therefore, this has been used in calculating the relative explosibility of all the samples listed in appendix A and B of this report. The results of the 1921 cooperative experiments conducted by the U. S. Bureau of Mines and the University of North Dakota at the University mining substation plent at Hebron , North Dakota , pointed clearly to certain definite dep ficiencies in the schemes hitherto developed for benefiting and utilizing lignite . First The apparatus used in the carbonizing process or used to produce carbonized lignite suitable for briquetting is too costly , that is , the cost per ton day of residue made is too high . Second - The depreciation of the carbonizing appara tus is too high . Third The carbonizing apparatus can not be operated intermittently without seriously damaging it and impairing its efficiency of performance . Fourth Too little attention has been given to the possibility of using at least a certain percentage of the carbonized lignite directly in suitable stoves and furnaces without briquetting or other treatment . Accordingly , consideration was given to the design of an oven that could be built at a mine without the importation of highly skilled and specially trained construction men , erected at a low first cost , readily kept in a state of repair , operated at a rela tively high capacity and put into operation or shut down at will without seriously damaging the brickwork . The need of such an oven was appreciated also by the University of North Dakota and a cooperative agreement was made to build and operate such an oven during the summer of 1921.

Part of the work of the Precious Metals Section is to conduct oretesting experiments on ores selected as representative of various mining districts or areas . The projects are authorized by the Metallurgical Division , and only those ores in which gold and silver or gold or silver constitute an essential part of the total values are assigned to the Precious Metals Section . Such ores include those containing the precious metals only as commercially important ingredients , as well as those containing base metals such as copper , lead , and zinc along with the gold and silver . In many instances the "ore " may be a tailing product of a grade good enough to warrant retreatment , or a concentrate for which it is desirable to develop a method of treatment to avoid the expense of shipment to a smelter . It is evident that in general the greater part of this ore - testing work is done according to standard testing procedure , such as cyanidation, amalgamation, gravity - concentration , and flotation , or a combination of these methods . The standard methods of conducting such tests have been outlined in previous reports of ore - testing studies . However , since the inauguration of this oretesting program 6 years ago , the ores submitted under authorization have become increasingly more refractory to simple methods of treatment. Consequently, a considerable number of the projects completed during the fiscal year 1941 have required an unusual amount of work and in some instances have developed into real research problems . This report documents the process of site selection, instrument installation, data acquisition, and preliminary data analysis followed to characterize the physical response of overlying strata to longwall mining. A system of surface, subsurface and mine level instrumentation was installed at the Allen Mine in Weston, Colorado where the overburden varied in thickness from 600 to 900 feet. Survey monuments, automatic-recording strain-meters, multi-point rod extensometers, inclinometer-extensometers, stressmeters and tape extensometer convergence stations were installed to monitor displacements and stress changes. A preliminary analysis of the data acquired up until project termination has shown the system to be operative and strata response to be similar to that reported for other subsidence monitoring case histories. Recommendations for continued monitoring of the instrumentation systems are presented.

The ISMS program provided for the development and demonstration of equipment modifications for improved safety in both conventional and continuous coal mining systems. This report documents the success of the program in identifying accident hazards in underground coal mines with 4-to 8-foot seam heights, in designing modifications to reduce the hazards, and in demonstrating improved safety through extended underground use of the ISMS equipment.

Magnesia spinel (MgO.Al203) recovered from dusting slags in the system MgO.Al203-2Ca0.SiO2 is in the form of single crystals most of which will pass 35-mash. This investigation was undertaken by the Bureau of Mines to evaluate the concentrates as a refractory raw material. Three specific types of refractory bricks were studied: (1) dense, (2) lightweight bubble, and (3) insulating. Test specimens ware fabricated 1 by dry pressing, fired to 1,675° C., and tested by procedures common to the industry. The concentrates produced a refractor, having satisfactory density and mechanical strength; however, spinal is sensitive to thermal shock and the possibility of producing a spall-resistant brick using aggregate of such small grain-size must be considered remote. Lightweight refractorias fabricated of spinel bubbles were the most promising of the types tested. They were 30 percent lighter in sight than the dense refractory, their mechanical strength was good, and definite superiority in thermal shock resistance was indicated.

C. Reed, a geologist of the United States Geological Survey during the summer of 1931. As a result of Synopsis 73-16 Dynadyne responded with an unsolicited proposal offering the Bureau of Mines to develop an ultra-low volume coal mine dust personal sampler. In the ensuing technical discussions the choice of a desirable volumetric rate became a focal point. While, the initial proposal was based on a volumetric rate in the area of 50 cc/min the Government expressed interest in a variety of mass flow rates ranging from 50 cc/min to 2000 cc/min. The physical characteristics such as weight, volume and configuration of a personal sampler are to a large extent - dependent on the operating volumetric rate. It became readily apparent that the optimum size of such an instrument as a function of volumetric rate was not known and that a study of the choice of optima was essential prior to beginning the development, Hence, the Government authorized a two phase approach to this project. Phase I was to include a Technical Evaluation Study of optimum characteristics in the range between 0. 1 to 2. 0 lpm. Based on these findings and in consultation with MESA personnel, the Bureau of Mines was to authorize the second phase that is, the development. Phase II, was to include the drawing of a set of performance specifications stating among others the desired operating volumetric rate. In this report, every effort was made not only to present the actual work done over the course of this development, but to reflect also our engineering "thinking" providing answers as to the "why" we preferred certain solutions over others. We believe that this added dimension is not only useful for the Government official evaluating this report, but also that the Government is entitled to it providing the official with an educational content useful in avoiding future costly repetitions of similar situations.

Cooperation between the United States Bureau of Mines and the Safety in Mines Research Board of Great Britain, continuous, since 1924, s made possible this and other papers on safety subjects. Grateful acknowledgment is made to representatives of the board for their assistance in arranging visits to several mine-safety stations, and to F. R. Wynne, Deputy Chief Inspector of Mines, for arranging visits to mines in Great Britain and certain other countries in Europe. During the summer of 1927 the writer had the privilege of visiting the mine-safety testing stations An Great Britain, Belgium, Germany, and France, in the order named. All of these countries have large coal mines, many of which are rated as gassy. Therefore, a the installation of electrical equipment is contemplated each of these countries is confronted with the same safety problem as is the United States that is, the development of electrical equipment that will not, ignite gassy atmospheres should they through neglect or accident surround the equipment. The means employed by these countries in safeguarding gassy mines should therefore be of general interest to safety engineers of American coal mines, and a brief survey is given for each of the four countries mentioned. The fourth or last of these surveys covers conditions in France.

The Bureau of Mines conducted a feasibility study and designed an operational system for consolidating waste coal sludge in a 110-acre pond by applying direct current between buried and floating electrodes. Consolidation would reduce the sludge to half its present volume, there-by extending the working life of the pond as well as creating a safe, stable impoundment. The project was conducted by the Bureau under an agreement with the Washington Irrigation and Development Co. (WIDCO), located near Centralia, WA. Part 1 of this report, published as Report of Investigation 8666 in 1982, covers the results of laboratory tests at the Bureau's Spokane Research Center and of a small-scale field test at WIDeO's coal preparation plant. Test results show the process is efficient and cost-effective when power is applied at low current density. Part 2 (this paper) describes a detailed design for an electrokinetic system to dewater WIDCO's 110-acre pond with a 27.4-acre electrode array. Densification of the inactive sludge pond will require 3.6 yr of treatment for a total cost of $1,450,000. The study and design are site specific, but design procedures and analyses are sufficiently detailed to serve as a guide for applying the process to any sludge pond.

Following is a brief history of Bureau of Mines Division of Coal-Mine Inspection activities that have favorably effected health and safety and reduced Injuries at coal mines: The Federal cline Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines for the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consulting with representatives of management and mine workers, and was incorporated in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, betweeen the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines considered imminently dangerous, but authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include better fire suppression systems, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

The purpose of this paper is to indicate some of the benefits that have been derived in the Zeigler No. 3 mine by using roof bolts under extremely adverse roof conditions J with the thought that much better results could be obtained in other mines with more normal roof conditions by applying some of the practices that were developed in this mine. Some of the benefits that have been obtained in this mine, which will be shown in this paper, are: 1. Increased tonnage per man-shift at the face when roof bolts are used, as compared to the tonnage under similar conditions when conventional timbering methods were used. 2. Increased efficiency of roof bolting by giving the foremen a definite plan to follow. 3. Reduction in delays caused by failures of the trailing cables of loading, mining, and drilling machines. 4. Reduction in the number of accidents after roof bolting was adopted. Inasmuch as the success that followed roof bolting in this mine was obtained under one of the most treacherous roofs in the Middle West, it is reasonable to suppose that correspondingly better results could be obtained under more favorable roof conditions by using the same procedure.

The domestic primary copper industry generates in excess of 600 million t of mining and mineral-processing waste annually. Most of the waste poses negligible environmental threat, but a small fraction, because of toxic or corrosive characteristics, may be subject to regulation under Subtitle C of the Resource Conservation and Recovery Act (RCRA) or other pertinent regulations. Among the wastes generated by various copper producers are flue dusts, slags, refinery-bleed solutions, and. acid-plant wastes. The U.S. Bureau of Mines (USBM) has researched methods to mitigate the environmental threat posed by copper-processing wastes while recovering valuable metals from these materials. Acid-leach processing of flue dusts has been demonstrated feasible along with sulfide treatment of liquid refinery wastes and acid-plant-bleed and gas-cleaning solutions to precipitate dissolved metals. In, addition, the feasibility of removing copper and molybdenum from slag, as well as stabilization of precipitated sulfide wastes by vitrification, have been investigated.

Shallow underground voids resulting from early coal mining and other resource recovery activities over the past several decades are now being recognized as a significant cause of ground subsidence problems in developing urban areas. Uncertain knowledge of abandoned coal mines also imposes potential hazards in coal excavation operations since water inundation or the release of methane gas is a pricnipal hazard when mine excavation operations break into an abandoned mine. U.S. Army requirements for an effective method for detecting and mapping subversive man-made tunnels have resulted in a surface-operated automatic earth resistivity survey system with a digital computer data processing system. Field tests aimed at demonstrating the system performance resulted in successful detection of tunnels having depth-to-diameter ratios up to 15 to 1. Under the sponsorship of the Bureau of Mines, a similar system was designed and constructed for use in the detection of coal mine workings. This report discusses the hardware and software aspects of the system and the application of the high-resolution earth resistivity method to the survey and mapping of abandoned coal mine workings. In the field tests reported, the targets of interest were both air-filled and water-filled workings.

This report presents a more extensive perspective of the calculated profitability of developing and producing crude oil and associated natural gas by primary methods from selected onshore areas of the United States. Estimates were made for cost of drilling, completing, equipping, and producing oil wells at four depths in seven onshore producing areas. A computer program was developed for calculating the discounted cash flow rate of return for the 64 different models in each area resulting from varying the oil-producing rate and production decline rate. The results of these calculations provide data that vividly illustrate the change in rate of return to changes in well depth, initial producing rate, and production decline rate, as well as to variations in development cost and operating expense. Cost per barrel of oil produced in terms of annual cost and total cost is also discussed. Included in the report are explanations of the method of determining costs and the procedure used for profitability analysis. Summaries of all cost estimates and results of profitability analyses are presented in the appendix in tabular form for each of the seven producing areas.

For 11 years, under authorization of the Synthetic Liquid Fuels Act of April 5, 1944 (30 U.S.C. 321-325), and amendments, the Bureau of Mines has carried on an extensive research and development program to establish methods for producing oil from coal and from oil shale. This act was passed by the 78th Congress primarily because of the stress of wartime demands for liquid fuels to supply our armed forces during World War II. The act was progressively extended by the 80th and 81st Congresses, as later peace-time demand for oil and oil products continued to increase.

The Bureau of Mines examined sources, consumption, and movement of iron and steel scrap in the southeastern States--Alabama, Florida, Georgia, Kentucky, North Carolina, South Carolina, and Tennessee. Officials of the scrap-processing and scrap-consuming industries were interviewed, data was obtained from the published literature, and a canvass was made by the Bureau of scrap consumers. The Southeast generated excess scrap which was shipped to domestic and foreign consumers in about equal proportion. Total 1963 demand in the Southeast was 3,336,000 net tons, of which purchased scrap was 75 percent, foreign exports 13 percent, and domestic exports 12 percent. Alabama, with 47 percent of the purchased scrap consumption in 1963, was the most important scrap-consuming State, and Kentucky, with 34 percent, was the second most important one. Southeast demand was 4.8 per-cent of the total U.S. demand. Projected 1980 consumption is 8,340,000 tons. Scrap prices showed a slight downward trend for the period 1953-63, although gross consumption increased slightly. A significant trend in processing scrap in the Southeast is the preparation of smaller bundles or "briquettes" weighing from 75 to 150 pounds, which are easier for consumers to handle and inspect. Another significant development is the "shredding" of automobile scrap which produces a dense, clean scrap especially desirable for use in electric furnaces.

THIS REPORT covers the third in a series of five projects into which the Conowingo tunnel system has been divided for geographical and practical reasons. It outlines the work constituting Project No.3 that consists principally of the following: (a) To sink the No. 15 shaft and extend the Alden, Sugar Notch, Baltimore No.2, and Laflin shafts from their present depths to tunnel level; (b) to drive a tunnel off these shafts to connect with the western end of the tunnel in Project No.1 (Lackawanna) and to a point 1 mile south of the No. 15 shaft; (c) to construct an emergency pumping plant at the No. 15 shaft, complete with 3 centrifugal pumps of 200-cubic-foot-per-second (c. f. s.) capacity each, and a discharge-water shaft and a discharge tunnel for conducting the water from the pumping plant into the Susquehanna River; and (d) to construct a lateral tunnel 1 mile long off the main tunnel in the vicinity of the No. 15 shaft, to be known as the Wyoming lateral. The project, as outlined, is a self-contained drainage unit that will permit unwatering inundated mines and safeguarding active mines in the Wyoming Basin of the Northern field and also will handle the water in the Lackawanna Basin, thus permitting the temporary pumping plant provided in Project No.1 to be discontinued. The pumps installed in the temporary pumping plant provided in Project No.1 can then be moved to the emergency pumping plants recommended in Projects Nos. 2 and 3, to be installed as the third or standby unit.
