In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

The purpose of the given research was to investigate the possibility of high-carbon ferrochromium refining to remove harmful impurities as a result of metal treatment by slag mixtures on the basis of the CaO-MgO-SiO2system. The final conclusions were drawn from experimental results. It was shown that the treatment of high-carbon ferrochromium by SiO2-MgO-CaO slag mixtures with additions of chromium sinter or iron-ore concentrate removes carbon, sulphur and phosphorus from the metal. A mechanism of phosphorus removal from a melt to a gas phase is proposed.

The bulk of the world?s platinum production originates from the Merensky and UG2 reefs within the Bushveld Complex, South Africa. Both the Merensky and UG2 reefs are disrupted by faults, dykes, potholes and iron-rich ultramafic pegmatite bodies (IRUPs)?features that impact negatively on production, planning and safety. It is therefore advantageous to know of their presence and geometry ahead of mining. To date, no geophysical technique has been successfully applied to the routine mapping of mine-scale potholes and IRUPs. These disruptive features may vary from a few metres to several tens of metres in diameter. In this paper the applicability of in-mine electrical resistance tomography (ERT) to map potholes and other disruptions to the continuity of the Merensky and UG2 reefs ahead of mining is demonstrated using two case studies.

At first I read this paper with interest, which grew to fascination, and ended up with horror. Such reactions to a supposedly scientific contribution are rare, and I believe the coal mining community must be warned in the strongest possible terms against the recommendations that this paper makes. The paper purports to have assessed statistically two sets of data on methane concentrations recorded in the return air from Turkish longwalls. The first set of data, from their Table I, is reproduced in Table I below. The data have been rearranged in classes to indicate the underlying distribution. While there is only limited data (N=33), the distribution looks as if it could be the sum of two normal distributions with means around 0.5 and 0.8, or possibly a log-normal distribution. What is quite clear is that it is nota single normal distribution.

Seawater has become a viable alternative for different uses in copper hydrometallurgy. In this paper we review the main physical and chemical characteristics of seawater and how these influence copper production. Reliable data on the use of continental water are reported, and the current use and consumption of seawater in the Chilean mining industry is analysed, indicating the main areas of use and the main problems encountered. Additionally, the influence of the elements in seawaterthat have the most influence on the extractive metallurgy of copper are considered. The Chilean copper mining industry currently consumes approximately 4.1 m3/s of seawater, which corresponds to 25% of the total water used. The use of seawater for the leaching of copper sulphide minerals, such as chalcopyrite, is beneficial because it provides 20 g/L of chloride, thereby improving copper dissolution kinetics.

Water represents 80?85% of the volume of mineral pulp processed in flotation circuits. Imperatives for a more detailed focus on circuit water quality and its control have come from increasing requirements to use relatively impure primary water supplies (e.g. high salinity, treated sewage) and high proportions of recycle from tailings dams, thickener overflows, dewatered and filter products. An integrated methodology for examining process water quality and its effect on minerals separation has been developed coupled with minerals surface chemistry across the complete processing circuit. Unrecognised factors, including varying proportions of water streams (daily or hourly), colloidal precipitation, highly variable pH and Eh, reaction and dissolution of minerals, minerals surface layer coatings, residual reagents and their reaction products, and microbiological activity have been studied in eight mineral processing circuits. The methodology combines: solution survey and modelling; microbiological surveys; minerals surface analysis and modelling; and process response. It has been possible to match the predicted (model) pulp chemistry with that measured from surveys of the solution and mineral surfaces. Treatment methods have included: monitored and balanced stream combinations; organic species removal; flocculation and aggregation; induced precipitation; dissolved air flotation; ageing (oxidation, UV exposure); and chemical surface conditioning of minerals. Some specific achievements from the methodology applied in plant and laboratory testing, with examples from case studies, will be described.

Ongoing rockpass problems on mines within the South Africa region, prompted AngloGold Ashanti to embark on a risk assessment of major rockpasses. This commenced with the collection of relevant data to identify gaps in the available knowledge and identify existing problems. This was followed by an assessment of rockpass layouts to determine existing and potential interactions with other excavations. An initial risk assessment has been completed and the rockpasses have been ranked in terms of their risk profile. The lack of geological data and an easy and reliable method of surveying rockpasses have been identified as problem areas. Shortcoming is terms of rockpass management procedures have also been identified. Further work is required to quantify the risk in terms of probability of occurrence and consequences.

Sperrylite (PtAs₂) comprises about 21% of the platinum group minerals (PGMs) in the Platreef ore and regularly reports to the tailings due to its poor floatability. Hence, improving its recovery will be of great economic value to the South African PGM industry. The reasons for its poor floatability are not yet clear. This paper seeks to understand the interactions occurring between PtAs₂ and common thiol collectors, viz. potassium normal butyl xanthate (PNBX), sodium normal dibutyl dithiophosphate (SNBDTP) and sodium normal mono butyl dithiocarbamate (SNBDTC). By understanding its interactions with these collectors, it is hypothesised that it will be possible to suggest ligands that may help improve the floatability of sperrylite. Mineral-collector interactions were studied by determining the molar energy of interaction using isothermal titration calorimetry and electrochemical techniques. The hydrophobicity of the mineral before and after adsorption of the collectors was determined by heat of immersion and its flotation response determined by microflotation tests. Microflotation tests using synthetic sperrylite at pH 9 showed low collectorless recovery of 34.8% and after adding the equivalent of one pseudo-monolayer of the PNBX collector, the recovery of 32.5% was obtained. Moreover, the addition of up to three pseudo-monolayers coverage of PNBX did not result in any increase in flotation recovery. A small recovery improvement was noted when synthetic plant water with the ionic strength of 0.0484 mol/L was used, but this did not hold for all collectors, with SNBDTP exhibiting higher recoveries in distilled water. This investigation aimed to simulate the experiments performed by Nic Gay (Gay, N.C. 1976. Fracture growth around openings in large blocks of rock subjected to uniaxial and biaxial compression. International Journal of Rock Mechanics and Minining Sciences and Geomechical Abstracts, vol. 13. pp. 231-243) on fracture growth around openings in blocks of rock subjected to uniaxial and biaxial compression, using the Elfen discrete element code. The results of the physical experiments indicated a number of trends that were successfully replicated in the numerical simulations, including crushing ahead of the face, the formation of a sub-vertical tensile fracture at centre-span, the formation of groups of fractures originating from the crushed face zone, the formation of large corner-to-corner fractures which precede sample failure, and linking of slot corner and sample corner fractures leading to sample failure. In addition, other features were apparent that were not reported by Gay. It is believed that these took the form of conjugate shear fractures (as reported by Gay in a previous paper) and other features that may have been altered or inhibited by the presence of pre-existing structure in the physical samples. It was found that the samples, though nominally made up of the same rock type, must have had significantly differing properties. The presence of pre-existing structures may have contributed to this discrepancy. Strain measurements from the physical experiments were reasonably well matched, except where the gauge lay directly in the path of advancing fractures.

Mineral processing models have been discussed for many years but it was not until digital computers became available about 1960 that serious attempts at circuit simulation could be carried out. Even then the work was primarily academic until PCs could be used by engineers in plants and design offices in the mid-1980s. Since then simulation has moved quickly and it is now at the point that most processes can be simulated reasonably accurately for purposes of design and optimization. There are still some significant deficiencies, notably in dry grinding and separation, and in the chemical interactions in flotation. Future work will involve: ?improvements of existing models ?dynamic simulation for automatic control and, in particular ,for training which is a weak link ?using advanced simulation models to predict liberation and separation from data acquired from SEM-based liberation analysers. Eventually mineral processes models will be part of total simulation systems which will incorporate mining and downstream processes including all environmental impacts.

After the explosion at Middelbult Colliery, South Africa in May1993, which claimed 53 lives, the South African Coal Mining Industry and the Safety In Mines Research Advisory Committee (SIMRAC) united forces to establish a surface facility to develop and test on-board flame suppression systems for continuous miners and roadheaders. The first test that was conducted in this newly constructed test tunnel at the Kloppersbos Research Facility, CSIR was in July 1995.Since then 70 tests have been conducted using the facility and have focused on on-board active ignition suppression systems for continuous miners (CM) and road heading (RH) machines to enhance the safety of South African mine workers in collieries. These suppression systems are mounted on the CM or RH machine and detect the occurrence of an ignition by means of light-sensitive sensors. The electronic signal from the sensor triggers the suppression system, creating a flame-suppression curtain, containing and extinguishing the flame in the immediate vicinity of the ignition. Forty-three tests have been conducted with an active on-board suppression system present inside the test tunnel. Since flame propagation speed is an extremely important parameter, the CSIR-Miningtek made the results of the test programme available for re-analysis. Flame speed depended on whether a machine was present in the heading or not, the geometry of the heading and the volume and composition of the explosive mixture of gas. Flame speeds of up to 190 m/s were recorded. However, the active suppression systems were almost always successful in containing flame propagation.

The exploitation of stone (trachyte) at the ?Srebro? open pit mine, located on the northern slopes of the Fru?ka Gora National Park (Serbia) central area begun in 1964. Stone exploitation in this locality does not endanger the environment in an ecological sense, does not pose a threat to plants and animals, and apart from the terrain configuration changes, it did not leave behind permanent consequences to the environment. Projects for permanent cessation of mining operations and for land reclamation and spatial arrangement were completed in these circumstances. The paper gives a short review of the condition at the open pit mine; furthermore, the key problems and basic demands are presented, together with a concept of technical and biological land reclamation and the spatial arrangement of the mining complex. "Gold bearing deposits of the Witwatersrand basin are generally less than 2m thick and require conventional narrow-reef mining methods for extraction and employ explosives as a means of rock breaking. Optimal utilization of explosives is dependent on the overall design of the blast. The under-utilization of explosives arises when shot-holes are drilled inconsistently, overcharged, and when tamping is absent. This can be rectified by emphasizing the importance of good drilling practices as part of induction programmes and refresher courses. The project was aimed at determining whether or not explosives are being optimally utilized at project site. This was investigated through a study of the properties of explosives, mine standards, and recommendations for usage. Underground observations were made to determine whether or not mine standards were being adhered to. Historic data was obtained to establish the historic relationship existing between the quantity of explosives used (kg) and the production output (m2). This was then compared to the quantity of explosives the mine expects to use per unit of production. The results obtained were analysed to determine the presence and extent of over- or under-utilization. It was found that explosives are being under-utilized at the mine. More explosives are ordered than expected per unit of production. The explosives’ properties are not thoroughly exploited during blasting, thereby requiring the use of more explosives than prescribed. Cromanite?is a new high-strength austenitic stainless steel developed by Columbus Stainless. It contains approximately 19 percent chromium, 10 per cent manganese and 0,5 per cent nitrogen. Cromanite can be welded successfully, but due to the high nitrogen content of the base metal, certain precautions have to be taken to ensure sound welds with the desired combination of properties. Although no matching filler metals are currently available, Cromanite can be welded using a range of commercially available stainless steel welding consumables. Welds produced using E309L, E307, E307Si and E312 filler wires are resistant to hot cracking and the formation of nitrogen-induced porosity, but the hardness, strength, ductility and toughness of the welds are generally inferior to those of the base metal. In applications where full use is made of Cromanite?s high strength, welds with matching strength levels would be required. In wear applications, where Cromanite is used primarily for its work-hardening properties and corrosion resistance, lower strength welds would probably be acceptable. Welds produced using E307 filler metal demonstrate the best combination of properties for use in wear applications. The welds display high rates of work-hardening that would result in increases in hardness and strength when subjected to abrasive or high impact environments.

In-pit crusher location selection has had an important role recently, since increasing diesel prices. One way of reducing the haulage costs is to shorten the truck haulage distance by bringing the truck dump point into the pit. This study covers the work done on the optimum crusher location definition for a company that produces aggregate near Izmir, a city of Turkey located in the west. This paper will discuss the effects of pit geometry and mine access requirements on optimum crusher location selection that are mainly based on the establishment of minimum haulage distance. The method will be introduced first and then the computer algorithm developed for this study will be discussed later in the paper. A Seismic Hazard Scale (SHS) has been developed to provide a practical seismic hazard assessment tool applicable to mine site personnel. It has been applied to seismic data sets from numerous Western Australian mines. The SHS is applicable when quantifying seismic hazard on a mine wide scale, on a mining block scale, and on a local cluster-by-cluster scale. Spatial mapping of variations in seismic hazard is a particularly powerful application of the scale. The SHS is sensitive to temporal increases in seismic hazard. It has also been shown that the SHS can be applied to estimate seismic hazard when seismic monitoring data are not available. The SHS is a simple derivation of the Gutenberg-Richter relation. There are assumptions and limitations to the SHS that need to be considered when applying it to mine seismicity data.

A large opencast gold mining company in Africa had just completed a feasibility study for an expansion of the operations. A traditional net present value project valuation methodology had been used that showed a very positive net present value (NPV). The project team had conducted a qualitative risk assessment that identified and logged all potential project risks and had subjectively incorporated 'risk' via the discount rate and other assumption contingencies around gold price expectations, operating parameters, etc. Management requested that an independent quantitative risk modelling approach be adopted to obtain a better understanding of the impact of risk on the overall project valuation and confidence level in the final valuation. A detailed project valuation model was configured in the Cyest Carbon Modelling Technology platform, and the stochastic modelling module used to perform the Monte Carlo simulations. Analysis of historical operational performance data relating to actual achievements versus planned and budget determined the historical variability of the underlying parameters as well as variance to budget. This was done at a detailed level for mining rates and costs, processing rate, costs and recovery, and other operational efficiency measures. External market assumptions relating to gold price, exchange rate, and inflation were modelled and the dependency between them modelled using a copula. This case study will demonstrate the approach taken to building and populating the quantitative risk model and the overall results of the Monte Carlo simulation. The final valuation demonstrated that the project had a 44 percent probability of an NPV less than zero i.e. a 44 percent chance of project finance loss.

The mining industry in South Africa has developed its own environmental guidelines in the form of an Aide-Mémoire1,which is an extension of the previous rehabilitation provisions to include all aspects of the environment and all phases of a mining operation. This development, at the time, recognized an international trend towards the formalization of environmental management in mining practice, which resulted from the realization of the large environmental liabilities that mines could face, particularly on closure. Over the past decade the international environmental focus in the mining industry has moved from operational management, to the reduction of liability on mine closure. Mine closure guidelines are being developed internationally by nations (for example, SRK, 19982) and by large mining groups (for example, Rio Tinto, 19983). In South Africa the Department of Minerals and Energy (DME) is presently reviewing the Aide-Mémoire to bring it in line with international and local developments and a separate mine closure plan is being considered.

The introduction of the Higher Education Qualifications Framework (HEQF) and the updated Higher Education Qualifications Sub-Framework (HEQSF) has caused many South African university departments to rethink their programme qualification mixes (PQMs). In addition to the requirements stated in the HEQSF, a number of other factors have to be taken into consideration by a university department. These factors include, for example, the standards generated by the Engineering Standards Generating Body (ESGB) and subsequently approved by the Engineering Council of SA (ECSA) and the need to prepare students for various categories of professional registration with ECSA. This means that a university department has to choose the correct mix of Learning Programmes (LPs) from the HEQSF menu (which consists of 13 types of LPs). Preparing students for ECSA registration is aligned with the mission of universities, which is to teach and undertake research. However, research and the LPs associated with research go beyond the requirements for current ECSA registration. Assuming that universities offering engineering LPs would elect to prepare students for both ECSA registration and teach them to produce research outputs, which is mostly done at Master and Doctorate levels (NQF Levels 9 and 10), then it follows that academics are more interested in NQF Level 5 to 10 pathways (abbreviated as ?L5-10?) rather than the shorter pathways required towards professional registration. (For example, ECSA requires an NQF L5-L7 pathway for registration as a candidate professional technologist. This specific pathway may consist, for example, of two LPs, namely the 360-credit Diploma and the Advanced Diploma.) A L5-L10 pathway is a combination of LPs that will prepare the learner with a NSC (or equivalent qualification at level 4) to Doctoral level (level 10). Universities may choose at least four major pathways from the HEQSF menu in order to educate and develop students from NQF Level 5 to 10. However, various pathways towards registration in the category of candidate with ECSA are also embedded into these four NQF L5-L10 pathways, where each consist of a unique combination of LPs. Each of these pathways has an opportunity cost, and economic reality means that smaller departments may have to choose between the four pathways. Of all the many factors involved in PQM decision-making, the focus of this paper is on the HEQSF requirements, ECSA standards, and ECSA registration and how these, together with the various qualifications and educational LPs provided for by the HEQSF may impact on the PQM decision taken by engineering departments and schools at South African universities. The proposed four NQF L5-L10 ?pathway tool? for PQM decision-making may be useful for pointing out the advantages, disadvantages, and applications of the various pathways and combinations of pathways. Rather than deciding from a menu of thirteen qualifications and associated LPs, this article proposes that decision-making be undertaken on the basis of a menu of four main articulated ?NQF L5-L10? pathways (which also include one or more of the ECSA?s pathways for professional registration). The proposed ?NQF L5-L10 pathway? tool is an attempt to move one step closer to the aim of achieving a structured decision-making approach for designing a PQM at departmental level.
