This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." The purpose of the Inherently Safe Mining System (ISMS) project is to develop continuous and conventional coal mining equipment and systems which will reduce the incidence of fatal and nonfatal accidents in the working sections of underground bituminous coal mines by application of existing technology. The placing of much, sometimes practically all, of the burden of the expense of mine accidents on the shoulders of the mine operator by compensation laws, and the fact that the problem of protecting the life end limb of workers is now by public opinion largely if not wholly passed to each industry to solve (and present-day thought strongly supports the justice of both of these propositions), are forcing industrial organizations into accident-prevention. Work. This policy is being adopted not alone to protect the companies; in addition, executives alert to their opportunities and obligations are taking part in this work personally to protect themselves. The functions of industrial executives in accident-prevention work are becoming numerous and complex. Executives who are logical in their reasoning, quickly see that before a company can constantly ask or expect the workers to heed safety suggestions, the company and its officials must "put their house in order" by laying down a concrete, definite safety program. For mines this includes primarily adoption of a to a logical mining method, the installation of safe miming equipment and practice the netting forth in definite form (preferably do a printed pamphlet) of the company's minimum safety requirements, and the organization of its operating officials into an accident-prevention body. After the company has its own affairs so arranged that it can go to its workers with "clear, hands" in promoting a safety program, the real work begins; and this is especially applicable in mining.

In undermined urban areas, new solutions to subsidence problems are being sought. The Bureau of Mines is investigating a hydraulic backfilling technique whereby fill material is pumped as a slurry through a closed system and widely distributed in inaccessible mine workings from a single borehole. A full-scale demonstration was completed in 1973 in Scranton, Pa., which is underlain by abandoned anthracite mines in several coalbeds superposed one above another. A 30-acre residential area was stabilized by injecting about 450,000 cubic yards of crushed mine refuse into two coalbeds through five injection boreholes. Nearly 200,000 cubic yards was injected through one borehole from which the material moved into the mine workings on all sides; the injected material reached a maximum lateral distance of 640 feet and filled mine openings from floor to roof. In the gravity-feed method formerly used to backfill inaccessible mine workings, quantities of fill injected per borehole averaged about 300 cubic yards. The gravity-feed method required many closely spaced injection holes and provided incomplete filling. The new method, designed for inundated mines, proved successful also in mine workings about mine-water pool level. Distribution of slurry through a buried pipeline minimized disturbance to the community.

The load-transfer mechanics of fully grouted roof bolts in coal mines have been investigated in laboratory and analytical studies. The purpose of this Bureau of Mines research is to increase understanding and better interpret data from routine field pull tests and to develop a numerical model of a grouted bolt that can be used in a global computer model of a mine roof. Analytical studies using closed-form solutions and finite-element techniques were compared to experimental results. Laboratory work includes variation of bolt length, hole diameter, and grouL type. Pull tests were pel'fol·med on 4-, 2-, and I-ft bolts in holes of 1-and I-3IB-in diameters. Both polyester resin and inorganic grouts were used as the anchorage medium. Strain gauges were installed on the bolts at several locations to observe the rate of load transfer from the bolt through the grout to the rock mass when a force was applied at the bolt end using standard jack pull testing procedures and equipment. The average anchorage length of 4-and 2-ft bolts was 22 in. Grout type and hole size variations did not produce a significant effect on the rate of load transfer from the bolt to the rock.

A research program to aid development of better and more efficient methods for producing petroleum and increasing its ultimate recovery from underground formations is an integral part of the work of the Bureau of Mines on conservation of the Nation's natural resources. Economic, efficient production of recoverable oil and gas from a reservoir depends to a great extent upon the best and most accurate information that can be obtained from a study of the reservoir rock and its fluid contents. Information on oil and water saturation is pertinent and essential in wildcat, extension, and pool wells for good reservoir operations and prediction of performance. This report presents results of an investigation by the Bureau of Mines of core recovery and degree of drilling-fluid contamination occurring during cable-tool coring operations using oil-base mud. Representative core samples were obtained from 6 major oil-producing sands in 8 fields of West Virginia, Pennsylvania, and New York. Field-mixed, oil-base drilling mud was used for the first coring test, and lightweight, premixed oil-base mud, with an organic chloride tracer added, was used in coring eight other wells. Tracer analyses were made to determine contamination of core by drilling-fluid filtrate. Core analyses, including oil and water content and minimum interstitial water-saturation tests, were made on selected core samples to compare and evaluate water saturations determined by the two methods.

In 1984 and 1985, at the request of the U.S. Forest Service, the U.S. Bureau of Mines examined the 87,720-acre South Boise Yuba study area (formerly known as RARE II Wilderness Recommended area I-4553) to evaluate mineral resources. The study area and additions are in Blaine, Camas, and Elmore Counties, 10, about 60 mi east of Boise. Granitic rocks of the Cretaceous age Idaho Batholith occupy the western two-thirds of the study area. A Tertiary age granitic complex has intruded, and broken into small blocks, Paleozoic age sedimentary rocks in the eastern third of the study area. Tertiary Challis Volcanics overlie both of these rock types. Principal mineralized structures are gold-and silver-bearing quartz veins and shear zones trending northwest to easterly in the Cretaceous granitic rocks. Copper, lead, and zinc are accessory metals in many mineralized structures.

The current list of permissible explosives includes 124 different brands. Fifteen of these are gelatinous, and the rest are the more commonly used granular ammonium nitrate type. Their rates of detonation range from 1,300 to 5,600 meters per second, and the weights of 1-1/4 x 8-inch cartridges range from 86 to 244 grams. The list of permissible blasting devices includes 1 Cobra, 2 Hydrox, and 9 Cardox models. All of these devices are based on discharge of high-pressure gas from a pressurized shell in a shothole. INTRODUCTION To be approved for use in underground coal mines in the United States, explosives and blasting devices must pass certain schedule tests prescribed by the Bureau of Mines. The explosives listed here were tested under Schedule 1-G,3 which has since been replaced by Schedule 1-H;4 the blasting devices were tested under Schedule 26A.5

Three complete connector assemblies and six separate contacts were submitted to a series of tests to establish the connectors permissibility and compliance with U. S. Bureau of Mines research Contract #H 0110423 D.C. portion. Test Procedure TPC-0118 was coordinated, and the test plan approved by the Bureau as fully complying with the intent of the contract for the direct current connectors. The components and connector assemblies have been demonstrated in testing that they meet or exceed all the requirements of the test procedure.

In Fayette County, the Pittsburgh bed has been the major source of production for almost two centuries. Although historical documentation is not available, there is evidence, that the Pittsburgh bed may have been discovered in Fayette County near Mt. Braddock, Pa., as early as 1753. The earliest known reference to coal in western Pennsylvania was recorded in 1758 by a Quaker trader, James .Kenny, who reported having seen coal in Fayette County. The production of coke from Pittsburgh coal was begun in 1841, when two 10-foot beehive ovens were erected in the Connellsville region to make coke .for shipment by river to the market. The Connellsville, region extends from Latrobe, Pa., in Westmoreland County to South of Uniontown, in Fayette County. Connellsville coke was used with great success in the Clinton furnace in 1859.

Full-seam mining with continuous mining machines in dirty coal beds may increase loss of coal in the washery refuse. At one mine mentioned in this report the loss of salable coal was increased sixfold. Cleaning trials were made on three samples of jig refuse in a dense-medium pilot plant to demonstrate the application of this process to the recovery of coal from waste. These tests demonstrated that coal could be separated from impurity with the same degree of sharpness obtained in treating raw coal by dense medium. However, the recovery efficiency achieved in treating refuse averaged distinctly lower than that possible with raw coal because of the greater proportion of intermediate-density material in the feed and the lower yield of clean coal.

The National Institute for Occupational Safety and Health (NIOSH) at the Pittsburgh Research Laboratory (PRL) is conducting research to reduce the noise exposures of roof bolting machine operators and to prevent additional cases of Noise Induced Hearing Loss (NIHL) thru the development of engineering noise controls. This paper describes and evaluates an engineering noise control for the roof bolting machine, namely the collapsible drill steel enclosure. The results of the evaluation demonstrated that using the collapsible drill steel enclosure provided a 7 dB(A) reduction in sound pressure level at the operator?s position of a roof bolting machine.

For several years the Bureau of mines has been investigating the characteristics of ground vibrations produced by quarry blasts. Considerable basic information has been obtained in the course of this study, and the results have been made known to the public through various publications listed in the accompanying bibliography The studies have been confined to obtaining fundamental knowledge of the characteristics of the vibrations themselves, because it was evident at once that he problem was extremely complicated. It was felt that any attempt to predict the effect of a ground vibration on any type of artificial structure would be useless until the complexities of building vibrations are better understood. As opportunity offered, teats wore made in various types of structures and the effects of vibrations from many different sources were measured. In one set of tests (5)4/, it was demonstrated that the behavior of a building as quite different if it was shaken by vibrations originating outside tae foundation walls than if the source of the vibrations was within the building; vibrations coming from the ground outside seemed to shake the building as a single, loosely-coupled structure, whereas mechanically induced vibrations within the house seemed to set floors and walls in motion as independent units, each of which communicated its own natural motion to the adjoining member, causing a very complicated movement that was impossible to interpret.

At present, there is little knowledge concerning the shear strength of clays containing floating rock particles with concentrations from 0 to 30%. In practice, the effect of rock particles is typically disregarded in shear strength analysis The two primary reasons for this are: 1) a lack of agreement concerning the influence of rock particles on material strength, and 2) the expense and difficulty of testing day-rack mixtures with existing laboratory procedures. These factors have impeded the development of successful slope remediation design techniques far colluviums derived from resistant sedimentary rocks or spoil produced from surface mining. This study reviewed 3 1 technical papers which contain analysis of shear strengths for clay and sands with varying mixtures of rock particles. These technical papers, published over the last 40 years, are comprised of field case studies, laboratory evaluations, and theoretical analysis. Evaluation of this body of knowledge ha shown that the shear strength gradually increases with increasing percentages of floating particles in unsaturated clays.

A phase in strip mining of bituminous coal is the overturning of the surface of the land. The ;purpose of this report is to acquaint the operators and others interested in stripping with the work that has been done in certain States to reclaim the surface of land from which the coal has been removed by this method of mining. The preparation of this manuscript follows an extensive study of the subject in the field in the course of which a large number of strip mines were visited. ACKNOWLEDGMENTS The information used in the report was obtained through the courtesy and cooperation of the operators of the mines visited, State officials and educational institutions, and others interested in the subject.
