NFPA 502, Standard for Road Tunnels, Bridges and Other Limited Access Highways establishes minimum fire protection and fire life safety requirements for road tunnels, bridges and other roadways where access by emergency responders is physically limited. The 2008 edition of NFPA 502 represents the Technical Committee?s consensus of current best practice for fire protection and life safety requirements for road tunnels, bridges and similarly limited access highways. Research of national and international test programs, design guidelines and regulating standards was per-formed and considered in an effort to establish a singular, comprehensive document representing a recognized base threshold of fire safety in these type facilities. This paper provides an overview of the more significant revisions including the application of fixed fire suppression systems, guidance on tenable environment, protection of structure and dangerous goods transport.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. Many studies have been made of the microflotation of quartz (1,2,3,4,5,6) and alumina (3,5,6, 7,8) using various anionic and cationic hetero- polar hydrocarbon surfactants as collectors. A few studies have been made on these minerals using amphoteric hydrocarbon collectors ( 9,10, 11,12) and only a few studies have been made on the use of fluorocarbon surfactants as flotation collectors (13,14). The present investigation compares microflotation response of the two minerals in hydocarbon and fluorocarbon collector systems of the anionic, cationic and amphoteric types. An attempt is made to relate flotation response of the minerals to their electrokinetic behavior and the pKa values of the collectors.

The Shirley Basin Uranium mine, located in southeastern Wyoming, USA, was an open pit mining operation consisting of a series of several open pit mines excavated into poorly consolidated sandstones, siltstones, and claystones. Since the initial open pits were developed in 1969, slope failures have plagued the mine and mining operations. These slope failures have persisted into the current mine reclamation period. When the mine was first developed, the open pit slopes were designed to range between 45 to 55 degrees. Numerous slope failures during mine development required the pit slopes to be redesigned with slopes as shallow as 26 degrees. At present, movements are occurring within the open pits on reclaimed slopes that are shallow as 12 degrees. Several detailed slope studies were conducted at the mine in the early 1970s. These studies, combined with more recent geotechnical investigations, provide a unique detailed history of pit slope failures on shallow slopes. This paper presents an evaluation of the slope failures at the Shirley Basin mine, highlighting important mechanisms causing slope failures on very shallow slopes. The evaluation demonstrates important key parameters for shallow slope design.

Alluvial deposits of major rivers often provide relatively uniform tunneling conditions. However, these conditions pose specific challenges due to the tunneling behavior of the granular soils as flowing ground, if unsupported. This paper describes the design considerations and construction experiences gained during the Tunnel Boring Machine (TBM) drives for the Annacis Island WWTP New Outfall System in the Vancouver, B.C. metropolitan area. Meeting the design criteria for connecting two (2) deep on-land shafts with an in-river riser manifold required advancing a 5-meter-diameter slurry TBM through the Fraser Rivers sands and at a tunnel invert elevation with a baseline hydrostatic head of 3.4 bar.

The use of a thickener, without filtration, to produce a non-settling paste (also called thickened tailings) with non-Newtonian rheology has been practiced in Australia for many years for the disposal of red mud. The application of paste thickening technology outside of alumina is relatively new. Interest and installations in paste thickening are rapidly growing. Water shortages and environmental pressures make consideration of thickening tailings to solids concentrations within the paste range necessary in most new tailings projects. The paste thickeners at the DeBeers CTP plant in Kimberley, South Africa are the latest example of paste tailings disposal on the surface, also called “stacking”. Houman (2003) The use of a paste thickener as an alternative to filtration for mine paste backfill is a more recently developed application. This paper describes the principles of design and general operating characteristics of a paste thickener compared to the conventional and high-rate thickener. The application and operating performance of paste thickeners in mine backfill is discussed as an example. An integrated approach to process design is described that matches the performance of the thickener, pumping system, and application on a common rheological basis to ensure that none of these steps prevents achieving process performance targets.

Over the last fifty years, the treatment of enargite concentrates has not received much attention primarily because of the availability of other clean concentrates suitable for processing with existing smelting and/or leaching technologies. As traditional copper ores have become scarcer, copper-arsenic ore deposits have garnered more interest. Arsenic release is a significant concern during the treatment of enargite by pyro or hydrometallurgical methods. Enargite is also very refractive in standard leaching procedures. Thus, economical treatment options for enargite concentrates are needed. Preliminary experiments have shown that the acid-bake leach process could be adapted and used for the treatment of enargite concentrates. In this study, low-temperature (100-400 ºC) sulfuric acid baking of an enargite concentrate followed by water-leaching has been evaluated. The results indicate the thermal transformation of enargite to copper sulfate during sulfuric acid baking, with most of the arsenic being released from the concentrate into the gas phase for baking at 400 ºC. The condition for maximum copper extraction (~100%) from the concentrate was found to be 400 ºC, sulfuric acid amount of 0.5 mL/g of concentrate, and 2 h baking time. Part of the arsenic was captured in the form of arsenopyrite (FeAsS). XRD analysis proved the presence of some arsenic in the form of claudetite (As2O3) in the baked concentrate. Acid baking of pure enargite behaved in similar fashion.

INTRODUCTION This contract is the most northerly portion of the Metropolitan Sanitary District of Greater Chicago's Tunnel and Reservoir Plan. (TARP) The project begins at Addison Street in Chicago and proceeds northerly approximately ten miles to end at Wilmette Harbor and Lake Michigan. The project which consists of 2 work shafts, 32 drop shafts, 7.322 km (24,020 ft.) of 6.7 m (22 ft.) diameter circular rock tunnel, 8.458 km (27,750 ft.) of 9.2 m (30 ft.) diameter circular rock tunnel and miscellaneous rock bolting and grouting, was bid for a total cost of $63,140,480. The tunnel invert elevation varies from 65.5 m (215 ft.) to 77.4 m (254 ft.) below the ground surface, which places the tunnel in a rock formation of dolomite limestone. At the tunnel invert, the unconfined compressive strength of the limestone varies from 96 MPa (14,000 psi) to 152 MPa (22,000 psi). The 6.7 (22 ft.) diameter tunnel required the mining of 10.9 cu m. (14.2 cu yd.) of rock per lineal foot of tunnel while the 9.2 m (30 ft.) diameter tunnel required the mining of 20.1 cu m (26.3 cu yd.) of rock per lineal foot of tunnel. The total cubic meters of rock required to be excavated from both tunnels was 818,821 cu m (1,070,978 cu yd.). All of this will be mined by tunnel boring machines (TBM). These tunnels were not to be lined with concrete. The thirty two drop shafts have upper portions that are cylindrical in the overburden and rock sections. Knowing the depth of contacts between weathering zones in phosphate mines is determinant to define the stripping ratios and the mineralized zones. Contacts are gradational and difficult to define even in the drillhole samples, so the combination with geostatistical simulation techniques helps to define the contact zone and the grade distribution, providing a way to assess the probability of the occurrence and the positioning of contacts between the barren waste and the ore zones. These inputs are used in the scheduling, anticipating risks associated with mine planning scenarios. The results from an application to a case study showed a good improvement when compared to traditional techniques.

Doyon mine, Quebec, Canada evaluates the possibility of desulphurizing their tailings to produce material to be used in as cover over the acid generating tailings disposal site. Laboratory tests were conducted and showed that a single-layer cover made of desulphurized tailings placed over reactive tailings can prevent the generation of acid mine drainage. Modelling with the software Vadose/W was undertaken to optimize the design parameters, namely cover thickness, water table position, and residual sulphide content of desulphurized tailings following laboratory work. It was found that the optimal configuration includes a 1 m desulphurized tailings cover containing 0.8%S, with the water table kept at the interface between the reactive tailings and the cover. To maintain the cover performance to reduce oxygen flux towards acid-generating tailings even in the event of a long dry period, a sand layer is suggested to protect the cover from excessive evaporation. It is possible to reach the environmental objective chosen for Doyon mine (10 mol/m2/year) with the protective sand layer, even in extremely dry conditions.

The history of mining education, like the history of the mining industry, is typified by “boom and bust” cycles. In academia, the perpetual problem can be stated as “too many graduates for the jobs or too many jobs for the graduates.” The deep “bust cycle” that spanned the 1990s through 2003 spawned renewed efforts to eliminate, consolidate, restructure, rename, reinvent or otherwise change mining education to make it (for some) more fiscally or socially acceptable. During this period, a number of mining programs were eliminated, and by the late 1990s senior people in academia and their counter-parts in industry became increasing concerned about the very real possibility that strategic disciplines may disappear altogether. As a result, the Mining and Metallurgy Society of America (MMSA) created an educational committee to explore how industry could help preserve key programs necessary to provide future professionals. Several meetings were held to assess the problems and look for solutions. In 2004, this effort culminated in the first of the “Engineering Education” sessions to be held at the SME Annual Meetings. In response to the information presented in this first meeting, Marc LeVier (then president of MMSA) invited a number of the participants to reconvene the following day. An action plan was formulated and a task force was organized. To more fully represent all industry sectors, SME later that year assumed the sponsorship role for the task force.

The construction and erection of the Coleraine concentrating plant was commenced in April, 1909, and was completed (with the machinery installed) ready for use in 1910. Attached to the main building is 'a table house large enough to accommodate con¬centrating tables for five units and space for a small machine shop and supply store. For the handling of the' railroad cars in the upper portion of the mill there is provided on the north side of the main structure a trestle approach 650 feet long, and on the south or opposite side a tail track 300 feet long. The latter is so constructed as to permit its being incorporated directly in a possible future extension of the plant. The building, viaduct approach and tail, trestle, as well as the table house, are con¬structed of steel, the total amount used being 6,100 tons. The building is covered by corrugated' steel sheeting over 2 x 6-inch wood sheathing fastened directly to the structural steel. The north end of the trestle approach is connected with the main road-beds forming the track system for delivery of the crude ore to the plant over an embankment of a maximum height of 110 feet containing over 2,000,000 cubic yards of dirt.

In the world of mining, erosion can lead to small cracks, which can then lead to bigger problems that, over time, can eventually lead to a catastrophic event. However, when managed correctly, as in the case of the Manefey Slide at the Bingham Canyon Mine in Utah, the damage can be minimized.Numerous industry conferences, technical papers, studies and resources are dedicated to these issues each year, but what is sometimes overlooked is how the erosion of personal ethics can also have life-changing effects.At the 2019 SME Minnesota Conference, April 15-17 in Duluth, MN, two inmates serving their respective prison sentences at the U.S. Federal Prison Camp in Duluth spoke to the conference about how small cracks in their ethical foundations grew over time, eventually leading each man to his new address at the minimum-security facility.The men’s full names were not released and they were introduced as Jeff and Tony. Other than the matching green uniforms, both middle-aged men could have fit in with the rest of the crowd. They are well-educated and articulate whose career paths eroded thanks to greed and careless decisions.Tony, a licensed professional engineer, enjoyed a successful career working in contract oversight for the U.S. Department of Defense. Jeff is a former senior vice president of investments who ran a well-respected investment management team. Both spoke openly about the mistakes they made and emphasized that their crimes were not flagrant violations of the black and white rules but grew from ethical violations that live in the gray area between black and white, and right and wrong.Working in contract oversight for the U.S. Department of Defense (DOD), Tony said he was befriended by a wealthy man who was generous with his money. As Tony told it, a few meals with this man led to a few trips to casinos and eventually to gifts of money. The donor did not ask for anything in return, and at the time, Tony said he did not think that he was doing anything wrong. He admits now that the perception of a high-ranking officer in the DOD accepting gifts is not a good one, as it could be construed as the donor might have been trying to gain favor for future contracts; which is how it was presented in court by the prosecution team."

With the increasing need to mine lower grade ores, high energy-related costs in comminution are of major concern. Very fine grinding is needed to liberate the very fine mineral particles in these ores. Not only is this expensive but it leads to greater losses in 'slimes'. In the early 1970's, 50% of the tin mined in Bolivia, 30% of the phosphate mined in Florida and 20% of the world's tungsten were lost in this way (Somasundaran, 1979). Gravity concentration techniques become unacceptably inefficient for particle treatment below 25-50µm, and even flotation fails in the ultra-fine range. Two approaches can be adopted to try to overcome this problem. The first involves increasing the efficiency of existing equipment or developing new slimes treatment processes. Gravity devices such as the Bartles-Mozley concentrator have been developed for this purpose and good recovery has been reported from 100µm down to 5µm. Such machines, however, have relatively low throughputs, so that large areas of plant space are generally required. Flotation is rapidly growing in importance for the treatment of ultra-fine minerals traditionally treated by gravity concentration.

The problem of predicting the liberation spectra produced by a closed continuous grinding circuit is of fundamental importance for the design, optimization and control of most operations in an ore dressing plant. The only known approach through which such a calculation can be performed is the population balance model equation. The latest and certainly most significant progress made in this area is the solution proposed by King (1990), which requires one textural parameter that can be measured directly from the ore being studied. The main advantage of King's solution is that it does not require the estimation of hundreds of arbitrary parameters that cannot be independently measured, as required by the existing conventional solutions. However, King's solution relies heavily on a knowledge of the detailed internal structure of the Andrews-Milm diagram (Andrews and Mika, 1975). This has never been measured for any ore. The characterization of the internal structure of the Andrews-Mika diagram requires the measurement of the liberation spectra at several progeny sizes produced by the breakage of monosize, monograde particles at several different grades. In this paper, a procedure based on magnetic fluid fractionation for generating seven narrow-size, narrow-grade samples is presented. Each of these samples was then broken into six progeny size classes in an ultrasonic mill. The one-dimensional liberation spectra of each of the 42 progeny and seven parent particle samples were then measured by image analysis. The measured linear-grade distributions are presented in this paper. The calculation of the correspondent volumetric-grade distributions is discussed.

INTRODUCTION Caving Mine Drift Support Design The support of production drifts remains a high-cost item facing the developer or operator of an underground caving mine. Support costs are incurred well in advance of ore production, and there is a strong need to minimize these pre-production commitments of capital. Due to the extensive rock loads that normally develop during the caving process, the support used in caving mines is typically quite heavy and therefore costly. The process of designing this support increasingly makes use of basic tunneling principles, but is hindered by the still-incomplete state of knowledge of rock behavior in caving mines, and high variability of geological conditions in caving orebodies. Caving mines differ from tunnels in that the deformations and rock loads induced are transient and dynamic in occurrence, and are normally large in magnitude, often well in excess of rock mass strength. As opposed to tunnels, caving mine layouts are more intricate, and the methods and effects of construction ordinarily are not as closely monitored. Safety factors in mining tend to be lower and rock masses tend to he weaker. These aspects prevent strict application of tunnel design technology to caving mine drift support, with the result that mine drift supports are commonly designed chiefly on the basis of experience at other mines. Mining procedures at caving mines are evolved in response to site-specific requirements, to the extent that there are really as many caving methods as there are caving mines.

We are proud that one of our predecessor companies originated the phrase "Safety First". That phrase remains today as the guiding principle that governs our total approach to safety and well being in U. S. Steel. U. S. Steel management is totally committed to this attitude and our objective is to have every employee as deeply conscious of his safety responsibilities. Safety is a state of mind but like most things it must have a physical side - both intertwined and inseparable. You might say each promotes the other; and this gives us confidence that with hard work, cooperation from all individuals, and proper application of knowledge and experience, our ultimate objective of frequency "0" will be attained. It is in this vein of thought we present a paper today which gives you briefly our progress, mainly in the physical, or mechanical, protection of miners at work in the Southern District mining operations of U. S. Steel. The Southern District not only includes the underground mining of coal but the underground mining of zinc ore in Jefferson City, Tennessee, and the quarrying of dolomitic limestone near Bessemer, Alabama.

"Several copper projects exclusively utilizing in-situ recovery methods are currently under development in Arizona. Favorable conditions for In-Situ Copper Recovery (ISCR) include a saturated orebody, fracture hosted mineralization, hydraulic conductivity sufficient to effectively inject and recover solutions using wells, and a relatively flat background hydraulic gradient. Safe operation of an ISCR project requires that the operator have the ability to induce and maintain localized hydraulic gradients, thereby controlling the movement of injected and recovered solutions. Benefits of ISCR include reduced initial capital, and a greatly reduced environmental footprint. THE ISCR METHOD EXPLAINED The method chosen to extract a mineral from a deposit is driven by characteristics such as its size, grade and depth of burial. Large lower grade deposits that require significant excavation to access using surface methods are potential candidates for in-situ recovery. ISCR may also be ideal for smaller deposits due to the lower initial capital. However, regardless of the size of the deposit, certain hydrogeologic conditions must be present for ISCR to be successful. In-situ recovery methods do not require excavations of rock from the surface or underground, resulting in a dramatic reduction in surface disturbance when compared to conventional mining. With the ISCR method, what is visible above ground is the processing plant, well heads, piping, process solution impoundments and evaporation ponds. There are no waste rock piles, tailings impoundments, leach pads, or impacts associated with blasting and hauling. Other benefits include reduced initial capital, reduced dust and noise, and lower water use. Early testing of the in-situ copper recovery method by Occidental on the Van Dyke deposit east of Phoenix and by Kennecott at Safford Arizona in the 1970s produced encouraging results, but the permitting regime for a large-scale operation was not yet in place. Additional testing and commercial application of in-situ copper recovery techniques have expanded since the 1980s, most commonly in conjunction with open pit or underground mining operations. For example, several operations in Arizona (San Manuel, Miami East and Tohono) have used in-situ techniques to extract additional copper following conventional mining from parts of the deposits adjacent to open pits or underground workings. Where the rock has been broken up by conventional methods, the method is called “in-place” leaching. The US government has also been involved in assessing in-situ techniques. For example, joint research was conducted by the US Bureau of Mines and industry on the Santa Cruz deposit in Arizona; and both federal and state agencies have been involved to establish the comprehensive permitting regime that exists today. Currently there are several projects in Arizona being evaluated as stand-alone ISCR operations."

Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. Environmental Setting An understanding of climatic characteristics, geology, surface and ground water hydrology conditions, and the physical and chemical characteristics of selected mill tailings deposits will aid in understanding environmental problems associated with tailings disposal and restoration.
