[An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. modeling system with the, 1985 county database was to create an Input/Output based model of the regional economy. The leading ice, with respect to income, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown for each county and the region. Interindustry transactions, final demand, and value added components for the region are shown in the Regional Gross Flows Table. The total gross output for the region is valued at $36.7 billion. Total industry output for the region is $18.1 billion. The region provides $5.4 billion in income to a work force of 286,000. Spokane County, Washington accounts for about 50 percent of the regional total industry output, income, and employment. Both Spokane County and then as a whole produce about 80 percent of the total industry output for final demand with remaining 20 percent going to intermediate inputs for further production. Spokane County exports about 43 percent of its total output while 35 of the regional output is exported. Exports account for more 50 percent of the total in 18 of the 22 counties within the region. One criterion central to most definitions of reclamation is the restoration of mined lands to their original productive potential. This is often difficult to achieve on mined lands in the Northern Great Plains because of the rigorous climate (Bares 19;2) and various soil related problems including sodicity, salinity, soil permeability, low organic matter and plant nutrient deficiencies (Malakondaiah and Safaya 1982). Field study sites were established on recontotured mined areas during the early 1970's (prior to the topsoil mandate) in which several amendments were tested for their ability to improve spoil/topsoil conditions and, hence, increase plant production. Physical and chemical properties of these control (untreated) and amended spoils and topsoils have been summarized (Safaya et al. 1982). A number of grass and legume species combinations were studied. The general effects of one time (prior to seeding), single rate (approximately 100 mT ha-1) application of leonardite and/or slack coal to spoils and topsoils was the reduction of grass dry matter yields (NB 1 test site: dry matter yield (DMY) without slack was 110 g m 2 yr I ; DMY with slack was 80 g m -2 yr 1 I and the promotion of legume establishment and yield (SB test site: DMY without leonardite was 13 g m 2 yr -1; DMY with leonardite was 93 g m 2 yr 1). On South Beulah topsoil, treated with leonardite, production of weedy species was remarkably lower than that without leonardite (SB test site: DMY without leonardite was 252 g m - yr -1; DMY with leonardite was 177 g m 2 yr 1). The general effect of commercial fertilizer applied one time prior to seeding (rates ranging from 9-13-0 to 44-1 12-28 kg ha-1 of N-P-K) was to increase plant production during the first two to three years after which the effect disappeared. This effect was much more pronounced on spoils (NB I test site: DMY on spoils without fertilizer was 53 g m -2 yr -1; DMY on spoils with fertiliser was 132 gm -2 yr -1). Weedy species accounted for most of the biomas, production during the first growing season. Three of the test sites were designed to study plant production on topsoils and spoils. Establishment and production of grass species were comparatively better on topsoils (30 cm in depth) than on spoils while legumes were most successful on the soils (Center test site, 1979; DMY of grasses on topsoil was 170 g m 2 yr -1 DMY of grasses on spoils was 52 g m -2 yr -1; DMY of legumes on topsoil was 20 g m -2 yr -1; DMY of legumes on spoil was 191 g m 2 yr -1). Total plant production on topsoiled (302 m thickness) plots at the South Beulah site (DMY in 1979 of 269 g m 2 yr 1) was comparable to that of native western wheatgrass prairie (DMY of 262 g m -2 yr -1). An experiment was conducted to find out if time of planting would have any effect on establishment of grasses on spoils. It was fund that late fall seeding was superior to spring planting for establishment of wheatgrasses at NB 3 test site (Control Plot, 1975: DMY on spring-seeded was 1 g m -2 yr - 1; DMY on fall-seeded was 55 g m -2 yr -1). In general, wheatgrasses (slender, streambank, thickspike and western) yielded the most aboveground biomass of all the grass species tested; yellow sweetclover was the most successful legume. Yellow sweetclover established and was productive on both spoils and topsoils but only where competition with grasses was apparently minimal. Durar hard fescue established and thrived on topsoil but dry matter production was low compared to that of wheatgrasses. Emerald crown-vetch demonstrated a potential for growth on spoils where water conditions were adequate, whereas side-oats grama, prairie sand-reed, alkali sacaton, and bird's -foot trefoil demonstrated only sporadic success. Little bluestem did not become established at any of the test sites. Peak production of the planted species, especially grasses, was generally reached by the second week of July. Legume and weed production continued to increase into late August.

At the Twin Cities "lining Research Center (TCMRC) a project is underway to determine how varying the parameters of a coal-cutting process would affect the amount and the size distribution of the generated dust. The cutting parameters being investigated are the cutting speed, depth of cut and shape of the cutting, tool. To accomplish this research ft is necessary to collect and transport the coal dust venerated at the cutting tool to measuring instruments for analysis. The purpose of this contract was to develop and deliver a system of instruments for measuring the size distributions of the generated coal dust. The instruments employed are essentially those developed for particulate air pollution measurements (1, 2). The instrument system covers a particle size range of 0.005 to 20 microns and is capable of performing in situ measurement and presenting data in real time.

Three coals from the Wilkes on - Carbonado district of Pierce County , Washington , were subjected to washability analyses to estimate the amount and quality of washed coal obtainable . Because the coals were unusually difficult to clean , the washability examinations were supplemented by table tests , tests in dense - medium cleaning units , and flotation tests . None of the coals could be reduced to the desired 10 percent ash by tabling and the response to flotation by two of them was poor . Dense -medium treatment provided coal of the desired quality , but with the most difficult coal the recovery efficiency was lower than usual .

The ability to recognize visual cues commonly associated with roof and rib hazards is fundamental to the prevention of groundfall accidents. The perceptual skills that miners possess to visually search and assess hazardous ground conditions differ considerably. This U.S. Bureau of Mines report summarizes recent investigations on the use of stereoscopic (3-D) slides as a training aid for improving the ability of miners to recognize the various geologic and mining-induced irregularities that cause ground-falls. The feasibility of using 3-D slides for training and their effectiveness for representing roof and rib hazard conditions are discussed. Information is presented on equipment and procedures for creating a 3-D slide program that can be updated by mine trainers. Recommendations are made on selection of 3-D equipment and on the use of 3-D slides for training miners to recognize roof and rib hazards.

This p aver is the second of a series recording the results of tests made at various quarries throughout the United States to determine, (1) the relation between the size gradation of feed to, and product from, primary crushers; (2) the particle shape of crushed product; (3) the differences in gradation and particle shape produced by different types of primary crushers; and (4) the differences in gradation and particle shape caused by crushing different kinds of stone. Primary crushing has received comparatively little attention in the technical literature in spite of the fact that the design of the whole crushing plant should be correlated to the performance of the primary crusher.

As the use of deep -rut mining increases, there - expected to be a greater demand for methane (CH,) measurement devices capable of scanning working faces al depths in excess of 10 m to alert mine personnel of hazardous concentrations of CH and to satisfy regulatory requirements. Remote optical devices offer the most promise to satisfy these objectives while the operator remains safely under supported roof. A second¬-generation remote Optical methanomeor (ROM) bas been designed and Is undergoing laboratory evaluation at the National Institute for Occupational Safety and Health. It operates on the principle of differential absorption of the "u;' fundamental absorption band of CH, centered at 3.31 um in the infrared region of the spectrum. The new instrument differs from the previous prototypes by the replacement of the two hand pass differential absorption technique of measurement with a single filter gas correlation technique and a refinement of the amplifier and gating circuitry used within the unit. This results in a more accurate isolation of the CH, spectral absorption band centered at 3.31 um. A specially designed 0.4m-diam variable-length gas mixing tunnel was constructed and instrumented with CH4 sampling capability to calibrate the ROM. Experiments have demonstrated the ability of the detector to respond to various conditions of CH, (pn•m) at distances as great as 12 m. Thermal radiation generated within the instrument is the controlling factor in the drift of the output signal nod, therefore the reliability of the instrument. Several approaches to reduce this extraneous radiation interfering moth the infrared detector, described, such as the installation of a fan in the instrument and thermoelectric coolers on the detector's beat sink. Implementation of this technology will significantly improve the safely of miners.

Humankind's interest in measurement of human physical strength probably dates to the first humans. At that time, life was truly a struggle in which the fittest survived. To a great extent, fittest meant strongest. Interestingly, current interest in human physical strength in the workplace stems from 1970-1980s vintage research demonstrating that persons with adequate physical strength are less likely to be injured on physically demanding jobs. Survival in many modem workplaces may still be a case of survival of the strongest. There is, however, a flip side to this issue - that persons with limited strength are more likely to be injured on "hard" jobs. To address this problem, we can apply what we know about physical strength to job design. "Hard" jobs can be redesigned to be within the physical strength capability of most people. Since physical strength is important to these jobs, we must find ways to quantify it through testing. This publication concerns human physical strength testing. Its purpose is not to recommend any particular type of testing, but rather to describe the types of testing available and their uses. It is up to each individual user of strength testing to decide which testing technique is most appropriate for his or her particular application. This booklet discusses four types of strength testing: isometric, isoinertial, psychophysical, and isokinetic.

A general description of investigative work conducted by the Bureau of Mines at the, Missouri Valley. manganese deposits and leading to tonnage and grade estimates has been given in Report of Investigations 4375, part 1 of a three-part report of work done between July 1945 and August 1947. Basic factual information from which tonnage and grade estimates were drawn was derived through the drilling sampling of 238 large-diameter bucket-drill holes in 11 widely separated areas. Drilling areas were selected after careful reconnaissance, mapping, and consideration of earlier work done on the deposits by the Bureau of Mines, State agencies, and private organizations and individuals. Stratigraphic studies permitted extending the results compiled within the drilling; areas to outcrop and lightly covered manganiferous zones between an beyond drilling areas. The locations of drilling areas, drilling sections, and individual drill hues are shown on illustrations in part 1 f this report. The individual drill holes, aside from providing the basic information for tonnage and grade estimates, disclosed features affecting any future plan As exploitation. It in particularly significant that a large part of the visible outcrops is faulted end otherwise complicated by slides that give a false impression of the thickness, vertical location, and even the existence of manganese-bearing zones.

One portion of this project was to test a blast shield and to design some features for a novel tunneling method termed the Automated Drill and Blast System (ADBS). The ADBS tunneling concept was developed for the design of an excavation system of greater efficiency than conventional drill, blast, and muck (DBM) systems by minimizing the down time and approaching the non-cyclic efficiency of continuous tunneling by means of small charge blasting. Small charge blasting uses simultaneously detonated, small light charges (less than 200 grams per hole) in four to eight shallow (24 to 36 in. deep) holes usually in a line. Limitation of the total explosive per blast reduced air blast overpressure, fly rock velocity, vibration, and noise. Thus, shielded equipment can remain at the face and a tunnel shield permits support personnel to work outby the shield at all times. The ADBS equipment will be composed of five components: (1) a chassis, upon which is mounted automated mucking equipment, and a frame which carries (2) the hydraulic drill(s), (3) load/blast system(s), and (4) control cab(s). The blast shield may have its own mounting. Ventilation, horizontal, and vertical alignment controls are incorporated in the system. The blast sheild, which protects personnel outby the advance equipment from air blast overpressure, fly rock, and gases, was tested with full scale small charge blasting. A blast shield was designed, fabricated, and tested under conditions anticipated for a working model. The shield was designed to expand to fit the tunnel shape, to seal itself to the tunnel periphery, and to contain air blast, fly rock, and gaseous explosion products. In addition, the shield, which was lined on the inby side with rubber belting, reduced the blast noise level outby the shield to 113 dBA or less, which is very near permissible levels. The test results show conclusively that the shield concept is viable. Based partially on the shield tests, a blast resistant control cab was designed to be located on the equipment chassis inby the blast shield to protect operators during blasting, and to contain all the controls necessary for system operation and safety. The economics of tunnel driving using the ADBS were compared with those of DBM. Four rock types, which determine advance rate, and four cost categories were examined. The results of this analysis are as follows: 1. ADBS advance rate is faster because equipment remains at the face and operation procedes semi-continuously. 2. ADBS bit and explosive cost (which accounts for 4%o of the total advance cost) is higher than for DBM. 3. ADBS equipment cost, on a per foot basis, is lower than for DBM. 4. Due to a reduced labor force, ADBS labor cost is lower than for DBM. 5. Because of the overbreak reduction due to controlled blasting, ADBS tunnel support cost is lower than for DBM. 6. On a per foot basis, total ADBS advance cost is from 17% to 20% lower than for DBM, depending on tunnel diameter and rock type. The small charge method greatly reduces ground vibration, increases personnel safety by limiting excessive fracture, and decreases tunnel support requirements by reducing overbreak. The overall analysis, tests, and results to date show that the Automated Drill and Blast System may be developed into a viable tunnel excavation method. The method also may be adapted to use in the mining of ore. For some types of mining operations, the cyclic nature of conventional drill and blast methods may not be a disadvantage, either where the drilling and mucking may proceed simultaneously or where the operations are carried out in adjacent working faces. The proposed method would find application where continuous methods of excavation are desirable.

During the summer of 1946, the Division of Geophysical Exploration of the U.S. Bureau of Mines established several primary magnetic base stations near important iron-producing districts in Minnesota, Michigan, and Wisconsin. Stations were located in groups of four to six in six separate base-station areas, and each position was marked with a concrete monument. Differences in magnetic intensity between stations in these areas, as well as the difference between each area and a magnetic datum at the magnetic observatory of the Coast and Geologic Survey at Cheltenham, Md., were measured with a modified Askania magnetometer. Measurements also were made with a Hotchkiss superdip to study the usefulness of the stations for the calibration of instruments of this type. The work was planned and supervised by F. W. Lee, chief of the Division of Geophysical Exploration, and Edward F. Fitzhugh, Jr., chief of the Minneapolis Division of the Bureau of Mines. Special mention is due Harold B. Ewoldt, Bureau of Mines engineer, for his assistance in the field work, especially in locating and establishing monuments. Special mention also is due Clyde L. Holmberg, of the Bureau of Mines, for the magnetic measurements made with the Hotchkiss superdip. Helpful suggestions were received in the field from H. L. James, of the U. S. Geological Survey. Acknowledgment is made of the cooperation of Stephen Royce, Irving E. Beckwith, Arthur Johnson, and Josiah Royce of Pickands, Mather & Co., and A. E. Matson, of Butler Bros. The U. S. The objective of this condensed handbook is to provide the inspector with guidance for recognizing hazards from inhalation contaminants in above ground work areas of underground and surface coal mining and processing facilities and evaluating these hazards by collecting samples or making field determinations and interpreting the analytical results. It will be carried with the inspectors during their surveys. The complete handbook should be left in their offices except for Appendix II which lists the compositions of products found in previous surveys. There are several portions of the condensed handbook which should prove most useful to the inspectors. Relatively pure aluminum nitride (AIN) recently has been prepared in sufficiently large amounts to permit a variety of experimental studies.4/ Several mechanical and chemical properties have been investigated, which show that this substance has good potentialities as a container for liquid aluminum, gallium, and boric oxide. The present work by the Bureau of Mines was undertaken to obtain thermo-dynamic data pertinent to the calculations regarding thermal stability and reactivity of aluminum nitride. The following measurements were made: (1) determination of the heat of formation from the elements at 298.15° K.; (2) determinations of the heat capacity over the temperature range 51° to 298.15° K. and the evaluation of the entropy at 298.15° K. therefrom; and (3) determinations of the heat content over the temperature range 298.15° to 1,800° K. These data are combined to obtain free energies of formation from the elements between 298.15° and 2,000° K.

The report is concerned with the issue of the possible transfer of U.S. and other developed country deep ocean mining (DOM) technologies to developing countries. This subject is one of several major issues in current UN Law of the Seas negotiations. As background to the subject, the report provides a detailed critique of the various terms and conditions pertaining to technology transfer in recent negotiating texts. It also provides a description of the relevant DOM technology, sources of innovation, and methods of proprietary protection. Functional requirements for viable technology transfer are developed and used as a basis for the definition of alternative levels of programs and implementation approaches, including required changes in the negotiating text. The consequences of these technology transfer options on the various parties are investigated.

The program objective was to conduct surveys of respirable dust concentrations in coal mining operations at locations outby the working face. The results of these surveys were directed toward 1. identifying outby dust sources, 2. evaluating the severity of the major dust sources, 3. establishing dust sampling frequency, 4. establishing dust sampler locations, and 5. assessing the? areas of influence of the dust sources. The study included dust sampling of only nonhigh risk personnel and areas at six dif-ferent mines. Thirteen continuous mining, four longwall and two conventional mining sections were sampled. The severity of outby respirable dust sources such as load points, runways, dump points, beltways, transfer points and main haulage operations were characterized and areas within the mine were ranked according to severity. Information on engineering controls was also acquired. Guidelines for implementing a dust sampling program are presented and include sampler locations, ventilation surveys, dust surveys, effects of shift-to-shift variations, and sampling frequency.

Forage plots were established on agricultural lands contaminated by acid mining waste. The acid produced through oxidation of pyrite and other sulfides caused elevated solubility and plant availability of copper, zinc, and arsenic which killed vegetation and polluted surface and groundwater. Soil amendments including agricultural lime (CaCO3), hydrated lime (Ca(OH)2), phosphorus, and organic matter were used to reduce the toxicity of metals. Several acid-tolerant grasses were used to vegetate the amended soils. Various soil extraction techniques were used to see which best correlated with vegetation performance. The extractions corresponded to three "forms" of metals in soil including soluble (water-saturation extract); plant-available/weakly adsorbed (DTPA extract); and total (HNO3/H202 extract). Of the extractants tested the DTPA levels appeared to correlate best with metal levels in plant tissue. The DTPA soil extractant serves as a useful tool in predicting potential phytotoxicity of mine waste materials.

"INTRODUCTION The Philipsburg Mining District, Granite County, Mont., has been the largest producing area for battery-grade manganese (70 percent MnO2) in the United States since the First World War. Two companies, the Trout Mining Division of the American. Machine & Meals Co., and the Moorlight Mining Co., have intermittently mined and milled 120 to 250 tons of 25-percent manganese ore per day for the production of concentrates of this grade.Investigation of the district by engineers of the Federal Geological Survey and Bureau of Mines indicated that further exploration and develop¬ment would make available additional oxide and carbonate manganese ores for milling and production of metallurgical-grade manganese. If the battery-grade producers converted their plants to the production of metallurgical-grade concentrates, their production also could be increased through greater recoveries.Until February 1, 1944, the Metals Reserve Company, through its agent, the Sunshine Mining Co., purchased milling-grade manganese oxide and carbonate are for stock-piling at Philipsburg. After that time, only carbonate ore was purchased. Based upon the assumption that the stock pile was a true cross-section sample of the producing area, metallurgical studies were made on representative samples from the Metals Reserve stock piles. Testing also was conducted on two other samples of Philipsburg oxide manganese ore obtained by engineers of the Bureau of Mines from the Little Dandy claim of the Donlan group and from the Marie mine. All ore samples tested were found to be amenable to concentration by ore-dressing methods for the production of concentrates that when sintered met Metals Reserve Company specifications for metallurgical-grade manganese."

In 1983, U.S. Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine the mineral resources in the Carrizo Gorge Wilderness Study Area (WSA). The 14,571-acre WSA, located 42 miles east of El Centro, CA, is underlain primarily by Mesozoic granitic rocks and pre-Cretaceous metasedimentary rocks. Six prospects were found within the WSA and two mines are adjacent to it. Mineral deposits within the WSA have had insufficient development and rock exposures for calculating resources. The WSA contains no identified mineral resources; however, further exploration may disclose gem quality minerals. Two mines adjacent to the WSA, the Pack Rat and Beebe Hole, have produced gem quality kunzite and aquamarine from pegmatite dikes. According to the owners, a significant amount of gem minerals have been mined here in the last decade. Based on past production and the characteristic minerals indicating gem-bearing pockets, additional pockets are likely. Similar pegmatite dikes occur from Mt. Tule to Carrizo Gorge and may contain gem-bearing pockets. Pegmatite dikes also occur in the WSA near Rockhouse Canyon, but contained few of the mineral associations indicative of gem-bearing pockets. Manganese occurrences north of the Beebe Hole and Packrat Mines and within the WSA contain low concentrations of manganese. Significant sand and gravel were not identified. There is no evidence of deposits of oil and gas, or geothermal energy.

The mining methods described in this paper are those used in a large mine producing hard specular ore on the Marquette Range in the Upper Peninsula of Michigan. Although the conditions of mining are unique in this district, they are similar to those in many other districts, and information in regard to the methods used and the results obtained should be of interest. The methods now used are an outgrowth of those of former years which have been adapted to conform with improvements in mechanical appliances, changes in the wage scale and labor supply, and the' selling price of the product. The mine is situated' at Ishpeming, in the Upper Peninsula of Michigan, 16 miles west of Marquette, its shipping port on Lake Superior.
