Studies investigating the evaluation errors in laboratory scale flotation tests for platinum-bearing Merensky Reef in the Bushveld Complex, South Africa, have constructed a quality control model to assure a 95% confidence in the attested data. Specialized knowledge of the mineralogy of the platinum-group elements (PGE), together with acquaintance of evaluation models, validate a systematic checking of the sub-processes of the testwork. These include determination of minimum mill feed sample size, assay head reference distribution, mass balance checks, and specialized sample preparation of flotation test products prior to analysis. A flow schematic of this quality control model is proposed, with an example of test data that produce an error in the metal balance of 0,2% after rejection of outlier data.

We have searched and analyzed several modern technologies aiming at the best applications of environmental management, the studying of quarrying ? mining as well as the excavation sites ? utilization ? rehabilitation. We have used long-range reflectorless laser surveying systems, so as to achieve the fastest and most accurate surveying of the extractive work sites. We also used them, in order to collect field data, measure distances, surveying monitoring stations and environmental parameters ? data. Furthermore these systems can make the field work quite faster, more reliable and credible and have low cost in collecting data even in dangerous and non-approachable areas. We have used and processed on the field data in G.I.S. applications, in order to create 2-D and 3-D digital ground models. These G.I.S. applications present the existing relief and the management of the final stage of the area. The suggested techniques and works needed, for reclamation and utilization of the areas, could be tried, evaluated and well presented. The evolution and utilization of these ?smart? modern tools for the effective environmental management of quarrying ? mining ? extractive activity sites, will be presented by using case histories from the Hellenic territory.

The majority of the regulations in Part 75 for underground coal mines have been in effect since March of 1970, almost nine years now. Although there have been some additions each year in specific areas where the need became apparent or the statute required some action, the bulk was promulgated on March 28, 1970 for the purpose of clarifying the statutory provisions of the Federal Coal Mine Health and Safety Act of 1969. Many of those regulations were derived from the Federal Mine Safety Code, or from experience gained by the Bureau of Mines in the enforcement of Public Law 552. Upon passage of the Federal Mine Safety and Health Act of 1977, these same regulations remained in effect and the statutory requirements of the Act placed a responsibility upon the Secretary of Labor to promulgate additional regulations in specific areas not previously covered. The Federal inspectorate has received formal training at the National Mine Health and Safety Academy in the proper application of the regulations, as well as routine retraining and special training courses subsequent to the promulgation of new regulations. With some exceptions, the vast majority of these regulations are nothing more than good mining practice. Basically, the regulatory problems are two-fold. There are a few specific regulations that, under certain circumstances, compliance is nearly, if not actually, impossible. There is non-uniform application of enforcement of regulations by the inspectorate based on opinions developed from personal experience of inspectors or lack of experience. The record is replete with examples of overzealous inspectors applying regulations that either do not exist or have been stretched far beyond the intent of the regulations.

EASTERN COAL CORPORATION is located in the heart of the Appalachian Mountain area of extreme Eastern Kentucky, The mountains are of sedimentary origin, and have been deeply eroded by streams as the area has been thrust up during geologic time. There are many seams of coal interspersed between beds of shale and sandstone. While some of the seams are thin, there are a number that can be economically mined. We are mining the Pond Creek, or No. 2 Gas Seam, at a rate in excess of 6,000 tons per day. Our central preparation plant utilizes tromp baths for the plus 3/8" size and Rheolaveur for the minus 3/8" portion. No provision was made to recover the fine coal, which was included with the plant effluent pumped to a 12 acre refuse pond. The pond is impounded behind the coarse refuse dump. This pond rose 15 feet last year. Obviously, no pond could stand many years at this rate. Limited pond space in this rugged area of steep hills and narrow valleys dictated a revised disposal method. Our first thought was that it would be necessary to dry the fine refuse sufficiently to permit inclusion with the coarse refuse, which is hauled uphill by monitor and then trucked to final disposal.

The Bureau of Mines has investigated the fundamentals of fatty acid/fuel oil conditioning for improved flotation selectivity. Both conditioning time and intensity can provide optimum flotation selectivity as well as good recovery. Traditional conditioning seeks to optimize conditioning parameters with subsequent recovery of the hydrophobic mineral. In the fatty acid/fuel oil system many silica gangue particles are also rendered hydrophobic by the flotation collector. Fundamental studies have shown that particle-particle collisions transfer the collector reagents selectively to the mineral surfaces with the highest affinity for the reagent. This mechanism deactivates the gangue particles while increasing the collector reagent loading on the selected mineral. The degree of this transformation is directly related to the number of particle-particle collisions which can be controlled through conditioning time or conditioning mixing intensity.

Mineral policy in Canada has been in a state of transition and change over the past several years. 1976 has witnessed some settling of troubled waters and the pattern of the currents of change is becoming more clear. The provinces play a key role in this process and have provided much of the thrust for new initiatives. On the other hand, the federal government in Canada in recent years has taken a much more active interest in mineral affairs than previously and has asserted its powers on a number of key policy questions. Some of the initiatives from the two levels of government in Canada have come into conflict with each other and, thus, contributed materially to a state of affairs that includes change, uncertainty and conflict.

The major underlying threat to man's successful survival and happy existence on this planet is our own prolification. This poses an even greater threat to the future of civilization than continued wars and even "The Bomb" itself. Just the predictions of the world's population trend are awesome and demand our serious thought. This trend has been given the now well-known term, "The Population Explosion" - and this is literally what is taking place throughout most of the countries around the globe. Today, the world's resources support approximately 3.3 billion people. Based on the present world population growth rate of 2.1 percent, there will be another 65, million just one year from today. Such an increase in one year means that the world will add a greater population than that of Mexico and Canada combined. Projecting at this remarkable, but unchecked, growth rate, 6.7 billion people will be competing for survival by the end of this century.

Mining and tunneling in so-called “squeezing ground conditions” at high in-situ stress can result in substantial and enduring ground deformations. The magnitude of deformations is closely tied to the applied excavation- and support concept, though typically, they can reach tens of centimeters. The yielding principle is based on the idea, that the need for support capacity decreases as deformation increases. To enable controlled ground deformation and safe working conditions, yielding elements as a part of the shotcrete lining are implemented. These types of elements avoid an overstressing of the shotcrete lining. During the deformation process, the support pressure of the yielding elements and lining increases, thus stabilizing the ground. Furthermore, long-term creep deformations of the rock mass can be absorbed with such a system. This economic support technique represents the state-of-the-art infrastructure tunneling practice in squeezing ground condition. A novel yielding element of High-Strength Expanded Polystyrene (HS-EPS) was invented, which overcomes existing systems’ drawbacks. This innovative system is lightweight and allows for safe and rapid installation. Furthermore, the modular setup of the element enables an easy on-site adaption to react to in-situ deformation patterns and changing ground conditions. Recent experiences from applications in Alpine base tunnels in squeezing ground are presented.

The purpose of this paper is to outline briefly some basic principles of ground- water hydrology that have application in mine hydrology. The development of a mine below the water table pleads for accurate values to answers of hydrology problems. Such problems involve both an inflow of water without adequate drainage facilities and a deficiency of water for the required use. Methods which give acceptable quantitative values for the solution of many ground-water problems depend on rather simple geologic structures, characterized chiefly by isotropic rocks of considerable areal extent. Unfortunately, mining operations are likely to be centered where isotropic rocks are not present. Consequently, methods that attempt to show values of the storage and transmitting capacity of rocks in mining areas must be applied with caution. In spite of complex geology and apparent uniqueness of individual mines and quarries, adherence to some concepts of ground water used by -hydrologists in the study of behavior of wells should be helpful to mine operators, The work of the Ground Water Branch of the U.S. Geological Survey through its history has been confined largely to the study of ground water as a resource, In view of the increasing number of problems relating to drainage of mines, the Branch started an investigation of mine hydrology in 1945 under the direction of W.T. Stuart, Mr. Stuart and other workers are making detailed studies of specific mine areas. In the present paper an attempt is made to synthesize some facts about ground water into usable form for the typical mine operator. Mining operations that extend below the water table disturb the natural hydrologic regimen, Prior to development, the water table slopes away from the site of a mine in at least one direction, but as soon as development begins and water is removed from the mine, the mine becomes the apex of a depressed cone in the water table, causing a convergence in the flow of water toward the mine. The behavior of the cone of depression, as it tends to deepen and increase in areal extent when the mine deepens, is related to the rate of withdrawal of water necessary to keep the mine dry. The significance and nature of the cone of depression in the vicinity of pumped wells has been studied by ground-water hydrologists for years, but the cone caused by pumping water from mines has generally been less systematically appraised.

A fundamental study of the mechanisms involved in the conditioning of coarse Florida phosphate has led to some interesting discoveries. Studies by the Bureau of Mines have shown that conditioning time and mixing intensity greatly affect the grades and recoveries of the phosphate minerals and quartz in the rougher concentrate. In particular, as the conditioning time or mixing intensity increased, the phosphate recovery remained constant while the amount of quartz floated decreased. This phenomenon is contrary to conventional wisdom and could lead to a more efficient coarse flotation circuit.

Ground control analysis and groundwater inflow assessments for underground coal mines require in-depth field investigations including, but not limited to, geological and geotechnical core logging, downhole geophysical logging, laboratory rock strength testing, and packer (Lugeon) testing. Field and laboratory data collection are time consuming and expensive, and an initial understanding of the expected trends among various geotechnical and hydrogeological parameters can assist with the planning and optimization of geotechnical characterization studies and grouting plans. In this study, a comprehensive database is analyzed, comprised of important rock mass characteristics (hydraulic conductivity, rock quality designation (RQD), and lithology) for coal-bearing rocks in the Central Appalachian Basin. Statistical analysis of the data is completed to establish an enhanced understanding of geotechnical and hydrogeological conditions expected to be encountered as underground coal mining passes near and beneath streams and rivers. The results of the study provide valuable reference material for the coal mining industry for completion of shaft installations, mine stream crossings, environmental assessments, and grouting and mine dewatering designs.

In order to meet federal air pollution guidelines, it is necessary to remove a considerable quantity of sulfur from many North American coals. This may be accomplished by oxidizing the sulfur to water soluble forms, followed by washing the coal. Selective oxidation of the various sulfur forms can be accomplished through the use of a variety of types of bacteria. In this paper, the various bacteria and their requirements are described, and processes using bacteria to remove coal sulfur are discussed.

A reliable estimate of radon emissions to the environment from underground uranium mines was obtained through measurements of radon in ventilation air at 24 mines and from estimates of radon release from other mine sources. The total production of U308 from the mines sampled represents about 63% of the total U.S. production from underground mines (1978 statistics). Wide variation in the radon emission rate per unit of production was found from mine to mine. Using the total radon emitted and U308 produced by all mines sampled, an average of 26.7 Ci of radon was emitted per ton of U309 produced. The investigation includes a brief study of the sources of variation of the emission rates. A statistically significant relationship was found between the measured radon release rate and the cumulative ore production at several mines.

To assist in the reduction of environmental degradation resulting from milling operations, the Bureau of Mines has developed, and successfully demonstrated, chemical, vegetative, and combined chemical-vegetative procedures for stabilizing milling wastes under varying environmental conditions. Costs of achieving reclamation using these stabilization procedures are compared with those of other physical and vegetative approaches. The Bureau's chemical-vegetative procedure for establishing vegetation directly on fine-sized wastes compares favorably with other stabilization processes that have been used.

Development of the Georgia kaolin industry can be traced to the mineral resource, the adoption of innovative process technologies, and the market growth for kaolin. Georgia kaolin is an abundant and high-quality resource that shows a range of advantageous properties. Technical developments in wet processing, delamination, and calcination allowed production of high-value products. The application of kaolin pigments to the paper industry provided a market that could absorb rapid growth.

A metallurgical/flux is a substance that is added to combine with gangue (unwanted minerals) during ore smelting, with impurities in a molten metal, or with other additives in metal refining processes to form a slag that can be separated from the metal. Because slags are immiscible with the metallic melt and are of lower density, a separation of the slag and metal occurs if the viscosity and surface tension are of the proper values. The chemistries of slags are adjusted to provide the proper melting point, viscosity, surface tension, conductivity, specific heat, density, or chemical properties to effect the desired task. In addition to absorbing impurities from the metal, the purposes of the slag are to thermally insulate the metal bath, protect the molten metal from the atmosphere, and control the chemical potential of the system. Several excellent references on slags and metallurgical fluxes are available (Boynton, 1980, Lankford, Jr., et al., 1985, Turkdogan, 1983, Rosenqvist, 1974, Fine and Gaskell, 1984). The function of the slag might vary at different stages within a process prior to final melting. For example, the slag composition and behavior will change as materials descend in the iron blast furnace, or as they melt in the early stages of formation of steel- making slags. Selection of the chemistry for a slag might be influenced by factors outside the primary function as when blast furnace slags are used to make cement, rock wool insulation, or fertilizer supplements. Sometimes slags contain a sufficient amount of valuable recoverable elements to be sold as raw materials for other processes. Fluxes are often referred to as acid, basic, or neutral. Acid fluxes are those that generally form acids in water and bases are those that would generally form bases in water. Typical acid fluxes are silica, alumina, and phosphorus, although alumina can function as either an acid or base. Typical basic fluxes are lime and magnesia. Fluorspar, or calcium fluoride, is a neutral substance because it can be viewed as the reaction product of a base and an acid. The degree of acidity (ratio of acids to bases) or basicity (ratio of bases to acids) is often specified to characterize the slag chemistry for a particular system. The system might also be referred to as acid or basic depending on the choice of slag, for example, basic steelmaking uses slags with more bases (lime and magnesia) than acids (silica and alumina). Many forms of minerals and compounds have been used as fluxes depending on the process requirements, availability, costs, requirements for recycling of intermediate products, and environmental concerns. Because slags are most often mixtures of oxides and silicates, fluxes are usually oxides, carbonates (which decompose to oxides) and silicates. Slags comprising phosphates, borates, sulfides, carbides, or halides have also been used (Rosenqvist, 1974, Moore, 1981, Szekely et al., 1989). In ironmaking and steelmaking, some acidic components are sometimes added. In nonferrous processes slags and fluxes are acidic with silica as the primary component, and although the use of basic flux such as limestone or lime is not extensive, some amount is used to modify slag properties and some refining slags are lime based. The production of iron is accomplished by smelting of ores, pellets, and sinter in blast furnaces with subsequent refining of molten iron and scrap in oxygen-blown processes. The electric furnace is used to make steel, stainless steels, ferroalloys, and special alloys, whereas ferromanganese is often made in blast furnaces. Fluxes are used in all of these processes, and either limestone or lime is the major flux component with some dolomite, dolomitic lime, silica, alumina, and fluorspar being used. In ironmaking, the flux is added either by direct charging or through sinter and fluxed pellets. In steel refining by the basic oxygen process, flux is added as lime and dolomitic lime that are either charged as lumps or injected as fines. Some small amount of limestone is sometimes used. Fluorspar is often added as lumps or mixed with other fine materials in briquettes. Alumina is sometimes added to blast furnaces either by direct charging of sized lumps or through sinter. Typical acid fluxes are sand, gravel, quartz rock, used silica brick, or raw siliceous ore (Lankford, Jr., et al., 1985). Olivine, which is a magnesium-silicate mineral, has been added to iron blast furnaces to enhance removal of alkalis (Lankford, Jr., et al., 1985). Alumina in the form of bauxite, aluminiferous clay, and recycled alumina brick has been used as flux. Alumina can function amphoterically as either an acid or base, for example it can form aluminum silicate in high silica slags or calcium aluminate in lime-bearing slags (Lankford, Jr., et al., 1985). Limestone (calcium carbonate) and dolomite (magnesium-calcium carbonate), or fluxstones as they are sometimes called (Boynton, 1980), and their calcined forms, lime and dolomitic lime are the major basic fluxes. In the latter cases, the carbonates are de- composed in a kiln-type process to drive off carbon dioxide that might otherwise interfere with the subsequent smelting or refining process or require expensive forms of energy to effect the decomposition (e.g., by combustion of coke in the iron blast furnace). Limestone is considerably less expensive than lime because it is not calcined; however, lime is far more difficult to handle and reacts readily with water. Dolomite and dolomitic lime are used for their magnesia content. Fluorspar is a neutral flux often used as an additive in steel- making slags to improve fluidity, but it has also been used in combination with lime as a primary slag in electroslag refining (Duckworth and Hoyle, 1969). Fluorspar is available in several grades, with the lowest grade often used for steelmaking. Recently a detailed study ?Minerals Planning Policies and Supply Practices in Europe? has been completed. The study, conducted on behalf of DG Enterprise, demonstrated that there are very few written down national minerals policies within European Union. Mineral policy elements are dispersed in many different documents and acts. The paper discusses the essential elements of minerals policies; particularly importance is placed in issues related to planning (land use planning, mineral development, etc.). A number of examples of successful and less successful mineral planning policy approaches are presented in other to support the idea of importance of comprehensive mineral policy. The main sources of information were the country reports of 26 European countries that are appendix of the study. We conclude that comprehensive written mineral policy that incorporates essential elements is crucial in order to achieve secure minerals supply.

Techniques for dealing with copper-gold ores are reviewed. Cyanide has little selectivity of gold over copper, and depending on the reactivity of the copper minerals cut-off grades for gold recovery by direct cyanidation are generally below 0.5% copper for oxide ores and 1 % for sulfide ores. Non-cyanide gold leachants also tend to be reactive to copper. The cheapest option for sulfidic ores is to produce a flotation concentrate for smelting, while transition ores generally need a sulfidisation pre-treatment. The requirement for the concentrate to have a high enough copper grade to be acceptable to a smelter may compromise copper and gold recovery. This can lead to significant gold grades in the flotation tailing, and copper levels in the tailing that are too high for direct cyanidation to be able to recover the gold. Oxidised ores, flotation tailing or other material not amenable to flotation represent the greatest grey area for gold recovery. Copper removal by acid, alkaline or ferric pre-treatment is possible though not generally used. Cyanide pre-leaching to remove copper, followed by copper and cyanide recovery represents a potential option that has been installed at one Australian gold plant, where copper is recovered onto carbon, ahead of the slower leaching gold. Actual cyanide recovery depends on ore mineralogy, allowing for losses as cyanate, thiocyanate, carbonate and ferrocyanide. Alternative options for gold recovery following cyanide leaching include precipitation, ion exchange and solvent extraction of the gold. Ammonia-cyanide leaching may offer another option for more selective gold dissolution from flotation tailing and oxidised materials. A plant is currently under construction in Mauritania.
