The field of percussion rock drilling is subdivided into two areas of application; that which takes place on the surface and that which takes place underground. Surface drills are used in quarrying, highway construction, and maintenance work; underground equipment in mining and tunneling work. Two basic principles are involved in the operation of all percussion drills. First, the principle that reciprocates the impacting piston and second, the principle that causes the drill steel and bit to rotate. The back and forth motion of the piston is accomplished by a self-acting automatic valve that admits air alternately to each end of the piston (Figure 1). Drill steel and bit rotation is imparted by an integral ratchet mechanism (Figure 2) in the so-called "rifle bar" machines (Figure 1) or by a separate pneumatic motor in "independent rotation" drills (Figure 3). While rock drills are subject to all kinds of physical and operational abuse, they are most sensitive to faulty lubrication. Proper lubrication is the single most important factor in the longevity of a percussion drill.

This study provides an effective determination process of the interface microstructural parameters in the numerical modeling of the mechanical interaction between two different geomaterials involved with frictional-bonded interfaces, such as the interaction between backfill columns and the surrounding rocks, or the soil-structure interaction, by using the coupled finite-difference and discrete-element (FD-DE) method. The test results validated the feasibility and rationality of the coupled FD-DE method for modeling the combined specimens with frictional-bonded interfaces or joints. Furthermore, this study provides valuable numerical modeling experience for investigating the shear behavior at the interface between cemented backfill columns and surrounding walls by using the coupled FD-DE method.

Although fluorspar is considered an industrial mineral by usage and value, its geological occurrence and the mining and milling methods employed make it more akin to the non-ferrous metal ores. Likewise methods of exploration for it are more like those used in the search for lead and zinc, with which fluorspar is often mixed. In fact, it often takes the mixture of fluorspar, lead, zinc, plus maybe barite to add up to enough recoverable values to make the mineral an ore by definition. This is so true where the fluorspar portion is low grade, perhaps less than 25 percent. Until the development of modern steel milling in World War I times, the invention of aluminum smelting, and development of the fluorine chemical industry and air conditioning, there were few uses for fluorspar aside from ceramic fluxes in the flint glass industry and for uses as glazes for pottery and china. Pure fluorite crystals have long been admired as semi-precious and ornamental minerals of many delicate colors.

The Construction Institute of the American Society of Civil Engineers recently published the second edition of a 1997 publication on geotechnical baseline reports. The new publication, called Geotechnical Baseline Reports for Construction, Suggested Guidelines, represents a 2-year effort that adds three new chapters to the original publication, as well as capturing practitioner commentary through two industry workshop sessions. The paper will overview the contents of the new publication, particularly the three new chapters.

In 1975 bituminous coal and lignite production in the United States reached an all-time high of 637 million tons, an increase of 6 percent over production in 1974. The output, valued at $11.9 billion f.o.b. mines, was produced at 5,100 mines in 24 states (6). Coal mining is the largest mining industry in Alabama. Production from Alabama's mines in 1975 was over 21 million tons, and present projections forecast a steady increase in production, with tonnages almost doubling by 1985 (5). Of the total quantity of coal produced, about 16 million tons were consumed in electric power generation and the remainder was used for metallurgical coke production, extraction of chemicals and petroleum based products, and power for industry. The fact that 75 percent of Alabama's power is generated by burning coal attests to the importance of this fossil fuel to the State. Approximately 14 million tons of coal were produced by strip-mining methods in Alabama during 1975 and about 7 million tons were produced by underground mining during the same period. Surface mining is expected to continue at about 14 million tons per year, but by 1980 underground coal mining is expected to increase to about 25 million tons (3). About 7 million tons of surface-mined coal in Alabama is subjected to some means of washing or cleaning. The methods used are screening accompanied by heavy media separation, jigging, tabling and flotation. Some of the simpler approaches employ screening and jigging, or tabling. Except where flotation is used, the screen undersize fraction (finer than 0.25 inch) is rejected, with the result that 10 to 15 percent of the coal is lost. Thus, in the State of Alabama an aggregate of about 1 million tons of coal is wasted annually in the fines which are impounded from treatment of surface-mined coal. The use of the Humphreys spiral to concentrate fine coal was practiced as early as 1947. At that time the Hudson Coal Company (1) used Humphreys spirals to concentrate anthracite fines. INTRODUCTION Anyone familiar with the problems of hardrock mining will agree that the majority of the serious dangers present in mining are quite visible and obvious to any person reasonably familiar with the profession. Having unsecured, unscaled back over ones head, gives one a very good chance of ending up under a caved in mass of rock. Staying too close to a blast gives one almost a certainty of being hit by a flying rock. Too little oxygen in the air will very quickly lead to loss of consciousness and death. One walks only so much over deep, unsecured openings before he falls into them. It is because of this clear visibility of the conventional health and safety hazards that mining regulations in almost all jurisdictions world-wide are a more or less comprehensive collection of "shalls" and "must nots" of good common sense. When basic rules of common sense safe working practices are at stake, there is little room for dialogue and compromise. The mine inspector is then observing, during his inspection, how well the mine follows these common sense rules. RADIATION AS A HIDDEN DANGER Radiation in mines is a risk, the impact of which does not demonstrate itself immediately. It is first of all a potential risk. Two individuals exposed to identical radiation will almost certainly be effected differently, if at all. This is certainly true of exposures and doses one might encounter in the mines today. We hear very often the phrase: "there is very little known about the effects of radiation". It is one of the most misused and misunderstood half-true statements. I would doubt that there is any other carcinogen whose effects have been studied as extensively as the health effects of radiation. Where the statement is correct is regarding the knowledge of the quantitative assessment of the risk of low level radiation exposures. The reason for this uncertainty is that the magnitude of their health effect is very close to the health effects of natural radiation, cosmic radiation and the effects of other carcinogens such as industrial pollution, hydrocarbons from cars and other chemicals we have grown accustomed to using. As far as lung cancer is concerned, the effects of wide use of tobacco probably outperforms any other single substance. All this having been said, the bottom line is still unchanged. Radiation exposure, in most cases mainly radon daughter exposure, was and still is one of the health hazards of uranium mining and as such has to be controlled to the best of our ability. Various jurisdictions have adopted different approaches to the control of radiation exposures of uranium minemill workers. The following sections of this presentation will attempt to explain the regulatory approach taken in Canada. THE CANADIAN REGULATORY PHILOSOPHY As indicated earlier, the health effects of low level radiation are quantitatively not yet defined and no proven threshold of radiation exposure exists. The Atomic Energy Control Board's (the Board's) regulatory system is based on the basic assumption that there is no absolutely safe limit of radiation exposure below which there are no health effects. Theoretically we should therefore strive to reach zero exposure. It is obvious that this objective cannot be reached in real life. The objective of the regulatory process therefore has to be to achieve radiation exposures of the workers that are as low as reasonably achievable, social and economic factors taken into account. This, of course, is the internationally acclaimed ALARA principle put forward by the International Commission on Radiological Protection (ICRP). To avoid any misunderstanding it is worth emphasizing that the ALARA principle is applied to achieve exposures below the regulatory limits which must not be exceeded in normal operation of any nuclear facility including uranium mines and mills. The present regulatory limits for radiation exposures of atomic radiation workers are based on the recommendations of the ICRP and they are almost universally accepted. They should ensure that the risk from radiation exposure is not greater than the risk associated with working in a comparatively safe industry. Basically, there could be two extreme approaches to the regulation of uranium mining and milling. One extreme approach is to develop very extensive and detailed regulations and requirements covering all aspects of radiation protection. This is a somewhat autocratic approach to the regulatory process. This approach has two very serious shortcomings. If detailed requirements are set in regulations, due to the great variations of actual conditions at various mine-mill facilities, they have to be set as a compromise between the desirable requirements and those which could be met by practically all facilities. This approach takes away from the management of the facilities the initiative to strive for improved conditions. Requirements are spelled out in clear, understandable targets and the only worry of the management is to comply with these targets. One of the basic duties of management is to manage the operations in the most effective way with the maximum health and safety of the workers in mind.

The extraction of aluminum oxide_ from its ore is the initial step in the commerical production of metallic aluminum. This is most commonly done by the Bayer Process in which a caustic solution is used to dissolve hydrated alumina from the insoluable materials with which it is associate in bauxite. At the two-thousand ton per day Sherwin Alumina Plant of Reynolds Metals Company, the extraction residue from Caribbean ores is removed from the main pro¬cess stream as the underflow of a continuous clarifier-thickener operation. This sludge, prior to its ultimate r4jection from the process, is washed in a nine-step continuous countercurrent decantation system to recover physically-entrained mother liquor. Control of alumina production costs requires the optimum recovery of solubles from this residue which is generated at the same rate as the finished product. The equipment, operating techniques, controls and process variables which affect the efficiency of this soda recovery from Bayer Process red mud will be discussed.

INTRODUCTION Our present estimates of world P205 consumption for all uses show an average annual growth rate of approximately 1.9% per year. The estimated 1985 consumption of 41.5 million tonnes of P205 is predicted to increase to 57.1 million tonnes of P205 by the year 2005, which represents a growth from 157.7 million tonnes in 1985 to 217 million tonnes of phosphate rock in 2005. The present situation of oversupply and extremely weak phosphate product prices is, however, expected to continue in the short term and a normal supply/demand balance may not be achieved until after 1990. The growth in P205 demand, in conjunction with the higher cost of replacing low cost mines as they are depleted, will place economic pressure on world farm economies through the increased cost of phosphate fertilizers. The availability of rock supply is not the challenge; rather, it is the economics of new rock supply. This economic challenge of providing new rock supply is by no means limited to the United States. Even in centrally controlled economies, the cost of rock from domestic mines of marginal quality and economic viability, coupled with burdensome infra¬structure requirements, may result in tonnage additions at very high cost. Although government subsidies to offset higher production cost is a factor in some countries, world production in the next 20 years will be directed, if not governed, by economic factors. Established infrastructure, good quality reserves, and existing operations will provide a competitive advantage for new prod¬uction. It is our opinion that the current world supply structure will remain relatively stable through 2005, in that most of the traditional suppliers will retain supply roles. U.S. rock production, although it is not expected to grow beyond the present level, will still be a major contributor to world supply. Although dramatic changes within mining, fertilizer production and farm economics may appear disruptive, the current supply scenario will, in general, continue with the major issue being production economics. WORLD DEMAND Demand for P205 by region in the world has been estimated using projections of population, crops and yield, arable land, economic and other data as a basis for future demand projec¬tions by Blue-Johnson and Associates, our col¬laborators on a recent multi-client study. Non-fertilizer P205 demands were estimated in the same general manner. These estimates of future demand are based on an assumption of reasonable world political and economic stabil¬ity, debt repayment requirements maintained at workable levels, and resolution of problems in the agricultural economy to a point where normal supply/demand forces can interact freely to provide a basis for continued P205 supply. The results of these studies indicated an average growth rate of 1.9% per year through the year 2005. This growth could be as low as 1.5% per year, or as high as 2.5% per year. It is our opinion that the estimated rate of 1.9% per year is most probable. This moderate growth rate considers both the major economic constraints facing the world agricultural industry today and the general problem of affordability of fertilizers and other crop inputs. WORLD SUPPLY There are adequately defined world reserves of phosphate rock today to provide supply well into the future, even at much higher levels of demand than presently projected. Using the U.S. Bureau of Mines estimates, which are based on stringent criteria for definition of reserves, the present world reserves base is approximately 35 billion tonnes. Identified resources raise the potential for production by orders of magnitude. Potential resources based on geological trends, and including offshore deposits, would again result in orders of magnitude increases in rock resources. Morocco leads the world in reserves base with approxi¬mately 21 billion tonnes. The U.S. is second, followed by the Republic of South Africa and Russia. These four countries control about 87%

Bioleaching is a viable option for the processing of auriargentiferous refractory ores with high arsenic content. The application of mesophilic (A. ferrooxidans and ?L. ferrooxidans?) and thermophilic bacteria of the genus Sulfolobus (S. solfataricus and S. acidocaldarius) as oxidant treatment before the cyanidation of an industrial arsenical pyrite concentrate is presented. The results show that extraction of gold and silver increases due to bio-oxidation caused by mesophilic bacteria and results in a maximum gold recovery of 68%. In all strains studied, biooxidation resulted in an average silver recovery of 50%. The results showed that all evaluated strains were sensitive to solids content (5 to 20%) and average particle size (75 and 38 µm) of the concentrate.

Metal prices are often predicted by relying on time trend projections of various economic indicators or even the trend in price itself Thus, time is the underlying explanatory variable acting through at best, a limited selection of economic variables. The price prediction method described in this paper differs from this by analyzing hundreds of economic variables to develop a few principle components that automatically capture the fundamental changes in the economy and delete duplicate or irrelevant information. This leaves a few principle variables to describe a state-space representation of the economy which can then be used for prediction. Forecasts of the price of a metal are then made based on these principle variables.

"INTRODUCTIONThe Port of Miami Tunnel (POMT), designed and constructed by Bouygues Civil Works Florida between 2009 and 2014, was a Public Private Partnership between the Miami Access Tunnel Concessionaire, Florida Department of Transport, Miami-Dade County and the City of Miami. The project comprises dual 11.3m internal diameter, 1.27km long, twin lane road tunnels running between Watson and Dodge islands and under the main shipping channel in Biscayne Bay (Figure 1).The POMT was a unique project which embodied many technical firsts and involved the first large diameter tunnels constructed through Florida’s challenging sedimentary carbonate strata. At the outset, a comprehensive ground investigation was performed, using both conventional and less conventional investigation techniques, to characterise the highly heterogeneous ground conditions.The findings of the investigation had a major impact on the tunnelling methods, triggering a series of mitigation works to ensure that the tunnels could be excavated safely and effectively. The mitigations included modifications to the already designed Tunnel Boring Machine (TBM), to facilitate an innovative excavation process, and a unique grouting campaign (Storry et. al. 2013a). The project was completed and opened to traffic in August, 2014 and has significantly alleviated traffic congestion in Downtown Miami.GEOLOGICAL CONTEXTThe geological conditions at the project site consist of carbonate sediments which can be divided into distinct geologic units; the Miami Limestone Formation (Layers S3, S4), the Fort Thompson Formation (Layer S5), the Anastasia Formation (Layer S6), the Key Largo Formation (Layer S7) and the Tamiami Formation (Layer S8). Multiple changes in sea level over a relatively short geologic time scale have resulted in a heterogeneous profile consisting of interbedded sedimentary rocks and sediments, which vary widely, both vertically and laterally (Figure 2)."

Reviewing events in the minerals industry, in economic geology, and in my own exploration work, I find that the most compelling subject for comment is the increasing ferment in ore deposits theory. New discoveries and continued investigations of bedded deposits of lead and zinc, copper, iron, uranium, etc., coupled with the availability of much new and significant data from sedimentary and metamorphic petrology, geochemistry, and oceanography, has led many economic geologists like myself to become disenchanted with former simplistic notions. Now disenchantment among serious people should presuppose both valid objections to the old, and valid new substitutes. I can sum up my own position and, I believe, what most of the recent writers on ore deposits theory are trying to tell us, by saying that a physico-chemical (bench science) approach to a natural science is neither correct nor useful, and that the obvious cure is a return to the study of the geology of ore deposits. More specifically, ore should be viewed merely as an unusual concentration produced, in stages, by the natural processes inherent in the geochemical cycle. In criticizing the conceptual basis of a science, one is involved simultaneously in the inherent character of the science, its subject matter, and the old and new concepts. I have found it impossible to make a clean separation along those lines. As a result, and as the title suggests, these are not-quite-random reflections on genesis, a matter near and dear to all true treasure hunters since Agricola.

For decades many of us who are associated with the mineral industry have tried to show the public its economic and strategic importance. Some of the mineral industry's proponents have been politically powerful figures and have been widely quoted. Yet, as measured by public opinion, legislative support, or almost any other standard, our efforts have been inadequate. It is apparent that a set of environmental beliefs that discredit industry, firmly held by a number of idealistic persons, has had wider coverage in the media and in schools than has the mineral industry's message. Although the fervor of our idealistic friends is often unfounded and, their stands unscientific, they must be considered seriously. Unless we address the issues in terms the idealists will understand, the mineral industry will have little influence on them or on the general public. A. striking thing is that, quite often, translation of idealists' views into action has been counterproductive. The reason is obvious. Excessive amounts of money and energy have been spent on relatively minor problems. The common result is that larger problems have been created. It may be possible to help anti-industry idealists understand their own dependence on minerals, and thus render their views more realistic, if they are shown more effective ways to reach their stated goals. If those goals can be shown to be held in common by all sensitive human beings -- including those in business and industry - the dialogue becomes one of how to achieve common ends. Individual mining companies acting by themselves have little possibility of success, and companies working in unison through trade associations have not been successful. Further, it is unlikely that industry in general can be successful in changing minds unless it seeks outside help. But friends among those who influence public opinion have been hard to find. Historically, help from media has proven difficult to get. Nor has enough help from educators been forthcoming. Yet, a war is going on in the technological, philosophical, and political trenches, even though much of the public is not aware of it. For the first time in years, there is row a significant and growing number of eloquent and brilliant thinkers on the side of free enterprise and industry, many of them environmentalists, but without the anti-industry mind-set. They have had remarkably little help from the private sector or even from the present administration. Industry may do far more for itself in the long run by encouraging these brave but bruised individuals and their organizations than by trying to work alone. These friends of free enterprise are working against a seemingly stacked deck relative to much of the media, the bureaucracy, and the educational system. However, despite their problems, their success to date has been remarkable. With more cooperation from industry they should do even better.

This paper presents the results of an application of the PSU/USBM Open Pit Materials Handling Simulator (1) to a large stripping mine in the Southwestern Coalfield. The specific objective of the study was to demonstrate the application of the simulator to a complex multi-pit operation, with emphasis on simulating short term and long term production plans recommended for the mine by Theodore Barry Associates (2). Mine Description The mine is located in the Southwestern Coalfield, which encompasses parts of the states of Utah, Arizona and New Mexico. The lease area presently covers 121500 x 103 m2 (30000 acres) in a strip 37.007 x 103 m (23 miles) from north to south and up to 1609 m (1 mile) in width, located at an elevation above 1525 m (5000 ft). Three gently dipping coal seams are present, of which the upper seam (#3) averages 0-5.5 m (0-18 ft); the intermediate seam (#2) averages 0-1.2 m (0-4 ft); and the lower seam (#1) averages 0-2.4 m (0-8 ft). Overburden is mixed sand, gravel, calcareous clay, caliche and sandstone, with calcareous shale and sandstone burden between seams. Where the seams are covered by less than 6.1 m (20 ft) of overburden, they are generally weathered and oxidized and are not extracted. Stripping ratios have ranged from 3.5 to 6.0 with an average of 5.4. All future plans were based on a stripping ratio of 5.3.

Effective October 1, 1958, President Eisenhower imposed, by Presidential Order, fixed import quotas on lead metal and lead concentrates and also on zinc metal and zinc concentrates. He did this in response to an escape clause case under the Trade Agreements Act filed by many of the large and small lead and zinc mining companies in September 1957. It is the purpose of this paper to give the experience of the lead-zinc industry under this order during its first two years and some observations on what might have come about under different conditions of U.S.A. consumption. Before considering these various experiences and observations, it seems wise to first outline briefly the basic problem which prompted such an order. Under the Tariff Act of 1930, the duty on pig lead was fixed at 2-l/8¢ per pound and slab zinc at 1-3/4e; per pound. The ores, concentrates and closely related products of these metals carried closely related duty rates. The Trade Agreements Act of 1934 and succeeding similar acts had given the, President the power to lower these and other duties. As a result-of various negotiations with foreign nations, by 1951 these duties had been lowered to their present day rates of 1-1/16 per pound on' pig lead and 7/10o, per pound on slab zinc. Related ores, concentrates and semi-fabricated forms of the metals received commensurate treatment. Under these acts, the Tariff Commission has the right to recommend to the President duty increases, specific quotas or both if find that imports have injured the affected industry. He has the right to accept or reject such recommendations, in whole or in part, in the light of the national interest,

The identification and-develop¬ment of new construction aggregate resources, the most common mineral mined, is an essential need in this country's growing urban areas. In developing an aggregate exploration program, a thorough geological identification of all potential aggregate resources in an area is still of primary importance but other factors have also to be considered. These include physical properties, end product application, transportation and mining costs, and local government regulations including zoning. The present major aggregate producers are most likely to develop these future resources and are in the best position to initiate comprehensive exploration programs.

The criteria used to design, operate and control flotation columns are significantly different from those used for conventional flotation machines. Therefore, a computer-aided design (CAD) package for column flotation has been developed. The simulator has been set up using guidelines developed at Virginia Tech and information published in literature during the past few years. The simulator is useful for determining the proper design and appropriate operating conditions for a column cell to fit a specific set of conditions. In addition, the simulator can be used for training in column operation and for trouble-shooting operational problems. Simulation results have been found to be in good agreement with experimental data obtained using laboratory columns.

Assumptions about future commodity prices need to be made with close regard to the purposes for which they are being used. Prices generated for financial planning or trading purposes are unlikely to be suitable for the longer run purposes of project evaluation and reserve estimation. In this latter context, price assumptions need to be realistic, stable and rooted in a rigorous fundamental analysis of long run industry drivers. Amongst the factors to be considered in such analysis are price history, production costs and structural dynamics. It is also important that prices adopted are consistent with other information being used by a company in its decision-making.

An Overall View of the Japanese Ferroalloys Industry 1) Depressed Demand for Ferroalloys: In Japan consumption of ferroalloys in the last ten years has decreased, although there has been some fluctuation from year to year. During this term production figures of the steel industry, which are closely related to consumption of ferroalloys, are as follows: Shipment of steel products for the domestic market has declined gradually from 69 million tons in 1979, which was the peak year for steel production, to 60.3 million tons in 1982 and 60.4 million tons in 1983, the level of 1978. In addition, exports also have been a downward trend since 1976, which was the peak year with tonnage of 34 million tons, to 28 million tons in 1982 and 31 million tons in 1983.
