The microstructures of a CF2Br2-inhibited methane flame and its uninhibited analog have been determined using molecular beam-mass spectrometry. The slightly lean flames were stabilized on a cooled porous plug burner at reduced pressure. Composition profiles of stable, intermediate, and radical species and temperature profiles were obtained. Comparisons of the uninhibited and inhibited flame profiles revealed the following inhibition effects; a shift of the primary reaction zone to higher temperatures, a higher maximum flame temperature, an increase in the CH3 concentration, and a reduction in the H2CO, H, 0, and OH concentrations. Kinetic analyses of the data yielded rate coefficients at flame temperatures for the reactions H + CH4 ? CH3 + H2, H + O2 ? OH + O, CO + OH ? CO2 + H, and CH3 + O ? H2CO + H. CF2Br2 is judged to decay by thermal decomposition and abstraction reactions.

A study to explore the potential of utilizing the transport time required to move coal miners to and from the working sections. Consideration was given to all forms of training and presentation media, taking into account such environmental factors as noise, dynamic interferences, visibility, physical constraints, and contaminants. Research and testing in a small scale equivalent of a commercial flota-tion plant was completed on four low-grade, iron-bearing materials from the western Mesabi range. Closed circuit-flotation of calcium-activated silica with fatty acid collector developed data for comparison with the batch process and highlighted problems not evident from previous bench testing. The four ore samples contained from 27 to 39 percent Fe and were equally represented by nonmagnetic taconite and semitaconite type materials. Iron concentrates containing 6.0 percent, or less, SiO2 were made 5, all four samples. Of the two material types, the semitaconite was the ore amenable to treatment, yielding iron recoveries of about 90 percent as cc pared with 70 to 80 percent for the other. Pilot plant tests showed that concentrate grade made in batch tests could be duplicated in the closed circuit and demonstrated that the amount of recoverable middling iron varied considerably between ore samples. The continuous tests also showed that water temperature strongly influenced results in the treatment of one ore but apparently was of indifferent consequence in another. Progress in thickening and filtration of flotation concentrates was made through introduction of tapioca flour to serve the dual role of iron mineral depressant and flocculant.

"The aggressive industrialization of America, the development of powered tools which generated massive amounts of respirable-sized dust particles, a latency period which may mask the relationship between exposure and development of disease, inadequate (or perhaps even careless) understanding of the relationship between dust exposure and disease, and respiratory protection which has later proven to be inadequate have resulted in a series of epidemics of silicosis which have caused the premature death of many workers.1-11 Emphasis on the regulatory control of dust levels in the workplace has greatly reduced the development of pneumoconiosis in the United States and in other developed as well as underdeveloped countries, yet the prevention of silicosis or coal workers' pneumoconiosis has not come close to being accomplished. Despite the public health perspective that pneumoconiosis arc totally preventable illnesses, there appears to be little evidence that this is the case.Cases of pneumoconiosis continue despite aggressive enforcement policies by regulatory agencies, attempts at dissemination of very readable materials aimed at workers and management 12.13 and respiratory dust exposure standards which are in place and appear, for the most part, protectivc.14- 16 It is more than frustrating for all parties associated with advocating workers' health to see reports of workers with aggressive silicosis. On another level, both the physician and the affected worker are helpless when a diagnosis of silicosis or coal workers' pneumoconiosis is made. Both realize that there is no proven way to affect the natural history of these progressive inflammatory and fibrotic processes. Neither is there any ""compassionate use"" therapy. What must be developed, at the very least, is a ""salvage therapy"" which has the potential to reverse, or at least dramatically lessen, the aggressive natural history of silicosis which develops over relatively short time periods. Because of the aggressive nature of silicosis (compared to coal workers' pneumoconiosis) attempting to develop a therapy for this illness should be a priority."

Improved practice resulting from recent changes in the method of supplying compressed air and in pneumatic drilling equipment used in secondary drilling and in development work at the Morenci mine of the Phelps Dodge Corp., has resulted in improved safety conditions, as well as in a reduced cost per foot of drilling. A large stationary compressor installed outside the mining area and the compressed-air pipelines in the mine were replaced by portable compressor units. A self-propelled, self-contained drilling unit was obtained for drilling large footages where short moves were involved. Large wagon-drill units were replaced by faster and lighter drill machines and conventional bits by carbide insert bits. The safe practices employed in air drilling and in the related blasting and scaling operations have contributed to an excellent safety record at this mine. The complete sets of instructions listed in the company codes of safe practice aid materially in training employees.

The United States Bureau of Mines contracted Norecol to prepare a report identifying the regulatory processes associated with metal mine development in British Columbia using the Snip Mine as a case study. The intent of this study is to assist industry and regulatory agencies in developing understanding as to differences in objectives, perspectives and operating methods. The case study will be incorporated into a larger report summarizing the comparative advantages and disadvantages of metal mine permitting in British Columbia and Alaska. The purpose of the report is to identify the development schedule and permitting process at Snip which will assist the U.S. Bureau of Mines in suggesting improvements in environmental review and permitting processes for mine developments. The report provides an abstract of the environmental assessment review processes in Canada and the Mine Development Review Process in British Columbia and provides an understanding of the linkages between policy, legislation, and environmental review.

"INTRODUCTION Approximately 1,250,000 tons of 2-1/2-inch and 1-1/2-inch slack, representing over half of the output from 40 to 50 mines, is produced in the Denver region each year. Part of this slack is made by crushing lump, and some of it is rescreened to make pea and modified pea sizes measuring 1-1/2 inches by 2-1/2 inches and 3/4-inch by 1-1/2 inches, round-hole. Modified pea is popular as domestic stoker fuel. Approximately 900,000 tons of slack 0 by 2-1/2 inches, 0 by 1-1/ 2 inches, and 0 by 3/4-inch in size are consumed by industrial plants, the principal consumers being a large power plant and the beet-sugar industry. The power plant uses annually 250,000 to 275,000 tons of pulverized fuel and can pulverize slack of any size, while the sugar factories consume about the same quantity of coal in stokers. The sugar factories store about 110,000 tons of 2-1/2-inch slack under water from January to October, and burn the remainder of their consumption directly during the campaign season from October to December. For this purpose, sugar-factory power plants can use any size of slack, which is recrushed to pass a 3/4- or 1/2-inch screen before burning on chain-grate stokers. About one-third of the 2-1/ 2- inch slack produced in the field is used in smaller industrial plants that employ stokers.Certain factors affect the utilization of 2-1/2-inch slack in the Denver region. The increasing production of hydroelectric power has reduced the consumption of coal at power plants slightly. If more hydropower is generated, the trend of consumption of slack might be downward, unless industrial activity offsets this greater output. Rapid increase in number of domestic stokers during recent years has necessitated preparation of greater quantities of stoker coal, with the result that more lump is crushed, and preparation facilities are changed. At present about 19 percent of the coal produced is crushed to meet the constant demand for industrial fuel as well as the increasing but variable demand for the small domestic stoker sizes. The quantity crushed has increased 12 percent during the last 6 years. These factors are shifting constantly. The trend toward the use of clean and smaller sizes for domestic stokers gives a slack having a larger proportion of fines. In future, even greater quantities of small stoker coal probably will be prepared, and the resulting greater quantities of small slack will have to be used for industrial purposes."

This contract final report summarizes the design, fabrication and testing of canopy air curtain devices under Bureau of Mines Contract H0232067. The canopy air curtain device is designed to reduce the level of respirable dust exposure to a continuous mining machine operator while having a minimum effect on operator safety, mobility and comfort and being compatible with mining equipment. This contract was devoted to the development of a device which utilizes an invisible curtain of air to envelope a mining machine operator's breathing zone with filtered air to provide respiratory protection. Various concepts were evaluated by means of laboratory tests. One concept was selected and was tested on various mining machines at underground sites by means of MSA personal samplers. The canopy air curtain was found to be effective. The percent reductions over the ambient dust concentrations were about 30 to 75 percent depending on the amount of time the operator spent under the air curtain. At one test site, the device enabled the mining machine to operate within compliance. Donaldson Company is presently working on the commercial production of the device.

Toolbox training is often described as short, informal training conducted at a worksite by technically competent persons for the benefit of a work team. The key feature of toolbox training is the focus on a work team and what is important to that group in its workplace. Toolbox training conducted by peers can connect miners and establish the feeling that the hazard is a real threat to them. This feeling can bridge the gap between delivery of a safety message and behavioral changes that can prevent an accident. Toolbox training is a popular form of "maintenance" training that should not be used to teach a new skill. The 10- or 15-minute toolbox session is simply too short a time to teach or learn a new skill and test for skill development. However, the toolbox format is an excellent way to inform workers of changes in workplace rules, conditions, or hazards by bringing the discussion of change to the level of the work group and suggesting how a change will affect the way workers perform their jobs. Toolbox training should be structured to address a very specific hazard. That is, the hazard source should be identified and the effect of the hazard on the worker described. The temptation to discuss a safety subject in broad terms will result in an equally vague result. For instance, discussing "equipment guards" is inappropriate for a 15-minute training session. There simply is not enough time to cover all the hazards and their remedies. A more appropriate topic would be "placing guards on a conveyor return roller" or "hazards of cleaning a conveyor return roller." Each topic is concise enough to allow the trainer time to define a particular threat to the safety of miners and discuss ways to defend against that threat. The clearest way to a safe workplace is to identify hazards methodically and eliminate them. This cannot be done with sweeping, generalized training. Some best practices that will protect a worker from the hazard should be presented, and the hazard should be located at the specific worksite. Toolbox training is an opportunity for the work team to participate in learning and share experiences and knowledge, often through storytelling. Storytelling is an ancient form of passing along information in an entertaining way. It is entertaining because it draws the listener in with imagination and creativity. Stories told within work groups are a way for miners to exchange experiences in which they made mistakes that resulted in an accident or a near-miss and learned a valuable lesson. Thus, co-workers can learn from others without the pain or fear that accompanied the storyteller's learning path. To encourage these shared experiences, the people in the group must be comfortable with one another. Participation doesn't stop with listening to a near-miss story or informing the group of an unsafe work practice. Participation by sharing experiences, knowledge, and skills should lead toward action in changing the unsafe tool, practice, or machine (Wallerstein, 1992). This power to change is called empowerment. Empowered workers use toolbox training sessions to discuss a problem; direct their own knowledge, experience, and talents in the context of their work environment to solve the problem; and put into practice what they have learned by sharing (Baker, 1992). A worker is much more likely to implement changes they have contributed to creating than changes forced upon them. Toolbox training functions best when the group size is small (under 20) and composed of workers with similar job functions. While combining all workers on a shift or multiple shifts may be convenient, the level of participation will drop dramatically as group size increases and participants are less connected. Similarly, when the work group participants are from different job functions, keeping the materials relevant to the individual becomes more difficult. The role of management in the toolbox training system is to communicate among various groups so that all groups at a mine site are hearing the same message. In very small operations, combining work groups can be productive if the trainer can promote open discussions and lead the group to solutions that address the needs of all and not let one group or individual dominate the discussion. WHY USE NARRATIVE METHODS An effective communications tool is to use stories as a means of describing a hazard and its consequences. Historically, using stories to transfer knowledge between individuals of the same and different generations is well established. All good stories share the same elements required to communicate safety principles. Stories require a setting (the part of the workplace), a plot (the circumstances that lead to a hazard), the solution (best practices), the lesson (what can happen), and the result (what will be done to prevent the hazard) (Dennehy, 1999).

"The maintenance of permissible equipment which is tested and inspected at the Pittsburgh Experiment Station of the United States Bureau of Mines is dependent to a surprisng degree upon the voltage at which the equipment is operated. The difficulty of maintaining 500-volt equipment is frequently brought to the bureau's attention, and it is quite possible that if the bureau had appreciated at the beginning the full hazard involved, it would never have undertaken the approval of equipment operating at voltages greater than 250 volts.In this connection, the following statement from State mine inspection departments and other sources are of interest as showing the general feeling in safety organizations with respect to voltages higher than 250. These statements, although obtained as a result of a questionnaire sent cut several years ago, still apply very well to present conditions.A. I have not had time to consider seriously the proposed change from every angle, but looking at it from a standpoint of hazard, feel that the danger would be greatly increased. I have always occupied the position that underground voltage on portable equipment should never exceed 250 volts.High voltage of course would mean smaller transmission lines, which would be more economical and no doubt would require in several instances smaller equipment; notwithstanding, if this statement is true, the writer is still favorable to low voltage on underground portable equipment.B. I believe 500 volts should be the limit on the best equipment ender the best conditions and that the U. S. Bureau of Mines should do all in its power to limit the voltage to 500 volts on permissible equipment, as any increase in voltage means increased hazard.C. I will refer you to a section of our mining law, entitled ""An Act to Regulate the Tine of Electricity in the Mines of the State of ----"" which reads in part, as follows: Trolley wires, or other exposed electrical wires, shall not carry a voltage above 275 volts.You may readily see by this that we are not permitted to operate mining machines under ground in -----, with more than 275 volts at the terminals, except that we are permitted to install transforming stations throughout the mines, after complying with certain regulations at the mine.However, as we have had to date, within the calendar year of 1925, six men electrocuted in the mines of the State, using a voltage of 275 volts, I am of the opinion that if this voltage was increased, the hazard would also be increased in proportion.D. I do not care to make a statement for publication: however, I am referring you to our mining laws. On page 27 and 28 you will find what the laws of -----¬require relative to the installation of electricity in the mines.""Hereafter where electricity is installed no higher than two hundred seventy-five (275) volts shall be used underground, except for transmission, or for application to transformers or other apparata, where the high-voltage circuit is stationary. High-voltage motors, and transformers, shall be installed in suitable chambers, built of fire-proof construction, and well ventilated, and shall not be placed on intake, or between intake and return air courses. All high-voltage lines lines and apparata must be clearly marked, to indicate their danger. Main and distribution switchboards for high voltage shall be made of insulating and incombustible material, such as marble or slate, and to be free of all metallic veins, or of material equivalent thereto. Same shall be installed in a dry place. All switches or other instruments used in connection with high voltage shall be installed on suitable switchboards, with at least a three-foot passageway in front and rear properly floored, and kept looked by a door at each end that can be opened from the inside without a key. With higher than medium voltage, there shall not be any live metal work on the front of switchboard, and the entry circuit must be protected by an oil breaker s"

The objectives of this study were the evaluation of the technical and economical feasibility of utilizing color and color infrared aerial photography to satisfy some informational needs for pre-mine planning, mine progress monitoring, and reclamation monitoring. Seven aerial data collection missions were conducted within a two year period over strip mine sites in Pennsylvania. Scales of 1:6,000; 1:12,000; 1:24,000; and 1:48,000 were flown on the first aerial mission. The 1:12,000 was chosen as the optimal scale for the remaining six flights. An extensive literature and legislative review and discussions with strip mine operators identified the informational parameters that could possibly be obtained from aerial photography. Interpretability accuracies were evaluated for parameters in the broad categories of land use, soils, water, vegetation, and geology. Seasonal interpretation characteristics were noted for infrared photography. Man hours for photointerpretation and costs of aerial data collection were monitored closely and incorporated into a cost benefit analysis. Those parameters that could be mapped, identified, or measured with accuracies =75 percent were incorporated into a photointerpretation training manual. An additional analysis was performed to determine the applicability of the interpretation methodologies and results developed for Eastern sites to Western surface coal mining sites. In addition, a separate aerial photographic interpretation manual was produced during this contract. It is intended to be utilized by eastern and midwestern surface mine operators and regulatory personnel.

Since early in 1940 the Bureau of Mines has been concerned with possible means of utilizing manganese-bearing materials from the Missouri Valley manganese deposit. During the period between July 1945 and August 1947, the Bureau of Mines undertook to complete certain phases of the problem by re-evaluating the results of earlier work and supplementing the findings by additional operations and field studies considered necessary to permit drawing of final conclusions. Distinctive discoloration marks the outcrop of the manganese deposit which is exposed on both flanks of the Missouri River Valley and its major tributaries for a peripheral distance of approximately 523 miles in south-central South Dakota. The apparent magnitude of the deposit, judged largely from observation of the outcrop, had led to much speculation as to its actual value in terms of tonnage and grade. Similarly, investigative work aimed at developing a means of winning a usable manganese-rich product from the deposit had reached no conclusion, except that certain methods showed more promise than others for accomplishing the final objective.

Fatalities from falls of roof and coal are responsible for the death of more than 1,000 miners annually in the bituminous coal mines of the United States, or practically one-half of the total fatalities in and about these mines. The men are killed by falls singly or in small groups and little or no publicity is given these accidents as they lack the spectacular features of gas and dust explosions. As a result, the public and even the miners have the impression that accidents from falls of roof and coal are just one of the unavoidable hazards of the coal-mining industry. This belief is not true. Accidents caused by falls can be avoided largely by the application of sound engineering principles, by education, and by proper leadership in the industry, just as gas and dust explosions and accidents caused by explosives have been reduced in recent years.

"The use of trailing cables on cutting machines, loading machines, and similar electrically operated apparatus is recognized as a necessary adjunct to the economical operation of such units. On the other hand, such cables because of their liability to failure from being run over by cars, locomotives, and other track-operated equipment offer one of the greatest hazards - indeed, probably the worst hazard - met with in the operation and maintenance of permissible equipment. Therefore, the Bureau of Mines is seeking ways of making the use of trailing cables less hazardous.Recently the bureau conducted an extensive investigation of both concentric and duplex rubber-sheathed trailing cables at the Pittsburgh Experiment Station. The results of this investigation were published in two reports.3 4In a larger part of portable motor operations in mines a double-conductor cable can be used. The investigation already mentioned indicated that it is feasible to construct a 2-conductor cable that will stand considerable abuse, such as being run over by loaded cars or light-weight locomotives without producing dangerous arcing in the cable either from grounds or short circuits. There are conditions where more than two conductors are necessary, and in such instances it will probably be necessary to use a cable less resistant to this kind of abuse.Schedule 2C, covering the tests of electric motored equipment, was approved February, 1930. This schedule provides for performance tests on trailing cables as follows;Trailing Cable Performance: The following performance test, optional with the manufacturer, is established for determining the suitability of trailing cables for use on permissible equipment. Trailing cables that pass this test will be especially recommended for this service.The cable will be placed across the two rails of a track and a 4-wheeled 7-ton car will be run over it 50 times. The speed of the car shall be approximately 3-1/2 miles per hour and potential shall be applied to the cable during tests. The cable will be shifted in position after each passage of the car thus giving 100 places over which two wheels have passed. To warrant special recommendation of the Bureau, a cable must neither become short-circuited nor grounded either to the rails or wheels in more than 10 per cent of the 100 places.The Bureau of Mines is prepared to conduct tests as outlined in the foregoing paragraphs to determine the suitability of trailing cables for use on permissible equipment. Application for such tests should be made to the Director, Bureau of Mines, Washington, D. C. Each application should be accompanied by a check for $25.00, made payable to the Treasurer of the United States, to cover the expense of conducting the test on a given size and make of cable."

"This project constitutes the results of a geophysical field investigation undertaken in the mining areas in the vicinity of Marion, Crittenden County, Kentucky.Results were obtained at well-known mines being worked for fluorspar. Of special interest was the determination of mineral trends at such mines, particularly in relation to the fault patterns, because of ore in them.This work also constitutes a comparison between the field information that can be obtained by purely geological means and the additional information obtained by applying geophysical surveys to the same areas.As the mineralization in this area is controlled almost surely by the faults therein, the great importance of locating faults cannot be over emphasized. Accordingly, there has been incorporated herein the analyses as well as the application of electrical resistivity methods for fault determinations.In the western part of Kentucky, particularly in that area designated as the Cave-In-Rock quadrangle by the United States Geological Survey, is located the center of the fluorspar mining district of Kentucky. From the mining as well as commercial viewpoint, this area is of considerable interest and importance. It has been described by Currier4/ as a large structural dome that collapsed, through faulting, into a mosaic composed of a main fault pattern that has a strike to the northeast in sedimentary formations. Accompanying this main fault pattern are a large number of irregular faults. This fault complex is also traversed by a dike pattern that has a regional strike for this region focusing a northwesterly direction. The faulting occurred before the dike intrusions, the latter being composed largely of peridotite rocks. According to Reed,5/ most of the metallic mineralization, composed chiefly of galena and sphalerite, occurs at or near the Intersection of the dikes with the faults, indicating a possible igneous origin of the ore deposits. Reed adds that the fluorspar generally does not follow this rule but may also be found in other portions of the faulted zone not directly related to dike intrusions. The area may be considered of equal interest in the occurrence of lead and zinc and in the occurrence of fluorspar controlled by the faults. Hatmaker and Davis6/ give detailed information concerning the form of the ore bodies and economic factors that control ore production in this area; they also suggest the application of geophysical methods in this territory. Ulrich and Smith7/ also discuss geological details in this area. This area is therefore of interest, whether examined from a large structural point of view or from a very detailed angle. The former will assist in determining the origin of the mineralization and its economic possibilities, whereas the latter will give details concerning fault locations and their geologically and geophysically controlling features. This work was undertaken as a pilot investigation relating to the study of the location of fault occurrences, in which it was attempted to determine the location of faults as well as the fault patterns in certain isolated areas. No effort was made to identify the mineralization from the gouge material in the faulted zones; this problem was left for subsequent investigations."

Fifteen boride composites were synthesized by hot pressing and evaluated by physical and incendivity testing as non-sparking tool materials. The incendivity tests, conducted at the U. S. Bureau of Mines, Albany Research Center, compared the boride compo-sites with standard cobalt-bonded tungsten carbide material used for coal cutter bits. Two titanium diboride composites and two zirconium diboride composites out-performed cobalt-bonded tungsten carbide in wear resistance and reduced tendency to cause ignitions. However, three of these candidates exhibited undesirable chipping. The remaining candidate, a TiB2-(Ni, Cu) composite, did not chip, nor did it cause ignitions at levels where cobalt-bonded tungsten carbide tools caused ignitions in the incendivity tests. Fatalities from falls of roof and coal are responsible for the death Of more than 1,000 miners annually in the bituminous coal mines of the United States, or practically one-half of the total fatalities In and about these mines. The men are killed by falls singly or in small groups and little or no publicity is given these accidents as they lack the spectacular features of gas and dust explosions. As a result, the public and even the miners have the impression that accidents from falls of roof and coal are just one of the unavoidable hazards of the coal-mining industry. This belief is not true. Accidents caused by falls can be avoided largely by the application of sound engineering principles, by education, and by proper leadership in the industry, just as gas and dust explosions and accidents caused by explosives have been reduced in recent years. The necessity for studying falls of roof and coal becomes apparent by referring to the following data from a table by Adams and Chenoweth:3
