This report is based on data collected in and about the Liberty mine of the Liberty Fuel Co. by D. J. Parker and W. W. Kessler on December 13 and 14, 1933. An important phase of an examination to determine the general condition of a mine with respect to safety is the collection of dust samples from rock- dusted areas. Definite conclusions, based on intelligent interpretation of the analyses of such samples, can be reached only when the general condition of the mine is known. A similar examination and report were made on this property in January 1930 by D. J. Parker and R. I. C. Manning. Since that time much has been done by the management to improve safety conditions in this mine. The changes made will be noted in the course of this report. The mine is in Spring Canyon at Latuda, Carbon County, Utah, and is served by a branch line of the Denver & Rio Grande Western Railroad about 7 miles long and connecting to the main line near Helper, Utah. A single boom roof bolting machine was outfitted with measurement and recording systems for detecting changes in machine parameters while drilling. The purpose of this instrumented bolter or "smart drill" is to detect changes in roof conditions from the machine parameters of penetration rate, thrust, rotation rate, torque, rejected light from rock cuttings, and vibration of the roof during drilling. The system was demonstrated underground in coal mine conditions and showed correlation between rock type and drilling parameters.

In this period of generally increasing taxes of various kinds, one hears less complaint by mining companies about the high cost of workmen's accident compensation than was the case a few years ago, the reason perhaps being that other and more pressing phases of the tax problem now over shadow the heavy expenditures for compensation premiums which a few years ago were considered a severe burden on the mining industry. Nevertheless, the financial expenditures of the mining industry in higher compensation benefits and hospitalization or in higher premium rates, or both, instead of being less have actually increased in many States in the past year. In the spring of 1937, proposals for increased benefits to injured employees in compensation, hospitalization, or medical aid were actively before legislatures in California, Connecticut, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Massachusetts, Michigan, Minnesota, New Mexico, Oregon, Pennsylvania, South Carolina, Texas, Utah, Washington, Wyoming, and possibly other States. In some cases, the proposed increases in benefits were so much greater than expenditures for similar items in the past that premium rates per $100 of payroll would almost certainly rise sharply. At this same time, occupational-disease-compensation coverage also was under consideration by legislatures in Arkansas, California, Delaware, Idaho, Indiana, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and Washington. Sooner or later (and probably within the next few years) occupational-disease compensation will be accorded practically as wide recognition as accident compensation receives at present, and, unquestionably, mining in all of its branches will be affected more or less drastically. Hence, the present outlook is that the mining industry, in company with practically all other industrial activities, will be confronted by materially higher compensation costs than those of the past or the present, to which rather violent exception has been taken, at least in some States and at some times.

Diagnostic: tests were performed on a production ST-5A Load-Haul-Dump machine manufactured by Wagner Mining Machinery Company to evaluate and rank order noise sources. The diagnostic evaluation indicated that the major noise sources were the transmission, the engine, and the cooling fan. This phase was followed by implementation of recommended noise control treatments, which included vibration isolation of the transmission, a transmission enclosure, an engine enclosure, and modifications of the inlet to the cooling fan. The final step in the program was an underground operational period which began on 31 August 1976 at the National Gypsum Mine in Shoals, Indiana. The noise control treatments successfully reduced the LHD operator noise exposure by 7 dB(A), thus increasing its allowable operation time by a factor of 2.7. Actual measurements made underground using noise dosimeters have indicated that, during, a typical shift, the noise control treatments have reduced the fractional exposure to an allowable level. The report discusses the mechanical aspects of the LHD, its noise sources, the treatments applied, the final levels achieved, and field experience with the noise-controlled machine.

The accompanying supply/demand flow diagrams and 10-year tables for mineral and fuel commodities present essential data required by government, industry, and others to formulate policies and programs that can help assure an adequate and continuing supply of mineral raw materials. The 10-year data base terminates with 1973 figures because adequate world information was not available beyond that date. Moreover, 1974 was an anomalous year with respect to prices, supply, and demand for many commodities. The selected mineral supply/demand tables and flow diagrams comprise but one "output" from the massive body of "information and data collected and com-piled by the Bureau of Mines on a continuing basis covering mineral production consumption, prices, shipments, imports, exports, and stocks, as well as industry activities in all States and abroad.

"INTRODUCTION The Bureau of Mines has been investigating deposits of critical and essential minerals in the United States since 1939. Many of the mines were developed.A preliminary examination of the Sultan mine was made in January 1945 by the author, who recommended investigation by drifting and crosscutting. The Bureau conducted a project at the mine from April to June 1946. Claims investigated are in sec. 20, T. 25 S., R. 58E., Mount Diablo base and meridian, in southern Clark County, Nev., about 7 miles southwest of Good-springs.The Sultan mine has been an intermittent producer of zinc-lead-silver ore since 1910. During World War II, ore was shipped to the Government stock pile at Jean, Nev., and to the International Smelting& Refining Co.'s smelter near Salt Lake City, Utah. Throughout the past year, ore has been milled and the concentrates have been shipped to the smelter."

Explosion hazards that may exist when air becomes polluted with combustible gases and vapors are extremely dangerous, particularly if the volume of gaseous atmosphere is large, and an explosion under such circumstances could do tremendous damage to persons and property. The hazard is even greater if explosive mixtures are confined under high pressure, as the pressure could increase to tremendous proportions just before the container would rupture. Because of its interest in safety in the mining and allied industries, the Federal Bureau of Mines has investigated the flammability (explosibility) of various types of combustible atmospheres and published its findings. The explosibility of natural gas has been studied, and the limits of flammability have been determined and published. Other investigations have shown how explosions of natural gas-air mixtures may be prevented by the addition of nitrogen and carbon dioxide.

In recent years, west-central Arizona and adjacent California have become the focus of geologic and exploration attention because of its excellent exposure of detachment-fault terrane. Detachment faults, normal faults with nearly horizontal fault planes, are the result of regional extension. Rocks on the lower plate consist of mylonitized intrusive, metasedimentary and crystalline rocks highly altered to chlorite; upper plate rocks comprise sedimentary, volcanic, metasedimentary, and metavolcanic rocks. The movement of the detachment fault causes the rocks on the upper plate to be severely fractured and brecciated thus making them Ideal conduits for mineralizing fluids. Mineralization favored the more reactive sedimentary and volcanic rocks of the upper plate. Three gold deposits, located in upper plate rocks, are currently being mined along the Colorado River corridor: the Picacho Mine near Yuma, Arizona, 70 mi south of the study area; the American Girl Mine In southeastern California, 60 mi southwest; and the Copperstone Mine near the southern end of this study area. Samples from the above three mines were used to create a geochemical model of detachment-related gold deposits. Antimony, arsenic, barium, copper, mercury, molybdenum, manganese, tungsten, and zinc all occur In the mine samples in concentrations at least three times greater than found elsewhere in similar rock types. Samples taken by the Bureau from the wilderness study areas contain similar anomalous concentrations of the same elements as well as elevated concentrations of several other elements Including: lead, fluorine, cerium, uranium, and samarium.

Viewed from the present heights attained by the efforts of innumerable chemists with perfected apparatus, mire reagents, air under pressure, water, gas, and electricity conducted to the desk, and. numberless other helps, it seems marvelous that chemists of that day obtained such results. In 1820, about half of the elements had. been discovered; of these discoveries, Swedes had made 15 or more, about once-third of the elements then known and nearly half of those discovered after 1700.

Mine foremen are employed in coal mines for two reasons: First, so that the underground work. may proceed in an orderly manner and that each employee gives attention to his duties; and second, by reason of the State law which re- quires the employment of such officials to see that the laws relating to safety are carried out. It may be seen that, with these two duties, the foreman has wide scope of authority and much responsibility. As foreman of operations he has to meet certain economic questions that contribute to the cost of producing the coal, and as the agent of the State he must also supervise and coordinate the work in such manner as to insure that the employees work under safe conditions. As the roof of coal mines is the source of the greatest hazard naturally the care of the roof must take much thought and planning on the part of the fore- man; and this circular is therefore presented to call attention to some things he may do to prevent injury to the workmen by falls of the roof material or coal. Mine foremen, in the principal coal-producing States, are certified by a State board which prescribes certain qualifications, experience, and character, attested by examination and personal endorsement. Certified foremen, therefore, are men who have had experience underground and know roof conditions and timber- ing methods. The suggestions herein are based upon observations made at many mines and collectively embrace practices that have been found to be in effect and pro- moted by experienced mine foremen:

SUSTAINED growth characterized the U.S. economy in 1964. Many new peaks were achieved in production, sales, employment, employee earnings, and business profits. At the end of 1964, the economy had experienced 4 years of uninterrupted expansion, and the greatest net gains in output for all postwar cyclical advances had been registered. There were no indications of the various weaknesses which have previously characterized advanced stages of business expansion. Both gross national product (GNP) and national income were 6.7 percent higher than in 1963. In 1964 GNP totaled $628.7 billion, a gain of $39.2 billion over the 1963 figure. On an overall basis, prices rose 1.75 percent in 1964. The real volume of output of goods and services (GNP in constant dollars) increased by 5.0 percent ill 1964; this was more than the 3.8-percent gain in 1963 but less than the 6.6 percent gain in 1962. The 1964 output gain also exceeded the average 3.7 percent annual increase for the postwar period. Congress authorized a two-stage tax reduction designed to further stimulate economic growth and employment. The tax cut favorably affected the 1964 economy in the following ways: By helping to boost personal income, corporate profits, and industrial production; by accelerating the pace of consumer spending and business capital expansion; and by increasing employment, thereby reducing unemployment to 5 percent. In 1986 and 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the nine separate parcels that comprise the 4,330-acre South Warner Contiguous Wilderness Study Area in order to evaluate their identified mineral resources. The nine parcels are along the east side of the South Warner Wilderness. They are, from north to south, the Granger, Milk, Cottonwood, Owl, Hornback, Eagle, Emerson, Barber, and Van Riper parcels. The Wilderness Study Area is underlain by basaltic, andesitic, and rhyolitic volcanic rocks and by sand and gravel deposits. Low-grade metamorphism is widespread in the volcanic rocks, with quartz, zeolites, datolite, chlorite, and calcite locally abundant in veins and amygdules. The rocks have been displaced by the mountain-front Surprise Valley fault and by crosscutting high-angle faults.

To process and use the heavy ends of petroleum effectively, the development of suitable separation and characterization procedures not currently available was required. A systematic procedure was developed by the Bureau of Mines using such techniques as isothermal and molecular distillation, chemical treatment, silica-alumina gel chromatography, gel permeation chromatography, and spectrometry. Using these techniques, the Bureau achieved a detailed separation and characterization of a 370° to 535° C distillate from Gach Saran, Iran, crude oil. Such a systematic procedure and the semiquantitative data resulting therefrom should be of value in selecting feedstocks and in optimizing petroleum processing operations.

Over the past several years the Bureau of Mines has developed a sulfur concrete (SC) technology in which chemically modified sulfur is mixed with suitable mineral aggregates to produce construction materials that are resistant to corrosion by acids and salts. Modified SC materials have been tested in actual operating conditions in 50 corrosive process environments at 40 commercial plants. SC components ranging from small test coupons to 4-ton acid sump tanks were fabricated and installed at plant locations where chemical corrosion was destroying conventional concrete materials. Through cooperative agreements with several companies, floors, retaining walls, and foundations were cast in place us-ing SC materials, then monitored for resistance to corrosion and retention of strength properties.

A specialized loading system for tensile and fatigue testing of wire rope was constructed and installed in the U.S. Bureau of Mine Wire Rope Test Facility in Bruceton, Pennsylvania. The computer-controlled closed-loop servo-hydraulic test system which can apply up to 800,000 pounds of force on the rope while stretching it up to 30 inches will be used in the development and verification of hoist rope retirement criteria for ropes in the 1 to 2 ½ in. diameter range. Characteristics and capabilities of the system are discussed.

The Bureau of Mines compared the feasibility of mining deep phosphate deposits by a borehole mining system with mining by proven conventional techniques. An economic comparison of the borehole mining system with conventional dragline and bucket wheel excavator mining systems was completed at various mining depths and production rates. Hypothetical phosphate deposits, with various overburden thicknesses and reserve tonnages, were defined. Geologic conditions necessary for the application of the borehole system were identified. Discounted cash flow analyses based on derived capital and operating costs were used to generate rates of return and product prices. Borehole mining was found to be more economical where overburden thickness was 150 ft or greater; however, at 50- and 100-ft thicknesses, conventional surface mining was more economical. Overburden thickness has a great effect on the economic feasiblity of the conventional mining systems but less effect on the economics of borehole mining. Economies of scale are only realized in conventional mining, since larger equipment is employed to achieve greater production, whereas increased production from borehole mining is achieved using additional equipment units. A comparison of the environmental effects of borehole and conventional surface mining systems showed that borehole mining is environmentally more desirable.

Objective The main purpose of this video is to teach mine rescue personnel certain aspects of rescue work that are not traditionally taught. These include the strain caused by working continually under adverse conditions; the "survivor guilt" that occurs from being spared the fate of one's deceased cohorts; and the posttraumatic stress that may be experienced during the sometimes lengthy task of recovering the victims' bodies. Background On November 20, 1968, an explosion rocked the Farmington No. 9 Mine in northern West Virginia (figure 1). The explosion killed 78 of 99 miners who were working in the mine, including all but one member of the mine's rescue team. Some 30 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory (PRL) conducted a video interview with Danny Kuhn (figure 2), the only Farmington No. 9 mine rescue team member who was not working that day and who did not die in the explosion. According to the Mine Safety and Health Administration (MSHA), there are about 80 underground coal mine rescue teams in the United States, and according to the National Mining Association, there are more than 850 underground coal mines. This represents a significant decrease in both over the past decade. The low number of rescue teams is a concern because serious incidents, though fewer, still happen, and if a disaster occurs, there will be fewer rescue teams to respond. This would result in an increased need to use available human resources very efficiently. Much training to prepare these rescue teams still takes the form of what educators call "teaching to the test." In other words, teams practice in order to win mine rescue contests. This test-oriented approach has traditionally been augmented by interactions with others who have responded to real situations or by participating in actual incidents. Given few incidents and fewer rescue teams from whom to derive enrichment, the preparation of coal mine rescue personnel becomes a problem. Recently, more emphasis has been placed on active learning, such as working out problems in smoke. These sessions more nearly simulate the actual conditions that today's team members might rarely encounter. To properly prepare and retain the current coal mine rescue personnel who are left in the workforce, it is necessary not only to offer such hands-on experience, but also to replace the learning narratives that once were passed from team to team. The present video is intended to contribute in that capacity. Approach NIOSH researchers first learned of Mr. Kuhn in the fall of1998. Mr. Kuhn was contacted and agreed to an interview. An oral history interview was conducted with Mr. Kuhn in early November1998. After reviewing the videotape of the interview, researchers determined the content to be so rich as to warrant a second interview in a more formal setting. The second interview was done in early December 1998. During this interview, Mr. Kuhn spent about 2 hours describing the Farmington disaster, including the workplace climate leading up to the explosion, the events that took place in the 10 days after the explosion, and the nearly 10-year effort to safely and successfully recover most of the victims' bodies. The videotape of the second oral history interview with Danny Kuhn was reviewed and edited by NIOSH researchers for content. Careful attention was used to ensure that valuable information was presented, but within a reasonable timeframe. A detailed map of the Farmington No. 9 Mine was edited into the final video and used to highlight critical features as they were being described by Mr. Kuhn. Results and Accomplishments A 60-minute videotape and instructor's guide for use in safety training or other settings was completed. The target audience consists of all those who work in underground coal mines. This training video will help safety instructors better prepare mine rescue team members for the situations that they will encounter when engaging in extended rescue and recovery work. This report is one of a series of Bureau of Mines Information Circulars dealing with mining methods and costs throughout the United States. It describes drifting, crosscutting, and raising operations at several mines in the Coeur d'Alene mining district, Shoshone County, Idaho. Ore bodies in the Coeur d'Alene district are generally in steeply dipping tabular ore zones, are irregular in shape, erratic in occurrence, and have been extensively mined along the strike and down dip. Because of the extended attitude of the deposits a great deal of development work is required. Drifting, crosscutting, and raising methods are described in this report. Shaft sinking is the subject of another report in the same series.
