As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China's plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there's the question of rights. There are several methods (empirical, statistical, and machine learning tools) to calculate blast-induced ground vibration. Still, due to complications in the blasting procedure, under varying blasting loads and strata conditions, it is not easy to predict and simulate blast vibration precisely. Therefore, a study was conducted to simulate the field blast data in Ansys software using explicit dynamics. For this study, monitoring of ground vibration for 20 single hole blasts was carried out. The density of emulsion explosives was in the range of 0.9 to 1.15 g/cc. In the laboratory, rock properties were determined from the rock sample collected from the mine site before blasting. The in-hole velocity of detonation (VoD) and the density of the emulsion explosive were also determined. These parameters were used for numerical analysis to know the ground vibrations at specified points. The results of ground vibration predicted by the model are validated using field data.

In an effort to advance the science underlying ground control engineering, researchers with the National Institute for Occupational Safety and Health (NIOSH) are frequently involved in field studies at collaborating mines. Often, these field studies involve visiting the mine site, instrumentation installation, and data acquisition. Each of these aspects involve potential risks to NIOSH employees. As an organization whose mission it is to promote the health and safety of mine workers, the health and safety of our workforce is paramount. This paper provides documentation of the best practices followed by NIOSH employees who are tasked with visiting and conducting work at underground and surface mines. This includes Mine Safety and Health Administration (MSHA) approved training, mine site specific training, and hazards associated with all aspects of mining that could be encountered by the employee. Additionally, this paper details best practices associated specifically with instrumentation installation including the mitigation of hazards associated with the proper equipment handling, drilling, and the mine environment. The information showcased in this paper can be used as considerations for industry practitioners such as mine operators, consultants, and academic researchers engaged in the installation of instrumentation in the field. Furthermore, the best practices detailed in this paper can be used as a foundation for agreements made between mine operators and researchers to ensure safety procedures will be followed while on mine property. This will result in enhanced safety of both researchers involved in field studies as well as mine employees tasked with assisting and accompanying those researchers.

Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012), and this research is being presented in a series of papers. The first paper (Park and Nelson, 2013a) identified the variables associated with risk in mining projects, and their effects and was published in the October issue of Mining Engineering magazine. The second (Park and Nelson, 2013b) discussed methods of assessing the overall risk associated with those variables (published at www.me.smenet.org), and presented a statistical model based on a survey of 31 experts. This paper will present an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved.

"The Chatham Rock Phosphorite project is situated 450 km east of New Zealand at approximately 350 to 450 m water depth. The deposit occurs as a thin layer of phosphatebearing glauconitic sand at the surface of the sea floor and has a thicknesses typically ranging from 0 to 1 m. The sand layer consists of mainly silt and sand-sized sediments, with phosphatised chalk nodules up to 15 cm in diameter. Phosphate nodules were first discovered on the Chatham Rise in the 1950s by a New Zealand Government survey. During the 1960s to 1980s several private and government sponsored cruises explored the Chatham Rise and surrounding seafloor area. A total of 1174 samples were collected over a 600 km2 area with the majority of the samples collected using a pneumatic -or large Van Veen-style grab-sampler.Since acquiring the licence in 2010, Chatham Rock Phosphate Limited has conducted six cruises in two programs in the Project area. A total of 261 samples were collected using a Van Veen grab, box core and grab samples.Sample quality and QA/QC measures varied considerably between the cruises and within each cruise. A critical part of the assessment of the data collected in the Project area was to determine what quality thresholds to use to allow or disallow data to enter into the estimation process. As part of the data verification process, the relative and absolute quality of the data was assessed in as much detail as practically possible. The best samples were those that were collected using the pneumatic grab, sampled the full sand horizon, had a small location survey error and had no other apparent data ambiguities. This paper describes the challenges for mineral resource estimation for an unconventional style of mineralisation using unconventional sampling techniques."

"It is the duty of the mine operator to ensure the mine environment is healthy and safe for the mine workers. For deep and hot underground mines, this requires maintaining adequate working temperatures by means of mitigating the heat load generated by strata, auto-compression, mining equipment, explosives, ground water and human metabolism. The heat load is best reduced by minimizing the amount of heat transferred to the mine air from these sources and through the use of efficient ventilation with effective cooling systems. The heat emitted by mining equipment and vehicles contributes a significant proportion to the combined heat load of an underground mine. This is especially a problem for diesel equipment due to the fact that besides heat, a large amount of water vapor is produced, which increases the humidity in the production workings. Diesel engines have proven advantageous in recent history due to their high power output and reliability. However, as mines continue to become more mechanized and deeper the climatic problems introduced by elevated heat generation will continue to rise. With that, the issue of heat generated by diesel equipment must be addressed.The economic alternative for diesel engine equipment fleets in underground mines is the electric engine. Technological advances in battery technology, increased mechanical output and improved reliability have made the electric engine significantly more competitive in comparison to diesel engines. Because electric engines do not utilize internal combustion, the heat produced by them is significantly less than the diesel engines. Battery-powered mining equipment likewise eliminate diesel particulate matter (DPM) produced by diesel engines. Utilizing battery electric equipment in underground mines provides many advantages, such as: (a) reduced heat load, (b) healthier and safer environment for the mine workers and (c) reduced mine operating costs due to lower ventilation requirements"

Area mining is a surface mining method that allows for efficient mining and contemporaneous reclamation of tabular or bedded deposits, e.g., coal. Mine planning methods for area mines differ from those of open pit metal mines. Area mines in the Powder River Basin (PRB) use various processes for mine planning at both the strategic and tactical stages. With the ever changing commodity markets, it is becoming increasingly important for mine operators to be able to react quickly to the changing business environment. Tools that allow for the development and rapid comparison of production schedule scenarios are key to ensuring agile mine operations. A survey of mine engineers responsible for mine design and production scheduling at coal operations provides clarity on the current mine design and production scheduling processes in the PRB, as well as a discussion on potential solutions to upcoming challenges. In this article, we describe various mine planning processes used by the coal producers in the Powder River Basin. The survey identifies a clear gap in the ability to create comprehensive schedules associated with limited tools and lack of engineering labor needed to frequently conduct the mine design and scheduling process.

Working with junior mining companies as a valuer, my experience with regulators is that simplicity works and the sales comparison method is the way to go. What I like about Mr. Ellis?s approach (as in his Table 7) is the integration of commodity prices with the timing of acquisitions and the implication of price changes in gold on the adjustment of individual project valuations. However, the sample gold-related appraisals in Ellis?s paper are pre-2008 transactions and readers should be made aware of the current market for such projects. Before moving on, to be noted is that the effective date of the Las Brisas appraisal (Ellis?s sample Appraisal 3) is Feb. 10, 2006; given that the subject value of Transaction 9, Choco 10 in Ellis?s Table 6 was listed as $353 million for a 95% interest in the con-cession, I am uncomfortable accepting that the acquisition was suddenly worth the adjusted value of $1,205 million (as given in Ellis?s Table 7). In some cases, illiquidity discounts can apply, and commodity-wise, in the one-month period between the acquisition in January 2006 and the adjustment to the Las Brisas conditions as of February 10, 2006, the indicated gold price change was only 41 cents/g ($12.60/oz); i.e., from $17.50/g to $17.91/g ($544.40/oz to $557/oz).

The Bardon Trimount, Inc. stone quarry in Ashland, Massachusetts was the recent subject of a quarry closure review report. The quarry produces aggregate using standard drilling and blasting techniques. Stone is processed at an on-site plant. Noise monitoring data collected during the closure review indicate that the quarry generally operates within the quiet range. There is a decrease in noise while the quarry is not operating. Levels of dust associated with the quarry are low. Unpaved roadways are the greatest contributors of fugitive dust associated with the mining operation. The quarry cannot be seen from any homes within the town of Ashland, except during the winter months. The visual impact of the quarry on surrounding properties is minimal. Further quarry development is likely to reduce visibility of the quarry from some areas.

The National Mining Hall of Fame and Museum (NMHF&M) will induct the 2013 National Mining Hall of Fame class on Sept. 14, 2013. The ceremony will take place at the Brown Palace Hotel in Denver, CO. Representing the domestic and worldwide metal production, education, and health and safety sectors of the industry, this year?s five inductees cover a diverse cross-section of the mining industry. The inductees are: Charles F. Barber, Donald W. Gentry, Patrick H. O?Neill, Milton H. Ward and David A. Zegeer. They will join 218 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 26th Annual Induction Banquet and Ceremony. They were selected for being visionaries, leaders and ambassadors, both within their own sectors and across the industry at large. Barber was a top executive at leading U.S. metals producer Asarco from 1956 to 1982. During his tenure, Asarco responded successfully to the demanding requirements of new environmental legislation in the United States and to changing concepts of foreign investment in mining, especially in Latin America. Gentry?s career took him from being a working mining engineer, to renowned mining educator, to president and chief executive officer of a mining company. As an educator, he had a positive impact upon hundreds, if not thousands, of new mining engineers and many others who took his short courses in mine economics. During his years in South America, O?Neill did everything from supervising operations of 15-bucket ladder gold dredges to becoming president of International Mining Corp. As an executive, he emphasized provision of education and training to local people working at mine sites for which he had responsibility. Ward?s experience covered the world and spectrum of metals, minerals and ores, ranging from A to Z (antimony to zinc and Australia to Zambia). He was president, chairman and chief executive officer of Cyprus Amax Minerals from 1992 to 1999, and he was president and chief operating officer of Freeport-McMoRan from 1983 to 1992, during which time he was instrumental in developing Freeport?s world-class Indonesian operations. Zegeer dedicated his mining career to protecting the health and safety of miners as a corporate executive, head of the U.S. Mine Safety and Health Administration (MSHA) and community leader. His tenure at MSHA coincided with a period of remarkable progress in U.S. mining safety .NMHF&M Board of Directors Chairman Paul C. Jones said: ?The five outstanding gentlemen being honored this year as inductees into the National Mining Hall of Fame are classic examples of the leadership and work ethic that has made America?s mining industry the world leader in technically sound, environmentally and socially correct, and economical mineral production that sets the standards for mining worldwide. Banks frequently manage large privately owned mineral land trust accounts for estate heirs. The bank has a fiduciary obligation to follow the “Prudent Man Rule”, which requires that trust properties be managed at least as well as a prudent and knowledgeable owner could. However, banks may not have internal staff proficient at mineral property values, lease contracts, royalties, mining practices, etc. This is an opportunity for experienced geologic consultants and certified minerals appraisers to provide needed help. Items valuable to Trust managers may include: 1. Marketing privately owned mineral trust lands to mining or oil & gas firms, assuring competitive offering prices and terms; 2. Negotiating favorable new mineral lease and purchase-option contracts; 3. Monitoring progress of mining, royalty payments, land reclamation, and environmental clean-up work; 4. Balancing future mining income with later industrial, commercial or housing development, timber harvest, etc.; 5. Assuring that Depletion Allowance tax advantage is taken for actual mine royalty payments, but not for annual non-mining lease (rental) income; 6. Appraising in-ground mineral value for bank audits, estate tax valuations, and equitable property division between heirs; and 7. Serving as expert witness, representing the legal interests of the bank, trusts, and the mineral heirs in litigation. Banks do welcome reliable advice which assists them in achieving the “Prudent Man Rule” and improving mineral income to their land Trust accounts.

The Global Mining Standards and Guidelines Group (GMSG) is building an international, multi-stakeholder community to advance the availability and use of standards and industry guidelines for the global mining community. Standards and guidelines are key strategic tools for operational excellence, enabling companies to move forward with efficient, innovative operations with reduced risk. Launched in May 2012, the GMSG is the first international center to bring together information, resources and collaborative projects for mining standards and guidelines, in an open, knowledge-sharing forum. The GMSG is supported by five partner organizations providing outreach and helping to guide GMSG activities: the Canadian Institute of Mining, Metallurgy and Petroleum (CIM), the Society for Mining, Metallurgy and Exploration (SME), the Australasian Institute of Mining and Metallurgy (AusIMM), the Southern African Institute of Mining and Metallurgy (SAIMM) and the Surface Mining Association for Research and Technology (SMART). GMSG was formed under the CIM Surface Mining Society, though its mandate extends to include underground mining as well. ?SME is supporting the GMSG as a key international activity to advance the implementation of standards and guidelines in our industry, and to provide a forum for our members to access, and contribute to, projects and information to assist their operations,? said SME Executive Director David Kanagy. ?We see the GMSG as a good example of ways the major mining associations can work together for the benefit of all our members.? The GMSG charter encompasses all standards and guidelines that apply to mining; however, a number of subject areas are now being spearheaded by six working groups, namely: ? Access and usage of data from mobile mining equipment onboard systems. ? Operational safety. ? Situational awareness (namely, a unified equipment operator interface). ? Underground operations. ? Asset management and operations data definitions and KPIs. ? Energy in communition.

Waste treatment in the mining industry is by no means a new problem to this field. In a sense, the entire process from ore to finished product is one of waste treatment - the separation of a relatively minor quantity of desired component from valueless material. Where it has been necess-ary or economical to practice conventional waste treatment or pollution control methods, such as dust collection, water recovery from tailings, or impounding of residues for future treatment, this has been done. Generally the containment of hazardous pollutants such as arsenic and cyanide also has been followed in modern times. But it is only recently, with the public outcry for the elimination of all forms of pollution, "that the industry has been forced to solve what often appears to be a myriad of difficult and costly waste treatment problems, or be faced with the alternative of closing down the operation. It is the objective of this paper to describe new as well as conventional approaches to these problems, specifically as might be applicable to liquid-solids separation methods. Host wastes in the industry are present either as solutions or slurries, or can be most advantageously handled by conversion to this form, such as in scrubbing noxious gases and dusts with water. Separation of the solids and purification of the aqueous effluents are, therefore, often the principle problems.

Four years ago, Ashland Chemical Company introduced a new copper solvent extraction reagent for hydrometallurgical utilization. The reagent, an alkylated 8-hydroxyquinoline, is called Kelex 100 ®(1). Since the time of introduction, the reagent has been investigated by several workers for its solvent extraction utility in the separation and purification of transition metals (2-7). In the following text, those factors which are essential to the optimum performance of Kelex 100 on concentrated copper solutions will be discussed. To date, the reagent has been found useful in active concentrations of from 1 to 20% Kelex 100. In order to achieve the best performance for Kelex 100, it has been found that a phase modifier is essential. Various alcohols and phenols have been evaluated in order to improve phase performance and stripping characteristics of the solvent system. Modifiers and diluents are especially important when solvent activities between 3 and 20% Kelex 100 are employed. A 15% Kelex 100 solvent, for example, containing 15% nonyl phenol in Escaid 100 (Exxon) can be utilized to remove greater than 33 grams per liter of copper from an aqueous feed without interstage neutralization, and in the same process scheme the reagent can be stripped to less than 1 gram per liter barren organic producing a pregnant electrolyte containing greater than 40 grams per liter copper and less than 120 grams per liter sulphuric acid. The unusually efficient stripping of Kelex is accomplished by protenation of the extractive molecule during the stripping process.

"Artisanal and small-scale mining (ASM) occurs in many countries around the world, and provides a source of livelihood to many impoverished local people in areas where it occurs. This paper reports the role of female participants and reasons why they engage in ASM. Field visits were made to 12 ASM sites located in the Tarkwa Mining District of Ghana to conduct interviews with male diggers and female participants. It was observed that over 100 women between the ages of 18 and 50 participate in ASM for survival. They engage in ASM largely because they have no alternative employable skills and income sources. These female participants depend on ASM to sustain the lives of their dependents. INTRODUCTION Artisanal and small-scale mining (ASM) conventionally involves use of rudimentary tools (such as picks, shovels, chisels and hammers) to exploit precious minerals and metals from the ground. It has been a major source of livelihood to many impoverished local people for more than a century. In many instances, it is the only source of income to indigenous people who have no alternative employable skills. The World Bank estimated that more than 100 million people around the world benefit from ASM which largely occurs in developing countries in Asia, Africa, Oceania, and South and Central America (World Bank, 2013). Cobalt, which is used in lithium-ion batteries to power cellphones, laptop computers, and electric vehicles, is largely produced by artisanal miners in Congo (The Washington Post, 2016). In Sudan, ASM is a significant contributor to the national economy, accounting for about 85% of total gold extracted yearly from 2010 to 2015 (Ibrahim, 2015). Also, according to the Embassy of Sierra Leone in Washington DC, USA, 90% of mineral export in Sierra Leone can be attributed to thriving artisanal diamond mining in the country (Sierra Leone Embassy, 2016). In Ghana, the ASM sector was recognized by government as a multimillion industrial activity, and through a series of initiatives, it was legalized by promulgating the Small Scale Gold Mining Law of 1989 (PNDCL 218). Presently, artisanal mining is widely practiced in two forms: licensed (registered), sometimes referred to as formal ASM, and unregistered (informal or illegal) operations, popularly called “galamsey”, a name believed to have been derived from “gather and sell” by ancient miners who could not communicate in the English language with European/British miners. The ASM sector in Ghana, like other countries, has seen a rise in female participation over the years. A report by the International Labour Organization (ILO) indicated that women account for about 15% of total workforce in ASM in Ghana, and up to 50% in Africa (ILO, 1999). Other researchers have also estimated women participants in ASM to be between 30 and 70% in Africa (Hinton et al., 2003a; Hinton et al. 2003b; Hilson, 2002). Presently, there is no reliable data from Ghanaian authorities on number of females engaged in ASM. However, data obtained from 15 ASM sites suggest that at least 40% of the employees are women. It is expected that a similar trend exists across ASM operations in Ghana."

In September of 1988, the United States Environmental Protection Agency (US EPA) published final regulations that effect owners and operators of underground storage tanks (USTs). These regulation include stringent technical requirements for owners and operators of USTs containing petroleum and certain hazardous substances. The technical requirements effect both new (those installed after December 1988) and existing USTs and include notification; performance and operating standards; release detection, reporting, investigation; release response and corrective action; and closure requirements for out-of-service USTs. The USEPA also published final regulations regarding financial responsibility requirements for owners or operators of petroleum USTs in October of 1988. These regulations require owners or operators of petroleum USTs to demonstrate financial responsibility for the costs of corrective action and compensating third parties for bodily injury or property damage caused by releases from petroleum USTs. Like thousands of other industries, the mining industry must become thoroughly familiar with these new regulations in order to properly manage their UST systems, ensure compliance, and understand other ramifications imposed by these regulations.

"The mining industry tends to focus on very large numbers, whether it’s talking in terms of size of deposits, tons of material mined, the equipment used or the dollars spent. The numbers associated with mining projects are often in the hundreds of millions, but sometimes it’s the little things that can have the biggest impact.Take, for example, the Rosemont Copper Project in Arizona. Owned by HudBay Minerals, the Rosemont Copper project, when in production, is expected to be one of the largest copper mines in the United States, accounting for about 10 percent of total copper production with annual production expected to be 110 Mt/a (243 million lbs/year). However, the project is currently mired in a years-long permitting process. At the 2017 SME Arizona Conference in Tucson, AZ, Kathy Arnold, director of environmental and regulatory affairs for Hudbay Minerals, spoke about the project and the efforts to get it into production.She opened her presentation with the unfortunate news that her 2017 presentation would not be that much different than the 2016, 2015 or 2014 presentations she gave to the same conference. That’s because, as of Dec. 4, 2017, the project had been in the permitting process for 3,797 days, more than 10 years. The process began when Rosemont submitted its initial mine plan in 2006 and a revised one in 2017. The official start to Rosemont Copper’s National Environmental Policy Act (NEPA) started in 2008.In June 2017, the project received its Final Record of Decision from the U.S. Forest Service, moving it a step closer to production.
