Recovery of rare earth elements (REE) from coal-related resources has recently received significant interest due to supply concerns and their key roles in critical industries and defense-related technologies. An integrated flowsheet consisting of sorting, crushing/grinding, physical separation, acid leaching, solvent extraction, and selective precipitation was designed to achieve continuous production of rare earth products from various coal-related resources such as coarse refuse and acid mine drainage. A pilot plant was constructed that enabled continuous testing of the circuitry on a range of different coal-based feedstocks. Despite achieving significant success in producing high-grade rare earth oxide products, low REE recovery values and high operational costs necessitated a re-evaluation of the process flowsheet. This article describes the circuitry improvements that were based on both laboratory and pilot plant test results. Roasting as a pre-leach treatment was found to significantly improve the leaching rate and overall REE recovery values. After roasting West Kentucky No. 13 and Fire Clay coal refuse materials at 600 °C, REE recovery increased by 60 and 40 absolute percentage points, respectively. Rare earth concentration in the pregnant leachate solution (PLS) was increased to around 700 ppm prior to solvent extraction using a staged precipitation method. REEs in the precipitate were re-dissolved, purified, and extracted from the PLS using solvent extraction and selective precipitation to values of around 80%. As a result of the improvements, chemical consumption in the acid leaching and solvent extraction processes was significantly reduced. A techno-economical assessment of the improved flowsheet indicated significant commercialization potential.

[When a blast furnace has a certain defined burden and is operated under fixed conditions of blast temperature, etc., the fuel efficiency is determined by the extent to which the reducing gases can remove oxygen from the burden in the furnace stack. This is determined by two distinct factors: 1) The uniformity of gas-solid contact, and 2) The ease with which oxygen can be removed from individual pieces of burden. This latter is often called burden reducibility. When burdens were poorly prepared the first factor was by far the most important and a study of the reducibility of individual lumps was of rather academic interest recent years good burden preparation with emphasis on sized material has led to greatly improved gas distribution in the stack, and thus the second factor has become much more important and there has been a marked increase in interest in methods of measuring reducibility.]

Particle processing is a key to using solid particles in fuel cell applications. Selectivity with regard to reactivity, impurities, etc. is an important feature and the treatment of particle surfaces could greatly impact the performance of direct carbon fuel cells. Solid fuel particles will become increasingly important in the future. Present energy conversion systems for solid fuels are too inefficient. New energy conversion systems for solid fuels with higher energy conversion efficiencies are possible. Fuel cell technology is a key technology in these new conversion systems. The direct carbon fuel cell (DCFC) operates on carbon particles obtained from a variety of solid fuel feedstocks. The DCFC is the only fuel cell designed to directly oxidize carbon particles in a special anode chamber. The particles are generally graphite structure with high purity. The electrolyte used is the high temperature solid oxide, molten carbonate, or hydroxide electrolyte. Since a pure stream of CO2 is produced, the stream can easily be sequestered and disposed. Pure carbon dioxide produced as a by-product would also have a market in many industries. A well-defined technology roadmap identifying key research and development (R&D) issues is necessary to provide a framework for the development of these systems and to prevent entrenchment in inherently inefficient technologies. The Cigar Lake project, located in northern Saskatchewan (Figure 1), is one of the world?s largest high grade uranium deposits, with reserves of 150 million kilograms of uranium in a deposit averaging 430 metres below the surface. The Cigar Lake project is being developed by Cigar Lake Mining Corporation (CLMC) which is owned by Cameco Corporation (48.75%), Cogema Canada (36.375%). Idemitsu Uranium Exploration Canada Ltd. (12.875%) and Korea Electric Power (2%). Mining the Cigar Lake orebody is presenting a very real challenge due to the high grade and the ground conditions in and around the orebody. Presently, an underground test of various mining methods is underway.

The development of a metallurgical project is a business venture rather than a technical exercise, and its real objective is to obtain the maximum return on investment consistent with the limitations imposed by company policy and the requirements of society. Demand for profits is the driving force for technical advances and naturally leads to improvements in processes, equipment and plant designs. In the mineral dressing field there have been virtually no new processes developed since the introduction of flotation, and the steady erosion of profits by inflation has been offset only by increasing equipment size. Unfortunately, in recent years, plant designers have not always utilized the largest equipment or the opportunities for functional and economic design presented by the development of larger equipment. Lower cost plants can be developed providing that unrealistic restraints arising from the prejudice of past practices are avoided. As an illustration of this premise, three different approaches were taken toward the design of a clearly delineated but hypothetical copper concentrator of 20, 000 tons per day capacity. While the same flowsheet was used in each case, designs were produced for a conventional plant, an alternate using the largest available equipment, and a third scheme utilizing large equipment and the most functional design which could be developed, including features derived from many plants in many different industries. Capital costs were developed for the three separate designs based on a location in the southwestern United States. Ancillary facilities were identical in each case and included a mine truck shop, a maintenance shop, a general office, and a nominal starter dam for tailings disposal within 5000 feet of the plant. Water supply within 1000 feet of the plant, and power furnished to the property boundary has been assumed in each case. The flowsheet of the three plants is shown in Figure 1 and represents the treatment of a typical sulfide copper ore by three- stage crushing followed by single-stage ball milling. Concentration is by flotation roughing and scavenging followed by regrinding of the concentrates and two stages of cleaning.

Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. The past decade has seen remarkable progress by the railroads both in equipment and concepts in the handling of dry bulk. materials. While such shipments have always been an important part of the traffic handled by the railroads I little was done to improve the efficiency of handling or toward attempted optimization of equipment design before 1960. Several developments at about that time turned attention to this important segment of railroad traffic. One was the construction of a successful coal slurry pipe-line. Another was the promise of substantial economy in electric power transmission by ultrahigh voltage systems and finally, came the growing technological and economic feasibility of nuclear fuel electric generating plants. Each of these developments was a threat to the coal traffic of the railroads --the most important single commodity they handled in terms of revenue and tonnage. By the mid-1950's I Southern Railway management had become most concerned with its growing investment in freight car equipment and the declining revenue productivity of the capital employed. Additionally I there was substantial concern with the loss of business and potential losses in the area of the railroad's greatest economic advantage --bulk commodity movements. In 1958 a small team was established to study this problem. They arrived at two conclusions. The first conclusion was that within limits of maximum gross allowable weight on rail the lowest unit net capacity cost of investment came at maximum allowable gross weight per car unit. City Water Tunnel No. 3 is being built in order to provide a redundant system for delivering 4,542,500 m3 (1.2 billion gallons) of water per day throughout the five boroughs of New York City. The present tunnels, City Tunnel No. 1 and 2 (Figure 1), were put in service in 1917 and 1936 respectively, and both have been in continuous service. Tunnels No. 1 and 2 can-not be shut down for inspection or repair until City Tunnel No. 3 has been completed. City Tunnel No. 3 has two stages (Figure 1).Stage One is 20.1 km (12.5 mi) long and is presently delivering drinking water to the boroughs of the Bronx and Manhattan. Stage Two consists of the Brooklyn-Queens Tunnel 17.7 km (11 mi) and the Manhattan Tunnel 14 km (9 mi). The Brooklyn-Queens leg is complete and is set to be put in service soon. The Manhattan Tunnel is being constructed and is the subject of this paper. The Manhattan Tunnel (Figure 1) is comprised of three legs: the north, south and east legs. The con-tract includes the excavation of 8,976 m (29,500 ft) of tunnel and the lining of 14,561 m (47,773 ft) of tunnel. The south tunnel, 5,705 m (18,720 ft), was excavated but not lined, under a previous contract. The tunnel ranges from 181 m (600 ft) to 152 m (500 ft) in depth in the bedrock under Manhattan. The tunnel contract also includes the construction of nine new shafts, 161 m (530 ft) average depth, and the completion of a tenth shaft (the previously built construction shaft). The Manhattan Tunnel contract was awarded to the sole bidder Schiavone/Shea/Frontier Kemper Joint Venture (SSF) for $668,532,680.00, on January 31, 2005. The Manhattan Tunnel was designed ?in house? by the New York City Department of Environmental Protection (DEP) and the construction management was provided by a combined staff of the DEP and a joint venture of Jenny Engineering and URS.

The methodology used to obtain fly ash subsamples of different sizes is generally based on wet or dry sieving methods. However, the worth of such methods is not certain if the methodology applied is not mentioned in the analytical procedure. After performing a fly ash mechanical dry sieving, the authors compared those results with the ones obtained by laser diffraction on the same samples and found unacceptable discrepancies. A preliminary study of a wet sieving analysis carried out on an economizer fly ash sample showed that this method was more effective than the dry sieving. The importance of standardizing the way samples are handled, pretreated and presented to the instrument of analysis are suggested and interlaboratory reproducibility trials are needed to create a common standard methodology to obtain large amounts of fly ash size fraction subsamples.

Recent findings by medical workers on the association of certain zeolite minerals with the high incidence of pleural mesothelioma in two small Turkish villages have caused considerable excitement both in medical circles and in the synthetic and natural zeolite businesses. The 42 cases diagnosed between 1970 and 1977 in one community of 600 population in a region of altered volcanic tuff represent a virtual epidemic of this rare malignancy which normally strikes only about one person in a million. Cancer workers around the world expect that detailed environmental and epidemiological studies of the disease in these areas will shed considerable light on the cause of this particularly lethal form of lung cancer. Scientists and engineers developing uses for zeolite materials in industry and agriculture, however, are justly concerned that the preliminary results available on this situation will be used by environmental and regulatory organizations to label an entire group of miner- als as carcinogens on the basis of what is little more than circumstantial evidence. Although there is no question as to the large number of cases of mesothelioma in these areas of central Anatolia, the work to date has suffered from a lack of sound geological and mineralogical input. Ataman (1) stated that a "correlation" exists between mesothelioma and zeolites in this region; however, the geological data needed to document a direct relationship between the presence of zeolites in the volcanic tuffs surrounding the villages in question and the rate of malignant lung disease in the inhabitants have g been obtained, nor has evidence that suggests a cause-effect relationship between zeolites and cancer been reported. To provide fundamental information on the distribution of zeolite minerals in areas of central Turkey where high incidences of pleural mesothelioma have been reported and to evaluate from first-hand knowledge the published reports and news releases of medical workers engaged in assessing the problem, the following investigation was made.

"A three-dimensional CFD model of a straight grate furnace for indurating iron-oxide pellets was developed for exploring conditions of furnace operation for fluid flow, heat transfer and reactions. The model includes reactions for natural gas combustion in the gas phase and calcination and magnetite oxidation as well as drying in the pellet bed. The performance of the model was investigated with a series of pellet production rates that included adjustments to the fuel rates to achieve proper induration temperatures in the pellet bed. The model may be used to discover opportunities for process improvement.IntroductionIron oxide pellets are a feedstock to blast furnaces for iron making. Pellets require physical strength characteristics needed to maintain their integrity during storage, handling, transportation and smelting. Pellets are produced from iron ore in a series of mineral processing operations that form wet green balls from slurries of iron-ore concentrate with binders, such as bentonite, and possibly fluxing-agents such as limestone and dolomite. The green balls are dried, fired at high temperature, and then cooled in an induration furnace to achieve the strength and chemical composition required for efficient reduction and slag separation in blast furnaces. Induration furnaces are generally straight grates or grate-kilncooler configurations. These furnaces operate with pellet beds passing through a series of temperature zones to control drying and chemical reactions in the bed.Process air passes through the zones in an overall counter flow direction to the pellets for efficient heat transfer and energy recovery from the cooling stage. Consequently, the zone conditions and the overall furnace performance are highly coupled. Thus, it becomes challenging to predict how changes to any single zone may affect the rest of the furnace. To gain a better understanding of machine performance and coupling, a three-dimensional, steady-state model of a complete straight grate induration furnace was created using computational fluid dynamics (CFD)."

Precast concrete segmental lining systems have been gaining widespread use in seismically active areas and a single-pass version of such a system has been developed for use on the Silicon Valley Rapid Transit (SVRT) Project in San Jose, California. The response of tunnel linings to seismic shaking is often predicted using engineering judgment, elastic closed-form solutions and numerical modeling. Such analyses generally assume a continuous structural system and hence do not explicitly model the behavior of the jointed segmental lining. A number of analyses were performed to predict radial and circumferential joint behavior during seismic ovaling and wave propagation. These analyses included a complex, three-dimensional finite element based ground-structure interaction model that incorporates inelastic constitutive soil behavior, cracked concrete properties and no-tension, frictional segment joint surfaces. The paper discusses the results of the analyses and provides guidelines for the design of precast systems in zones of high seismicity.

In this article, the cementation of major impurities from zinc sulphate leach solution by the addition of zinc dust was studied by considering different parameters including time, mesh size, and percentage of excess zinc dust. The output obtained from various experiments was utilized for the design of experiments. A multi-level categorical factorial design with a quadratic model was employed during this study. Results were predicted to minimize the concentration of impurity metals in the solution by altering the parameters. Furthermore, these predicted results were validated by performing another experiment. Successfully, it showed that the predicted and experimental data values were close to each other. The predicted optimized values were 40 min, 100% excess zinc dust, and 300 mesh size for copper; 42 min, 100% excess zinc dust, and 300 mesh size for cobalt; 37 min, 100% excess zinc dust, and 300 mesh size for cadmium; and 34 min, 100% excess zinc dust, and 300 mesh size zinc dust for nickel. At these optimized values, the experimental results showed 99.99%, 55.7%, 99.6%, and 76.6% cementation efficiencies for copper, cobalt, cadmium, and nickel respectively. The statistical design of experiments for the effective cementation of impurities corroborates the economic feasibility of optimizing parameters for the proposed process.

The performance of five dense-medium washers was evaluated in four preparation plants. Three of the plants were making a two-product separation that produced a clean coal and a refuse; one plant employed dense-medium vessels in series to effect a primary and a secondary separation. The secondary drum-type washer produced a low-ash metallurgical coal and an intermediate-ash product suitable for plant fuel or steam generation. The sharpness-of-separation was excellent for all four primary separations and the secondary separation.

Laboratory tests were conducted in a full-scale continuous miner test gallery to evaluate resulting dust levels for changes in face airflow, spray water quantity and pressure, and mining height. The minimum and maximum values tested for each parameter were as follows: airflows between 1.42 and 6.14 m3/sec, water flows between 56.8 and 132.5 lpm, nozzles pressures between 413 and 1379 kPa, and mining heights between 1.52 and 2.74 m. Each of these parameters were evaluated for four common spray system designs. Respirable dust samples were collected in the operator's cab on the miner and in the immediate return. Second-order polynomial models were used to represent expected dust levels and multiple stepwise regression was used to identify significant control parameters for inclusion in the models. Separate models were developed for dust levels at the operator and return locations and for each individual spray system. Interaction between control parameters and curvature effects were found in most models. The analysis indicated that at the operator location, airflow and mining height had the most significant impact on respirable dust levels. In the return, airflow and water pressure were typically the most significant parameters. The models developed for each spray system design can be used by mine operators to guide application of control parameters for a variety of operating conditions and mining heights.

The structure of a mine ventilation network (M.V.N.) can be represented graphically using either the mine plan (map) itself or a number of other types of diagrams. In the U.S., the two most common approaches are the line and the schematic diagrams (see Figures 1 and 2). The purpose of this paper is to introduce another type of diagram, called the canonical diagram (6). The method of M.V.N. representation which uses canonical diagrams is used extensively in Europe, and especially in Poland, where it was developed. The canonical diagram is a noncalibrated topological image of a ventilation system. It gives a simple representation of the ventilation network, allows for the classification of currents within it and enables rapid computer analysis and computation, as well as the representation of the results. It is especially useful in studying and controlling the air flow, and it may be a life saving tool in conducting rescue operations during and after mine fires.

Flooding of open pits now receives considerable attention from the mining industry as an option that may minimize environmental impacts, particularly when anoxia in pit lake deep waters can effectively eliminate oxidation of pit-wall sulphides. A state-of-the-art, coupled physical-geochemical pit lake model is used to verify that a cost-effective, environmentally responsible closure strategy for the open pit at the Kori Kollo gold mine, southeast of La Paz, Bolivia is to adopt a controlled, two-stage infilling of the open pit upon cessation of operations. By filling the pit initially with highly saline waters from evaporation/infiltration basins and naturally saline deep groundwater, followed by capping with fresh river water, a very stable and strongly stratified pit lake will be developed. In addition, the stratification will result in the isolation of metal-rich saline bottom waters from surface waters of good quality. Results of this model provide defensible predictions of the physical stability and evolution of water quality in the Kori Kollo pit lake over time. The model results indicate that anoxic conditions will develop below the fresh-saline water boundary within 1 to 2 years, followed by the rapid onset of sulphate reducing conditions in the bottom waters. Hydrogen sulphide produced by sulphate reduction will readily react with dissolved metals to form highly insoluble metal sulphides. The process results in the gradual removal of metals from the water column and the concomitant improvement of water quality over time. A notable benefit of this strategy is that it can be fully integrated with other mine site closure options as well as future environmental management strategies. The proposed plan allows for: 1) safe storage of saline evaporation basin waters; 2) the potential for passive treatment in anoxic bottom waters of ARD seepages from other mine site operations should they arise; and 3) a repository for future reactive wastes that could be effectively isolated in a physically and chemically stable environment.

In the environmentally conscious social atmosphere today, reclamation in surface mines has become a main issue to the public and the regulatory committees. In response to this increased attention, many regulatory committees have begun to enact more stringent regulations on surface mining operations. Operations across all spectrums of the industry have seen changes. Recently and most visibly the mountain top removal mines have seen several new regulations focusing on environmental protection. Specifically regulatory committees have emphasized a focus on the methods of reclamation and recovery of layers suitable for vegetation. These layers are the most visible once the operation has concluded. Also, these layers have the most human interaction (farming, hunting, and house development). Often times the new regulations enacted are shifting from a performance base to a standards base. The key differentiator being a performance base dictates the final result while a standards base dictates the method to achieve the result. The very nature of many regulations (especially those that are standards based) not only challenges the physical limitations of the equipment used today, they come with a financial impact. For the purpose of this paper, the model will be a surface coal operation, utilizing draglines as primary overburden movers. The coal seam is ten feet thick, the overburden ninety five feet thick, the pits are 150 feet wide, and the dragline is a Bucyrus Erie 1570.
