The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, regulatory agencies, and the public. Disposal of several hundred million tons of additional spent ore is planned in the western United States during the next decade, with increased amounts likely if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills. South Dakota's off-loading criterion for cyanide has been set by the state's Department of Environment and Natural Resources at 0.5 parts per million (ppm) as weak acid dissociable (WAD) cyanide. Nitrate off-loading limits vary for each mine in the state, depending on ore type and other factors. Nitrate concentrations in leachate from spent ore depositories could be caused by conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete 3xidation (Johansson and Persson, 1970). Another likely nitrate source is degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate.

The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7,200 kg (15,900 lbs) per day or 61%. Metals loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change, and fewer than 1% got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

"THE CHALLENGE The 14km long, Arlbergtunnel, closed for public traffic during summer 2015, receiving a comprehensive and substantial renovation from 2015 to 2017. The main works discussed here, carried out during 2015, comprise 37 drill and blast SEM/NATM emergency escape tunnels from road level to the ventilation duct plenum have to be constructed as well as eight additional lay-by niches and three transformer tunnels. This presentation comprises the construction ventilation design, designed according to national regulations, suitable for 150 employees working 24/7 simultaneously at more than 40 single working sites lined up along the tunnel. The ventilation-system chosen was utilising two existing shafts for intake/discharge and a cross passage to surface, to handle a total fan power of 1.600kW. DESCRIPTION OF RENOVATION WORKS Linking Tyrol and Vorarlberg, two Federal States of Austria, the Arlbergtunnel is a single tube two-way road tunnel with vent duct plenum, constructed in the mid-1970s. According to latest EU legislation, additional escape exits have become obligatory. The existing seven cross passage links to the adjacent Arlberg Railway Tunnel, with average spacing of about 1.500m constructed in 2007, an additional upgrade to shorter escape spaces of approx. 400m was now required to comply with the updated legislation. Additional transformer tunnels, lay-by niches and small niches for emergency maintenance use, cleaning and other purposes, as well as a the installation of a new fire main in the invert, coupled with the simultaneous replacement of virtually the entire power and signaling cables, generated several dozen small and large single sites distributed along the 14km of tunnel.Purpose of the 37 walkable emergency escape tunnels is to reach the “upper deck” of the Arlbergtunnel, the vent duct plenum. These have an 180deg curve in plan, inclined at 10% and approx. 60m (65yd) long tunnels, excavated using drill and blast method starting from road level and working upwards to the level of an “intermediate soffit”, the vent duct plenum in the crown of the tunnel. The vent duct plenum is separated into a fresh air part and an exhaust air part, shown in Figure 1. The escape tunnels end with a pressure door in the fresh air section of the ventilation duct plenum. From there illuminated signs show the shortest escape route to the safe area between the road tunnel and the railway tunnel, as shown in Figure 2."

Introduction In response to industry needs and requests, Joy Mining Machinery is aggressively evolving a "game changing" system of underground development mining machinery. This entry-development system (EDS) project is concentrated on providing clean, protected and ergonomic operator areas and a quantum leap in productivity. To meet these goals, a virtually continuous and automated mining system is needed. Operators must be able to efficiently and ergonomically perform required functions from a protected environment. Health-related issues, such as respirable dust and noise, must also be addressed. A new concept system of integrated face equipment, from the continuous miner to and including advancing the section belt and services, is needed. Phase I of the project was aimed at developing the bolting technology required. Through acquisition of Cram Australia and joint development efforts with Canyon Fuel Co., Joy now has this capability. The test platform, known as the Joy Multibolter, has successfully completed its trials at Canyon Fuel's SUFCo Mine (Fig. 1). These tests validated the bolting technology and operator protection and ergonomic issues. Phase II includes the development and testing of an integrated mining machine (IMM) capable of advancing a heading 1.5 m (5 ft) while simultaneously cutting a fullface width (single pass) and installing a complete bolt pattern. The IMM, unveiled at MINExpo 2000, incorporates the bolting technology of the Multibolter with automated full-face cutting. This machine was designed to meet Joy's stringent health, operator protection and 300m/d (1,000-ft/d) productivity goals. Phases III through V will include development of processes and integrated haulage, ventilation, power, material handling and section services advancing equipment. Processes and equipment developed will be designed for seamless integration into a complete entry development system. The focus of this paper is the new continuous miner (IMM) development, proposed testing and expectations for the EDS. The IMM is scheduled for commissioning and trials beginning in April 2001 at the SUFCo Mine. SUFCo Mine Canyon Fuel Co. is jointly owned by Arch Western Resources and the Itochu Corp. of Japan. It owns and operates three coal mines in Utah: the SUFCo Mine in Sevier County, the Skyline Mine in Carbon and Emery Counties and the Dougout Canyon Mine in Carbon County. Incorporating state-of-the-art-mining technology and advanced mine management practices, the SUFCo Mine is one of the most efficient underground coal mines in the world. The SUFCo Mine is located approximately 50-km (30 miles) northeast of Salina, UT, in the Wasatch Plateau portion of the Uinta coal basin. The mine property consists of 9,900 hm2 (24,470 acres) with approximately 118 Mt (130 million st) of recoverable reserves. Public utilities and industrial concerns purchase approximately 95% of the coal mined at SUFCo through short- or long-term contracts. Coal reserves are extracted by longwall mining, and the panels are developed using continuous miners. The longwall face at SUFCo Mine is 283-m (930-ft) wide, and the seam height ranges from 2.4 to 4 m (8 to 13 ft). The two development sections are in full operation using Joy 12CM12 continuous miners. Two super longwall panels, under development in the northeast portion of the lease block, are 4,270-m (14,000-ft) long with a 283-m (930-ft) wide longwall face. Maintenance and inventory are usually the last items considered in mine development. They need to be addressed properly and early. The micro-computer brings sophistication within the reach of even the smallest mines. Maintenance and inventory programs, if properly installed, will reduce costs 15 to 25% and allow management time to address the mining and metallurgical problems at start up. Shops and warehouses are rarely designed properly. Large engineering firms spend 5 to 20 times more than is necessary for first class facilities. There is an optimum design, size, and layout. Take the time necessary to assure you get the right people, programs, and facilities in that order. Maintenance, inventory, and inventory control must be addressed early if a small mine is to have a chance at optimizing costs during the first two years of operation. This is hard work and is usually put on the back burner until the mine is in some degree of trouble. Hiring an experienced maintenance superintendent is important but it is not the complete solution. Maintenance systems, design of facilities, and use of computers are not skills that maintenance people usually have. In addition, the work of ordering spare parts and working with erection people is a full time job and any maintenance people on site during construction are quickly recruited. The end result is that few mines start up with an adequate Maintenance or Inventory System in place. The months, and in some cases years, that the mine attempts to operate without a system are both painful and expensive. Designs of successful integrated maintenance and inventory programs are virtually 100% supported with some outside assistance. Our system is the approach that we are most familiar with and this paper will isolate how Rushton International would go about setting up systems and designing support facilities. Micro-computers are the only way for a small mine to go. ~ini-computers cost more originally and operating costs are many times higher than even the most sophisticated micro system. Micro- computer software is developed further and recent advances in hardware makes medium priced units equal to most mini's in RAW COMPUTER POWER. Mines in general, and especially small mines, have no need for main frame power. MAINTENANCE A good maintenance program has: 1. Equipment Master List a. Equipment Detail Reports 2. Planning and testing in advance of the mining operation are essential. This advance work can involve physical and chemical analysis of overburden cores, field test plots, green- house studies or any of a multitude of other baseline data collection activities. This paper presents the results of Central and South West's field test plots and how they relate to topsoil substitution. Besides the obvious need for testing in advance of mining, there are the inevitable regulatory requirements. Quoting from the office of Surface Mining Regulations concerning topsoil substitution: 216.22(e) TOPSOIL SUBSTITUTE AND SUPPLEMENTS -Selected overburden materials may be substituted for or used as a supplement to topsoil if the office determines that the resulting soil medium is equal to or more suitable for sustaining revegetation than is the available topsoil and the substitute material is the best available to support revegetation.

The People's Republic of China has 582 Gt (641 billion tons) of proven coal reserves. At present, 576.5 Mt (635.5 million tons) of coal are mined a year which makes China the third largest producer of coal in the world. Underground mining accounts for 95% of the total production. This paper will discuss the coal districts, coal types, jurisdiction of coal mining, and methods of underground mining. The article also will outline China's objectives in future planning and development of its coal reserves.

To keep Homestake's Bulldog Mountain silver and lead mining and milling operation in southwestern Colorado workable, natural ground water and decant water from the mine's sand backfilling operation must be continually pumped from the workings. Left untreated, this water exceeds maximum allowable levels for various contaminants that may be discharged to the environment. To comply with regulations, a National Pollutant Discharge Elimination System (NPDES) permit was obtained and a mine water treatment plant for heavy metals removal was constructed in 1977. Due to equipment capacity and operational problems, and the lack of on-site technical personnel and analytic equipment, the first water treatment plant could not consistently meet permit limits. In 1979, Homestake entered into a consent decree with EPA and the Colorado Department of Health, calling for the construction of a water treatment facility to meet NPDES permit limits. Initial construction began in the spring of 1980 and the plant now produces effluent acceptable for discharge.

Compania Minera Disputada de las Condes S.A. (Disputada) is proactively implementing closure and reclamation planning activities at its mining and beneficiation facilities (mining facilities) in Chile where regulations governing mine reclamation are not yet fully in place. These activities are being implemented to improve currently employed measures to protect human health and the environment and to enhance reclamation and facilitate future closure with regard to these areas when mining is completed. As part of this process, Disputada, with the assistance of Shepherd Miller, Inc., developed recommendations and guidelines for future closure and reclamation of the Disputada sites. These recommendations and guidance incorporate planning and operational and post-operational design considerations and practices, and standards used by the mining industry and regulatory agencies around the world. The criteria presented in the guidance are based on achieving conditions that will be suitable for the anticipated post-mining land use. This paper discusses the process and approach taken, and the results.

"Researchers at the Colorado School of Mines have studied the influence of headgate side ventilation controls near the longwall start-up room on the formation of explosive gas zones (EGZs) in underground coal longwall bleeder ventilated gobs. In a project funded by the National Institute for Occupational Safety and Health (NIOSH) researchers developed a Computational Fluid Dynamics (CFD) model to study the formation of methane-air mixtures in the gob, start-up room, and bleeder entries. The relative change in size and location of EGZs are examined in response to ventilation controls in the headgate side bleeder entries near the start-up room. Modeling suggests that adjustments to the ventilation controls can be made to minimize the size of the EGZ. However the EGZ may form in or around active working areas regardless of the ventilation control settings. Research found regulators on the crosscuts into start-up room and first entry inby can force air into to crosscuts outby the start-up room causing more air to flow through the gob. INTRODUCTION Underground longwall mine ventilation systems may operate with either a bleeder ventilated gob or a progressively sealed gob. Bleeder ventilated gobs must meet the standards for safe operation of the bleeder system by examining bleeder system effectiveness. As defined in the United States Mine Safety and Health Administration (MSHA) Program Policy Letter (PPL) No. P13-V-12 (MSHA 2013), the pillared area or gob is “any area where a reduction in pillar size has occurred during retreat mining” and includes the “caved and broken material, the interstices within the caved material, and the open spaces surrounding the caved material.” The PPL further states that the intended purpose of ventilating the gob is “to protect active workings from the hazards of methane accumulations …” The requirements for operating a bleeder system as stated in The United States Code of Federal Regulations (CFR 2013) Title 30 §75.334(b) is to pass ventilation air though the gob “and to continuously dilute and move methane-air mixtures [from the gob] away from active workings and into a return air course …” where the concentration cannot exceed 2 percent methane (CFR 30 § 75.323). Further clarification of the bleeder system as described in the PPL states the following: “A bleeder system includes the area from which pillars are wholly or partially recovered, bleeder entries, bleeder connectors, and all associated ventilation control devices that control the air movement through the area. Bleeder entries are air courses designed and maintained as part of the bleeder system.”"

"Diesel Particulate Matter (DPM) measurements were taken at Tronox’s Westvaco Trona mine in Wyoming. Both shift-average and real-time monitoring using Elf pumps and Airtec analyzers, were used. The mine’s underground transportation fleet consists of more than 250 diesel-powered vehicles. A vehicle monitoring log tracked fleet usage during the test; logged data consisted of vehicle type, direction of travel, and time. The log was used in analysis to determine the DPM spread rate, of normally operating equipment, in the different entries with respect to vehicle location. Airflow velocity measurements at the stations were taken during the survey. The survey results also identified vehicles with higher emission rates. An ECOM gas and a MAHA DPM analyzer, both located in the mine’s underground emission shop, were used to obtain various vehicle emission rates. The correlation of the workshop and field measurements was investigated with regard to the machine activity, fuel usage and atmospheric conditions. The results were used to identify and execute a ventilation project to reroute 45% of diesel shop air back to intake entries, by interlocking an automated door and a regulator. The result is reduced DPM downstream. INTRODUCTION DPM has been classified as a potential occupational carcinogen by the National Institute for Occupational Safety and Health (NIOSH).The Mine Safety and Health Administration (MSHA) rule governing DPM exposures in metal and nonmetal mines cites total carbon (TC), a summation of elemental carbon (EC) and organic carbon (OC) obtained by NIOSH Method 5040, as a surrogate for determining DPM exposures (Noll, 2006). MSHA personnel use the 1973 sampling criteria outlined by the American Conference of Government Industrial Hygienists (ACGIH) for collecting compliance-based respirable and inhalation samples in metal/nonmetal mines. Instrumentation developments are allowing improved real time monitoring of ventilation parameters. DPM is within the aerodynamic particle size range of the samplers used for respirable and inhalable dust measurements. If a sampler used by MSHA to collect inhalable or respirable dust samples in underground metal/nonmetal mines was used to collect DPM, both the DPM and mine ore dust would accumulate on the sample filter (Noll, 2006). To comply with the requirement and lower the DPM exposure, mines are implementing a variety of control technologies such as emission based maintenance programs where adjustments or repairs are performed on the vehicles (McGinn, 2000)."

China, Mexico, Spain and Turkey are the leading producers of celestite (strontium sulfate), the most common strontium mineral. Of an estimated 510 kt (562,000 st) of celestite produced worldwide during 2004, 98 percent was produced in those countries. Deposits of strontianite (strontium carbonate), another strontium mineral, have been identified in China and Malawi. Relatively small quantities are reported from the deposit in China. Although celestite deposits occur in the United States, no domestic celestite has been mined since 1959.

A rock classification for drilling and boring is presented covering most equipment types and providing an estimation of the key parameters for operation, such as thrust and speed, and of performance such as penetration rate and bit life. Drilling and boring are significant and integral aspects of both the mining and heavy construction industries. Together these constitute over 20% of the G.N.P. Drilling and boring represent the most arduous mechanical processes performed in industry. Their misapplication quickly leads to equipment destruction, hazards, and to major delays. The classification is unified in two ways: 1) for a particular rock class several parameters can be estimated, 2) the classification integrates most excavating activities (i.e. digging, ripping and even blasting), and is derived from ground control. The rock classification provides a job property, based on fundamental and index properties, which yields quick and rough estimates of vital information. However it does not obviate the need for a more thorough analysis, and maintaining field records. BACKGROUND In order to adequately describe a drilling operation the conditions, activity, and equipment must be characterized. Of these the major independent variables are the conditions. Conditions focus on the geologic mass and also consider whether the site is surface or underground. Collophane, cryptocrystalline fluor-apatite, is examined as a substrate for plant water and wastewater remediation. The attenuation of Fe3+, Fe2+, Hg2+, Pb2+, and Cd2+ is presented as a function of metal ion concentration, amount of collophane, initial pH and conditioning time. TCLP results for Pb2+contaminated collophane are presented. Mechanisms of adsorption for divalent and trivalent species are suggested.

The FMC Westvaco Trona Mine is located near Green River, Wyoming and has an annual production of 4.5M tons. Trona is an evaporite mineral that is processed into several products, mostly soda ash. The underground mine has two active development panels and one longwall (LW) panel. The mining horizon is about 500m below surface and the surrounding strata liberates methane. Three surface-based, blowing fans provide ventilation air as a positive pressure system. The mine operates a 225m long LW face, built by Joy Mining Machinery. Headgate and Tailgate developments are driven with four entries. The recovery room, at the end of each panel, is 8m wide with three access chutes. Additional recovery room support comes for concrete blocks used with a center to center spacing of 1.5m. As the LW enters this pre-driven recovery room there are notable responses and shifting ground stresses. This study was undertaken to measure the ground response using seven vibrating wire displacement transducers. These devices were used to monitor the convergence as the LW approached the recovery room. The methane concentration in the air ventilating the recovery room was also monitored. The correlation between convergence and gas liberation was then studied. The results show that the convergence varies from 0.1m to 0.25m along the length of the recovery room. Ventilating the recovery room becomes critical as methane is liberated from oil shale as the more plastic floor material is disrupted. Appropriate methods are employed to ventilate the recovery room.

Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

The treatment of ores in preparation for fatty acid flotation is characterized by a wide divergence in methods, and attempts to define "common practice", even for the same type of mineral, are usually of little value because of the numerous exceptions. Such factors as desliming, pulp density, pulp temperatures, and reagents for conditioning are successfully employed under conditions representing almost extreme opposites. More precise control of variables is necessary than with sulphydric flotation processes It appears likely that variations result from independent development of a process from the multitude of variables that characterize fatty acid flotation and the ores of non-metallic minerals. Consequently, a symposium is a suitable way of presenting a summary of pretreatment methods for fatty acid flotation processes, together with froth control practices, as they exist today.

Although other methods of mineral concentration have been developed over the years, gravity separation remains one of the most efficient and economical for cleaning coal. The concentrating table and the spiral separator are popular devices used for the separation of minerals by exploiting the differences in specific gravities of the product material and the gangue. While the former device has been servicing the coal industry for over 75 years, the latter seems to have not been employed extensively for coal cleaning purposes in this country. As far as coal preparation is concerned, both separatory devices seem to be most efficient for intermediate to fine size fractions. As it stands there exists a great deal of confusion amongst preparation engineers and plant managers as to whether spirals can have a place in the coal industry. If so, whether their come back is the beginning of the end for concentrating tables, or can they be employed along with concentrating tables to contribute toward more efficient cleaning processes resulting in an improvement in the overall economics of the coal preparation industry. This paper examines the efficiency of both systems for coal processing operations as well as the basic principles, operational variables, economics, advantages and disadvantages associated with each unit operation. Attempts have been made to draw conclusions and make recommendations as to which system would be more beneficial for coals of known characteristics.

Introduction The use of frequency of vibration measurements to determine tension has long been accepted by industries that use electrical or stranded cables of wire ropes in their operations. In contemplating how to determine the tension in chords of a roof truss, it seems almost inevitable that a similar approach should be investigated even though there are some important dissimilarities in physical behavior between a chord of a rod-type Birmingham truss and a stretched wire rope. While the dominant feature of both types of behavior is the existence of tension, the bending resistance of the vibrating truss chord cannot be ignored. And it is common to have attached to the chord, pieces of hardware (turnbuckles, extension sleeves, wedge boxes) that represent concentrations of mass not usually found in a vibrating wire rope. Analytical solutions to the problem of vibrating wires or beams can be found in the literature on vibrations (Timoshensko, 1955; Den Hartog, 1956). But in every case, at least one of the ingredients of the vibrating truss chord is missing. The presence of axial tension, or bending resistance, of concentrated masses and of end conditions peculiar to truss chords is a combination that appears not to have been dealt with before, although the techniques for dealing with it are commonly known. The purpose of this note is to report the results of a project to measure and calibrate such frequencies. The work was conducted by the University of Pittsburgh under the sponsorship of the US Bureau of Mines. Field observations Tests were conducted on 24 different truss installations. The first 18 trusses were installed in shale roofs above Kentucky No. 9 seam and Illinois No. 6 seam. The remaining six were placed against the competent sandstone over the Pocahontas No. 3 seam in West Virginia. Chord tension was determined by two electrical resistance strain gages, in series, applied diametrically opposite to one another on the rod before tensioning. Due to the combined effects of inexact gage placement, rod bending and residual torsion in the chord due to tightening, errors in tension as high as 1780 N (400 lb) were reasonably possible. Due to faulty soldering or damage, three of the first 18 trusses and one of the final six were rendered completely unreliable. In addition to strain, the first natural frequency of vibration was observed to the nearest 0.1 Hz. Dimensions recorded included the span between contact points at the bearing blocks (Fig. 1) and the locations and amount of excess rod and rod gap at the wedge box and turnbuckle, respectively.
