In constructing the NORAD Combat Operations Center, controlled blasting techniques were employed to achieve smooth walls and to avoid shattering the rock beyond excavation lines. Extraordinary measures were taken to stabilize the rock to permanently preserve the openings. Rock stabilization was accomplished by means of reinforced concrete and gunite linings, rock boltings, installation of chain-link fabric, and epoxy resin and cement grouting. A particular zone of weakness at B vital location was supported by exceptionally thick reinforced concrete lining, rock bolts, and cement grout.

As part of its program to provide technology for reducing undesirable environmental impacts of mineral processing operations, the Bureau of Mines developed the citrate process for desulfurizing industrial stack gases that contain from 0.1 to 2 vol pet S02. In this regenerable flue gas desulfurization (FGD) process, S02 is absorbed from cleaned and cooled industrial flue gas with a citric acid-sodium citrate solution. The absorbed S02 is subsequently reacted with H2S to precipitate marketable elemental sulfur and regenerate the solution for recycle. Laboratory investigations of process parameters provided information for designing larger scale continuous operations. Information gathered from operation of two pilot plants, one at a copper smelter and one at a lead smelter, confirmed the laboratory results. Data were obtained for design and construction of a commercial-sized demonstration plant at the George F. Weaton Power Station, Monaca, PA. A preliminary operation of the plant was demonstrated, under a cost-sharing Bureau-industry contract. This bulletin describes the citrate process and gives results of the laboratory, pilot plant, and demonstration plant studies, as well as corrosion investigations.

Fires in metal mines have resulted in some of the worst disasters in American mining history insofar as loss of life is concerned. One fire caused the death of 163 miners and individual less spectacular fires have cost the lives of scores of workers. Metal mines are often very deep, and the men working on numerous levels far removed from direct communication with the surface. In many instances they cannot be warned quickly of an emergency or a mine fire by telephone or other usual method of communication, or by messenger, flashing lights, gongs, sirens, or whistles. Telephones are not paricularly effective as a means of warning unless placed at all strategic points and with attendants always on duty; though telephones well placed have a definite value in any well-pla.mied emergency procedure in mines of all kinds. Messengers are slow and men working in remote parts of a mine would not receive a warning quickly enough. Most metal mines are not electrically lighted, except at or adjacent to shaft stations and in principal haulageways, and this limits the effectiveness of flashing lights. Electric gongs and sirens or whistles have been tried as warning signals, but the sound is quickly deadened and does not travel upward into the stopes, especially those of an extensive volume. Shutting off the compressed air is by no means satisfactory as a warning, as not infrequently it is stopped accidently, so that it loses its value as an alarm. The introduction of water into compressed air lines is undesirable as a fire warning and necessitates considerable care, especially in deep mines; pressure-reducing valves must be provided to reduce pressure that otherwise would break connections or split the pipe. A quick, effective method of warning miners underground of the existence of an emergency requiring them to leave the mine immediately, such as a fire on the surface or underground, is provided by the introduction of stenches in the compressed-air lines. Control of the dust produced by continuous mining machines in coal mines is conventionally attained by water sprays from fixed nozzles mounted on the frame of the machine behind the cutting head. In the tests conducted under this contract a so-called "wet-head" machine was used, where the spray nozzles were mounted on the rotating head itself, close to the coal-cutting bits. The tests were conducted at the Robena Mine of U.S. Steel Corporation, using Lee-Norse machines. Operating the wet-head machine and a conventional spray machine in turns in the same section, it was found that the wet-head produced approximately 25 percent less respirable dust and 60 percent less total airborne dust than the conventional spray machine. The wet-head also greatly improved the visibility of the cutting bits from the machine operator's position. Several difficulties had to be overcome before any meaningful tests could be conducted, including excessive pressure drops in the piping system and plugging of the nozzles from internal water contamination. The major obstacle, however, was the rotating water seals on the wet-head, which leaked excessively after only a few hours of operation. Only after several changes and plant and laboratory tests was a design found which permitted conducting the underground tests without appreciable water leakage.

The mineral olivine, though known to mineralogists for many years, was of little commercial value in the United States before 1933. It was first described in 1790 by Johann Gottlieb Werner, who named it "olivine in allusion to its olive-green color. Commercial olivine first attracted attention because of its refractory properties. Further research has developed methods of extracting the magnesia content for the production of various magnesium compounds. Experimental and pilot-plant work also are in progress to make olivine available as a low-cost raw material for the production of magnesium metal.

This Bureau of Mines report discusses the principles of using computers to draw maps and plot geologic data of mining areas. The types of maps that can be drawn by a computer are reviewed, using as examples two separate areas where poor roof and gas emissions caused mining problems. Such maps can be used not only to help identify problem areas, but also to predict areas where problems could occur, thus giving mine operators time to work out solutions prior to mining. The average cost of a computer-drawn map for a mine property is less than $100, including computer time and man-hours for data preparation.

Although there are exceptions, oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. When these ores are of high enough grade they can be smelted; indeed, some rather low-grade ores of this type have been smelted at a profit because of their fluxing value. In the past, when these ores could not be smelted, they either were not treated or were treated at low efficiency, generally by cyanidation. The need for thorough investigation of the problem was therefore evident for some time before the writers began their research. The problem of treating manganese-silver ores seems to have been recognized first about 35 years ago by C. W. Goodale in applying pan amalgamation at Tombstone, Ariz. He attributed the low extraction of silver to the fouling of the mercury by manganese rather than to the presence of a refractory compound of manganese and silver. Although definite knowledge as to the cause of the poor extraction of silver was lacking, a more or less effective preliminary treatment, that is, a chloridizing roast, was applied.

In this study a generalized specification and costing model for high tonnage coal carrying conveyor belts of 3.5 to 100 miles is presented. These belt systems, in modular units or flights, of up to 9 miles in length can be considered in terms of gathering systems. The study format is sufficiently open to allow users to insert their own requirements and parameters. A specific case study is provided. Because conveyor belts are feasible almost anywhere, this study has not investigated any specific route or geographic location. Rather, it has concentrated on setting up an heuristic programming model for conveyor belt facility optimization and cost minimization. The analysis starts with the principle factors involved in the design of the system and their optimization for various cases. This is followed, in Section 5.4, with a factor by factor cost analysis based on industry data and the preceding optimization. The next step is the development of both facility and costing models suitable for computer analysis. Logic flow diagrams are presented at each major analytic step.

[This investigation of the refractory properties of seven Pacific Northwest chrome ores and concentrates has shown that five of the ores and one of the concentrates are suitable for making refractories and that all may be used in combination with high-grade chromite. The specific objectives of the investigation were to determine the inherent physic al and chemical characteristics, to shapes using each of the chrome ores and concentrates, to compare the refractory qualities of the laboratory-prepared with commercial chrome refractories. One aspect of a program to improve the chances of survival following coal mine disasters is the development of a communications sys tem which will allow surviving miners to make their circumstances known to rescue teams. At present, it appears that an electromagnetic system may be most practical. The development and design of an effective electromagnetic communications link for signalling between mine workings and the surface requires knowledge of pertinent physical properties of the rocks overlying the mine workings and the characteristics of the ambient noise against which a communications signal must be recognized. Knowledge of the overburden electrical transmission properties is useful not only for determining a practical operating transmitter frequency at a given mine, but also for ensuring the best possible electromagnetic coupling for routine or emergency communication purposes. Field studies of the electrical transmission properties of the overburden of coal mines in Colorado, Illinois, and Pennsylvania generally show that a relatively uniform and unimodal electrical conductivity distribution exists provided that the region has not been subject to considerable structural or metamorphic deformation such as that observed in the Gary District of West Virginia. Measurement s of ambient surf ace electromagnetic noise levels at several mines in Colorado, Illinois, and West Virginia were taken and analyzed and are presented in the form of amplitude histogram plots both as a function of frequency and time of day. These amplitude histograms may be used in conjunction with overburden resistivity data in implementing an uplink communications beacon system which will yield a specified signal- to-noise ratio at the surf ace. Numerous C .W. field transmission tests were made in various coal mining environments with use made of either a buried vertical-axis transmitting loop or a short insulated grounded current line. These transmission tests were made from 20 Hz to 20,000 Hz in frequency and at several geographic surface receiving sites. The results of these field measurements show, in general, good agreement with theoretically calculated results. Since the produced surf ace magnetic field from a buried vertical-axis loop source or the produced surface horizontal electric field from a buried horizontal current line show better agreement with theoretical results, they could be used for beacon location system. One criterion would be in detecting the equatorial and polar null lines of the horizontal electric field component which is normal to the direction of emplacement of a buried transmitting line current source. A second criterion would be in the surface mapping of the maximum in the vertical magnetic field directly over a vertical-axis loop transmitter and the associated null is the vertical magnetic field at a horizontal offset distance which is about 1.4 times the depth of burial of the transmitter. Finally, a third criterion would lie in the surface mapping of the null in the horizontal magnetic field directly over the vertical-axis beacon and the associated maximum in the horizontal magnetic field at an offset distance from the transmitter axis of half the depth of burial of the loop transmitter. In mapping the vertical magnetic field over a buried vertical-axis loop transmitter, the size effect of the transmitter loop must be taken Into account when the separation distances between the transmitter and receiving sensor are less than ten times the effective radius of the source loop; increasing the size of the transmitting source relative to the source-receiver separation distance shifts the null in the vertical magnetic field to greater offsets. In mapping either the vertical or horizontal magnetic field over a buried vertical-axis loop transmitter, care should be exercised in ascertaining that measured nulls and maxima are along radials through the axis of the buried source loop. For the main part, coupling experiments show that ambient electromagnetic noise in coal mining districts is less of a problem above 1000 Hertz. But secondary and perhaps undesirable maxima and null phenomena (as well as penetration problems) would occur in many coal mine provinces in the behavior of the surface horizontal magnetic field (over a buried vertical-axis loop transmitter) if transmission frequencies as high as 10 kHertz were used.

This report summarizes all work performed under U.S. Bureau of Mines Contract J0377014, "Development and Evaluation of Noise Control Techniques for Taconite Processing Equipment." Three areas of taconite processing equipment, grinding mills, fine screens, and crusher screens have been investigated. Extensive noise and vibration measurements have been made on grinding mills in which the process parameters that affect mill noise have been identified, and the level of shell impact noise around the mill defined. A multiplexing telemetry system was used to obtain shell vibration measurements from a rotating mill. Mill noise control methods were investigated and a partial mill barrier was built and tested on a semi-autogeneous mill. A noise reduction of approximately 3 to 6 dBA was achieved on the falling side of the mill. The use of rubber mill liners on autogenous mills has been evaluated. The noise sources on fine screens have been quantified, and noise control treatments developed. Noise reductions of 11 to 13 dBA were achieved at positions around the fine screen and some in-service testing has been done. Noise measurents of crusher screens were obtained and noise control through resilient screen decks appears to hold the most promise. Additional benefits might be lower life-cycle cost, since the service life of resilient decks is claimed to be longer than steel.

Coal occurs at many scattered localities in Arizona, California, Idaho, Nevada, and Oregon, but in most of the known occurrences thick coal beds are of small extent and the coal generally contains a high percentage of impurities. The coal beds occur at many different horizons in strata of Cretaceous and Tertiary age. Bituminous coal has been found in several areas, the most extensive of which is the Eden Ridge field of Oregon. Lignite also occurs in many places, but the only extensive deposit is in the Goose Creek field of Idaho, Nevada, and "Utah. The coal reserves of the region are largely of subbituminous rank; most of the subbituminous coal is in the Black Mesa field of northeastern Arizona and the Coos Bay field of Oregon. The Black Mesa field contains more than 80 percent of the coal reserves of all ranks but is remote from both transportation facilities and centers of consumption. Substantial reserves ill the Coos Bay field are favorably situated with respect to transportation and markets. ARIZONA Subbituminous coal occurs in the Black Mesa, Pinedale, and Gallup coal fields in Apache, Navajo, and Coconino Counties, Ariz. (fig. 1). Bituminous coal occurs in the Deer Creek field in Pinal and Graham Counties and in a small area in Apache County at the north-east corner of the State. All the coal beds are in strata of Cretaceous age. The coal in the Gallup field and at the northeast corner of the State lies in the Western edge of the San Juan structural basin. "Vest and south of this basin the coal-bearing strata have been removed by erosion except in high mesas.

This study was made to determine trends in fresh water usage by California petroleum refineries, to forecast fresh water requirements to 1975, and to evaluate water conservation practices. Statistical data used in the study were obtained largely from published sources and from records of selected companies. An adequate sampling of the State's refining capacity was obtained, and the data were extrapolated to the total California refining capacity. A breakdown of the data was then made on the basis of the following refining regions: (1) the Los Angeles Basin and Southern Coastal region, (2) the Southern San Joaquin Valley, and (3) the San Francisco Bay area. An unpublished forecast of crude oil input to refineries by a major oil company operating on the West Coast was used as a basis for predicting fresh-water usage. The 1963 fresh water intake by California petroleum refineries was 84 million gallons per day. This is expected to increase to 128 million gallons per day by 1975. The fresh-water to crude-oil ratio is increasing in all regions except the Southern San Joaquin Valley. At present, the supply of fresh water available to almost all of the State's petroleum refineries, mostly from surface sources and company-owned wells, is adequate, although shortages may develop within the foreseeable future. Present conservation methods are centered around the following four objectives: (1) minimum intake of fresh water of the lowest possible quality commensurate with sound technologic practice; (2) optimum recirculation; (3) proper treatment before discharge; and (4) substitution of air cooling for water cooling.

The Bureau of Mines has investigated the availability of copper from 272 deposits in market economy countries. The deposits studied have demonstrated resources totaling 413 million metric tons of contained copper and account for more than 90 pct of the reserve base for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau performed geologic, engineering, and economic evaluations in order to determine the copper production potential of each deposit. At the 1981 copper market price of $0.85/lb, the deposits studied could economically produce an estimated 88 million metric tons of copper (allowing for profit computed at a 15-pct rate of return), primarily from mines operating at the time of the study (1981). At this price, producing mines in market economy countries could economically produce only 2.1 million metric tons of refined copper per year. However, actual 1981 production was 6.2 million metric tons, indicating that many mines continued to operate even though they were unable to cover all production costs. For U.S. producing mines, the estimated average cost of production per pound (including profit at a 15-pct rate of return) was $0.15 higher than the average cost in other market economy countries.

Minerals are vital to any industrialized civilization. Annually, the United States uses more than 4 billion tons of new mineral materials, or about 40,000 pounds per person-about half being mineral fuels and the other half being metals and nonmetallics. Stable and economic domestic mining, mineral, metal, and mineral reclamation industries are essential to the economy. The value of United States energy and processed materials of mineral origin exceds $200 billion annually. Although a number of minerals are imported, especially some designated as "strategic and critical," most U.S. mineral supplies are derived from the domestic mines and processing facilities that you will be seeing, reading about, and visiting as you use this visitor guide. We hope you enjoy your experiences. This pamphlet, a guide to mining and mineral operations that may be observed or visited and some other points of interest relating to minerals, is intended to aid tourists and students who are interested in mining. Some may wish to study our Nation's romantic past; others may plan to enter the minerals industry as a career; still others may have a primary interest in conservation practices. The pamphlet is also intended to aid State and local officials, Chambers of Commerce, and mining firms in answering some of the many questions of tourists and students.

The Mining Law of 1910 , with amendments of 1914 and 1928 , is at present in force in the Dominican Republic . The first and basic mining law of the Republic was passed in 1876 , and although numerous changes and amendments have been made from time to time , the new laws and amendments thereto have not changed the original or basic law materially . However , these enactments have materially changed the legal methods governing the exploitation of the mineral resources of this country and have added new regulations and requirements to those concerning certain specific minerals , etc. The original or basic law still exists as it was first promulgated to protect the rights of the Dominican Republic itself , the rights of the landowner , and the rights of prospectors in general . The Mining Law of 1876 remained in force , without amendment , until it was superseded by the law of May 25 , 1904 , an enactment modeled after the Mexican mining law and designed especially to encourage the investment of

This research explores the emergence of leadership in a crisis situation. The study by the U.S. Bureau of Mines focuses on three underground mine fires and the resulting evacuations. The subjects for this study are 48 coal miners, who evacuated the mines as part of eight escape groups, The subjects described their escape during an open-ended interview. Data were coded according to: (a) evidence of leadership behavior, (b) evidence of lack of leadership behavior, and (c) characteristics of the individual in each group who led the subjects out of the mine. During analyses, attributes of the leaders, who facilitated the escapes, were noted and compared as were instances of lack of leadership. The structure of the group leadership before the crisis was compared with the reality of the leadership during the crisis. Some groups experienced an apparent breakdown of leadership during their escape, while others witnessed the emergence of leadership. Consensus characteristics of the leaders, who emerged during these crises, are discussed and generalizations drawn. Research into leadership during emergency escapes is needed to provide information for training in prevention, escape, and rescue. The authors suggest questions for further investigation and topics for further inquiry into the area of leadership evolvement during crisis.
