Many Third World African countries are well-endowed with minerals - especially gold and diamonds - while only a few have important base metal deposits. For decades since colonial rule, political and economic conditions discouraged interest by Western capital. Influence from Soviet Bloc countries, however, has declined with the move toward multi-party rule. And the left wing orientation, once widely favored by Third World African countries, has almost disappeared. With International Monetary Fund (IMF) encouragement, these Third World African countries now encourage representational government and solicit western finance to expand their industries. Mining is especially encouraged. The North American mining industry is following the same trail as other capital intensive industries and looking abroad for opportunities. The Prospectors and Developers Association of Canada released figures that show exploration expenditures in that country were halved between 1987 and 1990. Figures for the United States are not so easily found but every indication points to a downward trend. While total annual expenditures on US exploration by corporations as a group are either declining or remaining constant, expenditures away from North America is increasing. Gold exploration expenditures in 1991 by the major companies tracked by Minerals Economics Group were less in the United States than for Latin America and the Southwest Pacific combined. The same study showed as much was spent in the Republic of South Africa and "Other" areas combined as in the United States. Expenditures by major corporations in these "Other" areas amount to only 5.2% of their total budget. Third World Africa is a major component of these "Other" areas.

The list of environmental issues facing industry in general, and the mining industry in particular, has placed greater emphasis on the concept of risk assessment and risk management. In informal terms, risk can be defined as the chance of injury, loss or damage. More formally, it is defined as the probability of an occurrence and its consequences. In simple terms, risk assessment involves three questions: What can go wrong? How probable is it to go wrong? If it goes wrong, what are the consequences? Experts on the subject of risk assess¬ment and management met in St. Louis, MO in October 1992 to discuss the extensive and innovative technology that has been developed in this arena. Each agreed that a consistent framework can be used to approach risk assessment/ management considerations in siting and design alternatives, as well as when considering financial aspects of mine development. And the environmental planning process for mines, as well as planning for operation through closures, will rely more heavily on risk assessment and management techniques. Risk assessment is a tool to assist engineers, scientists and managers make better, defensible operational decisions. A realistic and probabilistic risk analysis, coupled with a sound financial model, can combine a large set of alternatives and criteria to arrive at a defensible decision. Organizers of this regional SME conference believe that mining professionals should become fully conversant with risk assessment techniques and approaches because this arena provides opportunities to develop more rational decision-making techniques. Current health risk assessments rely heavily on Environmental Protection Agency (EPA) approaches. Several speakers and papers show how this approach has been applied to a variety of topics. Two major advantages come forward when applying risk assessment techniques to environmental clean-up options for contaminated sites. They are the selection of practical options and cost-effective alternatives. A probabilistic risk assessment provides results that can be directly related to clean-up costs. It has been shown that small reductions in risk are obtained for large increases in cost after a certain threshold value is reached. A preferred, practical clean-up alternative that provides permanent solutions can be selected based on a probabilistic assessment. Here are summaries of some of the papers presented at the meeting.

Sodium silicate (water glass) is a modifier reagent widely used in flotation with the function of a depressant or dispersant. The interaction between sodium silicate and mineral surfaces is still not well understood. This investigation aimed to illuminate the sodium silicate action mechanism as a depressant in the flotation of the minerals quartz and calcite. The experiments were done with high-purity mineral samples in the particle size range below 147 µm. The microflotation tests in a modified Hallimond tube showed that, in all systems tested, the efficiency of sodium silicate increased with the concentration. At concentrations above 1,500 g/t, almost total depression (96% for calcite and 97% for quartz) was achieved. The variation of sodium silicate modulus did not alter the quartz flotation performance in the presence of amine (150 g/t). The most efficient depression pH range was observed between 5 and 8. Above pH 10, the depressant action of sodium silicate was negligible. The infrared spectra obtained at pH 7 after silicate contact showed the presence of the groups OH and Si-OH, both suggesting that the adsorption of the neutral species Si(OH)4, as well as siloxane groups (Si-O-Si), attributed to adsorption of polymeric species. Sharing electron pairs is the proposed adsorption mechanism between Si(OH)4 and polymeric species and the surface sites (Si-O on quartz and Ca-O on calcite). At pH 11, the electrostatic repulsion prevents the species adsorption, impairing the sodium silicate action.

Coal mining is one of the major sources of methane release to the atmosphere by human industrial activities and is believed to contribute to -30% of the total methane emissions from industrial activities. In 1993, world saleable black coal production, attained almost 3.5 billion tonnes from which around 65% was produced underground. Coal in underground mines can contain high quantities of methane and some deep coal seams have methane content as high as 50 cubic meters per tonne of coal. Gas is re- leased during coal mining from the mined seam and in a higher degree from the neighboring unmined seams and gas bearing strata which are fractured as mining advances. This paper de- scribes a study which was undertaken to estimate the extent of methane emissions from coal mining in the world. Measured emission related data were collected from most underground coal producing countries in the world. The data included methane flows in the ventilation system, methane flows in gas drainage system, in-situ gas content, methane utilization and coal production. More comprehensive data were collected from a range of gassy and non-gassy Australian mines. Residual gas content of samples from run of mine were also measured. Using the Australian data, mathematical expressions were established to evaluate methane emissions as a function of coal production and in-situ gas content for other mines. These emission models were then used to evaluate the emissions for the countries or coal basins without measured emission data. Trends in methane emissions from underground mining for the year 2000 and beyond were also estimated.

The recovery of iron from low-grade (31.6% Fe) Muro iron ore was investigated using reverse anionic flotation of quartz. Tests were performed to investigate the effect of pH, the effects of using distilled vs. tap water as the flotation medium and the effects of using cassava starch vs. dextrin for the depression of iron minerals. The optimum results were obtained around pH 10 and 11, and cassava starch was superior to dextrin in depressing iron oxides. Investigations at pH 11 using cassava starch and distilled water resulted in a concentrate grade of 69.4% Fe with a recovery of 84.4% Fe. Under the same conditions, the use o f dextrin produced a concentrate grade q f 65.9% Fe with a recovery of 78.6% Fe. Investigations at pH 10 using cassava starch and distilled water resulted in a concentrate grade of 60.2% Fe with a recovery of 83.9% Fe, and under these conditions the use of dextrin produced a concentrate grade of 56.1 % Fe with a recovery of 81.5% Fe. Flotation studies conducted at pH 11 using tap water and cassava starch resulted in a concentrate grade of 70.4% Fe with a recovery of 92.7% Fe. This demonstrated the superiority of tap water over distilled water in the reverse anionic flotation process. Investigating the effect of calcium ions on the activation and flotation of quartz with oleic acid revealed that a calcium ion concentration of 50 to 100 ppm was optimum.

Imaging spectroscopy is a relatively new remote sensing tool that provides a rapid method to screen entire mining districts for potential sources of surface acid drainage. An imaging spectrometer known as the Airborne Visible/InfraRed Imaging Spectrometer (AVIRIS) measures light reflected from the surface in 224 spectral channels from 0.4 - 2.5 µm. Spectral data from this instrument were used to evaluate mine waste at the California Gulch Superfluid Site near Leadville, Colorado. Here, the process of pyrite oxidation at the surface produces acidic water that is gradually neutralized as it drains away from mine waste, depositing a central jarosite zone surrounded by a jarosite + goethite zone, in turn surrounded by a goethite zone with a discontinuous hematite rim zone. Leaching tests show that pH is most acidic in the jarosite and jarosite + goethite zones and is near-neutral in the goethite zone. Measurements indicate that metals leach from minerals and amorphous materials in the jarosite + goethite and jarosite zones at concentrations 10 - 50 times higher than from goethite zone minerals. Goethite zones that fully encircle mine waste may indicate some attenuation of leachate metals and thus reduced metal loading to streams. The potential for impact by acidic drainage is highest where streams intersect the jarosite and jarosite + goethite zones. In these areas, metal-rich acidic dace runoff may flow directly into streams. The U.S. Environmental Protection Agency estimates (U.S. EPA, 1998) that mineral maps made from AVIRIS data at Leadville have accelerated remediation efforts by two years and saved over $2 million in cleanup costs.

Chile leads the world in copper production with an annual capacity nearing 2 Mt (2.2 million st). Most of the country’s copper production, about 74%, is mined by open-pit mining methods. Open-pit mining also accounts for a major portion of Chile’s production of other commodities, including iron, gold, silver and coal (Table 1). Chile’s mining boom began 10 years ago and is expected to continue through the end of the decade. From 1980 to 1990, copper production in Chile increased 48.7%. During the same period, gold production increased 303%, silver production increased 119% and coal and iron ore production increased 163.7% and 6.6%, respectively (Table 2). It is estimated that copper production will be in the order of 2.3 Mt (2.5 million st) by 1996, when new projects now under construction come onstream. Gold production could reach 35 t (1.1 million oz) and coal production could increase another 1 Mt/a (1.1 million stpy). Open-pit mining has played a significant role in Chile’s minerals production growth. The expected increases in mine operations will come about mainly through new open pits or expansions of existing surface operations (Table 3). However, the number of open-pit copper mines will decrease from 74% to 66% of the total number of Chilean mines. Gold mines will increase from 63% to 69% of the total, while coal mines will go from 41% to 59%. Most all of the present iron ore production is from surface mines and will continue that way.

The U.S. Department of Energy is charged, by federal law, with the responsibility for developing and implementing programs for long- term storage and terminal disposal of high- level radioactive wastes from both commercial and defense nuclear operations. Approximately 288,000 cubic meters of defense high-level wastes are currently in storage at the government's Hanford Reservation in the State of Washington, the Savannah River Plant in South Carolina, and the Idaho Chemical Processing Plant in Idaho (U.S. Department of Energy, 1980a). High-level wastes from commercial nuclear power production are stored in water pools or basins at various power plant sites. At the end of 1980, approximately 7.460 metric tons of uranium, contained within 28,300 fuel assemblies was in storage at various reactor basins. Although the present inventory of defense wastes are many times larger in volume and in total level of radioactivity than the commercial wastes, in the future, the latter will constitute a substantial quantity of wastes that will have to be disposed of. The present electric generating capactiy of nuclear power plants in the United States is 56.5 Gigawatts-electric (GWe). The amount of spent fuel that would be discharged and accumulated by the year 2000 from these operating reactors would be 38,000 metric tons. With a projected growth of the nuclear industry to 180 GWe in the year 2000, the amount of spent fuel accumulated at the turn of the century could reach 89,000 metric tons of uranium or approximately 318,000 assemblies. In any case, whether one postulates a no growth pattern or one where nuclear power provides its share in the country's electric generating capacity in the next two decades, a means for safe and environmentally accept- able disposal of high-level nuclear wastes must be found. Storage of commercial wastes in water basins, either at reactor (AR) sites or at away from reactor (AFR) sites, and storage of reprocessed defense wastes in surface or near surface tanks is a temporary solution and is not an alternative for permanent disposal.

The chain conveyor is utilized extensively in underground mining to convey raw ore, especially coal. It is estimated that several thousand loading and continuous mining machines rely on this type of conveyance. Although the chain conveyor is both efficient and highly reliable, its use is generally associated with the production of noise levels that often exceed 105 dBA at the operator's position. Thus, it is one of the most significant contributors to the occupational noise problem experienced by miners in the underground coal mining environment. Conventional engineering noise controls that result in an average reduction of 4 dBA have been previously designed and implemented. However, a novel solution involving a change in conveyor operation has been proposed that takes advantage of two aspects of conveyor noise: 1) conveyor noise has an approximately cubic dependence on conveyor chain speed and 2) due to the damping provided by coal, a full conveyor is 5 dBA quieter than an empty one. An engineering analysis has shown that a significant reduction in the operating noise level of a typical continuous miner can be achieved through the use of an adjustable speed drive automatically controlled by a coal loading sensor that maintains a full conveyor at all times. The potential reduction depends primarily on the mining conditions (coal seam thickness and the presence of either rock or water) and varies from 7-18 dBA. Other benefits to be derived from the use of a variable speed drive include reductions in power consumption, dust, and maintenance costs.

The development of heap leach technology for the treatment of low grade gold and silver ores has led to a boom in gold production in the Western United States in the last 15 years. The heap leaching process consists of stacking the mined ore on a specially prepared leach pad followed by leaching with dilute alkaline cyanide solution. Depending on the nature of the ore, it may require crushing and/or agglomeration prior to stacking on the leach pad. As the dilute alkaline cyanide solution migrates down through the stacked ore, the precious metal values along with a portion of the base metal values present in the ore are dissolved to give a pregnant leach solution which is collected at the base of the stacked ore. The precious metal values are then recovered by zinc precipitation or by adsorption on activated carbon. Once all of the economic metal values have been leached from the ore, the spent heap leach pad, the leached materials, and associated process solutions must be decomissioned. Decommissioning requires that the spent heap leach pad along with the leached materials and process solution be treated to reduce the concentration of the residual cyanide, base metal cyanide complexes, and other anionic metal species to levels where they no longer represent a long tenn liability for the environment and the operator. The levels to which these components must be reduced is dependent upon the applicable water quality standards as determined by the responsible federal, state, and local agencies. As environmental awareness has grown, these standards have become increasingly stringent. A number of treatment options have been developed for the de-toxification of the process residues. These include natural degradation which incorporates bio-degradation, fresh water rinsing, alkaline chlorination, hydrogen peroxide, and sulfur dioxide/air. Each of these options has been reviewed with regard to relative effectiveness, generation of hazardous by­products, reagent handling considerations, relative costs, and time requirements by Denton, Iverson, and Gosling I. As an outgrowth of the program to develop Henkel's guanidine based gold extractants, COGNIS, Inc., the environmental ann of Henkel, has developed the CyanoMet R process for the extraction and concentration of the various cyanide and anionic metal species from the dilute aqueous alkaline solutions generated during the process of detoxifying spent heap leach pads. This paper describes the CyanoMet R process, its application to three different feed solutions, and treatment of the concentrate generated by the process.

Introduction From 1973 through 1986, a total of 12 fires involving oil-flooded rotary screw compressors (OFRSC) were reported to the Mine Safety and Health Administration (MSHA). Most of these incidents were attributed to faulty or by-passed safeguards, or improper maintenance. The cause of a fire in an OFRSC is unique when compared to other types of compressors. A compressor inspection checklist is provided here that can be referenced when conducting regularly scheduled maintenance operations. This checklist and a well-planned program of periodic training and maintenance should help minimize the probability of fires and explosions in OFRSC's. Operation A rotary screw compressor operates on the principle of positive displacement of air. Compressed air in this type of compressor is produced by the meshing of two helical rotors, or screws, as they rotate within a steel housing called a stator. The male rotor normally has four lobes and is driven either directly or indirectly - through a gear assembly - by a motor. It intermeshes with a female rotor having six cavities. Figure 1 explains the compression mechanism: (1) Atmospheric air is drawn into the stator by the suction action of the two rapidly rotating rotors. (2) As the rotors rotate past the intake port, air is trapped in the stator and in the cavities between the rotors. (3) Further movement of the rotors causes an increased reduction in volume, compressing the entrapped air. (4) Compressed air is expelled at the discharge port in the bottom of the stator at a pressure and quantity determined by the particular compressor rotor design parameters, such as length, diameter, and speed. Radial bearings on the male and female rotors compensate for radial loading on the shaft and position the rotors within the stator. Thrust bearings on the discharge end of the compressor prevent rotor misalignment due to thrust developed during the compression cycle. This design prevents the male and female rotors from making contact with each other or the stator. A clearance of 0.07 to 0.1 mm (0.003 to 0.005 in.) exists between the two rotors and the stator. For this reason, there is virtually no wear on the rotors or stator, and the unit is relatively maintenance-free. Oil is injected into the compressor and serves to cool, seal, and lubricate. When air is compressed from atmospheric pressure to some higher discharge pressure, a specific amount of heat is produced. This heat is sometimes referred to as the adiabatic heat of compression. "193 United Nations members are signatories of the 17 Sustainable Development Goals (SDGs). Even though it does not make it legally binding to the country members, the SDGs establishment incites national and managerial frameworks to achieve the SDGs. The mining industry inserts itself in this context by its global presence and frequent location within ecologically sensitive and less developed areas. This paper aims to consolidate the state of academic research on mining, sustainability and sustainable development, by organizing the results of previous studies within a systematic review on the SDGs set. To do so, the ISI Web of ScienceTM Core Collection database was chosen as a database of record, as it is one of the most widespread databases of academic journals. We have used all years available in the ISI database, from 1945 to 2016 (for complete years). The systematic review process comprised of five steps: (i) to search terms [(“sustainability” or “sustainable development”) and mining] on the database and to apply filters of criteria; (ii) organizing papers; (iii) metrics and relations between papers and authors; (iv) classification of the results through content analysis techniques; and (v) synthesis. The results were divided in two groups: the highly cited and the most recent papers, to include papers that have academic impact and those which show the newest contributions to the field. The results showed that, in spite of a growing amount of publications in the past years that relates to mining and sustainability, the main focus of these publications are still on the environmental dimensions of the UN goals. This suggests that more practical and academic work in the mining sector are required to fill in the blank spaces regarding the other set of goals that compose the SDGs framework.Introduction A total of 193 United Nations members are signatories of the 17 Sustainable Development Goals (SDGs). By doing so, the results can portray the actual concern and the lacks that the academic field had on this subject in comparison to the UN contemporary agenda."

Aqueous SO2 (sulfurous acid) is an interesting chemical compound. It functions as a reagent in various hydrometallurgical systems, but also represents an undesirable constituent in pyro- and hydrometallurgical effluent solutions. When present in such streams, SO2 can be oxidized to the more stable sulfate form to avoid exsolution of SO2 as a source of fugitive emissions and to simplify standard water treatment plant operation. This study provides information on the stoichiometry, kinetics and mechanism of SO2 oxidation using oxygen and an iron salt catalyst with solutions containing 0.05 to 20.0 g/l S02. Other test variables include iron salt concentration, oxygen pressure, temperature, degree of agitation and pH.

Underground room-and-pillar mining operations in the Warrior Coal Field in Alabama frequently suffer instability due to soft floor and thinly-laminated immediate roof. The investigation covered by this paper concerns a mine that was experiencing ground-control problems with weak floor conditions. Four hundred ft above the presently producing seam, another seam has been mined out. Several roof falls occurred locally, and as much as two ft of floor heaves have been experienced. The paper presents the results of comprehensive analysis conducted on floor heave, roof sagging, and the influence of the mined-out seam using instrumentation and numerical analysis.

INTRODUCTION This paper report presents the general case history for the construction of the North Outfall Replacement Sewer (NORS) project. A 1982 City of Los Angeles Wastewater Facilities Plan recognized that a 19.3 km (12¬mile) section of the North Outfall Sewer (NOS), from Culver City to the Hyperion Treatment Plant, was deteriorating and had insufficient capacity. Built in the 1920s of unreinforced concrete and lined with vitreous clay tiles, the originally unventilated NOS suffered considerable corrosion by H2S gas. This caused roof tile and concrete to fall to the bottom of the pipe, which, over the years, reduced the 11.9 M3/S (420 cubic feet per second (cfs)) design capacity of the NOS to a current level of approximately 8.5 M3/S (300 cfs). This worsening condition, thereby contributing to the polluting of Santa Monica Bay. This situation culminated in the State of California Regional Water Quality Control Board, Los Angeles Region, issuing a Cease and Desist Order on January 27, 1986, which required the City of Los Angeles to eliminate such dry weather overflows through a number of prescribed actions. One of these was to construct the North Outfall Replacement Sewer (NORS) by April 1, 1993. PROJECT DESCRIPTION The NORS Project involved the construction of over eight miles of tunnel and related structures. The dephosphorization of iron ore and reduction in Fe loss in process are currently the foremost technological challenges facing the mineral industry of Meishan Iron Ore. These problems can be resolved to a greater extent by an apatite flotation process which depends on selective flotation reagents. The primary objective of this research work is to develop new type of flotation collectors for dephosphorization of weak magnetic iron ore. Detailed discussion is given on the influence of collector dosage, pH, dispersants and pulp temperature on the flotability of apatite, siderite and hematite using the collectors of Oleyl sarcosinate(OSS), Alkyl polyoxyethylene ether phosphate (AEP) and the mixtures of OSS and AEP A key feature of the flotation was the use of the mixtures of OSS and AEP as a selective collector for phosphate. The effects of chemicals and operational variables on the phosphorus flotation from the weak magnetic iron ores have been investigated. The test results shows that floating the phosphorus minerals with new type collectors can reduce the phosphorous content in the flotation concentrate to an acceptable level of less than 0.20% P with increased Fe recovery.

Mergers and acquisitions (M&A) within the mining industry are becoming frequent events. Large companies and small companies alike are jumping on the bandwagon of merger mania. The results of these mergers have significant impacts on the employees of the involved companies. Comments, observations, and specific examples of the 'peop1e"aspect of mergers are presented in an attempt to answer the question "will it be business as usual?" My answer is a simple NO. This paper attempts to provide support for my conclusion. The reader should recognize that the comments, observations, and specific examples mentioned in this paper are subjective and reflect the experience and prejudice of the author.

The depletion of high grade siliceous phosphate ores is bringing about a search for economically processable replacements. The processing of unexploited dolomitic sedimentary phosphate reserves has numerous problems including the similar surface properties of the carbonate and phosphate minerals and the presence of significant concentrations of dissolved species in the flotation pulp. In this paper, inorganic adsorption and surface transformation phenomena exhibited by the dolomite/apatite systems are examined in detail. Electrokinetic, adsorption, and flotation results indicate that when placed in a common solution, these two minerals interact significantly, with a corresponding strong influence on flotation using a physisorbed collector. Such behavior can have strong implications for flotation plant practice.

To date, no ilmenite, rutile and zircon deposits of commercial importance have been reported in Turkey. However, information from recent reconnaissance activities indicates the possibility of an economically viable heavy-mineral deposit in the vicinity of Ormanli, which is located northwest of Istanbul along Turkey's Black Sea Coast. Consequently, beach coil sand-dune samples were collected from that area for additional analysis. Laboratory methodologies drat were designed to simulate standard industrial heavy-mineral plant practices were used to analyze and evaluate the samples. Based on these analyses and current market needs, none of the deposits in the Ormanli area qualify as a commercial heavy-mineral deposit.

Acid mine drainage (AMD) can occur as a natural phenome­non through oxidation of sulfide minerals. Oxidation by air and water can be exacerbated by mining. Because AMD can exhib­it low pH, it is capable of extracting heavy metals from mineral deposits. The result is highly acidic drainage with elevated heavy metal concentrations - the combination of which can cause extensive environmental damage. Because of the importance of these factors, this paper is focused on sulfate based AMD. Due to widespread mining, the occurrence of AMD is ubiqui­tous. As a result, several approaches to treatment have been developed. Chemical treatment using alkali is most commonly employed to treat AMD. There are alternative methods of treat­ment, as well as alternative ways of handling treatment sludges or concentrates. Dewatering of sludge or concentrates is beyond the scope of this paper. Within the family of chemical treatment processes, there are three principal recognized methods, namely, "Conventional," "High Density Sludge" (HDS) and "Heavy Metals Removal Process" (HMRP). All three are now employed or specified for treating AMO at mining sites which are being reclaimed under Superfund. Only limited data are available for more specialized chemical treatment processes such as "ferrate", borohydride membrane and electrochemical methods. Therefore, these data are not included here. Performance data for these three processes are presented in this paper and comparison among them is made. Comparisons include consideration of water quality, sludge characteristics, and operational ease. Capital and operational cost comparisons of these processes were addressed in a previous paper by the authors (see bibliography). The results presented here are impo1tant not only to metals mining, but are also applicable to other industries experiencing metals-laden acidic wastes including: coal mining and prepara­tion, metal plating, and electronics circuit board manufacturing. The acceptance of any process should be based on bench scale demonstration before implementation is contemplated. The three processes included herein are discussed in relation to the particular sites at which they are in use, or their use is planned. The sites selected were representative of the various types of processes and the wastewater parameters.
