Gold plant performance during the start-up period, which extends until capacity production is sustained, has a major impact on the internal rate of return and the net present value of gold projects regardless of mining and processing configurations. The start-up period experiences substandard production, extra expenses, and sometimes reduced recovery. This results in lost profits, a portion of which are recouped at the end of the life of the mine. Poor start-up performance can put projects into financial jeopardy. The gold mining industry regularly experiences start-ups ranging from good to poor. Problem areas, which affect start-up performance, include shortcomings in ore reserve sampling and testing, equipment design and installation, untrained plant operators, inability to cope with problems which arise, and organization of the maintenance program. An investment, equal to 0.5% to 1.0% of plant capital cost, in programs to prepare for start-up, in advance, is recommended. Investment in such a program will make a good start-up possible. Without it the best result which can normally be expected is a fair start-up. Developers of new gold mines are urged to compare the cost of this investment with the anticipated increase in project net present value. Funds for this investment should be included in feasibility studies.

Autocad has become the standard graphics package for the mining industry as well as the general engineering profession. This paper discusses the evolution that mine planning has undergone and the trend toward compatibility with Autocad. It discusses the common use of Autocad in mine planning and systems modeling using a program called ICAMPS developed by Ohio Automation. As an example of its usefulness the use of the interactive ventilation network modeling capabilities are discussed specifically and are applied to mine planning at an operating trona mine. The ventilation analysis feature of the ICAMPS software works from Autocad drawing of the as-mined map and the projected mine layout. Using on-screen displays of these maps and the snap-on feature of Autocad, the planner designates nodes in the ventilation network, connects them into branches and selects branch characteristics from a side bar menu. The color coded ventilation network appears with the branch parameters alongside each branch. The software calculates the length of airways, computes the branch resistances where needed, converts the input into the required format and passes this information as input data along to the PENNVEN simulation program written by the Pennsylvania state University. Output is available in graphical as well as report format. The color coded graphs include pressures at the nodes and flow quantities on the branches. Since the networks come from the mine maps, the ventilation schematic displays are to scale and can be plotted separately or superimposed on the mine maps.

"Diesel engines are one of the primary contributors to the presence of nano and ultrafine aerosols in ambient air and occupational environments. Exposure to diesel emissions has been shown to contribute to various adverse health outcomes of the pulmonary system and cardiovascular system. Currently diesel emissions in the workplace are monitored by way of collecting the aerosol onto filters, which are then sent to a lab for thermal-optical analysis using the NIOSH 5040 method, which measures elemental and organic carbon explicitly. This process can take days or even weeks, and workers can potentially be exposed to excessive levels of diesel particulate matter (DPM) before the problem is identified. To remedy this, researchers from the National Institute for Occupational Safety and Health (NIOSH) are seeking to develop a field-portable method for measuring elemental and organic carbon in DPM aerosols. In the current study, we investigated the use of Fourier transform mid-infrared (FT-IR) spectrometry, which lends itself more readily to implementation in a real-time system than do the thermal-optical analysis methods. We have demonstrated a method for measuring organic and elemental carbon in DPM for a broad range of organic carbon (OC) to elemental carbon (EC) ratios (from 50.3 to 0.8). The ability to handle a wide range of OC to EC ratios is critical given the evolving diesel technology. INTRODUCTION Respiratory illnesses are common in mining industry workers [1] and exposures to toxic aerosols such as DPM can result in serious respiratory illness [2]. Health studies show a correlation between workplace exposure to diesel exhaust and an increased risk of lung cancer [3-8]. The International Agency for Research on Cancer (IARC) has characterized diesel exhaust as a human carcinogen [9], and similar classifications have been made by the World Health Organization and the California Air Resource Board. A recent study [10] suggests that the risk of lung cancer is approximately three times greater for heavily exposed workers. When compared to other aerosols in the mine environment, the settling time of DPM is significantly longer than that of dust due to their small particle size (typically < 1 µm) [11]. Additionally, submicron particles (such as DPM) are deposited in the lungs much more efficiently than their larger counterparts such as dust [12]. Previous studies focusing on particle morphology [13] show that the largest mass contributor to lung disease in mining is elemental carbon, which provides a solid core onto which hydrocarbons are adsorbed. In accord with those findings the Mine Safety and Health Administration (MSHA) decided on submicron total carbon as a surrogate for monitoring diesel particulate matter in the mining environment."

"The construction of 6.3 km long central part of 2nd metro line in Warsaw was completed in September 2014 (7 stations - out of which three 25m deep stations - built using cut and cover method; two single-track tunnels constructed using four EPB TBMs as well as a short NATM section with soil freezing below the existing road tunnel). Central section of the 2nd metro line was opened to public after verification and testing in March 2015. Design and build tender for the extension of this line in East (three stations) and West direction (three stations) was announced with total length of running tunnels – approx. 5 km. Detailed description of a very complex geotechnical context, different construction methods, challenges encountered and solved during construction and finally lessons learnt on this interesting project are presented in the paper. DESCRITPTION OF THE PROJECT Introduction The very first concept plan of the metro system in Warsaw was designed several years after regaining independence by Poland in 1918. In 1929, following the geotechnical survey, design works begun, but the economic crisis of the 1930s stopped it. After a few years of break, in 1938 a coherent concept of the metro network was proposed to be implemented in phases over the next 35 years. In total, construction of 46 kilometers of metro, including 31 km of tunnels and 15 km on surface, was planned. Unfortunately, World War 2 made the implementation of those plans impossible. In the post-war period several metro designs were elaborated, but none except one was scheduled for implementation. Construction of the 1st, 23.1 km long, North-South line commenced in 1983 and finished in 2008 (Sieminska-Lewandowska et all. 2009). Nowadays, Warsaw covers the area of 517 km2 and, according to year 2014 statistical data, the city has much more than 1.7 million inhabitants. Only one operating metro line is not sufficient for such a populated city. Up-to-date metro plan, shown on Figure 1, includes also 30.5 km long 2nd metro line. It’s route is divided into four sections: Western Section with the length of approx. 9.2 km and 9 stations, Central Section with the length of 6.3 km and 7 stations, North-East Section with the length of 7.7 km and 6 stations, South-East Section with the length of 7.1 km and 6 stations. The construction of the central part of the 2nd metro line in Warsaw was completed in September 2014 and its operation started in March 2015. The paper focuses on challenges encountered and solved and lessons learnt during construction of the central part of the 2nd metro line in Warsaw."

This case study evaluates the long- term physical stability of various historical mining structures remediated by the Center for Mining Environmental Research and Studies (CIEMAN) in Hualgayoc, Cajamarca, Peru. The region has a long history of mining activity, with remnants dating back to pre-Inca times. CIEMAN has assumed responsibility for remediating 286 environmental liabilities in the area, including adits, shafts, pits, tailings, and waste rock dumps. The study analyzes the methods employed to stabilize these structures, including geotechnical engineering techniques and revegetation. Long-term monitoring results are presented, assessing the effectiveness of remediation measures and predicting the future stability of the structures. This study highlights the importance of responsible remediation of mining environmental liabilities to ensure the safety and sustainability of communities and ecosystems affected by historical mining.

It has reserves in asbestos for at least 30 years enough potash to supply the current world&apos;s needs for 2,000 years and sulphur reserves for 40 years of current world demand, One of the ilmenite deposits contains enough titania to supply the current world demand for at least, 25 years.

I reached New York at the start of my second South American adventure on Jan. 9, 1916. In the Anaconda office I found that we were not to take the steamer for two weeks which gave me time to study reports on Potrerillos and Corocoro. Reno Sales, whom I had met in Butte only casually, was to go with us to South America. Though he was only a little older than I, he was already an unquestioned leader of our profession, and we became and remained good friends. William Braden was in New York and would return to Santiago with us. Tom Hamilton would also be returning from a vacation. Leighton Stewart, a young engineer who was to work for Braden, was going on the steamer with us, taking along his wife. And of course Dr. Ricketts would go along. He had just become engaged to John Greenway&apos;s half sister, Kate Greenway, and in order not to be away from her longer than was necessary, he did not reach New York until a day before we sailed. This made eight of us who would be in the party. We were to go to Corocoro first, as Braden had taken an option on the Chilean company there. Development was already under way. As reports came in by mail we tried to get as good an idea of the property as we could before the actual examination. Mr. Thayer "put us up" at India House, one of the best lunch clubs in New York, and Reno and I ate our lunches there almost every day. Thayer, Braden, and Cornelius Kelley, who was to succeed Mr. Ryan as president of Anaconda, joined us when they could. At the lunches they told us about the under- ground war in Butte a few years earlier. When I wrote my chapter on the Butte wars in Romantic Copper more than 15 years later I could not help being biased a bit by my friends, all of whom were on the Anaconda side. But their opponents in the Clark and Heinze camp were just as biased in their comments on my book.

At that time the financial markets were on the verge of collapse and my presentation described the issues. Unfortunately I was correct, and global markets went into a steep nosedive, creating the largest economic downturn since the Great Depression.In hindsight, there were plenty of signs that this was coming. The Supercycle had created massive new wealth. This wealth was largely invested in the United States due to the country’s political stability and credit worthiness. In 2004, the large investment banks convinced the U.S. Securities Exchange Commission (SEC) to allow them to triple their borrowing leverage ratios. This made the banks more vulnerable to market volatility. The banks then lent money to NINJAS - people with no income, no job and no assets. Even worse was the fact that these unqualified home owners used adjusted-rate mortgages (ARMs) which they, of course, intended to refinance prior to interest rates rising. These mortgages were then bundled up by the banks and sold to investors as “safe” investment products. The money flowed into these products because the rating agencies gave these instruments high marks. These same agencies earned their fees from the very same banks seeking high ratings. (No conflict there). Private debt exploded and peaked out in 2008.These mortgage products were sold in an unregulated shadow banking system and the ARMs came due. Toxic mortgage default rates skyrocketed and the mortgage-backed securities collapsed in value. This house of cards had a negative feedback loop that accelerated the market crash and resulted in more than $1.5 trillion being lost in the securitization sector, a 47 percent decline in the Dow Jones Industrial Average, foreclosure rates skyrocketing and housing prices collapsing. The financial markets were in a nosedive."

Unrecognized roof beam failures resulted in 69% of the falls of ground injuries occurring in underground U.S. stone mines from 1990 to 1996. Field investigations at 45 underground stone mines suggest that excessive beam sag or deflection is the principal unstable roof behavior characteristics associated with miner injuries. Laminated roof structures, common in most underground stone mines, allow the immediate roof to separate into distinct beams. The timely determination of roof beam deflection could provide stone miners with advanced knowledge of potentially hazardous roof. Existing methods to assess roof conditions consist of observational and monitoring techniques. Observational techniques include open drillholes, sounding, wedging, and borescopes. Monitoring techniques include scratch tools, extensometers, telltales, Miners Helpers, and Guardian Angels1. Miners have difficulty utilizing these techniques because roof beams are located an average of 8 m(26.5 ft) above the miner’s head in environments that are dark, dusty and noisy and these deflections are measured in millimeters of movement. To help mitigate the potential for falls of ground injuries to underground stone miners, the National Institute for Occupational Safety and Health (NIOSH) has developed the Roof Monitoring Safety System (RMSS) to aid in monitoring dangerous levels of roof beam deflection. If enough site-specific information is collected and placed on highly visible maps, individual mining operations could establish general guidelines for responding to specific roofbeam deflection occurrences. This would help in implementing a pro-active, comprehensive roof control plan for reducing falls of ground injuries.

In this paper, we show that the methane emission and the dust generation in under-ground mining currently and in the future pose operational, health and safety conditions which adversely Impact face productivity and worker satisfaction. One solution is the use of a dual-aircourse system of ventilation. In this concept, one aircourse captures and exhausts to the surface the dust generated and the methane emitted in coal/mineral fragmentation while a second aircourse provides workers with cleaner air for breathing and comfort. Various dual-aircourse configurations adapted to the Variable Wall Miner are analyzed and compared with conventional mining in gassy seams, indicating a marked reduction in the required air quantity and the number of aircourses.

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone&apos;s reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can&apos;t save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration&apos;s leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President&apos;s contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Each year with a bigger shopping list and more money to spend the Federal Government went into the marketplace to buy. This action altered the

The basic theme of this symposium and panel Is Rotation Pads: Are They Optimized? There Is a. reason for phrasing the title In the form of a question. There Is not only the technical competency which we must address; there Is the operating philosophy that must be evaluated on the part of both the customer and the supplier. Customers desire reagents which are trouble-free and capable of providing that extra amount of selectivity or recovery. When they receive ft, after the supplier has provided several years of Internal research, one of the first concerns/complaints Is the price of the product. This has a tendency to rapidly reduce a supplier&apos;s support level In the future. Suppliers are equally guilty from another perspective. When they approach a customer to Introduce a product, they often attempt to market by offering only a price Incentive. They then wonder why a customer doesn&apos;t respond Immediately to the incentive. They are often oblivious to the fact that the reagent cost is such a minor aspect of the operating budget, and the customer has many more pressing problems on a day-to-day basis In comparison to the reagent cost. We need to establish the understanding that reagent cost Is an Inconsequential cost of operation, and yet has such a disproportionately high Impact on the success of the entire operation. This understanding Is required by both the customer and the supplier. We say to each other,&apos; why are we discussing this since this has been obvious for some time?&apos; The reason is relatively simple in that we talk about it, acknowledge it, and yet we do not adhere to it. The supplier provides a product along with test data containing statistics, analysis, recovery, grade and cost calculations while most of the time ignoring the operating technique which must be applicable In the plant In order to optimize the product. He expects the reagent to be substituted In the plant for the existing reagent and ft works or does not work after trying several variables. The operating management Is equally guilty, In order to best explain this to both the customer and the supplier, ft becomes necessary to review the basic purpose of the major reagents utilized In flotation. A collector is basically to Impact selective, maximum water repellency on the surface of a particular mineral, The frother has the purpose of providing a chemically stabilized membrane on the surface of the bubble at the air-water interphase. This, then, provides a host environment for the attachment of the collector-coated mineral to a bubble. The depressant functions In the reverse of the collector and must demonstrate the same or greater degree of selectivity than expected of a collector. The key area which has been Ignored Is the rate by which these reactions occur and Interrelate. This has a very specific effect on the operating technique and the compatibility of the chemistry, equipment, and the operator himself. Researchers, suppliers, and customers provide reams of data to demonstrate how their products or design produce, for example, higher kinetics, more selectivity, or more recovery. The Information is often true. After all, we are all learned men and laboratory and actual plant data do not lie. However, we must remember the theme of this symposium and panel: Flotation Plants: Are They Optimized? and Optimizing of Flotation Reagents? The direct, honest comment to the two titles is very simple. OF COURSE THEY ARE NOT The plants, equipment, and reagents had better not be optimized or else we are in trouble. The Issue of this panel discussion is to approach this subject from a slightly different or perhaps mainly Ignored aspects of optimizing reagents in flotation. When we have reagents which provide higher kinetics, more selectivity, and better recovery, how do we use them? Since each reagent has a different physical characteristics of froth, rate of recovery, volume effect on the compatibility of equipment, and many more aspects too numerous to mention, the question which has been severely Ignored Is, &apos;What degree of study and cooperation by both the supplier and the operating management has been conducted In order to prepare the operator for maximizing the performance of a reagent In relation to the rest of the system?" Prior to testing a new reagent, how much time Is spent to bring the actual operator(s) Into the program to make them feel part of the program? How much time is spent explaining to the operator on the float floor how to possibly take advantage of a reagent with faster kinetics or one which Is Inherently more selective? What

The control systems engineer is often faced with the problem of designing tests or experiments where the cost of obtaining information is expensive. This is true in aerospace as well as in process industries. In these situations the details of test design should be carefully evaluated before any test is executed so that the maximum amount of information is obtained for the effort expended. In recent years there has been a steady trend towards increased automation, In the process industries this has resulted in extensive review of process variables and, instrumentation techniques, development of more accurate system mathematical models, and extensive investments in complex control system as well as completely automated plants. When planning and developing these systems, where each measure of a process variable is usually expensive, it behooves the design engineer to give considerable thought to the details of test design before instrumentation is procured and installed so that the maximum amount of information can be obtained for the expense incurred.

The LUMINEOS network was established in 2013 to monitor mining-induced seismicity in Legnica-Głogów Copper District (LGCD), located in south-western Poland. Since the starting time, the network was improved and today consists of 17 seismometers and 10 accelerometers. Up to now, the strongest recorded earthquake in the region had Mw4.0. Both raw seismic data and earthquakes catalog for events recorded by the LUMINEOS network are fully open and available on the EPISODES platform (https://tcs.ah-epos.eu/#episode:LGCD). During the last 7 years, the network improvements gave us a possibility to increase location accuracy for shallow mining events. This accuracy is influenced by factors such as the configuration of seismic stations, noise level at seismic stations, and the influence of the velocity model. Here we encountered two main issues which are worth to discuss. The first one is the low detection threshold of two seismic stations and their significant impact on the location errors. The second one is the large uncertainty in the S-wave picking. Even though S-waves are not so clearly visible on seismograms, they are very helpful in the estimation of source location and strength of seismic events in the region. In our work, we present the history of LUMINEOS network and corresponding improvement on location accuracy as well as the influence of noisy stations on the error distribution and how it is connected with location results. We also investigate the effect of the S-wave phases and how they are related to the accuracy of the earthquakes locations in the network.

Mine managers need better information to locate new opportunities and then to assess the effect of their decisions. We are developing the Intelligent Decision Support System (IDSS) and its two major modules, the Pattern Recognition System (PRS) and the Knowledge Representation Subsystem (KRS) to automatically provide the information from monitoring system sensors. This paper focuses on the KRS Algorithms that extract key information from lists of time study type event sequences. Because a static system cannot operate effectively in a dynamic mining environment, we are prototyping an index based technique that allows the system to adapt itself to this dynamic environment.

Asarco has been using computer-aided open-pit mine design since 1966. The in-house developed program package includes drill-hole analysis programs, interpolation routines, and three-dimensional open-pit design programs. The financial analysis step after pit design required that a reasonably accurate schedule be produced so that a good cash flow model could assess the feasibility of a project. The manual method of scheduling was too time-consuming for feasibility work, so a computerized scheduler was required. Since no computerized mine scheduling programs existed, we requested proposals from consulting firms to develop such a program. The selection of a consulting firm, the formulation of the contract and design specifications required about three years to accomplish. The consulting firm, Systems Control Inc. (SCI), of Palo Alto, spent over one year doing the programming and testing alone. The details of the program development were reported in "Computerized Year-by-Year Open-Pit Mine Scheduling," SME-AIME Transactions, December 1974. In June of 1973 the program, which SCI dubbed Optimum Resource Extraction or ORE, was installed. Version 1 of ORE was utilized successfully on three separate properties over a period of two years. During this time it became obvious that some of the original design specifications were restrictive, and certain modifications were required. The ORE program was submitted for modification, and after one year version 2 was operational in May of 1976. The program now consists of approximately 20,000 lines of FORTRAN source statements grouped into 190 subprograms, and runs in a 450K region of Asarco&apos;s 370/148 in Cranford, NJ. The Tucson com¬puter (370/115) is tied to the Cranford computer via a 9600 baud leased T.P. line, for running mine scheduling and other large mine planning programs.

The Bond ball mill grindability test is one of the most common metrics used in the mining industry for ore hardness measurements. The test is an important part of the Bond work index methodology for designing and measuring the efficiency of mineral grinding circuits. In spite of being called “Bond’s Law,” the work index equations are not a law of nature; but rather an empirically measured regression of a large data set collected by the Allis- Chalmers corporation in the period between 1930 and 1952. As a regression, it is valid within a specific “calibration space,” and great care is required when deviating the test procedures or observing results that are outside of that calibration space. This paper is a collected summary of other works by the Authors that describe feed sizes, product sizes, quality control checks, and other information about interpreting the test and using its results. Examples of adjustments that are sometimes required when using the test are: changing the test product (P80), and coping with a feed that is too fine to apply the “proper” feed preparation steps (such as is sometimes observed from HPGR or SAGDesign product testing). Related metrics, like the Morrell Mib value and Levin B value will be discussed, along with recommendations for their use on design projects. Various pyrometallurgical methods for treating Ilmenite and Zircon concentrates are reviewed. Laboratory experiments, using a thermal plasma reactor, have been performed to evaluate: the conversion of ilmenite to TiC or TiC-Fe and the conversion of zircon to ZrC or ZrC-SiC. Results are examined and possible processing routes are identified.

To fully utilize a ventilation simulator as a planning and production tool, the network database must keep pace with mining progress. By using AutoCAD&apos;s™ attribute-definition function, the branch data and node coordinates can be stored as part of the branch-diagram file and updated with the drawing. Attributes are drawing entities that contain text which can he extracted in a standard spreadsheet format or as an ASCII text file. The data can be subsequently loaded into a ventilation simulator. This paper presents the methodology for using AutoCAD&apos;s™ attribute feature in a ventilation simulation format.

"The mining environment presents challenging and complex situations for the application of medical care. The combination of remote locations, difficult access and longer response times may create an increase in morbidity and mortality in the event of serious accidents. The U.S Mine Safety and Health Administration (MSHA) has only minimal requirements of first aid training for mine workers. For mine rescue team members, MSHA requires medical training at the Emergency Medical Responder (EMR) level, as only prescribed by mine rescue contest rules. This paper examines, based on mine accident statistical information, whether a higher level of medical training, for example at the Emergency Medical Technician (EMT) or at the Advanced Life Support (ALS) level can better address injuries most commonly disabling or leading to the death of miners in the United States. BACKGROUND Prehospital emergency medical care for the sick and injured has evolved considerably from first inception. Ambulances used to be staffed by persons with little training and equipment and prehospital care was focused largely on the rapid transport of the injured person to a hospital and. The modern prehospital care model was initially developed in military applications, where medics were responsible for some treatment on the battlefield and rapid transport to the care of a physician. In 1965, the National Academy of Sciences and National Research Council Committees on Trauma and Shock published Accidental Death and Disability: The Neglected Disease of Modern Society (National Research Council Committees on Trauma and Shock, 1966). This white paper laid out the consequences of the insufficiency of the Emergency Medical System (EMS) in the United States at that time. According to this paper, in 1965, 107,000 people were killed from accidental injury, with another 400,000 injured with permanent disability. The authors estimated that approximately 50% of ambulance services were provided by local morticians that were not capable of rendering advanced life support. The paper states that, based on experiences in the Vietnam war, seriously wounded soldiers had a better chance of survival in the battle field compared to traffic accident victims with similar traumatic injuries because the military was capable of providing first aid and efficient transportation to emergency care facilities. The white paper states that death rates from battle injuries declined significantly from 8% in World War I to 2% in Vietnam. The publication of this white paper is credited for the broad evolution and rapid advance of the civilian EMS system after 1965. It eventually lead to the creation of the National Highway Transportation Safety Administration (NHTSA) National Standard Curricula (NSC) for emergency medical care in 1985. Training, and therefore required skill and knowledge for prehospital emergency care has continued to grow to reach the current standard."
