It is known that exposure to high sound pressure levels can lead to permanent hearing loss; however, many workers, in mining as well as other occupational sectors, frequently receive hazardous noise exposures. The National Institute for Occupational Safety and Health (NIOSH) recommends using a criterion level of 85 dB(A) for implementation of hearing loss prevention programs1. But, despite engineering and administrative controls, workers continue to exceed their recommended daily noise dose. Hearing protection devices are worn as a final defense against noise overexposure, but many workers have difficulty communicating or detecting warning signals while wearing them. New electronic technology has been integrated into conventional hearing protectors to allow for some degree of sound restoration. Research is currently being carried out within NIOSH, Pittsburgh Research Laboratory (PRL) to evaluate the performance of sound restoration hearing protectors. Due to certain features of the devices, such as their non-linear performance and possible manipulation of electronic settings, there are obstacles to testing them using the existing standard hearing protector test methodology (ANSI S12.42-1995 and ISO 4869-3:1997). These and other issues related to testing these devices are outlined within this paper, and possible solutions are discussed. Measures of attenuation properties have been done on a set of the devices and preliminary findings indicate that new test methods, or at least modifications of existing methods, must be developed to accurately determine device performance. Furthermore, it is necessary to know not only the attenuation properties of such devices, but also the degree to which speech intelligibility or recognition of warning signals is preserved, as compared with conventional hearing protectors. As additional data is collected a more accurate and reliable test methodology will be developed, and a more comprehensive picture regarding device performance will be determined and disseminated.

The first survey 3/ covering sales of liquefied petroleum gases was made in 1930 by the Bureau of Mines, which at the time was under the United States Department of Commerce. This original canvass covered national totals for 1922 through 1929, and most of the supply came from natural gasoline plants. The 1930 report showed approximate totals for butane and propane and for butane-propane mixtures and pentane grouped together. No attempt was made to breakdown the national sales by various uses until 1931, when the quantities for domestic or household consumption, gas manufacturing, and industrial requirements, including miscellaneous uses were indicated. As the market for these liquid petroleum gases expanded and as new uses came into importance, their respective quantities were shown separately in the annual survey. Sales for internal-combustion engine fuel and for raw material for chemical plants were first taken out of the industrial total in 1936. During World War II liquefied petroleum gases became important as feed stock diverted to synthetic rubber plants, and consequently the survey was broadened to cover this particular demand, beginning in 1944. Pentane was dropped from the survey after 1943, as, being liquid at atmospheric pressure, it is not considered as one of the liquefied petroleum gases and furthermore, the quantity reported made up less than 1 percent of the total sales. Thirteen producing companies reported to the Bureau in the first survey made in 1930, and in the 1952 canvass about 130 producers--petroleum refiners and natural gasoline companies--and about 1,300 dealers cooperated by filing schedules showing a breakdown of their sales. Their 1952 deliveries of approximately 4.5 billion gallons of liquefied petroleum gases were equivalent to about 3.4 billion gallons of gasoline or 3.1 billion gallons of distillate fuel oil.

Because of U.S. dependency on imported critical metals, the Bureau of Mines has conducted research to evaluate the possible substitution of nitrided low-alloy steels for higher chromium-containing alloys. The corrosion data for nitrided steels are limited primarily to the Soviet literature. The objective of this study was to determine the corrosion properties of six commercially nitrided low-alloy steels in a 5-wt % NaCl solution at pH 4. Weight-loss tests indicated that, in deaerated test solutions, most of the nitrided steels were less corrosion resist-ant than nontreated steels. However, electrochemical tests indicated that under more oxidizing conditions, nitrided materials are converted to a passive state with a significantly reduced corrosion rate. Elec-trochemical tests performed in an aerated environment confirmed the passivity of the samples in an oxidizing environment.

Highwall mining continues to grow in importance as a coal production method from U.S. surface mines. It may account for as much as 4% of the total U.S. coal production, according to one recent estimate. Analysis of Mine Safety and Health Administration (MSHA) accident and injury statistics shows that, overall, highwall mining has maintained an admirable safety record. Its fatality and injury rates are comparable to those for other surface mining methods, and are significantly lower than those for underground mining. No mining method is risk free, however. Highwall mining injuries have been associated with handling materials, slips and falls, machinery, powered haulage, and other types of incidents. But perhaps the greatest risk, to both personnel and equipment, is from ground control. The two most significant ground control hazards are rock falls from the highwall and equipment entrapment underground. Highwall Stability Ensuring highwall stability through proper ground control engineering is of paramount importance to safe highwall mining operations. The only fatality to occur during the last five years at a highwall mining operation was due to highwall collapse. There have also been numerous near-misses, several of which have involved extensive damage to equipment. In the central Appalachians, where the majority of highwall mining occurs in the U.S., hillseams are the most prominent geologic structures that affect highwall stability. Hillseams (or mountain cracks) are near vertical fractures in the rock that are formed in response to natural weathering and erosion of hillsides. They extend hundreds of feet down from the surface. They typically run parallel to the hillside, but they can also extend across narrow points or ridge lines. The hazard arises when rock slabs that form along the hillseams detach and fall away from the highwall face (See Figure 1). [ ] Unfortunately, it is impossible to control the location of hillseams or reliably detect their presence within a highwall. There are, however, a number of measures that can be taken to minimize the risk of failure associated with hillseams: Planning-Most operators choose to skip those areas of the highwall where a prominent hillseam daylights (See Figure 2). Existence of such areas is known for several weeks in advance of highwall mining; therefore, planning engineers can adjust the layout of highwall mining panels to locate barrier pillars within areas of questionable highwall stability. [ ] Inspection and monitoring-Daily inspection of the benches above the active highwall mining area is a prudent precautionary measure. A crack in a bench immediately above a highwall miner is shown in Figure 3. Simple displacement monitors may be useful for detecting movement along cracks that may precede a significant life-threatening failure. New tools, such as slope monitoring radar, may also prove useful in detecting motion of the rock slopes above active highwall mining operations. Good blasting practice-Most surface coal miners in the central Appalachians use pre-splitting and the familiar halfbarrels are routinely seen throughout the pits. Shorter delays along the face and longer delays between rows can direct more of the blast force parallel to the face, potentially doing less damage to the wall rock. In addition to pre-splitting, decreasing the burden, spacing and charge weight in drill holes close to the highwall will also decrease damage to the wall rock. Decreasing the highwall slope angle-Decreasing the highwall slope angle from 90° (vertical) to 70°-80°, especially in areas of known hillseam concentration, could eliminate the hillseam hazard (See Figure 4). The increasing and more stable commodity prices, still predominantly in the metals sector, reinforced both the new ways of conducting business and the use of technological advancements in successfully lowering operating costs during the last 4 to 6 years. Some commodities and companies still struggled to survive, but increases in productivity and profits were becoming more common.

The Bureau of Mines has investigated the surface charge of amphibole asbestos fibers and nonasbestiform cleavage fragments, as part of the Bureau's fundamental studies to provide new knowledge on the physical and chemical properties of the amphibole minerals. Microelectrophoresis was used to measure the electrophoretic mobilities, in water, of particles from six asbesti-from amphiboles and seven nonasbestiform amphiboles over the pH range of 5 through 9. The particles generally ranged in size from 2 to 5 µm wide by 10 to 30 µm long. The isoelectric point was determined for four of the minerals, and values were found to be between pH 3.5 and pH 5. The minerals studied had zeta potentials that generally ranged from -25 to -so mv in neutral solution. Attachment of colloidal positively charged AgI was also studied as a means of determining surface charge. Scanning electron microscopy of amphibole particles that had been in contact with aqueous AgI showed equal attachment of AgI to asbestos fibers and to cleavage fragments; the extent of AgI coating was the same for both. The electrophoretic mobilities of asbestos fibers were essentially the same as those of elongated cleavage fragments of the same aspect ratio (particle length divided by width). Blocky particles from both asbestiform and nonasbestiform specimens had lower mobilities.

The methane emissions from an advancing coal mine section were continuously monitored for 120 days. During this time, the section advanced 2,000 feet into virgin Pittsburgh coalbed producing 54,565 tons of coal with a total methane emission of 91 million ft3. Analysis of the data gathered showed that daily methane emissions did not correlate with overburden thickness and daily coal production. A good correlation was found between the daily methane emission and the average length of rib exposed to virgin coal.

The Bureau of Mines is testing super critical fluids as solvents to selectively extract valuable components from complex matrices. Materials recovered during supercritical fluid extraction are often highly purified. Using laboratory apparatus designed specifically for supercritical fluid research, Bureau re-searchers have measured the solubility of titanium tetrachloride (TiCI4) in supercritical, liquid, and gaseous carbon dioxide (C02), CO2, a commonly used supercritical fluid, is inert, inexpensive, and nontoxic. Supercritical CO2 formed a single phase with TiCl4 at 45° C and 1,500 psig. When the solution was heated at constant pressure beyond 55° C, TiCl4 precipitated from the fluid. Results showed that TiCl4 solubility in supercritical CO2 is not controlled by the vapor pressure of the solute.

Enhance hydraulic fragmentation technology by developing alternative grout sealing methods. Traditional grout scaling methods rely on chemical adhesion and require large contact areas to restrict high-pressure fluids. Fluid injection into rock requires economical and effective seals. With economical and effective seals, rock is easily fractured in tension by high-pressure fluid injection (fig. 1). Approach An innovative grouting technique was developed and tested by the Bureau. Slowly hydrating expanding chemicals are placed within a borehole and around a section of high-pressure tubing. Testing was conducted using 9/16-inch-OD smooth-walled injection tubes in 1.5-inch-ID holes. Seal lengths weir less than 10 inches and curing times were less than 24 hours.

The Bureau of Mines investigated a promising new technology for recovering A1203 from alunite to support the Bureau's alumina miniplant project. Results are presented for a study of the technical feasibility of treating alunite crushing and grinding reject fines for recovery of A1203. Alunite pellets having sufficient strength and resistance to degradation were produced by combining fines and coarse alunite with a KOH binder. The best pellets were prepared, in a laboratory pelletizer, by adding 1 pct KOH as a 5-pct solution to a mixture of 40 pct alunite dust (98 pct minus 65 mesh) and 60 pct coarse alunite (minus 20 plus 65 mesh). Calcines suitable for K2SO4 and A1203 recovery were produced by reducing dehydrated alunite pellets with sulfur in a laboratory shaft furnace for 4 h at 600° C, followed by air oxidation of the reduced calcine for 1 h at 600° C. This report presents design calculations, schematic diagrams, and discussions of the essential features of a proposed process research unit (PRU)--a continuous, 6-lb/h alunite shaft furnace--for studying the process.

"Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic effects and some others, slow and long enduring consequences, has been a major concern for labor, management and government alike. This concern has manifested itself in four primary mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of 'mines according to the best recommended practices, (3) medical control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workmen's compensation laws for occupation related health deterioration:-The respirable contaminants in mine atmo¬spheres are toxic and explosive gases, toxic and explosive dusts, diesel exhaust particu¬lates, radon progeny, etc. Perhaps the most important of all these and the most widely occurring in mine atmospheres is respirable dust, an inevitable product of fragmentation, a unit operation fundamental to all mining operations. In fact; the-most serious health hazard for workers in the mining and minerals processing industries is still the exposure to respirable dust, and solutions to the problem of respirable dust disease remain to be found.The 1969 Coal Mine Health and Safety Act and its provisions for the respirable dust standards in underground coal mines are briefly reviewed. An overview of the research accomplishments in meeting the standards is presented. The current state of knowledge on the effectiveness of the standards and the new and emerging problems are discussed. A brief summary of the research programs of the Generic Technology Center on Respirable Dust is presented.In general, underground mines are becoming increasingly safe. The heats of formation of gehlenite and talc were determined by hydro-fluoric acid solution calorimetry. The results are reported in terms of the constituent oxides (?H298.15 = -31.1 ± 0.5 kcal/mole for gehlenite and ?H298.15 = -44.9 ± 0.3 kcal/mole for talc) and in terms of the constituent elements (?H298.15 = -952.8 ± 0.7 kcal/mole for gehlenite and ?H298.15 -1,415.5 ± 1.4 kcal/mole for talc).

The heats of formation of seven substances were determined by solution calorimetry. At 298.15° K, the heat of formation of lithium sulfate from lithium, rhombic sulfur, and oxygen was -343.1 ± 0.7 kcal/mole, and the heat of formation of lithium sulfate monohydrate from lithium, rhombic sulfur, oxy-gen, and hydrogen was -414.3 ± 0.7 kcal/mo1e. For the silicates, the heats of formation at 298.15° K from the elements were kaliophilite, -503.8 ± 0.5 kcal/mole; leucite, -721.6 ± 0,8 kcal/mole; eucryptite, -505,2 ± 0.6 kcal/mole; alpha-spodumene, -727.9 ± 0.9 kcal/mole; and beta-spodumene, -721.1 ± 0.9 kcal/mole. The corresponding heats of formation at 298.15° K from the constituent oxides were kaliophilite, -42.7 ± 1.1 kca1/mole; leucite, -42.8 ± 1.1 kcal/mole; eucryptite, -16.1 ± 0.7 kcal/mole; alpha-spodumene, -21.0 ± 0.7 kcal/mo1e; and beta-spodumene, -14.3 ± 0.7 kcal/mo1e.

The new MSHA diesel rules have stone mine operators looking hard at pos¬sible upgrades to their ventilation systems. There are existing methods to reduce diesel engine emissions (MSHA, 2001)(Head, 2001b),but many operators will decide that a ventilation upgrade is necessary is well. NIOSH hay several stone mine ventilation projects underway, but in the meantime a good information resource is the work done by the U.S. Bureau of Mines in the 70's and 80's on ventilation for oil shale mines. The Bureau conducted this research because oil shale mines were projected to be gassy and would, therefore, require a lot of ventilation air. The focus of this oil shale work was on the use of jet tans for lace area ventilation, and on stoppings that would he low Lost and leak-tight. The work also considered changes in mine design to reduce the number and size of stoppings. The findings are still applica¬ble to stone mines.

The work described was performed to determine whether sulfur compounds of the thienothiophene class occur in crude oil. The presence or absence of various classes of sulfur compounds in crude oils is of interest and value to petroleum science. The Bureau of Mines, for the first time, identified hydro-carbon products of desulfurization that point directly to the identity of two individual thienothiophenes, namely 3-methylthieno[2,3-b]thiophene and 2-meth-ylthieno[3,2-b]thiophene, in Wasson, Texas, crude oil. These identifications, described in detail, were accomplished using microdesulfurization, mass spectrometry, and gas-liquid chromatography.

This Bureau of Mines study was made to investigate a possible method for selectively removing the Si02 component of silicate minerals and ores. Of specific interest were aluminum ores and zircon. Methods are described for removing Si02 from these ores as volatile silicon sulfides by treating the ore with sulfur and carbon; with sulfur, carbon, and a reducing gas; or with sulfur compounds and carbon. Comparative results are also given for the desilication of some of the ores with carbon alone to form volatile silicon monoxide. The silica component can be removed partially from bauxites at temperatures above the sublimation temperature of SiS (940° C) by treatment with carbon, sulfur, and methane; however, it is more difficult to remove the silicon from kyanite, manganese silicate, red muds from aluminum processing, kaolinite, lateritic nickel ores, and zircon. Complete desilication requires temperatures ranging from 1,100° C for bauxite to 1,450° C for zircon. Although the high temperatures required and the undesirable metal sulfides produced eliminate practical application of this method using present technology, the Bureau is reporting this data so that they will be available to future investigators.

In 2005, a total of 2,063 coal mining operations reported employment to the Mine Safety and Health Administration (MSHA). Coal mines comprised 14.1% of all mining operations. ? Bituminous mines comprised 92.6% (n=1,911) and anthracite mines 7.4% (n=152) of coal mining operations. ? Approximately 70% of all coal mines were located in three states: Kentucky (28.0%), West Virginia (21.8%), and Pennsylvania (20.6%).

The Ellington manganese deposit in Reynolds County J Mo., had been known for some time; and limited exploration, consisting of test pitting and sinking a shaft 54 feet deep on the property, had been done by private interests. Late in 1941, the Bureau of Mines cleaned, deepened, and sampled many of the existing pits and dug and sampled 27 new ones. The shaft was unwatered and sampled, and several pockets of manganese ore were trenched to determine their extent. Samples were analyzed and beneficiation tests on 1 ton of the ore were made at the Rolla, Mo., station of the Bureau of 'Mines. Results of the investigation indicated that the deposit was small and low in manganese content.
