There was a time when an occasional failure of a tailings embankment was considered an acceptable risk associated with mining activities. This is not the case anymore. A major tailings failure today could result in the indictment of mine officials, huge fines and a possible site closure due to the loss of operating permits. As a result of this changed operational environment, tailings disposal facilities must be operated with these potential consequences in mind. Physical controls for tailings embankments are prohibitively expensive. However, the nuclear industry has developed a system of administrative controls as an alternative to physical controls. Administrative controls may be defined as control of actions, through organizations and management, using written procedures, record keeping, review and audit to assure operation of a facility in a safe manner (10 CFR 50). Administrative controls can reduce the cost of operating tailings impoundments, as well as increase the level of confidence in these facilities.

"The results of laboratory evaluations were used to compare the potential of two alternative, biomass-derived fuels as a control strategy to reduce the exposure of underground miners to aerosols and gases emitted by diesel-powered equipment. The effects of fatty acid methyl ester (FAME) biodiesel and hydrotreated vegetable oil renewable diesel (HVORD) on criteria aerosol and gaseous emissions from an older-technology, naturally aspirated, mechanically controlled engine equipped with a diesel oxidation catalytic converter were compared with those of widely used petroleum-derived, ultralow-sulfur diesels (ULSDs). The emissions were characterized for four selected steady-state conditions. When fueled with FAME biodiesel and HVORD, the engine emitted less aerosols by total particulate mass, total carbon mass, elemental carbon mass and total number than when it was fueled with ULSDs. Compared with ULSDs, FAME biodiesel and HVORD produced aerosols that were characterized by single modal distributions, smaller count median diameters, and lower total and peak concentrations. For the majority of test cases, FAME biodiesel and HVORD favorably affected nitric oxide (NO) and adversely affected nitrogen dioxide (NO2) generation. Therefore, the use of these alternative fuels appears to be a viable tool for the underground mining industry to address the issues related to emissions from diesel engines, and to transition toward more universal solutions provided by advanced engines with integrated exhaust aftertreatment technologies. IntroductionDiesel engines have been the workhorses of modern society for industrial and transportation enterprises. Diesel engines of all generations are extensively used in a variety of light-, medium- and heavy-duty applications in underground mining operations around the world. Fuels obtained from various sources and with wide-ranging chemistries have been combusted in diesel engines. However, the bulk of the currently used fuel can still be traced to nonrenewable petroleum sources. The petroleum-derived diesel fuels are primarily made up of saturated acyclic hydrocarbons (parafins or alkanes), aromatic hydrocarbons (arenes or aryl hydrocarbon), and unsaturated hydrocarbons with double bonds (olefins and alkenes). Improvements in the quality of petroleum-based diesel fuels was identified in federal regulations as an important piece in resolving the puzzle of diesel engine emissions (Environmental Protection Agency, 2001, 2004). The reduction of U.S. diesel fuel sulfur content below 15 ppm had the effect of lowering sulfate emissions and enabling the development and implementation of catalyzed emissions control technology across a wide spectrum of applications."

A geostatistical approach is proposed for the design of infill drilling programs. The method is consisted of three major steps: developing geological favorability models, delineating mineralization and ore envelopes, and classifying reserves or resources. Geological modeling aims at developing favorable geological zones in which drilling is designed. Modeling mineralization and ore envelopes establishes criteria on potential blocks to be drilled. Top target blocks should be those included within ore envelopes. The framework of resource categories includes five types: probable reserves, indicated reserves, indicated resources, possible resources, and barren. Indicated reserves or resources are the top priority to be drilled for the definition of minable reserves. Possible resources may be considered as targets for further exploration. The algorithms involved in the analysis include indicator favorablity analysis, ordinary kriging, and indicator kriging. A case study presented here involves a gold deposit of Carlin type. The deposit was delineated by a sparse drilling program with 230 feet of average spacing. The infill drilling program designed by the new method suggests a significant reduction on the number of holes from a regular-grid infill drilling pattern.

In Alaska?s southwest corner, in the Bristol Bay region, 476 holes have been drilled to help define the size of the Pebble Project. The results indicate that the deposit holds close to 32 Mt (72 billion lbs) of copper and 2.9 Gt (94 million oz) of gold. The Pebble Partnership, an Alaskan limited partnership of Anglo American and Northern Dynasty Minerals, owns the project that consists of two world-class mineral deposits. Currently in the prefeasibility and prepermitting stage of development, the Pebble Project is one of the largest and highest profile exploration projects in North America. History The Pebble West Project was originally discovered in 1988 by Cominco (now Teck Cominco). Drilling programs in 1997 defined a near-surface mineral deposit of 1 Gt (1.01 billion st). Minerals found included copper, gold and molybdenum. Northern Dynasty Minerals acquired the property in 2001 and, by 2005, it had confirmed a measured and indicated resource of 4.1 Gt (4.5 billion st) containing 1.2 kt (42.1 million oz) of gold, 11.2 Mt (24.7 billion lbs) of copper and 612 kt (1.35 billion lbs) of molybdenum and additional silver. By September 2005, Pebble East, a deeper, but richer deposit had been found. Drill data by the end of 2005 confirmed a 3.4-Gt (3.7-billion st) inferred resource containing 19 Mt (42.6 billion lbs) of copper, 1.2 Mt (39.6 million oz) of gold and 1.2 Mt (2.7 billion lbs) of molybdenum.

This paper describes results obtained in a test program performed with new equipment, called Mini Pilot Plant, manufactured by Canadian Process Technologies. This equipment was acquired by CVRD aiming at testing flotation circuits, in a continuous closed configuration, with samples obtained from drill cores. Success of this goal would allow CVRD to establish the metallurgical performance of mineral deposits with more confidence in comparison to Locked Cycle Tests (LCT). This paper discusses the importance of assessing the ore variability and compares results obtained in LCTs and Mini Pilot Plant. Results suggest that more reliable data is obtained in MPP test.

U.S. mines are among the most efficient, productive and safest in the world. Much of that efficiency is due to the high-technology equipment and processes available to the industry. The U.S. mining industry can produce more material now with fewer people than it could a few decades ago. And that material can be produced more safely. However, the workforce is growing older and fewer young people are filling the holes created by retirements. Even though mining is one of the highest paid occupations in the United States, young people believe they can find jobs that pay almost as well without the risks and the often remote locations associated with mines.

Construction of the Boddington Mine 130 km (81 miles) southeast of Perth, is about 89 percent complete. When the $2.9-billion development is finished, it will be the largest gold mine in Australia, producing 31 t/a (1 million oz/year), according to project majority owner Newmont Mining. Newmont?s acting regional group executive for Asia Pacific, Philip Stephenson, told a gold conference in Australia that the project would be ?the biggest thing for Newmont this year.? The project has been in the works for more than 10 years, but because of a three-sided ownership and fluctuating gold prices, it struggled to get started. However, Newmont is set to become the full owner of the project and is moving ahead on the low-grade project. ?We are targeting annual production of 31 t/a (1 million oz/year) for each of Boddington?s first five years. When it is in full production, Boddington will be the largest gold mine in Australia,? Stephenson said. ?The mine?s costs applicable to sales will be around US$9.64/g (US$300/oz) and that puts Boddington into the bottom quartile of the global cost curve. ?Strategically for Newmont, Boddington coming on-line will improve Newmont?s overall global geopolitical risk profile as it delivers greater exposure to an AAA-rated country.? Boddington has a projected mine life of 20 plus years. It has current total reserves of 622 t (20 million oz) and rising. Stephenson said Boddington has the largest reserve base of all gold projects in production or those that are about to go into production in A-rated countries or better. And it will be an important asset for many years to come. Newmont will acquire the remaining 33 percent share held by AngloGold Ashanti in a deal that should be concluded in the next two months. Underground mining of coal by longwall mining methods has not been a predominant technique in Ohio. To date, only five mines in the state utilize this method, however, the technique has sparked a certain amount of controversy. As a mining technique, longwalling was introduced into southeastern Ohio in the early 1970's but it did not attract public attention until the mines began moving into privately held surface lands. This occurred coincidentally at about the same time that the state of Ohio began to regulate the environmental impacts of underground mining. Prior to the passage of the Surface Mining Control and Reclamation Act in 1977, (SMCRA), Ohio's reclamation law, Chapter 1513 Ohio Revised Code (O.R.C. 1513) did not regulate underground coal mines. As a result of SMCRA, the Ohio Statute was amended in 1978, to include regulation of the surface effects of subsidence. The inevitable result was that existing mines were immediately subject to regulations that were not considered during the initial mine planning process. (For an excellent survey of Ohio Laws that deal with coal mine subsidence, see Zima, 1985. ) The problem faced at that time by both the coal industry and the Ohio Division of Reclamation (the agency within ODNR charged with implementing O.R.C. Ch. 1513.1, was that of attempting to superimpose permitting requirements, and design performance standards onto mines that' had been operational for a number of years.

Many appraisers/valuers believe that the only valuation method available within the Cost Approach category for Real Property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves, and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties.

The characteristics of the igneous and metamorphic bedrock, extra-hard and abrasive, of the Guadarrama Tunnels, a bi-tube project of length 28.4 km without any intermediate attack, are first commented upon. Next, a detailed discussion is given of the most relevant aspects of the performance of the four double shield type TBMs. The experience of this leads to various recommendations to be borne in mind in future designs of TBM having to work in rock of similar characteristics.

Historically, there have been many occurrences ofmine fires and explosions recorded in the United States and other countries that have demonstrated the existence of explosivemethane–airmixtures, herein referred to as explosive gas zones (EGZs). The risk of mine explosions can increase if the EGZs migrate out from the gob into the surrounding mine entries. Fluctuating barometric pressure is the common cause for EGZs outflowing or outgassing from the gob. Numerical analysis using a 3D computational fluid dynamics method was developed to fully understand the outgassing phenomenon. A number of simulations using various magnitudes and periods of barometric pressure changes indicated that the EGZ outgassing potentially occurs due to lags in pressure, which are strongly influenced by mine conditions and ventilation systems. An early warning system with a real-time pressure monitoring and the application of gob ventilation boreholes are recommended to detect and mitigate explosion hazards from gob outgassing.

A Deep Underground Science and Engineering Laboratory (DUSEL) is being planned at the site of the former Homestake Gold Mine in Lead, SD, under the sponsorship of the U.S. National Science Foundation (NSF) in cooperation with the Department of Energy (DOE). This national facility will host a variety of multidisciplinary science and engineering experiments, including physics experiments that require shielding from cosmogenic radiation. Current plans include construction of large rooms (up to 55 m in width) at depths of 1.48 km (4,850 ft) and 2.25 km (7,400 ft) below the surface. Preparation of the preliminary design required the development of a geotechnical characterization program, including preliminary drilling and coring, core logging, drill hole mapping with a televiewer, drift mapping of the geology and rock structure, in situ stress measurements, and laboratory testing of the mechanical properties of the rocks and discontinuities. Overall rock quality is very good to excellent. Site investigations included geotechnical assessments for the construction of caverns and laboratory modules. The results are favorable and reaffirm selection of the Homestake site for establishment of a Deep Underground Engineering and Science Laboratory.

There are many different machine setup parameters and variables that affect the production of cone crushers in a mineral processing plant. One of these variables is the eccentric speed at which the cone gyrates. In June 2012, pilot tests were conducted on a 200 hp high speed cone crusher to determine the production and operating conditions over a wide spectrum of eccentric speed. Every plant will have variations in the ore characteristics and feed rates throughout the life of the mine, and at times throughout a single shift of operation, which result in non-optimal use of the crushing energy and inconsistent process control. For high speed cone crushers, the crusher will exhibit a different capacity, power required, and discharge size distribution as the speed ranges over the design limits of the machine. This study documents the measured variation in production and energy efficiency both when the crusher was ran at full capacity as well as when the feed to the crusher was not sufficient to run at full capacity. Overall, the results match theory and the capacity and power fluctuated by 25% and 17%, respectively, over the speed range when operated full while there was an overall trend of slightly coarser discharge size distribution as the speed decreased. The results with the fixed feed rate were more telling, as the crushers had 4-14% higher production when making a theoretical minus 12.5 mm product when operating at the optimal speed as compared to the worst speed in the ?typical? speed range for this application. Secondary analysis of the fixed tonnage testing also showed that the power draw was more consistent with lower magnitude spikes at the higher speeds (higher cavity level), as on average the standard deviation of the power draw increased from 7% to 18% and the peak power spikes from 20% to 48% over the speed range tested. The findings lay groundwork for more efficient plant design. Varying the speed of the crusher can be used to tune the crusher speed during commissioning, adapt to changing ore conditions over long periods of time, or be used as a dynamic input into an advanced control system. Each action above would serve to make the crusher(s) more productive and more energy efficient, and would also have mechanical benefits for the machine. These companies are Kaiser, Reynolds, Alcoa, and Alcan, and the Agreements came into effect on February 1, 1980. One of the results of these new Agreements is the Acquisition of all company-owned bauxite lands by the Government and the rationalization of bauxite reserves.

The Ohio River Tunnel Project encountered multiple unexpected geotechnical challenges such as crown and invert instability due to the overstress condition affecting the strata above, below, and in the tunnel alignment during and after TBM excavation along with the potential for methane inflow. This paper showcases how the orientation of a tunnel alignment has a significant impact on how in-situ geological stress can impact the excavation of a tunnel from the contractor’s point of view and how geological features influence gas inflow to the alignment over time.

The Owner Procurement Process or OPP is a proven, viable alternative contract delivery method that is potentially applicable to many tunnel projects. Using the OPP, the owner specifies and procures major tunnel construction items such as tunnel boring machines and tunnel linings and provides them to a tunnel excavation contractor in order to manage risk and accelerate project schedule. However, due to industry perceptions regarding potential owner risk, it is seldom considered or is rejected out of hand. In fact, past performance demonstrates that the process significantly minimizes owner, contractor and over-all project risk and mitigates the impact of any claims and differing site conditions. The paper outlines how the process should be structured to achieve schedule, cost, quality and risk management benefits. Potential and perceived disadvantages are discussed and how the process can be structured to mitigate or avoid them. The planned implementation of this process on the tunnels for the Silicon Valley Rapid Transit Project in San Jose, California is discussed.
