The properties of activated carbon which are important for gold recovery applications include activity, capacity, wear resistance, particle size distribution and bulk density. There are experimental difficulties in attempting to simulate the plant environment in the laboratory in order to measure the above properties. However, standard tests can be set up to compare the characteristics of different carbons and to assist in monitoring the performance of carbon in CIP operations. These laboratory tests are critically evaluated and data are presented on the performance of carbon from a number of CIP plants.

Extensive undersea coal reserves, identified in the offshore portion of the Sydney coalfield, Nova Scotia, have resulted in the implementation of a multi-year research program to develop site specific guidelines for the undersea longwall mining operations. At present, uncertainty exists regarding the applicability of the current undersea mining guidelines. Preliminary studies have revealed four potential schemes for monitoring seafloor longwall subsidence profiles: seasurface, subsea, geophysics, and direct monitoring. However, further work has indicated that the use of marine geophysical techniques may be the most effective method of identifying and evaluating seafloor subsidence profiles by comparing pre- and post-mining seafloor topographies.

I am sure it is obvious to all of you that a complete program of casualty and property insurance is as necessary for any tunneling contractor as it is for anyone else involved in trade in the United States today. Going beyond those general undefined terms, there are many areas that need specific attention, particularly for contractors, regardless of size. WORKERS' COMPENSATION Workers' Compensation is mandatory in all states and the District of Columbia. In most of the states, private insurance provides this coverage. In a few states, the state operates Workers' Compensation funds, some of which are competitive with the private sector and others are operated on a monopolistic basis. Under a monopolistic setup, you have no choice, you must buy coverage from the state. Self insurance of the Workers' Compensation risk is also an alternative in most jurisdictions. With a contractor operating only in the U.S., the coverage extensions are few in number. If your work brings you anywhere near navigable waterways or land extensions thereof, you should have both U. S. Longshoreman and Harborworkers' coverage, as well as Employer's Liability coverage for the master or members of the crew of a vessel.

The ability to efficiently process low grade gold ores has allowed the Gold Fields Mesquite Mine in Imperial County, California to expand from a 2.1 million tonne per year rate in 1986 to its present 7.3 million tonne per year processing rate. Increased tonnage demands led to the 1989 construction and start-up of a dump leach pad to supplement the existing heap leach operation, resulting in an excellent opportunity to compare the two processes at the same operation. Additional operating costs associated with the crushed ore heaps are justified through enhanced recoveries, even at very low ore grades. An overview of current operating practices at Mesquite is presented along with metallurgical and economic comparisons between the crushed and run-of-mine ore heaps.

The world's barite reserve base is adequate for at least 100 years at the current consumption rate. China, India and the United States are expected to remain the leading producing countries, and the United States will continue to be the largest consumer. None of the known substitutes for barium sulfate are expected to impact existing applications. World production in 1995 was 4.41 Mt (4.86 million st), which is about 50% of capacity. Consumption is directly proportional to hydrocarbon well installation activity. Imports are expected to continue to supply more than half of the US requirements.

Operations and Research; from the earlier development, testing and installation of fine shear screens in the Minntac Step III concentrator to the most recent testing and operating data that has resulted in the installation of Derrick Multifeed sandwich deck screens in Minntac Steps I and II. Pilot-plant test results that were obtained at the Coleraine, Minnesota Research Laboratory are also reported and demonstrate the effects of feed rate and feed percent solids on sandwich screen performance with two sizes of Minntac fine screen feed.

The Ivanhoe district, Elko Co., Nevada, is located in the northern part of the Carlin trend of epithermal gold-deposits, but it differs from most mines in the belt in that Ivanhoe epithermal gold ores are found in 14 m.y. old Tertiary volcanic rocks as well as in the better known Paleozoic sediments. Within the Ivanhoe district U.S. Steel (USX Corp.) discovered and partly developed an epithermal gold deposit largely hosted by Tertiary rocks that, with a 167-hole program, was found to contain an open ended probable reserve of 4.0 million tons of heap leachable open pit oxide ore averaging .042 opt Au. An additional 4.0 m.t. of open pit sulfide ore averaging .048 opt Au were also developed. The U.S. Steel orebody was a blind discovery in that it just barely outcropped, and it was found by drilling through a premineral but barren cover of altered Tertiary volcanic rocks.

To many who for years have scrutinized the US mineral supply picture, recent, often strident debate on present-day security of many critical mineral supplies echoes sentiments repeatedly expressed in the past decade by the minerals industry. At no time since the last world war has such a flurry of public concern been expressed for the economy's mineral sector. Where once mineral availability problems were relegated to the newspaper's business section or not reported at all, today comprehensive analyses of our international mineral posture are discussed in detail by some of the nation's most respected and widely read periodicals. In past years, disinterest was also experienced whenever the mining industry attempted to carry its message to Congress, the public, and the government's executive branch. Among minerals professionals, the past decade was a time of particular frustration clue to serious erosion ill US ability to competitively produce the vast array of raw materials vital to the economy acid national defense. Fervent calls for immediate attention were simply not answered. These professionals have understood that mining and agriculture are the primary sources of wealth, fulfilling virtually all needs and creating and sustaining jobs. Why then has it been so difficult to raise the consciousness of the American public, and even more surprisingly, of the government and national leadership? The answer to this question is perhaps endemic to how government functions, but pore important, it begs that mining professionals capitalize on the opportunity and the attention now at hand. Carefully conceived and implemented actions by both private and public sectors are needed more than ever before in the past 35 years. To this end, it is vitally important to seek out and resolve the root causes of supply problems and not dwell on superficial solutions. The following discussion attempts to establish a simple framework to view this process. It does not presume to be an exposition of cause and effect, but hopefully identifies some needed steps. Growing Awareness in the 1970s Of all events stimulating current concern, certainly the OPEC oil embargo has left the deepest impression. It was inevitable that after such a shock, man. Americans would begin asking whether the US was as vulnerable to cutoffs of minerals as it was to oil cutoffs. Then, when serious trade security questions surfaced in sonic mineral-rich nations in Africa and the Persian Gulf, the ominous term ''resource war" began to be heard. Countries such as South Africa, Zaire, Zambia, and Zimbabwe have suddenly become key areas for testing our national security resolve. As the US witnesses the influx of Marxist influence in many sub-Saharan exporting nations and the rising threat to free world access to critical materials and energy, the assurance of adequate supplies is becoming a national issue at last. The US is now learning that self-sufficiency for many vitally important mineral commodities has vanished. Of course, it did not vanish overnight; it had been leaking away for years, and the trend was noted by industry and a few in government. Within the minerals community, suspected weaknesses in America's resource posture were sought and found. As a result, the country's heavy reliance on foreign sources fur more than a score of minerals, many extremely vital to security, has been forcefully documented and the case for drastically altering the supply unbalance hits been proposed. The renewed concern for national defense is central to almost all proposals for minimizing US foreign mineral dependence. It is not surprising that many of the voices heard today on the dependency issue are active members or alumni of the militate establishment. Unfortunately, their almost total focus on the security aspects of dependency has tended to obscure important underlying issues which are not directly defense-related. Some of the proposals advanced might mitigate the deeps-dency problems, but they still fall short of curing the underlying problems that have led to a steady loss in mineral self-sufficiency. In almost all instances these problems call be traced to increasing government influence on the free market minerals economy. Some national security proponents seek to attain total self-sufficiency in minerals. Such arguments must he tempered by existing realities. It is easy to demonstrate that the US obtains substantial quantities of sonic essential minerals from potentially insecure sources abroad. That the US will continue to do so in the foreseeable future is not in doubt Uncertainty begins, however, when we try to interpret the significance of these facts. It is important to understand that mineral dependency does not irrevocably lead to vulnerability. Unlike oil, no mineral commodity combines the same degree of universal indispensibility and centralized foreign control of supplies. Moreover, although many US-required minerals are produced by fewer countries than export oil, those minerals cannot approach petroleum in economic or industrial importance. Finally, most foreign supplies come front friendly, secure nations such as Canada, 'Mexico, and Brazil. This, aid more, constitutes a vital element in US economic health as a world trading nation. Control of radiation hazards in mines is only one of many goals of the Bureau of Mines. Radiation research is only a small part of the Bureau's mine health and safety research program. In this paper I will describe the mission and programs of the entire Bureau of Mines, with emphasis on the mine health and safety program of which our radiation research is a part. The radiation program and its results will be described in detail by other speakers during this symposium. The Bureau of Mines was established in 1910 and is one of a number of agencies within the Department of Interior. Our mission is given by the Organic Act of the Bureau of Mines, last revised in 1913, which still accurately describes our work today. The amended Organic Act (Public Law 62-386) gives the Bureau authority "... to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment, and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources through the prevention of waste in the mining, quarrying, metallurgical, and other mineral industries; to inquire into the economic conditions affecting these industries..." Since 1913 at least 52 public laws bearing on Bureau responsibilities have come into force. However, our basic role is still unchanged, i.e. improving health conditions, and increasing safety and efficiency in the mineral industries. The two principal activities of the Bureau are Minerals Information and Analysis and Minerals Research. The Minerals Information and Analysis programs provide the data base and the analytical capability to support the development of effective national mineral policies. Data on the availability, production, and utilization of minerals are collected, interpreted, and analyzed for some 100 commodities. Resources of the most important commodities are evaluated to support policymaking that influences utilization of the Nation's existing and potential mineral supplies. The President's budget for the Mineral Information and Analysis programs in fiscal year 1982 is $34 million. The largest activity of the Bureau is Minerals Research, which is divided into three major programs: Mineral Resources Technology, Minerals Environmental Technology, and Minerals Health and Safety Technology. The principal goal of the Mineral Resources Technology program is to help provide technology to maintain an adequate supply of minerals for the United States. The budget requested by the President for this program in fiscal year 1982 is $41 million. The goal of the Minerals Environmental Technology Program is to create mining and mineral processing operations that are more compatible with the environment. The budget for this program in fiscal year 1982 is $12 million. The largest program of the Bureau is Minerals Health and Safety Technology, which has the goal of providing the technology to protect the health and safety of mine workers. The budget for health and safety research for fiscal year 1982 is $55 million. Our radiation research is part of the health and safety research program. The Bureau of Mines has done research to improve health and safety conditions in mines since it was established in 1910. The research expanded greatly following the passage of the Federal Coal Mine Health and Safety Act of 1969 (Public Law 91-173) and the Federal Mine Safety and Health Amendments Act of 1977 (Public Law 95-164). These acts provided for increased health and safety regulatory activities, but they also significantly increased the funding available for mine health and safety research by the Bureau of Mines. Funding for the Bureau's health and safety research grew from $12 million in 1970 to $60 million in 1981. The funding in 1982 will be somewhat lower than that for 1981. However, the health and safety program funding is still approximately 40 percent of the total budget of the Bureau of Mines. Of the health and safety budget, 22 percent is spent on research to control health hazards in mines, including radiation hazards, which has a budget in 1982 of approximately $1.1 million. Other mine health hazards which the Bureau is doing research to control include respirable mine dusts which cause black lung and silicosis; excessive noise; toxic gases from explosives and diesel emissions; and excessive heat in deep hot mines. The other 78 percent of the budget is spent on safety research to prevent death and injury to miners from such causes as roof falls, fires, explosions, and accidents involving mining equipment. Over the past decade the majority of the Bureau's health and safety research has been done through outside contracts with private industry and universities. Our policy has been to do some research inhouse to maintain the expertise of Bureau personnel. Contractors are used to do research for which the Bureau does not have the necessary personnel available. The percentage of the program being done by contract has been gradually declining for the past few years, and in 1982 the program will be divided evenly between inhouse and contract research. The inhouse research of the Bureau is done at the 10 research centers located throughout the country. Our radiation research is done at three research centers, Denver, Spokane and Pittsburgh, and by contractors whose work is monitored by project officers at these centers. There are three Federal agencies involved in mine health and safety. These are the Bureau of Mines, the Mine Safety and Health Administration (MSHA), and the National Institute for Occupational Safety and

Lamproite occurs in two locations in southeastern Kansas that are in close proximity to each other. In both locations, the lamproite is restricted to north- east-elongated, ellipsoidal depressions measuring about 3 mi by 1.5 mi. At the surface and in the shallow subsurface, lamproite occurs as sills that were intruded into Middle and Upper Pennsylvanian rocks consisting of shale, limestone, and minor sandstone. Isotopic age determinations by Zartman and others (1967) indicate that the lamproite was intruded during the Late Cretaceous (88-91 my). Drillholes for hydrocarbon exploration down to a depth of about 1,400 ft (top of the Mississippian) and numerous shallow drillholes (mostly 200-300 ft) by the Kansas Geological Survey in the northern portion of Silver City dome helped to understand the structural complexity and extent of the near-surface sills. Numerous radial faults showing small apparent vertical offsets limit the lateral continuation of individual sills. Concentric faults are believed to mark the edge of the depression. Wagner (1954) mapped the geology of Silver City dome in considerable detail and recognized a northward dipping, 120-ft-thick, lamproite sill exposed at the surface along the northeastern edge of the dome. The upper 40-50 ft of the sill weathers olive-brown and has a soft, clayey consistency in which only the phlogopite mica is recognizable. The weathered material has been mined by Micro-Lite LLC since 1982 from the exposed sill in an open-pit that measures about half a mile extending in an east- west direction. The bulk of the material, about 98%, is used as an additive in mineral supplements for cattle feed.

Discussion by R.J. Pindred In his paper, Davis presents an overview of risk. He also introduces the Capital Asset Processing Model (CAPM) as a foundation for selecting the appropriate discount rate for a mining project. While applying portfolio theory is more defensible than the ad hoc adjustment of discount rates, the CAPM is not a panacea. CAPM shortcomings [The CAPM, as Davis stated, is expressed in the equation: ri=rf+pi4) where ri is the project discount rate rf is the risk free interest rate (3i is the project beta, and 0 is the market risk premium (rm - rf)] Application of the CAPM is more difficult than Davis indicates. Valuation is prospective, while the CAPM parameters are historical. Beta is determined from a regression analysis of historical data, while the beta needed for valuation is the expected beta. Betas are known to be unstable and the regressions that generate them often have low explanatory power. The difficulty of estimating a "project" beta must also be considered. Thus, the beta that is used in the CAPM will be based on the analyst's judgment. Like Cavender's discount rate, this judgment can lead to different project NPVs. Subjectivity in valuation cannot be avoided by a mechanical application of the CAPM. The risk-free rate, which Davis identifies as a short-term real rate of 4%, is also subject to scrutiny. A mining project is not a short-term investment and no single risk-free rate is appropriate for all of the cash flows. The hypothetical mine discussed in Cavender's paper is a six-year project. One might argue for the application of a risk-free rate from the Treasury yield curve at the duration of the project (in a bond-duration sense). This, too, is inappropriate. The risk-free rate should be matched to the timing of the cash flow. These rates can be determined by calculating the implied forward rates from the yield curve using a procedure known as "bootstrapping." It is likely that each of the project's cash flows would be discounted at a different rate. Commodity prices Davis criticizes the "ad hoc adjustment to the discount rate." Yet, in his discussion of the value of stochastic simulation, he suggests that the gold price be modeled as a "random walk, with or without a trend." This is essentially an arbitrary modeling of price risk. Consider that a liquid market in gold futures exists. The futures' price curve, which is closely related to the market's estimate of future spot gold prices, should be used to provide inputs to the model. This is especially true of a relatively short six-year project. Alternatively, as Davis correctly points out, a risk-averse investor can sell the commodity short to hedge price risk. Is it any more correct, in the portfolio sense, to account for price risk at all ?? Davis Pindred discusses two issues related to my paper, the shortcomings of the Capital Asset Pricing Model (CAPM) and which commodity price values to use in the valuation exercise. Even though these topics are not directly related to the use or misuse of Monte Carlo simulation, they are important points to take into consideration in valuation exercises. Since I do not appear to have addressed these issues satisfactorily in my original paper, I will comment on each here. Pindred agrees with me that applying portfolio theory, and specifically the CAPM, to the selection of project discount rates is more defensible than ad hoc methods. But he then points out that the application of the CAPM to project valuation is more difficult that I indicate. It is true that the CAPM is a difficult tool for project valuation in general,. But the application of the CAPM to mining projects is one of the easiest I can think of. The biggest problem with using the CAPM for project valuation is coming up with an expected project beta. I suggest a project beta for gold projects of 0.45. The "true" value might be 0.35, 0.55 or whatever. Pindred correctly notes that the selection of the appropriate project beta is based

The paper deals with the activity program and the preliminary results of a research work commissioned by IReR Research Centre and Regione Lombardia to the Department of Land, Environment and Geotechnologies of Politecnico di Torino. The aim is to define measurement, analysis and control criteria for the emission of chemical and physical pollutants from non-metal mining industries, with particular reference to noise and airborne particulates. Such emissions are related to health risks and annoyance problems, both for the working crews and the neighbouring population, and so, in order to get an effective sustainability of the industry, suitable reduction methods and assessment tools are required. A simple technique for the evaluation and forecasting of both the emission levels and deriving impact has been tested at different mining and quarrying sites, considering their differences in terms of layout and exploitation method, the latter ascribed to a series of main typologies as present in Lombardia region.
