Oren F. Bridwell: We will close out the Institute. The President could not be here. So the Past President of the organization has been asked to take the chair. If there is no objection I will be glad to do so. We will proceed with the meeting. It seems to me we have a quorum. Minutes of last year's meetings are published in the Proceedings. If there is no objection we will dispense with the reading of the minutes. There being none we will dispense with the minutes. The Nominating Committee made its re- port last night. (See list of officers in front of Proceeding.) I move the nominations be closed. Mr. Bridwell: You have heard the motion and second. All in favor say "Aye." (Unanimous.) Motion carried. At 10 a. m., Tuesday, November 12, 1912, the following members of the committee appointed by "Coal Age" to organize a Coal-Mining Institute for the Rocky Mountain region, met in the State Capitol, at Denver, Colo. : E. H. Weitzel W. J. Murray T. H. O'Brien W. B. Williams James Dalrvmple F. W. Whitksiie A. C. Watts David Griffiths The following members of the committee were not present: Frank Manley Allan French H. C. Williams Frank Cameron J. E. Pettit D. W. Brown C. H. Gibbs E. H. Weitzel acted as chairman of the meeting. This committee drew up a form of Constitution and By-Laws, to be recommended to the general meeting to be held on the following day; and, with the exception of two alterations, this Constitution and By-Laws, formulated by the Organization Committee, were accepted as a whole by the general meeting. With the exception of a general discussion of affairs that might be brought out by means of such an institute, no further business was done at this meeting of the Organization Committee, and it was adjourned.

The Chair earnestly hopes our discussion of valuable papers which have been prepared so painstakingly by our members and friends of the Institute will assist us in the solution of problems common to our industry. The reading of the minutes will be the next order of business. For your guidance it has been customary in the past to dispense with the minutes on motion from the floor, inasmuch as the minutes are printed. May I have a motion to that effect? The coal stripping project of the Edna Coal Company in Routt County, Colorado, near Oak Creek, is not greatly different than many other such projects in the United States-with two rather significant exceptions. The project is at an altitude of approximately 8,000 feet, and the topography is that characteristic of mountainous terrain. The first exception-that of high altitude-makes year round operation a challenge. The second exception-that of rugged topography makes the haulage of materials a difficult task.

The Trapper Mine is a large surface coal operation located in northwestern Colorado US. The coal seams at the mine dip an average of 8 degrees so, historically, their dragline pits have been orien-tated parallel to the dip of the coal seam to balance stripping ratios. However, the mine plan in the future G and Z pits is designed to take advantage of pit orientations that are parallel to the strike of the coal. During the initial presplit and cast blasts in G pit, significant slope damage occurred. This damage included the opening of joints and tension cracking. There was also block movement directly above the L coal seam, which is the main plane of weakness in the slope. A detailed site evaluation was conducted to develop specific blast design modifications to protect the slopes during future blasting. The modified de-signs successfully controlled vibration levels during the blasting of the Z pit box cut. This paper includes a review of the blast vibration related factors that influence slope stability along with a detailed discussion of the field tests and design modifications developed.

MR. DAVIS: When the Secretary asked me to continue our accident experience in safety work at Dawson to cover the year just closed, I rather felt that he was asking 'a good deal, for we had said about everything that we could last year. I am not going to say very much, but in line with his request I have merely brought the figures up to date. I want to say, to start, that 1934 was, rather disappointing. It was the poorest year since 1930, as you will notice (indicates on diagram). This first column represents the accidents per thousand shifts worked. We cannot assign any real valid reason for the increase. We think we worked just as hard, but we are rather inclined to lay it onto the times; in other words, to lay it to the unrest and the changing conditions that are existent not only in this country but probably all over the world. We had twelve lost time accidents last year. As I explained last year, a lost time accident with us is an accident wherein the injured man is not able to return to his regular work, the next day-the day following the injury. So this represents (indicating) the lost time accidents per thousand shifts worked. We had one fatality in the twelve accidents which is reflected in the severity rates, which are also based upon thousand shifts worked instead of per million hours. The reason we are on the thousand shifts worked is be¬cause the Copper Branches of the Phelps-Dodge Corporation are all kept that way, and we are on the same basis for easy comparison.
