The research activities of the Minerals Research Laboratory, which is a part of North Carolina State University, is normally confined to solving beneficiation problems, and developing flotation processes for the mining industry. In recent years the laboratory has veered from its main purpose somewhat and has placed some emphasis on the manufacture of products from mineral concentrates. This has been the result of requests for help from industry. One such request came to the MRL from a talc producer in North Carolina who was having a difficult time competing with foreign imports of steel marking crayons. He felt that if a process could be developed whereby a satisfactory crayon could be produced from powdered talc at a low cost that he could compete.

Rare earth elements (REEs) are key ingredients in many advanced materials used in energy, military, transportation, and communication applications. However, the prevailing geopolitical dynamics and the rising demand for REEs have rendered the reliance on primary REE resources susceptible to future supply disruptions, posing a substantial risk to the availability of these elements for numerous applications. Therefore, it is imperative to undertake substantial initiatives in the extraction of REEs from secondary sources on a large scale to ensure the resilience of the supply chain. Permanent magnets, lighting phosphors, and nickel-metal hydride (NiMH) batteries are among the secondary sources with high potential for sustainable REE extraction. This review assesses the extraction potential of REEs from the aforementioned three secondary sources and their leaching kinetics and thermodynamics aspects. More importantly, state-of-the-art different existing kinetic models employed in rare earth (RE) leaching were well discussed for a better understanding of the REE leaching reactions. Furthermore, the optimized leaching parameters related to this kinetics were described, and various RE recovery methods were comprehensively summarized. These processes facilitate to managing one of the fastest-growing solid waste streams by minimizing environmental impacts and producing critical metals, including REEs via circular economy approaches. The recovery of REEs from secondary sources aligns with numerous United Nations Sustainable Development Goals (SDGs), particularly in the renewable energy sector for climate change mitigation. Consequently, this trash-to-treasure urban mining concept to transforming e-waste into a valuable resource for REE recovery emerges as a pivotal element within the REE industry.

We have lived through a period of strong metal pricing during the past eight to 10 years. Copper has been hovering in the range of $3-$4/lb during much of the past eight years, averaging close to $3.30/lb. Gold increased steadily from less than $300/oz levels in the early 2000s, reaching almost $1,890/oz in the third quarter of 2011, before tempering back down to the $1,200-1,400/oz range in 2013. Iron ore prices started to rise in 2005 before the staggering increases experienced in 2008- 2010, reaching almost $190/metric ton in early 2011. During the past four years, iron ore prices have ranged from $100-180/t, averaging approximately $140/t. In the aftermath of such a run, it is perhaps too easy to forget where we have come from: The copper price averaged just 77 cents/lb during the six-year period from 1998 to 2003, and averaged just over $1/lb from 1989 to 1997. The gold price averaged $350/oz during the 10-year period from 1994 to 2003. Even more dramatically, iron ore traded in the range of $10-$15/t between 1985 and 2004. So, we have seen sustained, three- to four-fold increases in copper and gold prices, and 8 to 10-fold increases in iron ore prices.

Weather changes of a daily, weekly, or seasonal period affect mineral production and cause significant losses that are considered unavoidable. Private weather forecasting services are available on a contract basis that can significantly reduce the uncertainty associated with weather-induced changes in the production of and demand for minerals. This paper provides examples of current practice and reviews the opportunities that await those producers who incorporate weather services as an integral part of their operating, scheduling, and planning procedures. Private weather forecasts can be highly accurate because atmospheric trends such as conditions and movement tend to persist and are related to previous meteorological events. Commercial meteorological services are prepared to deal specifically with a mineral producer's special problems (Table 1). Tactical use of private forecasts is a major advance over the severely restricted value of public forecasts which, of necessity, are general in nature and cover a dispersed geographic territory. Private weather services provided on a consulting fee basis offer the mineral producer the opportunity for tactical and strategic response to weather conditions at an acceptable cost. This contrasts with the too-frequent current tendency to view weather as a random variable the costs of which are unknown and about which nothing can be done.

The use of phosphorus by mankind is long established. From use in agriculture, foods, high tech electronics, and more recently in EV battery cathode production, one cannot escape its impact on today’s society. This paper will review and describe the circular journey of phosphorus through its value chain from the mining operation of phosphate ore through beneficiation into downstream chemicals production and finally into the EV battery cathode production space. This will include a review of phosphoric acid production from phosphate concentrate using wet process route and thermal route. The wet process route discussed will be via dissolution of phosphate concentrate by sulphuric acid. The thermal route will discuss thermal decomposition of phosphate concentrate using submerged arc furnace to produce yellow phosphorus followed by its combustion to produce phosphorus pentoxide and subsequent hydration to produce phosphoric acid. It will also discuss briefly other phosphate derivatives for specialty chemicals and recovery of phosphorus units from wastewater treatment plants, sewage sludge and incinerator ash. Finally, the paper will discuss the use of phosphorus in EV batteries in the form LFP cathode materials and its production. It will also briefly discuss the LFP battery recycle.

INTRODUCTION Today, conventional raise boring is an accepted method of development in underground mines and on major construction projects. Over the years that this technique, and its associated machines and tools, have been under development, many articles have been written on the subject. To a great extent, these papers have reported operating results of one or more specific projects or have been generalized reviews of state-of-the-art machines and tools. This paper is intended as a review of the technique from an operational standpoint. Conventional raise boring, as opposed to the related variants box hole drilling and underground blast hole drilling, is a two step process consisting of the pilot hole drilling and reaming cycles. This author has covered the subject of pilot hole drilling in another article (1) . A good review of the current machines and equipment has been presented by Monroe (2) and an overall review of this entire technology was published by E&MJ (3) and Mining Journal, April, 1983 (4) . The subject of the reaming cycle is presented here together with some of the technical aspects of how the drilling tools are intended to be used. Political risk is an integral part of the mining business in Northern Andean countries. Peru, Ecuador, Colombia, and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations in such contexts require: 1. Good political risk information; 2. A thoroughgoing political risk management plan; and 3. A strategy to deal with political risk perception on the part of the investing public. Obtaining quality political risk information, developing a political risk management plan, and addressing political risk perception are the foci of this work.

Minerals have been critical to human society from the earliest and their use has been intertwined with the development of civilization. In the Western World, the mining, processing and extractive metallurgy associated with ores was first described in detail by Agricola in the 16th century. He considered these collective activities to be the most necessary and the most profitable of professions, and wrote, "without doubt, none of the arts is older than agriculture, but that of the metals is not less ancient; in fact they are at least equal and coeval, for no mortal man ever tilled a field without implements. In truth, in all works of agriculture, as in the other arts, implements are used which are made from metals, or which could not be made without the use of metals; for this reason the metals are of the greatest necessity to man." Ours is still a materials-dependent society that relies heavily on minerals for raw materials. Today our dependence on minerals is exceptionally great. To meet the need for fuel and non-fuel minerals in a representative year, in the United States alone, about one billion tons of coal and 2.7 billion tons of ore are mined. These mineral products are essential for fertilizers, for construction materials, metals and alloys, for manufacturing household and industrial items, for transportation, and for the generation of electric power. It is instructive to consider the diversity of uses found in our society for a single mineral product - silver, for example. Experts believe that in the past 5000 years we have mined about a million tons, or 31.9 billion troy ounces of silver. In 1988, 133 million troy ounces of silver were used in the Unites States. Most of the silver used was for techno- logical, medicinal and industrial purposes, Table 1. X-ray films, for example, carry comparatively large amounts of silver to lessen patient's radiation exposure. Silver does not prevent tooth decay, but each year about two million troy ounces of silver is used for dental work in the United States. In small quantities it is used in medicine. No metal - not even copper conducts heat and electricity so efficiently as silver. Silver wires lace solar cells, and silver oxide batteries power hearing aids, calculators, submarines and satellites. Hardened with tungsten or molybdenum, miniature discs of silver pass current from wire to wire in cars, telephones and computers. A dish- washer timer alone may have 50 such electrical contacts, which open and close without excessive heat or friction. Silver is an important component of solar reflectors, since no other material reflects light so well or uniformly. In our personal lives, silver remains in high esteem to adorn our tables, provide precious objects and jewelry. In many parts of the world, silver in the form of coins, jewelry and bullion is used for financial independence and security against the vagaries of paper currency. In India, silver is used in its purest form as thin foils to decorate sweets and other edibles. It is obvious that this mineral product, silver, is of great value and utility in our society. Minerals and Environment The benefits of minerals do not come without problems. Much of the silver, for example, lies locked up in copper, lead-zinc or precious metal ores; to extract it creates vast quantities of waste material. On the average, in order to recover one ounce of silver about a quarter ton of ore must be mined. To meet the world's annual demand for silver, approximately 100 million tons of waste is generated every Year. The problem with silver is repeated with all minerals. Conversion of mineral ores into usable materials necessitates the generation of large quantities of waste products that create tremendous disposal problems. In addition to waste material discarded during mining, wastes may be generated during processing as gases, liquids or solids that must be subsequently converted into forms more acceptable for disposal. When alumina is extracted from bauxite ore, one of the environmental pollutants created is known as red mud (RM). This study clarifies that the RM obtained from the Iran Alumina Company has a significant proportion of iron oxides (24%), alumina (19%), silica (17%), and calcium (21%), as well as trace amounts of other minerals. The elements in the RM can be removed and utilized again to reduce environmental pollution. Acid leaching is one of the best ways to selectively exclude some minerals from the RM. In this research, the RM is exposed to different inorganic acids, including HCl, HNO3, H2SO4, and H3PO4, and their binary mixtures. By comparing the results obtained from XRD, EDX, and SEM, it was discovered that CaSO4 crystals are formed by exposing the RM to sulfuric acid. Besides, phosphoric acid was only able to destroy the surface of RM particles. The XRD analyses of acid-washed residues demonstrated that except for the residue of HCl 5 N, all residues contain hematite, showing that inorganic acids cannot easily extract hematite from the complex phases of red mud. While the dissolution of RM with HCl or HNO3 will remove most of the calcium content of RM texture, increasing its iron oxide percentage, which may subsequently be utilized to make colors and pigments.

The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

"Fiber reinforcement has emerged as an alternative to steel bars in precast concrete segments due to advantages such as saving cost and reducing production time while developing a more robust product with improved handling and long-term durability. ACI recently drafted a new report as the first design guideline on FRC tunnel segments to provide specific guidance for this emerging technology. ACI document offers general information on the history of FRC precast segments from tunneling projects throughout the world; a procedure for structural analysis and design based on governing load cases, and a description of the material parameters, tests and analyses required to complete the design. This paper summarizes the design considerations in this ACI guideline prepared by the authors of this paper as the main contributors. Application of this guideline to design of a tunnel with an internal diameter of 5.5 m (18 ft) results in elimination of steel bars.INTRODUCTIONPrecast concrete segments are installed to support the tunnel excavation behind the Tunnel Boring Machine (TBM) in soft ground and weak rock applications. The TBM advances by thrusting off the completed rings of precast concrete segments that provide both the initial and final ground support as part of a one-pass lining system. These segments are typically designed to resist the permanent loads from the ground and groundwater as well as the temporary loads from production, transportation and construction. Tunnel segments are generally reinforced to resist the tensile stresses at both the Serviceability (SLS) and the Ultimate Limit States (ULS). With traditional rebar, a significant amount of labor is needed to assemble the cages and place the rebar, which results in higher production costs.Fiber Reinforced Concrete (FRC) can be used to enhance the production, handling, and placement of precast concrete segments. This is because of the uniform dispersion of fibers throughout the segment to include the concrete cover, which is very advantageous for resisting the bursting and spalling stresses. These stresses develop as a result of the high loads induced on the segments during the TBM jacking process. The presence of fiber in the concrete matrix helps mitigate against unintentional impact loads during segment handling and tunnel construction operations."

Loudoun Water’s Quarry A (Milestone Reservoir) project involves conversion of a rock quarry to a billion-gallon raw water reservoir. The project includes a new 40 MGD pump station, deep intake shaft, and three drill and blast intake tunnels for accessing the reservoir. Due to concerns regarding constructability and construction risks, the project design was paused while a Construction Manager At-Risk (CMAR) contractor was procured. The CMAR contractor was engaged collaboratively with the design team to provide risk and constructability input for refining the design. Aspects of the original design, design modifications, and benefits of the CMAR collaboration will be presented.

"What is your history and how did you get involved in mining?Like many SME members, I came from a mining community with a family history in mining, in my case Walkerville, MT. Both of my grandfathers were underground miners. My father was a miner for a short time. He later sold drinks to the miners. Unfathomable by today’s standards, my dad would pick up the miners’ checks at the pay office and have them cashed and waiting with a shot and beer for the miners when their shift ended. My mother was a nurse, who from time to time, would patch up an unfortunate miner. I remember walking past multiple picket lines on the way to and from grade school, watching homes being boarded-up. I grew up with a deep respect for the critical relationship between labor and management.I had no intention of going into mining and initially set out to pursue a career in chemical engineering. But I attended my first two years of engineering at Montana Tech, due to the proximity and affordability. This is where I met Dr. Tom Finch, a mining professor who taught statics to the engineering students. After a coaching session in a hallway, half way through my sophomore year, I switched to mineral processing engineering. In his colorful way, Professor Finch advised me that, “You do not want to make #@*!! erasers and #@*!! Jell-O the rest of your life go talk to the guys in mineral processing.” He was very persuasive and here I am today.How about your involvement with SME?I encountered SME out of school and a little later in my career. Terry Maio and Jim Arnold invited me to local section meetings in the Missouri Lead Belt. That was my first exposure to the technical programming and relationship building that was possible at the local level. After Ozark Lead shut down and I relocated to Nevada, Rich Johnson, Scott Barr and Dave Collins encouraged me to attend my first annual meeting in Salt Lake City, UT. I joined SME at that time and was fortunate to be engaged by members like Art Schweizer and Jim Arnold, and I soon began the leadership progression for the Mineral & Metallurgical Processing Division. Since then, I have supported SME at the national and the local level serving in multiple roles and capacities."

"When performing a valuation of a mineral property, a developing mine or perhaps an ongoing operation, the appraiser is typically provided with a range of information prepared by the property owner. This information can include ownership records, geological interpretation, assay data, an estimate of the reserves or resources believed to be on site (tons and grade), mine plans, production forecasts, capital and operating cost projections, and so forth.The appraiser familiarizes himself with the data, analyzes the various reports and then prepares the appraisal. There is usually a site visit, and there may be some effort at comparison of the particular mineral deposit with others in the region or with those of similar depositional characteristics, but for the most part, the appraiser is relying on the corporate documents, tempered by his/her experience in the field. Time is usually of the essence, the cost for the assignment has been trimmed, and therefore independent verification of the various components comprising the underlying data base (legal review, redrilling portions of the deposit, collection of new samples, re-assaying, etc.) is unlikely in most situations.In the case of high-value commodities — gold, silver, diamonds, perhaps the platinum-group elements — there have been numerous examples of the property owners attempting to increase the value of their holdings by nefarious methods. Most of these involve salting the deposit in some fashion; i.e., introducing small amounts of the commodity into samples being sent to a laboratory for analysis so that the resultant assay shows a higher grade (Donaldson, 2002; Greeley, 2001; Lechler et al., 2008 and Meech, 2001). Other schemes to enhance the apparent worth of a property include the use of nonstandard assay procedures, incorrect handling or withholding of the underlying information, and false reporting."

The Galena mine is located astride the Polaris fault in the Coeur d'Alene district of northern Idaho. The surface installations are about a mile up Lake Gulch, the mouth of which is about 2.4 km (1 112 miles) west of the old town of Wallace. The mine had its beginnings when the first claims were located in the early boom days of the district in the 1880s and when the first underground ore bodies were opened up in 1917. During the ensuing 14 years, ore was mined from which were recovered 5.4 Mkg (12 million lb) of lead and almost 14.2 Mg (112 million oz) of silver. Workings consisted principally of a vertical shaft from surface to the 800 level and an offset underground shaft to the 1600 level, together with extensive lateral openings. High-grade silver-copper ore was discovered near the Silver Standard fault in the Sunshine mine, a few miles to the west, on the 1700 level in 1930. By 1937, the Sunshine and adjacent mines were producing silver-copper ore on a regular basis. In 1943 additional ore of a similar type was found along the Chester fault, to the east of the principal Sunshine workings. The interest of American Smelting and Refining Co. (renamed ASARCO in 1975) was aroused and the company's geologists determined that the Galena mine, idle since 1931, provided a geological environment in which similar ore might be found. After negotiations were initiated with the owners of the property, Callahan Zinc-Lead Co., the property in question was deeded to Callahan's wholly owned subsidiary, Vulcan Silver-Lead.

In a mineral processing plant there are a number of routine decisions which are based at least in part on the plant's metallurgical performance. Among these are those related to: 1) equipment functioning properly 2) suitable operating conditions 3) reagents achieving desired results 4} determining operating response to changes in ore 5) defining circuits offering potential for improvement A step beyond the routine, are the periodic management evaluations of operating supervision and technical assistance, which are based largely on profit -a direct function of are availability, metallurgical performance and operating costs. The "yardstick", excuse me -"meterstick", by which performance is best measured is the plant metallurgical balance, which tells not only what was produced but how it was produced. Since this metallurgical balance is directly related to both plant profits and individual rewards, it is only reasonable to make that "meterstick" as precise as humanly possible.

Production forecasts derived from the medium-term schedule represent the best path forward for underground mining operations to achieve corporate and operational goals. Unforeseen circumstances, such as equipment breakdown, can cause significant deviations from established production forecasts in the short term. Such situations require timely mitigation of the effects of the deviations in order to stay as close as possible to the medium-term plan. This paper presents a deterministic mathematical formulation for short-term scheduling that addresses this challenge. The formulation is able to make up for deficits resulting from operational disruptions by minimizing deviations from medium-term production goals and mediumterm activity start dates. We demonstrate this in a case study by simulating disruptions involving reduction in ore extraction capacity and development advance rate. Aside from the rescheduling capability, this formulation can help mine planners conduct analysis on the impact of various disruptions on the schedule. The formulation can help identify those conditions or disruptions that are more detrimental to the achievement of forecast targets, or otherwise. The formulation also affords mine planners the flexibility to prioritize one production goal over the other, depending on operational conditions at the mine. In the future, we seek to incorporate in the formulation respirable dust, diesel particulate matter, and ventilation constraints in order to create more realistic schedules and enhance miners’ health and safety.

Loudoun Water is currently implementing a quarry to reservoir conversion that will improve water supply reliability in periods of drought and flexibility in water supply operations when turbidity in its Potomac River supplies are high. The Milestone Reservoir Project consists of an inter-tie to the existing Potomac River Pipeline; new pipeline and tunnel; and a pumped intake and outlet works. Planned construction involves significant risks due to underground conditions which includes hard, igneous rock and high groundwater at the creek crossing. In addition, the site is constrained by Goose Creek, an adjacent residence, active mining in a quarry next to the new reservoir, public use of adjacent park space, and the Washington and Old Dominion Trail. Working with these constraints will require close coordination with active mining operations and public and private property owners. Safety of personnel involved with construction also represents a concern with quarry high walls over 30 meters in height near the planned construction. In consideration of key projects risks, Loudoun Water determined that an innovative CMAR delivery approach provided the best opportunity to achieve its goals in quality, innovation, front-end cost and schedule certainty, and operational flexibility and reliability. What matters most to Loudoun Water is the value in having a builder participate in the design process where key decisions can be made based on consideration of risks, cost, schedule, quality, and operability and maintainability of the system. While a progressive design-build delivery model may have produced similar outcomes, Loudoun Water had already invested in substantial development of the design for the work, and ultimately, CMAR provided Loudoun Water the opportunity to retain the partnership with the design team while gaining valuable input from a contractor. Among the challenges with CMAR in the Commonwealth of Virginia is a substantial limitation on self-performance corresponding to 10 percent of the construction value of the work. A significant industry outreach program was initiated by Loudoun Water to encourage participation with incentives in contract terms that allowed for the CMAR Contractor to make a reasonable profit. This paper reviews the CMAR procurement process and discusses contract incentives that were adopted to promote the work within the constraints of contract law in Virginia.
