Work on the design of Kelex 100 was initiated several years ago at the Research Laboratories of Ashland Chemical Company. The effort was specifically directed toward the synthesis of an organic molecule which would strongly and selectively chelate copper ions in acidic solutions and form an oil soluble complex which would be stable in contact with an aqueous phase having a pH of approximately one. This publication describes efforts to establish data which could be used to estimate the economic utility of the new reagent. For helping to accomplish these ends, the author wishes to acknowledge the assistance of Mr. A. V. Henrickson of Hazen Research, Inc. for gathering a portion of the data presented here and to thank the copper companies who supplied leach solutions for studies described in this paper.

Even though the mining industry in 1966 produced more ore than ever before, current extraction rates are only a fraction of what is expected in the later years of the twentieth century. Nearly 90% of all metals and-mineral products consumed last year was recovered by open-pit mining. This has placed great pressure on this segment of the industry which has, consequently, resulted in some spectacular developments. With increasing size of projects, the need for increased sophistication of engineering, planning, management and administration of modern mining installations has never become more apparent. The design of complete systems for the mine and plant that fit the mould of today's business and social environments is undergoing an evolutionary process. Traditional concepts in mine development and operations are being sidestepped in favor of new ideas and principles. As the overburden thickness increases, materials handling presents a major problem to mining companies, especially those concerned with the mass production of ore and waste from low-grade deposits. The profit margin here is likely to be significantly less as to take chances with capital investment. 1 Constant efforts are needed to improve upon productivity if the ore is to be economically mined.

The effects of postmining land use planning are addressed in this paper. These effects may include savings in reclamation costs and increased value of reclaimed land. However, this may result in greater planning costs and possible delays in production. Therefore, an economic analysis was undertaken in an effort to determine the importance of each potential result and to quantify the overall economic impact of postmining land use planning. A discounted cash flow analysis was performed using a surface mine cost model to analyze the sensitivity of selling price to changes in various postmining land use planning parameters. As a result of this analysis it was determined that the profitability of a project is most sensitive to delays in production, particularly, if the delay occurs after major investments have been made. Many methods have been proposed for evaluating postmining land use alternatives (Sweigard and Ramani, 1981). Both quantitative methods, such as benefit-cost analysis (Brock and Brooks, 1968), and nonquantitative methods have been proposed. The application of one specific analytical method is pursued in this paper.

On the basis of nonequilibrium zeta potential measurements by laser-Doppler electrophoresis, the sign of the surface charge of alkali halides in their saturated brines has been established. The results are generally as expected from simplified lattice ion hydration theory. This recent electrokinetic information coupled with the stability and prevalence of collector colloids in such soluble-salt flotation systems suggests that the selective flotation of alkali halides is due to the adsorption of oppositely charged collector colloids by heterocoagulation. Experimental flotation results confirm this surface-charge/collector-colloid adsorption model and are presented herein.

The potential for the utilization solar energy for the production of industrial process steer in mineral processing industries is discussed briefly. To advance the technical and economic feasibility of solar-thermal systems applications, U.S. Department of Energy has funded several projects. NL industries of Newberry Springs, California is one among them and has been chosen as a case study. The NL Industries solar system consists of 950 square meters of Del, single-axis, tracking, parabolic-trough, concentrating collectors. It was designee to produce a portion of the 420°. 530°k. steam utilized in a trying operation reduce the moisture content of hectorite ore from 10 percent to 4 percent. (Hectorite is an hydrous magnesium silicate which, when refined, is of significant commercial interest because of its applications in various chemical and food processes.) is estimated that implementation or this solar system could result an annual savings of 3.545 billion KJ ,3.360 billion BTUs), or the equivalent of 90 cubic meters (600 barrels) of oil and a net reduction of 1,860 kilograms (4100 pounds) of air pollutants annually. The technical, economic and institutional issues encountered in the course of this project are also discussed. Finally, the impact of the commercialization of solar energy applications in mineral processing industries is evaluated.

INTRODUCTION From the first historical records of the discovery of uranium as an element and the attempted classification of its minerals in the early 18th century-through its first uses in pigmentation and the coloring of glasses and ceramic glazes-until 1939 when it was discovered that the isotope U235, was fissionable, uranium oxide in the form of pitchblende ores and concentrates (produced mainly in Bohemia, Canada, and the former Belgian Congo) in recent times was the source of uranium compounds incidental as byproducts to the recovery of radium from this invariable associated source. In 1938 this byproduct production from pitchblende concentrates was about 471 st of U3O8, with over 90% from Canada and the Belgian Congo and only 25.85 st from carnotite ores in the United States.1 Under the impetus of the Atomic Energy Commission's (AEC now part of the Energy Research Development Administration) domestic and foreign production incentives and buying programs, and as an initial assurance of atomic armament capability of the United States and the Free World, the growth of the uranium mining and milling industry burgeoned from 1952 to 1962. After a short period of decline, in the second decade and in large commitments beyond, it has again extended its capacity to meet ever-increasing fuel demands of atomic power generation by the electric utilities industry. In 1961 the peak production in the United States alone was 17,758 st of U3O8. Peak aggregate domestic and foreign deliveries of 34,581 st of U3O8 to the AEC occurred in 1960.z Canada's maximum delivery of 13,506 st of U308 was made in 1959. These peak and continued productions in the Free World are largely from: the Mesozoic (Jurassic) and Tertiary (Eocene) sandstones in the United States; the quartz pebble conglomerates of Canada and the Witwatersrand; pegmatites, Jurassic limestones, and Precambrian complexes, with less but significant production; the phosphoria, where byproduct production is minor. This uranium production in the form of precipitated concentrates has come from the milling of ores from these sources, both directly and by retreatment of gold cyanidation tailings on the Witwatersrand. Milling of crude ore has followed these processes: conventional crushing and size preparation, ore drying when required, salt roasting for high vanadium ores and byproduct vanadium recovery, carbonate or acid-leaching processes, classification sand-dine separations or countercurrent decantation (CCD) circuits and complete liquid-solids separations, resin-in-pulp (RIP) or liquid-liquid (solvent) ion-ex- change extractions, clarification of pregnant liquors, precipitation, filtration and washing, sodium and vanadium removals, and drying or roasting and packaging of the high-grade, high-purity uranium concentrate commonly referred to as "yellowcake." Coupled with the hazards and control of dust generation incident to conventional crushing and milling operations, more stringent control of airborne respirable and ingestible radioactive particulates and the protection of personnel against definitive external radiation are inherent to uranium milling. Impoundment and control of tailings and other effluents of uranium milling are more restrictive than in conventional practice, be- cause long-term disposal and containment of the uranium series of radionuclides, whether in solution or in solid form, are requisite to uranium milling and are made manadatory under regulatory agencies of government. 2. GEOLOGY AND MINERALOGY OF URANIUM Early Uses and Byproduct Production of Uranium Uranium was discovered by Klaproth in 1789 but had little commercial importance until the discovery of uranium fission by Hahn and Strassman at the close of 1938. The well-known uranium ores of Joachimsthal, Czechoslovakia, the Congo, and the Colorado Plateau were early sources of radium. Minor quantities of uranium were used for small-scale technical and industrial applications, particularly in coloring glass and ceramics, but most of the uranium was discarded. The Colorado ores were also mined later, chiefly for vanadium. Impetus of Armament Capability and Fuel Demands for Atomic Power Following the discovery of atomic fission, uranium became critically important for military applications and, more recently, as a nuclear fuel. Prior to 1966 uranium was acquired in the United States almost solely for use in the weapons program of the AEC. By 1970 the AEC had procured approximately 325,000 st of U3O8 from domestic and foreign sources. Current and future marketability is primarily dependent upon commercial demand for reactor fuel. The dispersion of oily collector has significant effect on the flotation recovery of ultrafine coal. Generally, reagent dispersion is accomplished by mechanical mixing and/or ultrasonic agitation, followed by direct addition of dispersed collector into the flotation cell. However, such dispersion and reagent addition techniques are invariably inadequate and non-selective. A new collector utilization technique involving gas phase transport of atomized collector has shown improved results when compared to conventional reagent addition techniques. This new technique involves atomization of the collector into the gas stream. Under these circumstances an aerosol is introduced into the flotation cell. Initially, the oil is dispersed within the gas phase (continuous with respect to oil) and the gas phase is dispersed within the pulp (continuous with respect to aerosol). In the flotation cell, the atomized oil droplets coalesce on the bubble's surface and create a de-facto oil-encapsulated bubble. This approach provides excellent dispersion, increases selectivity, and most significantly increases the flotation rate of ultrafine coal. Furthermore, atomization of collector/frother combinations yielded improved flotation yields and maintained near uniform froth levels which is a desirable feature in coal flotation. In addition to flotation experiments, microscopic examinations of the attachment of oil-coated bubbles at a coal surface were conducted by attachment-time and contact-angle measurements. The oil coated bubbles attach at significantly faster rates and with a higher contact angle than do oil free bubbles.

At some surface and underground mines, control of ground-water inflow involves significant costs. These costs include the capital costs for installing a dewatering system, power and other costs to operate and maintain the system, and costs to treat and dispose of the water that is collected. To minimize these costs, design of a dewatering system utilizing wells has been formulated in terms of a nonlinear operations research problem using quadratic programming. Using this formulation, the locations, depths, pumping rates, and pumping schedules of wells are selected so as to minimize the total costs of the dewatering system.

It is shown that dewatering of fine coal particles (D50 : 21 microns) is enhanced near the point of zero charge. The coal surface is modified by the addition of copper ions and adjusting pH to precipitate surface active metal hydroxy species which promote agglomeration and produce low moisture cakes. Filtration kinetics data are used in calculating filter cake parameters from an integrated form of Darcy's law. The influence of copper ions and pH on filter cake parameters and correlations among them are presented.

"The Sheppard East Light Rail Transit (SELRT) project comprises approximately 13 km of new light rail, which will be constructed along Sheppard Avenue East in Toronto. There is a 380 metre long section of the route that will be constructed as tunnel below Highway 404, which is owned by the Ministry of Transportation Ontario (MTO). MTO has published guidelines for tunneling under its highways. An impact analysis was undertaken to predict the surface settlement and angular distortion of Highway 404 resulting from the construction of the twin tunnels. The results were then compared to the performance criteria defined in MTO’s guidelines. As a result of this analysis, it was necessary to request an adjustment to MTO’s current performance criteria. This paper presents details and results of the impact assessment, approaches taken to satisfy the requirements defined by MTO, and provides details of the adjustment permitted by MTO. INTRODUCTION Several major rapid transit projects are planned for the Greater Toronto and Hamilton Area (GTHA) located in southern Ontario, Canada. These projects are part of The Big Move (Metrolinx 2008) initiative, a 25-year, and $50 billion plan aimed at improving regional transportation. Metrolinx, an agency of the Government of Ontario, is now working collaboratively across the region to deliver major Toronto rapid transit projects to the GTHA. One such project is the SELRT. The line will largely run along Sheppard Avenue East on the surface, except for a crossing of Highway 404 where it will be constructed using a combination of open cut and bored tunneling methods. AECOM has been retained by Metrolinx as the Technical Advisor (TA) to develop the Reference Conceptual Design (RCD) and Project Specific Output Specifications (PSOS) for the project. Also, Infrastructure Ontario (IO) is the Co-Sponsor and CH2M HILL is Metrolinx’s Owner’s Engineer (OE) & Project Management Support (PMS) for the new LRT lines. This paper presents information on the tunneling settlement analysis and further work undertaken to satisfy the MTO’s requirements."

The Bear Creek Uranium Mill was designed in 1975 to process 909 tonnes per day (1000 STPD) of low-grade uranium ore from the Powder River Basin in Wyoming. The mill was expanded to 1818 tonnes per day (2000 STPD) in 1979. The Bear Creek Uranium Project is owned by the Bear Creek Uranium Company, a partnership of Rocky Mountain Energy Company and Mono Power Company. The original mill design contemplated processing ores from Bear Creek Uranium Company properties exclusively. The expanded capacity has been utilized for tolling ores from Kerr McGee Nuclear Corp. and other mining companies in the region. This paper describes the process of designing the original mill, the lessons learned from operation, and the design of the process modifications required for expansion. The project background, design philosophy, design basis, design criteria, actual flowsheet, special design considerations, and a comparison of assumed operating conditions and actual operating results will be presented. Bear Creek Uranium Company wishes to thank and acknowledge the help granted by the many operating companies who provided invaluable information, insight, and critique of the Bear Creek design through all the various stages and were instrumental in the successful completion and start-up of the mill. Without their contributions, the design philosophy used at Bear Creek would not have been possible and the results obtained would surely have been less satisfactory.

A significant amount of silca is recovered in the rougher stage of anionic flotation of Florida apatite. This recovery, in the past, has been attributed to both entrainment and cation activated flotation. This study shows that by using a transport factor, it is possible to determine the contribution of each mechanism towards silica recovery. Further, it is shown that the concentration of cations in the conditioning water significantly affects both the amount of silica recovered due to entrainment and true flotation. Further confirmation of this phenomenon was obtained by Ca++ doping of the conditioning water and by using a sodium silicate depressant.

Floor heave can be a major problem in large open pit mines. Unrestrained floor heave can lead to flooding, equipment destruction, slope instability and subsidence. It is particularly troublesome in coal mines where the floor is frequently relatively flat, and is often underlain by major water Searing units. This paper examines methods of analysis used in computing floor stability, and sets out a simple rational method of evaluating the required level of water pressure control to maintain acceptable floor stability. The approach is illustrated by reference to the stability of the floor of the Morwell open cut lignite project in Southeast Australia, where this approach has been used successfully for over a decade.

The Federal Bureau of Mines has developed a chlorine-oxygen leaching technique for the recovery of metal values from lead-zinc sulfide concentrates. Lead, zinc, copper, cadmium, and silver extractions are in the 95- to 99.9-percent range. During leaching, the zinc, copper, cadmium, and silver are solubilized as metal chlorides, and lead is converted to insoluble lead sulfate. The iron contained in the concentrate is converted to insoluble iron oxide, and a majority of the sulfide is converted to elemental sulfur Minor metals such as copper, cadmium, and silver are recovered by precipitation with zinc dust. Zinc is then recovered from the purified zinc chloride solution by evaporation to dryness; the lead is recovered from the leach residue by brine leaching and crystallization to produce lead chloride. Recovery of zinc and lead metals by fused-salt electrolysis of the chlorides is being studied separately.

Recently, the effect of old coal working on the deformation of newly constructed structures has become into question, because it was obliged to plan many engineering structures in old mining areas for the shortage of adequate construction sites and the difficulty of getting location. That is, building, dams, bridges for railroads and highway, power plants, tunnels, storage tanks and so, have to be built on the ground which has old coal working.

The technically troubled new LANDSAT-4/Thematic Mapper (TM) land observational satellite remote sensing system has provided dramatically new and important short wave infrared (SWIR) data, which combined with Landsat's Multi-Spectral Scanner (MSS) visible (VIS), very near infrared (VNIR), and thermal infrared (TI) data will greatly improve regional geological mapping on a global scale. The TM will significantly improve clay, iron oxide, bauxite, and nickel laterite mapping capabilities over large areas of the world. It will also improve the ability to discriminate vegetation stress and species distribution associated with lateritic environments. Examples of the application of remote sensing for nickeliferous and aluminous laterites are illustrated. Nickel laterites on Gag Island, Indonesia are defined by MSS imagery. Satellite imagery of the Weipa, Cape Bougainville, and the Darling Range, Australia bauxite deposits show the potential use of MSS data for exploration and mining applications. Examples of satellite and airborne synthetic aperture radar (SAR) for Jamaica and West Kalimantan, Indonesia document the use of this method for bauxite exploration. Thematic Mapper data will be combined with the French SPOT satellite's high spatial resolution and stereoscopic digital data, and U.S., Japanese, European, and Canadian Synthetic Aperture Radar (SAR) data to assist with logistics, mine development, and environmental concerns associated with bauxite and other lateritic deposits worldwide.
