This Bureau of Mines report presents data on the changes in the use of steel in motor vehicles over the past 35 yr. Sources of supply of steel for the automotive sector have shifted from almost all domestic in the 1950's to about 50% domestic and 50% foreign in the 1980's. Downsizing, design changes, and substitution of lighter weight materials to achieve energy efficiency also contributed to the market loss of the domestic steel industry. Although plastics and aluminum have displaced some steel in motor vehicles over the years, heavy low-carbon steel is now being replaced most rapidly by lightweight high-strength steel. If the percent of domestic steel used in motor vehicles had not declined since 1950, domestic industry would have supplied 9.3 million more short tons of steel than it supplied in 1985. Downsizing and design changes accounted for 43% of the loss; steel imports, 32%; and substitution of plastics and aluminum, 25%. In 1985, the total value of market share lost by U.S. steel producers was $5.1 billion, of which $1.6 billion was lost to foreign steel producers and automobile manufacturers. Through aggressive marketing and increased efficiency, however, the domestic steel industry may be able to recapture some lost markets, as applications for high-strength steels expand, and as foreign-owned automotive plants in the United States provide fresh sales opportunities.

Afghanistan's mineral industry continued to be dominated by the production and export of natural gas, although several mining and related industrial projects, all under the supervision of Soviet technicians, were in the planning stage in 1982. Afghanistan produced minor quantities of barite, cement, coal, fertilizer materials, iron, and lapis lazuli, all for domestic consumption.2 Large-scale projects being investigated were a copper mine and concentrating plant at Ainak, extensive mining of the Hajigak iron ore deposit near Kabul, construction of an oil refinery at Angot, increasing production and processing of natural gas, and implementing an intensive geologic prospecting and exploration program for areas of mineral potential. Afghanistan's gross domestic product (GDP) was estimated at $2.76 billion3 and has remained stagnant for the past several years. Total exports in 1982 were estimated at $700 million, only a marginal increase from the 1981 figure of $694 million. Exports of natural gas to the U.S.S.R. earned $385 million in 1982, representing just over one-half of Afghanistan's total exports. Natural gas revenues were down approximately 11% from the 1981 level, owing primarily to increased antigovernment activity in the northern part of the country.4 About 90% of the country's natural gas production was exported to the U.S.S.R.5 About 38% of Afghanistan's development budget had been earmarked for mining and industrial projects in 1982.6

Some of the most difficult coal mine roof in the U.S. can be found in the Illinois Basin. Factors contributing to the high roof fall rate include: weak moisture-sensitive roof rock, high horizontal stress, and limited longwall mining. The depth of cover ranges from 90-1,000 ft and roof damage from horizontal stress can be severe. Moisture sensitive-roof rock is common above the Springfield-Harrisburg Herrin #5 and #6 seams in the Illinois Basin, and contributes to roof skin deterioration. The roof fall rate increases significantly in the humid summer months. The National Institute for Occupational Safety and Health (NIOSH) has shown, using lab and field studies, that highly moisture-sensitive roof rock can be directly correlated to poor roof conditions. Controlling the skin is the key to reducing rock fall injuries, and roof screening is, by far, the best remedy. Illinois Basin coal operators have been successful in reducing the number of rock fall injuries in recent years. NIOSH has documented best practices for screen installation which has resulted in safe, efficient operations. Other solutions to skin failure include: the use of denser five bolts per row patterns to reduce spans between bolts, systematic supplemental support in intersections, straps and large pans protecting operators, and air conditioning to remove moisture from the intake air.

Bureau of Mines Information Circular 7516, Bibliography of Investment and Operating Costs for Chemical and Petroleum Plants, was published in October 1949 to aid in estimating investment and operating costs of processes for manufacturing synthetic liquid fuels. Development of such processes by the Bureau of Mines was authorized by Public Law 290, 78th Congress. This bibliography included references to and abstracts of publications appearing from. 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. Bureau of Mines Information Circular 7705, Supplemental Bibliography on Investment and Operating Costs for Chemical and Petroleum Plants, was prepared to cover the area from September 1948 through June 1952.

A radon survey was made at five different locations in the Twilight mine near Uravan, Colo., to determine chances in radon concentrations in an inactive mine. Data were taken with a continuous monitor set for 1-minute count periods and readings were taken 24 hours a day for 9 days. The 12 readings per station each hour accurately showed how t w radon concentration varied during the day. From the data collected from the intake portal to station 4, the average radon emanation rate was estimated at 18 picocuries per second per square foot (pCi/sec/ft3). A daily cycle in radon concentration was detected that apparently was related to barometric pressure change.

1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

"Production of explosives in the United States during the calendar year 1936, as represented by reports of sales by manufacturing companies, totaled 391,604,500 pounds, an increase of 27 percent over the amount produced during 1935. This quantity included 81,698,375 pounds of black blasting powder (granular and pellet), 262,047,106 pounds of high explosives other than permissibles, and 47,859,019 pounds of permissible 5/ explosives.The manufacturers' reports to the Bureau of Mines classify the sales of explosives according to five main classes of work in connection with which the explosives were used.Coal mines used 87 percent of the total amount of black blasting powder sold, bituminous-coal mines 79 percent, and anthracite mines 8 percent; coal mines also consumed 98 percent of all permissible explosives and 9 percent of the high explosives other than permissibles. The coal-mining industry consumed 16 percent more explosives in 1936 than in the preceding year, the increase at bituminous mines being 21 percent and that at anthracite mines 4 percent.Metal mines used 29 percent of the high explosives other than permissibles and less than 1 percent of the black blasting powder and permissible explosives. The total quantity of the three classes of explosives used in metal mining in 1936 was 36 percent more than the quantity so used in 1935."

Seepage forces computed by a finite-element flow program are combined with gravity forces in an elastic-plastic stress-analysis program to determine the stability of mine-waste slopes. Computer output provides a cross-sectional plot of the dam or embankment showing the safety factors for each element. The combined finite-element program called SEEP-SLOPE was used to analyze several trial embankments and the 1972 Buffalo Creek Dam failure Safety factors computed by the finite-element method (FEM) were compared with those computed by Bishop limiting-equilibrium method. For individual slip circles, there was little correlation between the factors of safety computed by the two methods. Both predict failure, but FEM shows a different mode of failure plus development of potential failure zones not indicated by conventional methods. Besides having a better theoretical basis than the Bishop method, FEM requires no assumptions regarding the location or geometry of the failure surface. As a result, the program will show progressive development of a failure zone, and areas can be pinpointed where remedial measures should be taken. In addition, nonhomogeneous cross sections can be analyzed, and zones of potential piping can be defined.

Applicability of the fluosilicate sintering process to recovering beryllium from beryl-spodumene concentrate analyzing 1.4 to 3.7 percent BeO (10 to 30 percent beryl) was investigated. The work was one phase of a Bureau of Mines research program undertaken to assess applicability of conventional processes and to devise new procedures for treating various potential beryllium feed materials. Beryllium recovery of about 70 percent in a product of 99-percent BeO grade was achieved in treating 3D-percent beryl concentrate. The process consisted of (1) sintering a briquetted charge of concentrate, soda ash, and sodium fluosilicate for 3 hours at 750° C.; (2) extracting the soluble beryllium by multiple stages of water leaching; (3) adding caustic to the leach solution and boiling to hydrolyze and precipitate crude beryllium hydroxide; (4) dissolving the crude beryllium hydroxide in sulfuric acid and separating the solution from undissolved silica; (5) sulfidizing the acid beryllium solution to precipitate heavy metal impurities; (6) adding ammonia to the clarified sulfate solution to precipitate beryllium hydroxide; and (7) converting the hydroxide to beryllium oxide (beryllia) by calcining at 900° C. About 60 percent more sodium fluoSilicate was required per unit of beryl than is used industrially in treating 10-to 12-percent BeO concentrate (80 to 90 percent beryl). Recovery decreased, and flux requirements increased, when treating concentrates containing less beryl.

A deterministic model to assess the hydrologic impact of small watersheds subjected to unsteady storm events is presented. The overland flow model is based on the kinematic wave approximation coupled with a Green-Ampt infiltration equation. The Green-Ampt infiltration parameters are estimated using the USDA-ARS parameter estimation technique which is based on soil moisture-tension data. A Galerkin finite element formulation of the kinematic wave approximation is presented for the deterministic analysis of overland flow on small watersheds. The finite element formulation includes linear, quadratic and cubic Lagrangian one-dimensional spatial elements. A linear time variation is assumed which includes both explicit and implicit time marching algorithms, depending on the choice of the time weighting parameter. The implicit time algorithms result in a system of nonlinear equations which are evaluated using a modified Newton-Raphson iteration scheme. Initial solution estimates are generated using a linear finite difference procedure. The coupled infiltration overland flow model is tested using storm data for impervious surfaces, a laboratory soil flume, and two natural, USDA-ARS experimental watersheds.

Reduce the exposure of diesel vehicle operators to diesel exhaust generated during mucking in deadend drifts. Approach Direct the diesel engine exhaust upward and rearward thereby using the thermal buoyancy of the hot exhaust to form a layer at the roof, above the breathing zone of the vehicle operator. Modifying the Exhaust Outlets Diesel front-end loaders used in nocoal mines to remove blasted ore usually operate in entries open only at one end to cross cut ventilation. These deadend drifts are not usually ventilated with the use of auxiliary fans and vent tubing because of frequent blasting. The existing ventilation, therefore, is usually poor, and a diesel engine operating in such a drift emits exhaust which is not immediately swept away from the operator. On most load machines, the diesel engine's exhaust outlet is located near the floor and directed downward or to the side, so that when the hot exhaust is emitted, it mixes with the mine air as it rises into the vehicle operator's breathing zone. In this way, a uniform concentration of diesel exhaust forms around the operator.

"During the mining process, the insitu material is broken into different size ranges, from very, large pieces to very fine particles. Some of the fine particles become airborne. In underground coal mining, airborne respirable. dust is associated with health and safety of the miners: The amount and size distributions of airborne dust are important parameters to effective dust control measures. The design of underground mine experiments, including sampling procedures and sample analyses methods to determine these parameters are presented in this paper.. A total of fifteen continuous miner cuts were sampled. The amount of dust generated during the cutting process and the relationship between total and respirable airborne dust concentrations and amounts are examined.The amount of respirable dust airborne is on the average only. 0.016% of the respirable dust generated. On the average, 61% of the total .airborne dust measured is in the respirable size range. The amount of respirable airborne' is on the average 36% of the respirable size fraction in the total airborne dust. For equal proportion of rock and coal material cut, rock contributes about twice as much fines (<0.22 mm) as coal. Additional fundamental research is necessary to further the understanding of 'the airborne propensity of respirable dusts in mine atmospheres.INTRODUCTIONMining is a sequential process of breaking, gathering, loading, and transporting the in-situ .materials.' In underground coal mines, duet in both the non-respirable and respirable size ranges is generated and entrained in every phase of the process. Even though large amounts of dust particles' adhere to run-of-mine coals, part of the dust generated becomes airborne (Cheng and Zukovich, 1973). Studies have shown that bit type affects the amount of dust generated'(Evans and Pomeroy, 1966; Kurth et al., 1975; Roepke et al., 1976; Stecklein et al., 1982; and Khair and 'Reddy, 1986). Deep cutting can reduce airborne dust generation (Black and Schmidt, 1977 arid, Black et 1978). Mechanical properties of. coal seams are also important factors in dust generation. Laboratory studies have shown that Hardgrove Grindability Index (HGI) of the coal has a relationship with the amount of respirable. dust generated (Beafi and Ramani, 1979; Moore and Bise, 1984; and Moore, 1986). However, these relationships have not yet been validated with' data from the mines. The amount of dust airborne depends on a number of factors. Suppression of the airborne propensity of dust by water sprays is'widely practiced and is very effective. Water flow rate; pressure and configuration of water sprays have been identified as major factors affecting dust capture by sprays (Courtney and Cheng, 1977; Courtney et al., 1978; and Kissell et al., 1979). Ventilation is a very important means of controlling the dust level at the coal face (Jayaraman, 1977). According to a National Academy of Sciences study (1980), the mechanism of dust generation and the process by which the generated dust becomes airborne are complex and not yet completely understood coal seams are also important factors in dust generation. "As stated earlier the primary goal of the Generic Mineral Technology Center for Respirable Dust is to reduce the incidence and severity of respirable dust disease through advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs. While initial work was directed to coal dust the charge to the dust center has been expanded to include diesel particulates and asbestosis, the latter of deep concern not just to workers in the mineral sector of the economy but also to the general populace.A major facet of Dust Center research has been the analysis and documentation of comprehensive research protocol and procedures that are appropriate state-of-the-art in the various areas of respirable dust. In addition to definition of standardized research protocols and procedures which would be utilized by center personnel for uniformity and reproducability there is a considerable need for utilizing standardized respirable dusts in experiments with consistent, reproducible characteristics which simulate those of actual mine dust. This respirable dust needs to be available in large quantities for a wide variety of research uses that include animal and medical experiments. The dust must be free of the lubricating oils and grinding wheel contaminants that are frequently encountered in laboratory generated dusts.The holistic approach to establishing standardized protocols and procedures applicable to the five major research areas of the center is presented in Figure 5.In one hypothesis, range in coal volatility is considered to be a major causal factor in the incidence and severity of pneumoconiosis. Therefore a suite of characterized standard respirable dust samples have been prepared for researchers from coals representing the western (high volitile A bituminous), central (medium volatile bituminous) and eastern (anthracite) mining areas of Pennsylvania. Quartz, limestone (rockdust) and kaolin clay samples, representing important mineral constituents of coal dust have also been prepared.A suite of medical investigations have been developed utilizing small and medium size animals as well as non-human primates in a variety of dust/lung interaction projects which will be discussed in the next section. A number of respirable dust sampling and dust generation methods have been investigated and selected techniques utilized for both in-mine and in-laboratory research investigations. These will also be discussed in more detail later. A wide range of respirable dust size, chemical and mineralogical analyses have been investigated, standardized and documented for use in various research investigations.This interaction and documentation of various respirable dust sample procedures, animal and medical tests, sampling and dust generation methods, plus size, chemical and minerological analysis applied in the five major areas of research investigation have served to create a very favorable synergism and rapid technology transfer in the respirable dust center."

Ignition and flammability test methods were developed by the Bureau of Mines for use in the classification of flammable solids by the Department of Transportation. A rotating disk ignition apparatus and a flame-spread-rate apparatus are proposed for determining the ignitability and flammability, respectively, of most flammable solids. Extremely flammable solids, such as pyrophoric materials, are evaluated by determining their ease of spontaneous ignition in an environmental chamber at high-humidity conditions. Data are presented for various representative solids to show the reliability of the test methods for classifying the materials. A classification system is also proposed for use in government transportation regulations.

"A gratifying decrease is noticeable in the number of men killed in the coal minas of the United States during the past six months as compared to the quantity of coal produced.During July last year, when 221 men lost their lives, the production of coal was over 50 million tons. In January, 1920, the production had increased to 56 million tons, or 11 per cent, while the fatalities, instead of increasing proportionately, actually decreased to 166, or nearly 15 per cent. Nor is this decrease a mere accident or coincidence peculiar to the month of January, as may be seen from the following table.From the figures shown above it may be observed that the average monthly production for January and the five months immediately preceding, was 49,500,000, or only 2 per cent below that for July, while the average number of men killed was 183, or a decrease of over 17 per cent."

The Belizean economy had an estimated annual growth of about 3.4% over that of 1986. Economic growth during the 2 previous years was slower and was characterized by a negative trade balance. The gross domestic product (GDP) was an estimated $200 millioni2 in current dollars. Limited natural resources and scarce finances continued to make the Government&apos;s task a difficult one. Belize and China signed an economic cooperation agreement in April under which the Chinese Government is to provide technical assistance, a cash grant of $60.000, and a long-term, interest-free loan of approximately $1.5 million. In May, it was reported that gold was discovered in a remote area of the Maya Mountains in western Belize. An estimated unassayed value of $400 million has been placed on the deposit by one of its discoverers. However, the government in Belmopan has played down the discovery. Two U.S. oil companies. Seahawk Oil International of California and Alston Oil Co. of Texas, were granted licenses to explore for oil. Seahawk Oil will explore a large area of the Orange and Corozal Districts, while Alston Oil will prospect a 90,000-acre area of the western Cayo District. Another U.S. oil company, Pecten Oil Co., recently completed seismic studies off-shore of Belize City. Pecten Oil has made plans to start drilling in 1988.

The Mining Division of the Bureau of Mines, in cooperation with the Obstacle and Demolition Branch, Engineer Research and Development Laboratories, Department of the Army, undertook some extensive tests to determine the effectiveness and limitations of using standard demolition-type shaped charges in underground Mining. The tests proved the shaped charge has no practical application in the functions of mining covered by this report. At an approximate cost of 0 per foot hole plus spall produced by the most efficient single shots with the M3 shaped charge, the cost is over 20 times that of producing a better hole with a rock drill. The concussion would prohibit its use in many mines, and the excess carbon monoxide gas liberated by the pontolite explosive would be an additional hazard when used underground.

Control the release of ground-water into active underground coal workings by short-term pumping from dewatering wells sited on fractures. Approach The sudden release of fracture-stored groundwater into underground coal workings often occurs when mine workings are developed beneath fracture valleys, Pumping from fracture trace-sited dewatering wells, prior to development of the underlying workings, can be an efficient means of intercepting fracture-stored groundwater before it is released into the mine. Dewatering operations are discontinued once the underlying mine workings have been fully developed, and the maximum possible reduction in fracture storage has been achieved through pumping. How It Works An aerial photographic technique known as fracture trace analysis is used to site dewatering wells on rock fractures in a valley bottom. Downhole caliper and temperature logs are used to assess the fracture flow potential of each dewatering well drilled.

A triaxial procedure is described for measuring the modulus of elasticity and Possion's ratio of stress relief cores , that is , the concentric hole cores obtained by the overcoring technique . The elastic constant determinations can be made at stress levels comparable with those encountered in underground mining . The results from tests on an aluminum alloy calibration specimen and four rock specimens are included .
