The occurrence of dusts in underground workings creates many difficult and, in some instances, contradictory and conflicting problems for workers, operators, and all others interested in health and safety in mining and tunneling. Moreover, there are many misconceptions both as to the actual effect of most dusts which may be encountered in underground work and as to remedial or alleviating measures. Although the harmfulness of mine dusts to health of miners has been mentioned by man; writers in ancient times, much of our really authentic knowledge of the effect of underground dusts upon health or safety in both coal and metal mines has been pained during the past 30 or 35 years. There has been, however, a considerable amount of generalizing from some local condition or occurrence or theory rather than arriving at conclusions after extended studies and observations made not only in mines and tunnels but also in town, camps, and plants, and comprising date on as many different mining and tunneling localities, conditions, etc., as could be secured with reasonable expenditure of time or money. This paper dives sortie observations based on the writer's 30 odd years of experience in and around both coal and metal mines, including approximately 20 years? close study of dust disease with detailed surveys and reports on dust occurrence and effects in considerably more than 100 mines in probably 20 States of the Union. The observatio are those of an engineer and in many respects conflict the with "going" ideas of doctors, pathologists, and others who have written on dust disease. Were the word dust is used in this p: per in connection with respiratory disease, it refers to solid particles which float or can float in the air breathed by workers. Although these particles are usually dry, they may be wet; in general, their dimensions are so small as to be invisible to the nailed eye. Dusts in coal mines which may be involved in the initiation or extension of explosions, are generally thought to be those which are smaller than 20-mesh in size but chiefly finer than 20-mesh; coal-mine dusts which are harmful to health of workers have essentially the same general physical characteristics as other dusts, but usually consist of smaller particles.

6. Development of Mine Sealant Material Systems 6. 1 Introduction The preliminary evaluation of material systems described in Section 3 led to the selection of the following four promising systems for further development: System A: Aggregate, Fly Ash System System B: Aggregate, Fly Ash, Urethane Foam System System C: Aggregate, Bulkhead, Light Expansive Concrete System D: Aggregate, Self-Supporting Thick Slurry Preliminary laboratory tests indicated that the building of effective bulkheads from one borehole would be extremely difficult. Two extra boreholes would be required adding to the overall cost of the system and making the system less attractive. Tests with light expansive concrete showed that bulkheads would be required, the material would not support itself. As a result, further development of this system was terminated. Foam concrete was selected as the most suitable material to be developed into a self-supporting, rapid-setting slurry. A laboratory investigation of its use for mine sealing was conducted during this program; the results are summarized in Section 6. 5 and details of the laboratory program are presented in Appendix B.

Research conducted by the Bureau of Mines demonstrated the feasibility of preparing columbium and tantalum metals by the application of Kroll-process techniques. Yields in excess of 95 percent were obtained in a modified Kroll-process reduction apparatus constructed from nickel and Inconel.4 Operating conditions during reduction and distillation were determined. Optimum temperatures during sodium reductions ranged from 650° to 750° C and for magnesium from 700° to 800° C with retort pressures ranging from 3 to 7 psig. Undesirable vapor phase reactions occurred when temperatures exceeded 750° C during sodium reductions or 850° C with magnesium. Vacuum distillation at 850° C effectively removed volatile salts and excess reductant from the reduced metals. Calculations based on the results obtained in small scale tests indicate that reaction rates of up to 34 lb/hr could be obtained during columbium reductions and up to 60 lb/hr during tantalum reductions in production scale reac¬tors. The small, laboratory-scale techniques used in this study could be adapted to commercial practice. The reduced powder or sponge metals can be consolidated by conventional arc-melting techniques, and the arc-melted metals can be fabricated into ductile sheet at room temperature. Analyses of arc-melted buttons prepared from Kroll-process tantalum or columbium showed that tantalum of greater than 99.8-percent purity was obtained and that columbium purity exceeded 99.7 percent. A significant purification of the reduced metals occurred when they were consolidated by electron-beam melting, and the purity and ductility of electron-beam-melted Kroll-process tantalum and columbium compared favorably with the commercial metals. After electron-beam melting, the purity of the tantalum exceeded 99.95 percent, and columbium purity was approximately 99.9 percent.

A NEW record was set for helium shipment in 1962 for the 13th successive year. For the first time since 1949, the production of helium from natural gas at Bureau of Mines plants was less than in the previous year. The Bureau shipped 599.5 million cubic feet, 9 percent more than the 1961 volume, and produced 680.9 million cubic feet-a decrease of 6 percent from the record set in 1961. The Bureau added 77.2 million cubic feet to the volume stored for future use. Of the total 524.6 million cubic feet in storage, 522.4 million cubic feet is accumulated excess production from Bureau of Mines plants. The remaining 2.2 million cubic feet was purchased during 1962 from industry under the helium conservation program. The first two of five private plants began production in December to recover helium for conservation storage and ultimate use. A 425-mile pipeline system to transport helium from the five private plants to the Cliffside field was constructed by the Bureau at a cost of about $8 million.

"The American Consul at Guatemala City reports that the Guatemala Marble Mining Company is preparing to operate a marble quarry about 13 miles from the railroad station of Zacapa, which station is a little over 100 miles from Puerto Barrios, the nearest port from which the product may be shipped. The deposit is extensive, and though somewhat broken up in places, great quantities of sound marble are available. It is claimed that the marble is equal in quality to the best product of the Italian Carrara quarries.Access to the quarry by rail is obtained by a spur track of the International Railways of Central America (Ferrocarril Internacional de Centro America) from Marmol, 3 miles south of Zacapa. This spur is about 5 miles long and terminates at the foot of the mountains. A double-track incline cable-way 2000 feet in length has been constructed to bring the marble down the mountain. From the top of the incline to the quarry there is a railway six miles in length over which the rock will be hauled by two side-geared Shay locomotives."

"INTRODUCTION Mine fires have occurred since underground mining of minerals began, and they are still occurring. The technical literature is replete with papers relating to mine fires.Means and methods for controlling and extinguishing mine fires and preventing explosions and other accidents require the collection and analyses of samples of the atmospheres surrounding the fire. Such atmos¬pheres are complex mixtures of gases (1, 3, 4, 15, 21, 23).3/SUMMARYExperiences at mine fires (1, 3, 4, 15, 21, 23) have proved conclusively that mine-air analyses furnish the only means of judging what is going on in a mine fire area. Mine-air analyses give evidence of conditions that require immediate protection, govern the order and control the manner in which a fire is fought, show the necessity of bulkheads and establish the places to construct them, indicate whether or not a fire is being controlled or is being extinguished, and govern procedure in sealing and unsealing mine fires.It is commonly believed that danger to life and property from mine-fire atmospheres is greatest in coal mines; this is true only to the degree that the explosion hazard is greater in coal mines than in noncoal mines because of the presence of combustible gases. The problem of gas poisoning is greater in noncoal mines because of the more frequent occurrence of poisonous and innocuous gases, oftentimes the lack of controlled ventilation, and usually greater difficulties in sealing mine-fire areas. Sulfide minerals present a serious hazard in many metal-mine fires when sulfur dioxide is formed. The country rock or ore body itself may contain or be limestone, which may be calcined. Emanations of carbon dioxide are found."

The cost of reclamation can vary widely, depending on the primary objectives of the restoration activities. statistics in this study originated from State files, publications, and personal communications relating to restoration and pollution control measures for previously mined lands (orphan lands) and active mines. Reclamation of orphan lands is generally considered a public burden and constitutes an economic problem. All work reported here was completed under government contract, by the lowest bidder, with money coming from State and/or Federal funds. Cost would have been substantially lower had the reclamation been concurrent with mining. Several persons connected with some of the projects have observed that costs could probably be reduced by at least one half, if the reclamation had been conducted along with the mining. The expense of clearing and grubbing of volunteer vegetation, disposal of buried trees and brush, loosing of compacted spoil, and re-establishing access to areas could be saved. In addition, a contracting firm doing the work for a government agency would have mobilization costs and receive a profit. Mining companies also are profit conscious and would consider these costs in anticipating their profits (e.g., overhead would be less if reclamation is integrated with mining). The data presented here should serve as a guide for estimating and determining cost ranges, however, it should be recognized that variations exist. Adjustments may be necessary from the standpoint of physical conditions, economic conditions, price changes, and more restrictive requirements of recent surface mining laws. Reclamation conditions, procedures and successes in the eastern United States, particularly in Appalachia, have no bearing on conditions to be expected in the western United States. The situations are wholly different. Reclamation in the West differs from th t in the East, primarily because of aridity especially a during the summer months 1). Because of the many variables and differences between reclamation in eastern and western areas, they will be discussed separately.

"In an earlier consideration of the vapor pressure of iron 3/ it was found necessary to estimate the specific heat of gaseous iron to write satisfactory free-energy-of-vaporization equations for the several forms of iron. That the specific heat of gaseous iron will exceed greatly the classical value of Cp = 4.967 calories per gram-mole per degree is evident from even a cursory Lamination of its spectrum. The two lowest energy states are separated by only 416 cm-1, which is small enough so that the second state is effective, theoretically, at below room temperature. Such phenomena are by no means uncommon, but, while they have been recognized with substances that ordinarily are encountered as gases, classical gaseous specific--heat values still are used, often without question, for the vapors of metals and other elements that are solids under ordinary conditions. The following calculations for iron and copper gases are presented to illustrate the sort of deviations from classical values that are encountered with metal gases.The methods employed in calculating from spectroscopic data of thermodynamic quantities such as specific heat, entropy, and free energy have been described, in detail by Giauque 4/ and others. These will be briefly reviewed here. It is customary to separate the translational energy of a molecule from the rotational, vibrational, and electronic energies. In the case of monatomic gases, only translational and electronic Energies are involved. The classical expression for the specific heat of a mona¬tomic gas, Cp = 4.967, deals only with energy stored in the molecule as translational energy and consequently is valid only in temperature ranges in which no appreciable number of molecules undergoes a change in electronic state."

"INTRODUCTION A preliminary examination of the Green Monster and Benich copper prospects was made by engineers E. W. Newnan and George N. Bennett, of the Bureau of Mines, on December 13, 1943. In an unpublished report, it was stated that certain geologic features appeared to be similar to those associated with the copper deposits of the nearby Butte district. On these premises, a preliminary diamond-drilling program was recommended to explore 300 to 400 feet below the mineralized outcrops for the possible presence of a sulfide enrichment zone. In accordance with that recommendation, three holes were drilled. This report presents the data provided by that preliminary drilling exploration.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. "INTRODUCTION The hazards to be encountered in temporarily or permanently abandoned underground mines, quarries, and open pits are numerous, and hardly a year goes by without several reported cases of fatal or serious injuries occurring to unwary people who enter these old mines. Persons visiting mining areas for the first time, tourists, and young people, especially, proceeding in the spirit of adventure common to youth or to the venturesome have suffered many such accidents during exploration trips. The possibility of salvaging salable or usable equipment prompts men and boys to go into old mines, some through ignorance of the attendant hazards, but some jeopardize their lives hopeful of gain (in some cases pitifully small), thinking the hazards are not dangerous and that they can ""get away with it.""Persons fall into unprotected holes, some seek shelter from storms under high banks, and quarries and open pits are often chosen as places for recreation, picnics, swimming, etc; all such uses of these places are likely to be hazardous and to lead to accidents, frequently fatal.These hazards are known to men in the mining profession, and the danger to the public is realized by most of them. A solution to the problem has been sought at many mining meetings, and it is recognized that complete prevention of entry into old mine workings and surface mining areas is the ideal solution, but this, unfortunately, is not always practical; better education of the public, particularly children, should help to reduce the number of such accidents and will be effective in direct proportion to the extent and vividness of such education."

The Bureau of Mines has undertaken beneficiation investigations on samples representing large tonnages of oxidized taconites in order to develop and evaluate applicable technologies for producing iron oxide concentrates from these materials. Information derived from the investigations can be used to expand the domestic iron raw-materials base and to establish the impact these taconite deposits may have on future national iron ore requirements. This report describes a process that includes reduction roasting, magnetic separation, and flotation, applied to a western Mesabi Range sample taken near Coleraine, Minn. The sample contained 36.8 pct iron and 46.0 pct silica, and represented 0.5 to 1 billion tons of crude material. An average of 962 lb/hr of oxidized taconite was roasted with 33 lb/hr of lignite in a 35-foot-long rotary kiln. Pulverized lignite and natural gas maintained the kiln operating temperature at 850° C. The roasted taconite was beneficiated by magnetic separation and cationic flotation in a 900-lb/hr pilot plant and yielded a product analyzing 68.1 pct iron and 4.6 pct silica, and containing 82.4 pct of the iron in the kiln feed.

The U.S. Environmental Protection Agency (EPA) and the U.S. Congress are presently considering several approaches aimed at reducing the amount of lead in the environment and society's exposure to lead. One approach is to tax domestic primary lead production or consumption. Objective To assist the Congress and the EPA in their decisionmaking, a study was initiated by the U.S. Bureau of Mines, which assesses the minerals related implications of a tax on U.S. primary lead production and primary lead imports. This investigation analyzes the impacts of a primary lead lax on: (1) domestic primary lead production, (2) domestic lead coproduct and byproduct production (including bismuth, cadmium, germanium, indium, silver, and zinc production), (3) domestic secondary lead production, (4) lead imports, (5) domestic lead recycling activity, and (6) the U.S. lead price. Study Findings Domestic Primary Lead and Primary Lead Coproduct and Byproduct Production. A quantitative analysis based on the application of the Bureau's Supply Availability System (SAM) has been conducted to determine the impacts on domestic primary lead and primary lead coproduct and byproduct production from domestic lead source material for a range of taxes.

Cerium and thorium sulfides have found use as crucible materials for melting certain radioactive metals. However, thermodynamic treatment of these sulfides has been hampered by lack of experimentally derived entropy values. This Bureau of Mines report describes heat-capacity measurements between 51° and 298° K, and entropy evaluations at 298.15° K, for cerium monosulfide (CeS), cerium sesquisulfide (Ce2S3), and thorium disulfide (THS2). The entropy values, with Literature results for the heats of formation, are used to obtain free energies of formation at 298.15°K. MATERIALS The samples used in this work were supplied by Prof, Leo Brewer of the Department of Chemistry, University of California. The methods of preparation and some of the physical and chemical properties of these sulfides were given by Eastman and coworkers.3 4/ Chemical analyses, conducted in our laboratory, gave the following results:

Part Two of this report is based upon six working memoranda prepared during the first half of 1972 at an early stage in our work for the Bureau of Mines. This work presents preliminary performance estimates of baseband voice and narrowband through-the-earth electromagnetic communications systems of principal interest to the Bureau for operational/ emergency mine communications applications. The calculations were prepared to obtain early indications of the feasibility and governing parameters of such communications systems. They are based on limited, but pertinent, coal mine electromagnetic noise data acquired to-date by Bureau of Mines contractors; on theoretical signal-attenuation characteristics for two transmitter antenna types of present interest to the Bureau and on semi-empirical models which describe the intelligibility of voice communications as a function of the frequency variations of the signal-to-noise ratio across the voiceband. This work examines the cases of baseband voice and narrowband communications for uplink and downlink transmissions, for frequencies up to 3kHz. Downlink transmissions are via a horizontal wire antenna, and uplink transmissions via a vertical-axis loop antenna, for typical mine depths of 300, 600, and 1000 feet. Representative coal-mine overburden conductivities of 10-2 mhos/meter (moderate and common) and 10-1 mhos/ meter (high) were used; the former figure for both voice and narrowband calculations and the latter for narrowband calculations only. Examples of high, moderate, and low, surface and subsurface, harmonic and broadband-impulsive noise conditions were taken from NBS and Westinghouse (WGL) mine noise data, together with examples of high- and low-levels of ELF atmospheric noise taken from M.I.T. Lincoln Laboratory data. The effects of simple voice spectrum shaping techniques on the intelligibility of through-the-earth voice communications are examined, and indexes of intelligibility more broadly based than signal-to-noise ratio are discussed. Finally, a means of overcoming the affects of 60 Hz noise and its harmonics which are the largest contributors to typical audio frequency in-mine noise, is suggested. These feasibility calculations are not intended to serve as definitive and complete treatments, but as a starting point: to establish first-order estimates of the magnitude and variability of transmitter power requirements under different noise, overburden conductivity, and mine depth conditions; to identify relationships, conditions, or frequencies that are likely to limit or enhance system performance; to reveal items requiring further investigation and data still required; and to suggest practical methods for optimizing system performance. These objectives were met by the calculations. Simple experiments to support these calculations can and should be carried out; together with more detailed investigations of specific modulation, coding, noise-suppression, voice-compression and signal-conditioning techniques, aimed at producing through-the-earth operational/emergency mine-communication systems that are not only effective, but practical and economically sound.

During August 1943, the Bureau of Mines undertook sampling and measuring of the Kennedy zinc tailing pile near Hazel Green, Lafayette County, south-western Wisconsin, as part of a general investigation of this lead-and zinc-producing area at a time when it was extremely important to increase the production of metals for the Nation's War program. The tailing pile was the residue from old jigging plants that treated ore from the Kennedy mine, one of the oldest and. largest mines in the district. Because retreatment of tailing by modern milling methods was proving economically successful at other sites in the southwestern Wisconsin field, the Bureau?s investigation was designed to assist the potential operators in evaluating the feasibility of a retreatment operation at this site. The study involved measurement of the tailing pile and sampling by means of auger to determine the average metal content within the narrowest possible limits. A total of 46 auger holes ranging in depths up to 40 feet and aggregating 886.5 feet of bore were drilled in the tailing pile, and weighted samples from each hole were analyzed and averaged to determine the zinc and iron content of the tailing.

Coal miners, especially roof bolter and continuous miner operators, work in a hazardous underground environment where they are often exposed to poor roof conditions. Nearly 500 rock fall injuries are reported each year, and 99% of them are caused by rocks falling from between the roof bolts. These loose rocks that injure miners are usually just a few inches thick, but on average weigh 280 pounds. NIOSH has found that most rock fall injuries can be prevented by installing roof screen during the bolting cycle. Roof screen is a sheet made of steel wires in a grid pattern. When screen is bolted up against the mine roof, it provides far more coverage than any common surface control used in the mines today. Because more mine roof is covered, there is less chance that a rock will fall and injure a miner. The facts about roof screen are shown in the new NIOSH video entitled “Make It Safer With Roof Screen.” Using extensive underground footage, the 7-minute video shows how well screen keeps loose rock from falling in difficult roof conditions. Techniques for installing screen from both outside-controlled and walk-thru roof bolting machines are shown. The video also provides safe handling tips, best practices, and information about machine technology that can greatly improve material handling. Throughout the video, a coal mine safety manager and a shift foreman talk about the tremendous difference that roof screen has made at their mines. An instructional booklet supplements the video with additional information. It presents compelling data from mines that have practically eliminated rock fall injuries with a roof screening program. Other sections of the booklet discuss in greater detail roof screen installation, tips for manual screen handling, a material handling system for roof screen, and use of the personal bolter screen, which can be easily handled by one person. Screen specification and custom ordering are described, including the sizes of screen, grid sizes, reinforcing (indicator) wires, edge cut options, and screen strength. A list of additional sources of information is also provided. Nearly every mine eventually encounters poor roof. Screen is one of the most powerful control techniques available. This new video will help make mine managers aware of screen, and it can help them in developing a roof screen installation program. It also serves as an information source and teaching tool for safety managers and trainers. The video can easily be integrated into new miner training programs or annual refresher training.

"INTRODUCTION In 1942, Lowry and Junge 3/ reported the results of a statistical study of errors for the proximate and ultimate analysis of coal and coke when made according to the standard Methods of Laboratory Sampling and Analysis of Coal and Coke (D271-42) 4/ of the American Society for Testing Materials. Some of the laboratories that cooperated in the investigation reported difficulty with determination of the volatile matter of anthracite and low-temperature coke. The small number of analyses reported for these particular fuels was considered inadequate to justify definite conclusions regarding the precision of this determination.The investigation described in this report was made at the request of Committee D-5 on Coal and Coke, A.S.T.M. (A. C. Fieldner, chairman), to secure additional information regarding the errors of the volatile matter determination for anthracite, low-temperature coke, and subbituminous coal; the last fuel also gives trouble in this determination, The committee has recognized that the allowable differences between duplicate determinations of volatile matter for these fuels as given in the standard methods are perhaps too stringent and may require revision."

Throughout the Appalachian Mountains there are dikes of coarse granite or pegmatite, which were intruded into other rocks. These pegmatite dikes contain feldspar, quartz, white mica (muscovite), black mica (biotite), and other minerals, such as beryl, garnet, and tourmaline. The investigation here reported has to do only with the dikes of the southern Appalachian region, in which the abundance of each mineral is as in the order given above. The pegmatites of this region are in every stage of alteration from those in which the feldspar is fresh to those in which the feldspar has decomposed to kaolin. The muscovite (white mica) shows no evidence of alteration, although most of the other associated minerals show traces of disintegration where the feldspar is completely kao- linized. At many places mining for mica has been done in dikes in which the feldspar is completely kaolinized, though the only evi- dences of disintegration in the mica are clay stains which are some- times noted between the outside lamina. Mining in these pegmatite dikes antedates history, traces of prehis- toric workings and some crude mining implements of stone having been unearthed by recent operations. The prehistoric mining is generally supposed to have been for mica, although investigations fail to show that the aborigines put the mica obtained to any par- ticular use except for ornaments, a few mica ornaments having been found in mounds in this region. The search for kaolin or semikaolinized feldspar is a plausible ex- planation of these prehistoric workings; all of them were in pegmatite that is more or less altered, and seemingly stopped only when the pegmatite became too hard to permit working with crude stone im- plements. The dumps do not represent the amount of material that one would expect, from their extent, the workings to have produced. The Bureau of Mines conducted laboratory batch-and small-scale continuous flotation processing tests on waste granite fines from Georgia, to determine the feasibility of recovering usable feldspar and quartz products by flotation. Two flotation methods were utilized for the removal of biotite and other iron-bearing minerals: One was in an acid-cationic circuit, and the other in an alkaline-anionic-cationic circuit. Feldspar was recovered using an acid-cationic method. To produce commercial-grade feldspar and quartz products it was necessary to employ either two sequential froth flotation circuits or one froth flotation circuit supplemented by wet-magnetic separation techniques to remove iron contaminants. Continuous flotation processing yielded a commercial-grade feldspar concentrate containing, in percent, 3.8 Na20, 5.4 K20, and 1.10 CaO, with recoveries of 77.8, 70.3, and 64.4, respectively. The feldspar tailing was high-quality glass sand containing 98.2 percent SiO2 and 0.024 percent Fe2O3. About 42 percent of the quartz was recovered at glass sand specifications. An effective separation of, potash feldspar from the bulk feldspar concentrate was achieved by batch flotation in a mineral separation cell.

8. Refuge Chambers 8.1 Refuge Chambers - Technical Discussion 8.1.1 Introduction As a part of the overall escape system, refuge chambers can provide a last resort when existing escapeways are blocked. These chambers are intended to provide both protection from toxic gases and a life supporting environment for a period of time before external rescue or further escape efforts can be carried out Escapeways may be blocked physically (due to cave-ins, etc), by fire, or by the presence of a toxic or oxygen deficient atmosphere. In the first two cases, the trapped miners would most likely await external rescue efforts, and hence the design of the chamber will have to consider the time durations that such efforts may take, It is also possible, in the second case, for fire fighting and fire protective equipment to be stored in the chamber so that miners may attempt their own escape. In the third case, it should be recognized that a compact, beltmounted 1-hour self-contained breathing apparatus has been developed(9), and that other, less compact equipment is available for up to 4 hours of self-contained breathing supply. If such equipment were stored in the chambers, then miners could escape by travelling from chamber to chamber, taking temporary refuge in each before proceeding to the next. 8.1.2 Background The concept of "barricading" has long been recommended for those emergencies where miners are trapped inby a fire. Barricading, which is the construction of a makeshift shelter in a crosscut or deadend, protects the entrapped miners from toxic gases and enables them to conserve a supply of air. In this manner, they can survive two or three days--hopefully enough time for them to be reached by rescue teams. In the past, many lives have been saved with this technique.
