The American public has at all times been prone to discuss important questions that call for consideration and adjustment. Debatable subjects upon which sides may be taken always receive unusual prominence, but other questions equally important may be neglected. The real "paramount issue," calling for remedial action, is the ever-increasing number of deaths caused by preventable accidents. This matter demands the attention of the entire American people; the importance of accident prevention can not be overemphasized, and in many phases of American life, especially among the mining and allied industries, far too little real attention has been given the importance of conserving life and limb by accident prevention. ACCIDENTS COMPARED TO WAR AS A CAUSE OF DEATH Harry T. Hoffman, Wyoming labor commissioner, writes the following: It is one of the peculiar complexes of this rapidly moving age that we all stand aghast at the horrors of war and view with appar- ent indifference the greater havoc of industrial peace. Did you ever stop to think that approximately twice as many people were killed by accidents in the United States in 1929, as there were American soldiers killed in the entire period of the World War? Every employer and every worker should be thoroughly aroused over the tremendous toll levied against industrial forces by accidents which are largely preventable and develop a faith in safety efforts that will fire them with a zeal as pronounced as that of their religion or their patriotism. Let us remember safety-first to the end that the workman shall live to enjoy the fruits of his labor; that his mother shall have the comfort of his arm in her age; that his wife shall not be untimely a widow; that his children shall have a father; that crip- ples and helpless wrecks who were strong men shall no longer be a by-product of industry.

Alabama's non fuel mineral industry produced $560.6 million of mineral commodities in 1990. This was an increase of $99 million over the 1989 value and a new State record, a record achieved despite the slowdown in the national economy. This was the first year that Alabama's mineral value exceeded one-half of 1 billion dollars. The value of stone and cement, the two leading mineral commodities in terms of sales, increased $71 million over that reported for 1989 and was the primary reason for the new mineral value record. The State ranked 21st among the 50 States in total mineral value and contributed 1.68% of the total U.S. mineral value of $33.3 billion.

Studies were conducted to assess the potential of naphthenic acid as a fractional extractant for rare- earth mixtures and yttrium in sulfate solution . Naphthenic acid was an effective extractant , and separation factors were favorable in the presence of aqueous phase chelating agents . Addition of EDTA to the naphthenic acid extraction system resulted in average separation factors of 2.2 between adjacent yttrium- group elements , whereas DTPA resulted in average separation factors of 3.5 between adjacent cerium- group elements . EDTA was of value in separating yttrium from the rare- earth elements . Thorium and uranium were preferentially extracted over the trivalent rare- earth elements by naphthenic acid .

The techniques are discussed briefly in the following sections. However, detailed information on the techniques is provided in the cited references. INTRODUCTION Coalbed methane, if not properly controlled in the underground mine environment, is a safety concern due to the potential risk for an explosion. This is a particular problem during longwall mining, where the high rate and volume of coal extraction can result in the release of large amounts of methane from the mined coalbed and other adjacent gas-bearing strata. The variability and potential hazards of these sometimes unexpectedly high gas flows provide the impetus to develop methods to predict methane emissions into the underground workplace. A forecast of the volume of gas that might be released during coal mining is helpful for designing ventilation systems and for implementing optimum methane drainage strategies to help mitigate expected gas emission problems. A complete assessment of the need for methane drainage prior to mine development generally requires both an empirical and a theoretical approach. If there are active mines in the general area with similar geologic conditions and coal characteristics, a review of gas problems in those mines provides an initial insight into the level of gas emissions to be expected at a new location. In addition, relatively simple methods exist to determine the in situ gas content (volume of gas per unit weight of coal) of the coalbeds in a particular mining area, as well as the gas-in-place (volume of gas in the coalbed(s) within a defined geographic area).

The Mine Safety and Health Administration (MSHA) has promulgated rules to limit the exposure of metal/nonmetal underground miners to diesel particulate matter (DPM). These rules have resulted in many types of control tech­nologies being implemented including diesel particulate filters (DPF). The passive type DPF is the most desirable because it requires little maintenance and it regenerates while the vehicle is operating. One problem with passive DPFs is that many vehicles cannot develop the sustained exhaust temperatures needed to initiate DPF regeneration, and thus it is required that the DPF be catalyzed to decrease the temperature needed for regeneration. In some past studies, such catalyzed filters have been shown to cause an increase in the nitrogen dioxide concentrations in the exhaust, resulting in a potential health hazard. In this study, a lightly catalyzed DPF along with a fuel-born catalyst were employed to help reduce the DPM emissions from a 980F loader used for cleanup in a stone mine. After 30 days of use, the filter continued to regenerate successfully at the exhaust temperatures generated by this loader, substantially reduced DPM concentrations emitted in the exhaust, and did not cause a measurable increase in nitrogen dioxide levels that could be attributed to the device.

The Hopi Reservation is in Arizona, where coal mining can be traced to the 13th century. Bituminous coal is found in varying quantities throughout the Hopi Reservation. The Hopi Tribe has a 50 percent mineral interest in the coal resources of the joint-use area adjacent to the Navajo reservation. The only coal presently mined on acornrnercial scale from lands in which the Hopi Tribe has an interest is from the Wepo formation at the Black Mesa and Kayenta Mines. These two large surface mines, located over 50 miles northeast of most Hopi settlements, have disturbed more than 6,000 acres. Income from royalties generated by the mines provides significant economic support for the Hopi Tribe. The Office of Surface Mining's Albuquerque, New Mexico, Field Office is responsible for regulating mining and reclamation on Hopi land. The Hopi Abandoned Mine Land Program was approved June 28,1988.

Repeated exposure to hand-arm vibration through the use of vibrating hand tools can result in the development of the disorder known as hand-arm vibration syndrome (HAVS; (1,3)). One of the hallmark symptoms of HAVS is cold-induced peripheral vasospasms that result in finger blanching (4). Although the vascular and neural pathology associated with vasospasms has been described, little is known about cellular mechanisms leading to this damage (4). To understand how vibration may alter vascular and neural physiology and anatomy, rats were exposed to a single bout of tail vibration and the molecular responses of neural and vascular tissues were measured to determine if there are immediate or sustained affects of vibration that may underlie longer term changes in physiology. Methods Experiment 1. Male Sprague Dawley rats (n = 32, 6 weeks of age) were housed in AAALAC accredited facilities. All procedures were approved by the NIOSH Animal Care and Use Committee and were in compliance with the CDC guidelines for care and use of laboratory animals. Vibration exposures were performed by restraining rats in Broome-style restrainers, and securing their tails to a vibration platform using 6 mm wide straps that were placed over the tail every 3 cm. Restraint control rats were treated in the same manner, except that the tail platform was mounted on isolation blocks and not on a shaker. The vibration exposure was 125 Hz, 49 m/s2, for 4 h. Rats were euthanized with an overdose of pentobarbital (100 mg/kg) 1 h or 24 hours after the exposure. RTqPCR was used to measure transcript levels for endothelin 1 (ET-1), the 3 forms of nitric oxide synthetase (NOS) NOS-1, NOS-2, NOS-3 and norepinephrine receptor subtypes 1D, 2A, 2C, in artery tissue, and to measure calcitonin gene-related peptide (CGRP) and nitric oxide synthase-1 (NOS-1) in ventral nerves. Data were analyzed using 2-way ANOVAs. Experiment 2. Male Sprague Dawley rats (n =24, 6 weeks of age) were maintained as described above. Animals were exposed to a single bout of restraint or vibration. Another group of animals served as cage controls. All animals were euthanized 24 h after the exposure, and tail arteries were isolated and frozen. Reactive oxygen species ROS) were measured using electron spin resonance spectroscopy (ESR). Arteries were homogenized over ice in 1 ml of PBS with protease inhibitor cocktail, using a tissue tearer (Biospecs Products Inc. Racine, WI USA). The sample was split into two 0.5 ml samples. One set had PBS and the spin label hydroxyl-TEMPO [0.1 mM] added while the other set had hydroxyl-TEMPO [1.0 mM] plus the specific hydroxyl radical scavenger, dimethylthiourea (DMTU), added to confirm the presence of the hydroxyl radical. Samples were vortexed and then placed in a flat cell for ESR analysis. The ESR spectrometer settings were: receiver gain, 6.32 x 102; time constant, 0.02 s; modulation amplitude, 1.0 G; scan time, 20 sec; magnetic field, 3490 ± 100 G (2). Data were analyzed using 1-way ANOVAs.

The Torpedo copper mine in the Organ Mining, District, Dona Ana County, N. Mex., was discovered in 1899, and production of copper from oxidized-ore deposits was begun in 1900. Production continued through 1907, but operations were only intermittent frown 1907 through 1921. The production of copper during these periods amounted to about 3,500,000 pounds. Reserves primary sulfide copper ore were believed to occur below the old workings, and after a detailed examination of accessible workings and a study of drilling records of several private companies by an engineer of the Bureau of Mines, a development program of diamond core drilling was initiated. This investigation was started October 3, 1949; and completed April 30, 1950. Four holes totaling 2,122.3 feet wore diamond-drilled, and 70 samples were analyzed. All drilling was done with a Government-owned hydraulic-feet drill having special rods and core barrels to increase the recovery of core in critical zones. This report describes the location, history, ore deposits, and factual data obtained by the Bureau of Mines from the drilling.

Tool manufacturers are required to provide declarations of vibration emission values in order to sell their tools within Europe. To ensure that users can compare results obtained from different manufacturers, the declared values must be obtained using a methodology as specified in the relevant test code (such as in the ISO 8662 series of standards). In most cases, the vibration emission values obtained using test codes under-estimate the vibration that an operator will be exposed to when using the tool on a work-site. A further problem with manufacturers’ data is that usually only a single value is provided for a tool. This is despite many factors affecting the vibration emission, including inserted tool type, work piece, operator technique, tool condition. New improved test codes are in the process of being developed. In order to provide guidance to users on how to interpret manufacturers’ data, a Draft CEN Technical Report (Draft CEN/TR 15350 (2005)) was developed. Part of the CEN/TR provides multiplication factors for combinations of task and tool type. For example, data obtained from electrical hammer drills (tested according to EN 60745-2-6:2003) should be multiplied by 2, for hammering applications, in order to obtain an estimate of the vibration emission during work. In response to concerns from industry, the UK trade association OPERC have, in collaboration with hire companies and tool manufacturers, established a freely accessible online database of tool emission values based on independent tests carried out under simulated work-site conditions. This paper reports some of the data obtained from electrical hammer drills, highlighting the range of emission values that can be obtained for a tool. Data from many other tool types are also included in the database. Methods Tri-axial hand-arm vibration was measured at both handles of each of 19 electrical hammer drills, in accordance with ISO 5349-1 (2001). Each tool was measured with three experienced operators and at least 5 runs were completed for each operator. Tools were tested using a range of appropriate new bits from 4 to 40 mm diameter. The minimum number of bits for a tool was 3; the maximum number was 29. 146 tool / bit combinations are reported here, representing about 2200 individual 6-axis measurements. Operators were required to drill vertically into a concrete block with a compressive strength after 28 days of 40 N/mm². Two drills (1 and 15) were battery powered; others were powered using a 110V transformer supply.

The Zebulon manganese deposit has been known for a number of years. It is situated about 3 miles east of Zebulon, Wake County, N. C., on the Avon, Privett property (fig. 1). The deposit outcrops as a vein, or dike averaging-16 to 20 feet in width. Drilling by the Bureau of Mines has shown that this outcrop results from consolidation of a number of small stringers near the surface. The surface width and the Percentage of manganese oxides (resulting from. weathering) diminish with depth. Below 50 to 80 feet, the vein material is mainly quartz and spessartite garnet. The deposit was first examined by W. T. Benson, a Bureau of Mines engineer, in 1941. The Bureau conducted a diamond-drilling exploratory program an the property from November 7, 1944, to January 25, 1945. A. total of 2,508.5 feet was drilled in 14 holes along the strike of the deposit.

The thermodynamic data presented in the literature for zirconium compounds are incomplete. Among the compounds for which adequate data are Zacking are zirconium fluoride and sulfate. This paper reports experimental heat-content values determined by the Bureau of Mines for these two zirconium salts throughout the temperature range of 273° to 1,200° K. No crystalline transformations were found in the two compounds investigated, and neither of the compounds melted over the temperature range studied. MATERIALS TESTED The Oak Ridge National Laboratories, Oak Ridge, Tenn., supplied the two zirconium salts used in this investigation. The zirconium fluoride was high- purity reactor grade material. The zirconium sulfate contained between 0.01 and 0.10 percent hafnium and calcium, and other elements in concentrations below 0.01 percent, A spectrographic analysis of the two compounds is given in table 1. Before use the compounds were dried at 400° C. for several hours to removed adsorbed moisture.

Until now there has been controversy about which tests should be performed to diagnose early Hand-Arm Vibration Syndrome (HAVS). Initial screening questions, especially about tingling and numbness, routinely given to patients prior to examinations proved to be a very important tool in the diagnostic process1, 4. However, standardized tests that are simple, quick, valid and reliable are needed to support a diagnosis of HAVS. Purpose: To find the most valid and reliable tests to diagnose HAVS. Material and Methods Five major tests were performed on Group I and Group II. Group I: Control group of 12 volunteers including students, nurses, secretaries and physicians with no history of using vibrating tools (age 20 to 50y, mean age 38.5y; 5male, 5 female.) Group II: 12 workers (age 17 to 65y, mean age 39y; 9 male, 3 female) were sent by a local trade union with a history of using vibrating power tools on their jobs for varying amounts of time (mean 12.2y, from 0.5 to 35y.) Pre-enrollment survey showed that each had more than 4 complaints commonly associated with use of vibrating tools (including numbness, tingling, weakness, pain, finger color or nail changes, temperature change, and difficulty moving.) 1. Sensory nerve conductive tests: Amplitude and nerve conductive velocity (NCV) were evaluated. 2. Cold Stress-Temperature recovery time tests were done on the index finger of the dominant hand following these steps: Confirm water bath is within 4-5º C. Place the finger temperature probe on pad of the index finger of the dominant hand. Record temperature every 15 seconds. Place subject’s hand in the cold- water bath for exactly five minutes. Record temperature every 15 seconds for ten minutes. 3. Blood test: Venous blood was taken by a 21-gauge needle with the yellow collection tube adapter. S-ICAM, Sera Thrombomodulin, Norepinephrine levels were evaluated by Henderson Research Centre, Canada. 4. Finger Sensory Evaluation: Semmes-Weinstein monofilament test and 2-point discrimination tests were performed on bilateral fingers. 5. Digital blood pressure test: blood pressure was measured in bilateral index fingers. Results 1. Median nerve sensory conductive amplitude from palm to wrist : GI: mean 96 ± 31µm; GII: mean 43± 30µm; for dominant hands. GI vs GII: P<0.001

In order to help assure an adequate domestic supply of minerals essential to the Nation&apos;s economy and and security by developing more efficient minerals extraction technologies, the Bureau of Mines Tuscaloosa Research Center examined the application of autogenous microgrinding to calcium carbonate minerals. Treatment of minus 8-mesh Alabama marble resulted in a product 80 pct minus 5 micrometers (µm) at a power consumption of 70 to 80 kwhr/ton, This study shows that coarse particles of calcium carbonate minerals are effective as the grinding media for the autogenous attrition grinding of these minerals. The minus 8- plus 30-mesh fraction is an effective grinding medium (sand) for particles smaller than 30 mesh. A 40-pct-solids slurry and a sand: marble ratio of 2.5 appeared to be near optimum. For residence times above 13 minutes, products were greater than 80 pet minus 5 µm and greater than 54 pct minus 2 µm. Power consumption was uniformly low, ranging from 50 to 100 kwhr/ton of product depending upon the feed rate. One marble sample from Georgia was shown to be the most persistent grinding medium, with losses of less than half those of the other materials tested.

Electrorefined vanadium with additions of up to 5 percent by weight of yttrium, cerium , lanthanum , praseodymium, neodymium, and samarium was melted to ingots in a nonconsumable electrode arc in a helium atmosphere . The ingots were rolled into strips and evaluated for the effect of the alloying elements on hardness , tensile strength , ductility , recrystallization temperature , and microstructure . Except for samarium , average additions of alloying elements of 1 to 2 weight - percent resulted in the retention of 0.12 to 1.05 weight - percent in the alloys and reduced the ultimate tensile strength from about 48,000 to approximately 30,600 psi . The corresponding yield stress (0.2 percent offset ) was reduced from about 40,700 to approximately 20 , 200 psi . Diamond pyramid hardness (DPH) was reduced from 117 to an average of 62 kg /mm² . Increased malleability at room temperature resulted with yttrium and all rare - earth- metal additions , except samarium , particularly with more than 0.25 weight - percent additions . Decreasing oxygen contents corresponded with the changes noted in the mechanical properties of the alloys . The recrystallization temperature of electrorefined vanadium was reduced from approximately 950 ° to 800 ° C. Yttrium or a rare- earth metal content , except samarium , in excess of 0.1 weight - percent in vanadium produced a second phase suggestive of an eutectic which indicated a possible maximum solubility of less than 0.1 weight - percent for both room and elevated temperatures .

ackleg rock drills are widely used in the mining industry and are known to generate high levels of hand-arm vibration which contribute to the development of the hand-arm vibration syndrome for exposed miners.1-3 To reduce the vibration levels, a prototype of an antivibration handle was developed as part of a previous study.4 To provide some bench marking for this handle prototype and to follow the evolution of its performance over time, a test bench was developed to characterize the vibration emission values of jackleg drills under controlled operating conditions. As the current ISO 8662 series of standards could not apply directly to this type of tool, there was a need to design and validate a test bench to evaluate the vibration emission values of jackleg drills, while taking into account the conditions specific to the operation of this type of tool. Methods A test bench including an energy absorber, was developed for testing jackleg drills based on the ISO 8662-3 standard 5. The energy absorber was bolted to a 3300 kg concrete block to ensure tool stability. A pictorial view of the device is given in Figure 1. For validation purposes, acceleration measurements at the handle of a conventional jackleg drill were taken simultaneously along the three axes (xh, yh and zh) in an underground rock drilling operation as well as on the test bench. The handle accelerations were measured for three different jackleg angles (13º, 28º and 43º) determined with respect to the floor. Moreover, each measurement was repeated at least three times to asses the data repeatability. [ ] Results As a preliminary validation of the test bench, Figure 2 provides a comparison of the frequency weighted rms acceleration spectrum measured along the zh-axis, for both underground drilling and operation on the test bench (28º jackleg angle in both cases). It is shown that the vibration measured on the handle of a jackleg drill operating on the test bench is representative of that recorded during typical rock drilling operations, despite the fact that some harmonics of the percussion frequencies are generated with a higher amplitude on the test bench. This regional report covers the mineral industries of Canada and 40 countries and territories in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada&apos;s output of its major mineral commodities in world mineral supply in 1991 (revised) and 1992. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) have long used stationary tapered element oscillating microbalances (TEOMs®) in laboratory settings. They have served to assess the mass concentration of laboratory-generated particulates in experimental , dust chambers and they provide a reference method for comparison with other particulate- measuring instruments. Current NIOSH research is focused on further adapting TEOM technology as a wearable personal dust monitor (PDM) for coal mining occupations. This investigation&apos;s goal is to help identify, quantify, and provide means for resolving certain TEOM- related error. The present research investigated bias caused by thermal effects on filter assemblies. New filters used in the PDM for 8 h tests show an average positive bias of 25.5 pg, while similar tests of equivalent filters used in two 1400A model TEOMs show an average positive bias of 34.3 µg. The derived bias values allow correction of previously collected biased data. Also, pre- heating the filters for 24 h at 46° C shows significant bias reduction, with PDM pre-heated filters subsequently averaging -3.3 µg and 1400A TEOM filters averaging 5.9 µg. On a single-point comparison to gravimetric sampling, a 25.5 µg bias is only significant at low mass loadings. At 2.5 mg, this bias represents a negligible 1 % of the mass measurement. If ordinary linear regression is used, the bias is still insignificant. However, if the more valid weighted linear regression is used, it gives more weight to the smaller dependent variable values, which are more impacted by the bias. Consequently, what is 1% bias on a single high-mass value can translate into a larger bias percentage at high-mass values when performing a weighted regression on data that include a large number of low-mass values.

West Virginia ranks second in the nation in coal production, surpassed only by Wyoming, and usually accounts for 15 to 20percent of the nation&apos;s total annual production. Cod occurs in seams of minable thickness in all but nine of the state&apos;s 55 counties. There are two coal- producing regions, the northern field and the southern field. West Virginia coal is mined by both underground and surface methods. Underground mines in West Virginia account for a major portion of its coal production. Surface mines are generally contour operations and, especially in the southern field, are in steep slope areas, with slopes greater than 20 degrees. Many of the surface mines remove multiple seams. Recoverable reserves in West Virginia total in excess of 55 billion tons of bituminous coal. West Virginia&apos;s regulatory program was conditionally approved on January 19, 198 1. Its Abandoned Mine Land Program was approved February 23,198 1, with emergency authority granted on August 26,1988.
