Rockfall hazards are ubiquitous in mining environments making their control critical for safe mining operations. The complex processes involved in rockfall events necessitate a probabilistic modeling approach with well-calibrated material properties. The controls designed to mitigate rockfall hazards need to be reliable, efficient, and safe to deploy to meet the constraints present at an active mine. This paper presents an innovative solution to rockfall at Rio Tinto’s Bingham Canyon Mine. The solution incorporates the site-specific calibration and creation of a predictive rockfall model with the design, field testing, implementation, and monitoring of the rockfall controls.

We applied kriging (geostatistics) to interpret the structure of basement rock in Yucca Flat, NTS from borehole data. The estimation error for 118 data is 81 m comparable with those based on both gravity and borehole data. Using digitized topographic data, we tested the kriging results and found that the model validation process (Thomas option) on data gave a fair representation of the overall uncertainty of the kriged values.

"GENERAL PROJECT DATA The Sparvo Tunnel belongs to “Variante di Valico” project, a new 65 km highway link between Bologna and Florence, designed to renew the existing A1 route and to connect in a faster way Bologna and Flor-ence. It is composed of a 2,5 km twin tunnel excavated in a complex geological context, characterized by the presence of a series of surface landslides and methane gas. The gradient is 2.6 % and the minimum radius is 1’400 m. The internal diameter of the precast seg-ment lining, equivalent to the final section of the tunnel, is 13.6 m. MAIN TBM SPECIFICATIONS TBM Earth Pressure Balanced S-574 “Martina”, manufactured by Herrenknecht, has a theoretical excava-tion diameter of 15’615 mm. It is equipped with a conical shield 12.2 m long and four back-up gantries. The total length of the machine is approximately 130 m, weighing approximately 4’500 tons. The total installed power is 16’800 kW. The main drive has a diameter of 8’700 mm and has a triple axis roller type bearing equipped with a labyrinth system including 4 sealing lips. The Waste Isolation Pilot Plant (WIPP) Project was established in 1975 by the Department of Energy (DOE) under Public Law 193 to develop the necessary technology for safe disposal of radioactive wastes from the defense programs of the U.S. The technology development involves extensive theoretical, numerical, and laboratory programs, as well as construction of the WIPP facility in southeastern New Mexico for in situ testing and waste storage demonstration. If after the demonstration, the facility is found to comply with regulations of the Environmental Protection Agency, then the facility will become a repository for Transuranic (TRU) waste. The underground portion of the facility is 655 m beneath the ground surface in massive natural salt deposits of the Salado formation, as shown in Figure 1.

The reforestation potential of bauxite mining spoils by seeding was examined on this research work. The experimental plot was established on the location Strofi Koukouvista 5, Ghiona Mountain. The experiment consists of 3 species (Pinus nigra, Robinia pseudoacacia, and Spartium junceum) with 4 sowing treatments and 2 sowing seasons (autumn and spring). The treatments were: (1) broadcasting; (2) broadcasting and soil cultivation; (3) broadcasting with straw mulching and straw binding with asphalt emulsion; (4) broadcasting with soil cultivation, straw mulching and straw binding with asphalt emulsion. Third year results show that spring is better than autumn as a sowing season. Only the Spartium junceum species were found to germinate and survive in autumn. The results are better for all the species on the spring seeding. The most effective treatments for Robinia pseudoacacia and Pinus nigra are 3 and 4 while for the Spartium junceum even simple broadcasting shows good results although the best ones are achieved with treatments 2, 3 and 4. The paper?s findings show that reforestation by sowing could be effective for some species but further experimentation with other species is recommended. Concerning Robinia pseudoacacia, testing of different seed preparation treatments is needed in order to maximize the germination of seeds.

12.1-BASIC AND PARAMETRIC CRITERIA IN THE SELECTION, DESIGN AND DEVELOPMENT OF UNDERGROUND MINING SYSTEMS STEFAN H. BOSHKOV AND FRED D. WRIGHT The criteria governing the selection of an underground mining system relate to several factors the importance of which varies with geographic location, the state of development of the industrial technology, the economic climate in the Nation and, perhaps, in the world-all these as functions of time. Thus, the best choice of a mining method depends upon sets of definable and undefinable values for numerous factors that may be considered fixed at the precise point in time. Subsequent changes in economic and/or technological developments may necessitate modification or complete revision of the existing mining system. A classification of criteria for selecting a mining system must be based on the broadest definitions. Specific cases may present simple solutions or pose very intricate questions, the answers to which are frequently based on judgment rather than explicit logically reasoned and derived results. Specific criteria may be of negligible consequence in some instances and of overriding importance in other cases. It would be foolhardy to attempt to point out, in the limited space available, all possible variations and interplay of factors, as well as to define the setting in which this interplay can take place. The reader is, therefore, referred to the case histories described in the subsequent parts of this section where actual practice will point out the variability of the problems encountered in the selection of a mining method. A popular thesis suggests that the proper approach to selecting the method of mining should be rooted in the inverse solution, whereby the limitations of the various methods in use serve as criteria to eliminate most of these methods from consideration in the specific case. This narrows the ultimate selection to one or perhaps two most appropriate methods. At this stage, a critical comparison analysis will lead to the ultimate choice. Although such a negative approach un¬questionably is valid in discarding obviously inapplicable mining systems from consideration, it falls short in defining the best system, which in practice quite often turns out to be a variation of a textbook standard, or a combination of two or more such standards. Because the deployment of capital and manpower over a long-term commitment closely follows the selection of the mining system, the decision-maker can well afford to spend a great deal of time and effort in evolving the optimum solution for the peculiarities of his specific case. Within the basic engineering tenets of economy and safety to which the design of a mining system must adhere lie numerous factors of constraint which may be grouped, somewhat arbitrarily but for ease of discussion, into several categories. The criteria that enter into the choice of a mining method derive from the following groups of factors: 1. The shape, size and spatial position of the ore deposit.

INTRODUCTION A variety of instruments are available for measuring or monitoring the performance of underground mine-ventilation systems. In general terms, the instruments may be classified as those that measure air velocity and those that measure gaseous concentrations. All costs herein are in terms of 1978 US dollars. The mention of a specific manufacturer or device is not intended to be an endorsement by the US Bureau of Mines. AIR-VELOCITY INSTRUMENTS The basic instruments used for measuring the air velocity in mines are the vane anemometer and the smoke tube. Vane Anemometer Of the air-velocity instruments, the 102-mm (4.0¬in.) vane anemometer is the most common and is available as either a low- or high-speed type. The low-speed anemometer generally is the most suitable for measuring the velocities in ordinary airways. For a rough check of the velocity in an airway, it usually is satisfactory to hold the anemometer by hand, positioning it in the center of the airway for 30 sec. However, the resultant error may be as high as 25% , and such a hand-held approach is unsuitable when accurate or reliable measurements are required. To obtain more accurate measurements, the proper procedure is as follows: 1) Since holding the anemometer by hand generally causes the instrument to read about 15% high, it is mounted on a 0.6-m (2-ft) extension rod. 2) The airway is divided into equal right and left halves. A 1-min traverse is used in each half, moving the anemometer smoothly up and down in a zigzag pattern so that the entire half is covered within the allotted minute. 3) The manufacturer's correction table is applied to the readings to adjust the velocity calculation as necessary. Whenever possible, anemometer readings should be obtained in a long straight section of airway that has a constant cross-sectional area. Bends and obstructions should be avoided, since they cause turbulence and other discontinuities in the airflow and can degrade the accuracy of the velocity measurements. Although a series of velocity measurements at one location usually corresponds to within a few percent, this is not an indication that the airflows calculated from those readings are completely accurate. One reason is that the correction table provided with the instrument generally is not for that specific instrument; instead, it represents the average correction for all such instru¬ments made by the particular manufacturer. Most cor¬rection tables specify a correction factor of from 0 to 15%, depending upon the velocity. However, even after correction, the instrument error still may range from 3 to 5%. At low velocities such as those below 0.76 m/s (150 fpm), the instrument error can be two or three times greater than this, ranging from 6 to 15%. The new ball-bearing anemometers generally perform somewhat better at low velocities than did the older conventional anemometers. Another source of error is introduced when measur¬ing the cross-sectional area of the airway or entry. Under the best of circumstances, measurement errors, instrument errors, and a host of other minor errors all combine to cause a total error of at least 10% in the velocity calculation. The vane anemometer also can be used with reason¬able accuracy to measure airflows in mine-ventilation ducts. In this application, the anemometer is mounted on a rod and is held at the center of the duct end. For a duct that is discharging air, the average velocity in the duct is 85% of the centerline reading (Northover, 1957). For a duct that is taking in air, the average velocity is 70% of the centerline reading (Haney and Hlavsa, 1976). To measure the airflow discharged from a regulator or from a small hole in a stopping or bulk¬head, a correction factor for the area is necessary. A good approach in this situation is to traverse the area of the regulator or hole, holding the anemometer with an extension rod. This provides an average velocity that is multiplied by 85% of the measured area of the regulator or hole. In all cases, the manufacturer's instrument cor¬rection table must be used and applied properly. For accurate results, the anemometer should be returned to the manufacturer for periodic cleaning and checking. If it is in daily use, the anemometer should be returned about once per year, and proportionally less frequently if the usage is less frequent than on a daily basis. Smoke Tube The smoke tube may not appeal to individuals who believe that good measurement results can be obtained only with expensive, complicated, and fragile instru¬mentation. Nevertheless, smoke works about as well as anything for the routine measurement of low air velocities in mines. The following procedure yields reasonably good results: 1) Two marks are scratched 7.6 m (25 ft) apart on the floor of the airway. 2) The smoke tube is used to release a cloud of smoke in the center of the airway, about 0.9 m (3 ft) upstream of the first mark on the floor. 3) A timed interval begins when the leading edge of the smoke cloud passes over the first mark, and the interval stops when the leading edge of the cloud passes over the second mark. 4) A factor of 20% is subtracted from the cal¬culated velocity to determine the true average velocity, providing a correction for the centerline and for the spreading effect at the front of the cloud. Since 2019, approximately two dozen international battery recycling companies have been operating at the commercial or pilot scale [1]. However, current process capacity does not exceed 100,000 tons of end-of-life (EOL) lithium-ion batteries (LIB) per year, and the current recycling rate is only about 5% in North America [2-3]. Recycling metals from EOL LIBs is not only essential to waste minimization and environmental stewardship, but also a source of critical materials, which can contribute towards supply chain stabilization. LIB recycling can be roughly divided into three categories: direct recycling, pyrometallurgy, and hydrometallurgy. Direct recycling seeks to retain as much of the manufactured effort with minimum chemical processing [4]. The evolution of battery designs and chemical compositions are challenges to this approach [5-6]. Pyrometallurgical processes are robust and flexible allowing a broad spectrum of batteries with minimum pre-processing requirements. Some of the matrix issues are solved through combustion of some constituents. Smelting is strongly tied to fossil energy and air emissions are a concern. In addition, pyrometallurgical processes are not stand alone, as hydrometallurgical refining normally required to separate and recover the metals of interest (Co, Ni, and Cu) from the produced alloy and Li from the slag [7]. Hydrometallurgical processes can be highly selective and efficient in recovering high purity materials [8]. In general, hydrometallurgical processes are considered cleaner and less costly than high temperature processes [4,9-10]. Extensive chemical consumption and waste generation significantly increase the operating costs and overall environmental impact of the hydrometallurgical processes [11]. Leaching of metals from LIBs is dominated by the mixture of sulfuric acid (1 to 4 M H2SO4) and hydrogen peroxide (1 to 15 wt.% H2O2) [10]. Although organic acids have been tested as lower environmental impact alternatives, the reported pulp density operations are low < 60 g/L [10-11]. For the H2SO4/H2O2 leachates, high leaching efficiencies >90% are reported for Co, Ni, Mn, and Li from cathode materials at temperatures over 40 ⁰C and pulp densities between 30 to 200 g/L [9-10]. H2O2 acts as reducing agent to convert Co+3 and Mn+4 into their soluble forms, Co+2 and Mn+2 [12]. Despite the claims of H2O2 being a clean reducing agent [13], production of H2O2 has significant environmental impacts as determined by life-cycle analyses [13-14]. Moreover, the costs and risks associated with H2O2 transportation and storage cannot be ignored [15].

To be competitive in automotive applications, polymer composites must be processable by high production rate processes like injection molding (IM), reaction injection molding (RIM), structural rim (SRIM) and compression molding. With current fiber reinforced composite materials, performance properties are sometimes compromised to make them compatible with these processes. This is done by decreasing the amount and length of the reinforcing fiber and the viscosity and molecular weight of the polymer matrix. Sheet molding composite (SMC) and thermoplastic polymer blends are examples of polymer composites which are cost effective in many applications and meet the high speed processing requirements for automotive parts.

The Line Creek Mine is operated by Crows Nest Resources Limited, a wholly owned subsidiary of Shell Canada Resources Limited. It is located approximately 25 km north of Sparwood in southeast British Columbia (refer to figure 1). The Line Creek coal deposit is part of the Upper Elk Coalfield in the East Kootenays. The coal is a medium volatile, low sulfur, bituminous coal and is used as a coking coal. Coal close to the outcrop is typically of low F.S.I. and is processed for thermal use. The present pits have a total coal reserve of 30 million clean tonnes and is a multi-bench, open-pit operation. The coal is recovered by front shovel and backhoe combination, and hauled to the plant with a fleet of 120-tonne and 40-tonne capacity trucks. Line Creek is unique in that it can simultaneously treat both metallurgical and thermal coal in separate processing facilities (refer to figure 2). Run-of-mine coal is delivered to the truck dump. The plus 50 mm material is scalped off and reduced to minus 50 mm in two rotary breakers. The raw coal is then conveyed to one of five, 5000-tonne capacity, silos. Typically one silo is used for thermal coal and four for metallurgical coal (refer to figure 3).

With passage of the Federal coal&apos; Mine Health and Safety Act of 1969, many challenges have been directed to the industry&apos;s mining and safety engineers. The most critical challenge is that of ventilation. The language concerning ventilation in many sections of the Act could very well deprive or limit the mining engineer in planning the ventilation for new mines, since the Act requires federal approval of all ventilation plans. Dependent upon approval and of course application of the law, this could, due to economics, prohibit the opening of new mines in some cases. Petitions for modification of some mandatory standards relating to ventilation have already been filed under Section 301(c). It is quite possible that many of these standards may be modified.

Introduction The theoretical analysis of tumbling mill energetics and performance has largely neglected mill dimensionality, and, in particular, the importance of the length/diameter (L/D) ratio. This is in spite of the fact that practice varies substantially: geographically, for semi-autogenous and autogenous mills, as between North America and South Africa/Scandinavia, and historically, for overflow ball mills, for which the L/D ratio has increased significantly from the earliest small mills to the largest mills currently. The present study is concerned primarily with the influence of the L/D ratio on the design and operation of overflow ball mills, on the occurrence of the overload phenomenon, and on the limits, if any, it may impose on mill capacities because of critical pulp axial velocity limits. It will be shown that the shape factor is of major importance in this area and that its adjustment to the extent that this is practical should remove the diameter limitations previously postulated for this mill type. Dimensionality in mill design Ball mill shape factors in the period prior to 1927 (Taggart, 1927) averaged 1.1/1 for 29 center discharge mills and 1.0/1 for 30 peripheral discharge mills. With the resumption of new plant construction after the 1930s depression, the Morenci concentrator continued the 1/1 ratio with its 3.1 x 3.1 m (10 x 10 ft) mills. The ratio was increased progressively from then on, reaching 1.6 and 1.8/1 for the largest overflow mills currently. As shown recently (Arbiter, 1989), this is in sharp contrast to autogenous and SAG mill shapes, for which the ratio averages 0.4 in North America. On the other hand, South African practice, starting at the turn of the century with autogenous mills having 4/1 ratios, moved toward 1/1 until recently, when a 2.5/ 1 ratio mill was installed. The reasons given for such divergent practice for mill shape factors are in some respects contradictory and generally inconclusive. The most complete discussion from a practical viewpoint (Dor and Bassarear, 1982) is limited to primary SAG and autogenous mills. Considerations of ball mill dimensionality have had a twofold direction. On the one hand, it has been argued that ball mill efficiencies should increase with increasing diameter and that the specific energy for a particular grind should be reduced accordingly. An inadvertent test of this idea at the Bougainville operation (Burns and Erskine, 1983) resulted in drastic underpowering, which led to failure to reach design capacity until additional mills were installed. This can be taken as strong evidence against any increase in efficiency with diameter. In another direction, it has been argued (Arbiter and Harris, 1982, 1983) that there is a limit to ball mill diameters because of the demonstrable limit to axial flow velocities evident in the overload phenomenon, which as a fact is incontrovertible. But that it places a limit on mill diameters overlooks the evidence given below that appropriate variation in the L/D ratio will permit major increases in diameter, limited only by constructional or economic factors. The present study was directed toward quantifying the overload phenomenon through examination of the influence of mill dimensionality variation and mill operating variables on its occurrence. It is shown that varying the operating conditions, specifically the load fraction and the fraction critical speed, can reduce the risk of overload for existing operations; while appropriate decreases in the L/D ratio can minimize the risk in the design of new circuits. Ball mill overload Ball mill overload is a consequence of the approach to a critical velocity with increasing feed rates or circulating loads. Although the effect has been known for over 50 years, there have been no previous attempts to quantify it. The following description of the ball mill as a flow system is the preliminary to a quantitative analysis: 1) In the absence of a ball load, axial flow of pulp through a mill resembles open channel flow, except for disturbances near the shell due to shell/lifter rotation. 2) For a given ball load (Lf), the void fraction available for pulp hold-up (H) for the ascending portion of the load is approximately 0.4 Lf. In the descending portion, it is greater than this and increases with fraction critical speed (Fc) because of load expansion. 3) Increasing the feed rate increases pulp hold-up and progressively fills the available void space. At a critical flow rate, which depends on system geometry, hydraulic head and pulp rheology, void filling reaches its limit; a pool forms rapidly and fills available space outside the ball load and up to the overflow level. Prior to this, pulp discharges mainly along the ascending rim of the overflow. 4) For a small mill (Lo et al., 1990), it has been shown that with increasing feed rates the critical filling is at or near 50% of the mill volume. Power drops rapidly when this level is reached, as required by the torque formula. 5) The transition to overload is associated with the following phenomena: a) The decrease in power draw. b) Damping of mill sound. c) Reduced comminution of coarser feed sizes, probably due to reduced direct impact in the presence of a pool. d) Increased circulating loads, which further intensify the overload, and increased density of cyclone underflows, which can lead to roping. e) Conditions beyond overload are not known because feed rates are not delibelrately increased beyond this point. f) The existence of the phenomenon limits the capacity of a mill with a fixed set of operating conditions and can prevent the balancing of hard ore feed rate decreases by increases in soft ore rates.

It continues with a discussion of Phelps Dodge&apos;s early experience, its ,operating environment, and its strategy development-attention to operating units and later headquarters with stress on service needs of users. It concludes that for computing to be effective it must fit in with the bay in which the company operates and must be sensitive to the needs of the people it serves.

The Kennecott Ridgeway Mine in South Carolina is scheduled to complete mining and ore processing in the last quarter of 1999. Tailings are disposed in a 300 acre, lined tailings impoundment. To facilitate closure and reclamation, modification of the tailings impoundment operation has been adopted. Mining involved the sequenced development of two open pits. In 1996 mining of the South Pit was completed and backfilling of the pit with waste rock from the North Pit was initiated and will continue until mining ceases. Both pits will be reclaimed as fresh water lakes. This paper presents the physical, geochemical and hydrogeochemical evaluation of the operational and post operational management of the project. Comparison of the operational monitoring data against predicted performance is reviewed.

"The Phu Kham Cu-Au mine in Laos is owned and operated by Phu Bia Mining Limited. The deposit is a complex and low grade Cu-Au porphyry ore. The rougher feed has a particle size distribution of 80% passing 110 µm, and the rougher concentrate is reground for cleaning to 80% passing 25 µm. The Cu losses in the cleaning circuit are primarily in the <12 µm fraction. A randomised paired ON-OFF test of magnetic conditioning in one of the two parallel cleaner 1 circuits was undertaken. The results showed that with magnetic conditioning there was approximately a 10% reduction in the <12 µm Cu distribution in the cleaner 1 tail to a 98% level of confidence. The Cu distribution in the <12µm fraction is a less variable measure of changes in the <12µm Cu recovery, therefore, this was used to evaluate the impact of magnetic conditioning. Subsequently, magnetic conditioning was installed in both cleaner 1 circuits and the plant results monitored after this installation. Comparing the plant results immediately before and after this installation showed that there was a 20% reduction in <12µm Cu losses to the cleaner tail. INTRODUCTION The Cu-Au, Phu Kham Mine (PKM) is located within PanAust's Phu Bia Mining Contract Area in Laos, approximately 140 kilometres from the capital city, Vientiane. PKM is PanAust's flagship operation and the significant cash flow generated by PKM has supported PanAust’s growth, while contributing to a strong balance sheet. PKM comprises an open-pit mine and a conventional milling and flotation operation that produces and exports a Cu and precious metals concentrate. The concentrate contains around 23% Cu, 6 ppm Au and up to 35 ppm silver. Process Overview The PKM deposit consists of complex heterogeneous mineralogy horizons of Cu-Au stockwork and skarn mineralisation. It contains areas of soft-leached zones, overlying transition zones and supergene chalcocite dominant secondary Cu mineralisation and clay-rich gangue. Areas of high As and Zn also pose a challenge in treating the highly variable ore. In addition, hardness of the ore increases with deposit depth. The ROM is hauled to a primary gyratory crusher to produce a coarse ore stockpile with size distribution suitable for the 13 MW semi-autogenous mill. The SAG product feeds two parallel ball mills each equipped with a cyclone cluster producing a product particle size distribution of 80% passing 110 µm. The conventional flotation circuit consists of two parallel rougher banks. The rougher concentrates feed the regrind cyclone where the underflow is split and reports to two parallel, 3MW, M10000 IsaMills. The regrind mill discharge combines with the regrind cyclone overflow with a product particle size distribution 80% passing 25 µm and reports to the Jameson cell."

The North Temple Tunnel pedestrian underpass in Salt Lake City, UT was built using a pipe canopy method that met significant challenges in potentially running ground conditions. Kilduff Underground Engineering (KUE) was the designer for the 20-foot-diameter SEM tunnel, Design-Build contract. Geotechnical data indicated ground conditions consisted of loose silty gravel for the majority of the face overlying soft to medium stiff clays in the tunnel invert. KUE designed a pipe canopy as pre-support to stabilize cohesionless gravels in the crown, a shotcrete initial liner with lattice girders to minimize disturbance of the finer-grained materials in the invert and a final liner with waterproofing system. The project was presented with a few unique challenges, primarily from the adverse ground conditions, but was successfully completed safely and schedule

Two recently published papers describing the use of psychological tests for selection and placement of coal mine personnel have created considerable interest within the Coal Industry, one paper, published in the April 1957 "Mining Congress Journal," entitled "Personnel Evaluation and Training," discusses the use of tests by the Christopher Coal Company, The second paper, published in the "West -Virginia Coal Mining Institute&apos;s 1957 Report" and in the September 1957 "Coal Age," entitled "Testing to Select Better Personnel for Coal Mining Today," outlines Hanna Coal Company&apos;s test and selection procedures. Since these rather detailed sources are readily available, and to avoid repetition of the material in them, we will confine this paper to a very brief review of the essential steps already taken by these companies and a more extensive look at newer material. Briefly, the Personnel Managers, Mr. Harold L, Durrett and Mr. Albert M,. Rowe, of the Hanna Coal Company and Christopher Coal Company, in conjunction with Dr. Quin F, Curtis, Head of the Psychology Department of West Virginia University, developed two different groups oftests for coal mine personnel, The first group oftests was designed to assist in the selection of supervisors. These tests of the supervisory group were "The California Short Form Test of Mental Maturity - Advanced Series," which gave an I.Q. rating, and the second test is known as "The Minnesota Multiphasic Personality Inventory," which measures several personality characteristics, These tests must be given, grade, and interpreted by a person trained in psychological testing. As a result of testing all of Christopher&apos;s supervisory employees (seventy in number) by this method, and then comparing the individual results with the individual ratings of the foremen on the job, a so-called foremen&apos;s scale was developed. If this resulting foremen&apos;s scale had been used to select the foremen who were rated as, the best men in on-the-job performance, it would have correctly identified seventy-four percent of that group.

The use of solid fuel in shaft furnaces to indurate iron ore pellets was originally considered a necessary evil, which the industry worked long and hard to eliminate. Since then changes have taken place in furnace design and operating practices that have led us to our suggestion that solid fuel additions could again be used. In essence, what has happened is that the developments which made it possible to operate without solid fuel have also created new operating conditions favorable to the effective use of solid fuel. Because these new conditions* were brought about in part by the desire to eliminate solid fuel and because the development was a gradual one, the industry failed to reassess its position and for years neglected the possibility of returning to solid fuel.
