"INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted the Bureau's Mount 'Weather Testing Adit,Mount Weather, The author acknowledges the assistance and cooperation of Wing G. Adequate mine roof support to insure the safety of men and equipment is essential to successful mining. It is also expensive, amounting to more than one-fifth of the total mining cost at the White Pine mine. Cost effectiveness is therefore a prime consideration in developing optimum roof support. Roof bolt length is an important cost factor. This Phase II work compared uniform four-foot length Resin Bolts with the hitherto standard alternating four-foot and six-foot Resin Bolts, aiming at more cost-effective roof bolting. The data generated under this Phase II show that there is no discernible difference in the roof support given by uniform four-foot, and by alternating four- and six-foot, Resin Bolts in the relatively difficult ground selected for a severe initial test comparison; subsequent data from less difficult ground led to the same conclusion, namely no discernible difference between four-foot and four-six foot bolting.

The current version of the computer program ADINA/BM (Automatic Dynamic Incremental Nonlinear Analysis for the Bureau of Mines) for linear and nonlinear, static and dynamic finite element analysis of mine structures is described. The complete report is divided into four parts. In Part A the program solution capabilities, the finite element library, the logical construction of the program and storage allocations are discussed. In Part B the theory and numerical techniques used in the program are summarized. In Part C brief problem descriptions and solution results for some sample solutions that have been transmitted as data cases with the program are presented. In the last section of the report, Part D, the users? manual of the program is presented. Program ADINA/BM is a general effective tool for coal mine structural analysis. The program is an extension of the computer program NON SAP (which was developed under an earlier contract with the U.S. Bureau of Mines). The important additional capabilities of ADINA/BM are: (1) the occurrence of all elements is time dependent, (2) all elements can be used in geometric and material nonlinear analysis, (3) the truss element can be used in elastic-plastic analysis, (4) the three-dimensional element can be employed in orthotropic, elastic-plastic and cracking and crushing analysis, (5) the program executes an out-of-core solution and thus allows the analysis of very large and complex coal mine models, (6) the truss elements can be employed as 2-4 variable-number-nodes elements, (7) a rock material model has been implemented, (8) displacement constraint equations can be imposed in the solution, (9) more flexibility in specifying the incremental solution strategy and an acceleration procedure in the equilibrium iteration are available

The Bureau of Mines established geologic factors affecting the mining of the Lower Kittanning coalbed to aid in coalbed minability studies and examined the occurrence of "wants" (places where coal is missing) and types of unstable roof rock strata. Trends established from mapping, including prediction of areas of high methane emissions, were extrapolated to unmined areas. "Wants" in the coalbed are of two types: Erosional and depositional. Erosional features occur where north-south-trending sand-filled channels cut into the coalbed. Variations in depositional environments have caused the coalbed to "split" into several thinner units. Slickensides, commonly indicative of unstable roof, are adjacent to and on the underside of sandstone channels; they were caused by differential compaction and by soft sediment sliding along the contact between the sandstone and adjacent shale. The frequency of unstable roof also increases where the interval between the Middle and Lower Kittanning coalbed is less than 30 feet. The zones of weakness at the contacts above and below the Middle Kittanning coalbed are the controlling factors for unstable roof in these strata. Methane emissions from the coalbed are controlled primarily by depth, fracture permeability, and rank of coal. Local geologic factors are coalbed thickness, associated rock strata, structure, and proximity to outcrop.

Major activities of the Bureau of Mines Explosives Research Center during fiscal year 1965 (July 1, 1964, to June 30, 1965) are reviewed briefly. Part 1 summarizes significant accomplishments of the projects that were active during the report period. Part 2 presents short abstracts of the publications that appeared in the Bureau series and in other media during fiscal year 1965. Publications issued after June 30, 1965 are noted where pertinent in footnotes but are not abstracted. The U.S. Bureau of Mines investigations of the three subunits (fig. 1) of the Homestead RARE II area (No. 6291) revealed no evidence of mining activity or mineral deposits in the area. The Iron Dyke Mine, 3 mi (5 km) outside the study area produced ore between 1916 and early 1982 from a volcanogenic massive sulfide deposit in the Permian volcaniclastic Hunsaker Creek Formation of the Seven Devils Group. The Hunsaker Creek Formation does not crop out in the RARE II area, but extends into the area beneath Miocene flows of Columbia River Basalt. The abundant basalt in the area could be used as aggregate or dimension stone, but equivalent deposits exist closer to markets. INTRODUCTION Location and Access The Homestead RARE II area (fig. 1) encompasses 6260 net acres (253U ha), in three units, of the Wallowa-Whitman National Forest in Baker and Wallowa Counties, Oregon. Two small units of 160 and 300 acres (65 and 120 ha) are 5 mi (8 km) north and east of the main study area. Homestead, Oregon, on the Snake River, is about 3 mi (4 km) south of the two small areas, and about 3 mi (4 km) northeast of the main study area. Peripheral access is provided by State Highway 86, U.S. Forest Service Road 39, and ancillary roads and trails.

PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. "Introduction.Investigations of the oil shales of the State of Colorado were begun February 1, 1920, by the U. S. Bureau of Mines and the State of Colorado, under cooperative agreement entered into by the Bureau and the State, funds for which were provided by the State. The investigations are for the purpose of determining by large-scale Laboratory retorting tests, those conditions which will produce optimum yield of best quality products from Colorado shales. (For an outline of the work and description of the apparatus, see Gavin, Martin J., and Sharp, Leslie H., ""investigations of the Fundamentals of Oil-shale Retorting,"" Reports of Investigations, Bureau of Mines, July, 1920.)In the preliminary work which is usually required when a new material is being dealt with, certain physical and chemical constants of the shales being investigated, and their products, were determined; these data will be of much value not only to the thorough retorting tests now under way at Boulder, but to engineers who will design and construct oil-shale plants. While the figures presented in this report apply only to the shale used in the determinations, strictly speaking, the shale used was selected to represent, as well as possible, an average of the massive type of oil shale encountered in Colorado. The figures, therefore, can probably be applied with little danger of serious error to any massive Colorado oil shale which yields in the neighborhood of a barrel (42 gallons) of oil to the ton.This paper is based on a more complete article now being prepared in which experimental methods are explained in full, and complete experimental data. For the purpose of presenting the data with as delay as possible, it has been decided to anticipate the more complete article with the present report."

The final 26 tables of this chapter, tables 25-50, extend and expand the statistical series on production that was started in the 1963 edition of the "Area Reports: International" volume of the "Minerals Yearbook" and that was subsequently updated and expanded in the 1965 and 1967-89 editions. Continuing the practice started in 1989, a column has been included in each of these tables providing a 5-year average for 1986-90, inclusive. This should provide a clearer picture more rapidly of the role of each major producer over the 5-year period. The listing order of major producers, however, continued to be, as in past years, in descending order of rank in the year of review, 1990. With the inclusion of silver and uranium in the 1988 edition of this chapter, this group of tables now includes each of the crude minerals that ranked from 1st to 19th in 1983 terms of value of their output (as well as four others of lesser rank). These 23 crude mineral commodities accounted for 93% of the estimated value of world crude mineral production in 1983. In addition, world output of five key downstream products-aluminum, steel, cement, nitrogen in ammonia, and refined oil-are included because of their significance as products.

This study describes five fatal accidents so unusual in occurrence that the chain of circumstances bringing them about may never be duplicated. The intent of this publication is to illustrate that everyone working underground is subjected, at all times, to definite inherent mining hazards and that safety devices, though provided, often are ineffective or not used. It is hoped that a study of these fatal accidents in bituminous-coal mines will show workers and safety engineers that nothing can be taken for granted. Safety planning with continuous study can prevent these unusual accidents as well as the routine recurring types, which cause the majority of coal-mining injuries. The treacherous, fatalistic philosophy that "it can't happen to me" or that "when my time's up I'll get it regardless of what I do," still prevails among individuals and even safety engineers. The individual or safety man who believes in luck as applied to safety should not read any further, since this study was written for the sincere, safety-minded individual who accepts the prevention of all accidents as a challenge to his knowledge, initiative, persuasiveness, and salesmanship.

Although during the past 10 years Alabama has attained an enviable position by its coal-mine accident experience and, like most of the other coal-mining States, has made progress in the safer operation of coal mines, there is still room for improvement, which can be realized only by still greater efforts on the part of employees and employers. From 1993, when accidents were first recorded by the Alabama State Mine Inspection Department, to 1934, inclusive, 3,451 men lost their lives in the production of 569,722,676 tons of coal. The primary purpose of this report is to bring to the attention of the mining industry in Alabama end elsewhere statistics of fatal accidents for 1931-34, with the hope that a study of the causes may lead to reduction of similar accidents in the future.

The National Institute for Occupational Safety and Health (NIOSH/PRL) conducted a series of large-scale experiments to evaluate the effectiveness of optical flame detectors, photoelectric smoke detectors, and combined ionization and photo­electric smoke detectors for rapidly detecting mining equipment cab fires. The detec­tor alarm times were then used to trigger the discharge of a fire inerting system inside the cab to suppress cab material fires. This paper discusses the types of fire detectors tested, the experiments that Were conducted, and the results that were obtained. Con-" elusions are that rapid detection of equipment cab fires can be achieved to trigger the discharge of a fire inerting system inside the cab to protect the operator in the cab.

"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and· approved February 25, 1913, made it the province, and duty of the Bureau of Mines to ""disseminate· information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue of the Bureau of Mines List of Publications and Articles describes reports and articles published during the period January 1, 1990, to December 31,1991. The lowest number of fatalities from coal-mine explosions in the United States in any year since records have been kept was the total of 8 in 1949 and again in 1950. Even incomplete records as far back as 1870 reveal a larger annual loss of life from explosions. From 1890 to 1948 the lowest annual loss was 32 in 1946. A smaller total of 15 fatalities was reported in 1952. Figure 1 shows the total yearly loss of life from explosions in all coal mines since 1880. Those in anthracite mines alone are shown by the shaded area. The erratic variation of the chart line shows the difficulties that have confronted the industry in the struggle to control and eliminate mine explosions. Potential hazards have existed in marry mines without realization that only a small change in conditions could initiate a disaster. Many disasters causing great loss of life occurred in mines that had been regularly operated without incident for long periods. Although the number of coal-mine explosions causing great lose of life has been kept down in recent years, the exceptions still make the record anything but satis¬factory. There have been almost no widespread explosions for several years, but in a few instances many lives were lost from afterdamp. Although the violence and spread of mine explosions may be controlled, the loss of life may be heavy if many of the men happen to be in the path of the smoke and gases. For these reasons, the strictest controls must be maintained to eliminate all factors that might combine to cause even a small ignition of gas or dust.

The galvanic corrosion properties of titanium and zirconium were investigated by the Bureau of Mines. The dissimilar metals involved in these experiments included magnesium, magnesium alloy FS1, aluminum alloys, zinc, steel, tin, lead, copper, Monel, nickel, and several stainless steels. Couples were immersed in synthetic ocean water, tap water, 5-percent ammonium sulfate solution, 5-1/2-percent sodium chloride solution, sodium hydroxide solution, 0.1 N hydrochloric acid, and various concentrations of sulfuric acid.

The Rapidex continuous spiral blast tunneling concept uses a spiral blast pattern that provides efficient slabbing action, continuous progression, and partial self-shielding. A lightly shielded tunneling machine using this concept stays at the face to provide continuous drill, load, shoot, and muck functions. Previous phases proved the effectiveness of the blast pattern in the White Pine Shale tested the design features of the shield and developed a remote loading and shooting capability using inductively initiated blasting caps and a pumpable slurry explosive. Phase IV assembled previously used front-end elements (drill, loading components, shield) on a used Joy loader chassis and added a mucking system television monitoring and remote control elements. Remote television monitored loading shooting and mucking were investigated. Difficulty was experienced in locating previously drilled blastholes near the bottom of the heading and even on the face. These holes often had to be considered as lost. Because of hydraulic system deficiencies and overall congestion of machine elements at the face mucking rates obtainable with remote television monitoring were low (on the order of 16 tons per hour). Performance was good enough to indicate improved rates if more space were available and if extreme thoroughness were not required. Because of the serious nature of the lost hole problem, a new explosive loading scheme was given a preliminary evaluation. The new scheme would require the explosive and the detonating charge to be loaded through the drill steel. If the necessary equipment modifications could he made and if safe, efficient operation were assured, the new scheme would alleviate some of the crowding at the face and would eliminate the lost hole problem.

Small-scale laboratory mineral-dressing studies were made on a total of nine individual or composite samples of manganese-bearing material from the west-central Arkansas, or Mena, district. Of these, only three yielded concentrates that would probably be acceptable for purchases by the Federal Government fur the National Stockpile. Concentrates from some of the other properties, however, contained more than 40 percent Mn and might be merchantable to other purchasers of manganese ore. In most instances, a too-intimate association of manganese oxides and gangue is conducive to low grade, low recovery, or both, so that mechanical concentration processes do not promise much for this district.

"In blasting the explosion of the high explosives charge is initiated by means of a detonator. Consequently the successful operation of the whole system is, ab initio dependent upon the suitability and efficiency of the detonator used. A considerable number of methods for testing the efficiency of detonators have been devised. In a previous publication*** of the Bureau of Mines many of these were discussed after having been classified as direct and indirect methods.In 1910, W. O, Snelling, then explosives chemist of the Bureau, devised a direct method which depends on the extent to which a hard brittle material of uniform granulation, such as quartz sand, is pulverized by the explosion of the detonator when imbedded in it, and, as a container in which to carry out the tests, he devised the vessel known as the Bureau of Mines sand-test bomb No. 1. A brief mention of his work was made in a paper presented to the Engineers' Society of Western Pennsylvania.****Later Storm and Cope made a very extended investigation of this method using sand-test bomb No, 1. Their paper***** contains a detailed, illustrated, description of sand-test bomb No. 1, with precise specifications of the sand and a minute account of the technique followed, together with a discussion of the data they obtained from the tests in this bomb of 112 detonators representing each of the grades from We, 3 to No. 10, inclusive. The average of results obtained by them are set forth in the following table."

In line with the Bureau of Mines' goal of providing technology to maintain a supply of minerals adequate to meet national economic and strategic needs, a method for recovering chromite from lateritic materials was investigated. Laterites are a large resource of Ni, Co, and Cr, critical metals of which the United States has insufficient domestic sources. A roast-leach method was developed by the Bureau to extract nickel and cobalt from domestic laterites. A concurrent effort was made to recover chromium from either unprocessed laterites or the leach residues. This report characterizes laterites and laterite leach residues. It describes a chromite recovery procedure using conventional industrial beneficiation equipment for sizing, low-intensity magnetic separation, and gravity concentration. Concentrates containing 20.0 to 22.4 pct Cr (29.0 to 32.7 pct Cr203) and with a 1.6:1 to 1.9:1 Cr-Fe ratio were recovered from laterites and residues containing 1.3 to 2.5 pct Cr with recoveries exceeding 50 pct. Because of their low grade and fine size, these concentrates would be suitable for preparing chromium chemicals. The direct beneficiation of laterites for chromite recovery resulted in the minerals containing nickel and cobalt concentrating in slime products. No iron oxide coproducts of acceptable grade were recovered from either laterites or residues.

Determine the advantages and operational limitations of water-let-assisted cutting used with mining equipment. Approach The Bureau of Mines con-ducted a research study to evaluate water-Jet-assisted cutting both in the laboratory and in underground mines. Earlier research on water-jet-assist was limited to laboratory studies where bit speeds and penetration depths were very low and large cutting force reductions were reported. For the past years, research by the Bureau of Mines and others has been concerned with the application of water-jet-assisted cutting under more realistic mining conditions. Study Results Water-jet-assisted cutting employs a mechanical cut-ting bit combined with a moderate to high-pressure water jet directed just in front of the bit tip to assist in the cutting process. Recent Bureau findings show that the addition of the water jet to the cutting bit can improve cutting in harder materials, significantly reduce respirable dust and bit wear, and increase product size. Some of these findings are presented as follows.
