Effective and sustained corporate energy management programs are becoming a necessity for energy users as electricity deregulation laws are enacted on a state-by-state basis across the country and environmental regulations pertaining to emissions become more prevalent. The “Total Energy Asset Management” (TEAM) approach has been developed to assist energy end users with the development and implementation of corporate energy management programs designed to reduce energy risks and increase energy cost savings. This paper highlights the ways in which this approach can be applied to the mining industry while minimizing initial program implementation costs and increasing potential program benefits. Nearly the entire mining industry has become very focused on identifying opportunities to reduce costs per unit of yield. The industry as a whole has increasingly faced pricing pressures in large part due to the effects of global competition. The result of international marketplace participation and the emergence of higher efficiency recovery techniques have resulted in flat or even decreased prices for mining products. Thus, opportunities to reduce costs are actually opportunities to gain a competitive edge over similar mining operations. Due to the energy-intensive nature of many mining operations, the costs associated with energy are often a substantial percentage of operating costs. Therefore, it becomes very important to develop the corporate mentality that energy is an asset whose use should be optimized globally. In addition to the cost benefits of the TEAM approach, other benefits may occur such as reductions in facility greenhouse gas emissions.

The concepts of sea floor spreading and plate tectonics provide more logical explanations of some geologic processes than were possible a few years ago. I plan to premise my discussion of the regional features of Philippine porphyry copper deposits on this tectonic basis, recognizing that parts of the picture can be explained in other ways, but in the belief that this is the best explanation of the whole. The sequence of events which results in the formation of Porphyry deposits (Figure 1) can be summarized as the result of collision of crustal plates, subduction of the oceanic plate, emplacement of a serpentine ultrabasic diapir, formation of a dioritic magma at depths of 300 to 500 km, rise of the magma to a sub crustal or intra-crustal chamber, eruption of andesitic volcanoes, emplacement of diorite or differentiation of the magma into more acidic products, multiple intrusion of hypabyssal rocks and hydro-

An acid mine drainage sludge containing 0.26% nickel, 0.21 % cobalt and 4.5% manganese was leached in a one-liter reactor with sulfuric acid in the absence and presence of sodium sulfite. The effects of temperature (25°C and 52°C) and sodium sulfite concentration (up to 0.03 molar) on the leaching rate were particularly investigated. The leaching rates of nickel and cobalt with sulfuric acid have been determined to be controlled by diffusion through product layer. It has been found that effective leaching conditions to give more than 90% extraction of nickel, cobalt and manganese while keeping the iron extraction below 10% come with an elevated temperature and a low sodium sulfite concentration at pH 3; for example, 52°C and 0.01 molar sodium sulfite.

"The overall goal of this study was to develop a suitable flowsheet to extract rare earth elements (REEs) from coal ash. Only the findings from the first part of this study is being reported at this time. A total of fourteen coal samples of different ranks were examined for REEs concentration. An anthracite coal sample, originating from Pennsylvania having more than 700 ppm (in the coal ash) was selected for the REE extraction tests. The experimental program completed so far included high temperature leaching using nitric acid, followed by the solvent extraction tests. A 4x2x2 experimental design was used to conduct a total of thirty two high temperature leaching tests by varying acid molarity (at 4 levels), solid content (at 2 level) and leaching time (at 2 level). The highest LREE (light REE) recovery of 90% and HREE (heavy REE) recovery of 94% were obtained from the most optimum leaching test condition while maintaining the impurity recovery to the leachate at less than 40%. Solvent extraction experiments were conducted to recover the REE’s from the above leachate solution using a variety of organic extractants including, TBP, Cyanex, D2EHPA and their combinations. D2EHPA was found to be the best extractant during this SX text series providing nearly 99% recovery of REEs. INTRODUCTION The demand for rare earth element and other strategic metals (REM) in the world is rapidly increasing due to their use in a variety of high technology applications. More than 100,000 tons of rare earth oxides (REO) are being used worldwide on an annual basis. However, we have less than 10% of the world reserve of rare earth element (REE) mineral deposits in the US. More than 60% of rare earth oxide (REO) was imported to the US from outside (mostly from China) in the year of 2013. However, China’s institution of export quota has significantly reduced the supply of REMs to the U.S. Hence, new ways of producing REM and/or finding substitutes for those metals for the high-tech applications need to be invented/discovered in a timely manner. Coal Combustion Byproducts (CCBs), which are discarded as waste materials in most cases, are known to contain REEs (in low concentration) that could be extracted using a suitable process flowsheet. This may be a worthwhile route to pursue considering the short supply of REMs and the abundance of coal ash in thousands of ash ponds in the US. On an annual basis, more than 110 million tons of Coal Combustion Byproducts (CCBs) are being produced while satisfying our nation’s need for electricity (ACAA, 2014). However, less than 50% of these CCBs are being successfully used in various applications and the remainder is being dumped as waste materials in the landfills and ash ponds."

Knight Piésold?s annual roundtable discussion was held at the Red Lion Hotel and Casino in Elko, NV on March 14. This year the title was, ?Roundtable discussion on material co-disposal/ co-placement in the mining industry.? This topic was chosen because of the benefits that the mining industry could realize through the advancement of improved methods of storing tailings and mine waste and from reducing short-and long-term environmental hazards while reducing the footprint of these facilities and making strides toward attaining a walk-away solution. Knight Piésold had a local representative, Bryan Ulrich, as well as representatives from its Denver, CO office, including Tom Kerr, president of Knight Piésold?s U.S. practice, and Jeff Coffin, Ph.D., geotechnical engineer, to help facilitate the discussion. The event played host to about two dozen attendees from several western states. Attendees included personnel from more than 10 mining properties, various corporate offices and academia. The purpose of the roundtable was to exchange ideas and information pertaining to broad topics revolving around the subject of co-disposal/co-placement in the mining industry. Compared with traditional conferences and symposia, the roundtable forum tends to provide a less inhibited format for discussion. In the roundtable format, lively discussions and applicable tangential departures are encouraged. This was the seventh in the series of the Elko Roundtable events. Previous roundtables pertained to: ? Heap leach pad design, construction and operation. ? Design, construction and operation of tailings storage facilities. ? Site-wide water considerations. ? Mine closure and cover design. ? Strides toward sustainability in mining. ? High-density tailings, paste and filtered tailings. Acid rock drainage for engineers and environmental scientists.

The trona deposits near Green River, in southwestern Wyoming are world class in size and quality. They contain more than 25 times the reserves of the next largest trona deposit at Lake Magadi in Kenya. Based on present rates of production, the Green River reserve should last for more than 500 years. Since their discovery in 1938, the Union Pacific Corp. has been instrumental in the promotion, development and production of soda ash in Wyoming. Union Pacific spent several years drilling the deposits and trying to promote them to chemical companies. In 1947, Westvaco and Union Pacific entered into what became the first trona lease agreement. Today, the Green River Basin leads the world in soda ash production, accounting for about 25% of the world's supply. Green River producers process more than 14.5 Mt/a (16 million stpy) of trona to produce more than 8 Mt/a (9 million stpy) of soda ash. The future for Green River soda ash looks good, with more of the world looking towards the cheaper and higher quality source of soda ash coming from the natural deposits. Production from the Green River deposits should continue to grow as trade barriers and tariffs begin to fall in Europe and energy and environmental costs force the synthetic producers to exit the market.

Quartz has been of interest in occupational health for years because it can cause silicosis after prolonged exposure. New OSHA regulations (Air Contaminant; Final Rule) list perlite as a nuisance dust. They conclude that perlite is nontoxic when air-borne total particulate concentrations are 15 mg/m3 or below and when quartz content is less than 1% crystalline silica. OSHA has established an 8-hour PEL of 15 mg/m TWA for total perlite dust containing less than 1% quartz. OSHA has established a 5 mg/m3 TWA PEL for respirable perlite. These limits will protect workers from significant risk of eye, skin, or other physical irritation. This regulation is based on a Group 2A classification as a probable carcinogen in humans, at the 0.1% crystalline silica level, by the International Agency for Research on Cancer (IARC 1987a, b). IARC found sufficient evidence for carcinogenicity of crystalline silica in animals and limited evidence in humans. Perlite is not listed as a carcinogen by OSHA or the National Toxicology Program.

The use of diesel-powered equipment in underground coal mines has increased substantially during the last ten years in an effort to enhance mine safety and productivity. Pennsylvania and West Virginia are two of a number of states with regulations governing the use of such equipment. These states both developed and promulgated regulations before permitting diesel equipment in their underground coal mines because of concern for miners’ safety and health, especially with regard to the contamination of mine ventilation air with diesel exhaust emissions. The major components of diesel exhaust emissions are combustion gases and diesel particulate matter. The gaseous emissions consist of carbon monoxide, carbon dioxide, oxides of nitrogen, sulfur oxides and unburned hydrocarbons. The diesel particulate matter (DPM) is comprised of solid carbon particles, liquid and solid hydrocarbons, sulfates and moisture. The Federal Mine Safety and Health Administration (MSHA) also promulgated regulations in an effort to control diesel emissions in underground coal mines. MSHA has adopted threshold limit values (TLVs) for all gaseous components of diesel exhaust, which were established by the American Conference of Governmental Industrial Hygienists (ACGIH). MSHA (30 CFR Part 72 Subpart D) has established a tailpipe DPM emissions limit of 2.5 g/hr for diesel engines used in permissible equipment, heavy-duty non-permissible equipment, generators and compressors used in underground coal mines. A tailpipe DPM limit of 5.0 g/hr has been established for light-duty outby diesel-powered equipment. The rationale for the tailpipe emissions limit was that an ambient measurement of DPM in a coal mine was not feasible because there is no established sampling method able to distinguish between coal mine dust and DPM. The stringent tailpipe emissions limit mandates the use of exhaust aftertreatment devices for most diesel engines used in underground coal mines today. One method by which tailpipe DPM can be reduced to MSHA limits involves using an exhaust cooling device in conjunction with a high-temperature, disposable diesel particulate filter.

Acid mine drainage (AMD) is a serious environmental problem in mining activities. Prediction is the first step for evaluate the potential of acid generation and there are some possible methods to estimate it. They are described as static tests, which examine the balance between acid producing and acid consuming materials, and kinetic tests, which attempt to predict drainage quality over time. Static methods are very simple and give a qualitative classification of the ores based on their potential to generate acid drainage. The characterization of ores to determine their acid producing potential is vital for the prevention of long term environmental liabilities. Laboratory tests were conducted under different methodologies to predict the acid producing potential of sulphide overburden, ore materials and tailings from a deposit of copper ore.

In Pennsylvania there are two distinct coal regions, bituminous and anthracite, in which the mining conditions and production trends are different. Bituminous mining is more mechanized, and production is increasing. This report is concerned specifically with the bituminous area. The bituminous coal industry apparently is facing a shortage of miners and mine officials which may become acute by 1970. Since 1949, when Pennsylvania had more than 100,000 bituminous coal miners, the number has steadily decreased. There are two principal reasons for the decrease of certified miners and mine officials. These reasons are the fact that apprentices are almost a thing of the past and the fact that the image of the coal miner is a poor one to people in general and to parents in particular. This has contributed greatly to the high average age of our miners today. The average age of all those employed in the mines is 50. Yet it is known that the progress in mine mechanization requires younger and more alert men to operate the newer type equipment.

Industrial Minerals commodity profiles are continued from May's Annual Review issue. Diatomite G. Coombs, Manville Sales Corp. Growth in US diatomite production continued to lag in 1986. The US Bureau of Mines estimated that 580 kt (640,000 st) were produced last year. This is a 1%0 growth over 1985. The cumulative growth from the 1982 low point is 4.4%. Present production, though, is still only 90% of the high tonnage of 1979. The industry will see increased competitive activity with the start-ups of two new mines and production facilities in California and Oregon. US production has come primarily from Lompoc, CA, Bassalt, Clark Station, and Lovelock, NV, and Quincy, WA. New production, probably with capacities of 45 kt/a (50,000 stpy) each, have started near Burney, CA, and Vale, OR. Eagle Picher's new, full-line filter aid and filler plant at Celatom, Vale, OR, was dedicated in August. The plant uses diatomite from the Celatom mining district in Juntura, OR. Grefco's new filter aid and filler plant near Burney, CA, was ready in July. It produced flux calcined products through a single kiln and can handle both bag and bulk shipments. The operations are in Shata County with the plant and mine at the same site. Manville Specialties Group is moving its Filtration and Minerals Division headquarters and research staffs to Lompoc, CA. The move is intended to strengthen response and performance by locating research, marketing, and production close together. Diatomite is processed in three methods: natural, calcined, and flux calcined. The natural is dried to remove water and is particle size classified. Calcined or straight calcined products have been sintered to modify particle size or permeability. Flux calcination, or flux sintering, has a stronger influence on permeability and also benefits color. The unique structure of diatomite is used in a range of particle sizes from fine paint fillers, to coarser filter aids, to granular aggregates. Dimension stone L. Meade, Geomapping Associates Ltd. 1986 was another good year for dimension stone production. The trend toward using marble, granite, limestone, sandstone, and slate has created an increasing demand. According to US Bureau of Mines 1986 estimates, 1.1 Mt (1.2 million st) of dimension stone, with a value of $173 million, was produced by 200 companies. This is an increase from 1985, where 220 companies produced 1 Mt (1.12 million st) valued at $172 million. The increased production volume and decreased unit value is due to the competition from imports. The net import reliance in 1986 was 68% compared to 62% in 1985. The value of imports was $374 million in 1986 versus $295 million the year before. In an effort to maintain their market share, domestic finishers, particularly in the granite industry, continued to upgrade plants and machinery during 1986. In addition, offshore dollars have financed a number of fabricating facilities in North America that will finish imported rough stock. It is hoped that this increased domestic production capability will capitalize on a devalued US dollar. The trend has been for growth in stone usage and market. This trend is continuing with increased public awareness and desire for natural stone in buildings. The area of greatest market growth is expected to be in residential and interior decorative stone usage. Use of sophisticated, automated equipment has made the cost more affordable. Now lobbies, foyers, and specialty rooms are being clad in stone. Dolomite J. Welshimer, National Lime & Stone Co. About three-quarters of dolomite production is used as construction aggregates and 10% to 20% is sold or used as an industrial mineral. Total limestone and dolomite consumed for chemical and metallurgical purposes is about 136 Mt/a (150 million stpy). Sales of industrial dolomitic products were somewhat stronger in 1986 than levels recorded in the early 1980s. Some of the sales' strength, however, can be attributed to reductions in the number of active mining and processing operations. The industry will probably undergo further consolidation by the end of this decade. This will be due primarily to the continued softening in demand by the steel industry. Dolomitic limestone deposits being mined for raw materials for the steel, glass, and refractory in¬dustries are generally 54% calcium carbonate and 45% magnesium carbonate by weight. Impurities composed of silicon, aluminum, iron, sulfur, and phosphorous, represent less than 1%. The heaviest concentration of high purity, surface mineable dolomite in the US is in northwestern Ohio. Crushed and sized dolomitic limestone is a basic raw material for the iron and steel industry. The Bureau has identified several ventilation techniques and a water spray application for reducing auger mining dust levels. The dust control methods all work by improving air quantity or flow patterns at the face. Section airflow is maximized by reducing air leakage between entries. Sealing stoppings with brushed- on mortar, containing fiberglass additives, reduces leakage. Heading airflow is maximized by properly installing the brattice curtain and keeping the area between the curtain and rib free from obstructions. The brattice curtains should be hung at least 1.7 m (5.5 ft) from the ribs in 7.9 m (26 ft) wide entries and kept less than 4.6 m (15 ft) from the face. A tight curtain seal is created by using the mine air pressure to force the curtain against the timbers, roof and floor of the mine. Using both a blowing curtain and an exhausting curtain will isolate some face workers from dusty air. The Bureau designed, auger clearer spray system, can be used to force heading air across the active face. Laboratory tests indicate that the auger clearer spray system can increase face velocities by more than 0.5 m/sec (100 ft/min), while using less than 0.13 l/sec (2.0 gal/min) of water.

We propose an advanced truck dispatching system which uses mathematical optimization approaches including integer programming, non-linear networks and the assignment problem. The system produces better operation control than existing algorithms. Furthermore, it provides planning tools for choosing equipment and finding an equilibrium between the quality and quantity of production.

"On-site research and development as well as in-situ testing are key factors to the successful implementation of new mining equipment and technology. Unfortunately the demands and necessities of research and development often conflict with the reality of mine production in operational mines, especially during early stages of research and development and the initial testing of new equipment. Several experimental mines under university supervision attend to this problem and provide a close-to- reality testing environment for the mining industry and mining equipment manufacturers. This paper gives an overview of the design and organization of such an underground testing area as well as of the wide range of possible operations it can facilitate at the example of the FLB Experimental and Teaching Mine (Forschungs- und Lehrbergwerk) at Technische Universität Bergakademie Freiberg, the central European underground research mine. INTRODUCTION As well as the Mining Engineering education follows the same pattern worldwide, the tasks and duties to be fulfilled by engineers in the productive mines are comparable around the globe. This also holds true for the technologies and equipment needed, both in surface and underground mines. Almost all mining equipment brands are being distributed worldwide. The tasks and challenges of guaranteeing an ever- increasing productivity at the mines, while simultaneously maintaining, respectively improving, safety standards, also in the developing countries and emerging economies, requests a constant development, improvement and adaption both of the engineering education and of R&D in technology and equipment. The increasing safety requirements at the mines, in combination with also increasing safety and liability policies, do often not allow a proper practical education of mining engineering students. At the same time, new technologies and equipment to be deployed / brought to the mines have to be fully functional in a production operation from the very first moment. Time losses like break-down time or even repair and maintenance breaks are often costly and, even when expected up to a certain degree with newly developed machines, have a wider negative impact on the neighboring operations and operations within that mine, thus often being unacceptable within the ongoing production process and extremely costly."

Precast concrete segments have been used in sanitary sewer tunnel design for decades. Federal mandates (reduction in heavy metals and I & I), and system design changes (increased retention times) and other factors have exacerbated corrosion problems. In an effort to combat the ever-growing effect of microbiologically induced corrosion, owners, engineers, and designers have been specifying thin-film lining systems to protect precast concrete segments. These systems have compatibility and installation issues. Chemical additives or calcareous aggregates have been utilized in precast concrete, but have only proven to retard the rate of corrosion and do not eradicate the problem. Solid cast polymer segments are stronger than precast concrete, do not require linings or coatings, are impervious to ground water infiltration, and, above all, are inherently corrosion resistant through and through.

Weir Minerals ? Linatex has developed a new approach to the dewatering of fine solids, particularly mine and process plant tailings and wastes. The Weir process, patented in 2009, uses standard process equipment in a standard flow sheet, but applies this approach to materials previously thought to be too fine to be dewatered with this type of equipment. The process can be applied to a wide range of materials, making lower moisture products that can be re-used elsewhere or sent to disposal. It has already been tested successfully on a small scale in Australia on coal fines, zinc mine tailings, red mud, iron ore tails, and copper/gold tailings. The principal factors affecting the solids recovery have been established as: 1. The % solids in the slurry feed to the process ? a higher % solids provides a higher recovery. 2. The particle size of the feed solids ? coarser feeds provide higher recoveries. The key factors affecting the % solids in the dewatered product have been determined to be: 1. The particle size of the dewatered product - coarser materials produce a higher % solids in the dewatered product. 2. The height of the discharge weir on the dewatering screen - a higher discharge weir on the dewatering screen also yields a higher % solids. 3. The angle of the dewatering screen. Setting the screen horizontal increases the travel rate, reduces the bed depth and reduces the % solids in the dewatered product. Back-sloping the screen up to 5° reduces the travel rate and increases the % solids in product. Eight plants ranging in size from 3 t/h to 40 t/h have been sold to a range of customers in China, for coal and iron ore tailings treatment. Australia has one plant, a small unit rated at 30 t/h of sand fines, and has recently completed test work on iron ore tailings for a dewatering plant rated at 135 t/h. Additional tests are under way with clients around Australia, to demonstrate the capabilities of this process on specific applications and to provide confirmation that materials can be processed successfully, before moving on to larger scale tests or full size plants. The advantages of the Weir process include - lower moisture in products, uses proven equipment, lower capital and operating costs, lower maintenance costs, reduced power consumption, compact footprint, can be used in parallel or in series with existing equipment, modular design to facilitate redundancy or expansion, efficient water recovery and simpler water management, reduced cement in backfill mixes, smaller tailings disposal footprint, reduced earthworks requirements, much lower seepage losses, more stable tailings mass, progressive site rehabilitation, reduced impact on local wildlife, reduced risk of dam wall failure, and reduced environmental monitoring and compliance costs.

This paper discusses briefly the evaluation of chrysotile asbestos deposits in ultramafic rocks. Such deposits are limited to serpentinized peridotite and/or dunites. The purpose of any evaluation is to determine whether a deposit contains sufficient ore mineral to justify profitable exploitation. Dimensions of a mineral zone are established by conventional methods, such as mapping, ground magnetic surveys, diamond drilling or underground exploration. The value of the contained asbestos fibre Is dependent on numerous physical properties such as fibre length, strength, flexibility, as well as the actual amount of fibre present. The determination of grade is difficult. The Quebec Standard Test (Q.S.T.) is used to grade fibre according to the proportionate lengths of fibre present. A method of visual vein counting allows calculation of an approximate percent fibre together with a simulated Q.S.T. Various drilling methods are discussed, diamond drilling is favored. Bulk sampling is required to determine fibre quality. Correlation of visual techniques and laboratory methods are often difficult. Reasons for any variance are discussed. Underground bulk sampling of most potential ore zones is strongly recommended to confirm the viability of the property. Evaluation of slip fibre deposits requires greater reliance on laboratory testing as visual methods are difficult to apply. Cross fibre has greater inherent strength.

Nahcolite is a naturally occurring sodium bicarbonate mineral found principally in the Piceance Creek Basin of northwest Colorado. An 8-m thick nahcolite bed, 610 m below the surface, is the target of this first commercial nahcolite mine. A chamber and pillar mining system is developed by solution mining parallel 8-m tall by 18-m wide by 450-m cavities initiated along horizontally drilled holes. Hot water leaching, cooling crystallization and flash drying is the process. The sodium bicarbonate product is consumed by the baking, animal feed, industrial and acid rain abatement markets. A project overview, emphasizing the combination of horizontal drilling and solution mining technologies, will be presented.

Since World War II, the need for the use of explosives in construction, mining, and quarrying near congested urban areas has increased dramatically. Often times a coal mine, once isolated from a city, finds itself surrounded by residential and commercial structures. The United States Bureau of Mines and others have researched blast design to a point where ground vibration and airblast damage can be avoided. A problem still exists, however. It is the fact that people often react to only the loud noise associated with a blast although it may not cause damage. Most often it is the concussion of a blast, less than 20 hertz and inaudible, that produces damage. Public fear from the "startle" and "fright" of loud blast noise greater than 20 hertz leads to the complaints which are generally unfounded. See Thackray, Touchstone, and Baily (1975) for a further discussion of the startle effects of loud sudden noises. When blasts are designed in accordance with U.S.B.M. specifications, management generally has little to worry about with respect to damage claims. Complaints, however, still arise when the noise is accentuated from the blast. It is meteorological conditions which dictate how the sound levels will propagate. Some mines use small pilot test shots (generally one-two lbs) to determine when atmospheric conditions favor sound travel.

Coal produced from surface mines in the Western United States is becoming a more important part of this nation's economy as other types of fuels become scarce. This paper reports the investigation of alternative methods of handling the parting between two coal seams. The results of this investigation are presented as the engineering-economic aspects of alternative parting handling methods involving stowing or back filling techniques. The coal and parting characteristics were selected as being representative of those under consideration or actively mined in the West. The basic philosophy of evaluation is to establish a mine-within-a-mine where equipment selected for minimal capital investment can remove the parting and second seam nearly independent of the ongoing, present production. With proper consideration of design, this parting-coal removal is evaluated as a second operation within the first and has its own profitability measure. The Fort Union Area of Montana, Wyoming, and the Dakotas contains large reserves of low sulfur sub-bituminous coal. In many locations, several coal seams are close to the surface and are separated by relatively thin layers of parting. The removal of overburden and the mining of the upper seam is accomplished effectively with conventional mining methods and equipment. Mining a second seam of coal and handling the parting in accord with economic and environmental controls presents a number of problems. Typically, mining companies have adapted the conventional strip mining techniques used in the East. However, the extreme thickness of the western coal seams offers alternative mining method possibilities for parting and second seam removal.
