The objective of the project descibed in this report was to design and field test a model health and safety program at a coal mining company and a gold mining company. The model program was implemented primarily by providing training on loss control, accident investigation, and the operation of mobile equipment; and by providing technical assistance to help solve health and safety problems. Data were obtained from company records on occupational injuries, illnesses, accidents, and "near misses"; and through direct observation of employees performing a large number of randomly selected jobs. At the coal mine, employees were observed five times over a 15-month period. At the gold mine, employees were observed six times over a 16-month period. During the study, the percentage of sampled jobs containing one or more safety deficiencies decreased from 74.3 pct to 36.6 pct at the coal mine and from 86.4 pct to 19.1 pct at the gold mine. Work on this project was performed by Woodward Associates, Inc., under a Bureau of Mines contract.

By authority of the Federal Coal-Mine Inspection Act of May 7, 1941, Public Law 49--77th Congress, H.R. 2082,2/ a Coal-Mine Inspection Division was established in the Health and Safety Branch of the Bureau of Mines. Funds totaling $729,000 for the operation of the division and for other incidental expenses were provided in an amendment to the Department of the Interior appropriation bill for the fiscal year 1942 (H.R. 4590). A small. percentage of these funds was made available on July 1, 1941, and a much greater proportion on October 1, 1941, to defray the expenses of the coal-mine inspection work and incidental activities for the remainder of the fiscal year 1942. The Coal-Mine Inspection Division is charged with administering the act and is required to compile, analyze, publish, and otherwise make available for public inspection the information obtained under it and to transmit such information to the Director of the Census. The act requires also that the information obtained be reported to Congress, with such findings and comments thereon and such recommendations for legislative action as may be deemed proper.

The Bureau of Mines, following passage of the Solid Waste Disposal Act of 1965, was authorized to conduct research on methods for utilizing, stabilizing, or reclaiming mineral wastes. This report summarizes laboratory research conducted by the Bureau and cooperative field studies made with the mineral industry to reduce the environmental impacts of air and water pollution deriving from mineral wastes. Utilization research showed that both dry-press and steam-cured building bricks and ceramic tile could be made from copper mill tailings and other discarded mineral wastes. Sponge iron was produced from steel mill and amination industry wastes, and valuable mineral products were extracted from such diverse sources as flue dusts and uranium tailings. Mineral wastes were combined with agricultural and/or sewage wastes to make artificial soils that have the potential of resolving several disposal problems by production of a useful commodity. Physical, chemical, and vegetative stabilization methods were evaluated, singly and in combination, for reclamation potential on copper, uranium, lead-zinc, and asbestos tailings. Suitable methods were developed in the laboratory for overcoming major adverse conditions of these wastes such as salinity, heavy metal toxicity, acidity, basicity, lack of nutrients and organics, and unstable surfaces. Field testing of these methods was performed on a variety of mineral wastes. Costs for the various stabilization and utilization-procedures developed were also determined.

This work consists of research in cable fault location and the construction of four field-test units based on the research. Swept-frequency sounding of mine cables with RF signals has been the technique most thoroughly investigated. The swept-frequency technique is supplemented with a form of moving target indication (MTI) to provide a method for locating the position of a technician along a cable and relative to a suspected fault. Separate, more limited investigations involved high-voltage time domain reflectometry and acoustical probing of mine cables. Particular areas of research included microprocessor-based control of the swept-frequency system, a microprocessor-based fast Fourier trans-form for spectral analysis, RF synthesizers, transmit-receive switches, RF receivers, cable dispersion-compensation techniques, low-voltage multielement display systems, and techniques for injecting or recovering RF energy through cable walls in support of clamp-on fault locators.

This U.S. Bureau of Mines report summarizes common obstacles found when attempting to implement health and safety strategies in small mines and small businesses in general industry. Recently, the U.S. Mine Safety and Health Administration focused much of its attention on addressing health and safety issues at small mines. Some of the more innovative interventions practiced by small businesses in general industry are discussed for consideration of their applicability to the mining industry. The most effective intervention strategy that was developed for small businesses is the Occupational Safety and Health Administration Consultative Program. The details of this program and other intervention strategies used by small mines and small businesses are presented.

Cable bolts are emerging as the newest ?twist? for roof support in U.S. underground coal mines. For decades cable bolts installed in underground metal mines in the United States and Canada used cement-based grouts for anchoring. The cement anchoring process, because of the time and expense for installation, made cable bolts impractical for use in coal mines. Today, the introduction of resin-anchored cable bolts provides a system more consistent with tradi­tional U.S. coal mine roof bolting practices and requirements. Expecta­tions are that the utilization of cable bolts for a number of U.S. mining applications will expand, particularly in coal mining.

Uranium activity has introduced a comparatively new hazard to United States mining. In addition to the hazards common to all mines, uranium mines have a complex health problem of radiation damage. Like many new processes, radiation and nuclear energy can be made to serve man in many useful ways when properly understood and handled; but, like fire, gases, and electricity, their potential dangers must be known and respected, and appropriate precautions must be taken or death may result. Since 1950 the Public Health Service has been conducting basic investigations on exposure to radon and its daughter products and the effect of exposure upon the health of miners in uranium mines of the Western States. The Bureau of Mines assisted in several of these investigations, especially in mines on Indian lands. The studies have shown that a serious health hazard exists from radioactive exposure that might cause lung cancer if continued over a number of years. The Public Health Service report, Control of Radon and Daughters in Uranium Mines and Calculations on Biologic Effects,6/ shows that 55 percent of the uranium mines employing 64 percent of the miners had atmospheric concentrations more than five times the working level now accepted as reasonably safe for industrial exposures. Extensive control measures are necessary to reduce these concentrations to the suggested working level of less than 300 micromicrocuries of total radon daughter products per liter of air.

"INTRODUCTION The bottoming of the United Verde sulfide pipe has shortened the expected life of the United Verde mine to a matter of a few years. First located in 1876, this Arizona mine has had a long period of activity, having reached a peak production in 1929 of over 71,000 trans of copper. Through these many years of successful operation, a safety program has evolved in keeping with the proficiency developed in mining the ore body. This report documents the three-phase program to design, fabricate, test, and demonstrate economical and practical methods of reducing noise levels on underground coal mining portal buses (mantrip vehicles). The noise-control treatments applied to a production-model portal bus were as follows: ? Wheel/rail vibrations were isolated from the vehicle frame by inserting elastomeric materials between suspension components. ? Vibration-induced noise was reduced by replacing all large sheet metal panels (except floor plates) with damped steel panels. ? Motor noise was reduced by tight-fitting covers made from damped steel and lined with sound-absorbing material, and by elastomeric motor mounts. ? The standard spur gears used in the traction drive system were replaced with helical gearsets. The program achieved the goal of reducing the average sound-level to below 85 dBA for typical operating conditions.

WITH the development of new processes for the production of synthetic liquid fuels, an extensive literature search was undertaken to uncover fundamental relationships between fluid and heat flows and the operating variables of new types of converters. Examination of published correlations revealed that considerable uncertainty existed in the correlation of the operating variables of such equipment with the pressure drops which could be expected through packed and fluidized systems; correlations proposed in the literature differed from each other frequently by as much as 75 to 100 percent. Because new processes, especially more recent modifications of the original Fischer-Tropsch process, must compete with old, firmly established processes on the basis of unit product cost, the pressure-drop correlations in the literature were considered to be too inaccurate for use in calculating the energy required to pass fluids through packed beds. The following study was begun in 1946 to develop correlations that would be suitable for the design of new equipment in which fluids are brought into contact with granular materials. To arrive at general relationships, systems were chosen that did not involve chemical reactions, and a, particular effort was made to give the correlations only in terms of quantities that are ordinarily available from general process and design specifications.

About two-thirds of the manufactured gas supplied to the public by the gas plants in the Illinois district is cnrbureted water gas. The leading generator fuel is coke, ma.de in by-product c.oke ovens or in retorts, chiefly from eastern gas coals. During the fall and winter of 1917-18, when the demand for coke by war industries and the restrictions of the Fuel Administration in connection with the transportation of coke from eastern States made it almost impossible for many gas companies to obtain their coke requireml'nts, several water-gas plants had to use bituminous coal as generator fud. Many operating difficulties were encountered, some of which were solved more or less satisfactorily in different plants. A number of plants attacked the problem rather blindly because facilities for making tests were lacking and because technical men were too busy with labor and supply problems to study thoroughly the conditions involved or to ascertain what other plants had done with this fuel. It was therefore with the hope of assisting the gas industry during this critical period, and of promoting the use of Central District coals for gas making, that the Illinois Mining Investigations, a joint agency of the U. S. Bureau of Mines, the University of Illinois, and the Illinois Geological Survey Division undertook the, tests discussed in this paper. • This report was compiled under the auspices of a technical committee appointed by Gov. Frank 0. Lowden to promote the use of Central District coals in gas manufacture as a war measure. This committee included the following representatives of the various agencies concerned: U. S. Bureau of Mines, E. A. Holbrook and W. W. Odell; Illinois Gas Association, C. W. Bradley and R. B. Harper; University of Illinois, Dean C. R. Richards, Prof. S. W. Parr, and Prof. H. H. This report is the 22d in a series summarizing Bureau of Mines research and technologic work on coal and related investigations.2 3/ A summary of work published during 1957 and of work in progress is presented. Details regarding the subjects treated in the publications may be found by referring to articles cited in the footnotes. The objective of the coal work of the Bureau of Mines is to obtain information that will lead to improved production and utilization of coal, thus conserving a most important national asset.4 5/ Though studies of mining methods and exploration of various coalfields ma; contribute directly to improved production, no less so does the work in health and safety. The many problems relating to chemical and physical properties of coal reflect the need for an understanding of these properties for the most effective use of coal in its various fields of application and for the development of new methods of processing coal. Studies of existing and proposed processes of combustion, carbonization, gasification and hydrogenation of coal are necessary for increased efficiency in its use. Engineering service provided by the Bureau is of direct value in the conservation program in preventing waste. Stations where the main coal activities of the Bureau are carried out are shown in the following list:

VANADIUM was discovered in 1801 by Andres Manuel del Rio, a professor of mineralogy at the School of Mines in Mexico City. Del Rio called the new element erythronium. Later, he decided that this was not a new element but a form of chromium. Not until 1831 did Nils G. Sefström, a Swedish chemist, positively determine that the metal was a new element which he named vanadium, after Vanadis, the Scandanavian goddess of beauty. From 1831 to the 1860's and 1870's, the comparative scarcity and high cost of vanadium restricted its commercial use. Shortly after 1870, more information was obtained on the physical and chemical properties of the element. Thereafter, research on vanadium has dealt largely with its use as an alloying element in steel and nonferrous metals. Vanadium is a widely distributed element in the earth's crust. It is more abundant than many metals but is disseminated in small quantities throughout a great variety of rocks. Relatively few deposits have contained ore of a grade suitable to warrant development for vanadium alone. It is produced in conjunction with uranium, iron, titanium, aluminum, and lead-zinc ores.

This study by the Bureau of Mines documents the leadtime required for preliminary and detailed exploration, development of the mine, and construction of beneficiation and support facilities for selected copper deposits in Arizona. The time for major exploration ranged from 1 to 15 years, time for open pit development (or construction) was 1 to 4 years, and time for under- ground development was 4 to 8 years; one underground mine presently being developed may require 12 years to achieve production. Construction of the beneficiation plants required 8 months to just over 2 years. The data are supported by historical facts for each deposit during the leadtime stages from location of claims through exploration, construction, expansion, and leaching. The sequence of development and factors contributing to differences in the time spans are discussed. Histories are detailed for the Miami, Castle Dome, Copper Cities, San Manuel-Kalamazoo, and Twin Buttes properties; briefly summarized are the Pinto Valley, Miami East, Esperanza-Sierrita, Pima, and Mineral Park Properties. Each mining operation had its own pattern of development, and together they present a source of planning information for the development of other properties.

When an underground excavation is made, the rock surrounding the sides and top of the opening is deprived of its natural support and tends to fall. Whenever caving takes place, the time and extent of the caving depend on the character and condition of the rock. In strong homogenous rock, such as solid granite, even a large chamber may stand indefinitely, whereas a soft material, such as clay or a loose material like unconsolidated sand, falls immediately if not supported. Weaknesses in the rocks induced by structural features, such as joints, :fissures, bedding and cleavage planes, and fractures produced by blasting, will cause the falling of insecure blocks or slabs unless means are provided to support these in place. In an unsupported mine opening, as a tunnel, the first slight settling or adjusting movement of the rocks (the "initial creep" or "set") is caused by the great weight of overlying material pressing down the rock masses above and around the roof and sides of the opening until they key together in roughly the form of an arch. The rock, after it has adjusted itself to this shape, becomes. selfsupporting. Timbering is necessa.ry in all mining only to support, therefore, those comparatively small blocks or pieces of rock which tend to loosen from the top and sides of the opening during or after the formation 'of the natural rock arch, and which lie between this natural rock arch and the opening. This statement, of course, has its limitations. For example; a layer of strong rock, like limestone, may act as a beam; then only the material under the limestone will need support. Timbering is not, as is commonly supposed by the layman, used to supp!ort the huge mass of rock between the back (roof) of an underground opening and the surface. It would be impossible to place enough timbers in a:ny underground opening to support such a mass. This fact is not'·perceived by all miners.

This report, summarizing the Bureau of Mines research and technologic work on coal and coal products for the period July 1, 1950, to July 1, 1951, is based largely on publications issued during the year. The sixteenth in an annual series, it gives footnote references to publications giving further details of the research and technologic work described, except in a few cases where research data presented herein has not been published previously. During the year, the national fuels situation was generally one of plentiful supply.3/ Mineral-fuel resources appeared adequate for several hundred years at reasonably increasing rates of supply. Coal-production capacity was in excess of demand; petroleum supplies were adequate; and natural gas use was limited only by pipeline capacity. However, it was pointed out that a world war would drastically change this situation of relative plenty, particularly with regard to supplies of petroleum and its products. Conversion to the use of coal on a large scale would be required, and improved methods of mining and of processing and using coal in solid or fluidized form or converted to liquid fuels could materially contribute to our national safety.

The investigations described in this bulletin are confined to a study of the washing characteristics of bituminous coals. The major part of the work was conducted by the Bureau of Mines in cooperation with the Engineering Experiment Station of the University of Illinois and the State of Illinois Geological Survey Division between 1918 and 1924, in accordance with the provisions of an agreement between these agencies. The washing characteristics of coals from many of the important coal-producing fields of the Eastern and Central States were examined. The coals of the Pacific Northwest States and Alaska have been studied separately by McMillan and Bird of the Northwest Experiment Station of the Bureau of Mines at Seattle in cooperation with the College of Mines of the University of Washington.2 OBJECT OF INVESTIGATION The object of the investigation of coal preparation by the Bureau of Mines has been to promote the production of better prepared coal and to facilitate the correct selection and design of coal-preparation plants by obtaining as complete information as possible regarding the washability of the various types of American coals and the treatment best suited to each. In addition, some attention has been given to the development of new methods of washing coal. The work naturally divides itself into three rather distinct steps: (1) Development of a systematic method of examining and testing a coal; (2) classification of the American coals on a basis of the occurrence of the impurities associated with the coal in the beds; (3) examination of one or more representative coals of each type.

This Bureau of Mines report is devoted to descriptions of systems that provide in-mine wired telephone service. Although they may incorporate other features, each system described functions to allow one telephone to selectively access another telephone. Except for the paper on Conventional Telephone Equipment, the equipment described is newly developed and specifically designed to satisfy the requirements of underground mine communications.

Approximately half of all the fuel energy used in the United States is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal/and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.
