It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The Bureau of Mines has developed several methods for extracting tantalum and columbium (niobium) and the rare-earth compounds from ores and concentrates. A cooperative agreement was made by the Bureau with Porter Bros. Corporation of Idaho to process 200 pounds of its euxenite concentrate by methods that had been developed at the Albany, Oreg., Metallurgy Research Center. The euxenite concentrate was processed to extract and purify the valuable metals by chlorination, solvent extraction, and hydrometallurgical techniques. Chlorination was used to convert the valuable constituents into chlorides and to partly separate them. Solvent extraction techniques were used to separate the tantalum from the columbium. The rare-earth and uranium compounds were purified by hydrometallurgical methods.

Strauss, vice president of Metals Reserve Company, Washington, D.C., dated May 22, 1945, to the chief of the Metallurgical Branch, Bureau of Mines, in Washington; includes the following: Because of the present critical shortage that exists in the supply of corundum required by certain industries in war production, the Reconstruction Finance Corporation, Mr. W. C. Keeley, Vice Chairman for Metals and Minerals, War Production Board, has recommended that the Reconstruction Finance Corporation though Metals Reserve Company, proceed with preliminary mill testing of the corundum ore in Gallatin County, Montana, and that the results of that testing be transmitted to the War Production Board. If the results of the testing work are considered satisfactory, Metals Reserve Company will then provide for the actual mining and milling of the ore for the production of corundum concentrates.Pursuant to the above stated recommendation by the War Production Board, Metals Reserve Company desires to make -use of the facilities of the Bureau of Mines testing plant at Rolla, Missouri, for conducting sink and float and other concentration tests on representative samples of the Montana corundum ore. Two, and possibly three samples of ore are to be tested which will have an aggregate weight of approximately 50 tons."

The United States Bureau of Mines, in cooperation with the Natural Gas Department of the American Gas Association, has been studying actively for the past several years the flow of natural gas through high-pressure pipe lines. This report deals with that part of the study involving the design off pipe-line systems consisting of lines laid parallel to each other. The lines are referred to as the original line and the parallel line. The paralleling line may or may not extend the entire length of the original line; however, the parallel line is connected at its two ends to the original line. As a result of the large expansion of the natural-gas industry almost all markets within economic distance from the developed gas fields have at least one pipe line supplying them with natural gas. Small increases in the consumers' demand for natural gas can be met usually by increasing operating pressures, but any marked increase in demand necessitates paralleling sections of the existing systems. Overexposure to noise is a widespread, serious health hazard in the mining industry, and causes hearing losses to a large percentage of the mining population. Recognizing this fact, the Bureau has a major on-going research effort to address this problem area. These proceedings include an overview of the Bureau noise control program and summarize nine selected noise control research programs.

"In the course of its investigations pertaining to the promotion of safety the Bureau of Mines is actively engaged in investigating all promising materials that may be of value in rendering methane or other combustible gases, vapors, or solids less inflammable.Added substances are of value if such additions narrow the limits of inflammability, raise the ignition temperature, lower the speed of propagation of flame, or reduce the maximum pressure developed. Of major importance is the effect of added materials on the limits of inflammability, because methane is the chief combustible s liberated in mines, considerable work has been done with extinguishing agents on methane flames. For obvious reasons, a substance to be of value for the extinction flames should be a gas, or a liquid having a sufficient vapor pressure to give concentrations of the vapor in sufficient amounts to extinguish the flames or markedly narrow the limits of inflammability. The substance should be nontoxic, cheap, and noncorrosive and must be incombustible. Solids, such as rock dust, are undesirable and of little value for combustible gases because they soon settle out of the atmosphere, and their flame- extinguishing value is thereby lost. There are at present only a few gases and vapors-for example, nitrogen, carbon dioxide, and carbon tetrachloride-which meet these requirements.The extinction of methane flames by nitrogen, carbon dioxide, and argon has been reported by Coward and Hartwell 4; the extinction by water vapor by Coward and Gleadell 5, and the extinction by helium and carbon tetrachloride by Coward and Jones 6."

"Three arc- melted ingots, two of a t itanium-7 percent manganese all oy and the third of unalloyed titanium, were forged and rolled into 3/ 4-inch plate; comparative data were obtained on these processes. The finished plate, part of which was used by the Naval Bureau of Ordnance, was tested for mechanical and other properties.These properties were correlated with sponge purity, forging technique, rolling temperature, and cooling rate from the rolling temperature. For the alloy material, transformation data were obtained, and their age-hardening characteristics were studied. The temperature-impact relationship was established for rolled sections from all three ingots.INTRODUCTIONArc -melted ingots of unalloyed titanium and a titanium-manganese alloy were fabricated into plate under closely controlled conditions by personnel of the Metals and Alloys Section, Physical Metallurgy Branch, Bureau of Mines, College Perk, Md. This program was cosponsored by the Naval Bureau of Ordnance. Bureau of Mines interest lay in correlating the processing procedures with the mechanical properties of the finished plate.Considerable data have been published recently on constitution diagrams and properties of titanium-manganese alloys in genera1. 3/ 4/5/6/ However, little if any correlation between processing schedules and end results has been published, particularly with respect to the present commercial production of the proprietary titanium manganese alloys . Several factors in the production of titanium and titanium alloys have a pronounced influence on the physical and mechanical properties of the finished product: (1) The degree and nature of impurities in the base materials, ( 2) the amount of impurities introduced during the melting cycle and their distribution, (3) the homogeneity of the alloy, (4) forging, (5) rolling, and ( 6) final heat-treating cycles. All of these item£ are important from a metallurgical standpoint in producing the desired end properties in the metal."

Under the investigation for critical and strategic minerals the Kaiser mine, formerly the Baxter fluorspar property, in northeastern Mineral County, Nev., was explored. The work comprised excavating 32 trenches averaging 90 feet in length, 8 feet in width, and 1 1/2 feet in depth. The trenches were excavated across the strike of the ore body to enable the engineer to spot the diamond-drill holes; 7 such holes were drilled, aggregating 3,276 linear feet. A total of 20 core samples and 107 sludge samples was taken. The work under this program indicated that the fluorspar southwest of the deposit extended laterally and also at depth at least 250 feet below the 400-foot level. INTRODUCTION The Kaiser fluorspar deposit is in the northeastern portion of Mineral County, Nev. Mining was begun about 1928, and the property has been a consistent producer of both Acid- and Metallurgical-grade fluorspar. The mineralized zone has been developed along a strike length of about 2,000 feet and to a depth of over 700 feet along the dip.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, has undertaken a study to determine how well self-contained self-rescuers (SCSRs), deployed in accordance with Federal regulations (30 CFR 75.1714), hold up in the underground environment with regard to both physical damage and aging. This report presents findings regarding laboratory-tested SCSRs in the sixth phase of testing from mid-1996 to early 1998. The SCSRs were tested on human subjects and on a breathing and metabolic simulator. These results indicate that most of the apparatus, if they pass their inspection criteria, perform satisfactorily. However, the deployed CSE SR-100s exhibited significantly higher inhaled CO2 levels than new units, as in the previous phase. This will cause higher ventilation rates in most users, which will, in turn, result in higher breathing pressures, possibly causing users to prematurely remove the apparatus. CSE Corp. has developed a noise test that can identify apparatus suffering from chemical-bed degradation causing the early CO2 breakthrough. This test was added to the inspection criteria for the SR-100. In addition, several of the MSA Portal-Packs that passed their inspection criteria were found to have KO2 dust in their mouthpieces. Further investigations by NIOSH and the Mine Safety and Health Administration confirmed these findings, which resulted in the decertification of the apparatus and their removal from service.

A new nonclogging water spray system for continuous-mining machines has been developed under contract with the Bureau of Mines. This paper presents installation and operating guidelines for the system, which consists of improved and easily maintained machine-mounted hardware, including an inline Y-strainer, a hydrocyclone, a backup filter, and two quick-opening valves for flushing particulates from the strainer and hydrocyclone. Underground tests with continuous-mining machines have shown that when properly installed and maintained, the new sys tern virtually eliminates nozzle clogging and thus greatly reduces spray maintenance. The sys tern is relatively inexpensive and has been installed on typical continuous-mining machines for a total cost under $1,000.

Experiments dealing with the dissolution of silver by cyanide from various silver minerals were reported several yews ago.4/ This work showed that the silver in some silver minerals is completely and readily soluble in cyanide solution, whereas other silver minerals must be given special treatment before or during cyanidation to obtain much dissolution of the silver by cyanide. Flotation as a method for treating silver ores has not been studied much, except in the case of base-metal ores carrying silver, particularly lead-silver ores. However, many mills now are concentrating gold ores by flotation, and when such ores also contain silver the recovery of the silver by flotation is of considerable importance. Moreover, many mines contain ore in which silver is the principal valuable constituent. Some of these ores are amenable to cyanidation, but the cost of a cyanide plant may be prohibitive because of limited ore bodies or other factors. In such instances the successful application of flotation would mean that the property could be operated.

Quartz dust is one of the most significant ongoing health concerns in coal mining today. Since the early 1980's, the U.S. Bureau of Mines has conducted numerous studies in underground and surface coal mines to identify the sources of quartz dust and its fundamental characteristics. This report presents data and conclusions obtained from these studies. The two most significant quartz dust sources were found to be the continuous miner excavating rock and the highwall drill operating in a rock overburden. The percentage of quartz was found to be higher in the smaller size fractions of dust when significant amounts of rock were mined by the continuous miner. Another factor theorized to affect quartz dust generation and size characteristics is the morphology of the quartz-bearing rock. Several laboratory studies were conducted to investigate capture efficiency of water spray technology and flooded-bed scrubbers with respect to the particle size of the dust. Water sprays and flooded-bed scrubbers were both found to be less efficient on smaller dust particles, and the scrubber was particularly less efficient on quartz dust. These results indicate that quartz control technology should be directed at controlling smaller sized dust particles.

The Furnish mine, Caharrus County, W. C., was operated intermittently until 1905 as a gold mine. Scheelite was discovered by A. L. Mash in the mine dumps of the Furniss and Phoenix mines, and he later informed the Bureau of Mines of his discovery. The Bureau of Mines, in two projects at the deposit in 1948 and in drilled 12 holes totaling 1,706.6 feet, examined and sampled the underground workings, excavated by bulldozer and hand, 3,155 linear feet of trenches and collected numerous samples for assay. The best scheelite shown; was found in the underground exposure of the Furniss mine.

The U.S. Bureau of Mines is investigating surfactants added to water sprays to enhance the control of dust during coal mining operations. The objective of the present work was to establish the general applicability of adding sulfate ion to anionic surfactant solutions in order to improve wetting action. This was pursued through laboratory wettability testing of four anionic surfactants and one nonionic surfactant in combination with various concentrations of sulfate ion. The experimental results demonstrated that the addition of sulfate ion enhanced the wetting characteristics of all the anionic surfactants when applied to hard-to-wet coals, while easy-to-wet coal showed more complex wetting behavior. Sulfate ion in the presence of nonionic surfactant enhanced wetting only slightly or not at all. Surface tension measurements of the dilute aqueous surfactant-sulfate anion solutions indicated this property was not important in coal-wetting phenomena, as long as the value was below the critical value for coal. Sulfate ion helps surfactant reduce surface tension but primarily appears to affect wetting action by altering the adsorption characteristics of surfactant on the coal surface.

This circular describes the methods and costs of deepening the Silver Summit three-compartment shaft in the Coeur d'Alene mining region of Idaho. A noteworthy rate of advance was achieved at this operation by the successful use of a mechanical shaft-mucking machine. The Silver Summit mine is 1 mile west from the town of Osburn, Idaho, via U. S. Highway 10. The adit-level portal of the mine is on the south slope of the Coeur d'Alene River Valley at an altitude of 2,700 feet. The Silver Summit shaft is 6,000 feet from the portal. In past years this shaft had been sunk from the adit level to a depth of 1,500 feet. During 1946 the Polaris Mining Co, deepened it to 3,095 feet. The work was done under a co- operative development agreement between the Silver Summit Mining Co. and the Polaris Mining Co.

"INTRODUCTION One of the various phases of the work by the U.S. Bureau of Mines, in its endeavors to minimize the hazards that attend coal mining, is the investigation of electrical motor-driven machinery. The object of this investigation is to foster the development of explosion-proof machines for use in gassy mines. This investigation is conducted under the provisions of Schedule 2C, which prescribes the inspection and tests made upon motors, controllers, and other electrical parts to determine their ability to withstand internal explosion without discharge of any flames. The method of conducting these inspections and tests is described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, published in 1929. Formal approval of a machine for use in gassy mines is not granted by the Bureau of Mines until the machine is found to comply with the requirements, including inspection and test. When it is approved it is entitled to classification as a ""permissible"" machine.The high regard in which machines approved by the U.S. Bureau of Mines are held by engineers of other countries is attested by the growing number of shipments of permissible equipment; to other nations, including Australia, Russia, Norway, Japan, and Manchuria."

A frequency-shift keying (FSK) modulator-demodulator (modem) network has been devised for the Bureau of Mines mine-monitoring systems. This network permits an unlimited number of remote stations to communicate with one central station over the same pair of wires. The network operates at a speed of 4,800 Bd at distances up to 5 miles. This report describes the development and operation of the modems. The theory of operation, schematic diagrams, and printed circuit board layouts are provided. Although the modems were built for a specific application, a more general use is discussed whereby the network would operate with a typical serial channel format.

This report gives the results of mineralogical research on the Nicaro (Cuba) nickel ores and plant products. These studies were made under a cooperative agreement with the General Services Administration (GSA) of the U. S. Government. The purpose of the investigation was to obtain fundamental data that would be useful to other GSA contractors concerned with the Nicaro ores in their research on reduction roasting, leaching, and other phases of the project; and to the metallurgical staff of the Nicaro plant in Cuba. The overall objective of the combined research was to provide data to accomplish metallurgical improvement in the operations of the U.S. Government-owned plant at Nicaro, Oriente Province, Cuba. Particular emphasis is placed on improving the recovery of nickel from the ores and on the possibility of recovering other valuable constituents, especially cobalt. This study presents the physical and chemical characteristics, mineral associations, differential thermal analyses in controlled atmospheres, and X-ray studies of the ores and plant products. The nickel ores, serpentine and laterite, were from the Ramona-Lama Mulo and Ramona ore deposits. Serpentine ore consisted of serpentine-group minerals, basic iron oxide, magnetic iron oxides, chromite, olivine, enstatite, anthophyllite, cryptocrystalline quartz, wad, and a trace of calcite. This ore contained 1.6 percent nickel, 0.05 percent cobalt, 0.86 percent chromium, and 17.4 percent iron. Laterite are was composed principally of goethite with some altered serpentine, quartz, chromite, wad, magnetite, maghemite, and hematite. It carried 1.3 percent nickel, 0.11 percent cobalt, 1.9 percent chromium, and 48.4 percent iron.

During a study of the Badger-Peacock area from October 1950 to June 1953, the Federal Geological Survey and the Federal Bureau of Mines completed nearly 98 miles of resistivity profiling and drilled 96 test holes aggregating 17,628 feet of bore, In addition, seismic profile measurements were made along 8 traverse lines for an aggregate length of about 16,600 feet. The geophysical surveys were conducted by the Geophysics Branch of the Geological Survey; the drilling was done by the Bureau of Mines. Electrical-resistivity measurements disclosed 21 low-resistivity anomalies and 1 high-resistivity anomaly. Correlation of the resistivity data with the geological information revealed by the drilling disclosed that the low-resistivity anomalies indicated either slumped shale deposits in limestone sinks or undisturbed deposits of shale lying in erosional depressions in the limestone. The high-resistivity anomaly indicated hard, undisturbed limestone at or near the surface.
